Nigeria’s rice imports drop to N480.6bn

There is an indication that Nigeria will still import three million tons of rice valued at (N480.6 billion) $1.33 billion this year in order to meet its total domestic consumption of 6.90 million metric tons. Imports is projected to drop to 800,000 tons in 2018, but the spate of smuggling has made domestic production to remain static at 3.78 million tons since 2016 as global price stayed at $445 per ton in May, 2018, because of the influx of foreign parboiled rice.
The country spends N1.10 trillion ($3.07 billion) yearly on the importation of the commodity apart from illegal rice being smuggled through the neighbouring country of Benin.
Meanwhile, etween February and May, 2018, New Telegraph gathered that the antismuggling unit of the Nigeria Customs Service (NCS)’s Federal Operation Unit, Zone A in Lagos seized 27,120 bags of rice valued at N394.26 million. In February this year, 8,400 bags of 50 kilogrammes; March, 7,201 bags of 50 kilogrammes; April, 6,003 bags of 50 kilogrammes and May, 5,516 bags of 50 kilogrammes. With the country’s latest production record, annual imports have been reduced drastically from 4.5 million tons to three million tons, but remained stagnant since 2016.
The country attained 3.7 million tons of milled rice in December 2017 from the 2.6 million recorded in 2015, making it among the sixteen top producers of rice in the world According to an Index Mundi, a global data portal that gathers facts and statistics, the country’s rice production went up by 24.49 per cent within the last four years, making the country to become the second producer of the grain in Africa after Egypt, which currently produces 4.3 million tons.
It would be recalled that the Central Bank of Nigeria (CBN)’s anchor borrower scheme has boosted the country’s production records in the last two years, when it stopped issuing form M or letter of credit to rice importers in 2015 in order to encourage local production.
In 2016, CBN further complained that the amount spent on rice importation between January, 2012 and May, 2015 had resulted in huge unsold stock of paddy rice cultivated by Nigerian farmers and low operating capacities of many integrated rice mills in the country.
The Controller of the Nigeria Customs Service (NCS)’s Federal Operation Unit, Comptroller Mohammed Uba, who was worried on the volume of rice coming illegally into the country through the Republic of Benin, explained that the rice imported legally through the ports had been ordered based on contractual agreement between importers and the sellers before the CBN em-bargo on Form M.
The controller said that Federal Government was serious about rice production in the country. He said: “If you see any rice at the port, it must be a contractual agreement spanning two years by the importers and the sellers. In the last two years, CBN has never issued form M or letter of credit to rice importers.”
It would be recalled that the Secretary of Rice Millers, Importers and Distributors Association of Nigeria (RIMIDAN) Shaibu Mohammed, has entertained fear that it would be difficult for the country to end importation or achieve self-sufficiency in rice production by 2018 because of the importation of parboil rice from Thailand and other countries through the neighbouring ports. He stressed that the gap between demand and supply was still huge.
The insurance firms include Sovereign Trust Insurance, Mutual Benefits Assurance Plc, Staco Insurance Plc, and Standard Alliance. Some of them have in their various disclosures given different reasons for the delays in the submission to the exchange.
Post-listing rules at the NSE require quoted companies to submit their audited earnings reports, not later than three months or 90 calendar days after the expiration of the period.
The deadline for submission of annual report for companies with Gregorian calendar business year ended December 31, 2017 was March 31 this year. The Chief Executive Officer of NSE, Mr. Oscar Onyema, said recently that the Exchange would sustain a zero-tolerance stance on dealing member firms and listed companies’ violations to help boost confidence in the market.

FG Cuts Rice Import Bill to $160m

The federal government has declared it spent only $160 million on importation of paddy rice last year.
The Minister of Information and Culture, Alhaji Lai Mohammed, made the revelation thursday.
He said the spending represented a 90 percent cut in the country’s rice import bill of $1.65 billion annually.
Mohammed made the disclosure at the inauguration of the of the newly-elected Governing Council of the Nigerian Institute of Public Relations (NIPR), under the chairmanship of Mallam Mukhtar Sirajo. According to the minister, the cut was the highest of such ever and it became possible because the country imported lesser volume of processed rice from Thailand and India.
The volume of imported rice by Nigeria from Thailand dropped from 1.23 million metric tonnes in 2014 to 23,192mt as at November 2017.
The data released by the Thai Rice Exporters Association said the value of these exports dropped to 324 million Thai baht from 8.2 billion Thai bhat.
Mohammed said with the progress made in the rice cultivation, the country was inching towards self-sufficiency than any administration before through the efforts of local rice farmers and millers.
“We are just two years away from meeting our target production of 6 million metric tonnes of milled rice, which is Nigeria’s total rice consumption. We increased the number of rice farmers from five million to an all-time high of over 11 million,” Mohammed said.
The minister also said the administration had taken power generation from 2,690MW to 7,000MW and was feeding 8.2 million pupils in 45,394 schools in 24 states and employing 87,261 cooks.
He also added the economy grew by 1.95 percent in Q1 2018, while inflation fell for 15 consecutive months, from 18.7 per cent to 12.5 per cent as of April 2018.
The external reserves of $48 billion are also the highest in five years just as agriculture exports grew 180.7 per cent above the value in 2016. Raw material exports grew 154.2 per cent above the value in 2016; while exports of manufactured goods grew 26.8 per cent above the value in 2016.

He also appealed to government to check the influx and unwholesome activities of quacks as well as end the practice where political parties and their candidates engage foreign PR firms to handle campaigns which NIPR members can conveniently handle.
He said the such acts could jeopardise the security and stability of the country.

THE government, on Tuesday, unveiled the country’s first National Food Security Policy aimed at eliminating hunger and malnutrition and making food accessible for all, especially the poor. The policy, among other things, envisages 4% annual growth in food production, including crops, livestock and fisheries and will help make the agriculture sector more productive, profitable, competitive and resilient to climate change.
No doubt, commendable progress has been made in the agriculture sector ever since creation of Pakistan, which is evident from the fact that despite rapid population growth the country is not only able to meet basic food requirements of the people but also produce some surplus for export. However, experts say there is much greater potential which remains unrealised because of lack of proper policies and incentives. Pakistan’s agricultural productivity ranges between 29% and 52%, far lower than the world’s best averages for major commodities. Agricultural commodities, particularly cotton, provide critical inputs for Pakistan’s major manufacturing industries. However, lower harvests translate into low industrial production and higher costs. Pakistan ranks ahead of regional competitors like India, Bangladesh and others in terms of resource base and production of various crops. In global rankings, Pakistan is the 4th largest producer of rice; 5th largest producer in dairy; and 7th largest producer of wheat. But we have not been able to exploit these resources and potential to the optimum in the absence of introduction of latest technologies and techniques as well as marketing. Another serious problem is the highest cost of inputs, rendering the cost of production unsustainable. The government took some measures for reduction of taxes on fertilizers, pesticides and tractors but still the cost of production in Pakistan is much higher than regional or other agricultural countries. Growing shortage of irrigation water is also going to be a major challenge in coming years but regrettably we are affording the luxury of not building water reservoirs and the country will have to pay the price for this short sightedness.

Uzbekistan Farmers Curtail Rice Production Due to Water Scarcity

Uzbekistan intends to reduce the area of rice fields from 162,000 to 94,000 hectares due to water shortage. In a video-conference held in the capital on May 29, Uzbek President Shavkat Mirziyoyev stressed that this year there were relatively little precipitation in the country, and that caused a shortage of water in most regions, which requires its more rational use.

GM golden rice gets approval from food regulators in the US

GOLDEN rice, which has been genetically modified to prevent blindness in undernourished children, was judged safe to eat last week by the US Food and Drug Administration.
The rice contains extra genes that make a precursor to vitamin A, which is vital for preventing childhood blindness. A single helping can supply half the recommended daily intake of vitamin A, according to its developers at the International Rice Research Institute in the Philippines. The genes also give it its distinctive golden hue.
The nod by the FDA makes the US the fourth country to approve the rice this year, behind Canada, Australia and New Zealand. Having the rice cleared in these countries means there would be no regulatory issues if they imported food containing small quantities of the rice.
But its developer says the most important approvals are still awaited in the Philippines and Bangladesh, where the rice could have the greatest impact. Applications were lodged there last year.

Chines Scientists led Yuan longping succeed growing rice desert
It’s hard to conceive of Chinese cuisine without rice.
China is the world’s largest producer and consumer of rice. But, as a result of climate change, the amount of land available for rice cultivation in the country is shrinking.
Those concerns have prompted scientists led by Yuan Longping, 87, known as the “father of hybrid rice,” to look for new ways of growing the staple grain. 
Now they’re celebrating successful efforts to grow rice – in sand and seawater. Rice is traditionally grown in soil and freshwater.
Starting in January, according to the official Xinhua news agency, the scientists have grown dozens of varieties of rice in sand and diluted seawater in the deserts of Dubai. They experimented with seawater because it is easier to procure in the desert than fresh water.

China is not the only country facing the issue of overly salty soil. Around the world, there are around 2.35 billion acres of “highly saline” land. And the number is increasing because of rising sea levels and changes in precipitation caused by climate change.
“Probably only a fraction of the world's saline land could be brought into production with seawater rice, but that would still have a very substantial impact on food security, not just in China but also around the world,” Even R. Pay, a senior analyst with Beijing-based consultancy firm China Policy, told Inkstone.

Yuan told Xinhua that one of the varieties of rice grown in Dubai yielded over three tons per acre, which Yuan said exceeded expectations.
Rice is a staple in many parts of the world. About 90% of rice consumption is from Asia, but demand in Africa and Latin America is on the rise.
Jiayi Zhou, a climate change researcher with the Stockholm International Peace Research Institute, said the successful experiment could potentially benefit many countries.
“This is a fantastic development which is likely to have important implications for agricultural resource- and water-poor countries, particularly in the Middle East and North Africa region.”
Even though the cost of growing salt-tolerant rice is still high, China Policy’s Pay believes that once it’s commercialized, it will also have strategic value, especially against the background of the recent trade spat with the US.
“What China’s leading policymakers have been talking about is the need to diversify the sources of China importing food, away from just the US or a couple of large agricultural producers, and towards countries along the Belt & Road,” she said. “This rice variety will probably be appropriate for many of these trade partners as well.”
China has a policy of growing enough staples like rice to feed its growing population. As climate change alters growing conditions in the country, it is counting on technology to ensure self sufficiency in agriculture.

New early-maturing rice released

BRRI dhan87 to yield 6.5 tons a hectare

Bangladesh Rice Research Institute has d   eveloped an early maturing highly productive monsoon rice variety suitable for Aman season.
National Seed Board (NSB) in its meeting on Wednesday gave release approval to the grain – BRRI dhan87 – which has been bred through a cross between BRRI released earlier rice variety, BRRI dhan29 and a wild rice called Oryza rufipogon.   
BRRI scientists told UNB that the newly released variety BRRI dhan87 will mature up to 7 days earlier than BRRI dhan49, which BRRI had released 10 years back as an Aman variety. The duration of the new one is found to 125 to 130 days comparing to 135 days required for BRRI dhan49 to grow.
As against BRRI dhan49’s per hectare productivity of five tons, the BRRI dhan87 will grow 6.5 tons a hectare. The new variety’s yield potential (6.5 tons/hectare) is at par Bangladesh’s most popular Aman season rice variety Mukta (BR 11). It’s a welcome move as largely degenerated Mukta, released nearly 38 years ago, badly required a good varietal replacement.    
BRRI dhan87 has tough culm, light green leaf, and long, wide and erect flag leaf. The panicles are long and remain visible through flag leaves during ripening.  The grain is long and the kernel is straight. The market price of the rice will be higher as the kernel is long and slender. This is export quality rice.

Ministry to promote more use of machinery

The Ministry of Agriculture, Forestry and Fisheries is developing a policy to promote the use of machinery in large- and small-scale farms.
The move serves to address a growing labour shortage as the Kingdom’s economy continues to grow and young people abandon family farms in favour of better salaries in the city.
The director-general of the General Department of Agriculture at the Ministry of Agriculture, Hean Vanhan, said that while 90 percent of the rice industry uses heavy machinery, the rest of the agriculture sector needs to catch up if it wanted to compensate for the labour shortage.
“Machinery in the agriculture sector plays an important role to replace the shortage of labour, especially when the economy continues to grow.
“The ministry is working on a policy to promote the modernisation of agriculture. This will help farmers speed up their production process,” Vanhan said.
However, Vanhan said the ministry is also working to help small-scale farmers and others who can’t absorb the financial burden of purchasing modern machinery.
“Modernisation is challenging for small-scale famers who can hardly afford the cost of machinery. Hence, Agriculture Department officials are working to provide training and organising agricultural cooperatives so farmers can share the equipment costs,” he said
The latest Ministry of Agriculture report, released earlier this year, says that the number of tractors operating in the Kingdom stood at 20,071, with an additional 366,253 two-wheeled power tillers in use. This was an increase of 9.5 percent and 6.5 percent since last year.
The report also highlighted that a total of 52,612 milling machines, 232 rice dryers and 367,172 water pumps were in use across the country.
Cambodia Rice Federation Vice President Hun Lak said transforming from traditional to modern farming methods was important to compete in the international market. But, he said, modernisation came at a very high cost and some farmers would be better served with proper irrigation systems.
“Modernising farms will produce higher quality agriculture produce and even boost production, but it is still too costly for most small-scale farmers as they lack education and money,” he said.
Va Saroeurn, president of the Mongkol Agricultural Development Cooperative in Battambang province’s Sangke district, said using modern farming methods in his area had grown by 50 percent over time.
But most farmers, he said, took high-interest loans to buy their tractors. He expressed concern that taking such purchasing risks will come to naught if the farms lacked proper irrigation.
“In Sangke, 50 percent of the farms use tractors to speed up harvesting. But our main challenge is the shortage of proper irrigation. It doesn’t matter if we have have tractors if water is scarce,” Saroeurn said.

Biggest rice crop in four years expected in SWLA

The biggest rice yields in four years are expected by rice farmers across Southwest Louisiana.
The LSU AgCenter held its first rice field day of the year in Iowa to keep farmers up to date with the latest recommended practices.
Several experts gave presentations and advice on how to prevent diseases and pests to produce the most yields.
Dustin Harrell, the state’s extension rice specialist, says they were worried about production at the start of the year, but are now expecting big results.
“It stayed colder a lot longer than it normally does here in Southwest Louisiana," Harrell said. "But then as soon as that left, it went from winter to summer almost immediately, and when that happened our rice really began to take off and grow well.”
Harrell also stated that while an agreement has been in place for the United States to sell rice to China for about a year, progress has stalled.
Harrell says with the current trade negotiations, it looks as though rice farmers across the country will have to wait even longer to tap into China’s rice industry.

Trade Mission to China 

GUANGZHOU & SHENZHEN, CHINA -- Last week, USA Rice Vice President International Sarah Moran traveled to China as part of a trade mission hosted by the U.S. Department of Agriculture (USDA) to establish new business connections in southern China.  

There are nearly 400 rice importers in China, and most import rice through ports in South China making it a major import hub and growing market for U.S. agricultural exports, that already averages $8 billion annually.  Consumers in the region have an affinity for U.S. products, and demand is on the rise. 

China first opened its rice market when it joined the World Trade Organization (WTO) in 2001.  Twelve countries, primarily in Southeast Asia, can export rice to China, however the United States is still excluded.  Last year, a phytosanitary protocol was signed between the U.S. and China, however the Chinese government agency handling U.S. access continues to raise technical issues that delay that access.  

Moran said about 80 percent of the rice consumed in China is long grain and the remainder is medium/short grain, both of which can be supplied by the United States.

"I met with more than a dozen companies that currently import rice from Thailand and Vietnam," she said.  "All of them expressed interest in sourcing from the U.S. and were inquiring about the current status.  They were interested in long grain, Calrose, sweet rice, aromatics, and even wild rice."

The USDA group also visited Yantian port, the largest privately-owned terminal in the world, open around the clock, all year long, and handling 10,000 - 29,000 containers each day, loading 12 million TEUs (twenty foot equivalents) annually.  More than half of shipments there are either to or from the United States.  However, for every ten containers going out to the U.S., eight come back to the Yantian port empty, highlighting the extreme trade imbalance between the two countries.

"USA Rice has raised the importance of rice access at the highest levels of USDA and the U.S. Trade Representative's Office," said Moran.  "We are confident that rice is on the agenda for the Administration's talks in Beijing this week, and we continue to support U.S. negotiators as they seek a solution for the benefit of our producers and exporters."

Feeding Asia in the 21st century will require a second Green Revolution. However, unlike in the first generation, future yield increases will have to come from crop varieties using less water and nitrogen in view of global climate change.
This can only be done by increasing the efficiency of photosynthetic system, i.e. developing a C4 rice plant. If and when achieved, it would be the first non-evolutionary example of reconstructing the primary metabolism of a plant. The impact of such a scientific achievement would be undeniable, but it requires either a superb feat of genetic engineering or forced evolution.
The world population today is about seven billion, and almost half of it depends on rice. The alarming thing is that a billion people live on less than a dollar a day and spend half of their income on food, 854 million people are hungry and each day about 25,000 people die from hunger-related causes.

The C4 is a cutting edge science. Different consortia in more than ten countries are working in this context to change C3 plants to C4 with the basic strategy, underlining idea is to discover the genes, generate a model plant and then introduce C4 photosynthesis into widely used cultivars. An approximate guess is that 50 per cent yield will be increased after introducing C4ness in rice.
Pakistan is the sixth most populous country and its graph of poverty is rising due to rocketing food prices. Being agro-based, bulk of the country’s population is linked directly or indirectly with agriculture. It has all the favourable conditions of soils, irrigation water and climate but it is a net importer of food grains.
Growing rice countrywide, Pakistan has added advantage of world renowned Kallar Tract (a bowl-shaped region) that has further premium over Basmati from other regions. In this scenario, when the average rice yield in most countries is more than ten tons/hectare, it is still stuck up on 2-3 tons/hectare (Economic Survey of Pakistan, 2011). The gap between actual and potential yield has to be bridged.
There is a long list of factors for this low productivity, but the focus here is on the research wing. The country will have to change its research patterns. It has to catch up with the new horizons and methodologies of research going worldwide. I would like to correlate the rice research in Pakistan with C4 rice research that is an emerging integrated type of research funded by Bill & Mellinda Gates foundation, simultaneously going in different parts of world and headed by one centre.
Pakistan, having the best Basmati rice should be a part of this global research, sharing the latest views and writings, huge funding from the project, active utilisation of scientific potential, technical staff opportunities etc. If the world will succeeds in creating a C4 rice strain, Pakistan will be benefit accordingly.

Breeding challenges: Hybrid rice clicks better in poor than agriculturally prosperous states

Farmers in the Green Revolution regions show less interest in seed technology that has produced record-breaking yields in China

The poorer a state, the less are the chances of its farmers adopting high-yielding seed technology, right? Well, not when it comes to hybrid rice at least.
Out of the country’s total estimated area of 65.8 lakh acres (26.6 lakh hectares) under hybrid paddy — the un-milled grain containing roughly two-thirds rice and one-third husk and bran — nearly 83% is accounted for by Uttar Pradesh, Bihar, Jharkhand, Chhattisgarh, Madhya Pradesh and Odisha. These are states, whose farmers aren’t as well-off as their counterparts in Northwestern and Southern India, and crop yields well below even that of West Bengal (India’s No. 1 rice producer).
What accounts for this seeming paradox — of relatively poorer farmers taking to planting of hybrids, as opposed to conventional open-pollinated varieties (OPV)?
Hybrids are produced by crossing genetically diverse plants even within the same species. The first-generation or F1 offspring from such crosses tend to have yields higher than what either of the parents (both OPVs) individually can give. Unlike OPVs, though, the grains from hybrids aren’t suited for saving and re-use as seed by farmers. The resultant plants will not have the same hybrid vigour as the F1 offspring. Farmers will, hence, plant hybrid seeds — which, have to be purchased each time — only if the grain yields from them are substantially higher over OPVs.
“In the not-so-prosperous belts of eastern and central India, paddy yields from OPVs average 15 quintals per acre, whereas, with hybrids, farmers can harvest 25 quintals,” notes Ajeet Chahal, Head of Seeds Marketing (South Asia) at Bayer AG.

The German multinational has a 35% share in the Indian market for hybrid paddy seeds, which, at 38,000 tonnes and an average maximum retail price of Rs 250-300/kg, is annually worth around Rs 1,000 crore. Besides Bayer, the other significant players in this market include DuPont Pioneer, Syngenta, Tata-Metahelix, Kaveri Seeds and VNR Seeds.
The seed requirement in hybrid paddy is low — about 6 kg per acre, as against 20-30 kg for OPVs — but yields are higher because the plants produce more tillers (stems). The better tillering ability means farmers need to transplant only one hybrid seedling per rice hill, while it is 2-3 in OPVs. At Rs 355/kg — the MRP for Arize 6444 Gold, Bayer’s best-selling hybrid that covers some 20 lakh acres in India — the cost of 6 kg seed comes to Rs 2,130 per acre. But given the extra 10 quintals yield — whose value, at the government’s minimum support price of Rs 1,550 per quintal, works out to Rs 15,500 — it may be worthwhile for farmers in Jharkhand or Odisha to spend that money before every planting season.
An Indian Express from Nabarangpur in Odisha showed how this district (which happens to be India’s poorest, with a predominantly adivasi ) alone has a hybrid paddy seeds market of 600-650 tonnes, covering over one lakh of its total 2.5 lakh acres area (goo.gl/sEhQcs).
Chahal, however, admits that there is not all that much of a yield advantage from hybrids in the traditional Green Revolution regions, where farmers follow high-management agronomic practices with assured irrigation facilities. “In Punjab and Haryana, you get 30 quintals-plus yield per acre from even OPVs. Hybrid paddy may give 10% more, but farmers will switch only if yields are 40 quintals, not 33 quintals,” he points out.
India has hardly three million hectares (mh) out of its total rice area of 44 mh under hybrids, while the corresponding numbers for China are 18 mh and 30 mh respectively. China’s average paddy yields, at 6.75 tonnes per hectare (27.3 quintals/acre), are way above India’s 3.6 tonnes (14.6 quintals) and its farmers also typically harvest 10 tonnes per hectare (40 quintals/acre) from hybrids.
“The Chinese mostly produce medium-bold coarse grain (with length-to-breadth or LB ratio below 3), which is liked by consumers there and also more amenable to higher yields. In India, the preferences vary from short-slender rice (fine grain below 5 mm length and LB ratio above 3) in the South and medium-slender (slightly coarse grain below 6 mm length and LB ratio above 3) in the East, to long-slender (6-7 mm length and LB ratio above 3) and extra-long slender (fine basmati-type grain more than 7 mm long and LB ratio above 3) in the North. There are also varieties such as Parmal, which are in between medium-slender and long-slender. Such diverse requirements across geographies makes hybrid breeding a real challenge,” explains Chahal.
A.K. Singh, the head of the Indian Agricultural Research Institute’s (IARI) Division of Genetics, identifies grain quality as a major cause for the low rate of hybrid paddy adoption. “The hybrids bred initially had poor milling quality, with low head rice recovery and high percentage of broken grains. The newer generation of hybrids are far superior, yet the perception among millers, of the grain quality not meeting the standards for government procurement, remains,” he says.
IARI, in 2001, had released Pusa RH-10, the world’s first-ever basmati-quality aromatic hybrid rice. With a paddy yield of 7 tonnes per hectare and maturing in 110-115 days from seed to grain, it outperformed then blockbuster Pusa Basmati-1 variety that produced 6 tonnes over 135-140 days. However, this hybrid lost out to two basmati OPVs that IARI subsequently released: Pusa-1121 and Pusa-1509. “Although they yielded between 5 and 6 tonnes per hectare, the milled rice from these varieties had an average grain length of 20 mm on cooking, as compared to 15 mm for Pusa RH-10,” adds Singh.
The future of hybrid rice in India lies in breeding not just for yields, but also for quality, regional preferences, and pest and disease resistance. “Last year, we launched Arize AZ 8433 DT, a hybrid with strong tolerance to both brown planthopper insect pest and bacterial leaf blight disease attacks. In this kharif season, we are introducing AZ 6633, a hybrid in the short-slender fine grain segment for South India. Besides, we have bred a short-duration Parmal-quality hybrid AZ 6508, yielding 30-32 quintals per acre over 115 days. Farmers in Haryana can harvest this by mid-September and then sow potato in October,” claims Chahal.

A team of scientists, led by China’s “father of hybrid rice” Yuan Longping, has already started growing the crop in diluted sea-water at home and is now bringing the technique to the Middle East, where fresh water is too precious to use for growing water-intensive crops.

Last week’s rice harvest, which had been planted in January on the outskirts of the city, far exceeded scientists’ expectations, according to a report by the state news agency Xinhua.

The high yield reported – 7,500kg per hectare compared with the global average of 3,000kg per hectare – has encouraged scientists to expand the project.

They now plan to set up a 100-hectare experimental farm later this year, put it into regular use next year and then start expanding after 2020.

Eventually, the report said, the goal is to cover around 10 per cent of the United Arab Emirates, which has a total area of 83,600 sq km (32,278 sq miles), with paddy fields – although details as to how this will be achieved have yet to be disclosed.

Xinhua said the Dubai venture is the result of a collaboration between China’s research centre into saltwater rice, based in the eastern port of Qingdao, with The Private Office of Sheikh Saeed Bin Ahmed Al Maktoum, a billionaire member of Dubai’s ruling family.

The two parties have also signed an agreement to promote seawater rice across the Arab world to reduce the risk of food shortages in the future.

While scientists in some countries where water shortages are a serious concern – such as Israel or Australia – have been developing desalination techniques to convert seawater for use in agriculture, China has been working to develop strains of salt-resistant rice for the past four decades.

Although it is not yet clear how the Dubai project will be able to secure enough fresh water to dilute seawater for large-scale rice cultivation, Chinese scientists have already started growing it closer to home on a commercial scale.

China has one million square kilometres of waste land – an area the size of Ethiopia – where plants struggle to grow because of high salinity or alkalinity levels in the soil.

If a tenth of this area was planted with saltwater rice, it could boost China’s rice production by nearly 20 per cent, producing 50 million tonnes of food – enough to feed 200 million people, Yuan told mainland media last year.

Chinese scientists put rice grown in seawater on the nation’s tables

The project began in the 1970s when a researcher named Chen Risheng discovered a species of wild rice that grew near a mangrove forest in the southern province of Guangdong.

After four decades of cross-breeding and genetic screening, researchers had developed eight separate species but their yields remained too low to make widespread cultivation worthwhile.

But last year the team made a breakthrough by doubling the yield to more than 4.5 tonnes per hectare.

Last autumn the first salt-resistant rice, grown on a beach near Qingdao, made it into the shops.

As the South China Morning Post reported at the time one woman who had bought a bag of the rice found it was “very good”, adding that her boyfriend said it reminded him of the rice he had eaten in his home village as a boy.

But now, that might change — the U.S. Food and Drug Administration (FDA) has approved the crop and deemed it safe to eat. This makes us the fourth nation to give the rice a thumbs up. And maybe, after three decades of debate, the tide of public opinion is turning in favor of genetically modified crops.
Golden rice is one of the oldest genetically modified organisms (GMOs) on the books. It’s different from other types of rice because its DNA has been altered so that the plant produces Vitamin A, which would help children who subsist on rice get the required dose of the vitamin to the 250,000 to 500,000 children who go blind each year when they don’t get enough of it.
The idea came about in the 1990s, and researchers modified the crop’s DNA in 2000. It’s received overwhelming support from the humanitarian community: the Rockefeller Foundation and the Bill and Melinda Gates Foundation have funded its progress, while Pope Francis gave Golden Rice his blessing.
But people are still against GMOs. More than half of Europe bans farmers from raising GMOs, and the Pew Research Center found nearly 40 percent of Americans think GMOs are worse for people’s health. The Philippines, a nation that was easy-breezy about GMO foods, created stricter approval policies in 2016. Greenpeace encouraged that shift, since the organization espouses a conservative stance on GMOs, stating that scientists don’t know enough about how the crops impact the environment.
Other groups have popped up to oppose golden rice on other grounds. Back in 2001, U.K.-based environmental organization Friends of the Earth posited that there are less-expensive ways of treating Vitamin A deficiency (UNICEF can administer droplet doses that prevent the deficiency for less than 4 cents per child). MASIPAG, an advocacy group for poor farmers, stated, in 2013, that Golden Rice will only make biotech companies a lot of money. Activists from two anti-GMO organizations even destroyed experimental rice paddies growing golden rice in 2013.
Now that the U.S. has become the fourth nation to approve golden rice, others may follow. The U.S. is part of an international body that forms recommendations about food safety that other countries can adopt if they lack their own version of the FDA. Though three other nations have approved golden rice, they might have a tough time winning over the 186 other countries that have a say in international food standards — all of which have been silent on the crop.
And that’s all contingent on people growing it. A 2016 report from Mother Jones shows crop might not be field-ready; golden rice plants aren’t as efficient as they could be, which means farmers may not get as much viable product from their fields as they might with traditional rice.
But the FDA approval is still a win for golden rice. Little by little, the crop is becoming more widely accepted. And that means it’s more likely that golden rice will reach the children who need it most.

Panel waves off herbicide-ban vote

With just three weeks left in the spraying season for rice, a committee of the state Plant Board on Thursday found few options for dealing with crop damage possibly caused by a new herbicide.
Farmers across the state the past two weeks have flooded the Plant Board, crop consultants, county extension agents, and experts with the University of Arkansas System's Agriculture Division with complaints that Loyant, a new herbicide for rice fields, has damaged their soybeans.
The off-target movement of the herbicide has come from both aerial and ground applications, even when applicators are closely following the label instructions for spraying the herbicide, said Denny Stokes of Earle, a Plant Board member and owner of Stokes Flying Service.
Stokes said his company is among many aerial applicators who've stopped spraying rice for the season because of the problems. "We're one for one," Stokes told colleagues on the Plant Board's pesticide committee. "One job, one complaint. We're done."
Stokes, who represents the Arkansas Agricultural Aviation Association on the board, said his pilots and crew followed the directions the federal Environmental Protection Agency approved last year for spraying Loyant. "I've dealt with drift my whole life, but we're seeing [damage] a mile away" from rice fields where Loyant was applied, he said.
With rice farmers just two or three weeks from the end of spraying, a vote by the committee for a stop-use order likely would do little good because of the time involved in getting such a measure approved by the full board, Stokes said. "I think the problem is taking care of itself because people aren't putting it out anymore," he said.
After spraying for weeds and grasses is concluded, rice fields are flooded, providing another level of weed control until harvest time.
Stokes and other committee members said Dow AgroSciences, as the manufacturer of Loyant, and other herbicide makers, in general, need to do more to make their products safer.
With no desire to approve a ban, the committee asked staff members to work with Dow representatives in drafting a new memorandom to rice growers and applicators. The advisory, released a couple of hours after the meeting, stresses the need to follow the label with a couple of other points:
• Soybeans "are especially sensitive to drift" from Loyant.
• Farmers should not apply the herbicide when the wind is blowing toward "adjacent cotton, carrots, soybeans, corn, grain sorghum, wheat, grapes, tobacco, vegetable crops, flowers, ornamental shrubs or trees, or other desirable broadleaf plants."
How to define "adjacent" was debated among committee members but wasn't settled.
While the Plant Board has received seven official complaints of Loyant damage, Jonathan Siebert, a Dow representative, said he and other Dow employees have walked 18 fields where Arkansas farmers have found wilted soybean plants only about a month into their growing season. The size of damaged fields ranged from 15 acres to about 200 acres, he said.
They've also scouted damage at six farms in Louisiana and two in Mississippi, two states that generally have later planting and spraying schedules than Arkansas'.
Some plants have recovered, but effects of the early damage on yields won't be known until closer to harvest.
Siebert said Dow sold enough Loyant in Arkansas to cover about 170,000 acres of the estimated 1.3 million acres of rice but didn't know how much has actually been sprayed.
Siebert said farmers and applicators have to abide by instructions on the label to avoid off-target movement, whether by physical drift or a temperature process called inversion.
Siebert said the company would work with UA weed scientists and soybean and rice experts on a plan for next year's crops.

MANILA, Philippines (UPDATED) – The government will help farmers compete with their counterparts in the region in the likely event of cheaper rice entering the country, the chairperson of the Senate agriculture committe   e said.
Senator Cynthia Villar gave the assurance to farmers as she pushed for a 35%- tariff on rice imports and the lifting of quantitative restrictions (QR) or a limit of imports. (READ: Philippines hopes to pass rice tariffication law in 2018)
QRs help protect local rice producers from cheap rice imports.
However, Villar favors tariffs, or charges a government imposes on imports, to level the competition in the market.
Villar’s proposal aims to make the market more competitive, which would lead to lower rice prices. The senator noted, however, that farmers may not be able to keep up with competition if they do not get support from the government.
"[Even with] 35% tariffication, you cannot compete with Vietnam. The solution is you have to bring down cost of production of rice and be competitive," Villar said.
The senator said that Vietnam is able to produce rice at a cost of P6 per kilo of palay, while the Philippines produces rice at P12 per kilo.
For local farmers to be competitive, Villar said that she is working with the Department of Agriculture (DA) to push for the mechanization or use of machines in rice production and the distribution of seeds with better yield.
"Vietnam's seeds are better than what we have. Right now, ours can produce 4.5 metric tons per hectare. Seeds from Philrice can produce 6 metric tons per hectare... so let us support that," Villar said.
She admitted that mechanization in the sector is "very low" at the moment.
Meanwhile, Agriculture Secretary Emmanuel Piñol said farmers can now easily borrow money from the agency through the DA's easy access financing program.
"Gusto natin may sense of ownership ang ating mga magsasaka kasi kung bibigyan lang natin ng binhi o kalabaw, ibebenta lang nila ‘yan. Pero kung inutang nila, hindi ganoon,” Piñol said.
(We want farmers to have a sense of ownership because if we just give them seeds or a carabao, they will just sell it. But if they borrowed money for it, that won't be the case.)
Villar and Piñol are confident that training and supporting farmers will help them survive stiffer competition in the market.
The National Economic and Development Authority (NEDA) is also for imposing tariffs over rice QRs. The agency said that the measure would lower the cost of rice in the market to P30.30 per kilo, P4.30 lower than the domestic wholesale price of regular milled rice. NEDA estimated that with lower rice prices, a typical Filipino household would save P2,362 per year. Headline inflation rate would also be reduced by one percentage point, if the domestic whole sale rice market reduces its prices to the level of imported rice.

Rollout of rice-corn blend in supermarkets hits snag

The Department of Agriculture (DA) said the unveiling of rice-corn blend products in local supermarkets and stores has been delayed as it could not yet transfer government funds to its private-sector partner.
“We have not yet established how we are going to transfer the money to them [Philippine Maize Federation Inc.],” Agriculture Secretary Emmanuel F. Piñol told the BusinessMirror.
“The DA’s legal team is looking into the process because I do not want to be flagged by the COA [Commission on Audit],” he added.
Earlier, Piñol announced that the DA would set aside P50 million to kick-start the rice-corn blend project, a program that seeks to reduce the country’s dependence on rice imports, this year.
Despite the delay, the DA chief vowed that Filipino consumers would still see rice-corn blend products in their local supermarkets this year.
“We have the money. Actually, we will get the money from the PLEA [Production Loan and Easy Access] program,” Piñol said.
Philippine Maize Federation Inc. (PhilMaize) President Roger V. Navarro told the BusinessMirror that his group is still awaiting the P50 million committed by the DA for the project.
Navarro said the money would be used to put up a small facility for rice-corn blend production.
“It would be like a school. Our objective here is to set up a standard for rice-corn blend milling and mixing,” he said. “We already have a standard when it comes to rice milling but we do not have one for corn milling.”
The PhilMaize chief added guidelines for manpower management, technical operations, marketing program, packaging and labeling of rice-corn blend products would be established in the facility. These guidelines, Navarro said would allow interested parties to easily venture into rice-corn blend production.
“We want to have the correct benchmarking standards to guide people to easily venture into this project,” he said. “So, if someone wants to produce RCB then we will give him everything he needs to know just like a franchisee.”
In January Piñol disclosed that rice-corn blend products would be commercially sold in the market by April.
The DA chief said the consumption of rice-corn blend could wipe out the country’s rice-supply shortfall by 2019.
“It would end the country’s rice-supply shortfall with the infusion in 2019 of about 500,000 MT of corn grits and 1 million MT in 2020, thus effectively achieving food-staple sufficiency for only the second time in the history of the country,” Piñol added.

Sri Lanka exports up 10.5-pct in March

ECONOMYNEXT - Sri Lanka's exports grew 6.3 percent to 1,107.7 million US dollars in March 2018 from a year earlier, with industrial exports growing 10.5 percent to 861 million US dollars, the central bank said.

Apparel exports grew 7.4 percent to 486 million US dollars, rubber products grew 11.8 percent to 85.8 million US dollars and gems and jewellery grew 91.9 percent to 38.7 million US dollars.

Agricultural exports fell 5.6 percent to 138.5 million US dollars with tea up 3.6 percent to 138.5 million US dollars and rubber, coconut and spices shipments falling. Seafood exports fell 3.3 percent to 28 million US dollars.

Consumer goods imports rose 1.8 percent to 477.1 million US dollars with rice imports plunging 43.5 percent to 29.7 million US dollars.

Non-food consumer goods rose 17.6 percent to 299 million US dollars with motor vehicles up 101.3 percent to 150 million US dollars. Telecom devices fell 34.1 percent to 24.4 million US dollars and home appliances fell 30 percent to 21 million US dollars.

Intermediate goods rose 18.3 percent to 1,121 million US dollars, with fuel up 62 percent to 398 million US dollars.

Gold imports rose 243 percent to 139.7 million US dollars.

The gold is believed to be smuggled to India, and it may be used to undervalue imports. Sri Lanka's exports and imports in March may be understated by that amount.

India taxed gold imports in a Mercantilist belief that it hurt their currency in 2013 and Sri Lanka followed suit this year in a similar knee-jerk reaction, hurting the country's jewellery and gold sectors.

Investment goods fell 15.8 percent to 378.6 million US dollars in March, with building materials down 20.9 percent to 112.3 percent and machinery and equipment down 11.5 percent to 210 million US dollars.

The trade gap expanded to 871 million US dollars from 828 million US dollars.

Sri Lanka has a trade deficit because people earn foreign exchange through means other than goods exports including exports of labour (remittances) which rose 5.4 percent to 678 million US dollars.

Estimated tourism earnings rose 24.1 percent to 433 million US dollars. Sri Lanka has a current account deficit due to mostly government borrowing abroad, which when spent in a budget deficit, triggers imports and deficit in the current account. (Colombo/May31/2018)
 

Nigeria’s rice imports drop to N480.6bn

There is an indication that Nigeria will still import three million tons of rice valued at (N480.6 billion) $1.33 billion this year in order to meet its total domestic consumption of 6.90 million metric tons. Imports is projected to drop to 800,000 tons in 2018, but the spate of smuggling has made domestic production to remain static at 3.78 million tons since 2016 as global price stayed at $445 per ton in May, 2018, because of the influx of foreign parboiled rice.
The country spends N1.10 trillion ($3.07 billion) yearly on the importation of the commodity apart from illegal rice being smuggled through the neighbouring country of Benin.
Meanwhile, etween February and May, 2018, New Telegraph gathered that the antismuggling unit of the Nigeria Customs Service (NCS)’s Federal Operation Unit, Zone A in Lagos seized 27,120 bags of rice valued at N394.26 million. In February this year, 8,400 bags of 50 kilogrammes; March, 7,201 bags of 50 kilogrammes; April, 6,003 bags of 50 kilogrammes and May, 5,516 bags of 50 kilogrammes. With the country’s latest production record, annual imports have been reduced drastically from 4.5 million tons to three million tons, but remained stagnant since 2016.
The country attained 3.7 million tons of milled rice in December 2017 from the 2.6 million recorded in 2015, making it among the sixteen top producers of rice in the world According to an Index Mundi, a global data portal that gathers facts and statistics, the country’s rice production went up by 24.49 per cent within the last four years, making the country to become the second producer of the grain in Africa after Egypt, which currently produces 4.3 million tons.
It would be recalled that the Central Bank of Nigeria (CBN)’s anchor borrower scheme has boosted the country’s production records in the last two years, when it stopped issuing form M or letter of credit to rice importers in 2015 in order to encourage local production.
In 2016, CBN further complained that the amount spent on rice importation between January, 2012 and May, 2015 had resulted in huge unsold stock of paddy rice cultivated by Nigerian farmers and low operating capacities of many integrated rice mills in the country.
The Controller of the Nigeria Customs Service (NCS)’s Federal Operation Unit, Comptroller Mohammed Uba, who was worried on the volume of rice coming illegally into the country through the Republic of Benin, explained that the rice imported legally through the ports had been ordered based on contractual agreement between importers and the sellers before the CBN em-bargo on Form M.
The controller said that Federal Government was serious about rice production in the country. He said: “If you see any rice at the port, it must be a contractual agreement spanning two years by the importers and the sellers. In the last two years, CBN has never issued form M or letter of credit to rice importers.”
It would be recalled that the Secretary of Rice Millers, Importers and Distributors Association of Nigeria (RIMIDAN) Shaibu Mohammed, has entertained fear that it would be difficult for the country to end importation or achieve self-sufficiency in rice production by 2018 because of the importation of parboil rice from Thailand and other countries through the neighbouring ports. He stressed that the gap between demand and supply was still huge.

IOWA, La. — The rice crops in Southwest Louisiana appear promising this year after a lingering winter followed by hot, dry conditions, a state agriculture official said Wednesday.
“We have had low yields for the past three years, and each year it seems to be getting a little bit worse,” said Dustin Harrell, a rice specialist with the LSU AgCenter.
“But the way things look this year it is very promising, and I would suspect we are definitely going to have higher yields than we have had in at least the past three years.”
Harrell and other AgCenter specialists provided area farmers with a positive outlook during the annual Farmers Appreciation Breakfast and Southwest Louisiana Rice Tour, just south of Iowa.
The event was attended by nearly 60 rice and soybean farmers and researchers from Southwest Louisiana.
“If we can keep water on the fields and continue to have the weather we have been having, this is going to be a good year for our rice, as long as nothing happens at this point,” Harrell said.
“We could have a hurricane or flooding conditions, but the way it looks so far this is the best rice we have had in at least four years. The past three years in Southwest Louisiana we have had excessive rainfall in locations, which killed or reduced the quality of the rice.”
Harrell said rice fields in the area are “looking beautiful” now — which hasn’t been the case in the least three years. But he cautioned that weather and heat could still affect crops before harvesting begins in late July and early August.
Excessive nighttime temperatures reduce yield and grain quality, once the plants begin to flower, Harrell said. Flowering could begin in a couple of weeks on some rice plants, he said.
“This looks like a very promising year,” Harrell said. “But it could turn in an instant.”
Calcasieu Parish County Agent Jimmy Meaux and Jeff Davis Parish Assistant Extension Agent Frances Guidry agreed that rice crops are looking good so far. Both said more sun and less cloud cover and rain are needed to keep the crops growing and disease-free.
Lingering cold early this year was a challenge for many rice farmers.
“The cold weather stayed later this year, and it took a long time to start seeing any growth,” said Johnny Hensgens, who manages 10,000 acres of rice for Powell Farm Partner’s off McCown Road south of Iowa. “Now the rice is growing like it is supposed to be.”
The cold, wet weather also delayed some farmers from planting rice this year, he said.
“The cold fronts came through, and it stressed our young rice,” Harrell said. “Our rice all emerged OK, but it was short rice and most of that was because of the stress of the cold conditions.”
Herbicide applications also had an effect on the already stressed rice, he said.
“After the last cold front came through it was like a light switch was flipped, and we went straight from winter to summer,” Harrell said. “We had temperatures in the upper 80s right after a cold front and it hasn’t quit since — it has been hot and dry with clear skies.”
Hot, clear and dry weather is perfect for growing rice, he said. But hot temperatures mean farmers have to irrigate their fields to keep them flooded.
“When it’s this hot and dry it’s hard to keep that flood established,” he said. “It’s important to keep the fields flooded for fertilizer management, as well as to control weeds and disease that can be very devastating to the crops.”
Keeping the fields dry has been hard and costly for some farmers, who are facing high utility bills from running irrigation pumps to maintain the water levels.
“Some farmers have the capacity where it is not a problem,” he said. “But for some it has been a challenge.

DAYTON: WILD RICE TASK FORCE FACES A BIG CHALLENGE

Minnesota Gov. Mark Dayton said a task force created in the wake of a twice-vetoed wild rice sulfate standard bill faces a unique challenge going forward.
Dayton held a conference call with reporters Thursday about the legislative session, hours after signing the unanimously-backed pension bill into law. On Wednesday, the governor issued his second veto on a bipartisan bill to address the state’s wild rice sulfate standard and issued an executive order creating a task force to work on the issue.

Most U.S. rice farmers don’t think about Bangladesh when talk turns to their biggest competitors in the world rice markets. Those conversations usually include India, China, Brazil and, until recently, Thailand.
In 2018-19, Bangladesh is expected to increase plantings by 500,000 hectares (1 hectare equals 2.47 acres) to a near-record 11.77 million hectares. The jump in Bangladesh production is expected to help push world rice production to a new record.
“The total U.S. rice acreage is about 1 million hectares so Bangladesh increased its plantings by almost half the size of the U.S. crop,” said Dr. Nathan Childs, senior rice economist for USDA’s Economic Research Service. “That 11.77 or 11.8 million hectares would be just a fraction off their record area.”
It’s shaping up to be that kind of a year for rice farmers, according to Childs, who gave USDA’s 2018/19 U.S. and Global Market Outlook during a webinar presented by the University of Arkansas System Division of Agriculture. It was one of a series of webinars hosted by Dr. Bobby Coats, professor of agricultural economics and agribusiness at the university.
The increase is all the more striking, Childs said, because last year’s crop in Bangladesh was down significantly due to a combination of severe flooding and drought in different parts of the country’s rice-growing area.

Second largest increase

Bangladesh is expected to have the second largest increase in production (outside of the U.S.) to a total of 34.7 million tons, a jump of 6.3 percent, according to USDA’s World Agricultural Outlook Board, which released its first forecast for the 2018-19 marketing year in early May. The largest increase is expected in Madagascar, which could plant 18.8 percent more rice.
Rice production in the U.S. is expected to be up 14 percent to 6.45 million tons because growers are expected to plant more rice in 2018 following 2017’s unusually cool and wet planting conditions.
“Total U.S. rice harvested area is projected to increase 12.5 percent to 1.08 million hectares,” said Childs. “That’s due to rising long-grain prices at planting and more normal weather in the Mississippi Delta following flooding in 2017 that prevented some planting and caused some planted rice to be abandoned.”
Childs, who has been following the U.S. and world rice crops for USDA for more than 20 years, said larger rice crops are projected for Bangladesh, Burma, Cambodia, Indonesia, Madagascar, Sri Lanka, Tanzania, Thailand, the U.S., Vietnam and the Philippines. (Thailand is expected to export 11 million tons in 2019 after being a non-factor in world rice markets in recent years.)
Smaller crops are projected in 2018-2019 compared to 2017-2018 for Brazil, China, Colombia, Ecuador, Egypt, India, Iraq, South Korea, Pakistan and Venezuela.

Harvested area increase

The projected increase in harvested area – 1.3 million hectares to a record of 162 million hectares – is projected to more than offset smaller harvested areas in China. Colombia, Ecuador, Egypt, Iraq, South Korea and Venezuela. Harvested area is projected flat or nearly flat in Iran, Japan, Laos and North Korea.
“A huge 49 percent drop of 65,000 hectares to 70,000 is projected for Venezuela,” says Childs. “That’s primarily due to panicle blight disease, and the lack of the needed inputs to manage it” because of the country’s economic problems.
Global rice supplies are projected to increase 1.3 percent to a record of 633 million tons, according to Childs. “That’s due to a 5 percent larger carry-in from 2017-2018 and the forecast larger production in 2018-19.”
Global ending stocks are expected to total 144.7 million tons, up 900,000 tons from 2017-18, which is part of a trend, Childs said. Stocks are projected higher for the 11th consecutive year and will be the highest since the 2000-01 record of 146.7 tons.
China accounts for most of the projected increase in global stocks with excess supplies projected at 97.3 million tons, up 3.3 million tons from 2017-18 and just below the 1999-2000 record. All told, China will have two-thirds of the world’s ending rice stocks for 2018-19.
“The 2018-19 global stocks-to-use ratio of 29.6 percent is fractionally below 2017-18 and well below the 2000-01 record,” he said.
Although the U.S. is expected to export more rice in 2018-19, USDA is projecting U.S. all-rice ending stocks will be up 18 percent. Long-grain stocks could be up even more, by 28 percent in the marketing year that runs from August to July.
“We don’t see much change in the farm price of U.S. rice,” says Childs. “U.S. prices could actually be down a little bit because of the supplies of rice in the U.S. and world markets.”

India's April rice exports rise 12 pct y/y - govt body

MUMBAI, May 31 (Reuters) - India’s rice exports in April rose 12 percent from a year earlier to 989,848 tonnes on good demand for non-basmati rice from African countries, a government body said.Buffalo meat exports jumped nearly 11 percent to 95,296 tonnes, while guar gum exports fell over a quarter to 40,405 tonnes, the Agricultural and Processed Food Products Export Development Authority said in a statement. Bangladesh plans to buy more rice from Myanmar in July

Bangladesh is planning to buy 100,000 to 200,000 tons of rice from Myanmar in July under a government to government agreement, according to Lu Maw Myint Maung, Associate Secretary of Myanmar Rice Federation (MRF).Bangladesh also bought 200,000 tons of rice from Myanmar under G to G agreement in December last year, according to the MRF.
Bangladesh imported about 1.2 million tons of rice under tender and G to G agreement until December 2017 and one million more tons of rice will be imported, sources said.
Myanmar has signed MoU with Bangladesh to sell 300,000 tons of rice under G to G agreement and has now exported 100,000 tons of rice to Bangladesh till December last year, said Lu Maw Myint Maung.
Myanmar earned over US$96 million from 270,000 tons of rice and broken rice export till May 11 in 2018-19 FY, according to Ministry of Commerce.
Myanmar exported over 110,000 tons of rice and broken rice from maritime trade and over 160,000 tons of rice and broken rice export through border trade after over one month of this fiscal year.
Myanmar exported about 3.6 million tons of rice in this 2017-18 FY due to new markets, breaking over 50 years long records.

BENGALURU (Reuters) - Rice export rates in India rose this week from a one-year low hit last week as weaker prices attracted buyers from Africa, while Bangladesh said it would cancel a deal with the top exporter due to shipment delays.

“African buyers are turning to India due to the recent price fall. In the last few days, inquiries have risen from buyers,” said an exporter based at Pune in the western state of Maharashtra. Prices for India’s 5 percent broken parboiled variety rose by $5 to $399-$403 per tonne.Even after this week’s rise, Indian rice is competitive in the world market due to a depreciating rupee, the exporter said. The rupee has fallen more than 6 percent so far in 2018, increasing exporters’ margins from overseas sales. India’s exports in April jumped over 12 percent from a year earlier to 989,848 tonnes, a government body said.Meanwhile, Bangladesh will cancel a deal with India to import 150,000 tonnes, Badrul Hasan, the head of Bangladesh’s state grain buyer, said on Thursday. The agreement with India’s state-run National Agricultural Cooperative Marketing Federation (NAFED) was signed in December as Bangladesh raced to shore up depleted stocks and combat record domestic prices of the staple after floods last year.“We’ve no option but to terminate the deal as they couldn’t supply the rice on time,” Hasan said. In Thailand, prices of the 5 percent broken variety stood at $430-446 per tonne, free on board (FOB) Bangkok, versus $435-438 last week.“At the moment the price only moves with changes in the currency exchange because there’s no new demand this week,” a Bangkok-based trader said.
Another trader said Thai exporters were still fulfilling shipments to the Philippines from last week and were anticipating fresh deals.“We heard that next month, the Philippines wants to buy 250,000 tonnes while Indonesia is interested in buying some 500,000 tonnes,” the trader said, adding that prices could change over the coming weeks as exporters step up purchases amid lower supplies due to seasonal rain. Prices of Vietnam’s 5 percent broken rice eased slightly to $455-$460 a tonne from $460-$465 previously, the highest since August 2014, but demand from markets such as the Philippines looked steady with orders still in the pipeline, even as supply remained tight, traders said.Supply for the 5-percent broken variety has reduced since the last harvest owing to the Vietnamese government’s plan of gradually switching to fragrant rice and sticky rice strains, which are of better quality and sold at higher prices.Prices could be pressured going into the next harvest in mid-June or early July, the traders added.

China may open doors to Indian non-basmati rice

NEW DELHI: Indian non-Basmati rice may soon make its way to China with Beijing clearing the grain of any risk of introduction of alien pests.

The decision comes weeks after Prime Minister Narendra Modi’s visit to China.

New Delhi had a couple of months back pitched for market access for a variety of its goods to China in a move to bridge the widening trade deficit.

China has agreed to send a team to India next month to inspect mills that produce non-Basmati rice.

“The pest risk analysis to weed out chances of any foreign pests has been done. We’ve invited them to examine our rice establishments and the inspection team from China will come next month,” said an official in the know of the details.

Chinese scientists have successfully grown and harvested rice in the deserts of Dubai, achieving a top yield of 500 kilogrammes per mu, or 666 square metres.
The team is from China’s Qingdao Saline-Alkali Tolerant Rice Research and Development Center, based in Shandong Province, and headed by China's renowned 'father of hybrid rice', Yuan Longping.
Invited by the Private Office of Sheikh Saeed Bin Ahmed Al Maktoum, a billionaire member of Dubai’s ruling family, the team has grown dozens of varieties of rice in sand and diluted seawater on the outskirts Dubai since January this year, according to a report by state-run news outlet Xinhua.
On May 26, agricultural experts from China, India, Egypt and the United Arab Emirates (UAE) conducted production tests of these rice varieties. One of the samples grown in Dubai yielded over 500 kg per mu, with the others producing more than 400 kg per mu.
87-year-old Yuan Longping told Xinhua that the test results far exceeded his expectations.
The team plans to set up a one square kilometre experimental farm later this year, before putting it into regular use next year and then expanding the concept in 2020.
Their goal is to cover around 10 percent of the UAE's desert land, which has a total area of 83,600 square kilometres, with paddy fields.
China and Dubai also signed an agreement to promote seawater rice across the Arab world, in order to reduce the risk of food shortages in the future.
China is the world’s largest producer and consumer of rice, which is traditionally grown in soil and freshwater. With more than 665,000 square kilometres of highly saline land, the country has been working to develop strains of salt-resistant rice for the past four decades.

A team of scientists, led by China’s “father of hybrid rice” Yuan Longping, has already started growing the crop in diluted sea-water at home and is now bringing the technique to the Middle East, where fresh water is too precious to use for growing water-intensive crops.
Last week’s rice harvest, which had been planted in January on the outskirts of the city, far exceeded scientists’ expectations, according to a report by the state news agency Xinhua.

The high yield reported – 7,500kg per hectare compared with the global average of 3,000kg per hectare – has encouraged scientists to expand the project.
They now plan to set up a 100-hectare experimental farm later this year, put it into regular use next year and then start expanding after 2020.
Eventually, the report said, the goal is to cover around 10 per cent of the United Arab Emirates, which has a total area of 83,600 sq km (32,278 sq miles), with paddy fields – although details as to how this will be achieved have yet to be disclosed.
Xinhua said the Dubai venture is the result o f a collaboration between China’s research centre into saltwater rice, based in the eastern port of Qingdao, with The Private Office of Sheikh Saeed Bin Ahmed Al Maktoum, a billionaire member of Dubai’s ruling family.
The two parties have also signed an agreement to promote seawater rice across the Arab world to reduce the risk of food shortages in the future.

While scientists in some countries where water shortages are a serious concern – such as Israel or Australia – have been developing desalination techniques to convert seawater for use in agriculture, China has been working to develop strains of salt-resistant rice for the past four decades.
Although it is not yet clear how the Dubai project will be able to secure enough fresh water to dilute seawater for large-scale rice cultivation, Chinese scientists have already started growing it closer to home on a commercial scale.
China has one million square kilometres of waste land – an area the size of Ethiopia – where plants struggle to grow because of high salinity or alkalinity levels in the soil.
If a tenth of this area was planted with saltwater rice, it could boost China’s rice production by nearly 20 per cent, producing 50 million tonnes of food – enough to feed 200 million people, Yuan told mainland media last year.
The project began in the 1970s when a researcher named Chen Risheng discovered a species of wild rice that grew near a mangrove forest in the southern province of Guangdong. After four decades of cross-breeding and genetic screening, researchers had developed eight separate species but their yields remained too low to make widespread cultivation worthwhile.
But last year the team made a breakthrough by doubling the yield to more than 4.5 tonnes per hectare.

A number of food regulators based abroad has approved the Vitamin A-rich Golden Rice that was introduced by the International Rice Research Institute (IRRI). No less than the US Food and Drug Administration (FDA), Food Standards Australia New Zealand (FSANZ), and Health Canada have all validated the nutrition found in the new type of rice. Based on standards of the United Nations’ World Health Organization (WHO) and Food and Agriculture Organization (FAO); the Organization for Economic Co-operation and Development (OECD); and the Codex Alimentarius Commission, the rice is safe for consumption.
Just to give some background, the IRRI is a research organization with headquarters in Los Baños, Philippines. Primarily dedicated to alleviating hunger and poverty through rice science, the IRRI also seeks to help rice farmers and consumers.
Having been around for nearly six decades, it is a non-profit organization that gets its funding from donors all over the world. The IRRI fund not only receives donations but also promotes rice research in countries such as Hong Kong, Singapore, and India.

Golden Rice can be grown in similar conditions as ordinary rice. The difference is that GR2E Golden Rice has two new enzymes sourced from genetic engineering. With the enzymes, the beta carotene compound that can be converted to Vitamin A enables Golden Rice to combat Vitamin A deficiency (VAD).
That beta carotene is also found in leafy vegetables and fruits like oranges. Having it in Golden Rice lets preschoolers and pregnant women to obtain 30-50 percent of their requirement for Vitamin A.
According to the World Health Organization, VAD is prevalent in Southeast Asia among children below five years old, as well as pregnant and lactating women. The IRRI estimates some 250 million preschool-age children with VAD.
In the Philippines as well, millions are found to have micronutrient deficiencies, whereas interventions could have prevented the same.
For that reason, the Philippine Rice Research Institute (PhilRice) is making unstinting efforts to develop local rice varieties into bearing the distinct GR2E Golden Rice characteristic. Dr. Reynante Ordonio, Healthier Rice Project leader of PhilRice, stated that Golden Rice would make a great difference in helping Filipinos combat their nutritional deficiency.
For his part, Dr. Russell Reinke, the Healthier Rice program lead, noted that Golden Rice fully complies with the stringent safety standards of the FDA and the other aforementioned agencies. He is optimistic that once applications have passed the Philippines’ regulatory processes, deployment will follow.
