GUWAHATI: A day-long national Seminar was held here  at the University of Science and Technology , Meghalaya (USTM)   where scientists from different parts of the country took part and deliberated on new trends  in biotechnology with focus on the north-eastern region of India.The Seminar was jointly organized by the School of Biological Sciences of the University of Science & Technology, Meghalaya and Zaheer Science Foundation, New Delhi.
Delivering his lecture on genomic varieties of rice, Prof Dr Tapash Dasgupta, School of Agriculture and Rural Development, Ramakrishna Mission Vivekananda University, Kolkata said that there is high probability of water in the north-eastern states being contaminated with the poison called arsenic. He said that though arsenic contaminated drinking water is believed to be the common reason for health hazard, even some varieties of rice can be contaminated with arsenic as they are irrigated with arsenic contaminated water.
Titled “New Trends in Biotechnology”, the Seminar was also addressed by Dr R Puvanakrishnan, Former Director Grade Scientist and Head, Department of Biotechnology, CSIR-Central Leather Research Institute, Chennai and Dr Hemant J Purohit, CSIR National Environmental Engineering Research Institute, Nagpur.
A panel discussion on “Fostering Biotechnology Education and Research in the North Eastern States of India” was also held in the Seminar. Punjab, Haryana need to look beyond paddy

In Past 10 Years, Monsoon Has Failed Punjab Six Times And Haryana Seven
CHANDIGARH: Warning of the farm experts to reduce the area under paddy and make judicious use of groundwater in Punjab and Haryana can be substantiated from the monsoon rainfall data of both states from 1901 till 2017. As per the data compiled by the India Meteorological Department(IMD), in the given period, Punjab has had 35 deficient monsoon (more than 20% to 59% below the normal precipitation in the June-September period) rainfall years while Haryana witnessed 36 deficient monsoon rainfall years.


The situation is grimmer if the data of the last 10 years (2008-2017) is taken into account as both states recorded deficient monsoon rainfall for six years or more. In the past 10 years, Punjab had deficient monsoon rainfall six times in 2009, 2012, 2014, 2015, 2016 and 2017. During the same period, monsoon failed seven times (2007, 2009, 2012, 2014, 2015, 2016 and 2017) in neighbouring Haryana.

Despite poor monsoon rainfall, area under water-guzzling paddy has not reduced in both Punjab and Haryana, known as the grain bowl states of India, which are biggest contributors of food grain to the national buffer stock. In 2017, Punjab had an estimated 29.42 lakh hectares area under paddy including basmati while in Haryana the estimated acreage under rice cultivation was 14.22 lakh hectares. 
Area under other kharif crops like cottonmaizeoilseed and pulses has gone down in both states with more farmers opting to grow paddy due to assured marketing as the grain is purchased by the government agencies at the minimum support price (MSP).
                           Weaker monsoons have resulted in putting more strain on the groundwater in both Punjab and Haryana. With less availability of canal water, farmers in both states rely on tubewells to irrigate their crops, hoping for the normal rainfall to eventually recharge the groundwater. With truant monsoons, groundwater recharge has not been to the optimal levels, leading to lowering of water table in both states.
In 2017, Punjab received 384.9mm rainfall, which is 22% below the normal precipitation of 491.9mm while Haryana recorded a deficit of 26% at 341.9mm against the normal of 459.8mm. On the other hand, the average rainfall in the country was recorded at 841.3mm, 5% below the normal of 887.3mm. According to IMD, deficit up to 20% of t h e normal monsoon rainfall (June to September) is taken as normal precipitation.
In the given scenario, there have been appeals from leading farm scientists to reduce the area under paddy cultivation in both states, especially Punjab, to prevent further depletion of precious groundwater. Leading geneticist and rice breeder Gurdev Singh Khush, who retired as the head of the division of plant breeding genetics and biochemistry at the International Rice Research Institute (IRRI), Manila, has advised crop diversification to reduce the area under paddy. “This issue has been talked about for last 30 years but nobody has proposed an alternative crop. I have suggested soybean as possibility but nobody has paid any attention,” Khush stated in an email exchange with TOI.
Duterte: Government can take losses of selling lower-priced rice

Duterte said imported rice should be sold to the public at low prices because these are bought with tax money.MANILA, Philippines — The government should not mind losses from selling subsidized imported rice, President Rodrigo Duterte said Sunday, as he defended the removal of caps on rice imports despite concerns that may hurt local farmers.

"It would be good if we sell them to Filipinos. It would be cheap. We would incur losses. It's okay. After all, it's taxpayers' money. Those who paid taxes are also
the ones who will eat," the president told reporters in Davao City.
"I will unleash the power of plenty. That's the only way... I am angry because it has bogged every administration (down) ever since," he added. 
Duterte claimed that the quota system is a "source of corruption" but did not elaborate. 
"It's anybody who has the money can import. My job is to fill our warehouse and inventory. I was angry because our inventory, it's half-full or half-empty, whichever
you would want to term it...Gusto ko, sabi ko, punuin mo ‘yan hanggang sumagad (I want all spaces filled with rice)...My inventory, I want everything full house," the
president said. 
Duterte scrapped the "quota" for rice imports and has allowed private traders to buy more rice from other countries in the wake of reports that the supply in the National Food Authority inventory has been depleted. The president has also ordered the NFA to ensure that its warehouses would be full of rice bags to prevent a shortage. 
The NFA Council revealed this month that the government's rice inventory had been depleted to less than a day's worth, or about 200,000 bags, prompting Duterte to allow the NFA to import 500,000 metric tons of rice.
The grains agency is required to maintain a rice reserve good for at least 15 days during harvest season and at least 30 days during the lean months of July to September. The rice reserve would be used if the country faces an emergency situation or a disaster.
"Sell everything, I have no problem with that. So we lose. And so? It's the people’s money also. They pay the taxes. We return them, That's what they want. Cheap rice. We lose. Naturally. I don't mind," Duterte said. 
Some groups have expressed concerns over the removal of import caps, saying farmers might find it hard to compete with cheaper rice from abroad.Duterte assured the farmers that there would be no importation during harvest season."I told (NFA administrator Jason) Aquino, do not buy during harvest season. NFA reopens tender for 250,000 MT rice

MANILA, Philippines — After a failed bidding last week, state-run National Food Authority (NFA) is reopening the tender for 250,000 metric tons (MT) of rice as the grain agency is still in need of an immediate replenishment of buffer stocks.Following consultation with the Special Bids and Awards Committee (SBAC), the NFA has set on May 4 the reopening of offers from Thailand and Vietnam for the supply contract of imported rice.
“We would have wanted to do this earlier, but representatives of the two supplier countries asked for time to prepare the necessary documentation and consultation with their respective authorities,” NFA administrator Jason Aquino said.“Today (Monday) and tomorrow (Tuesday) are holidays in Vietnam, hence they asked for at least two days to handle their documentation and coordination requirements,” he said. The new tender set on Friday will still use the same terms of reference already published by the NFA.
However, the reference price will be computed anew based on the prevailing world market price a day before the opening of price offers and in consideration of the prevailing peso-dollar exchange rate during the same period. “We are optimistic that we will already succeed in the second round of bidding for the 250,000 MT NFA rice imports,” Aquino said.Meanwhile, the NFA has also adjusted the arrival periods for the delivery schedules of the imported rice to give suppliers ample time to comply.
For the new tender, the arrival of 100,000 MT 25 percent broken rice will be set not later than May 31; another 100,000 MT 25 percent broken rice will have to arrive  not later than June 15; and the 50,000 MT 15 percent broken rice must arrive in the country not later than June 30.The bidding last week failed due to the higher prices offered by both exporters, which are way above reference price set by the NFA.
The NFA’s reference price was set at $483.63 per MT for the 50,000 MT of 15 percent broken grains and $474.18 per MT for the 200,000 MT of 25 percent broken grains.
The two rounds of offers both yielded the same result of a much higher offers by Thailand and Vietnam, resulting in a failure of bidding.
Records showed that this is not the first time that the world market prices for rice rose beyond $500 per MT level.In 2011 to 2013, world market prices ranged from $510 to $567 per MT for the 15 percent broken and from $502 to $560 per MT for the 25 percent broken.While NFA has been beefing up its local procurement, NFA’s buffer stock remains good for less than one day or below 100,000 bags of rice.NFA’s inventory remains below its mandated 15-day buffer stock since late last year.

LSU AgCenter develops new hybrid rice

A new hybrid rice with high quality and competitive yield potential is being released by the LSU Agricultural Center.The long-grain hybrid, LAH169, was developed at the H. Rouse Caffey Rice Research Station during the past seven years.
The rights to commercial development will be available for bidding. The date for submitting bids will be announced after details are finalized, said Alana Fernandez, of the LSU AgCenter Office of Intellectual Property.
LSU AgCenter hybrid rice breeder Jim Oard said LAH169 has good grain quality with 50 percent less chalk than the commercial hybrids available.
A seed crop of LAH169 has been grown at the LSU AgCenter winter nursery in Puerto Rico, Oard said. That rice will be harvested in April and will be stored at the Rice Research Station until a partner to increase seed has been identified.
Also available for the first time is a new Clearfield Jasmine-type rice named CLJ01. It is superior to its aromatic predecessors, Jazzman-1 and Jazzman-2, in terms of yield and quality, said AgCenter rice breeder Adam Famoso. The biggest difference is yield, about 30 percent or better than Jazzman-2, he said.

Omega Protein christens vessel

Omega Protein, which has operated in Louisiana's menhaden fishery out of Abbeville for more than 50 years, has christened its newest vessel, the F/V Vermilion, for its Gulf of Mexico fleet.
The F/V Vermilion originally was constructed in 1977, entering service for the oil and gas industry as the Protector. After nearly 40 years in operation, it was purchased by Omega Protein at the end of 2016. During 2017, the vessel underwent a $5 million conversion to operate in Omega Protein's Gulf fleet of menhaden vessels.
Omega is a century-old nutritional product company. It develops, produces and delivers products worldwide to improve the nutritional integrity of foods, dietary supplements and animal feeds through sustainably sourced ingredients such as highly refined specialty oils, specialty proteins products and nutraceuticals.
The company operates seven manufacturing facilities in the U.S., Canada and Europe. The company also uses more than 30 vessels to harvest menhaden, a fish found off of the coasts of the Atlantic Ocean and Gulf of Mexico.
All fishing vessels formerly owned by Omega Protein, including the F/V Vermilion, are owned and operated by Alpha VesselCo LLC, an independent company.

Xavier receives humanities grant

The National Endowment for the Humanities has awarded a $35,000 grant to Xavier University of Louisiana to expand the role of the humanities in undergraduate education.
The minor in digital humanities, data science and digital justice will teach students the humanistic tools of critique, appreciation and engagement, while providing skills development in digital platforms that are used in businesses.
Under the direction of Kim Vaz-Deville, professor of education and associate dean of the College of Arts and Sciences, the funds will be used to address the long-term plans of the university and the workforce development needs of the community it serves.
Vaz-Deville said the minor is steeped in Xavier’s mission as a Historically Black and Catholic University preparing students for leadership and to work toward a more just and humane society.

China-Pakistan Economic Corridor (CPEC) would be operational in near future and the whole nation would get best benefits of this project.
He praised the role of REAP in the progress and development of the country and hoped it would continue its efforts more efficiently in future.
He expressed his satisfaction that REAP has proved itself as a strong bridge among the rice growers, rice millers and the exporters of the country.
The basic role of all the professional representative associations was to struggle for establishing strong rapport and working relationship among all the stakeholders of the respective sector/industry and get better facilities for them to the ultimate benefit of the country.
He mentioned that the government has taken various steps for resolving the issues of rice exporters besides providing them soft term loans. Positive results were achieved from these measures, which were also acknowledged at international level.
He said REAP leadership has urged for inclusion of rice in free trade agreements and preferential trade agreements signed or to be signed with different countries, starting of banking channel for successful implementation of these agreements and reduction of duties on the import of the machinery related to this sector.
The President said that the demands of REAP would be forwarded to the Ministries of Commerce and Finance and concerned department to facilitate for the business community.
He endorsed the REAP demand for representation of rice exporters in the trade delegations going abroad.
Sindh Governor Muhammad Zubair, Chairman PEAP Chaudhry Sameeullah and Vice Chairman Rafique Sulaiman also spoke on the occassion.

Duterte’s scrapping of rice import quotas draws mixed reactions

Saying he wants to boost the country’s rice inventory, President Rodrigo Duterte has scrapped the quota system in rice importation and allowed importers to ship in the staple grain as long as they pay the correct taxes.In a speech on Thursday in Davao City, a transcript of which was released by Malacañang on Friday, the President said he did not believe that there was a shortage but the country should have enough  rice supply.
“I have done away with the quota-quota. You can import rice, all of you. No more paperwork. And if there is somebody from (National Food Authority), (Bureau of Internal Revenue), Customs who would (be) … asking money from you, slap him. Try to slap him,” he said in a speech before members of the Grand Masonry.
‘Really no shortage’
The event was off-limits to media.
“There was really no (rice) shortage,” he said, adding that he had instructed government officials to make sure that rice stocks were always sufficient.
“I said, ‘Guys, I want to see rice up there, touching the ceiling of this warehouse. Now,’” the President said.
The President’s deregulation of rice imports drew mixed reactions from industry stakeholders on Friday and came before Agriculture Secretary Emmanuel Piñol announced that the country would increase production next year in anticipation of a bigger demand in China.
Cathy Estavillo, spokesperson for Bantay Bigas, said the removal of import quotas would put local farmers at a disadvantage.
“We condemn this move by the President. This would result in the liberalization of the rice industry with only low tariffs to protect the farmers,” Estavillo said.
The rice import quota is under the quantitative restriction scheme as part of the country’s obligation to the World Trade Organization (WTO). In exchange for lower tariff rates and more flexible trade pacts, the country allows the entry of rice produced by other countries.
“It is alarming because the tariff to be imposed on imported rice is very low at 35 percent. Without enough government support, the farmers will not be able to compete with cheaper imported rice,” Estavillo said.
‘Insignificant protection’
Under a bill being reviewed in the Senate, a tariff rate of 35 percent would be imposed on rice that would be imported from WTO member-countries. Rice coming from non-WTO members would have to be assessed a higher tariff rate of 50 percent.
But for Rosendo So, chair of Samahang Industriya ng Agrikultura (Sinag), the WTO restriction “has always been an insignificant protection” because the country had been importing “more than double the import quota for the past decade.”
“This is advantageous to us and to the traders because we would be able to buy cheaper rice. But we are worried about the farmers,” said James Magbanua, president of the Grain Retailers Confederation of the Philippines.
“With the arrival of more imported rice, prices will surely go down and benefit the consuming public,” he added.
In a news conference in La Trinidad, Benguet, Piñol said the President’s move would not destabilize the country’s rice industry, contrary to warnings by some industry groups, given the tight supply of rice in the world market.
Not much to go around
“There’s not much rice to go around and be freely traded or be accessed by countries who need it … Even if we say that the (quantitative restriction) is lifted and the market is open, there will be not much rice,” said Piñol, who has assumed supervision of the National Food Authority (NFA).
He admitted that the new policy would benefit the traders, but he said farmers would not be put too much at a disadvantage because of the tight supply in the world market.
Piñol also said the country would increase rice production next year because China might import more rice and further deplete the already thin global supply.
“China might import 5 percent of its rice needs from the world market,” he said, which is equivalent to an average of about 39 million metric tons.
Should China proceed with its plans, it would purchase the equivalent of 15 million MT, the agriculture chief said.
Rather than supply rice to the Philippines, (rice growers) would choose to supply China, which can buy the rice at a higher price … This is a good opportunity for Filipino farmers to plant more rice this year,” Piñol added.
Rex Estoperez, spokesperson for the NFA, said the President’s decision was the correct course of action given the country’s WTO obligations.

NFA set to import 250,000 MT rice

MANILA – The National Food Authority (NFA) will conduct another bidding for the 250,000 metric tons of rice it intends to import this year through the government-to-government (G2G) mode.NFA reached the decision as it noted that the price offers of Thailand and Vietnam exceeded the reference prices that it used in an earlier bidding.
“The bidding was a failure due to the non-compliance with our reference prices, so we’ll hold a new bidding,” said NFA deputy administrator for marketing operations Judy Carol Dansal.
The new bidding would still be open to public scrutiny, Dansal said, as the NFA would soon announce its date and venue.NFA would send invitations to embassies so governments interested in making offers could prepare accordingly.It would also determine the reference prices for the new bidding.
Reference prices change depending on the foreign exchange rate and other factors, said Dansal.NFA must conduct another bidding as soon as possible since the agency is sticking to its target of having the rice imports in the country not later than June 30 this year.
“With the forthcoming bidding, we’re positive about finally getting the stocks we’re trying to purchase,” said Dansal.Earlier, the NFA proposed to use the G2G mode in importing rice. It said such mode is faster than the government to private (G2P) mode, since governments are directly negotiating with each other.
Created in 1972 as the National Grains Authority, the NFA is the government-owned and -controlled corporation tasked with providing the country with an adequate supply of affordable rice and corn while ensuring reasonable returns for Filipino farmers.
The NFA plans to import in the middle of this year 200,000 metric tons of well-milled, long-grain rice, with 25 percent broken grains, and 50,000 metric tons of rice with 15 percent broken grains.In its first bidding, the NFA set a reference price of $474.18 per metric ton of rice with 25 percent broken grains and $483.63 per metric ton for rice with 15 percent broken grains.
The agency said Thailand had bid to supply 120,000 metric tons with 25 percent broken grains, while Vietnam offered to supply 100,000 metric tons with 25 percent broken grains at $532 per metric ton and 50,000 metric tons with 15 percent broken grains at $540 per ton.
Both countries’ offers exceeded the NFA’s reference prices, so the agency conducted another round of bidding also on Friday.
The NFA noted Thailand’s second bid was $520 per metric ton, while Vietnam’s was $521 per metric ton for rice with 25 percent broken grains and $530 per ton for rice with 15 percent broken grains.
The bids still exceeded NFA’s reference prices, forcing the agency to conduct a new bidding.NFA rice with 25 percent broken grains is sold in the local market as regular-milled rice at P27 per kilogram.The NFA rice with 15 percent broken grains is sold nationwide as well-milled rice at P32 per kilogram.
These prices are lower than those of commercial rice. (PNA)

The behavior of Chinese customers in cafes is to some extent determined by the crops their ancestors farmed, according to new research by scientists in China and the United States.
The scientists analyzed and compared the behavior of customers in cities in southern China, where rice growing has traditionally been dominant, and in the north, where wheat farming has been more common.
Since traditional rice paddy farmers tend to share labor and coordinate irrigation, southerners are believed to be more interdependent and cooperative than people in the wheat-growing north, who do not need as much help from neighbors to farm and are believed to be more individualistic.
Researchers from Beijing Normal University in China and the University of Virginia and University of Chicago Booth School of Business in the United States conducted observational studies to test whether historical cultural patterns have had a lasting impact.
The data suggested that people who grew up in southern China showed behaviors typical of interdependent cultures, such as low importance of the self and a strong distinction between friends and strangers.
People from northern China showed traits more common in individualistic cultures, such as a stronger importance of the self and less of a distinction between friends and strangers.
The researchers counted 8,964 people sitting in cafes in six Chinese citiesBeijing, Shenyang, Shanghai, Nanjing, Guangzhou and Hong Kongand found that people in northern China were more likely to sit alone.
In the second study, in Starbucks outlets across the country, chairs were moved together so that they were partially blocking the aisle. People in northern China were more likely to move the chairs out of the way, which is consistent with findings that people in individualistic cultures are more likely to try to control the environment.
People in the rice-farming south were more likely to adjust themselves to the environment by squeezing through the chairs.
"These findings suggest that China's agricultural legacy has given northern and southern China different cultures, Thomas Talhelm, the study's lead author and assistant professor at the Booth School of Business, told the British online newspaper The Independent.

From high cost to lack of policies, fitting the links for smarter farming

There's some good news from the ground and the labs on sustainable farmer techniques but, the first of a two part series looks at the missing links

A few weeks after Vinod Kumar passed his matric examination, his farmer-father started sending him to the Central Soil Salinity Research Institute in this district, to check on new seed varieties of wheat or rice they could grow. Kumar continued to visit the institute all through his graduation years because he wanted to farm better. During one such visit in 2012, Kumar, then 26, learnt a team of scientists was looking for farms to set up an experiment. They wished to compare conventional farming with climate-smart agriculture techniques, that would help farmers grow more, increase their income and adapt to climate change.
Kumar volunteered his 40-acre farm, about 20 km away at Anjanthali village. “They will use the best techniques and their money to grow better crops, which will be mine,” Kumar remembers thinking. Over the next three years, researchers ran experiments in a portion of Kumar’s and other farmers’ fields in the district. When Kumar applied some of those techniques on the rest of his farm, he profited about Rs 6,000 more per acre, by reducing input cost and growing more wheat. He also stopped the burning of crop residue, which contributes to smog in the National Capital Region.
What and why
The study was led by Mangi Lal Jat, principal scientist at the Delhi branch of the International Maize and Wheat Improvement Center or CIMMYT, and funded by The CGIAR Research Program on Climate Change, Agriculture and Food Security or CCAFS — this is a global network of scientists studying agriculture and climate change. The network started promoting climate-smart agriculture in India in 2012.
“This is urgent,” says Arun Khatri-Chhetri, scientist with the South Asia chapter of CCAFS. India’s official Economic Survey of early this year said climate change would lower farmers’ income by 12 per cent annually on an average in the coming years. And, in unirrigated areas, farmers could lose up to 18 per cent of their annual income if they and policies did not adapt to climate change. The Survey urged climate-smart agriculture. CCAFS set up its first climate-smart projects in Haryana and Bihar. The evidence generated over the years led the Haryana government to announce last year that it would promote such agriculture in 250 villages over the next three years. The Bihar government will do so in 100 villages. Both have separately got Rs 250 million from the central government for this. Meanwhile, the governments of Madhya Pradesh and Maharashtra have also announced they will do climate-smart farming in about 1,000 villages each.
Even so…
However, Kumar’s and other farmers’ experiences show that even the best techniques could fail if not supported by right policies. Results of the study done on Kumar’s farm showed the clubbing smart farming techniques raised the average yield of rice and wheat by six per cent, profitability by 19 per cent and saved water by 22 per cent, in comparison with conventional farming. However, even relatively wealthy farmers like him cannot adopt all the technologies, either because these are expensive or cumbersome or lack policy support.
A technology that fascinated Kumar was Happy Seeder. It deals with the rice crop residue which becomes a headache for farmers every winter in Punjab, Haryana and western Uttar Pradesh. They burn about 23 million tonnes of residue every year, for lack of cheap alternatives.

Kumar borrowed Happy Seeder from scientists and put it behind his tractor after harvesting rice. Happy Seeder cuts the standing residue and spreads it with the loose residue on his field, while sowing wheat seeds in a row and adding fertiliser at the same time. “Residue cover maintains moisture and lowers soil temperature by two-three degrees, which protects the crop from extreme heat,” said Hanuman Sahay Jat, scientist at the Central Soil Salinity Research Institute.
Residue cover also saves water by 10-15 per cent, reduces weeds and adds organic carbon in the soil. Happy Seeder alone saved Kumar about Rs 2,500 per acre which he earlier spent on tilling, hiring labour to add fertiliser and to sow wheat seeds. He grew two quintals more wheat per acre, fetching him Rs 3,500 extra. Studies predict climate change will reduce wheat yield in India by six to 23 per cent by 2050.
Kumar, however, couldn’t use Happy Seeder in the latest season. For, the scientists had taken the one he had borrowed from them to other villages for a demonstration. He couldn’t buy one — it costs Rs 160,000. To avoid the fines the government imposes for burning of rice residue, he flooded and then ploughed the field to mix residue in the soil (his neighbours chose to burn), and sowed the wheat seeds the conventional way. He expects the yield to be lower by about two quintals an acre.
Responses
The frustration led him to create a farmers’ society, with 24 others in Anjanthali. They pooled money to buy equipment, including Happy Seeder, with a 40 per cent government subsidy. The society will rent out Happy Seeder to other farmers for Rs 1,200 an acre.
However, the equipment is not enough for the village. One Happy Seeder covers up to 150 acres in a season. Anjanthali has about 1,800 acres of farm area. “Farmers won’t adopt any technology unless it is affordable,” notes Kumar. That only the government can do, says Mangi Lal Jat of CIMMYT. “Our job is to demonstrate the potential of a technique by generating scientific evidence.”
This July, the central government is launching a crop residue management scheme. In which, it will give 80 per cent subsidy on eight items of equipment, including Happy Seeder, if purchased by societies like Kumar’s, and 50 per cent subsidy if done by individual farmers.
Not happening
While Kumar’s society might take the subsidy to buy more Happy Seeders, he and other farmers in Haryana and Punjab are shunning a climate-smart technique to grow rice. They are going back to the conventional cultivation method that uses 30 per cent more water, endangering the already receding water table in the state. App aims to help rice farmers cut costs

 
The Philippine Rice Research Institute (PhilRice) said it is developing an Android application (app) that would allow farmers to assess the nitrogen content of their crop and help them cut fertilizer costs.
The PhilRice, an attached agency of the Department of Agriculture (DA), said the app is based on a four-stripped “ruler” called Leaf Color Chart (LCC), which is used in assessing nitrogen status of the rice plant.
“The handy diagnostic tool, which identifies the nutrient deficiency through colors ranging from yellow green to dark green, helps farmers save one to two sacks of nitrogen in every hectare,” the PhilRice said in a statement.
“Now a mobile app in the pipeline, it will generate nitrogen recommendations from the digital images of rice leaves taken directly from the field,” it added.
Nitrogen is an essential rice plant nutrient for growth and improves grain yield and quality, according to the PhilRice.
Ailon Oliver Capistrano, PhilRice senior researcher, said the app will utilize the smartphone’s camera to take images of the leaves of the rice plant, which would be then assessed by the app as nitrogen concentration could be measured through the leaves.
“Different camera types are normally installed in smartphones with variations in terms of resolution. We found that all cameras will deliver an almost similar reading.  This means that we can settle for the lowest or median camera resolution as it is also lower in cost,” Capistrano said.
The app measures the intensity of green color based on the captured leaf images and converts this into values correlated with the amount of nitrogen in the leaf, according to the PhilRice.
“The app is more accurate than the LCC because the assessment of the leaf color will no longer be based on the perception of users, which varies from person to person,” Capistrano said.
The PhilRice said the app will undergo field testing and the accuracy of its nitrogen recommendation will be evaluated
this year.
According to the International Rice Research Institute (Irri), nitrogen is an essential plant nutrient being a component of amino acids, nucleic acids, nucleotides, chlorophyll, enzymes and hormones. Nitrogen promotes rapid plant growth and improves grain yield and grain quality through higher tillering, leaf area development, grain formation, grain filling and protein synthesis.
The Irri also noted that nitrogen is the most limiting element in almost all soils. Thus, the proper application of nitrogen fertilizers is vital to improve crop growth and grain yields, especially in intensive agricultural systems.
