Rice farmers expect a smoother season

What a difference a year makes. If you don’t believe it, ask a California rice grower.Fields that were muddy quagmires in mid-April 2017 are have now been disked and chiseled in anticipation of planting.
Colusa County grower Kurt Richter has been actively doing land preparation between recent rains. He said field work is several days ahead of last year’s rain-shortened crop.
“The rice season has arrived,” he said. “We are out with our tractors getting field work up. It is a much earlier start and a much smoother start than what we had last year.”
Compared to this time last year, some of his fields still had up to a foot and a half of water and had to be fallowed.
“It is a much different situation,” he said of this planting season. “We are starting to disk up some of the weeds in the fields that we had to leave fallow last year. In other areas where we were able to plant rice in 2017, we are working the land up with a chisel, just trying to get as many fields ready as quickly as we can. Planting will start here in a few weeks.”
Sutter County farmer Jon Munger acknowledged the early start also, and expressed appreciation for recent rains that led to significant improvements in water availability.
“We expect to be able to plant all of our acres this year,” he said, noting that several fields were left fallow last year because of the weather and planting delays.
An early estimate by the U.S. Department of Agriculture pegs California planted acreage this year at 440,000, down slightly from last year. Sources within the rice business, however, estimate acreage could actually exceed 500,000 and rise to perhaps as much as 525,000 acres.
On average, California produces rice on 525,000 or more acres, although the 2017 total was closer to 445,000 because of the adverse spring weather that made planting impossible in some fields.
“Heavy flooding on the bypasses as well as late rains resulted in over 50,000 acres left idle,” said California Rice Commission CEO Tim Johnson of the 2017 planting season. “On the positive side, quality was good and prices responded, as well.”
The majority of the state’s crop is medium-grain Calrose rice varieties that account for 90 percent of the rice produced. Short-grain varieties make up about 9 percent and long-grain rice accounts for the remaining 1 percent.
“Demand remains consistent,” Johnson said. “Prices will not be determined until after the crop is sold in August 2019. We are not hearing of any districts impacted by water availability this year.”
About half of the California crop is consumed within the United States, with the balance exported to Japan, South Korea, Taiwan, the Middle East and other foreign markets.
Bob Cummings, chief operating officer of USA Rice, said current provisions of the North American Free Trade Agreement allow California rice to enter Canada and Mexico duty free.
“This status is not under renegotiation in current talks between the U.S., Canada and Mexico to modernize the agreement,” he said. “If the modernization talks are unsuccessful, market risk and uncertainty would likely result, with an uncertain impact on California rice.”
He said it’s hard to know how the ongoing trade dispute between the U.S. and China might affect rice exports to China.
“The California and U.S. rice industry have been working for over a decade to gain access to the China market,” Cummings said. “China committed to opening its rice market when it joined the World Trade Organization early in this century, and letting in U.S. rice should be part of the solution as the two sides address U.S. concerns about China’s trade policies and the bilateral trade imbalance. It’s too early to tell how this will end up.”

SACRAMENTO, CA -- Shared Abundance, a mural highlighting the California rice story, recently was completed in downtown Sacramento, at the busy corner of 8th and K Streets, near the Golden 1 Center, home to the Sacramento Kings professional basketball team.  The vibrant giant-sized painting links together the many facets of rice farming and the abundant wildlife attracted to the habitat created by shallow-flooded rice fields in the Sacramento Valley.

The mural, part of the annual California Rice art program, was painted by Franceska Gámez, a young artist raised in the San Francisco Bay Area who received her degree in Fine Arts at California State University, Sacramento in 2014.  Gámez has completed murals in Bali, Barcelona, Washington, DC, and San Francisco.  Her work is heavily influenced by intuition, dreams, memories, transcendence, resilience, nature, and definitions of home.  She works with many different mediums, the urban landscape and public works being her most favored.

"The main star of my mural is the Great Blue Heron," said Gámez.  "Knowing that California rice fields are the home to over 200 wildlife species, mainly birds, I really wanted to showcase that fact along with all the other great things their industry does for our community."

Applications open for wild rice task force

ST. PAUL—Rep. Dale Lueck, R-Aitkin, who has led the effort to replace the state's sulfate standard to protect Minnesota's state grain wild rice, is asking citizens to join in the process.
While the governor vetoed two bills Lueck wrote to update the 45-year-old water quality sulfate standard that is outdated and has never been implemented, the governor has issued an executive order establishing a Governor's Task Force on Wild Rice. The application process for appointment to the task force is now underway. Lueck encourages qualified individuals to apply.
"Wild rice is native to most of Minnesota, thus this issue has a far-ranging impact on our region, as well as the rest of Minnesota," Lueck stated in a news release. "For over a decade, the MPCA (Minnesota Pollution Control Agency) has been solely focused, yet has been unsuccessful in replacing the outdated sulfate standard. It's time we had outside eyes examine what this agency is doing and take a more compressive approach to protecting, enhancing and where appropriate restoring natural wild rice."

Meeting with agro-scientists to focus on increased crop production  Pritesh Basu

The state Agriculture department is soon going to hold a high-level meeting with agro-scientists from all its research stations to discuss measures for further enhancement regarding the yield of different crops in the state as per demand in the market. Asish Banerjee, the state Agriculture minister, said: "We have decided to hold the meeting with scientists and concerned officials from all the research stations." He further said: "The date of the meeting will be finalised soon. But there are possibilities of the same getting organised by end of June or beginning of July and would also take place at Nabanna Sabhaghar." In the meeting there will be agro-scientists from the rice research stations of the state Agriculture department at Chinsurah in Hooghly and Bankura. It may be mentioned that besides the increase in production of paddy, Bengal has also witnessed introduction of new varieties of seeds in the past few years. Agro-scientists in the rice research stations had been constantly working on different varieties of rice seeds. In the meeting, the agro-scientists from the rice research stations would be putting forward their views and would also discuss issues that will come up in the meeting in connection with paddy cultivation. Scientists from the research stations of the state Agriculture department including pulses and oilseed research station at Behrampore, field crop research station in Burdwan and Water Management Research Station (WMRS) will also be present in the meeting. Initiatives have also been taken regarding cultivation of rice that needs less water and it will also be discussed during the meeting. It may be mentioned that Bengal has bagged the Krishi Karman award for five consecutive years from the Centre for its success in the agriculture sector and the improvement has come after the change of guard in 2011 when the state government has started taking steps to ensure market-driven production. Despite bagging the awards, the state Agriculture department is still taking all necessary measures to continue with the development of the sector. At the same time, the state Agriculture department has taken up a drive to ensure that farmers do not burn stubble after the harvest as it creates huge amount of pollution and at the same time, the fertility of the soil also gets affected. Officials of the state Agriculture department posted in districts are also approaching farmers to make them aware of the harm it is causing to agricultural lands.

Researchers develop rice-sized ‘seed’ that destroys deadly brain tumors with the help of MRI

A magnetic metal “seed,” no larger than a grain of rice and developed by scientists at University College London (UCL), has the ability to rapidly kill cancer cells and destroy deadly tumors within 10 minutes, the Telegraph reported this week.
“This is life-changing,” Mark Lythgoe, a professor of imaging at UCL, said at the Cheltenham Science Festival, where his team launched the device. “The aim is to turn every MRI scanner in the world into a therapeutic device.”
Right now, Lythgoe said, MRIs “just take pictures.” The UCL researchers, however, found another use for the scanners, employing them as vessels to heat up the small metal devices to a point where they can kill cancer cells. The seeds are injected into patients’ bloodstreams, Lythgoe explained, and can be directed to the site of a tumor, where the heating process begins.
“We can guide it with real precision, avoiding any areas that we don’t want to go to, like the sensory motor-cortex in the brain—the area with memories,” he said. “Once it’s in there, we’re able to fire in a simple radio wave and these seeds heat up remarkably well and kill all the cells around it.”
Lythgoe said his team is aiming to apply the new tech to human patients within two years—initial testing was successful in swine models—and that they believe it’ll eventually be automatic. Within five years, the researchers said, the device will hopefully be available for use across a range of cancers.

IRRI partners with Intertek

LOS BAÑOS, THE PHILIPPINES — Rice is a daily staple for more than half of the world’s people, making it a critical component of food security. Due to growing populations, competition for arable land and water, and climate change, the need to develop new elite rice varieties is today more pressing, according to the International Rice Research Institute (IRRI).
The IRRI, through its new Strategic Plan, is developing impact acceleration strategies to shorten the time-to-impact of useful innovations, for the benefit of smallholder farmers.
In this context, IRRI partners with private sector companies, to deliver impact acceleration and an equitable sharing of knowledge, to ensure rice production sustainability and global food security.
Recently, IRRI entered into a partnership with Intertek, a Total Quality Assurance provider, for the use by Intertek of rice DNA markers developed by IRRI. This was a joint initiative between Intertek and IRRI Tech, with a goal of providing better service for all Intertek clients in the rice ecosystem. The agreement is non-exclusive.
The agreement with Intertek, signed March 19, will enable broader distribution and active use of IRRI’s DNA markers for marker-assisted rice breeding programs (both public and private sector programs). The same DNA markers can be used for quality control, along the rice value chain. The agreement also will boost IRRI’s own breeding programs, as Intertek agreed to provide a volume of sample analysis free of charge to IRRI.
“The cooperation between IRRI and Intertek will allow rice breeders and consumers all over the world to access low density DNA markers to screen for high value traits, including new tolerance to biotic and abiotic stresses,” said Patrick Stolt, global product line leader at Intertek. “IRRI’s groundbreaking and comprehensive R&D work will allow Intertek labs in India, Australia and Sweden to serve customers both on a global and local level by providing low-cost and fast-turnaround genotyping services.”
IRRI utilizes partnerships to expand the innovation impact on rice value chains.
“The partnership with Intertek allows us to leverage our innovations and accelerate impact on rice value chains, for the benefit of rice farmers,” said Rémy Bitoun, head of IRRI Tech Transfer. “With Intertek’s extensive experience in genotyping services for the seed and breeding industry, IRRI’s research on rice DNA markers will reach more stakeholders, speeding up development of much needed novel rice varieties.”
Through such collaborations, IRRI builds a network of partners that can innovate, catalyze, and develop the global rice value chain, helping create a more sustainable future for farmers and consumers.

Manila’s IRRI to help Telangana in paddy research

Hyderabad: The State government on Thursday agreed to work with the Manila-based International Rice Research Institute (IRRI) on paddy research and development.
Representatives from the IRRI met Agriculture Minister Pocharam Srinivas Reddy here and discussed the joint project proposal. Speaking on the occasion, Reddy said paddy was cultivated in a big way in the State but yield differed from one place to another. He urged the IRRI representatives to help increase productivity per acre in the State. “Compared to other countries, productivity in our country is low, and IRRI can supply latest paddy variety which should be developed based on the climatic conditions of the State,” the Minister said.
He also told the team that the State government was constructing major, medium and minor irrigation projects in the State and subsequently, the extent of paddy cultivation will go up in coming years. He wanted IRRI members to develop new varieties which would give maximum yield by using minimum pesticides and fertilizers.
Under the joint venture, IRRI will work with Professor Jayashankar Telangana State Agriculture University (PJTSAU) for developing newer varieties in paddy and conduct researches. The representatives said they would prepare detailed guidelines for the joint proposal and submit it to the State government for final approval.
Agriculture Principal Secretary C Parathasarathi, Commissioner Dr M Jaganmohan, PJTSAU Vice-Chancellor Dr Praveen Rao, IRRI South Asia representative and others participated in the meeting.

US approves sale of GM 'golden rice'

The United States Food and Drug Administration (FDA) has approved Golden Rice, the fourth country to give a thumbs-up to a rice strain genetically altered to prevent blindness in children.
The rice contains extra genes that make a precursor to vitamin A, which is vital for preventing childhood blindness.
A single helping can supply half the recommended daily intake of vitamin A, according to its developers at the International Rice Research Institute in the Philippines. The genes also give it a distinctive golden hue.
In February and March, Food Standards Australia, New Zealand and Health Canada gave Golden Rice the stamp of approval.
"Based on the information IRRI has presented to FDA, we have no further questions concerning human or animal food derived from GR2E rice at this time," the US FDA's letter to IRRI concludes.
The rice is intended to address Vitamin A deficiency (VAD), a serious disease which is estimated to affect 250 million preschool-age children around the world. VAD can cause blindness and early death in young children who are affected.
Its developer says the most important approvals are still awaited in the Philippines and Bangladesh, where the rice could have the greatest impact.
Applications were lodged in these countries last year.
Greenpeace has opposed development and approval of golden rice, controversially claiming that it does not benefit farmers, only commercial enterprises.
The IRRI has replied that farmers or any consumers are allowed to plant and replant this crop as long as they don't exceed the equivalent of 320,000 baht in profits. Farmers are also allowed to keep the seeds and replant them. Licences from the IRRI are free.

Gatchalian seeks abolition of import quota for cheaper rice

Senator Sherwin Gatchalian is seeking the abolition of rice import quotas to make the country's foremost staple food more affordable for all.
Gatchalian, chairman of the Committee on Economic Affairs, filed Senate Bill No. 1839 which is pushing for three major policy interventions by amending Republic Act No. 8178 or the Agricultural Tariffication Act.
“The country's protectionist policy on rice has become unsustainable. Rice consumers are spending more on rice products while domestic rice farmers remain poor, marginalized, and unprepared to compete in the global market," he said.
The bill aims to repeal pertinent provisions of the law that prescribe quantitative rice importation and export restrictions on corn and rice, replacing it with a bound tariff system that is aligned with the country’s commitment to the World Trade Organization (WTO) Agreement on Agriculture.
Gatchalian estimates that under a 35-percent rice tariff, the average retail price of milled rice would decrease from P44 to as low as P36 per kilogram. He said this would result in annual savings of P3,600 at most for the average household consuming 450 kg of rice per year.
He said the measure would give the President the authority to adjust tariff rates on imported rice, to regulate rice exports, and to impose special rice safeguards — all with the aim of ensuring food security and safeguarding public welfare.
Rice fund
He said the bill also calls for the creation of the Rice Competitiveness Enhancement Fund (Rice Fund) composed of the collected tariff revenues that will be utilized for the enhancement of rice productivity, modernization of farms, and development of rice research, among others.
The bill mandates the development and implementation of a rice industry roadmap which will determine critical interventions necessary to assist small rice farmers, and will restructure the government’s delivery of support services to the rice farming sector.
Gatchalian said the spirit of the bill is to maintain the balance of interests between our rice farmers and rice consumers. Reducing the market price of rice will lower household expenditures and increase the supply of food on the plates of underprivileged Filipinos.
“At the same time, the bills aims to provide well-functioning and sustainable social safety nets to rice farmers would ensure that their welfare is protected and their continued productivity is secured,” he said. — MDM, GMA News

 Prime Minister Prayut Chan-o-cha suggested rice farmers on Friday curb their output in order to prevent oversupply and falling prices.


Prayut said that unlike its predecessors, his government does not implement any rice-buying programmes, because such projects caused budgetary burdens to the state.
The government would not pay above the world market prices, the general said.

“Farmers may be happy with such a project. But we must avoid causing budgetary burdens to the country,” he said.
“There is a new law on state financial and monetary affairs. We can’t spend more than the legal limits, or the government will be unable to survive.”
The prime minister said that rice farmers have to avoid causing oversupply so that they could prevent falling prices of the crop. He said the production should be in line with demand in the market.
“But this does not mean I prohibit farmers from growing rice,” he said, adding that there were attempts to create such a perception.
“The focus should be on maintaining quality in order to keep prices” at profitable levels, Prayut said.
 
He also encouraged rice farmers to form groups in order to boost their bargaining power, which could help maintain prices.
The premier was speaking to some 300 farming representatives from all over the country at Government House. Among them were winners of this year’s outstanding farmer and farming institution awards. The farmers were accompanied by Agriculture Minister Grisada Boonrach.
June 8 is National Rice and Farmer Day.
After giving his speech, Prayut greeted the farmers and some shouted, “Fight on, fight on”. Prayut laughed and said that he was not fighting anyone but the country’s problems.
He also paid attention to T-shirts worn by some farmers carrying the message “Uncle Too’s reinforcement”. He asked jokingly who was behind the idea.
“Too” is Prayut’s nickname and he is often referred to as “Uncle Too” by his supporters.
Bernas not closing down, only rice monopoly affected — Salahuddin

KOTA BHARU (June 7): Agriculture and Agro-based Industry Minister Salahuddin Ayub says the Government is not planning to close down Padiberas Nasional Berhad (Bernas) though the company's monopoly over the supply of rice has been reduced.
He said the Government was only planning to break up the company's monopoly to supply rice by granting the same licence to several other companies.
"We are not trying to do away with Bernas but as time goes by, we see there are problems and the need to break the monopoly enjoyed by Bernas.
"To break this monopoly, there has to be control because this is related to food safety," he told reporters after attending a dialogue with farmers at Nilam Puri Area Farmers’ Organisation (PPK) here today.
Salahuddin said several other entities would be involved in the approach to open up the monopoly on rice supply but so far, the Ministry had not finalised which agencies would be involved.
He said he would discuss the matter at the Ministry level before drafting a proposal and submitting it to the Cabinet.
Yesterday, a local newspaper quoted Salahuddin as saying that Bernas' monopoly as the country's largest rice miller would be terminated.
Asked on the introduction of new policies for the Ministry, Salahuddin said he was still making his rounds and being briefed by the various agencies under the Ministry.

Amru bags rice deals worth almost $10M

Amru Rice Group, one of Cambodia’s largest rice exporters, on Thursday signed a contract purchase agreement with 4,000 organic rice farmers in Preah Vihear province.
The agreement effectively means that the company will reserve nearly $10 million to purchase around 30,000 tonnes of organic paddy during the coming harvest season.
Also on Thursday, The Cambodian Agriculture Cooperative Cooperation – an Amru Group subsidiary – signed a purchase agreement with farmers in the same province to buy 10,000 tonnes of dried cassava, reserving about $1 million for it.
This is the fifth year in a row that Amru has secured contract farming agreements in Preah Vihear province for organic rice. However, it is the first year it is doing so for dried cassava.
While the rice harvest is from October to December, cassava farmers won’t start reaping their crop until early next year.
Amru Rice’s CEO, Song Saran, said on Thursday that the company guaranteed it would buy the crops from farmers above market value.
“We want to convert Preah Vihear into a province for organic paddy production,” he said, adding that the cassava purchasing agreement is small as it is meant to test the market.
“With greater support from the market, farmers can sell their crops at a higher price which will benefit their living conditions,” Saran said.

Increased rice yield to support Sri Lanka’s agricultural rebound: OBG

June 08, 2018 (LBO) – Following a series of climate-impacted yields, Sri Lanka’s agricultural sector is forecast to rebound in 2018, with stronger rice production and the reintroduction of tariffs expected to reduce the country’s import bill and strengthen national earnings, Oxford Business Group said.

Rice production for the 2017/18 Maha season, which runs from September to March, is estimated to have reached 2.4m tonnes, according to Department of Agriculture data, a 60 percent increase on the Maha 2016/17 harvest of 1.5m tonnes.
This was supported by an expansion of harvested land: some 643,000 ha of paddy was sown to the end of February, compared to the 543,000 ha in the previous year’s Maha.
The forecast increase in production, expected to be sufficient to feed the nation for seven and half months, comes after severe climatic conditions such as drought and flooding led to decade-low harvests in late 2016 and 2017.
Despite the rebound, production levels were still 14 percent down on normal returns, according to the ministry, while just 79 percent of the season’s sowed-land target was achieved, with continued drought in some areas and pest infestations cited as inhibiting factors.
Meanwhile, in a positive sign for the broader agricultural sector, the production of other field crops – which include maize, green chili and potatoes – is forecast to increase by 158 percent in the current Maha season.
Though estimates for the upcoming Yala season, which runs from May to August, have not been issued, continued favorable climatic conditions should continue to see an increase in activity in the sector.
Reintroduction of import tariffs to support domestic rice growers
The increased production comes amid the reintroduction of tariffs on incoming rice shipments, which officials hope will increase support for local growers and reduce national import costs.
In late April tariffs of LKR5 ($0.031) per kg were re-imposed on imported rice, reversing a January 2017 decision that saw charges dropped to LKR0.25 ($0.001) per kg.
The reduction in the tariffs, supported by similar measures for other crops such as wheat and maize in August, was introduced to keep consumer costs and inflation in check after lower levels of production pushed up domestic prices. As a result, 800,000 tonnes of rice worth $300.9m were imported last year, a 2244.7 percent increase on 2016’s outlay of $12.8m, according to the central bank.
However, the increased production in the current season appears to be shifting the balance, with rice import costs falling by 34.4 percent year-on-year in February, the first month where expenditures on rice, cereals and milling industry products have fallen since January 2017.
Furthermore, the reintroduction of tariffs should prove to be a further disincentive to overseas imports in the short term and should lead to a further reduction in the agricultural import bill.
The increased yields and reduced import costs are also expected to provide a broader economic boost; the IMF has cited the resurgent agricultural sector as a key factor behind its GDP growth forecast of 4% this year, which comes on the back of 15-year low expansion of 3.1 percent in 2017, a result weighed down by drought-affected farm output.
Fuel re-pricing to increase agricultural costs
Despite the increase in paddy production and government measures to support local farmers, one factor that could increase the operating costs of rice farmers is a hike in fuel prices.
Introduced on May 10, the fuel price mechanism – affecting the purchase of petrol, diesel, and kerosene – saw fuel costs rise up to 17 percent for some products, and is expected to have an impact on production and logistics inputs, which will subsequently flow into consumer prices.
With fuel tariffs to be reviewed and adjusted on a two monthly basis, any further increases in the international prices are likely to be reflected in operational and agricultural harvest costs.

28pc duty reimposed on rice import

Twenty-eight per cent duty has been reimposed on rice import to protect local farmers as Bangladesh witnessed bumper production in rice in last two seasons.
‘This year we have a bumper production in rice, thus to protect local farmers, 25 per cent customs duty and 3 per cent regulatory duty has been reimposed on rice imports,’ finance minister AMA Muhith on Thursday said while placing national budget for the fiscal 2018-19 before the parliament.
He also proposed to continue zero duty in importing ingredients of agricultural sector including fertiliser, seeds and insecticides.
Last year, the government reduced the import duty on rice to 2 per cent from 28 per cent to meet the shortfall of the staple as flash floods damaged production of boro rice in haor areas.
The government data showed that the production of food grains in the just concluded financial year
stood 3.97 crore tones (up to April 2018)
It projected 4.03crore tones of food grain production in the next financial year 2018-19.
Muhith in his budget speech proposed 15 per cent customs duty and 10 per cent regulatory duty on locally produced starches, wheat, maize, potato and cassava.
