The year 2017 comes to a close with news of the Philippine economy GDP growth projections higher and Filipino’s sentiment regarding next year’s prospects generally optimistic.
Beneath the smiling and upbeat façade lies a smoldering cauldron of gross inequality, unfairness, and exclusion.
Credit Suisse’s 2017 Global Wealth Report showed that nearly 87 percent of adult Filipinos or 52.5 million out of 60.7 million who are 20 years old and above mostly live in poverty with per capita wealth of less than US$10,000 (P500,000). In contrast, only a tenth of 1 percent—around 60,000 individuals—have per capita wealth of over US$1 million (P50 million).
And when you consider the combined wealth of Forbes’ 50 richest Filipinos, the wealth gulf is even more stark.  In 2017, the 50 richest Filipinos’ combined wealth is estimated at US$ 73.9 billion.  That is equivalent to nearly 24.4 percent of the country’s 2016 GDP of US$304.9 billion. This proportion has changed very little since 2013.
The vast majority struggle daily to cope with high prices of food, lack of access to health facilities, Internet, credit, and decent shelter.
As a perspective, the Filipino rich have been giving charitable grants and donations mainly through their corporate foundations.  Indeed, the Philippines has the longest recorded history of organized giving among the economies studied in 2011 by the Economist Intelligence Unit (EIU).
Regrettably, the Filipinos’ famed generosity has been waning in recent years.  In the 2017 World Giving Index, the Philippines ranked 54th out of 139, falling from 16th out of 135 in 2013.  While the Filipinos were the world’s 14th most active volunteers (7th in terms of their numbers), they weren’t as willing to donate money (95th) or to help a stranger (66th).
This is even truer among the Philippines’ richest. Data from an Entrepeneur.com.ph March 2016 article shows that a majority of the Forbes’ Top 10 Richest Filipinos can afford to allocate more funds for their respective philanthropies. Some even spent less than one percent of their net worth on their companies’ CSR mandate.
The amount dedicated to philanthropy is vital because it’s a measure of one’s character and civics.  Equally vital is where the charitable spending went and to what purpose.  Today, many among the Filipino rich pursue scholarship programs, school buildings, or one-off grants on the occasion of a calamity or the anniversary of the donor.  All three are welcome but comply with no established criteria nor clear civic purpose.  In truth, palliative in nature and of no marked change.
And yet achieving true equality and genuine fairness in Philippine society offers multiple paths.  To mention some:  more robust investments in basic education and modern skills training, improving child health and nutrition, and constructing liveable shelters (not the chicken coops some developers pass off as “socialized housing”).
Charitable giving could even be directed to research and development (R&D) for improved food production or to oceanography for protecting our seas. Both areas would benefit many farmers and fisherfolk, among our poorest sectors.
Research grants can be awarded to the Research Institute for Tropical Medicine (RITM), the Philippine Rice Research Institute (PhilRice), or to several state universities specializing in fruits and vegetable production. Such endowments may spark a nutrition revolution where Filipinos become taller and healthier—and eventually, more productive and ambitious.
Many Western philanthropists like Bill and Melinda Gates, Mark Zuckerburg and his wife Priscilla, Richard Branson, and Jeff Bezos have already started to devote their wealth in this manner.
Filipino philanthropists should rethink, revise, and reconfigure their gift-giving.  They should adopt a systemic form of philanthropy that will be a strategic intervention to making a more equitable and inclusive country.

Prices of different types of rice have fallen at Hili Land Port over the past week by Tk1.5 to Tk2 per kg following uninterrupted import and the recent Aman harvest around the country.
Traders have said that the prices will decrease further in the coming days.
According to port officials, they were clearing up to 130 trucks bringing in rice from India every day.
Between December 1 and 27, they said, 72,449 tons of rice were imported, a rise from November’s 68,186 tons, and 69,006 tons of October.
Anup Kumar Basak, a rice trader at Hili Bazar, said that prices of different kinds of local rice were still high even though there is enough supply following the Aman harvest.
“But the prices are dropping due to steady import. Local breed ‘Swarna’ rice is now being sold at Tk40 per kg, Tk1 less than last week,” he said.
Anup also said that different types of imported Indian rice – Swarna and Ratna – were being sold between Tk38-39 per kg, which was Tk1-2 higher last week.
Rice importers Mamun Ur Rashid and Rajib Dutta said a increase in the supply of rice in local market had led to a drop in trading of rice imported from India.
In Thakurgaon and Panchagarh, coarse rice variety was available between Tk36 and 37 per kg.
Traders said a drop in the prices of rice in India also played a role dropping the prices in Bangladesh’s market

National rice agency's monopoly a sore point among farmers, could swing upcoming polls

Trinna Leong Malaysia Correspondent In Kuala Lumpur
Anyone shopping for rice in Malaysia's supermarkets will find a bountiful array of nearly two dozen brands and varieties on the shelves, both locally grown and imported. But most of these are actually produced or marketed by firms linked to one company - Padiberas Nasional, or Bernas, the national rice agency.
Bernas' monopoly over the country's rice supply has become a hot-button issue among some farmers in the upcoming general election, after some of them in October complained to the government about alleged unfair trade practices committed by the billion-ringgit company which is controlled by politically connected tycoon Syed Mokhtar al-Bukhary.
"Paddy farmers and staple commodities issues are very sensitive issues, especially for the rural vote bank in the Malay heartland," said Mr Amir Fareed Rahim, a political analyst at KRA Group.
In its earlier incarnation in 1971 as Malaysia's state-run rice board, Bernas was tasked with maintaining adequate rice supplies, keeping prices fair and stable for farmers and consumers, and improving the industry. It continued to shoulder these obligations after it was privatised in 1996 and became a for-profit company.
Two decades later, however, farmers are up in arms over Bernas' alleged failure to protect and promote the local industry, by favouring cheaper imported rice to bump up its own profits.
"All we want is harmony in the industry and to let others know Bernas is not protecting us," said Mr Muhammad Rafirdaus Abu Bakar, co-chair of Padi Rescue, a non-governmental organisation that represents a group of farmers, rice millers and warehouses.
The rice war is not just a tale of farmers versus a big corporation.
AN APPEAL
All we want is harmony in the industry and to let others know Bernas is not protecting us.
MR MUHAMMAD RAFIRDAUS ABU BAKAR, co-chair of the NGO Padi Rescue.
QUICK RESOLUTION NEEDED
It is a critical issue for BN to try to resolve, especially since Kedah - the country's rice bowl - is a swing state and one of the battlefronts in the upcoming election.
MR AMIR FAREED RAHIM, political analyst at KRA Group.

·       BERNAS' HISTORY

·       1971
The National Rice Board (LPN) is formed by the Malaysian government to control paddy prices and act as the guardian of the industry.
1996
The rice board is privatised and renamed Padiberas Nasional or Bernas, a for-profit company with the social responsibilities previously held by the rice board. Malaysian tycoon Syed Mokhtar al-Bukhary holds the controlling stake in Bernas. The government has a golden share.
1997
Bernas is listed on the Kuala Lumpur Stock Exchange.
1996 - present
Bernas is involved in more than a dozen joint ventures, mergers and acquisitions of local rice companies.
2014
Bernas is delisted from the stock exchange. It is said to be eyeing a possible relisting in 2020.
Rural voters - 400,000 farmers, with nearly 300,000 of them planting paddy - form 11.2 per cent of the country's registered voters and have traditionally supported the ruling Barisan Nasional (BN) coalition. Many live in the states of Kedah, Perlis and Perak.
Padi Rescue submitted a memorandum to the Prime Minister's Office in October calling for an end to Bernas' management of the country's rice supply, which includes the sole right to import rice until 2021.
Among its complaints is that deduction rates - the portion of product that is rejected for impurities - have risen, which means farmers get a lower payout for their harvest. The group also claims Bernas has increased imports of cheap low-grade rice and caused small-scale rice millers to shut down by monopolising the rice production chain.
Bernas has denied the allegations by Padi Rescue, and issued a lawyer's letter to the group demanding that it stops such defamatory statements or face legal action.
Bernas told The Straits Times that it purchases only around 30 per cent of the total paddy produced in the country, with the rest processed by other rice millers.
Denying claims that it is a monopoly, it added that it has not sought to sideline locally produced rice and that its nationwide deduction rate of 23.6 per cent was far lower than alleged by Padi Rescue.
Mr Rafirdaus has cast doubt over the grading system, reasoning that although improved technology has brought about higher-quality crops, deduction rates have not decreased.
As part of its social obligations, Bernas is required to act as the buyer of last resort for locally grown paddy. "At times, we have purchased rejected paddy of zero commercial value from farmers," Bernas told The Straits Times.
The crux of the farmers' grouses is that Bernas prioritises its profits over its social responsibilities. They point to its ties with various companies in the rice production chain, and control over duty-free rice imports with cheaper options from Thailand, Vietnam and Pakistan.
Malaysia produces about 2 million tonnes of rice annually, which is not enough to meet its own estimated annual consumption of 3 million tonnes. In 2016, it spent US$377.4 million (S$515 million) on 822,000 tonnes of rice to meet the shortfall, making it the 14th-largest rice importer globally.
The paddy farmers, however, question why the government is not pushing for higher rice production at home, instead preferring to have imports fill the gap.
Padi Rescue has also alleged that Bernas has not helped farmers and millers to improve their lives economically, preferring instead to focus on maximising its own profits.
Bernas said it has been fulfilling its role to assist farmers and millers by providing financial loans and aid schemes for millers. Its profits were justified, it said, as they were ploughed back to fund these programmes.
"It is a critical issue for BN to try to resolve, especially since Kedah - the country's rice bowl - is a swing state and one of the battlefronts in the upcoming election," said Mr Amir. "Silence without attempting to resolve it will be very dangerous."
So far, it is the opposition parties which have stepped in to back the paddy farmers, by issuing their own petition in November urging Putrajaya to direct Bernas to drop its threatened legal action against Padi Rescue, and calling for the National Rice Board to be reinstated.

(PhilMaize), targets for a healthier and more practical staple food as they launched Bigas-Mais Blend at Sasa Wharf last week. “The rice and white corn combo is a healthier choice for the rice-eating Filipinos as corn contains higher amylose content which makes it harder to gelatinize and slower to digest… Bigas-Mais is just one of our strategy to quash our dependence on imported rice every time a shortfall in supply surfaces,” said Agriculture Secretary Manny Piñol. The Bigas-Mais, which is targeted to be available in leading supermarkets in the country by January 2018, comes in three variants the Regular, with 70 percent rice and 30 percent white corn; the Special with equal portions of rice and white corn; and the Premium with 30 percent rice and 70 percent white corn. In a press release published at the official website of DA, it was stated that the new blend is expected to create new market segment demand especially for that of the health conscious. Aside from that, pressures on rice imports is hoped to tone down because of this Bigas-Mais as it aims to local farmers revive the country’s corn industry. A memorandum of understanding was signed between DA, NFA, and PhilMaize during the launching at Sasa Wharf last week, December 21. In this project, DA is tasked to “ensure the availability of quality corn seeds and provide the required interventions for production areas such as capacity building, farm mechanization equipment, and postharvest facilities.” The NFA will be the one to distribute and promote the Bigas-Mais blend to retail outlets, government and non-government institutions, and other institutional buyers. They are also tasked to monitor compliance in terms of existing quality standards. Supply of quality rice-corn blend will be done by PhilMaize. This role includes necessary processing related to the product such as milling, packaging and storage, sourcing from local producers. “Corn is not a new staple food but it has been overlooked by the government for so long…If we are able to infuse at least 300,000 to 500,000 tons of corn next year, it will be the second time in our history that we are able to reach sufficiency in staple grains,” Piñol said. 90% drop in food imports not good enough ―Buhari

December 29, 2017
buhariPresident Muhammadu Buhari has said that the country’s huge rice import bill had dropped significantly by more than 90 percent but added that it is good enough as he believes that the country should be a net exporter.
Receiving members of the All Progressives Congress (APC) from Kebbi State in the Presidential Villa, Abuja, on Friday, the President said his administration will continually review and strengthen ongoing reforms in the agricultural sector until Nigeria regains its pride of place as a food exporting country.
He said:  “Beyond self-sufficiency, we must strive to become net exporters of food commodities.
“We are not doing badly in the agricultural sector and Nigerians, and the world are beginning to appreciate our efforts. We will not be satisfied; we will work harder until we start exporting food.
“We are happy that rice and beans importation into the country have gone down by over 90 percent, and visibly everyone can see how productive states like Kebbi have turned out to be and states like Lagos, Ogun and Ebonyi are following the example.”
He said Kaduna, Katsina, Kano and Sokoto states had already reported remarkable turn around in the agricultural sector, with more youths taking interest in entrepreneurship.
The President said he disagreed with the astronomical food import bill presented by the Central Bank of Nigeria (CBN) from the inception of the administration, pointing out that it was later discovered to be “fraudulent practices’’ by some of the elites to deplete the foreign reserves.
According to him, “When I was told that the CBN had no savings after the windfall of selling oil for more than $100 dollars per barrel for many years, and the production was 2.1 billion barrel per day, I did not believe them.
“I did not believe them because majority of Nigerians cannot afford imported food; they rely on what is locally grown. It turned out that 50 per cent of the export bills were fraudulent. That is what the Nigerian elites did.
“Unfortunately, we will not know all that happened because the elites worked in collusion with institutions in developed countries, like insurance firms, shipping companies and other financial outfits, to perpetuate the fraud.”
On security, President Buhari said the return of farmers to their farm lands in the North East, with glaring results of high yields, was a testimony to the relative peace that had been achieved.
He assured that more would be done to check the mayhem of suicide attacks.
The President said his administration will put in more effort to reposition the educational and health sectors to compete with other global institutions.
In his remarks, the Kebbi State Governor, Atiku Bagudu said the APC family was pleased with the performance of the administration in securing the country, reviving the economy and fighting corruption.
Bagudu and members of the delegation, which include former Governor of Kebbi State, Usman Saidu Dakingari and other former PDP stalwarts, prayed for the quick recovery of the President’s son, Yusuf.

Trade balance in favour of Japan
Staff Reporter
Karachi
Consul General of Japan, Toshikazu Isomura has said that the trade balance is in favour of Japan and Pakistani Government must take steps to increase the export trade with Japan.
He was talking to the delegation of Rice Exporters Association of Pakistan (REAP) led by the Senior Vice Chairman, Rafique Suleman and Secretary REAP Altaf Hussain Shaikh was also present in a meeting at his office here.
Isomura informed that around 100,000 citizens from South Asian countries (Pakistan, India, Nepal etc) living in Japan and REAP must take steps for the increase of Pakistani basmati rice. The bilateral trade between both the countries is around $2 billion and still, there is a good potential to increase. However, the trade balance is in favour of Japan and Pakistani Government must take steps to increase the export trade with Japan.
On the occasion, Rafique Suleman informed about the current rice crop and export figure of Pakistani rice. Pakistan produces about 6.5 million tons of rice annually and it exports earns about $2 billion to more than 100 countries.
Since last many years, he said rice export trade has been facing severe decline and the REAP have been working with Trade Development Authority of Pakistan (TDAP) and Ministry of Commerce for improving the situation of rice exports. There are good results are coming after taking several steps this year, he added.
Rafique Suleman said rice exports to Japan are very negligible and the REAP is planning to send a trade delegation to Japan for the marketing and promotion of Pakistani rice. He urged the Japanese Consul General for his assistance in this regard.
Rafique Suleman informed the Japanese Consul General that REAP will coordinate with Embassy of Pakistan in Japan and the TDAP for sending a trade delegation to Japan to increase Pakistan’s market share in Japan.

The store, which is a leading name for Indian food stuff throughout the GCC, is located opposite Copper Chimney restaurant and opened just in time for Bahrain's National Day on December 16. This is the third Al Adil in Bahrain. Every store in the chain is opened by an Indian movie star and Dr Datar says this underscores his admiration for the multi-talented persona of the modern Indian woman.
"Our commitment to quality foodstuff, freshness and the affordable pricing is a tribute to all women who demand nutrition at the best price for their family," Dr Dhananjay Datar said.
"Tamannah Bhatia who is with us for this opening, is a popular and recognised movie star and well-known for her strong on-screen characters that she plays. Her ability to make a mark for herself in Hindi, Tamil and Telugu cinema is an indication of her vast talent as an actress. I believe that the presence of such a talented and beautiful young star to inaugurate our stores is my way of acknowledging the many roles that modern women play in their lives as artistes, working women and guardians of the family."
Tamannah Bhatia was all praise for the Al Adil enterprise, saying: "Food is a great cultural connection between people and countries. By showcasing the best of Indian foodstuff, Dr Datar's Al Adil and Peacock brand have brought a significant slice of India to the Gulf. I am sure Bahrain Indian community will relish this expansion of their favourite store."
As a special opening offer, Al Adil is offering 50 per cent off on 200 items in its store. The store stocks a wide range of products such as pulses, atta, masalas, spices, sugar, ghee, pickles, basmati rice, other rice varieties, biscuits, namkeen and excellent organic products too

The better choice: Complex carbohydrates are naturally high in fibre, which prevents a spike in blood sugar, and it supports weight loss by making you feel full for a longer time.
PETALING JAYA: Rice is a staple in the diets of many communities, and it is not just some side dish but a main meal, like a simple nasi goreng kampung.
Rarely would one go a day without at least having a plate of rice.
According to Lim Ching Ju, a Masters holder in clinical nutrition, “Carbohydrate is a main source of energy. We need 50% to 60% of carbohydrate in total daily for energy.”
However, there are those who say that while the body needs the nutrient, it is, in fact, making one put on weight, and to their horror, get “fat”.
It is time to clear the air, especially for those who want to lose weight.
More carbs mean more exercise
“Weight gain will occur through overconsumption of carbohydrates,” said the 31-year-old Lim.
So how much carbohydrate is too much?
It all depends on how active you are. Carbohydrates provide energy, but for inactive individuals, carbs should be taken moderately as these people do not need much energy to go on about their day.
The body needs to use the energy and burn off the carbs so the sugar from carbohydrates will not get stored in the body as fat.
Athletes and regular exercisers, on the other hand, need to consume more carbs as they would burn it off far quicker than the average sedentary person.

image: https://www.thestar.com.my/~/media/online/2017/12/28/19/05/main_fitcarbsb2912_py_1pdf.ashx?h=986&w=620&la=en
“Every gram of carbohydrate consists of four calories. On average, if you consume an excess of 3,500 calories, this will lead to one pound of weight gain,” explained Lim.
Essentially, if anything is taken in large quantities, it will cause weight gain. To keep it simple, the more you exercise, the more carbs you need.
Carbs are not bad, but sugar is
Many use sugar in their cooking and food so it tastes sweeter. However, as mentioned above, if the body does not use up the energy, it can be left in the body as fat.
“When carbohydrate goes into your body, it will break into the simplest form of glucose that is easy to digest when it enters into the bloodstream.
“When blood sugar increases, insulin is released to remove the excess sugar.
“But when there is too much sugar in the bloodstream, insulin will send messages to the liver to store the excess as fat,” shared Lim.
Therefore when people say that carbs are not good for you, they generally mean that taking a lot of sugar is not good.
Lim suggests taking food with a low glycaemic index (GI) as “food with high GI raises blood glucose more rapidly than foods with medium or low GI”.
GI is a measurement of how food containing carbohydrate raises blood glucose.
Low GI foods (55 or less) include soy products, milk, porridge, beans, fruits, grainy bread, and mushrooms.
Medium GI foods (56 to 69) are sushi, orange juice, basmati rice and wholemeal bread. High GI foods (70 and more) can be found in potatoes, white bread, white rice, teh tarik, carbonated drinks and noodles.
“It helps to sustain the energy you get from food, so it is easier to control your appetite,” said Lim on the benefits of low GI foods.
“So this would help with weight control. On top of that, it improves blood sugar levels.”
Don’t take carbs for the wrong reasons
Some take carbohydrates because it is “high in fibre”, but if you’re looking for foods high in fibre, it is best to get it from natural plant sources like fruits and vegetables.
As reported on www.webmd.com, exotic fruits are a good source of fibre. For example, mango has five grammes, persimmon six and a cup of guava has about nine grammes.
It is similar if you are eating carbohydrates for its “high protein”. You can get proteins from animal sources such as chicken, turkey, beef, lamb and salmon.
For vegetarians, on the other hand, foods rich in protein include walnuts, almonds and cheese.
Brown rice is better than white rice
Brown rice is better than white rice in the sense that it has a much lower GI level – only about 50 when steamed – compared to boiled white rice which is at 72, as published by the Harvard Medical School in 2015.
Again, it is not the carbohydrate but the sugar that people are worried about. So it is unfair to say that all carbs are bad.
On top of that, brown rice contains more fibre than white rice, but as mentioned before, if you’re looking for something high in fibre, it is better to get it from fruits and vegetables.
“Remember, it’s better to get your fibre from plant foods and not 87 servings of whole grains,” wrote Adam Bornstein on his web article (which can be found on www.bornfitness.com) after discussing the matter with Nate Miyaki, someone who has been working on the nutrition side of the fitness world for over a decade now.
Brown rice is an example of a complex carbohydrate, which takes a longer time to be digested and it enters the bloodstream at a slower pace, unlike simple carbohydrates (eg. white rice).
“Complex carbohydrates are naturally high in fibre which prevents a spike in blood sugar and it supports weight loss by making you feel full for a longer time,” said Lim.
In conclusion, Lim said that if you choose the correct type of carbohydrate and eat it at the right portion size and amount, carbohydrates will not make you fat.

GMO Opponents Are Immoral, Argues Purdue University President Mitch Daniels

It's past time to tell your anti-GMO friends, family and neighbors they are helping to kill poor people.

·  GoldenRiceIRRIInternational Rice Research InstituteMitch Daniels is right: It's past time to tell your anti-GMO friends, family and neighbors they are helping to kill poor people.
Today in a Washington Post op-ed, the former Indiana governor and current president of Purdue University cogently argues, "Avoiding GMOs isn't just anti-science. It's immoral." Daniels observes:
Of the several claims of "anti-science" that clutter our national debates these days, none can be more flagrantly clear than the campaign against modern agricultural technology, most specifically the use of molecular techniques to create genetically modified organisms (GMOs). Here, there are no credibly conflicting studies, no arguments about the validity of computer models, no disruption of an ecosystem nor any adverse human health or even digestive problems, after 5 billion acres have been cultivated cumulatively and trillions of meals consumed.
And yet a concerted, deep-pockets campaign, as relentless as it is baseless, has persuaded a high percentage of Americans and Europeans to avoid GMO products, and to pay premium prices for "non-GMO" or "organic" foods that may in some cases be less safe and less nutritious.
Daniels properly excoriates academic scientists, regulators, along with food and agricultural companies for their cowardly reticence in challenging "an aggressive, often self-interested anti-GMO lobby that is indifferent to the facts and quick with ad hominem attacks."
So what should be done? Daniels asserts:
It's time to move the argument to a new plane. For the rich and well-fed to deny Africans, Asians or South Americans the benefits of modern technology is not merely anti-scientific. It's cruel, it's heartless, it's inhumane — and it ought to be confronted on moral grounds that ordinary citizens, including those who have been conned into preferring non-GMO Cheerios, can understand.
Travel to Africa with any of Purdue University's three recent World Food Prize winners, and you won't find the conversation dominated by anti-GMO protesters. There, where more than half of the coming population increase will occur, consumers and farmers alike are eager to share in the life-saving and life-enhancing advances that modern science alone can bring. Efforts to persuade them otherwise, or simply block their access to the next round of breakthroughs, are worse than anti-scientific. They're immoral.
The Journal of Markets and Morality asked me two years ago to debate statistician Nassim Taleb on the question "Do GMOs [genetically modified organisms] present cause for moral concern?" The editor of the journal explained, "The goal of this controversy is to assist our readership (economists, political scientists, theologians, moral philosophers, ethicists) in developing a more informed understanding of the issues at stake in the current state of the GMO debate, addressing concerns of fact, morality, and policy."
In my initial essay, I detailed the strong scientific consensus is that current versions of genetically enhanced crops are safe for people and the natural environment. In addition, I pointed out that modern biotech crops could play a big role in helping to increase the availability of healthful food to the poor around the world. I concluded, "Fallacious arguments against developing and growing modern biotech crops is cause for great moral concern."
Taleb was invited to participate because he and some colleagues had put together a mish-mash of a paper filled with statistical mystifications and handwaving to argue the modern crop biotechnology could lead to the extinction of the human race.
After reading my essay Taleb withdrew from the debate and, for good measure, called me an "idiot."
I am not alone in arguing that opposition to modern biotech crops is immoral. Last year, 100 Nobel Laureates signed an open letter demanding that Greenpeace and other activists groups stop killing and blinding poor children in developing countries. Specifically, the laureates urged, "Greenpeace to cease and desist in its campaign against Golden Rice specifically, and crops and foods improved through biotechnology in general."
Golden rice is genetically enhanced to produce beta-carotene, a precursor to vitamin A. Vitamin A deficiency in poor countries results in hundreds of thousands of deaths and cases of blindness annually. It was created by a non-profit consortium of researchers and is being developed by the International Rice Research Institute in the Philippines. Thugs associated with Greenpeace attacked and destroyed golden rice research plots at IRRI back in 2013.
In their letter, the Nobel laureates pointed out that "scientific and regulatory agencies around the world have repeatedly and consistently found crops and foods improved through biotechnology to be as safe as, if not safer than those derived from any other method of production.
"There has never been a single confirmed case of a negative health outcome for humans or animals from their consumption. Their environmental impacts have been shown repeatedly to be less damaging to the environment, and a boon to global biodiversity."

Growing discord in Malaysia’s paddy industry

National rice agency's monopoly a sore point among farmers, could swing upcoming polls

AN APPEAL All we want is harmony in the industry and to let others know Bernas is not protecting us. MR MUHAMMAD RAFIRDAUS ABU BAKAR, co-chair of the NGO Padi Rescue.
QUICK RESOLUTION NEEDED It is a critical issue for BN to try to resolve, especially since Kedah - the country's rice bowl - is a swing state and one of the battlefronts in the upcoming election. MR AMIR FAREED RAHIM, political analyst at KRA Group.

o   BERNAS' HISTORY

  • 1971The National Rice Board (LPN) is formed by the Malaysian government to control paddy prices and act as the guardian of the industry. 1996 The rice board is privatised and renamed Padiberas Nasional or Bernas, a for-profit company with the social responsibilities previously held by the rice board. Malaysian tycoon Syed Mokhtar al-Bukhary holds the controlling stake in Bernas. The government has a golden share. 1997 Bernas is listed on the Kuala Lumpur Stock Exchange. 1996 - present Bernas is involved in more than a dozen joint ventures, mergers and acquisitions of local rice companies. 2014 Bernas is delisted from the stock exchange.
"Silence without attempting to resolve it will be very dangerous." So far, it is the opposition parties which have stepped in to back the paddy farmers, by issuing their own petition in November urging Putrajaya to direct Bernas to drop its threatened legal action against Padi Rescue, and calling for the National Rice Board to be reinstated.

Thailand expects to export more than 11 million tons of rice in 2017, the country’s rice export association said on Wednesday (27/12), a record high for the world’s second-biggest exporter of the grain.
“This year it should be 11.2 million tons because right now the commerce ministry’s figures for January to November are at 10.4 million tons already and for December it will definitely … be around 700,000 to 800,000 tons,” Chookiat Ophaswongse, honorary president of the Thai Rice Exporters Association, told Reuters on Wednesday.
Thai rice prices were also in line with that of competitors, he said, which helped exports in 2017.
“This year will be a record high. We have never reached 11 million tons,” he said. “But still, we exported less than India.”
Thailand also sold “old rice” from government warehouses at competitive prices this year, Chookiat said.
The military government has managed to sell most of the about 18 million tons of rice accumulated during a rice scheme introduced by the previous, civilian government that it ousted in a 2014 coup.
The scheme, which was introduced in 2011, bought rice at above-market prices from farmers and was popular in the rural northeast.
But the scheme’s public losses fueled street protests in 2013/14 against then-Prime Minister Yingluck Shinawatra who was eventually removed from power weeks before the 2014 coup.
The scheme also saw Thailand lose its crown as the world’s top rice exporter to other countries, notably Vietnam and India.

12/28/2017
By Arpan Varghese
BENGALURU, Dec 28 (Reuters) - Rice markets in major Asian
centres remained muted this week, with trades few and far
between due to the holiday season and the approaching year-end,
while Bangladesh awaited shipments from India as part of a
previously announced deal.
Bangladesh, which has emerged as a major importer this year
after floods damaged its crops, has signed a deal, announced
earlier this month, to import 150,000 tonnes of rice from India
at $440 a tonne, Badrul Hasan, head of Dhaka's state grains
buyer, told Reuters on Thursday.
Another deal with Thailand to import 150,000 tonnes of
parboiled rice at $465 a tonne could be signed next week, he
added.
"We have already purchased or finalised deals to fulfil our
target," said Hasan, adding that the state grains buyer aims to
import 1.5 million tonnes in the year to June 2018.
The cost of rice imports has increased in recent weeks due
to weakening of the local currency against the dollar, amid an
appreciation in the Indian rupee, a Dhaka-based trader said.
In August, Bangladesh cut a duty on imports of the grain for
the second time in two months to boost stocks and combat high
domestic rates, prompting purchases by private dealers, with
most of the deals being struck with neighbouring India.
In top exporter India, the 5 percent broken parboiled rice
prices <RI-INBKN5-P1> were unchanged from last week's $418-$421
per tonne level.
"Due to Christmas and New Year holidays, trading volume is
down significantly. Traders are in vacation mood," said an
exporter based in Kakinada in the southern state of Andhra
Pradesh.
The Indian rupee was trading near its highest level
in three months, slashing exporters' returns from overseas
sales.
"The appreciating rupee is keeping prices firm for overseas
buyers. In the last few days, demand from Bangladesh has been
weak," said another exporter in Kakinada.
In Thailand, the benchmark 5 percent broken rice ticked up
to $398-$400, free-on-board (FOB) Bangkok, from $390-$398 last
week, even as the market remained subdued, traders said.
Trade was quiet as the end of the year approaches and
foreign buyers are not placing orders, a Bangkok-based trader.
Meanwhile, the Thai Rice Exporters Association forecast rice
exports to exceed 11 million tonnes in 2017, a record
high.
"Some of that is old rice in state warehouses, as announced
by the commerce ministry," the trader said.
The market for the staple grain remained quiet in Vietnam as
well, with traders quoting the benchmark 5 percent broken rice
<RI-VNBKN5-P1> at $390-395 a tonne, free-on-board (FOB) Saigon,
the same as last week.
Rice exports from Vietnam in December were forecast higher
than last month at 400,000 tonnes, a government report said,
with traders attributing the increase to shipment of previously
signed deals.

Traders said a drop in the prices of rice in India played a role dropping the prices in Bangladesh's market

Traders said a drop in the prices of rice in India also played a role dropping the prices in Bangladesh’s market.

DHAKA: Rice markets in major Asian centres remained muted this week, with trades few and far between due to the holiday season and the approaching year-end, while Bangladesh awaited shipments from India as part of a previously announced deal.

Rice exports hit an all-time record in 2017, increasing by 14.77% this year to at least 11.25 million tonnes as of Dec 27, the Ministry of Commerce said.
The price per tonne has risen above US$1,000 for popular Jasmin fragrant rice, or hom mali.
Sales revenue showed significant growth of around 15%, or $4.97 billion (168 billion baht). With a few days still remaining in the calendar year, the export volume was already the highest since Thailand began trading rice.
On the global market, the price of Jasmine rice continues to climb steadily, currently standing at $1,040, the highest in the past five years, the ministry statement said.
Staple ‘white rice 5%’ was also doing exceptionally well and competitive, but prices remained quite stable at $403 per metric tonne.
Honorary president of the Thai Rice Exporters Association Chukiat Opaswong said shipments soared on increased foreign demand and a decrease in global market supply.
“The government’s stock of hom-mali rice for export has already run dry, and our domestic production has dropped from nine to seven million tonnes this year, which caused exporters and rice mills to compete intensely for the remaining supply,” Mr Chukiat said.
“As for the white rice, the price remains stable and less exciting than Jasmine rice because India has recently offloaded their stock at a discount, and its volume is quite overwhelming.”
On Jan 14 the Ministry of Commerce will organise a workshop and seminar for representatives of the rice sector on the future direction and development of the industry, Deputy Commerce Minister Chutima Bunyapraphasara said.
“We will discuss the system as a whole, looking at ways to improve harvesting, production and marketing Thai rice. Next year’s plan to expand the rice industry will give importance to G2G (government-to-government) trading, and fulfilling our contract with China for 600,000 metric tonnes of rice,” Ms Chutima said.
The Ministry of Commerce is planning for a new 1 million tonne contract with China next year, and is ready for negotiations with Indonesia, the Philippines and Sri Lanka, she said

Japan sows information sharing to cultivate rice exports

Linking farmers with sellers could quadruple foreign shipments
TOKYO -- Japan looks to forge an information-sharing network between the country's exporters and domestic rice producers, aiming to quadruple shipments of the staple abroad by 2019.
The agriculture ministry will support a system letting rice farmers in over 200 localities communicate easily with around 40 exporters who can find international buyers that best suit the types of rice and harvest yields for each producer.
The ministry hopes that the system will help lift Japan's rice exports not only to China, Singapore and other Asian countries, but also to the U.S. and the European Union. The government targets 100,000 tons in rice exports for 2019, four times the figure from last year.
Among exporters, Itochu positions the EU and China as key markets. The trading house looks to supply rice to Japanese restaurants and other entities there.
The National Federation of Agricultural Cooperative Associations, better known as Zen-Noh, will promote Japanese rice to restaurants in Asia and other regions.
Shinmei, Japan's biggest rice wholesaler, will pitch the nation's rice to affluent Chinese and other potential customers.
A survey by the ministry shows that there were 117,568 Japanese restaurants operating outside the country as of October, up 33% from the previous survey in July 2015. This growth of Japanese cuisine abroad is expected to yield mounting demand for Japan-grown rice.
The 11-member Trans-Pacific Partnership would expand Japanese rice exports even further. The trade pact, for which a preliminary agreement was reached in November, would abolish tariffs on Japanese rice bound for Vietnam, Malaysia and elsewhere.
The agriculture ministry will boost aid for producers as well, providing a subsidy of roughly 20,000 yen ($177) per 1,000 sq. meters devoted to growing rice for export starting with next year's harvest. Promoting rice exports may help offset the effects of a graying market in Japan, where consumption of the crop is shrinking by 80,000 tons per year.
