Maldives awaiting exploration by Pakistani exporters : FPCCI

KARACHI : The Federation of Pakistan Chambers of Commerce and Industry (FPCCI) on Tuesday said the market of Maldives is awaiting exploration by Pakistani business community.
The government of Maldives is tilted towards Pakistan and our quality products are in great demand there but lion’s share goes to India and other regional countries, it said.
Despite cordial relations, bilateral trade between Pakistan and Maldives, a country enjoying per capita income of 13250 dollars is below the true potential due to many reasons, said Vice President of FPCCI Karim Aziz Malik.
Talking to the business community after visiting the Republic of Maldives, he said that Pakistan rice, meat, poultry, fruits, vegetables, and cement are in great demand in the Maldives but the market has been captured by India and other regional countries.
Pakistan has no direct shipping link with that country while India sends perishable and other items through motorboats to the Maldives, he said.
Karim Aziz Malik said that Pakistani exporters use the small port of Sri Lanka which result in delays and increased cost. The main industry of Maldives is tourism and it is highly dependent on import of goods and services.
Pakistan can also export highly educated, skilled and semi skills people to the brotherly country to reduce unemployment and earn foreign exchange.
The Vice President of FPCCI, Karim Aziz Malik also met with ministers and other top officials and asked for direct cargo service from Karachi to the Maldives while meeting with Pakistan’s Ambassador to Maldives Air Vice Marshal Wasim Akram (Retd).
He lauded the services of Pakistani High Commission and called upon the Pakistani exporters to explore that market assuring all the possible cooperation on the part of FPCCI.



 While Pakistan may have had limited success in developing strong bilateral trade ties with neighbouring countries, it has had more success in forming relations with far flung nations. One example is that of Kenya, a country 3,000 miles away for whom we have the dubious honour of being its largest export destination.

There are few houses in the country where Kenyan exports of black tea have not found shelf space, resulting in Pakistan accounting for over 10 percent of Kenya’s exports. Kenya accounts for nearly 80 percent of Pakistan’s tea imports. In return, Pakistan exports about $200 million worth of rice annually, making the Kenyan market roughly 10 percent of Pakistan’s total rice exports.
While tea imports have been fairly constant, rice exports have faced a more uphill battle. The current woes comprise of at least 600 containers stuck at Kenyan ports where they are being subjected to higher level of scrutiny and verification than the norm. Since the only lab that can conduct the required tests is in Nairobi while the cargo is stuck at Mombasa port, the testing process is taking a long time resulting in heavy demurrages. There have been repeated calls for the foreign office to intervene as costs pile up each day.
Despite the distance, Kenya is an important market for Pakistan because the tariffs levied are uniform across all trading partners. This is in contrast to countries such as China that have offered better access to competing Asean rice exporting countries. Currently Pakistan has 60 percent of the Kenyan market with potential to increase exports by a further 200,000 tons.
Though Kenya has its own plantations of mostly Basmati rice, lack of land suitable for cultivation and inadequate water prevent it from producing anywhere near enough for self-sufficiency. On the other hand rice consumption is rapidly increasing due to change in dietary preferences, higher incomes and urbanisation, indicating potential for higher exports.
The East African Community (EAC) countries have been lobbying for a common external tariff of 75 percent ad-valorem or $345 per ton tariff, whichever is higher, on rice imports from countries not belonging to EAC. Sometimes the pressure to increase tariff makes it way to Pakistani media channels and there is a hue and cry from local rice exporters. However, as yet Kenya has been granted “stay of application” based on its limited production. This waiver is reviewed every year by the EAC secretariat and is likely to continue being extended for the foreseeable future.

Rice is one of the three leading food crops of the world, maize and wheat being the other two. With almost four billion of the world’s population consuming rice as part of their staple diet, experts do not see a future decline in rice consumption any time soon.
The top ten rice producing countries in the world today are India, China, Indonesia, Bangladesh, Thailand, Vietnam, Burma, the Philippines, Cambodia, and Pakistan.
Italy is the leading European producer of rice grown mainly in the Po basin, Milan is at the heart of the Po basin.
So, when we received an invitation to visit Italy’s number one rice producer Riso Gallo to discover all about Italian Rice we accepted.
Riso Gallo has heritage in abundance being established in 1856 and today is managed by the sixth generation of the same family that created the business led by Carlo Preve.
We met Carlo at Riso Gallo’s headquarters based in Robbio, in the Pavese region in Northern Italy near Milan.

We are not the only press keen to meet Carlo Preve, having doubled Riso Gallo’s global revenues in recent years, the Italian economic and business press regularly feature Carlo. Last Thursday it was our turn, and we were talking rice.
Carlo is very evidently proud to lead the family business and is quick to explain that the role is not simply inherited. The family members who wish to work in the business must earn their role and Carlo earned his in the UK working in Unilever’s marketing team.
Today Riso Gallo is a global power in rice and Carlo’s passion for everything rice is contagious, as he runs through a presentation of 160 years of Riso Gallo you feel as if you are being let in to share in his passion.
Questions are welcomed, his knowledge extensive, his answers eloquent shedding light on both where Riso Gallo came from and where the business is going. The values of an artisan rice producer in the mid nineteenth century are intact in the twenty first.
Part of the presentation looks at marketing and how the business is positioned to maintain and build the growth it has enjoyed in recent years, much was clearly absorbed at Unilever.
Following the presentation we enjoyed lunch, there were many courses, but we will focus on the mushroom risotto. Risotto is notoriously difficult to cook so, we are pleased to report perfect consistency and texture and a taste balance that was exquisite. Two helpings ensured we were able to report accurately.

The final part of the day we toured the Riso Gallo factory. We witnessed the base product being delivered in huge trucks and deposited through industrial rice drains into storage tanks through the various production stages to the finished product. They do say you learn something every day and last Thursday we learned much about rice, it was a fascinating and insightful tour.
In the evening we went out to try Riso Gallo rice in one of Milan’s most in-vogue restaurants, Aimo e Nadia BistRo. The restaurant proprietor is Fabio Pisani who is half of the chef duo that earned his other restaurant, Il Luogo di Aimo e Nadia two Michelin stars.
We are informed by Fabio later in the evening when he came to join us after finishing service at Il Luogo di Aimo e Nadia that Aimo e Nadia BistRo’s philosophy ‘honours the territory and the wisdom of Italian culinary tradition’. Our experience of the food that evening would confirm his philosophical goal is being reached. Ingredients are also key to Fabio, he focuses on ensuring only the best basic ingredient elements make it into his larder’s, rice at both of his restaurants he emphasises is and always has been Riso Gallo.
Fabio spoke about ‘the family’ who work with him in both restaurants, he mentors and develops skills and sees his rewards not only from Michelin stars but also in how his team develop and grow. One of our party was Danilo Cortellini Head Chef at The Italian Embassy in London. When we spoke with Danilo during the trip he expressed the same approach as Fabio with his team. The emphasis from both Danilo and Fabio is both encouraging and an example.
Rice farmers, brokers and buyers gather to buy and sell rice grain
Friday morning, we were collected early from our hotel and taken to the local rice grain market, a trading hub where rice farmers, brokers and buyers buy and sell rice grain. Like the Riso Gallo factory tour it was fascinating, and we were accompanied by the head buyer at Riso Gallo to explain how the market works. This year’s harvest is late and as such supply low and prices anticipated to be high when the grain is harvested.
On the way back from the grain market we stopped off at a rice field to see a field almost ready to be harvested, field after field of the crop as far as the eye could see, it was a sight to behold.

The last part of the trip was to visit another restaurant that exclusively uses Risa Gallo and Friday evening we were treated to dinner in Maio Restaurant at la Rinascente Milano. Located in Piazza del Duomo in Milan City Centre, Maio Restaurant is a rooftop restaurant on the seventh floor of the La Rinascente department Store. It is directly opposite and overlooking the majestic Duomo di Milano the 5th largest church in the world.

The view from the restaurant is…breath-taking, how ever many times you look up to take it in it never fails to please.
The food had a lot to live up to, the menu is below.

The Iberian baby pork was the best of the savoury courses all were delicious, both desserts were a delight, the Maio experience was unique and one we plan to repeat at the earliest opportunity.
Our visit to Riso Gallo in the Pavese region of Northern Italy near Milan was an enjoyable and informative trip. We learned everything from how rice grain is selected and sown, to being harvested and the various production processes though to being served on our tables.
We gained this insight through Italy’s number one rice business who after 160 years is today a global business. They retain their artisan principles celebrating rice by producing Italy’s finest. We are sure the founders would be extremely proud that their business DNA remains as intact as the family blood line leading the business today.

Rice farming across the world could be responsible for up to twice the level of climate impact relative to what was previously estimated, according to a study conducted in India.
The study, published in the journal PNAS, found that intermittently flooded rice farms can emit 45 times more nitrous oxide as compared to the maximum from continuously flooded farms that predominantly emit methane.
According to a global analysis by Environmental Defense Fund (EDF) in the US, methane and nitrous oxide emissions from rice farms could have the same long-term warming impact as about 600 coal plants.
"The full climate impact of rice farming has been significantly underestimated because up to this point, nitrous dioxide emissions from intermittently flooded farms have not been included," said Kritee Kritee from EDF, who led the study, as reported by PTI.

NITROUS OXIDE EMISSION FROM RICE FIELDS

The researchers investigated greenhouse gas emissions from rice farms across southern India.
They found that nitrous oxide emissions from rice can contribute up to 99 per cent of the total climate impact of rice cultivation at a variety of intermittently flooded farms.

These emissions contributed substantially to global warming pollution -- far more than the estimate of 10 per cent previously suggested by multiple global rice research organizations.
The researchers found an inverse correlation between methane and nitrous oxide emissions from rice farming.
Water and organic matter management techniques that reduce methane emissions can increase nitrous oxide emissions, they said.
The team explained that the finding is crucial because nitrous oxide is a long-lived greenhouse gas that traps several times more heat in the atmosphere than methane over both 20 and 100-year time frames.
"Increasing pressure on limited water resources under a changing climate could make additional rice farming regions look to intermittent flooding to address water limitations and concerns about methane emissions," Kritee said.

Rice is a critical source of nutrition for the world's rapidly growing population, providing more calories to humans than any other food, researchers said.
However, growing rice is also resource-intensive: rice cultivation covers 11 per cent of the Earth's arable land, consumes one-third of irrigation water.

HOW TO DEAL WITH THE PROBLEM?

The researchers found that carefully chosen farming techniques at individual farms can reduce net greenhouse gas emissions from rice cultivation by as much as 90 per cent.
All that's needed is integrating shallow (mild-intermittent) flooding with co-management of nitrogen and organic matter.
If all irrigated rice farmers only used the proposed shallow flooding instead of continuous or intense forms of intermittent flooding, estimates in the accompanying analysis shows that the rice farms with irrigation have the potential to reduce their global climate impact by 60 per cent, they said.

According to a global analysis by Environmental Defense Fund (EDF) in the US, methane and nitrous oxide emissions from rice farms could have the same long-term warming impact as about 600 coal plants.
“The full climate impact of rice farming has been significantly underestimated because up to this point, nitrous dioxide emissions from intermittently flooded farms have not been included,” said Kritee Kritee from EDF, who led the study.
The researchers investigated greenhouse gas emissions from rice farms across southern India. They found that nitrous oxide emissions from rice can contribute up to 99 percent of the total climate impact of rice cultivation at a variety of intermittently flooded farms. India, China, Indonesia, Vietnam and Bangladesh are the world’s biggest producers of rice.
These emissions contributed substantially to global warming pollution — far more than the estimate of 10 per cent previously suggested by multiple global rice research organizations.
The researchers found an inverse correlation between methane and nitrous oxide emissions from rice farming. Water and organic matter management techniques that reduce methane emissions can increase nitrous oxide emissions, they said.
This, the team said, is crucial because nitrous oxide is a long-lived greenhouse gas that traps several times more heat in the atmosphere than methane over both 20 and 100-year time frames.
“Increasing pressure on limited water resources under a changing climate could make additional rice farming regions look to intermittent flooding to address water limitations and concerns about methane emissions,” Kritee said.
Rice is a critical source of nutrition for the world’s rapidly growing population, providing more calories to humans than any other food, researchers said. However, growing rice is also resource-intensive: rice cultivation covers 11 per cent of the Earth’s arable land, consumes one-third of irrigation water.
The researchers found that carefully chosen farming techniques at individual farms reduced net greenhouse gas emissions from rice cultivation by as much as 90 per cent by integrating shallow (mild-intermittent) flooding with co-management of nitrogen and organic matter.
If all irrigated rice farmers only used the proposed shallow flooding instead of continuous or intense forms of intermittent flooding, estimates in the accompanying analysis shows that the rice farms with irrigation have the potential to reduce their global climate impact by 60 per cent, they said.

Senators to Duterte: Focus on addressing inflation and rice woes

Senators on Tuesday denounced President Rodrigo Duterte’s latest public address, saying it should focus on solving the country’s problems such as the  hike in prices of basic commodities and the rice crisis.
Duterte discussed issues on the rumored destabilization plot, the drug war, and the revocation of Sen. Antonio Trillanes IV’s amnesty during a tête-à-tête with Chief Presidential Legal Counsel Salvador Panelo at Malacañang.
Sen. Risa Hontiveros dubbed the speech as “waste of time and precious government resources” and said Duterte should tackle “concrete measures” to solve the country’s inflation and rice crisis.
“Instead of presenting concrete measures to address the country’s soaring inflation and rice crisis, President Duterte spent a good part of his “tete-a-tete” with his legal adviser trying to justify his revocation of Senator Antonio Trillanes’s amnesty, discussing his paranoia over a so-called October destabilization plot and his bloody war on drugs,” Hontiveros said in a statement on Tuesday.
“President Duterte offered to address the country’s twin rice and inflation crises, they were vague and lost in his stories of destabilization plots. Even President Duterte’s order to raid the warehouses of rice hoarders is not new, as it is a standard obligation that people expect any government to fulfill,” she added.
Senator Bam Aquino echoed Hontiveros, saying Filipinos await the suspension of the Tax Reform for Acceleration and Inclusion (TRAIN) Law, which caused the prices basic goods and services to soar.
“Naghihintay pa rin ang taumbayan ng sagot sa krisis sa bigas at taas-presyo. Certified urgent na ng mga kababayan natin ang pagsuspindi sa excise tax ng TRAIN sa Enero (The public is waiting for the government’s action on the rice crisis and the price hike of basic commodities. Suspending the excise tax in January has been certified as urgent by our people),” Aquino said in a statement on Tuesday.
With the President ruling the country with an iron fist, Hontiveros express fears of a possible Martial Law declaration under Duterte’s rule. She urged the people to be observant on the administration.
“But beyond President Duterte’s conspiracy theories, I have deep fears that the event is a precursor to President Duterte declaring nationwide Martial Law. Its focus on destabilization plots, the so-called benefits of Martial Law and the narrative of strongman rule lay the predicate for President Duterte’s slide into full authoritarian rule. I call on all democratic forces and freedom-loving people to exercise extreme vigilance, to not allow the country to fall under dictatorial rule,” she said. /ee

Rice remains atop list of items smuggled into Nigeria

Against the backdrop of the Nigerian government’s policy on domestication of the rice industry and the war against its illegal importation, sea ports of West African countries are still receiving large quantities of the commodity, apparently for onward shipment to Nigeria through land borders. Rice Consequently the commodity still tops the smuggling chart and seized items by the recent records of the Nigeria Customs Service, NCS, with a total of 124,407 bags of rice seized in the first half of 2018, H1’18. Statistical data made available to  Vanguard Maritime Report,  showed that the NCS recorded a total of 2,354 seizure incidences with the Federal Operations Unit, FOU, Zone ‘A’ of the Service recording the highest number of 558 seizure incidences in H1’18.

 The smuggling-seizure data also indicated that while 34,139 bags of rice was intercepted in Zone ‘A’, 8,915 bags were seized in Zone ‘D’, and Zones ‘C’ and ‘B’ recorded 7,501 and 941 bags respectively. While Kaduna-Katsina command recorded seizure of 4,085 bags of rice, a total of 2,917 bags of rice was seized by the Oyo-Osun command, and 2,833 bags of rice was seized by Sokoto-Kebbi-Zamfara command. Western Marine recorded a total seizure of 1,443 bags of rice, while Niger-Kwara-Kogi seized 1,133 bags of rice. All other commands recorded less than a thousand bags of rice seizures. Instructively the most popular ports, Apapa and Tin Can Island, did not record any rice seizure, indicating that the illegal shipments avoided Nigeria’s sea ports. Other big seizures of banned items coming into Nigeria through sea ports of neighbouring countries have poultry products in second position after rice, with a total of 11,319 cartons of chicken and turkey seized and destroyed during the period. While 8,011 of cartons of poultry were seized in Zone ‘A’, while Zone ‘C’ recorded 1,088 cartons seized, but there was no seizure recorded of the item in Zones ‘B’ and ‘D’. The third position in smuggled items is occupied by vehicle. But the item came in through neighbouring countries’ sea ports as well as Nigeria’s major sea ports. For vehicle seizures, all the four zones recorded incidences as zone ‘A’ again recorded the highest number of 132, while zones ‘B’, ‘C’ and ‘D’ recorded 128, 35 and 13 respectively.
The seizure report also noted that 135 suspected smugglers were arrested within the period. While no suspect was arrested in Zones ‘B’, ‘C’ and ‘D’, 98 suspected smugglers were taken in zone ‘A’, the rest were arrested in other customs commands across the country.   Revenue For revenue generation, Zone ‘A’ raked in the highest amount of revenue at a total of N3.9billion representing the Duty Payable Value and import Duty inflows. While N2.8billion was recorded as value of the goods, the import duty was put at N991.4million. While N982.2million was raked from Zone ‘C’, Zones ‘B’ and ‘D’ recorded N457.4million each as revenue during the period. At the command level, all the 27 customs commands recorded the seizure of one item or the other. For the nation’s premier port in Apapa customs command, no seizure of any kind was recorded but Seme, Idiroko-Ogun, Oyo-Osun, Delta-Edo commands recorded seizures of various items. For the Murtala Mohammed Airport customs command, 18 seizures were recorded, two suspects arrested. The command however raked in a total of N13.6million from seized items.

Reacting to the development, the Public Relations Officer of the Seme border Command of the NCS, Mr. Nurudeen Saidu, told  Vanguard Maritime Report  that apart from being a staple food for Nigerians, rice is the most profitable for smugglers as there are also always ready buyers for smuggled rice. “Rice is the most profitable for smugglers, which is why smugglers will always engage in the smuggling of the commodity” he said. Similarly, the National President of the National Council of Managing Directors of Licensed Customs Agents, NCMDLCA, Mr. Lucky Amiwero, also told  Vanguard Maritime Report, that the smuggling of foreign rice will continue to thrive because they are cheaper and more available than the locally produced rice. Amiwero suggested that the government needs to go beyond its policy on rice by way of intervening with subsidy on the local rice production and making it more available. He said: “The volume of locally produced rice cannot meet the demand of Nigerians; the local is also more expensive than the foreign one”.

Rice supply still thinning; Duterte says lack artificial

MANILA, Philippines — The country’s rice inventory dropped to 1.52 million metric tons in August, down 25 percent from last year’s stock of 2.02 million MT, according to latest data from the Philippine Statistics Authority (PSA). The figure is 24 percent below the previous month’s stock level of 1.99 million MT.
The PSA did not specify for how long the rice stock would be sufficient. But based on the average daily consumption of Filipinos of 32,000 MT, the current inventory is enough for 48 days.
The National Food Authority (NFA) still has limited inventory of three days from the mandated 30 days and even if imports started arriving three months ago, the stocks were distributed to markets to bring down prices of commercial rice.
So far, 385,000 MT out of the 500,000 MT of imported rice have arrived in the country.
Another 250,000 MT will be imported for the fourth quarter, bringing total imports for the year to 750,000 MT.
The main harvest season will be in full blast starting next month, which could help augment national inventory.
NFA administrator Jason Aquino has instructed the agency’s field offices, especially in rice producing areas, to be more aggressive in their palay buying strategies.
“We will not wait for the farmers to bring their produce, but rather go out to the farthest and remotest barangays to buy their harvest, especially in areas where the prices offered by private traders are below the government support price,” Aquino said.
The grain agency reactivated its mobile procurement teams, which are coordinating with farmers’ organizations and local government units to inform them about the NFA’s procurement scheme and incentives.
As of last month, NFA has only procured a total of 75,753 bags, which is roughly three percent of its target 2.6 million bags for the whole year.
The agency’s low procurement performance during the summer harvest was attributed to the high palay farm-gate price offered by private traders ranging from P20 to P28 per kilogram.
The buying support price of NFA remains at P17 per kilo for clean and dry, with additional incentives of P0.70-P1 per kilo for delivery, drying and cooperative incentive fee.
With the additional imports and the start of the harvest season, the government is expecting rice prices to stabilize by November but will unlikely reach below P40 per kilo.
Retail prices of rice ranged from P44 to P48 per kilo.
P38/kilo in Bulacan
In Bulacan, a group of rice traders agreed to sell P38 per kilo of imported rice in selected areas in the province.
Roderico Sulit, spokesman for the Rice Millers Association of Bulacan, said they would sell mixed grains imported from Vietnam in coordination with the NFA.
The rice will be sold initially in relocation sites in Balagtas, Bocaue, Marilao and Malolos. Each relocation site will be allocated 150 sacks of rice.Consumers can buy up to five kilos of rice, Sulit said. – With Ramon Lazaro

Rice handling, storage losses estimated at nearly 900,000 MT/year

THE Philippines loses nearly 900,000 metric tons of rice each year between farm and market, according to the Philippine Rice Research Institute (PhilRice).
In a Senate budget hearing, PhilRice Deputy Executive Director Flordeliza H. Bordey said in a senate budget hearing on Tuesday that the losses were due to mishandling and poor storage practices.
“Almost 889,000 metric tons is the estimate used by the PSA (Philippine Statistics Authority) from all types of losses,” Ms. Bordey said.
Agriculture Secretary Emmanuel F. Piñol said the PSA loss assumption is a 6.5% wastage rate every year. The PSA estimates 2017 production at 19.28 million metric tons of palay.
“It is a constant 6.5% year-on-year. These losses actually occur during distribution,” Mr. Piñol said.
Senator Francis N. Pangilinan said that the Department of Agriculture could have lowered the import requirement by minimizing handling losses. The Philippines imports about 7% of its rice requirement.
Senator Loren B. Legarda said that the DA should look into ways to reduce waste.
“One of the recommendations is packaging rice in the public markets. If we can sell rice in packets of one or two kilos, it will be safe,” Mr. Piñol said, adding that such packaging measures are being implemented by the National Food Authority.

How is Provisia rice looking in Arkansas?

“I think for the weedy rice acres, the Provisia system has definitely got a fit,” says Jason McGee, northeast Arkansas consultant.

With weedy rice fields becoming an expanding problem, Mid-South growers looked to the arrival of BASF/Horizon Ag’s Provisia rice with great hope. A single variety, PVL01, was released.
Now, towards the end of the 2018 growing season, how has the variety performed?
“I think for the weedy rice acres, the Provisia system has definitely got a fit,” says Jason McGee, northeast Arkansas consultant. “As the varieties progress, with as hard as our barnyardgress is to control, I think it’ll take more rice acres. It’ll be interesting to watch the genetics and yields improve.”
McGee has “observed it being very good on red rice, weedy rice and barnyardgrass — and those are all problems we’re having.
“From what I can see in the field right now, it looks like yields will be good. That’s welcome news considering what we’ve had to deal with regarding weeds. The weather turned more favorable on the tail-end and the guys who stayed the course got the crop clean enough.”

A company perspective

Although she lives in Dumas, Ark., Dr. Sunny Bottoms, Provisia tech services director, works mainly from her truck and ranges all over the Mid-South rice-growing region. “I conduct Horizon Ag research trials and coordinate with universities on research trials.” She works “from south of Houston to the Bootheel of Missouri.”
How is Provisia looking at harvest in Louisiana?
“Actually, it’s looking really good. We’d prepared everyone by saying this first varietal release wouldn’t necessarily be a top-yielder. Like any new technology, typically the first variety is a building point.
“So, it’s exceeded our expectations in Louisiana. It’s yielding anywhere from 145 to 180 bushels per acre. Before the season, we told everyone it would yield around 145 to 160 bushels starting out.
“That top end of 180 bushels is very encouraging. We thought the top end would be around 170 bushels.”
What is your yield expectation for Arkansas? How has Provisia handled the weed situation?
“We’ve told everyone it’ll be around 160 bushels. There’s a learning curve with it.
“The way it’s performed in weedy fields has been very important. That’s what I’ve been getting so many calls on. They haven’t really begun to cut Provisia in Arkansas yet. But everyone seems to be very excited because this has been an extremely grassy year — not only weedy rice, but grass issues — and the Provisia fields have done very well.
“The response I’ve heard from growers is, when they’ve penciled it out, they find it hard to believe how inexpensive and effective their Provisia weed control programs have been. With the type of chemistry associated with Provisia (an ACCase herbicide) it can sometimes be difficult when it comes to things like tank-mixing.
“Prior to the season, we tried to create a lot of awareness so there weren’t many issues. We told everyone Provsia would be different to use than Newpath and the Clearfield technologies. ‘Be careful and use approved tank-mix partners and spray only in certain conditions.’
“I think we warned folks so much, in fact, that they thought it would be a lot harder to use than it is. It’s proven to one of the easier programs to implement. And with the inexpensiveness of it, Provisia has really shined.”
Do you have an acreage breakdown yet? Any expectations for 2019?
“This year, total for the whole Mid-South, Provisia is on around 34,000 to 35,000 acres. Next year, I believe we can easily triple that.
“There are a lot of producers who were holding back planting it this year. That’s human nature — see how it works on someone else’s operation before jumping in.
“There were producers calling at the end of July to book seed for 2019. That’s exciting and I’ve never seen that kind of response.”
On coming Provisia varieties…
“In 2019, we‘ll still have the single variety, PVL01. It takes time to develop new ones.
“With the need for the technology, we brought the first variety out very, very quickly. I’ve never seen a variety released so fast. Typically, it takes eight to 10 years for new varieties to be released. The Provisia variety we released was four years in development.
“So, we want to take more time with subsequent variety releases. We want to make sure we’re bringing along increased yield potential and disease resistance. We hope to have another variety available in 2020.”
What about quality issues and general agronomic advice for growers?
“For milling quality, it’s one of the best on percentage of chalk. That’s really important for buyers and cooking potential. It’s a clear grain; a big, bold grain. We’ve had very good feedback on its clarity and milling yields.
“In addition to the economics of growing it and regaining fields lost to weedy rice, now you’re also able to reap the benefits of a high-quality rice. That’s a bonus of this first variety and something we’ll try to maintain in subsequent varieties.
“As far as agronomic management, PVL01 was released so quickly I learn something new every day. It is definitely different from our Clearfield varieties as far as agronomic management.
“PVL01 came out of an indica line initially. Most of our pure-line varieties are more of a tropical Japonica in origin.
“So, I think there will be some changes in seeding rate and nitrogen rate recommendations coming this winter. I’ll have to really delve into the data before that but it looks like the seeding rate needs to be lower.
“PVL01 tillers amazingly well — one of the most vigorous, proficient tillering pure-line variety I’ve seen. Each plant needs a bit more room. That should be another benefit for the producer because the seed costs will be lower.”
On making sure the technology is sustainable…
“It is imperative this technology is cared for. It’s easier to breed things like herbicide resistance in GMO soybeans and corn. Well, rice is a non-GMO, so everything is done through traditional breeding. That means it takes a lot of time.
“So, we must be good stewards of this technology. And I’m encouraged. I was an Extension agent when Clearfield first came out and thought it wouldn’t last long. I thought there would be out-crossing in the first three or four years because it was being misused. But the vast majority of producers have done a really good job with Clearfield — and it’s still viable.
“With Provisia in the mix, I hope it’ll be easier for farmers to go to a rice rotation and throw a year of soybeans in between the Clearfield and Provisia. It’s a little easier doing that than having to do rice/soybean, rice/soybean. Once everything is cleaned up, you could even come after Provisia with a conventional. That would allow three years of rice and one year of soybeans and help prolong the technology.”

A new, technologically top-notch greenhouse recently opened at the Rice Research and Extension Center (RREC) in Stuttgart, Ark. The greenhouse was opened in a bid to improve rice research efforts and provide producers with new varieties much faster.
Among those responsible for, and using, the new facility is Dr. Ehsan Shakiba. Since 2015, Shakiba has worked at the center as an assistant professor, rice breeder and geneticist. His specialty is developing hybrid cultivars.
In late August, Shakiba spoke with Delta Farm Press about the possibilities the greenhouse provides for research, the need for new angles of study and how the facility will condense the amount of time needed to provide the rice community with answers to pressing questions. Among his comments:
How will the new greenhouse fold into your work?
“We wanted a multipurpose greenhouse so we can develop and evaluate hybrid parental lines under controlled conditions and produce seeds during the winter. For example, during the winter, we can grow our plants in the greenhouse. Maybe we don’t have much seed to send to a winter nursery, but we can grow what we have here and then gather more seed.
“There are two systems for hybrid rice production: a three-line system and a two-line system. We are working on both systems. Presently, our focus is on developing male sterile lines for the two-line system.
“In hybrid production, in a two-line system, we’re working with a male sterile that is specific to temperature. If the temperature (is at a certain point) — say, 85 degrees — the plant can be sterile. When the temperature is below that threshold, the seed will be fertile.
“It’s usually very difficult to do a seed increase outside because of the environmental changes. But if we’re going to capitalize, especially in the early stages of line development and ensure the plants are fertile, the best place to test plants is the greenhouse.
“Meanwhile, when developing populations, we pick our plants, bring them to the greenhouse, and make a cross. That ensures no outcrossing will happen.”
On the new dynamic with winter nurseries in light of the new greenhouse…
“At the earliest stages of development, F1 or F2, there is usually very little seed available to send to winter nurseries. That seed also requires special care. Therefore, we prefer to germinate what seed we have on the station.
“When we have more seed available, at F3 or F4, we’ll send it to a winter nursery. But at the earliest stages — and it doesn’t matter if you’re working with a hybrid or other type of rice — the best place to do the seed increase and evaluate your lines based on molecular studies is the greenhouse.
“Developing new rice varieties is different than other crops in that yield isn’t the only thing to look for. Quality is very important. Just because a line yields well, it may not have good eating quality and will go nowhere.
“So, we have to make sure the plant has proper quality. To do that, the best thing is to grow the plants in the greenhouse, collect leaf samples from each single plant and take them to our molecular genetic lab. There, we analyze each sample via a set of molecular markers to see if the plant has the genes related to the desirable agronomic traits.
“If the line has those genes, we can go ahead and develop it. If a line doesn’t have a gene associated with ... agronomic traits such as eating quality and disease resistance, it can be eliminated. We only choose the best ones.”
On the physical layout of the greenhouse…
“This greenhouse is very unique for us. When we got the budget to build it, we did our homework. We — me, Dr. Glenn Bathke (RREC project director) and Dr. Nathan McKinney (at the time, interim director at the RREC) — traveled to different states and checked greenhouses. We asked those working there, ‘If you were to build this greenhouse again, what would you change?’ They told us the advantages and disadvantages. We took all that information together and then came up with exactly what would work best for us.
“It’s very important everyone knows the greenhouse is a result of support from the checkoff funds and the Arkansas Rice Promotion Board.
“We can control the heating, the humidity, the CO2, the temperature. We also have sensors attached to a computer and it can control all environments in the greenhouse. It can also be programmed to what we desire for study.
“There are three systems for controlling temperature. If temperatures are very hot, we can use a curtain on the ceiling to control light.
“When the temperature or humidity changes, for example, the greenhouse signals that to the computer. The computer then tells us immediately what is going on and can turn on the cooling system or release water through sprinklers.
“Another thing our system has is a place for flash drives. That way we can collect data for 24 hours on what’s happening in the greenhouse. We can also receive information over our telephones telling us something is wrong and we can come fix it quickly.
“The greenhouse facility also has two walk-in growth chambers. These growth chambers are presently being used for high nighttime temperature project. We can use the large size growth chambers to evaluate number of rice variety at the same time in control conditions.”
Using this new facility, are you expecting to team up with other facilities interested in your research — maybe, say, your high nighttime temperature work?
“Yes. Our research station is already collaborating with others outside the state and also internationally. We’d welcome more of that type of research.”
As mentioned previously, “the breeding programs (are conducting) a high nighttime temperature project. High nighttime temperature stress has become an issue in Arkansas rice production. When the temperature rises during seed developing stage, it affects seed quality by increasing chalk in seeds.
“This is a collaborative study between geneticists, plant breeders, and a plant physiologist at the RREC. Currently, our scientists are evaluating more than 70 rice verities under control conditions in the greenhouse and growth chambers to identify tolerant varieties to this stress. Then, we will identify genes associated with high nighttime temperature stress via advanced molecular techniques. The results can be used for developing new rice lines that tolerant to such stress.

Rice paddies give out twice as much in greenhouse gases than previously thought

Emissions of nitrous oxide from rice farming in India could be 30–45 times above reported levels.
The way some irrigated rice paddies are managed worldwide — with cycles of flooding followed by dry periods — may lead to twice the planet-warminggreenhouse gas pollution as previously thought, researchers said Monday, 10 September.
Since rice is a major staple for at least half the world's seven billion people, the way it is managed has significant effects on the Earth's warming climate, said the report in the peer-reviewed journal Proceedings of the National Academy of Sciences.
For the study, researchers at the non-profit Environmental Defense Fund took a closer look at emissions of nitrous oxide, a long-lasting atmospheric pollutantthat is more potent than methane or carbon dioxide.
N2O rises when rice fields are allowed to dry before being wetted again.
This process, called intermittent irrigation, happens when water falls below the soil level several times per year.
It is encouraged by some agricultural organizations affiliated with the United Nations Food and Agriculture Organization as a way of saving water and reducing methane, another major greenhouse gas emitted by rice paddies. It remains unclear how many farmers do it.
"When the soils are frequently wetted and dried, they repeatedly become ideal environments for microbes that produce nitrous oxide," explained lead author Kritee Kritee, senior scientist at the EDF.
"Methane on the other hand is produced by microbes that require soils to be submerged in water," she told AFP in an email.
It is widely assumed that "almost all irrigated farms in the world are continuously flooded and it is a fact that continuously flooded farms do not produce significant amounts of nitrous oxide," she added.
But it is not true that all farms are continuously flooded.
That's why Kritee says the "full climate impact of rice farming has been significantly underestimated."

Currently, the amount of global unaccounted-for N2O emissions from rice may be as high as the annual climate pollution from about 200 coal power plants, according to the authors.
In India alone, where the study took place across five intermittently flooded rice fields, nitrous oxide emissions "could be 30–45 times higher than reported under continuous flooding," researchers estimated.
Overall, they calculated that nitrous oxide per hectare (2.5 acres) was three times higher than ever reported by research on intermittently flooded farms before.
"When this new information is extrapolated across the world and embedded into estimates of methane emissions, the net climate impact from both methane and nitrous oxide could be two times higher than previous estimates," Kritee said.
Experts say a better way would be for all irrigated rice farmers to shallowly flood their fields, meaning the water level stays within five to seven centimeters of the soil level.
"This flooding regime produces the least amount of methane and nitrous oxide," Kritee said.
As of now, N2O from rice-growing simply isn't being tracked on a broad scale, and is left out of greenhouse gas inventories reported to the United Nations by major rice-producing countries including China and India.
But as water becomes scarcer around the globe, many rice farmers may look to wet and dry cycles as a solution, not knowing the danger they are posing to the planet.
To avoid that, scientists need better tracking and reporting of N2O worldwide, the EDF said.

Liberia, Japan to Hold Joint Committee Meeting Today

The Government of Liberia (GoL) and the Government of Japan will today, September 11, hold a Joint Committee Meeting (JCM) at 10:30 a.m. in the conference room at the Ministry of Foreign Affairs in Monrovia, a Foreign Ministry release has said.
The JCM is an annual event that catalogs the Government of Japan’s contributions to Liberia’s social economic development programs that are “Pro-poor,” reviewing all milestone achievements by GoL as well as the positive impact of the KR Food Aids Project (rice) and Non-project Grant Aids (petroleum products) in Liberia.
Meanwhile, GoL will be represented by Gbehzohngar Findley, Minister of Foreign Affairs, while Tsutomu Himeno, Japanese Ambassador Extraordinary and Plenipotentiary will be representing the government of his country.
According to the release, since the inception of the program in Liberia, the Government of Japan has provided 58,531.13 metric tons of assorted rice and 21,084.64 metric tons of mixed petroleum products, respectively.
It can be recalled that in 2008, before the upsurge of the global financial meltdown, former President Ellen Johnson-Sirleaf engaged in a bilateral arrangement with the Embassy of Japan near Accra, Ghana, for food aid assistance under the Japanese Overseas Development Assistance (ODA) Program for Africa.
The first Exchange of Notes (E/N) was signed between GoL and the Government of Japan on August 18, 2008, and the first consignment of rice weighing 8,612 metric tons arrived March 2009.
As a direct result of the Japanese Grant Commodities monetization in Liberia, a number of economic recovery projects have been funded and executed by the ministries and agencies directly in charge of the project.
They are the Community Infrastructural Development Project, implemented at a cost of US$5.6 million, to open alleys along the ELWA/Robertfield Highway corridor.
This project is being implemented by the Ministry of Public Works, while the Paddy and Seed Rice Project is being completed at a cost of US$7.2 million for both phases (1&2).
This project is being effected by the Ministry of Agriculture (MoA), and since 2009 the MoA has constructed five warehouses in Nimba, Bong, Lofa and Grand Gedeh counties at a cost of US$1.4 million.
The Small Medium Enterprises (SME) Project, which comes at a cost of US$889,097, is being implemented by the Ministry of Commerce and Industry (MoCI), while LIFE Fund (Liberia Innovative Fund for Enterprise Development), which comes at a cost of US$665,000, is also being implemented by the MoCI.
The construction of three bridges in Grand Cape Mount County, which comes at a cost of US$1.9 million, is being implemented by Grand Cape Mount County, with the Ministry of Internal Affairs (MIA) exercising oversight authority, while the Human Resource Capacity Building Project, which comes at a cost of US$731,412, is being carried out by the Ministry of Foreign Affairs.
In addition to the economic recovery projects, the Government of Japan is considering funding requests for the construction of 282 low-cost housing units in Sasstown, Grand Kru County, to be rented out at a very minimum cost, while the construction of a new “Gobachop” market in the Omega Community area is being proposed at a cost of US$4.2 million.
Expected to attend the meeting are all the seven Ministerial Steering Committee members, including the ministers of Foreign Affairs, Finance and Development Planning, Commerce and Industry and State and Chief of Staff to the President, Public Procurement and Concession Commission, and the director–general of the Internal Audit Agency (IAA) as well as private sector representatives of FOUTA Corporation, UCI, SWAT, MOTC, Petrol Trade and Kailondo Petroleum Incorporated

FAISALABAD: Indonesian Ambassador Iwan Suyudhie Amri has emphasised that Pakistan and Indonesia will further strengthen bilateral ties in trade, research and agriculture.
He was speaking at the inaugural session of an international conference titled “Palm Oil: Health, Nutrition and Development” organised by the National Institute of Food Science and Technology, Faculty of Food, Nutrition and Home Sciences  and University of Agriculture Faisalabad (UAF).
The ambassador said palm oil production was vital for the Indonesian economy as the country was its largest exporter with annual shipments worth $22 billion whereas Pakistan’s share in palm oil imports was 10%.
He added that people in South Asia were using ghee produced from animal fats. “It is not only a matter of health, but also of habit and culture,” he said.
He pointed out that Indonesian Bogor Agricultural University, Faisalabad Chamber of Commerce and Industry (FCCI) and UAF would enhance cooperation in trade and research to boost academia-industry linkages.
Talking about women empowerment, the envoy said it was essential for the development of any country as it played a significant role in uplifting the society.
“Pakistan produces one of the best mango and rice varieties and my county is importing them,” he said.
UAF Vice Chancellor Dr Zafar Iqbal Randhawa said strong academia-industry linkages were essential to fight the challenges of modern era and to alleviate poverty. “Strengthened ties between the academia and industry will help raise income of people, their living standards and meet challenges of the modern era,” he said.
He urged researchers to work on the real issues faced by the common man.

Full-time Customs exec eyed to handle rice import permits

Malacañang is looking to designate a full-time Customs person who will focus on authorizing the issuance of import permits for rice. This, after August inflation soared to a nine-year high and the delayed delivery of rice imports to the warehouses of the National Food Authority (NFA) was delayed partly for causing the supply pinch.
Presidential Spokesman Harry L. Roque Jr. said on the designation of the Bureau of Customs point person is being owing to the delays in rice importation in terms of logistics and the actual signing of relevant documents like import permits from the BOC.
Sometimes, he said in Filipino, “importation gets delayed because…the one who authorizes the issuance of permits is with the chairman of Customs, so rice import permits pile up or some import permits are not being signed. That’s why imported rice cannot be unloaded.”
Bad weather has delayed rice imports’ delivery to the NFA’s warehouses and it has also hindered the agency from immediately distributing cheaper rice to local markets.
“We know the problem. We have the problem in logistics. We have a problem sometimes on the time gap when it comes to signing the relevant documents at Customs. All of those are being addressed by the government,” Roque said.
Earlier, the economic managers agreed to recommend to the President the issuance of a directive to further simplify and streamline the licensing procedures for rice imports of the NFA.
Roque also said in a radio interview over the weekend that the President has made some decisions on the NFA, but he refused to give details yet on what such decisions are.
Asked if it is related to sacking NFA Administrator Jason Aquino, Roque said, “I’d rather that the President make that declaration if he has made up his mind on it.”
The President is also set to speak to the nation through a press conference later at 3 p.m. on Tuesday at Malacañang.
As of press time, there were no details yet on what prompted this sudden call for a press conference or what the President will be announcing.
After the press conference, the President will also be attending the Cabinet meeting, where the government preparations for the upcoming super typhoon, expected to enter the Philippine Area of Responsibility on Wednesday night, might be discussed.
Roque also urged the public to start preparing for the upcoming typhoon and gave assurances that the Department of Social Welfare and Development is ready to provide humanitarian assistance.

Pakistan's new prime minister, Imran Khan, must be commended for his pledges to reduce child stunting and improve maternal health in the country, according to a global health and human development policy expert at Rice University's Baker Institute for Public Policy. Stunting is impaired growth and development caused by poor nutrition, repeated infection and inadequate psychosocial stimulation.
Farhan Majid, the L.E. and Virginia Simmons Fellow in Health and Technology Policy at the Baker Institute, said that according to recent figures, nearly 44 percent of Pakistani children are stunted, and that according to another estimate Pakistan loses $7.6 billion, or 3 percent of its GDP, each year due to malnutrition. Majid outlined his insights in a recent op-ed for Pakistan's leading newspaper, Dawn, and he is featured in a new short documentary on this issue. He is available to discuss stunting and maternal health in Pakistan and globally with the news media.
"As a development economist, I have always been interested in questions like: Why are some individuals and countries poor and unproductive but others rich and productive?" Majid wrote. "My belief is that Pakistan's economy has been left stunted because of neglect of early childhood health and development."
Majid said the first 1,000 days of life, beginning from conception in pregnancy to age 2, are particularly critical for child health and brain development; IQ is largely developed before age 10. "This is a source of major concern in Pakistan, where even before children are born their fate may be sealed due to neglect of maternal and child health services," he wrote.
According to the World Bank, a 1 percent loss in adult height due to childhood stunting is associated with a 1.4 percent loss in economic productivity. It is estimated that stunted children earn 20 percent less as adults compared to non-stunted individuals, Majid said.
"Some policymakers have traditionally mistaken investments in maternal and child health as an economic burden," he wrote. "They believe that there is a trade-off between what is socially just and what is economically efficient."
