Basmati rice: NAA dismisses GST profiteering charge against KRBL

The order states that due to the imposition of GST on India Gate basmati rice and rise in the purchase price of the paddy, there “does not appear to be denial of benefit of ITC (input tax credit)”.

In its second order on anti-profiteering under goods and services tax, the National Anti-Profiteering Authority (NAA) has dismissed the complaint against KRBL Ltd, the owner of India Gate Basmati rice brand, by concluding that it did not violate the provisions of the Central GST (CGST) Act.
The order, dated May 4 and issued by NAA’s chairman B N Sharma and other members, states that due to the imposition of GST on India Gate basmati rice and rise in the purchase price of the paddy, there “does not appear to be denial of benefit of ITC (input tax credit)” as alleged by the complainant Kumar Gandharv.
Last month, the Authority had dismissed the complaint against Vrandavaneshwaree Automotive Pvt Ltd, a Bareilly-based Honda car dealer, by concluding that it did not contravene the anti-profiteering provisions of the CGST Act.
On November 27 last year, Gandharv had alleged that India Gate basmati rice had not passed on the benefit of the reduction of GST rate in terms of lower maximum retail price to consumers, adding that the printed price of 10 kg packets had been Rs 540 and Rs 585 in August and October last year, respectively. The application was then examined by the Standing Committee on December 13 and forwarded to the Director General of Safeguards for detailed investigation on December 18, the order said.
The GST rate on packaged basmati rice had been increased from nil to 5 per cent from July 1 last year. The applicant, however, claimed that since India Gate brand name was not registered, so GST was not being paid on outward supply. India Gate started paying GST after the government notified taxation of such brands on September 22, the order said.
Many businesses had started deregistering their brands after GST rollout following which the GST Council in September last year had approved May 15, 2017 as the cut-off date for consideration as a registered brand for the purpose of levy of GST, irrespective of whether the brand was subsequently deregistered. Unbranded food items are exempt from GST, whereas branded and packaged food items attract a 5 per cent rate. The company said that the price of paddy had increased by more than 30 per cent in 2017 over the previous year, while they had not passed on the total cost burden to the consumers by increasing the price of their product only by 8 per cent from Rs 540 to Rs 584.
NAA concluded that during September-November 2017 ITC as a percentage of total value of taxable supplies for the firm varied between 2.69-3 per cent, while the GST rate was 5 per cent and thus, the balance amount of GST was paid in cash. Also, the tax rate was raised from zero to 5 per cent. “Therefore there appears to be no reason for treating the price fixed by the respondent as violation of the provisions of the anti-profiteering clause,” the order said.

Addressing the 6th convocation of Sher i Kashmir University of Agricultural Sciences & Technology (SKUAST-J), Jammu here today, the Chief Minister said though agricultural farming in Jammu & Kashmir is comparatively at a satisfying level in comparison to other states, there is a need to look into the reasons for the sector not performing upto the expectational levels. She asked the scientists and policy planners to look why despite so many schemes and technological interventions agriculture has not been picking up as an enterprising sector.
Prime Minister, Narendra Modi was the chief guest on the occasion.
The Chief Minister stressed on more close coordination between the research laboratories and the farming fields where these researches are implemented. She asked the students to bridge this gap and bring in latest soil testing kits, harvest technology and pest management to field so that the yield is improved and the sector gets viability. Though the sector in our State is performing considerably well as compared to other States, still we need to ponder where does it lag”, she said while delivering her address.
Mehbooba Mufti asked the students to adopt agriculture and allied activities as an entrepreneurial sector which would not only provide them individual jobs but also strengthen rural economy.
“Look at West, how cool it is to be a farmer there”, she told the young agricultural graduates. “What does our State not produce. Some of the best cereals like Mushkabudji and Basmati Rice, dry fruits like Walnuts and Saffron”, she said and advised agricultural graduates to adopt farming as an enterprise in which they can showcase these unique varieties to exploit the global market.

ISLAMABAD
A foundation linked to Turkey's top religious body distributes aid across Pakistan during the holy month of Ramadan, a representative said on Sunday.

Abdullah Ucak, a representative of the Turkiye Diyanet Foundation (TDV) said that 1,800 packages, which contain rice, oil, sugar, and pasta, have been distributed in Pakistan’s Karachi, Talagang, Peshawar, Behra, Wazirabad, and Mirpur.

“The products in the packages are enough for a family during Ramadan,” Ucak said.

He added that 2,200 people so far had also been offered iftar (fast-breaking) meals.

Concerns As Foreign Rice Dominates Market Despite Govt Ban

Lagos – Two years ago, President Muhammadu Buhari set 2018 as a target to end Nigeria’s status as the world’s second-largest importer of the grain after China and for the country to become self-sufficient. Sunday INDEPENDENT gathered that since then, investments of almost $1 billion in farming and milling have been made, as well as virtually banning rice importers from buying foreign exchange through official quarters, raised tariffs to as high as 60 percent and pushed the Central Bank (CBN) to lend to farmers through the Anchors Borrowers Programme (ABP) in 2015 to assist farmers increase their productivity.
Although the programme has assisted farmers to increase their production, it has not been able to close the demand gap.
Not even attempts by both the Lagos and Kebbi states in the production of LAKE Rice have engendered the much expected reprieve to the consumers, as over N1 billion is said to have been spent as subsidy since December 2016.
Besides, the rice is considered as basically a seasonal product and only visible in both states.
In fact anxiety is heightening over the dominance of the foreign product in the market, with the attendant rising prices, while the local species have become seasonal products.
More intriguing is the fact that while imports have been on the decline, the foreign species have been more visible, a development analysts are attributing to the porous borders. Official shipments to Nigeria have plummeted by more than 95 percent in the past four years, while those to Benin have surged, according to the Thai Rice Exporters Association.
Further investigations have shown that imports are smuggled in from Benin, which despite a population of 11 million, barely 5 percent of Nigeria’s population of over 180 million, is now the world’s biggest buyer of rice from Thailand, the number two exporter globally, a development that is being facilitated through corruption at the nation’s ports.
On several occasions and at different fora, the Customs Service (NCS) and particularly, its Federal Operations Unit (FOU) Zone ‘A’, had vowed to continue to enforce the Federal Government’s rice policy that prohibits the importation of foreign parboiled rice.
These policies were put in place to encourage local rice production, as well as making Nigeria self sufficient in rice production and creating more employment opportunities for the youths. Aside the ban on importation of rice from the land border, the Federal Government has technically banned import of rice through seaports as Customs vowed not to issue any Form ‘M’ to rice importers.
Despite the promise that Nigeria will be self sufficient and begin exportation of rice before or by the end of 2018, investigation has revealed that there is still a long way to go in even meeting local demands not to talk of exporting.
According to Rice Farmers Association of Nigeria (RIFAN), Nigeria’s annual demand for rice is put at 7.9million metric tonnes, while current production stands at 5.8million metric tonnes with a demand shortfall of 2.1 million metric tonnes.
Adeola Elliott, former Chairman, Lagos Chambers of Commerce and Industry (LCCI) Agric and Agro Allied Group said that for now a total ban of rice is a mirage and delusion, stressing that it is the height of deception by the government.
According to him, “In the just concluded International Beverage Fair held at Landmark, Victoria Island, a Pakistani exhibitor introduced rice from Pakistan, and I told him we have banned rice importation in Nigeria. He affirmed the known fact that, he can ship it to Benin Republic and move it by land to Nigeria.
“The truth is that we still don’t have savvy people running Nigeria affairs. Importation through smuggling is on the increase. The Customs, Immigration and other Services at the various boarders, in collusion with corrupt senior and junior government officials/politicians are all feeding fat on this dis-illustrious venture. Adieu Nigeria,” he added.
Elliott also said that the current production size is extremely too low to meet Nigerians demand, adding that there is need for serious strategic planning to emanate from Ministry of Agriculture and Rural Development.
“As the name of the Ministry implies, the rural farmers in the hinterlands must be factored into the plans. The Universities, Research Units (both in the Universities and Agencies must come on board), enough of rules of thumb by the analog Minister. The business of agriculture is calling for scientific interventions. It is imperative that we must tap from international research centers of global agric-universities and international financing and development agencies.
“What the present crop of leaders are doing is sickening. They all need to be evacuated from office and allow savvy bureaucrats to manage this country’s affairs.
“As long as you keep this pack of deadwoods in-charge of our national affairs, you will soon find the nation inundated with foreign rice and sooner or later the so called agriculture structure they have on ground will collapse,” he added.
Emmanuel Ijewere, Vice President Nigeria Agribusiness Group (NABG) believes that Customs should be made to explain why rice is still coming into the country despite the ban, adding, “First there is what we refer to as technical ban in the sense that no rice can come into Nigeria except through the sea ports, but as at today, rice is coming into Nigeria through sea ports, boarders, so the person to answer that question is the customs, and this is a simple matter.  In fact, very significant amount of rice is coming through the sea port which the federal government feels is the official avenue for importation and which has been banned, but most of the rice are coming in through the boarders.”
However, other stakeholders who spoke with Sunday INDEPENDENT were unanimous in their submissions that total ban of rice is a mirage and it is the height of deception by the government.
They said implementation of the ban is practically unrealistic because of the porous borders.
They however said before a total ban can be possible more efforts must have to be put in place by government by way of supporting production and consumption of the local product.
Prince Wale Oyekoya, Managing Director of Bama Foods stated that it is possible to have a total ban but before the country can have a total ban, you must have something in stock.
“We don’t have anything in our silos. But most of the rice that are imported into the country may have spent up to seven to 10 years, and may be as a result of existence and utilisation of silos in the exporting countries.
“Despite government’s insistence on self sufficiency in rice production, a bag now is N16, 000 as against N14, 000 few weeks ago, and even about N8,000 to N9,000 three to four years ago.”
He said government has not been able to have people orientated policies, as the ones in operation are selfish and still tilted at encouraging importation even in areas where we can produce.
“Who are those people importing; they are still their colleagues, their so-called elite that are importing this rice. So to me, government is not sincere with the populace,” he said.
He further challenged government on farming inputs, storage facilities as well as proper regulation.
“We don’t have a regulated market on pricing. If there is price control, I see no reason why prices should be jumping up as we are currently experiencing,” he added.
Nnimmo Bassey, Executive Director, Health of Mother Earth Foundation (HOMEF), said that he is not sure that what Nigeria needs is a total ban on rice importation, but added that,  if that is what government policy dictates, it is possible to achieve.
“My take is that if local rice production and consumption is adequately supported the need for its importation will reduce significantly over time. It simply would not make economic sense to flood the markets with imported rice,” he added.
Femi Salami, Oamsal Nigeria Limited in his view stated that it is possible but implementation is practically unrealistic because of the porous borders.
Salami further said that governments all over the world have trade policies to protect their local industries and the local content policy is a major developmental tool for industrialisation with attendant enormous benefits such as employment generation, foreign exchange savings, food security among others.
Salami stated that until the local capacity in rice production and processing is developed to match foreign brand with adequate awareness on the citizens, total ban cannot be possible.
According to him, “As long as rice processing is competing with our local industry it must be banned. Rice has been a major staple food and such must be available readily until we thinker with total ban,” he said.
But analysts at Citibank research department, in their expectations of economic recovery as the country heads for 2019 elections expressed doubt on the growth forecast due to the predominance of politics and the fact that imports of rice is becoming embarrassingly competitive, particularly in the last four years.
“One problem is that while we remain positive about the agricultural sector maintaining its current growth rates going forward as import substituting production continues to pick up, we have some words of warning: There is still a need for more investment in medium to large scale agricultural projects which seems lacking; The geographical impact of the upturn in the agricultural sector is somewhat uneven and the imports are still competitive
“Another concern is that considerable part of the recovery has also been driven by the recovery in oil production. But production has now reached levels where further increases in growth will be harder
“Rice imports do not necessarily come directly into Nigeria any more. The reality of the last four years: Growth has gone nowhere, reform has been limited and debt levels are up significantly.
“There is a reality in recent Nigerian history. The slow pace of exchange rate adjustment was driven by politics. And it drove the economy into a major period of stagflation.
“This slow policy response has meant that real GDP per capita has fallen from an estimated US$3,213 in 2014 to US$2,104 in 2017. By any standards, this is a significant fall and has meant that in reality that Nigeria has gone no-where in terms of consumer incomes in the last four years.
The analysts went further: “Crucially, we are particularly concerned about the real lack of progress made by the government in increasing non-oil revenue in response to the fall in the oil price.
Federally collected non-oil revenue reached a recent peak of N32, 750bn in 2014, but fell back in 2015 and 2016. It is unlikely to have been much above N30,000bn in 2017
“Moreover, with elections approaching in February 2019, there is unlikely to be any major appetite for a major change in policy with GDP growth now positive, inflation coming down and the CBN able to maintain naira stability with oil prices.
“Until after the February 2019 elections, as always in Nigeria, there will be a lot of political noise around the elections. But the reality is that there is likely to be much more noise than any major political issues. However, the outcome is still very important if Nigeria is to move forward more quickly in 2019-2023.”
Sunday INDEPENDENT investigations also revealed that, for instance Thailand imported 1,647,387 metric tonnes of rice to Republic of Benin in 2017 alone and with the country’s rising trend; 805,765MT in 2015, and 1,427,098MT in 2016, while official import from Thailand into Nigeria was steadily declining.
Nigeria has an estimated 180 million people while the population of Republic of Benin is about 11 million people. In 2014, 1,239,810MT was imported into Nigeria. It declined to 644,131MT in 2015, and to 58,260MT in 2016, reaching an all-time low of 23,197MT in 2017.
Yet, the potency of foreign rice is still very much in the nation’s market and consumption pattern.

VN to host International Conference on Rice Bran Oil 2018

This May, Việt Nam will welcome experts and researchers from 20 countries across five continents to participate in the International Conference on Rice Bran Oil (ICRBO) 2018.
The conference will discuss strategies for the promotion of the global rice bran oil production industry.
This is the fifth year that the International Association of Rice Bran Oil (IARBO) will hold an international conference to increase rice bran oil production in its five member countries: Japan, India, China, Thailand and Việt Nam. The event will take place from May 23-25, 2018, with the theme “The world’s premium healthy oil”.
This year’s conference is expected to gather more than 200 participants, including health professionals, scientists and entrepreneurs, and so on from 20 countries of 5 continents. It will welcome representatives of the largest rice bran oil producing and trading enterprises in the world, such as the Solvent Extractors’ Association of India; Tsuno Food, Oryza Group (Japan); WilmarGroup (Việt Nam, India and China); Chinese Cereals and Oils Association and the United States Pharmacopeia.
The conference will discuss issues such as sharing of technologies and researches as well as marketing benefits of rice bran oil to users.

The International Conference on Rice Bran Oil will be held for the first time in Việt Nam.
Rice bran oil is one of the healthiest vegetable oils and is widely used in many countries, such as New Zealand, Australia, Japan, South Korea, India, the United States as well as Europe. The oil is extracted from the rice bran layer within six hours after being separated from rice grains to retain nutritious substances,such as Gamma-Oryzanol, Phytosterol and Vitamin E.
According to Business Wire (a US-based media company), the global rice bran oil market has grown by three per centevery year during 2010-2017, yielding 1.5 million tonnes in 2017. Health factors, particularly the balance of fatty acid ratio and the many benefits for the cardiovascular system, have contributed to the growth of the global rice bran oil market.
According to Research Gate’s market research,the potential for rice bran production is 29.3 million tonnes per annum. Rice is grown in at least 114 countries, producing a global output of 645 million tonnes. Up to 70 per cent of the rice can be collected from the milling process, which can serve half of the world’s population, and eight per cent of rice bran can be used to produce the oil.

Oil is refined within six hours after being separated from rice grains.
Currently, 90 per cent of the global rice output comes from Asia. The five members of IARBO possess great potential to produce rice bran oil, adding tremendous value to rice plants. India is presently one of the world’s largest rice producers, accounting for 75 per cent of the global production, followed by China and Japan.
In Việt Nam, Wilmar Agro Vietnam Ltd has invested in two rice bran oil extraction plants in the Mekong Delta, with a total extraction capacity of up to 1,200 tonnes per day. This is the largest plant in the country in terms of extraction, providing large quantities of crude oil for domestic and foreign markets.
Cái Lân Oils and Fats Industries Company, which owns refined rice bran oil brand Simly, said its refinery required modern machinery and advanced technology to keep intact the nutrition of Gamma-Oryzanol and balance fatty acid groups in rice bran oil. Currently, the company’s products are mainly exported to Japan, Europe, China and the Middle East as well as partly sold in the domestic market.

Established in 2013, IARBO is a non-profit, non-governmental organisation. Its mission is to connect manufacturers, research institutes, universities and consumers to promote the production and consumption of rice bran oil in the world.
At this year’s conference, IARBO will hold the first rice bran oil research competition for students of the participating countries, with a total prize of US$21,000. In addition to in-depth reports, the conference will also set up display booths to showcase rice bran oil-related products.

A recent study presented by the Philippine Rice Research Institute (PhilRice) concluded that the implementation of the Tax Reform Acceleration and Inclusion (TRAIN) law reduced rice farmers’ income by around 10%. I hate to say this on the risk of sounding arrogant but — we told you so!
When the Duterte administration pushed for TRAIN and subsequently its cohorts in Congress railroaded this legislation like thieves in the night, despite of the lack of quorum in Congress, progressive groups and think-tanks already predicted the spike in prices by carefully studying its provisions.
The ill-impacts of TRAIN Law to Filipino farmers was a tragedy waiting to happen, and it did! Thanks, Tatay Digong for your “Christmas gift for Filipinos” (see sarcasm). The reduction of rice farmers’ income due to TRAIN law further exposes more problems within the agriculture sector.
Until now, farmers still suffer exploitation from landlords, bourgeoisie-compradors and rice cartels because of their landlessness and lack of appropriate support. Despite promises to provide land to farmers the Duterte administration obviously failed. For the past two years in power Duterte and his minions like DA Secretary Piñol spent much time in PR circus of populist antics.
Another problem which impacts of TRAIN expose is the lack of sufficient irrigation in our country. In 2012, World Bank data shows that only 9.27% of the total agricultural land in the country are irrigated. Between, 2011-2015 Philippine Statistics Agency data shows that among these irrigated lands, only 44.28% are served by the National Irrigation System and, 33.85% belong to the communal irrigation system, while 11.70% are privately owned.
With such backwardness in the irrigation system of this agricultural country, it is unsurprising that farmers will carry the brunt of this TRAIN law.
Aside from fuel consumption for irrigation, the actual cost of chemical inputs is another burden to Filipino farmers. The dependence of the dominant agricultural system to petrochemicals through synthetic farming placed Filipino farmers in a more difficult situation. For example, the price of Urea increased by 6.05% compared to last year according to PSA.
Such increase in the cost of production also resulted in higher prices of rice, for example, the average price of the regular well-milled rice increased by 5% year in a PSA data.
While farmers are going bankrupt and consumers are suffering from surging prices the Duterte administration are too pre-occupied silencing dissenters. Lest this administration did not know that if such trend prevails, dissent and resistance will become the duty of every citizens. Staff crunch hits rice research

Despite developing high-yielding varieties (HYV) of rice, the Hybrid Rice Division of Bangladesh Rice Research Institute (BRRI) has been facing difficulties to make them available to farmers due to inadequate manpower. While 10,000 experts are working in China to develop and raise the production of HYV rice, there are only eight experts to do so at the Hybrid Rice Division, experts told The Independent yesterday, revealing the sorry state of research on the most important variety of rice to feed about 160 million people.
Recently, BRRI researchers released two HYV rice for Boro and Aman seasons to farmers to help increase the production. The two varieties are the short duration “BRRI Hybrid Dhan-5” and “BRRI Hybrid Dhan-6” for Boro and Aman seasons, respectively. The division is now working to develop another HYV for Boro that could be harvested in 135 days, the experts said.
“There is huge potential for cultivating HYVs in Bangladesh during the Boro season. It'd be possible to raise rice production by planting a proper variety by selecting quality seeds. But the hybrid coverage in Bangladesh is only about 10 per cent as against 52 per cent in China,” said Dr Md Jamil Hasan, head of the Hybrid Rice Division.
“India has many experts in its hybrid research division,” he added. BRRI released “BRRI Hybrid Dhan-5” for the Boro season in 2016 and “BRRI Hybrid Dhan-6” for the Aman season in 2017 at the farmer’s level, he said, adding that they are yet to reach the mass level due to shortage of manpower.
The farmers could raise a yield of nine to 9.5 tonnes per hectare by harvesting BRRI Hybrid Dhan-5 within 143-145 days. They could raise five to seven tonnes per hectare by harvesting BRRI Hybrid Dhan-6 within 110-115 days, said Jamil Hasan. “We have only eight experts in our research division. Of them, three are now on deputation for their PhD degrees,” he added.
Jamil Hasan said they do not have the capacity to produce seeds on a large scale. “There is need to train farmers across the country to produce seeds on their own. But it is very tough to train such a large number of farmers with so little manpower,” he added.
“We are developing a new variety of Boro with a target of 135-day growth duration. We would need three to four years more to release the variety. The production capacity will be eight to 8.5 tonnes per hectare,” he noted. According to Hasan, the Bangladesh Agricultural Development Corporation is responsible for marketing the seeds to
farmers. “The Department of Agricultural Extension (DAE) is helping us in producing seeds at the farmer’s level. It’d be possible to raise the country’s production if more farmers are trained,” he observed.
Farmers in Faridpur, Mymensingh, Barisal, Rangpur, Kurigram and Gaibandha have been trained to produce hybrid seeds with the help of DAE officials, he added.
Asked if it would be possible to develop more short-duration varieties, Jamil Hasan said: “Yes, it is possible, but the grain will not be mature. But there are possibilities of the plant being attacked by various insects or pests. Besides, the grain is dependent on photosynthesis to mature and need a certain period.”
He also said the production would not be high if more short- duration varieties are to be developed. The percentage of amylase in BRRI Hybrid Dhan-5 was 23-24pc and 23.5pc in BRRI Hybrid Dhan-6, he added. According to experts, these two varieties were developed locally from paternal and maternal lines and so they easily adapted to the weather. Besides, there are lower possibilities of attacks by pests. The varieties are tolerant to natural calamities, the experts said.
The plantation period of BRRI Hybrid Dhan-5 is suitable between October and January, according to experts. The BRRI has developed a total of 91 HYVs of rice till date.

Finance Secretary Carlos G. Dominguez III has sworn into office Antonio Joselito Lambino II as the new assistant secretary of the Strategy, Economics, and Results Group (SERG) of the fiscal authorities.
As Assistant Secretary of SERG, Lambino will provide strategic advice to the Department of Finance’s (DOF) tax reform team on policy advocacy and stakeholder engagement programs supporting the Comprehensive Tax Reform Program (CTRP).
Lambino was formerly the head of public policy at Ayala Corp. where he worked on strengthening the contribution of private enterprise to national development.

The new finance official was also a former child actor and part of the singing group Smokey Mountain.
He had served as head of communication at the International Rice Research Institute (IRRI) in Los Baños, Laguna, where he led efforts in communicating the contributions of agricultural research to reducing hunger in the world’s poorest areas.
At the World Bank in Washington, D.C., Lambino was governance specialist, helping reformers in Asia, Africa, and Europe enhance their effectiveness as change agents.
He also anchored research efforts on the communication dimensions of anti-corruption, accountability, and citizen participation.
Much earlier in his career, he served a four-year term as Sangguniang Kabataan chairman of Barangay Loyola Heights in Quezon City.
Lambino holds graduate degrees in Political Communication from the Annenberg School at the University of Pennsylvania and Public Policy from Harvard University’s John F. Kennedy School of Government, which he attended as a Fulbright Scholar and Osmeña Fellow.
He received an A.B. in Communication, cum laude, from Ateneo de Manila as an Aquino Scholar, and was named one of the Ten Outstanding Students of the Philippines (TOSP) in 1999.

Concerns As Foreign Rice Dominates Market Despite Govt Ban

Lagos – Two years ago, President Muhammadu Buhari set 2018 as a target to end Nigeria’s status as the world’s second-largest importer of the grain after China and for the country to become self-sufficient. Sunday INDEPENDENT gathered that since then, investments of almost $1 billion in farming and milling have been made, as well as virtually banning rice importers from buying foreign exchange through official quarters, raised tariffs to as high as 60 percent and pushed the Central Bank (CBN) to lend to farmers through the Anchors Borrowers Programme (ABP) in 2015 to assist farmers increase their productivity.
Although the programme has assisted farmers to increase their production, it has not been able to close the demand gap.
Not even attempts by both the Lagos and Kebbi states in the production of LAKE Rice have engendered the much expected reprieve to the consumers, as over N1 billion is said to have been spent as subsidy since December 2016.
Besides, the rice is considered as basically a seasonal product and only visible in both states.
In fact anxiety is heightening over the dominance of the foreign product in the market, with the attendant rising prices, while the local species have become seasonal products.
More intriguing is the fact that while imports have been on the decline, the foreign species have been more visible, a development analysts are attributing to the porous borders. Official shipments to Nigeria have plummeted by more than 95 percent in the past four years, while those to Benin have surged, according to the Thai Rice Exporters Association.
Further investigations have shown that imports are smuggled in from Benin, which despite a population of 11 million, barely 5 percent of Nigeria’s population of over 180 million, is now the world’s biggest buyer of rice from Thailand, the number two exporter globally, a development that is being facilitated through corruption at the nation’s ports.
On several occasions and at different fora, the Customs Service (NCS) and particularly, its Federal Operations Unit (FOU) Zone ‘A’, had vowed to continue to enforce the Federal Government’s rice policy that prohibits the importation of foreign parboiled rice.
These policies were put in place to encourage local rice production, as well as making Nigeria self sufficient in rice production and creating more employment opportunities for the youths. Aside the ban on importation of rice from the land border, the Federal Government has technically banned import of rice through seaports as Customs vowed not to issue any Form ‘M’ to rice importers.
Despite the promise that Nigeria will be self sufficient and begin exportation of rice before or by the end of 2018, investigation has revealed that there is still a long way to go in even meeting local demands not to talk of exporting.
According to Rice Farmers Association of Nigeria (RIFAN), Nigeria’s annual demand for rice is put at 7.9million metric tonnes, while current production stands at 5.8million metric tonnes with a demand shortfall of 2.1 million metric tonnes.
Adeola Elliott, former Chairman, Lagos Chambers of Commerce and Industry (LCCI) Agric and Agro Allied Group said that for now a total ban of rice is a mirage and delusion, stressing that it is the height of deception by the government.
According to him, “In the just concluded International Beverage Fair held at Landmark, Victoria Island, a Pakistani exhibitor introduced rice from Pakistan, and I told him we have banned rice importation in Nigeria. He affirmed the known fact that, he can ship it to Benin Republic and move it by land to Nigeria.
“The truth is that we still don’t have savvy people running Nigeria affairs. Importation through smuggling is on the increase. The Customs, Immigration and other Services at the various boarders, in collusion with corrupt senior and junior government officials/politicians are all feeding fat on this dis-illustrious venture. Adieu Nigeria,” he added.
Elliott also said that the current production size is extremely too low to meet Nigerians demand, adding that there is need for serious strategic planning to emanate from Ministry of Agriculture and Rural Development.
“As the name of the Ministry implies, the rural farmers in the hinterlands must be factored into the plans. The Universities, Research Units (both in the Universities and Agencies must come on board), enough of rules of thumb by the analog Minister. The business of agriculture is calling for scientific interventions. It is imperative that we must tap from international research centers of global agric-universities and international financing and development agencies.
“What the present crop of leaders are doing is sickening. They all need to be evacuated from office and allow savvy bureaucrats to manage this country’s affairs.
“As long as you keep this pack of deadwoods in-charge of our national affairs, you will soon find the nation inundated with foreign rice and sooner or later the so called agriculture structure they have on ground will collapse,” he added.
Emmanuel Ijewere, Vice President Nigeria Agribusiness Group (NABG) believes that Customs should be made to explain why rice is still coming into the country despite the ban, adding, “First there is what we refer to as technical ban in the sense that no rice can come into Nigeria except through the sea ports, but as at today, rice is coming into Nigeria through sea ports, boarders, so the person to answer that question is the customs, and this is a simple matter.  In fact, very significant amount of rice is coming through the sea port which the federal government feels is the official avenue for importation and which has been banned, but most of the rice are coming in through the boarders.”
However, other stakeholders who spoke with Sunday INDEPENDENT were unanimous in their submissions that total ban of rice is a mirage and it is the height of deception by the government.
They said implementation of the ban is practically unrealistic because of the porous borders.
They however said before a total ban can be possible more efforts must have to be put in place by government by way of supporting production and consumption of the local product.
Prince Wale Oyekoya, Managing Director of Bama Foods stated that it is possible to have a total ban but before the country can have a total ban, you must have something in stock.
“We don’t have anything in our silos. But most of the rice that are imported into the country may have spent up to seven to 10 years, and may be as a result of existence and utilisation of silos in the exporting countries.
“Despite government’s insistence on self sufficiency in rice production, a bag now is N16, 000 as against N14, 000 few weeks ago, and even about N8,000 to N9,000 three to four years ago.”
He said government has not been able to have people orientated policies, as the ones in operation are selfish and still tilted at encouraging importation even in areas where we can produce.
“Who are those people importing; they are still their colleagues, their so-called elite that are importing this rice. So to me, government is not sincere with the populace,” he said.
He further challenged government on farming inputs, storage facilities as well as proper regulation.
“We don’t have a regulated market on pricing. If there is price control, I see no reason why prices should be jumping up as we are currently experiencing,” he added.
Nnimmo Bassey, Executive Director, Health of Mother Earth Foundation (HOMEF), said that he is not sure that what Nigeria needs is a total ban on rice importation, but added that,  if that is what government policy dictates, it is possible to achieve.
“My take is that if local rice production and consumption is adequately supported the need for its importation will reduce significantly over time. It simply would not make economic sense to flood the markets with imported rice,” he added.
Femi Salami, Oamsal Nigeria Limited in his view stated that it is possible but implementation is practically unrealistic because of the porous borders.
Salami further said that governments all over the world have trade policies to protect their local industries and the local content policy is a major developmental tool for industrialisation with attendant enormous benefits such as employment generation, foreign exchange savings, food security among others.
Salami stated that until the local capacity in rice production and processing is developed to match foreign brand with adequate awareness on the citizens, total ban cannot be possible.
According to him, “As long as rice processing is competing with our local industry it must be banned. Rice has been a major staple food and such must be available readily until we thinker with total ban,” he said.
But analysts at Citibank research department, in their expectations of economic recovery as the country heads for 2019 elections expressed doubt on the growth forecast due to the predominance of politics and the fact that imports of rice is becoming embarrassingly competitive, particularly in the last four years.
“One problem is that while we remain positive about the agricultural sector maintaining its current growth rates going forward as import substituting production continues to pick up, we have some words of warning: There is still a need for more investment in medium to large scale agricultural projects which seems lacking; The geographical impact of the upturn in the agricultural sector is somewhat uneven and the imports are still competitive
“Another concern is that considerable part of the recovery has also been driven by the recovery in oil production. But production has now reached levels where further increases in growth will be harder
“Rice imports do not necessarily come directly into Nigeria any more. The reality of the last four years: Growth has gone nowhere, reform has been limited and debt levels are up significantly.
“There is a reality in recent Nigerian history. The slow pace of exchange rate adjustment was driven by politics. And it drove the economy into a major period of stagflation.
“This slow policy response has meant that real GDP per capita has fallen from an estimated US$3,213 in 2014 to US$2,104 in 2017. By any standards, this is a significant fall and has meant that in reality that Nigeria has gone no-where in terms of consumer incomes in the last four years.
The analysts went further: “Crucially, we are particularly concerned about the real lack of progress made by the government in increasing non-oil revenue in response to the fall in the oil price.
Federally collected non-oil revenue reached a recent peak of N32, 750bn in 2014, but fell back in 2015 and 2016. It is unlikely to have been much above N30,000bn in 2017
“Moreover, with elections approaching in February 2019, there is unlikely to be any major appetite for a major change in policy with GDP growth now positive, inflation coming down and the CBN able to maintain naira stability with oil prices.
“Until after the February 2019 elections, as always in Nigeria, there will be a lot of political noise around the elections. But the reality is that there is likely to be much more noise than any major political issues. However, the outcome is still very important if Nigeria is to move forward more quickly in 2019-2023.”
Sunday INDEPENDENT investigations also revealed that, for instance Thailand imported 1,647,387 metric tonnes of rice to Republic of Benin in 2017 alone and with the country’s rising trend; 805,765MT in 2015, and 1,427,098MT in 2016, while official import from Thailand into Nigeria was steadily declining.
Nigeria has an estimated 180 million people while the population of Republic of Benin is about 11 million people. In 2014, 1,239,810MT was imported into Nigeria. It declined to 644,131MT in 2015, and to 58,260MT in 2016, reaching an all-time low of 23,197MT in 2017.
Yet, the potency of foreign rice is still very much in the nation’s market and consumption pattern.

PDS rice worth Rs 42.77 lakh seized in Nizamabad

The owners of two rice mills are accused of recycling the PDS rice and selling it again to Civil Supplies Department.

Nizamabad: Civil Supplies Department and local enforcement officials seized nearly 1,645 quintals of PDS rice worth Rs 42.77 lakh at two rice mills at Bodhan town and Manikbandar village of the district.
The owners of the rice mills are accused of recycling the PDS rice and selling it again to the Civil Supplies Department.
According to reliable information, the Civil Supplies Department’s Enforcement team conducted raids on Surya Industries of Bodhan town on Friday morning, but could not find anything amiss till evening.
However, they persisted with their searches and discovered nearly 1,500 quintals of rice hidden in spaces within the machinery. The mill owner was purchasing PDS rice and recycling it and selling it to the Civil Supplies Department.
Incidentally, eight months ago, in a similar raid on the same mills, officials had seized 1,400 quintals of PDS rice and registered a case against the mill owner. Civil Supplies Department OSDs Rajeshwar, Vishwanadham, District Civil Supplies Officer Krishna Prasad, Bodhan Enforcement DT Vasantha and local police participated in Friday’s raids.
In an another incident Civil Supplies Enforcement Team officials seized 143 quintals PDS rice on Saturday at Radhakrishna rice mill situated at Manikbandar village on Nizamabad town outskirts.
The mill owners purchased this rice locally to recycle it and sell it to the Civil Supplies Department.
Civil Supplies Commissioner Akun Sabharwal on Saturday visited Nizamabad district and asked officials to conduct raids on rice mills regularly to prevent PDS rice recycling and impose PD Act on those indulding in such acts.
High bird diversity in Ernakulam’s pokkali fields

More than 170 bird species spotted in the area

Pokkali, Kerala’s very own coastal rice variety, is traditional, tasty, and healthy. But there is another reason why Ernakulam’s pokkali fields and cultivation need to be conserved. They support as many as 174 of the 516 bird species in the State.
The online citizen science platform, eBird, where birdwatchers upload their daily birdwatching data, has listed 174 bird species (from 430 checklists) since 2011 in pokkali fields near the Kadamakkudy rice field alone.
“We see a lot of bird species in pokkali fields, be it in the Kadamakkudy area or Kandakadavu and Kalathara regions near Thoppumpady - Palluruthy,” says Vishnupriyan Kartha, secretary of Cochin Natural History Society which organises bird watching sessions in the area on a regular basis.
Species sighted in pokkali fields include the commonly-seen egret species, rare ospreys, migratory birds like sandpipers and plovers, and the difficult-to-spot black-capped kingfisher, he says.
Studying birds
Between 2006 and 2009, researchers at Thiruvalla’s Mar Thoma College (MTC) surveyed five-hectare pokkali fields for bird diversity at Kadamakudy, Kuzhuppilly, Kumbalangy, Edavanakad, and Cheranelloor in Ernakulam district. Of the 119 bird species they counted, 84 are resident species such as the Indian cormorant and stork-billed kingfisher.
The 35 other bird species are migratory, and they arrive in the tropics during winter to avoid the extreme cold of their natural breeding grounds.
Thirty of the migratory bird species the team recorded are transcontinental migrants flying in from as far as Siberia and Eurasia, including the long-legged black-tailed godwit and the garganey (a small wild duck).
According to John George M., former professor at MTC, who led the research, the pokkali wetlands also supports near-threatened bird species like the oriental darter, black-headed ibis, and spot-billed pelican.
Need for conservation
Pokkali is cultivated along the coast in the districts of Ernakulam, Alappuzha and Thrissur. In these paddy fields, rice cultivation occurs only for a few months of the year, after which the fallow fields function as shrimp or fish farms. Pokkali is considered to be one of the only “naturally-produced” organic rice varieties of Kerala, for it does not require fertilisers or pesticides.
Though pokkali farming was extremely common in the district, only about 10% of approximately 10,000 hectares of pokkali land is under cultivation, say officials of the Rice Research Station at Vyttila.
Around 50% of this area is now under fish and prawn monoculture, with rice cultivation being discarded.
“Pokkali fields need to be urgently conserved, and farmers should be encouraged to cultivate the crop,” says Deepa K.M., who conducted the study as part of her doctoral thesis. “For ease and profits, many farmers are now turning away from the traditional method of cultivation by not cultivating rice and farming only shrimp. Our work shows that both are required to sustain high bird diversity,” she adds.

BABBITT, Minn. (AP) - An environmental engineer working with University of Minnesota-Duluth researchers is looking for a less expensive solution to protecting wild rice from mining pollution in the state's Iron Range.
Minnesota Public Radio reports that Jeff Hanson has spent the past decade studying the issue and working through design, lab tests, field tests and data crunching.
Hanson and his colleagues have developed floating bioreactors that take water with high sulfate. The bioreactors turn the sulfate into sulfide and discards of the sludge. The water that's returned to the lake then meets the state's sulfate standard.
The bioreactors would cost less than a reverse osmosis system, the method currently being considered as a way to protect wild rice.
The state adopted a rule in 1973 that limited sulfate levels to 10 milligrams per liter in waterways near wild rice.

Telangana to release Rs 1,000 crore to procure paddy, says Akun Sabharwal

Nizamabad: Civil supplies commissioner Akun Sabharwal on Saturday said that the state government will soon release Rs 1,000 crore for procurement of paddy.
He directed officials to clear the farmers’ bills immediately after procuring the paddy. Documentation should be completed in time to release payments, he said.
Dr Sabharwal visited Kamareddy and Nizamabad district with civil supplies officials and reviewed the procurement of paddy.

Kamareddy collector N. Satyanarayana, Nizamabad collector M.R.M. Rao, joint collectors S. Sattaiah and A. Ravinder Reddy explained about paddy, cleaners, gunny bags and other issues to the commissioner.
Dr Sabharwal said that double tokens should be issued to the farmers, if officials notice the moisture content in the paddy. ePOS machines should work properly and coordination is required for arrangements of lorries, he said.
Rice millers should complete their targets as per schedule and custom milling should take up immediately, he added.

Motorists decry traffic in Vizcaya, Ecija highways

BAMBANG, Nueva Vizcaya: Motorists and commuters passing the national road in Cagayan Valley (Region 2) have expressed concern over the lack of a weighing scale to check on overloaded trucks resulting in accidents that cause monstrous traffic.
On Friday, another truck overturned at the Carranglan section of AH (Asian Highway) 26 in Nueva Ecija, stalling a long queue of vehicles for hours in the southern exit of the Cagayan Valley region.
The accident happened late in the morning but traffic did not move until close to four in the afternoon after the truck was removed.
Netizens who posted pictures of the truck said rescuers had difficulty retrieving the driver who was trapped inside.

They blamed the frequent truck crashes along the national highway from Nueva Vizcaya and Nueva Ecija to the closure of the weighing scale checkpoint in Aritao, Nueva Vizcaya.
A Department of Public Works and Highways (DPWH) employee, who requested not to be named for lack of authority to speak for the department, said because the weighing scale at the checkpoint in Aritao is not in operation, truck operators may have forgotten to observe safe loading limits.
Last month, President Rodrigo Duterte ordered the sacking of all Land Transportation Office (LTO) personnel in Bayombong and Aritao after rice traders complained of extortion at the weighing scale checkpoint.
Ernesto Subia, a businessman and the president of Isabela Rice Millers, questioned regulations on overloading that limit the capacity of their trucks, resulting in losses.
Subia said they are consistently observing the 13.5 metric ton limit per axle load while government agencies such as the DPWH are enforcing another set of regulations.
He added that they are passing through the Northern Luzon Expressway and have passed through its weighing scale without any problem.
Calling for a reform in law enforcement particularly on the highways, Subia said they can help by keeping the price of rice lower if the government managed the highways better.

'Crystal Cloud' Installation Draws Crowds To Vietnam Rice Terrace

 
Hanoi, (UrduPoint / Pakistan Point News, app - 19th May, 2018 ) :Huge crowds trekked to the remote rice terraces of northern Vietnam Saturday to see a "crystal cloud" installation featuring 58,000 shimmering beads aimed at boosting tourism in a region better known for agriculture than bling-inspired public art.
Local farmers mingled with curious tourists to capture photos of the netting decorated with Swarovski crystals and draped over towering bamboo and steel poles on the top of the terraced hill in Yen Baiprovince.
Some were in awe of the unexpected display in the far-flung rice field. "This is very unique, I've never seen any outdoor exhibit like this," said tourist Vu Chi Bao. "When the sun shines and reflects on the crystals...
it looks wonderful." Farmer Lu Thi Ly was amazed at the growing crowds coming to the site. "We can't believe this many people know about these rice terraces now, these crystals have made them more popular," he said.
But not all were dazzled. Several people took to social media to complain about the flashy installation, saying it tarnished the area's natural landscape.
"I don't know what is beautiful about it, the original nature is already a masterpiece.
It's just going to ruin it," Facebook user Luu Bich posted. Vietnam is racing to develop its tourism sector in a bid to boost its economy and catch up with more popular Asian destinations like Thailand and Malaysia.
But it has also come under fire for forging ahead with controversial tourism projects. A cable car to the country's highest mountain in northern Sapa sparked outrage from some locals when it opened in 2016, and a similar project proposed in a remote cave in central Vietnam has drawn scorn in recent months.
Organisers said they hope to tick up tourist visits to Yen Bai and "open dialogue to create arts in public spaces", according to the event's official Facebook page. Some 500,000 tourists visited the northern province last year, compared to 6.9 million to better-known Halong Bay and 2.5 million people to Sapa, according to official statistics.
The figures include domestic tourism, which is fast-growing in Vietnam as officials try to draw visitors to sites like Yen Bai on the road less traveled. The crystal cloud display is open until the beginning of harvest season in October.
