ARLINGTON, VA -- With two months remaining in the federal government's procurement fiscal year, more than 100,000 MT of U.S. rice has already gone into global feeding programs, including almost 34,000 MT of fortified rice.  

"This is a record amount for U.S. rice going into all three U.S. government food aid programs, Food For Progress (monetization), Food For Education (school feeding), and Food For Peace (Title II PL 480) at this point in the fiscal year," said Jesica Kincaid, USA Rice manager of international trade policy.  "And the largest amount of fortified rice used in global feeding programs overall."  

In each of the last three years, 80,000 MT of U.S. rice was used in food aid over the course of the entire fiscal year, including 25,000 MT of fortified rice.  

Traditionally rice is used most frequently in the U.S. Department of Agriculture school feeding programs but this year has seen wider use of rice in multi-year development and emergency initiatives through the U.S. Agency for International Development Title II programs and two large monetization programs in Sub-Saharan Africa of more than 20,000 MT each.  

"It has always been the goal of USA Rice to advocate for widespread use of all kinds of rice across all global feeding programs and to see greater use of fortified rice," said Kincaid.  "Rice is one of the most widely consumed commodities in the world and fortified rice provides significant new possibilities for rice to play a critical role in defeating global malnutrition, especially now in response to the effects of the global pandemic."  

The number of countries consuming rice through U.S. food aid programs has continued to diversify and increase every year, reaching new destinations such as Timor L'Este (East Timor) and numerous Sub-Saharan African nations.  

"As the world continues to face food insecurity and as we continue to assess the deep and lasting effects of COVID-19, USA Rice is committed to providing nutritious and fortified rice to the world's most vulnerable populations," Kincaid said.

FDA Announces the Voluntary Phase-Out by Industry of Certain PFAS Used in Food Packaging

The U.S. Food and Drug Administration (FDA) is announcing the voluntary phase-out of a certain type of short-chain per- and poly-fluoroalkyl substances (PFAS), that contain 6:2 fluorotelomer alcohol (6:2 FTOH), which may be found in certain food contact substances used as grease-proofing agents on paper and paperboard food packaging.

Today’s announcement follows an FDA post-market scientific review and analysis of data from rodent studies finding biopersistence of 6:2 FTOH. While the findings were in rodents, the data point to the potential that 6:2 FTOH may also persist in humans following dietary exposure. Further scientific studies are needed to better understand the potential human health risks from dietary exposure resulting from authorized food contact substances for short-chain PFAS that contain 6:2 FTOH. This phased market removal balances uncertainty about the potential for public health risks with minimizing potential market disruptions during the COVID-19 public health emergency.

Three manufacturers have agreed to a 3-year phase-out of their sales of compounds that contain 6:2 FTOH for use as food contact substances in the U.S. marketplace, beginning in 2021. After the 3-year period, it is anticipated that it may take up to 18 months to exhaust existing stocks of products containing these food contact substances from the market. The fourth manufacturer informed the FDA in 2019 that they had already stopped sales of their food contact substances that may contain 6:2 FTOH for use in the U.S. market.

Manufacturers of these short-chain grease-proofing agents obtained authorization for the use of these substances in food contact paper packaging applications through the FDA’s Food Contact Notification (FCN) process. This pre-market scientific review ensures food contact materials that contain or are made of food contact substances are safe for their intended use, based on the scientific data that is available at the time of submission.

There are 15 Food Contact Notifications held by the four manufacturers that contain 6:2 FTOH. These compounds are replacements for the long-chain PFAS that are no longer in use in food contact applications through voluntary agreements with manufacturers in 2011 and through FDA regulatory action. At the time the FCNs for short-chain PFAS became effective, the available scientific data showed they were a safe alternative to the long-chain PFAS and did not indicate any potential for biopersistence.

The commitments made by the manufacturers that hold FCNs that contain 6:2 FTOH is noted on FDA's Inventory of Effective Food Contact Substance (FCS) Notifications. This inventory is the main mechanism by which the FDA informs both the public and industry of substances authorized through the FCN program. The FDA will monitor the progress of the phase-out of the FCNs using annual updates provided by the three manufacturers. Additionally, these manufacturers have agreed to supply FDA samples of each of the authorized food contact substances in case future analysis is needed.

Although China is Cambodia’s largest market for milled rice exports, there is still a huge potential for more exports of the food staple.

The analytics were shared by Mr. Song Saran, President of the Cambodia Rice Federation, in an interview with AKP, stressing that Vietnam and Thailand are covering up major segmentats of the Chinese market.

China needs about 3 million tonnes of rice per year and Cambodian rice market in China is ranked No. 6 in terms of the volume of rice imports and No. 4 in terms of price of the market, he said.

The market of Cambodian milled rice in China, he added, remains small, and consumers are less familiar with Cambodian rice, but more familiar with rice from Vietnam, Thailand and other countries.

In order to expand the potential of the Cambodian rice market in China, those engaged in Cambodian rice production chain must work together to promote the quality of Cambodian rice products for the markets in China, and cooperate well with the Chinese counterpart, he continued.

The Cambodia Rice Federation has been cooperating closely with China’s state-owned rice importers to further expand Cambodian rice market in China.

Cambodia currently has more than 40 rice mills out of more than 100 federation members, and more than 40 percent of the mills are capable of exporting rice to China, meeting the country standard.

In the first semester of this year, Cambodia exported 397,660 tonnes of milled rice – an increase of 41 percent compared to the same period in 2019 which was about 281,538 tonnes, and earned about $264 million.

China is the main market of Cambodian rice export, representing 37 percent or 147,949 tonnes, followed by the European Union and the United Kingdom, the second biggest market absorbing 34 percent or 135,576 tonnes of the exports.
