Philippines expects to miss Q1 rice, corn output forecasts

MANILA - The Philippines' rice and corn harvests in the first quarter are expected to be below its forecasts due to insufficient water supply and intense heat brought about by the El Nino weather phenomenon, the government said on Tuesday.
Unmilled rice output in the March quarter is estimated at 4.07 million tonnes, 1.9 percent below a previous forecast of 4.15 million tonnes, the Philippine Statistics Authority (PSA) said in a report, citing a survey of standing crops as of February 1. That would be 6.8 percent lower than the volume in the same period last year.
Corn output in the first quarter is estimated at 2.11 million tonnes, 4.8 percent lower than a previous forecast and down 11 percent versus the year-ago harvest, the PSA said.

BANSALAN, Davao del Sur – Prices of milled rice are on the uptrend in the province as the El Niño continues to ravage farms.
Prices of milled rice have also increased in this town, which produces about 13 percent of the total provincial average rice output of 127,000 metric tons per cropping season (figure still include that of the newly created province of Davao Occidental).
Rice dealer Modesta Porquiado said it has become difficult for rice millers to find palay these days because of the dry spell. This has led to the rising prices of rice, she said.
A monitoring by the Philippine Daily Inquirer at the public market here showed that milled rice prices have increased by an average of P2 per kilogram. For example, the so-called 7-tonner variety now sells between P40 and P46 per kilogram, depending on the grade, from the previous price of P38-44 per kilogram.
Ordinary rice now sells at P35 per kilogram from just P30 a few weeks back.
But according to the National Food Authority (NFA), even with the shortage of palay, the province has sufficient rice stocks that can help residents overcome the effects of the El Niño phenomenon.
Virgilio Alerta, NFA Davao provincial manager, said more than 195,000 bags of imported rice have been in stock at the at the NFA warehouse in Digos City alone. More rice will be made available to the markets in the coming days because of the upcoming procurement of 300,000 bags for Southern Mindanao, he said.
Alerta said the NFA outlets were also told to start selling more NFA rice to help consumers amid rising rice prices.
At just P25-P27 per kilogram, the quality of NFA rice is at least equal to that commercial rice varieties being sold in the markets, according to Alerta.
Davao del Sur Gov. Claude Bautista said the provincial government has already started providing assistance to farmers in the province so that rice production could start amid the drought.
According to Bautista, the P16-million emergency fund drawn from the calamity fund is being spent on water pumps, drought-resistant varieties and other forms of assistance.

Nigeria Customs Service on Tuesday announced the re-introduction of ban on importation of rice through land borders across the country.
The Comptroller-General of Customs, Hameed Ali, said the presidency had given approval for the reversal of an earlier policy in October 2015 which allowed rice imports through land borders, once appropriate duty and charges were paid.
Mr. Ali, who made the announcement at a review meeting with Comptrollers of Border Commands and Federal Operation Units in Abuja, said the Service had observed that dwindling revenue from rice imports through the land borders hardly matched the volume of rice arriving in neighbouring ports.
He said reports from border commands indicated an upsurge in rice smuggling, adding that implementation of the restriction order had already taken off smoothly since October 2015, with a high level of compliance.
The Comptroller noted, however, that revenue began to dwindle from January 2016, with importers blaming access to foreign exchange their as major impediments.
During the five-month period October 2015 and March 17, 2016 when the importation was allowed, he said a total of 24.992 metric tonnes of rice valued at N2.34 billion were imported through the land borders.
The total revenue generated for the period stood at about N1.69 billion, considered lower than the projected revenue to be generated with the removal of import restrictions.


He said an upsurge in the number of the seizures has been reported across the land borders since January 2016, with about 9,238 bags of rice seized within the first two months of the year, with about N64.67 million as duty paid value received by the Customs anti-smuggling patrol teams of Federal operations and Border commands.
Although the Comptroller-General of Customs said his officials cannot be totally exonerated from the abuses associated with the implementation of the order on rice, he disclosed that his office has been inundated with reports of collusion between them and some rice importers.
Consequently, he directed full investigation into the reports, assuring that all indicted personnel would be sanctioned.
“I have directed a zero-tolerance to rice imports through the land borders irrespective of volume with immediate effect. Importers who have already initiated import processes will have a grace period ending Friday March 25, 2016 to clear their consignments,” the Comptroller-General declared.

The country’s paddy-rice production may decline by 6.8 percent, to 4.07 million metric tons (MMT) in the first quarter, from 4.37 MMT recorded in the same period last year according to the latest report from the Philippine Statistics Authority (PSA).
The PSA said the projected decrease in production could be due to insufficient water supply and intense heat brought about by the dry spell.
Also, the agency said Typhoon Nona (international code name Melor), which devastated the country last December, caused harvest areas in Cagayan to contract and yield to go down in Aurora.
“Infestation of rats, black bugs, birds and stemborers may cause production to decline in North Cotabato, South Cotabato, Sultan Kudarat, Bohol, Cavite and Leyte,” the PSA report read.
Harvest area for palay crop during the period may contract by 0.3 percent to 1.09 million hectares, from 1.1 million hectares.
Average yield is seen to drop by 1.6 percent to 3.71 metric tons (MT) per hectare, from 3.77 MT per hectare.
“Around 235,000 hectares of the updated standing crop have been harvested. About 670,000 hectares, or 72.6 percent, of the planting intentions for the April to June 2016 harvests have been realized,” the report read.
The PSA added that updated standing paddy-rice crop was recorded at 1.53 million hectares, with 42.2 percent at the vegetative stage, 36 percent at reproductive stage and 21.8 percent at maturing stage.
Meanwhile, PSA data showed that the country’s corn production in the first quarter may reach 2.11 MMT, 11 percent lower than the 2015 level of 2.37 MMT.
The agency said the projected decline in corn output is due to insufficient water supply. Also, the PSA said the infestation of rats may contribute to lower output in North Cotabato and Sultan Kudarat.
“Insufficient fertilizer application in Tarlac and the adverse effects of Nona in Isabela may cause production to drop,” the PSA added.
Harvest area for corn crops in the Philippines is projected to contract by 1.8 percent to 673,000 hectares, from 685,100 hectares. Yield per hectare may drop to 3.13 MT per hectare, from 3.23 MT.
According to PSA data, about 180,000 hectares of updated standing crop have already been harvested. Around 206,000 hectares, or 57.2 percent, of the planting intentions for the second quarter of the year have already been planted.
“Of the updated standing corn crop, about 29.9 percent were at vegetative stage; 39.9 percent, at reproductive stage; and 30.2 percent, at maturing stage,” the report read.

Thailand To Export More Rice To China

NONTHABURI (Thailand), March 22 (Bernama) — The Thai government, through the Ministry of Commerce, plans to export additional one million tonnes of Thai rice to China under another government-to-government (G-to-G) deal, reports Thai News Agency (TNA).
Duangporn Rodphaya, Director-General of the ministry’s Department of Foreign Trade, told journalists on Monday that a negotiation with the Chinese government on the matter will be held early next month.
Duangporn said Beijing has earlier bought one million tonnes of Thai rice with the last shipment, amounting to 130,000 tonnes, scheduled to be delivered in May 2016.
Currently the Thai government sells Thai rice under the G-to-G basis to China, Indonesia and the Philippines only.
According to the senior official, her ministry, however, planned to sell Thai rice to several other markets namely Hong Kong, Singapore, Iraq, Iran, the Philippines, Africa and the US, in order to meet a target of 9.5 million tonnes of rice exports this year.
The senior official said that Thailand has exported 2.3 million tonnes of rice, worth about 37.33 billion baht, since the beginning of this year until March 17, up 28 and 24 per cent respectively year-on-year.
However, she acknowledged that the relevant authorities planned to launch a rice auction plus donation to reduce a remaining stockpile of some 12 million tonnes of rice at the government’s warehouses, with interested agencies having to apply within next month.

Vietnam to cut 270,000ha of rice-growing land by 2020

A recent report by the National Assembly economic committee addressed the government’s aim to reduce land used for growing rice in Vietnam over the next five years.
The plan is mentioned in the evaluation report on the national scheme to adjust land use planning by 2020 and the last five-year plan for land use (2016-2020).
The reduction was proposed by the Vietnamese government and approved by the assembly’s Committee for Economic Affairs.
Presenting the evaluation report, Nguyen Van Giau, chairman of the committee, said the government recommended that by 2020 there should be 3.76 million hectares of land used for growing rice, a 270,000ha reduction from 2015.
The government also plans to reserve 400,000ha of land for growing other crops but which must be ready to switch back to rice as required.
The committee ratified the plan, giving the reason that rice supply in the country has become abundant, while traditional foreign importers of Vietnam’s rice have achieved autonomy in domestic food production.
The committee also named drought, soil salinization, flooding, and land degradation as the reasons for the cut, given that they are unfavorable conditions for the growth of rice.
The unused land should be leveraged to build new infrastructures, industries, and cities, as well as growing other crops, the government proposed.
Giau added that advanced agricultural technology would be implemented on the remaining area of rice-growing land, which is expected to significantly boost rice production to around 42 million metric tons per year.
With such a production rate, Giau said, Vietnam would maintain food security for the present, as well as in the future when the country’s population reaches and stabilizes at 120 million.
Vietnam now has a population of around 90 million.
Earlier, Vietnamese Minister of Natural Resources and Environment Nguyen Minh Quang presented a governmental report, which looked to reserve 11,000ha of land for building 96 golf courses across the country, which is a part of the national plan to put aside 46,800ha of land for sports facilities.
“These golf courses are mainly built on lands that are of bad quality, sandy, or unused,” Quang said, adding that such facilities would not occupy lands used for growing rice or other special purposes.
The government suggested a cut in national defense and public security land as well, after re-evaluating their practical demand.

The recent increase in atmospheric temperature has brought in leaf folder pests to paddy fields in the district at an unexpected time.
Farmers have begun to worry about major crop loss because the pest attack has taken place soon after panicle initiation.
Although leaf folder pest is usual in paddy, the attack after panicle initiation is rare and more worrying for farmers.
“We are usually not worried about this pest. But the attack after panicle initiation gives us little choice against the pest,” said A.K. Marakkarutty, a young farmer who has paddy in 20 acres near Tirurangadi.
Mr. Marakkarutty said he was wary of using any pesticide at this stage.
“I wouldn’t mind using pesticide if it is in the initial stage of the paddy. Once the panicle initiation takes place, application of pesticide can be dangerous. I’m sure it will affect the rice,” he said.
Other farmers of Kundoor and Cherumukku areas too echoed similar concern.
“Unlike other areas of Malappuram district, we begin our paddy farming a little late because of water logging. This year, we started in January only. So the pest attack has come at a wrong time,” they said.
The agricultural officials, however, have a different view to the crisis. According to them, there was nothing to worry. The leaf folder attack may affect 25 per cent, but it can be controlled by harmless pesticides, they said.
K. Divya, agricultural officer at Nannambra, said that the sudden increase in heat and increased application of nitrogen fertilization had caused the leaf folder attack. She said it could well be controlled by applying a pesticide called Fame.
“It is relatively a safe pesticide. Its toxicity will not last more than a week,” Ms. Divya said.
However, the officials are yet to succeed in addressing the concerns of a large number of paddy farmers this summer.

Boro acreage falls on low paddy prices

Cultivation has declined in the current boro season as a section of farmers, frustrated by low prices over the last several months, have switched to other crops, said agriculture officials and seed sellers.
As of March 15, farmers have planted seedlings of boro rice on 46.60 lakh hectares of land, according to data posted on the website of the agriculture ministry.
A senior official of the Department of Agricultural Extension (DAE) said acreage may increase slightly in the final calculation but the total area is unlikely to match last season's 48.40 lakh hectares.
The total acreage is expected to be about 47 lakh hectares this season, which is the lowest since fiscal 2008-09.
But total production is unlikely to decline due to enhanced crop management this season, he said.
The DAE has targeted production of 1.90 crore tonnes of rice during the boro season, which is more than half of the annual rice production.
The official has linked the reduction in acreage to the shift of farmers to other crops that offer better prices. The farmers are mainly of Jessore, Kushtia and Rajshahi.

“Farmers are not getting profitable prices for paddy. This is the main factor.”
This is the second rice season this fiscal year in which the acreage declined.
Earlier, aus acreage had dropped due to a shift to summer vegetables by a section of farmers on profitability grounds, according to the Food Planning and Monitoring Unit of the food ministry.
Farmers have failed to recover the cost of production owing to low prices of paddy after the harvest of aman crop, said KM Layek Ali, general secretary of the Bangladesh Auto, Major and Husking Mills Association.
The average cost of production of a maund of paddy is about Tk 600.
The price of medium-quality paddy, like Swarna, which went up as high as Tk 680 per maund at the beginning of aman harvest in November, declined to as low as Tk 550-Tk 560  per maund at growers' level.
“Many farmers have grown wheat, potato and maize instead of boro. Some are going for jute cultivation after harvesting wheat as the natural fibre cultivation promises better prices than rice.”
The prices of paddy have been depressed for a year and a half now, said Sudhir Chandra Nath, programme head of Brac Seed and Agro Enterprise.
“The prices are not profitable for farmers,” he said, adding that a portion of the high lands, which are used for rice cultivation when the prices remain higher, are now being used for maize and potato cultivation.
The low prices of paddy have also affected sales of hybrid rice seeds this cultivation season, Nath said.
The total sales of hybrid rice seeds may drop to 6,000-6,500 tonnes in the current season, down from 7,500-8,000 tonnes a year earlier.
“It means hybrid rice coverage has fallen during the boro season.

Drought delays rice farming as Mekong waters drop

Vietnamese officials have asked farmers to postpone sowing their rice crop till mid-May as the country struggles against the worst drought in recent memory. The worst affected area is the Mekong delta in Southern Vietnam that produces 90 percent of the country's rice. Rather than bringing much needed fresh water, Mekong river levels have dropped by as much as a half.
At the end of a journey of more than four thousand kilometres. The dark rich waters of the Mekong river delta. But the rivers once mighty waters are losing their battle against the sea as the drought forces them back upstream and saltwater are invading the land.
Duong Thanh Tung has been farming this land for twenty five years and he's never known a drought like this. His rice fields are dried up and cracked,the land, usually lush and moist, can't even grow grass for his livestock to graze on. And there is little chance of getting a rice harvest this year.
"We're in a very difficult situation. Rice is our main crop and we grow other vegetables. Last year we got three rice harvests. This year, I don't think we'll get one. We can't farm rice anymore, but we're farmers, what can we do?" Duong Thanh Tung said.
Mr Duong has managed to rescue some of his fields by pumping water from a local creek. But the water is polluted by seawater that's moving upstream.
In desperation, some of the farmers......and the farmer knows this is completely worthless.
Even the promise of water from the Mekong's source in China, is fading fast. Those waters reached Thailand 3 days ago, but the rivers level here has barely changed.
Projects like this one in Thailand, pumping water from the Mekong for drought relief, have depleted the volume of the river so much, that only a trickle is making it down to Vietnam.
The officials who monitor the river have seen levels drop by forty to sixty percent in this province.
It's the worst drought in recorded history and the records go back more than one hundred years.
"As far as I understand, China released water 7 days ago, but so far there is no change. We hope that the freshwater will sweep the saltwater out, but so far no one in the delta is seeing any change," Ha Tan Viet, head of Water Resource Management, said.
It doesn't look much like a drought. The rivers width and the tributaries that flow into it seem as strong as ever. But these waters have been poisoned and they can no longer quench the thirst of the parched earth

BANSALAN, Davao del Sur—Retail outlets licensed to sell government rice have been asked to sell more of their stocks as prices of milled rice started to rise amid the continuing losses that farms in many Mindanao areas are suffering because of the drought.
The increase in rice prices did not spare this town, which is a major producer of rice in the province, contributing at least 13 percent of the province’s annual rice output of 127,000 metric tons, including that for Davao Occidental, a new province carved out of Davao del Sur.
Modesta Porquiado, a rice dealer, said it had become difficult for millers to procure palay because supply had dwindled as a result of the dry spell.
This is the main reason for the price increase, she said.
The Inquirer checked prices at the public market here and found that milled rice prices had gone up by an average of P2 per kilogram.
A rice variety, known here as 7-tonner, now sells from P40 to P46 per kilogram, from P38 to P44 per kilogram before the drought struck.

The government has decided to purchase a kilo of indigenous varieties of paddy cultivated using organic fertilizer for 60 rupees. A paddy harvest of 15 million has been received so far. Purchasing of indigenous varieties of paddy will commence from next week. The government expects to purchase ten million kilos of indigenous varieties of paddy. The required funds will be provided through Samurdhi Banks.
Meanwhile, divisional level exhibitions of the national programme titled "A country free of poisonous substances" will be held throughout the country as well. The next exhibition will be held at Nuwara Eliya from 8th to the 10th of next month. In addition, the farmers are now being educated on cultivating without using agro-chemicals. The government aims to implement this programme in Northern Province as well.

RICE FARMERS APPEAL FOR GOVERNMENT INTERVENTION
According to the farmers, absence these machines and lack of fertilizer is negatively affecting them as local rice farmers.
Speaking to Gardja, zonal chairman of adom w) Wiem rice farmers association a subsidiary of the Ghana inter professional body(grid), Mr oduro Mensah disclosed that, when given the needed support, they can produce more to feed the nation and some for export.
Checks by gardja has it that lack of access to medium term loans is also affecting the over 47 members of adom w) weim rice farmers association.
Other rice farmers association in most of the western region namely wassa, ahwion, brosa and enchi are facing the same challenges.
On the issue of ready market, the zonal chairman revealed that people come from far and near to buy from them but needs support to expand production.
He called on Ghanaians to develop the habit of cultivating local rice, because it is now produced under a good hygienic condition.

Comptroller-General of Customs, Col. Hameed Ali (retd), gave the approval for the reversal of an earlier policy in October 2015 which allowed rice imports through the land borders, once appropriate duty and charges were paid. At a review session held with Comptrollers of Border Commands and Federal Operation Units in Abuja, yesterday, the service noted that dwindling revenue from rice imports through the land borders did not match the volume of rice landed in ports of neighbouring countries. The Customs in a statement by Wale Adeniyi, Public Relations Officer, said: “Rather, reports from border commands indicated an upsurge in the tempo of rice smuggling. Implementation of the restriction order got off to a smooth start, with a high level of compliance in October 2015. “However, revenue started dwindling from January 2016, with importers blaming access to forex as major impediments. “During the five-month period when the importation was allowed, October 2015 to March 17, 2016, a total of 24.992 metric tons of rice valued at N2,335,131,093  were imported through the land borders.” “During the period, total revenue generated amounted to N1,685,112,810, which is considerably lower than the revenue projected to be generated with the removal of import restrictions. “However, an upsurge in the number of the seizures has been reported across the land borders since January 2016. ‘’In the first two months of the 2016, a total of 9,238 bags were seized, with Duty Paid Value of   N64,666,000 made by the Customs anti-smuggling patrol teams of   Federal operations and border commands. The Comptroller-General of Customs noted that his officers and men could not be totally exonerated from the abuse associated with the implementation of the order on rice, saying his office had been inundated with reports of collusion between them and rice importers

Rice procurement up 20 per cent Y-o-Y in 2015-16 kharif marketing season

Purchase sees a sharp rise despite deficient monsoon in the previous year

Despite deficient monsoon last year, rice procurement by agencies such as Food Corporation of India (FCI) and state government-owned bodies in the kharif marketing season (2015-16) has witnessed a sharp annual increase of 20% so far, and is poised to exceed the yearly target of 30 million tonne.
Sources told FE that government agencies have purchased paddy equivalent of more than 29 million tonne (MT) of rice between October 1 2015, when the procurement season had begun, and Sunday, compared with 24.2 MT in the year-ago period. Higher procurement of rice could be attributed to fall in prices of common variety of rice in various mandis across the country and states such as Uttar Pradesh and West Bengal stepping up their procurement systems, they added.
According to the latest data, agencies have so far purchased paddy equivalent of 9.3 MT of rice from farmers in Punjab, surpassing the target of 8.8 MT for the 2015–16 marketing season. In Punjab, which contributes the highest volume of rice and wheat to the central pool, 7.7 MT of rice was purchased during the same period last year.
In Haryana, state government agencies have purchased 2.8 MT of rice equivalent of paddy, surpassing the target of 2.3 MT set for the year. Other states which have commenced rice procurement include Uttar Pradesh (2.9 MT), Andhra Pradesh (2.8 MT) and Kerala (1.8 lakh tonne). Even in Chhattisgarh, where the state government carries out purchase of paddy from farmers, state agencies have purchased 3.4 MT of rice. In Odisha, more than 2.2 MT has been purchased from farmers.
The government agencies buy paddy from farmers; then the grain is given to millers for conversion into rice. The Cabinet Committee on Economic Affairs (CCEA) in June last year increased the minimum support price of the common variety of paddy by Rs 50 to Rs 1,410 per quintal for the 2015-16 kharif season. The hike in MSP was in line with the recommendation of the Commission for Agricultural Costs and Prices.
Finance minister Arun Jaitley announced in the Budget that more states would be encouraged to adopt this system. In the current year, private players have been allowed to purchase paddy from farmers in Jharkhand and Uttar Pradesh where procurement operations of FCI or state agencies are not robust.
Under the current policy, FCI, via state government agencies, procures a major chunk of food grains, mostly rice and wheat, from farmers in Punjab and Haryana. Others states such as Rajasthan, Madhya Pradesh, Chhattisgarh and Odisha carry out purchase of food grains from farmers under a de-centralised scheme.
