Pakistan set to increase trade with EU as top businessmen meet

BRUSSELS: Pakistan Embassy in Belgium organised its first ever conference on ‘Pakistan- Belgium Business and Investment Opportunities’ in collaboration with Rawalpindi Chamber of Commerce and Industry (RCCI) to improve business ties with the EU countries on Thursday.
High level representatives from the Belgian government, office bearers of chambers of commerce and industry and leading businessmen from Pakistan, top European businessmen and Member of European Parliament Amjad Bashir were also present on the occasion.
In her opening remarks, Pakistan’s Ambassador to Belgium, the European Union and Luxembourg Naghmana Alamgir Hashmi welcomed the delegates and highlighted huge potential of trade and investment between Pakistan and Belgium.
She said that Belgium being Pakistan’s 10th largest export destination worldwide and 7th in Europe remains highly important for Pakistani business community. She pointed out that since 2013 bilateral trade between the two countries has increased by 38.07 percent.
Ambassador Hashmi underscored the need of diversifying exports from Pakistan. She pointed out that various areas still remained untapped and there was a need to work in the direction to identify how the two countries could benefit by exploring the areas where there were still gaps to be filled.
Member European Parliament Amjad Bashir appreciated Pakistani diaspora for running successful businesses in the UK and Europe. He added that by living in Europe they have huge advantage to invest in the country of their origin. He also pointed out that geo-strategic location of Belgium was a huge advantage for trade and commerce between Pakistan and European countries.
President Rawalpindi Chamber of Commerce Zahid Latif Khan told Daily Times that the conference was third event of the series and the first two were organised in Birmingham and Doha respectively.
He further mentioned that the event was a success although he could not manage to bring many members from RCCI to Brussels due to visa hurdles. He said that chamber has engaged Pakistani embassy to work on another meetup with European business partners also making it sure that the delegation can bring more businessmen in the next meeting.
The RCCI president mentioned that Pakistan still remains one of the key producers of textile, sports gear, surgical equipment and dairy. “A number of companies have showed interest in doing business in the fields of pharmaceutical, data management and dairy products apart from talking about investing in energy sector such as wind energy and also in areas connected to the CPEC project,” Khan said.
He said that he has also met few of the biggest meat importers in Europe and aims to connect them with Fauji Foundation in Pakistan to get Pakistani meat, hides, dairy and related products exported to Europe as Pakistan remains fourth biggest producer of milk in the world.
Khan said that Pakistani rice growers have got a unique opportunity to stage a comeback into the rice export arena after Indian exporters, many of those who are also exporting Pakistani rice with Indian titles, got banned by EU due to some technical hitch or failure. He said that he would talk to the relevant businessmen on the issue once he’s back home.
He also told the conference that RCCI being the third largest chamber in Pakistan has become the voice of Pakistani business community all over the world. Keeping in view the vital role of women in development of any country, RCCI has also introduced an incubation centre for businesses being run by women.
Presentations were also made by the President Pakistan-Belgian Business Forum Paul Scheynen, Secretary General of Brussels Enterprises Commerce and Industry (BECI) Jan De Brabanter, President World Federation of Investors Jean-Pierre Paelinck, Director Trade Walloonia Exports and Investment Agency (AWEX) Isabelle and Shimail Daud Arain of Maryam Memorial Hospital, covering various aspects of business and investment potential between the two countries. Two documentaries on Pakistan and its business potential were also screened on the occasion.
A Memorandum of Understanding was signed between the RCCI and Brussels Enterprises Commerce and Industry with a view to bring business community of two countries closer and promote trade and commerce among them.
Belgium is an important trading partner for Pakistan in Europe, as it follows the common Trade Policy adopted by the European Union. The grant of GSP+ status to Pakistan by the EU allows zero tariffs concession on 66% of Pakistan’s products in the member countries of European Union including Belgium.

Rice farming as agribusiness

I was invited on April 27 to present a paper on making Pampanga a leading agro-industrial hub anchored on agripreneurship at the RiceUp Bayanihan Conference 2018 in Lubao, Pampanga
From the conference, I learned that the non-government organization called RiceUp has been operating in parts of Pampanga to help rice farmers in the province to increase their yields. Also involved are faith-based organizations like the Latter Day Saints who are also in a mission to reduce poverty among poor households in Pampanga.
During the conference, there were discussions on e-commerce, digital agriculture, and rice future that I believe should be applied in the Philippine rice industry. RiceUp is currently operating in Lubao, Pampanga and surrounding towns in the district, represented by former president Gloria Macapagal-Arroyo in the House of Representatives.
I am glad that there are efforts like RiceUp, because the potential of the local rice industry can be unlocked.
Also, increasing palay (unmilled rice) yields from the current 4 to 5 metric tons per hectare to about 6 to 7 MT per hectare is doable if more improved hybrid varieties are used, accessible and affordable credit is provided, good agricultural practices are put into place, and farm mechanization is intensified.
Eventually, a more vigorous rice economy could help increase the growth of the country’s agriculture sector, which registered a 3.9-percent growth in 2017. The consensus among experts is the country’s agriculture sector – comprising farming, fisheries, and forestry – must grow between 4 to 6 percent over the long term to substantially reduce poverty in the countryside. So last year’s 3.9-percent growth of the country’s agriculture sector is a very encouraging sign.
However, based on latest reports from the Philippine Statistics Authority (PSA), the country’s agriculture sector recorded a sluggish 1.47 percent growth in the first quarter of this year. Also, palay output went up by 4.61 percent to 4.62 million MT compared to the 12.38-percent growth a year ago.
Much needs to be done in leveling up the country’s rice industry. I would rather call it rice industry because there is a need to reorient smallholder farmers planting the crop that they are also in a business, and not just planting a commodity for the sake of securing the country’s food needs.
So what is the way forward for the country’s rice industry?
Rice farming as agribusiness
Firstly, we should all view the country’s sector that is producing rice as an industry, and that means rice farming should also be profitable especially for the smallholder farmer.
Achieving profitability in the rice industry will need collective action among smallholder farmers, meaning they should organize themselves into cooperatives so they can go into block farming to achieve economies of scale, buy farm machines including milling facilities, and have bargaining power in the trading of rice.
Lending institutions also prefer extending loans to cooperatives than to individual smallholder farmers.
Cooperatives should also be given training in the areas of financial and asset management, accounting, human resources management, logistics, and marketing/trading. For sure, the numerous state colleges and universities in the country have capability to take the lead in this initiative.
When it comes to increasing yields, there is no doubt that hybrids have proven their worth and companies like SL Agritech and the Philippine Rice Research Institute (PhilRice) have developed a number of hybrid varieties that also can withstand drought and flooding. Hybrid varieties that were developed locally have yields between 6 to 9 MT/ha.
In the area of mechanization, I must say that the 1.2 horsepower per hectare estimate in 2016 must be increased to levels similar to China and South Korea, or 4 hp/ha. Mechanization, besides increasing efficiency in on-field operations, takes out the drudgery in farming that can help attract more young blood in the agriculture sector.
Again, I must emphasize that the average age of the smallholder Filipino farmer is about 60 years old, and steps like dramatically increasing the level of mechanization in our farms is one good step in getting more of the youth in farming.
The issue of irrigation should also be addressed, and as I have said in my column on June 9, 2017 (Agriculture’s water problems can become too big) that the National Irrigation Administration (NIA) should be returned to the fold of the Department of Agriculture (DA). More important, the NIA should triple its effort to cover least 96,000 hectares of the irrigable lands each year to place them under the national irrigation system.
The Bureau of Water and Soils Management (BSWM) under the DA, on the other hand, should increase by 1,000 percent or 10 times its budget to build more small water impounding projects.
Pampanga can take lead
RiceUp’s efforts in Lubao can be expanded and become part of the program of the Pampanga provincial government to make the province a leading agro-industrial hub in the country.
In March, I was tapped by the Pampanga State Agricultural University (PSAU) to help them in assisting the Pampanga provincial government to develop a framework for modernizing the province’s agriculture sector. So I thank anew Gov. Lilia Pineda of Pampanga and PSAU president Honorio Soriano, Jr. for giving me the opportunity to share my knowledge on how to make the province a leading agro-industrial hub.
Pampanga currently ranks at 10th when it comes to the Human Development Index based on the Philippine Human Development Report by the Human Development Network, 2012/2013, which means its citizens have access to good education that can be a major factor in helping the province achieve its status as a leading agro-industrial hub in Central Luzon and the Philippines in the future. I know that this is also a vision of former president Gloria Macapagal-Arroyo.
The province also has good logistics support in the form of a fully functioning seaport and distribution center, and an international airport. Pampanga is also easily accessible through the national highway and three expressways: Northern Luzon Expressway (NLEX), Subic–Clark–Tarlac Expressway (SCTEX), and Tarlac–Pangasinan–La Union Expressway (TPLEX). Pampanga hosts the Clark International Airport and has access to the Subic Bay International Airport through the SCTEX.
According to Philippine Statistics Authority (PSA)-CountrySTAT, Pampanga’s share in national palay production in 2017 was 2.2 percent and 11.8 percent of Central Luzon’s, with 429,206 MT.
While Pampanga’s cannot become the leading rice producing province in the Philippines when it comes to volume, it can become the frontrunner in terms of turning rice as an industry and having high yields per hectare, and that can be achieved by modernizing its agriculture sector. And RiceUp’s efforts will definitely create an impact on the province’s rice industry in the next few years.
So can Pampanga become a model for the country’s rice industry? I am very optimistic.

Pakistan profitable market for foreign investors: Minister

ISLAMABAD - Federal Minister for Commerce and Textile, Muhammad Pervaiz Malik on Thursday said that Pakistan is a profitable market and investors from Azerbaijan should take full advantage of it by investing in different sectors.
In a meeting with Ambassador of Republic of Azerbaijan to Pakistan Ali Alizada, the minister said Pakistani government and Ministry of Commerce & Textile will provide full support to the foreign investors.  The minister said that there exists great potential between the two countries but the bilateral trade is not a true reflection of that.
He said that trade volume between the two countries has declined from $58.26 million in 2015-16 to $26.88 million in 2016-17 and a concerted effort is needed on both sides to increase the trade volume and economic cooperation.
"The decrease in Pakistan's exports to Azerbaijan in 2016-17 is mainly due to decline in export of rice to Azerbaijan from $45 million to $ 21.1 million", he added.
The minister said that there exists good scope for export of ready-made garments, cotton products, engineering goods, consumer goods, pharmaceuticals, rice, textile fabrics, sports goods, surgical instruments and tents from Pakistan and import of non-ferrous metals, oil and oil products, canned fruit juices, raw cotton, LPG from Azerbaijan.
"There is need to increase the business to business and government to government interactions and exchange of delegations to identify the business opportunities that will in turn result in increasing the trade volume", he added.
The minister informed the ambassador that in order to enhance and diversify trade with Azerbaijan, the Ministry of Commerce has prepared a draft Memorandum of Understanding on five-year trade cooperation plan that has been shared with the Ministry of Foreign Affairs for onward transmission to the relevant authorities of Azerbaijan for their comments but response from Azerbaijan side is awaited.
The Azerbaijan ambassador said that Pakistan is a lucrative market for investors from Azerbaijan and they are keenly interested in investment. He also agreed with the minister's proposal for increased interaction and institutional arrangements to discuss trade related issues and identify areas of interest to boost bilateral trade and cooperation.
Later on, the Ambassador of Romania, Nicolae Gola called on the Federal Minister for Commerce and Textile Pervaiz Malik. The minister welcomed the ambassador and said that Pakistan attaches great importance to its trade relations with Romania as it is an important trading partner of Pakistan within the European Union region.
Pakistan's bilateral trade with Romania was $97.25 million in 2016-2017. Pakistan's exports were $21.23 million while imports were $76.02 million.
The minister thanked the Romanian government for extending their support to Pakistan for continuation of the GSP plus scheme and hoped that Pakistan would continue receiving their support in this regards as it has helped Pakistan in a significant way in overcoming its economic difficulties.
The ambassador said that "Business communities of the two countries may interact more to increase the level of bilateral trade and both the countries should participate in Trade Fairs arranged by the two countries", he added.
Both sides agreed on making institutional arrangements for addressing trade related issues and identifying business opportunities.

He was talking to ambassador of Azerbaijan in Pakistan, Ali Alizada here. He said in order to enhance and diversify trade with Azerbaijan, Ministry of Commerce had prepared a draft Memorandum of Understanding (MoU) on five year trade cooperation plan that had been shared with the Ministry of Foreign Affairs for onward transmission to the relevant authorities of Azerbaijan for their comments, however response from Azerbaijan side is awaited. The minister stressed the need to take concerted efforts from both sides to increase the trade volume and economic cooperation.

Weed management holds key to boost food production by 22 pc

Dhaka, May 12 (UNB) – Yields of food crops can potentially be increased up to 22 percent provided proper weed management is put in place.
Experts said this at the 6th conference of Weed Science Society of Bangladesh (WSSB) held at Bangladesh Rice Research Institute (BRRI) in Gazipur on Saturday, said a press release.   
“Proper implementation of eco-friendly, sustainable and integrated weed management in field crops can increase 18-22% yield in national level, which can contribute in total food production of Bangladesh,” stated the BRRI release.  
Weed competes with crops for light, nutrients and water thereby resulting yield loss of field crops up to 80-90 percent in worst cases. In Bangladesh improper weeding causes yield loss that range in between 40 to 50 percent in rice, 24 to 58 percent in wheat, almost 49 percent in maize, 43 percent in potato, 20 percent in sugarcane, 75-80 percent in jute, nine percent in  tea and 25 to 60 percent in other crops. 
In current practice farmers usually do weeding by hand, hoe, mechanical weeder and chemical weeding with herbicide. Hand weeding in field crops is costly, need more money and time consuming. Mechanical weed control is not so much popular due to its unavailability and effectiveness, said the press release.
In case of hand weeding it needs Tk 10,000 to 18,000 per hectare depending on crops. Now   farmers are more interested in chemical weed control with herbicide, said the BRRI release adding that herbicide adoption is increasing day by day due to its quick effectiveness and low cost.

In this conference about 19 scientific papers from different research organizations were presented. They discussed about developing innovative approaches, economic and eco-friendly weed management technologies to address challenges ahead for sustainable agriculture and other social benefits. From the research papers it was observed that crop yield could be increased significantly if proper weed management could be done with integrated approach.   
They suggested that, in future emphasis should be given on mechanical and biological weed control. Researchers concluded that low cost weed control measure should be adopted to increase   economic gain. Herbicide should be applied in proper time and dose and advanced level research should be carried out about the impact of different groups of herbicide in crop-soil-system.    
In this conference a future research programme was undertaken for eco-friendly and sustainable   weed management practices that will impact total food production and sustainable development goals in Bangladesh.

Weed management holds key to boost food production by 22 pc

Dhaka, May 12 (UNB) – Yields of food crops can potentially be increased up to 22 percent provided proper weed management is put in place.
Experts said this at the 6th conference of Weed Science Society of Bangladesh (WSSB) held at Bangladesh Rice Research Institute (BRRI) in Gazipur on Saturday, said a press release.   
“Proper implementation of eco-friendly, sustainable and integrated weed management in field crops can increase 18-22% yield in national level, which can contribute in total food production of Bangladesh,” stated the BRRI release.  
Weed competes with crops for light, nutrients and water thereby resulting yield loss of field crops up to 80-90 percent in worst cases. In Bangladesh improper weeding causes yield loss that range in between 40 to 50 percent in rice, 24 to 58 percent in wheat, almost 49 percent in maize, 43 percent in potato, 20 percent in sugarcane, 75-80 percent in jute, nine percent in  tea and 25 to 60 percent in other crops. 
In current practice farmers usually do weeding by hand, hoe, mechanical weeder and chemical weeding with herbicide. Hand weeding in field crops is costly, need more money and time consuming. Mechanical weed control is not so much popular due to its unavailability and effectiveness, said the press release.
In case of hand weeding it needs Tk 10,000 to 18,000 per hectare depending on crops. Now   farmers are more interested in chemical weed control with herbicide, said the BRRI release adding that herbicide adoption is increasing day by day due to its quick effectiveness and low cost.

Proper protection for traditional rice varieties

INDIGENOUS people (IP) living in Sarangani have tapped the assistance of the Philippine Rice Research Institute (PhilRice) to protect their traditional rice varieties (TRVs).Because Sarangani is one of the areas that are most vulnerable to drought, preserving the seeds is important in breeding new climate-change ready seeds for the area.
B’laan, Tagakaolo, T’boli, Manobo, Ubo, and Kalagan tribes live in the upland areas of Sarangani where most of the TVRs are planted.Starting this year, the locals and the Genetic Resources team of PhilRice will start to collect, conserve, survey, and document the varieties under a project titled “Conservation of Sarangani Traditional Rice Germplasm (SaTRice).”
The team will also evaluate the grain quality, level of resistance to pest and diseases, and level of tolerance to drought or submergence stress.The TRVs have a good resistance to pests and drought. TRVs also produce good yield even without fertilizer and pesticide intervention.It can be noted that Sarangani has no record whatsoever of germplasm collection at the PhilRice Genebank.
Germplasm are genetic materials used for breeding new rice varieties.Results from identifying and testing the TRVs will be used to recommend the best variety suited in the province. The high quality TRVs will be stored at the PhilRice Genebank, which houses more than 5,000 Philippine TRVs and more than 16,000 germplasm collections.
Based on the study conducted by Mindanao State University-GenSan, 107 TRVs with unique traits were identified in the area. Comprehensive data on morphological and molecular profiles of TRVs are expected to be gathered, specifically those that pertain to size, shape, and structure of seed components.
Farmers, mostly IPs, can also utilize these data in adding value/price to their varieties if they decided to commercialize it. Other than conservation and characterization, the project also aims to establish and strengthen community-based seed banks for IP communities.In a related development about the precious grain, PhilRice is also developing an Android application from a four-stripped “ruler” called Leaf Color Chart (LCC), which is used in assessing nitrogen status of the rice plant.
The handy diagnostic tool, which identifies the nutrient deficiency through colors ranging from yellow green to dark green, helps farmers save one to two sacks of nitrogen for every hectare. Nitrogen is an essential rice plant nutrient for growth and improves grain yield and quality. A mobile app is now in the pipeline, whichis expected to generate nitrogen recommendations from the digital images of rice leaves taken directly from the field.
Through a smartphone’s camera, nitrogen levels of rice plants can be measured from a digital photo of its leaves, which is strongly correlated with actual leaf nitrogen concentrations.
The app measures the intensity of green color based on the captured leaf images and converts this into values correlated with the amount of nitrogen in the leaf.

(HealthDay)—There's a danger lurking in rice and you won't find it by reading labels. It's the chemical arsenic.
And the threat isn't about immediate poisoning but rather that long-term exposure to small amounts can increase the risk of bladder, lung and skin cancer, heart disease and diabetes.
Arsenic naturally finds its way into our soil and water because it's in the Earth's crust, but it also accumulates from some pesticides and fertilizers.
Rice tends to absorb arsenic more readily than many other plants. Most unfortunate is that brown rice has the highest amounts because the arsenic accumulates in the otherwise healthful outer layers, which are removed to make white rice.
You don't have to eliminate all rice from your diet, but choose it carefully, suggests the watchdog group Consumer Reports. Their testing found that arsenic levels differ depending on the types of rice and where they were cultivated.
Here are some tips to limit your rice intake: 
·       Choose white basmati and brown basmati rice cultivated in California, India and Pakistan, and sushi rice cultivated in the United States.
·       Vary your whole grains to minimize arsenic exposure—try whole wheat, amaranth, buckwheat, millet, polenta and grits.
·       Carefully read the labels of all food products: Rice, rice flour or brown rice syrup are in everything from gluten-free foods to teething biscuits.
High concentrations of arsenic in rice-based foods given to babies and children have led to recommendations to not give them rice drinks and to limit the number of servings of rice cereal. According to Consumer Reports, just one serving of rice cakes has close to a child's weekly limit, and one serving of rice cereal and rice pasta could put kids over the maximum amount.

Supreme Rice is being awarded the 2018 Business of the Year award. This honor will be bestowed on Supreme Rice during the Crowley Chamber of Commerce. The chamber says the recognition is being given because of Supreme Rice's contributions to the local economy. 
Other honorees include Chamber Board of Directors, Humanitarian of the Year Stella Guidry, and Acadia Parish's Outstanding Young Citizens. Tickets are required for this event. A banquet and dinner will begin at 7:00 p.m. A silent auction will also be held. 


Rice exports up 27pc to $1.57bln in Jul-Aprrts up


Rice exports rose 27 percent to $1.57 billion during the first 10 months of the current fiscal year as exporters pushed fresh cargoes to Indonesia, Kenya and other markets during the period, an industry official said on Wednesday.
Rice exports amounted to $1.23 billion during the corresponding period last year.
Rafique Suleman, senior vice chairman of Rice Exporters Association of Pakistan (Reap) said exports increased 15 percent to 3.22 million tons during the 10 months of the current fiscal year of 2017/18.
Suleman said exports of non-basmati rice to Indonesia increased during the period.
Local traders exported 50,000 tons of non-basmati rice to Indonesia during the July-April period. Kenya remained the largest buyer of Pakistani non-basmati rice, buying 323,000 tons of rice amounting to $118 million.
China was also one of the largest importers of Pakistani non-basmati rice. “By the end of April, we exported 274,000 tons of rice valuing $100 million (to China),” Suleman said.
He said demand for rice in the international market is increasing. The crop was good in terms of both quality and quantity this year, he added.
Reap senior vice chairman said the country has come out of the crisis of low exports, which was observed during the last three years.
“Value of rice export trade has been showing improvement due to the coordination of Reap office bearers with the Trade Development Authority of Pakistan and customs,” he said. “Reap members are putting in untiring efforts, and aggressive marketing to increase rice exports and to earn valuable foreign exchange.”
The industry official said rice exporters are making investments to install modern rice processing machinery and using value-addition technology.
Suleman said the association is sending trade delegations to various countries for rice marketing. “Last month a delegation came back after a successful visit to Iran, which is very lucrative and a potential market for basmati rice.”
Around 100,000 tons of rice has so far been exported to the neighbouring country during the current season.
Suleman said Government Trading Corporation of Iran has issued tenders for 20,000 tons of basmati, in which many Pakistani rice exporting companies would participate. He hoped that a handsome amount of foreign exchange would be fetched by Pakistani rice exporters.

Total rice inventory rises from last month’s level to 2.18 M MT

While the government still unable to refill its warehouses with cheap, subsidized rice, private traders across the country were able to boost their stocks, sending the country’s total rice inventory at a higher level in April compared to previous month.A data that Philippine Statistics Authority (PSA) released on Thursday showed that as of April 1, 2018, the country’s total rice stocks inventory was estimated at 2.18 million metric tons (MT).
This was 18.42 percent below last year’s inventory level of 2.68 million MT, but 28.59 percent higher than the previous month’s record of 1.69 million MT.
And then relative to March’s record, both stocks inventory level in households and in commercial warehouses actually grew by 25.04 percent and 43.56 percent, respectively.
Meanwhile, a drop in stocks level was still observed in state-run grains agency National Food Authority’s (NFA) depositories by 71.89 percent.
Of the current rice stock level, around 63.04 percent were from the households, 36.39 percent from commercial warehouses, and 0.56 percent from NFA depositories. The latter comprised about 79.69 percent of the imported rice.
Comparisons with last year’s rice stock levels showed a decrease of 4.50 percent in the households, 12.45 percent in commercial warehouses, and 96.26 percent in NFA depositories.
Right now, the NFA is trying to fast-track the importation of 250,000 MT of rice through an open tender scheme, which will be on top of the 250,000 MT worth of supply that the governments of Thailand and Vietnam are supposed to ship to us starting this month.
A separate report showed that during the first three months of the year, the country’s palay production grew by 4.61 percent this year. In Cagayan Valley, there were reports of early harvest from the second quarter to the first quarter as a result of higher trading price.
Most regions also had expansion in harvest areas because of the usage of high yielding varieties of seeds from the Rice Program Model Farm of the Department of Agriculture (DA), adequate irrigation water supply and sufficient rainfall during the planting period.
The increases in area harvested were also attributed to the financial assistance from the DA and Local Government Units (LGUs) such as the Production Loan Easy Access (PLEA), Special Assistance for Agricultural Development (SAAD) and Bottom-Up Budgeting Program (BUB) in MIMAROPA, Davao Region and SOCCSKSARGEN.
Meanwhile, the price of palay continued its uptrend with this year’s 10.19 percent increment due to higher buying price from traders.
Rice basmati softens on muted demand
New Delhi, May 12 () Rice basmati prices went down by Rs 100 per quintal at the wholesale grains market today owing to slackened demand. However, wheat edged up on increased offtake by flour mills. Traders said, besides easing demand from stockists, adequate stocks position on increased arrivals from producing belts mainly weighed on the rice basmati prices. Increased offtake by flour mills, however helped wheat prices to trade higher, they said. In the national capital, rice basmati common and Pusa-1121 variety fell by Rs 100 each to Rs 7,000-7,100 and Rs 6,300-6,400 per quintal, respectively. Non-basmati rice permal raw, wand, sela and IR-8 also settled lower at Rs 2,350-2,375, Rs 2,450-2,500, Rs 2,950-3,050 and Rs 2,000-2,025 from previous levels of Rs 2,375-2,400, Rs 2,475-2,525, Rs 3,050-3,150 and Rs 2,025-2,075 per quintal, respectively in line with rice basmati trend. On the other hand, wheat dara (for mills) rose by Rs 10 to Rs 1,760-1,765 per quintal. Atta chakki delivery followed suit and enquired higher by a similar margin to Rs 1,765-1,770 per 90 kg. Atta flour mills also edged up by Rs 10 to Rs 940-950 per 50 kg. ARLINGTON, VA -- The rice pretender war is heating up this spring as USA Rice is registering formal complaints and offering recommended fixes to purveyors of what the trade group terms "rice pretenders."

"Rice pretenders are food products that are marketed as rice, but contain no rice at all," explained Paul Galvani, chairman of the USA Rice Domestic Promotion Committee that is spearheading this effort for the industry.  "They are typically vegetable crumbles made to loosely resemble rice - which is fine.  What is not fine, is marketing these products as rice in an attempt to get one more sale by misleading or confusing consumers"

USA Rice sent formal complaints to several major supermarket chains; B&G Foods, owner of the Green Giant brand; and web-based recipe sites Yummly.com and Delish.com.

"We believe the way these 'rice pretenders' are being marketed, packaged, displayed, and sold trades on the good name, solid nutritional profile, and outstanding environmental record of U.S.-grown rice, intentionally creating consumer confusion that is doing harm to the U.S. rice industry," the letters to the retail sector reads.

The letter goes on to suggest the products should be called "crumbles," "minced," or "chopped," and be moved to the produce section where consumers would expect to find vegetables.

USA Rice has been tracking these products for some time and first brought their concerns to the U.S. Food & Drug Administration (FDA) and the U.S. Department of Agriculture (USDA) last year.

"We told them quite plainly that rice is a grain, not a shape, and we urged FDA to adopt a standard of identity for rice," Galvani said.  "The agencies agree with us on the merits but we have yet to see any formal action from them.  It could be as simple as FDA stating that they agree with the internationally scientific accepted definition of rice - 'whole or broken kernels from the Oryza sativa L. plant.'"

Earlier this year, the state of Arkansas, the number one rice-producing U.S. state, adopted a resolution that encourages the state and federal government to adopt a standard of identity for rice and offers a roadmap that could lead to enforceable regulations (see 
USA Rice Daily, March 21, 2018).

"When I discussed this issue with Secretary of Agriculture Sonny Perdue last November he told me that when he says 'rice' he knows just what he is thinking of - and it's real rice.  That's good, but as more of these pretenders keep popping up in the marketplace, 'knowing' isn't enough anymore.  We need to clearly define and protect," said Klein, USA Rice vice president of domestic promotion who signed the letters.

Klein said all of the letters acknowledge the important role recipe developers, retail outlets, and food manufacturers play in advancing U.S.-grown rice with consumers, but the letter requests accountability, transparency, and that steps be taken to avoid consumer confusion.

"We believe there is room in shopping carts for all of us, and while we recognize you have an obligation to sell products your customers want, and consumers should be allowed to purchase the food they desire - even rice pretender products - we want to ensure these choices are not made in error," the letter says.

Klein said his industry will continue to press the government for enforceable standards and monitor the marketplace and call out companies misusing the word "rice," and he asks for the public to send him examples they come across - of both proper and improper use of the word.

"I think there is a growing frustration amongst consumers who are tired of marketers trying to trick them," said Galvani.  "It doesn't strike me as a particularly good strategy to market your product that contains zero rice as a rice dish simply because you know how popular rice is.  Words matter and it's going to catch up with you.  If you're proud of your cauliflower crumbles, shout it from the rooftops - but don't shout my product's name and then sell the gathering crowd yours."

Sri Lanka exports 5.5-pct in Feb, imports strengthen

ECONOMYNEXT - Sri Lanka's exports grew 5.5 percent from a year earlier to 915.7 million US dollars in February 2018, while imports grew 22.8 percent to 1.97 billion US dollars, pointing to an economic recovery.

Sri Lanka has more imports than exports because, people in the country earn dollars from remittances and tourism which tends to widen the trade deficit, without putting pressure on the currency.

Meanwhile foreign direct investment, foreign investments in the stock market and bonds and government borrowings abroad, when spent within the domestic economy will also widen the trade gap, generating a deficit in the current account.

However if the central bank prints money, domestic spending will exceed all inflows, and the rupee will tend to fall, even if there are large inflows.

Industrial exports grew 6.6 percent to 703.2 million US dollars, with textiles and apparel growing 2.8 percent to 407 million US dollars. Rubber products grew 5.4 percent to 68.3 million US dollars.

Agricultural exports grew 0.6 percent to 206.1 million US dollars with tea up 3.8 percent to 118.2 million US dollars, while rubber and coconut fell. Seafood exports grew 3.9 percent to 19.5 million US dollars.

Petroleum re-exports rose 56.7 percent to 67.2 million US dollars.

Data also showed that gold imports rose to 111.9 million US dollars, indicating they were probably re-exported as well to India unofficially for a hefty profit, though the numbers are not captured officially.

The finance ministry has since slapped a 15 percent tax on gold, showing the strong ideology of Mercantilism that grips Sri Lanka's authorities and the weak grasp of economics.

Rice imports fell 34 percent to 23.5 million US dollars as domestic harvests came in. But consumer goods rose 28.7 percent probably pointing to an overall recovery in people's incomes.

Non-food consumer goods rose 41.7 percent to 276.5 million US dollars, with vehicle imports rising 117 percent to 121.5 million US dollars.

Home appliances rose 26.4 percent to 28.4 million US dollars.

Intermediate goods imports rose 20.8 percent to 1,096.3 million US dollars with fuel imports down 11.1 percent to 315.2 million US dollars.

Fertilizer imports soared 126 percent to 20.3 million US dollars. Investment goods rose 5.6 percent to 380.5 million US dollars.

The trade gap in February widened to 1,072 million US dollars from 743 million dollars a year earlier. Tourism earnings were estimated at 437 million US dollars.

Vietnamese rice prices soar to near 4-year high

Export prices for rice surged to a near four-year high in Vietnam this week due to strong demand, while slow buying interest put pressure on prices of Indian rice. The threat of floods also raised the prospect of Bangladesh stepping up purchases.Vietnam's 5% broken rice prices rose to US$455-$460 a tonne, their highest since August 2014, versus $445-$450 last week."Prices continue to rise on stronger demand and tight supplies," a Ho Chi Minh City-based trader said.

"The Philippines is expected to purchase another 250,000 tonnes in an open tender on May 22, after accepting 250,000-tonne offers from Vietnam and Thailand last week."Vietnam exported 721,379 metric tonnes of rice in April, up 9.5% from March, according to the government's official customs data.For the first four months of 2018, Vietnam's exports totalled 2.2 million tonnes, an increase of 24.3% from a year earlier, the General Department of Customs said.Rice export revenue in the January-April period rose 40.3% to $1.1 billion.In Thailand, prices of 5% broken rice rose slightly to $435-$445 a tonne, free on board (FOB) Bangkok, from $430-$445 last week, with traders attributing this to a deal with Philippines struck last week to supply 120,000 tonnes.Demand is still slow as the country expects ample supply from the harvest around the end of May or early June, traders said.Last week Thailand increased its rice export goal this year to 10 million tonnes, up from 9.5 million tonnes previously.The Thai Commerce Ministry last week said the country had exported 3.31 million tonnes of rice from the beginning of the year until mid-April, more than India and top competitor Vietnam.Prices for top exporter India's 5% broken parboiled variety fell by $5 to $407-$411 per tonne."Rupee depreciation is helping exporters to reduce prices.
Demand is also weak from Bangladesh and Africa," said an exporter based at Kakinada in the southern state of Andhra Pradesh.The rupee has fallen more than 5% so far in 2018, increasing exporters' margins from overseas sales.Meanwhile, the country's neighbour, Bangladesh, which emerged as a major buyer in 2017 after flood damage to crops, may require hefty imports as floods could hit the country again this year and pose a threat to crops, weather department officials said.Pre-monsoon rains, coupled with thunderstorms, are also hampering the harvesting of summer rice crops, according to officials from the Department of Agriculture Extension.

Hyderabad:Civil Supplies Commissioner Akun Sabharwal urged the Food Corporation of India (FCI) to earmark storage spaces for storing boiled rice and also have the rice unloaded in godowns.During a review meeting with FCI officials at the Civil Supplies office on Friday, Sabarwal asked the corporation to increase the number of godowns to meet the demand. He told the officials to focus on storage issues reported in Nizamabad and Kamareddy districts.
He said they kept a target of 39.1 lakh metric tonnes of paddy procurement, and to achieve this millers need to hand over 23.93 lakh metric tonnes of boiled rice. For this, storage space of 11 lakh metric tonnes to 12 lakh metric tonnes will be required. He requested FCI to provide it.
If every rice mill hands over 40 metric tonnes to FCI, the target can be reached, said Sabarwal, adding that rice millers need to submit custom milling rice to the government.

FPCCI Brand of the Year awards ceremony today
 KARACHI (INP): Federal Minister for Finance Dr Miftah Ismail will be the chief guest of the Brand of the Year awards distribution ceremony of Federation of Pakistan Chambers of Commerce and Industry (FPCCI) to be held at Grand Convention Marquee here on Saturday (today). “Without branding on Trade Mark Registration, the competitors will have no problem making copycats of what made the branding company popular and claim it for themselves. The competitors can carry the same or similar products if they won't be able to take the company’s style and originality away,” he added.
 Speakers call for plan of action to ensure sustainable rice production
ISLAMABAD (APP): The speakers at a seminar have said that rice was the staple food for more than half of the world population and a source of employment therefore the rice growers must have proper training to ensure sustainable high yield with less inputs. The seminar titled “Water Productivity and Sustainable Rice Production” was organised by Rice Partners (Pvt) Ltd (RPL) in collaboration with Helvetas Swiss Intercooperation and Mars food for rice millers in Lahore, says a statement received here on Friday. Additional Secretary Planning and Development, Agriculture Department, government of the Punjab, Dr Ghazanfar Ali Khan said this was time to support poor rice farmers to reduce their cost of production and increase yield of rice by adopting conservation agriculture techniques. Chief operating officer RPL Muhammad Ali Tariq said that Pakistan was at number seven among the most water scarce countries.
"We have to develop an action plan and implement it in true spirit so that the farmers could produce the rice with minimum us of water without any yield or quality penalty".
In the seminar, about 80 rice milers and officials from public and private sector including agriculture, NGOs, academia and media participated and shared their experiences.
The principles of sustainable rice production were highlighted by the speakers.
Project Manager RPL Zafar Iqbal said the RPL was promoting sustainable rice production and water productivity in rice value chain. "RPL has trained more than 12,000 farmers in sustainable agriculture, water productivity crop in rice value chain and crop management."
RPL contract farming programme helped the farmers a lot in terms of low cost on crop production, water efficiency in the rice cultivation and livelihoods of the farmers have been improved.
CEO Pakistan Agriculture Coalition, Dr Arif Nadeem said that that there was dire need to start a dialogue between all the rice stakeholders to design a pragmatic action plan for ensuring national rice food security and sustainability.
Country Director Helvetas Swiss Intercooperation, Dr Arjumand Nizami said presently irrigation system was being implementing through public private partnership due to inefficiency of public sector.
Chairman REAP Sami Ullah Naeem said that modern mechanical harvesting of basmati rice varieties at the premature stage is common, leading to increased post-harvest losses and infestation of microbial organisms in the paddy due to improper drying and storage facilities.
Country Director International Water Management Institute Dr Arif Anwar said that per capita water availability has dropped. Lack of 'happiness' hormone makes rice plants less attractive to insects

Inhibiting the production of the 'happiness' hormone – serotonin – in rice plants, increases their resistance to two of the world's most destructive and costly insect pests, new research has shown.
The study, published this week in Nature Plants, shows that by suppressing the production of serotonin, rice plants become more resistant to their two most serious predators – the brown plant-hopper and the striped stem borer.
Using gene editing techniques on rice plants to switch off the serotonin-producing gene, the team found the plants also produced higher levels of salicylic acid –  a chemical similar to aspirin.
Conversely, adding serotonin to the resistant rice led to a loss in insect resistance.
Important role played by serotonin in plant defence
Led by experts from Newcastle University, UK, and Zhejiang University, China, the team says these new findings demonstrate the important role that serotonin plays in plant defence and opens up new opportunities for breeding insect-resistant varieties of rice and other cereal crops.
Professor Angharad Gatehouse, co-author on the study and a Professor of invertebrate molecular biology at Newcastle University, explains:
"Recent research has suggested that, even though they lack a nervous system, plants are much more responsive to their surroundings than was previously thought.
"This example shows how the same chemicals that modify behaviour in animals can be used to regulate plant defenceagainst insect pests and is another reminder that all living organisms have more similarities than differences at a basic level."
Primary pests in rice crops
Rice is one of the world's most important foods and the brown plant-hopper and striped stem borer are the two most serious pests in rice production causing losses of billions of dollars.
The plant hopper is a sap-sucking pest, which transmits plant viruses, as well as causing "hopper burn" where blockage of the water-carrying vascular tissue causes plants to wilt and die causing significant yield loss.
The borer is a chewing insect which feeds on young plants causing 'dead hearts' and 'white heads' and again resulting in significant yield losses.
"Indiscriminate use of chemical pesticides has resulted in these two pests becoming increasingly difficult to control," explains Professor Gatehouse.
"The development of insect-resistant rice varieties is seen as a viable and ecologically sustainable approach for controlling these devastating insect pests."
Serotonin—mood regulator and appetite booster
Serotonin is ubiquitous across all forms of life and in mammals it is an important neurotransmitter.
In humans, serotonin helps to regulate mood, boost our appetite, regulate digestion and helps with sleep and memory.
In plants, serotonin is involved in growth and development, while in insects it is used to seek out resources and food.
Analysing the plant's response to insect attack, the team found both serotonin and salicylic acid were produced in response to an infestation but supressing serotonin production made the rice plants more pest-resistant.
And by disabling the gene responsible for making serotonin, the team were able to further increase levels of salicylic acid in the plant and increase its resistance.
