rice importer controlled by businessman Tan Sri Syed Mokhtar Al-Bukhary, said
there can be no guarantees that prices of rice will fall when the domestic rice
market is liberalised.
“Local and imported rice are currently under price control. I
don’t see how a price that is [already] controlled can go lower unless
something changes along the supply chain from the paddy to the miller and the
wholesaler,” its chief executive officer (CEO) Ismail Mohamed Yusoff told a
news conference yesterday.
“About 60% of the rice that we consume in the country at the
moment are produced by local farmers and the prices of local rice are
controlled. The current policy also states that prices of imported white rice,
which account for about 30% of the country’s rice consumption, cannot be
cheaper than local rice prices,” he noted.
Currently, the controlled price of paddy is RM1,200 per tonne,
SST5% local white rice is RM2.60 per kg and the price of imported white rice is
between RM2.80 and RM3.20 per kg.
On June 6, Agriculture and Agro-based Industry Minister
Salahuddin Ayub was reported as saying that the cabinet had agreed to end
Bernas’ long-standing monopoly to import rice into the country.
Salahuddin said the ending of Bernas’ monopoly can bring down
and keep prices of the staple under control as it will lead to a more open
market and healthy competition.
Ismail said, however, Bernas wants the government to ensure that
the welfare of farmers will continue to be prioritised and the supply and
availability of rice to consumers remain at stable and affordable prices.
On its impact on the group’s revenue, he said: “No, I cannot
speculate on the immediate impact on Bernas from this move. We have a contract
with the government that will last us until 2021 and I see Bernas as the only
party that can meet several of these [social] obligations for now.”
He pointed to Bernas’ existing single gatekeeper mechanism,
where in addition to safeguarding food security, it also maintains the quality
of local paddy harvest through grading processes, as well as that of imported
rice through quality surveyors.
“The single gatekeeper mechanism is for the benefits of farmers,
consumers and for the food security of the nation, and that’s always the
pillars of the paddy and rice industry.
“At the moment, all [the social obligations] are still intact
and if there are any changes or if you (the government) take out one element
from the single gatekeeper mechanism, which we have been practising for 45
years. You have to come out with a holistic approach to address the issue,” he
said.
Privatised in 2014, Bernas’ pre-tax profit grew 2.6% to RM133.39
million for the financial year ended Dec 31, 2016 (FY16) from RM130.05 million
in FY15, while revenue rose 2.8% to RM4.34 billion from RM4.23 billion.
Time to be a maverick?

ahead against sanctions may appear to be too risky a play here.
But there is another side of this
story as well. Pakistan’s oil import bill has been soaring with petrol prices
climbing higher and hitting the common man. This has reportedly resulted in a
surge in smuggled Iranian oil. On the other hand, Iran has a huge basmati rice
market which is largely serviced by India. Since India is in the United States
good books while Pakistan is in the doghouse, India will likely bend under US’s
pressure making room for Pakistan’s exports.
Sanctions may mean that Iran’s
oil is available at more competitive prices that international rates,
especially since the Iranian Rial is on a downward spiral. On the other hand,
Pakistan’s exports of rice can use a boost. Both ways, Pakistan’s current
account would benefit. Trump’s rhetoric of “do more” for Pakistan had belittled
the role and the sacrifices that the country has made for what is essentially
US’s war. In trying to be an ally, Pakistan has suffered. Situated next to oil
rich country with short transit routes has been a benefit that Pakistan has yet
to exploit. Maybe it is time to at least consider being a maverick.

Aging Plant Decides Physical Fate
of Destructive Insect

Biological production of higher
levels of glucose in host rice plants may decide the fate of a harmful plant
pest, mostly found in Asia, known as Nilaparvata lugens Stål, or the
brown planthopper.
Researchers from Washington State
University and China Jilian University have discovered the potential for a new
tool in fighting the most destructive rice pest via a biological, and
unintentional, defense mechanism of older, dying rice plants that affects the
insect’s growth.
“It has been difficult to
isolate environmental signals that influence insect morphology and behavior,”
Laura Lavine, professor in the Department of Entomology, said. “But it’s not
for the brown planthopper. The plant’s glucose level is the signal on whether
to stay or to go.”
The rice plant adapts in old age
by exuding less nutritional value and higher glucose levels to young insects,
ultimately shifting their wing span.
The additional production of
glucose in the plant causes the growth of longer wings that alters the
structure of their bodies when they are young, a structure that cannot be
altered when they become adults.
When the rice plant grows old and
loses its benefits, the young insects abandon the area and travel farther to
find better sources of food.
This biological mechanism in the
older plant alters the choice that the insect must make: If the insect grows
longer wings by consuming an older high-glucose rice plant, it can travel to
plants at longer distances and move away. If the insect grows shorter wings by
consuming a young low-glucose rice plant, it will grow shorter wings and stay
nearby to feed on the plant.
According to the researchers,
younger plants are better for growing insects since consumption results in
shorter wings (better chance of survival due to avoiding far-distance travel)
and larger ovaries in females (higher reproduction rates).
In some cases, making the right
decision results in life or death.
If the insect makes the wrong
decision, such as deciding to move away when it has short wings, or moving
away, even with longer wings, to find a better food source, there is a lower
chance of survival.
To potentially apply this
mechanism to a tool against this destructive insect, a reviewer of the paper
suggested injecting glucose into a young brown plant hopper to see if the same results
were found in the lab—and they were.
The researchers believe the
discovery of the rice plant’s ability to indirectly decide the fate of this
insect could act as a tool for fighting the pest by manipulating its wing
growth, and forcing it to fly away.
“The results from this study will
hopefully allow scientists a new way to figure out how to trick the brown
planthopper into developing into the wrong form so that they die before they
become pests,” Lavine said.
Simply injecting additional
glucose into the brown planthoppers sounds simple enough, and that’s exactly
what the researchers thought after having success in the lab.
“They developed long wings just
as if they had been feeding on the old plants,” Lavine said. “We were so
surprised it was that easy.”
The group’s surprising discovery could lead to a new tool that
would not only move these pests away from rice production, but also lessen the
threat of global food security and rice sustainability.

million more people by 2050, and that is going to be a significant challenge.
Nutrient deficiencies are already widespread in India today – 30 per cent or
more are anaemic – and many regions are chronically water-stressed, researchers
from Columbia University in the US said. Starting in the 1960s, a boom in rice
and wheat production helped reduce hunger throughout India.
This Green Revolution also took a
toll on the environment, increasing demands on
the water supply, greenhouse gas emissions, and pollution from fertilisers,
researchers said. “If we continue to go the route of rice and wheat, with
unsustainable resource use and increasing climate variability, it is unclear
how long we could keep that practice up,” said Kyle Davis from Columbia
University. “That is why we are thinking of ways to better align food security
and environmental goals,” said Davis, lead author on the study. The researchers
studied six major grains currently grown in India: rice, wheat, maize, sorghum,
and pearl and finger millet.
For each crop, they compared
yield, water use, and nutritional values such as calories, protein, iron, and
zinc. They found that rice is the least water-efficient cereal when it comes to
producing nutrients, and that wheat has been the main driver in increasing
irrigation stresses. The potential benefits of replacing rice with alternative
crops varied widely between different regions, depending on how much the crops
could rely on rainfall instead of irrigation.
However, the researchers found
that replacing rice with maize, finger millet, pearl millet, or sorghum could
reduce irrigation water demand by 33 per cent, while improving production of
iron by 27 per cent and zinc by 13 per cent. In some instances, those
improvements came with a slight reduction in the number of calories produced,
because rice has been bred to have higher yields per unit of land. In some
regions there is a tradeoff between water and land use efficiency, but Davis
thinks that with more attention from scientists, the alternative crops could
develop higher yields as well. For now, rice replacement is not a
one-size-fits-all solution, but something that should be evaluated on a
case-by-case basis for each district, Davis said.
The team, including Ashwini
Chhatre from the Indian School of Business, wants to study Indian food
preferences, to see if people would be willing to incorporate more of these
alternative cereals into their diets. “There are places around India where
these crops continue to be consumed in pretty large amounts and there were,
even more, a generation or two ago, so it is still within the cultural memory,”
Davis said.

Current estimates suggest the nation will have to feed nearly
400 million more people by 2050 – a significant undertaking given that it
already struggles with widespread malnutrition and lack of water.
The study conducted by an
international team of scientists aims to address two key targets of the
Indian government – to improve the nation’s nutrition and promote sustainable water use.
Currently, almost a third of India’s population are
anaemic, and huge swathes of the country are severely lacking in waster due to
heavy extraction for agricultural irrigation and less rain from recent
monsoons.
Indian diets are largely based on cereal crops, but the
scientists suggest that the currently favoured varieties are contributing to
the country’s problems.
"If we continue to go the route of rice and wheat, with
unsustainable resource use and increasing climate variability, it's unclear how
long we could keep that practice up," said Dr Kyle Davis, a Columbia
University scientist who led the research. "That's why we're thinking
of ways to better align food security and environmental goals."
The research team looked at six grains currently grown in India:
rice, wheat, maize, sorghum, and pearl and finger millet.

journal Science Advances, revealed that rice is the least water efficient cereal in

its high irrigation demands.
In addition, they looked at the nutrient value of crops for

Their results suggested that replacing the current standard
crops with maize, finger millet, pearl millet or sorghum would improve iron
production by over a quarter and zinc by around a tenth.
Much of India’s reliance on rice and wheat comes from the
so-called “green revolution” of the 1960s, a period in which the widespread
rollout of new agriculture technologies led to a massive boost in crop
production.
While these innovations played a significant role in reducing
widespread hunger across the region, they took their toll on the environment,
increasing greenhouse gas emissions and pollution.
Dr Davis said that while changing the dietary preferences of
over one billion people might be tricky, there are still regions where
alternative crops are consumed in “pretty large amounts”.
Some states are already pushing for more focus on these crops,
and the Indian government has dubbed 2018 the “Year of Millets”.
"If the government is able to get people more interested in
eating millets, the production will organically respond to that," said Dr
Davis. "If you have more demand, then people will pay a better price
for it, and farmers will be more willing to plant it."

In Trade Retaliation, Turkey Raises Import Tariffs on Rice

market information on the country's rapidly changing political and economic
environment.
Turkey faces strong inflation due to political insecurity as last month inflation here was at 15.4 percent, the highest experienced since October 2003. After elections concluded on June 24 with a victory for President Recep Tayyip Erdogan, the form of government became an imperial presidency, concentrating all powers in the hands of the president.
Overall economic implications of this power shift are yet to be seen although impact on the rice industry has been immediate. For the first half of 2018, the Turkish government had reduced import tariffs for all rice origins to ensure adequate domestic rice supply, however, starting July 1, import tariffs were raised back to original levels -- 34 percent for paddy, 26 percent for brown rice, and 45 percent for milled rice.
In addition, Turkey announced a retaliatory tariff of 25 percent on U.S. rice to be applied on top of "normal" tariff rates as a response to recent steel and aluminum tariffs imposed by the U.S. government.
Turkey has yet to import any U.S. rice in 2018 due to the relatively high price of U.S.-origin product compared to other origins present in the market including Greece, Russia, and Portugal, as well as low quality Chinese rice. Additional tariffs do not make the situation for local trade any easier.
In this challenging market environment, U.S. rice is still available on the shelves of Turkish retailers for now, and USA Rice continues to support sales through in-store promotions and media servicing.

Rice
export upbeat in first half
Hanoi (VNA) – Vietnam’s rice exports saw remarkable growth in the first six months of this year, with year-on-year increases of 24.6 percent in volume and 42.2 percent in value.
In June alone, the country shipped abroad about 604,000 tonnes of rice worth 317 million USD, raising the first half’s figures to 3.6 million tonnnes and 1.8 billion USD, respectively.
Vietnamese rice was sold at an average price of 505 USD per tonne in the first five months of the year, up 13.4 percent year-on-year.
China remained the country’s largest rice importer, making up 30 percent of the market share, with more than 844,000 tonnes valued at 449.4 million USD.
The value also increased in other markets like Iraq (25.7 times), Malaysia (2.8 times), the US (2.4 times), Hong Kong (China) (49 percent), the Philippines (37.9 percent) and Ghana (17.9 percent).
Notably, Vietnam’s rice exports to Indonesia rose 290.8 times in volume and 269.5 times in value against the same period last year to reach 596,058 tonnes and 280.04 million USD, accounting for 17.3 percent of the country’s total export turnover to Indonesia.
Truong Thanh Phong, advisor of Hong Kong-based Golden Resources Development International Limited, said rice production and exports during the period ran smoothly despites price fluctuations, benefiting farmers, businesses and the State.
Experts forecast that in the fourth quarter of 2018 and the first three months of 2019, rice demand will mainly come from the Philippines.
Apart from Indonesia and Malaysia, whose rice demands are expected to remain stable in the upcoming months, Bangladesh and Africa will be also promising markets for Vietnamese rice exporters.
Although China is busy dealing with a trade war with the US, the country still has to import rice to feed domestic demand. However, the volume is forecast to be lower than previous years.
Phong also predicted fierce price competition with Thailand from now to the end of this year, as the country has a bumper harvest this year and its currency saw strong devaluation.
According to the Department of Crop Production under the Ministry of Agriculture and Rural Development, Vietnam is expected to garner 23.3 million tonnes of rice in the remaining months of 2018, raising total output in the year to 43.9 million tonnes, representing a year-on-year rise of at least 1.2 million tonnes.-VNA

Iraqis want water from
Turkey as Baghdad bans farming summer crops amid drought

Iraq has
banned its farmers from
planting summer crops this year as the country
grapples with a crippling water shortage that shows few signs of abating.
Citing high temperatures and
insufficient rains, Dhafer Abdalla, an adviser to Iraq’s Ministry of
Water Resources, told The Associated Press that the country has only enough
water to irrigate half its farmland this summer.
But farmers fault the government
for failing to modernize how it manages water and irrigation, and they blame
neighboring Turkey for stopping up the Tigris and Euphrates rivers behind dams
it wants to keep building.
Water levels across these two
vital rivers - which together give Iraq its
ancient name, Mesopotamia, the land between the rivers - fell by over 60
percent in two decades, according to a 2012 report by the U.N.’s Food and
Agriculture Organization.
The orders against sowing rice,
corn, and other crops this summer came as a shock to the towns and villages in
the once fertile plains south of Baghdad, where the local economy depends on
farming. Nationwide, one in five Iraqis works in agriculture.
"I feel as though my very
existence has been shaken," said farmer Akeel Kamil as he surveyed his
barren fields in the village of Mishkhab.
His 100 dunams - about 25 acres -
last year produced 150 tons of Anbar rice, a strain particular to Iraq that is
prized for its gentle, floral aroma. This year, the pumps that would be
flooding his fields with water are silent, and the irrigation canal that runs
by his property is nearly empty.
Flood irrigation has been used in
the area for millennia, though FAO has warned of massive water wastage. It and
other organizations are calling on the Iraqi government to revamp its approach
to agriculture and promote more efficient methods including drip and spray
irrigation. Iraq’s Natural
Resources Ministry protests it does not have the budget to do that.
Farmers staged demonstrations
against the moratorium. In one instance, they forced the closure of a levee
along a branch of the Euphrates River to let the water levels rise for
irrigation.
They demand the government secure
more water from Turkey, fill the country’s reservoirs, and drill into the
nation’s aquifers.
"When we protested, no one
listened to us. Then we closed the levee, and the police came and the
politicians started calling us vandals. Is this how a government behaves with
its people?" said Mahdi al-Mhasen, a 48-year-old farmhand in Mishkhab.
The rumblings here will be heard
in Baghdad. South Iraq is the
popular base of the Shiite blocs that have led Iraqi governments since Saddam
Hussein was deposed in 2003. The rice belt hugs Najaf, Shiite Islam’s holiest
city, where theologians and politicians have powerful influence.
Grand Ayatollah Ali al-Sistani,
the highest Shiite authority in Iraq, castigated
lawmakers, telling the government it must help farmers and modernize irrigation
and agriculture.
In response to the pressure, the
government said it reversed its ban on rice farming. But Agriculture Ministry spokesman
Hameed al-Naief told the AP that only 5,000 dunams (1,236 acres) of irrigated
land could be allocated to the crop this summer, less than 3 percent of the
area permitted last year.
The impact of waning water
resources is clear around Mishkhab. Local divers and river patrols say their
branch of the Euphrates is far shallower than it was this time last year. Green
scum collects under bridges where the water has stagnated and fishing boats are
stranded on the river bed.
Earlier this summer, video on social
media showed the water levels of the Tigris River so low that Iraqis in Baghdad
were crossing it on foot.
About 70 percent of Iraq’s water
supplies flow in from upstream countries. Turkey is siphoning off an
ever-growing share of the Tigris and Euphrates to feed its growing population
in a warming climate. And it is building new dams that will further squeeze
water availability in Iraq.
Syria is expected to start
drawing more water off the Euphrates once it emerges from the yearslong civil
war.
Turkey started filling its giant
Ilisu Dam upstream in June, then paused the operation until July after pleas
from Baghdad. Iraq’s Water
Resources Ministry says it has enough water behind the Mosul Dam to guarantee
adequate flow for a year, but experts say the Ilisu could take up to three
years to fill, depending on rains.
The last moratorium on farming
rice came in 2009, but that year farmers were permitted to grow other crops to
shore up their income.
This year, there is no such
reprieve. Though it is OPEC’s third largest oil producer, Iraq, unlike Saudi
Arabia, does not distribute revenues to the general population.
Farmers in Mishkhab say they have
little to fall back on with the loss of the summer season’s income. Families
that depend on credit to cover their expenses during the growing season are
afraid their lenders - shop owners, mechanics, even friends - won’t lend to
them this year because they know the rice harvest has been cancelled.
"What will happen to our
lands?" asked Kamil, the 42-year-old farmer. "Should we leave them?
Should we move to the cities?"

Increase in paddy support price: Rice exporters concerned over
competitiveness in global market

A 13 per cent increase in MSP of
paddy has sent jitters among the non-basmati rice exporters, who fear that the
price rise will make the Indian cereal unviable in the global market and
threaten India’s position as the largest exporter of rice, they said.
“While we welcome the increase in
MSP for farmers, the government should also look at sustaining the growth in
rice exports,” said BV Krishna Rao, President of the Rice Exporters
Association.

Non-basmati shipments
Non-basmati rice shipments have
emerged as a major component of the Indian farm produce exports in recent years
helping the country to emerge as the largest exporter of the cereal.
Non-basmati rice exports stood at
8.6 million tonnes (mt) valued at $3 billion last year.
In the current financial year,
the shipments have maintained the growth trend with a weakening rupee aiding
the exports. As per the latest data from Apeda, non-basmati rice shipments have
grown 40 per cent in the first two months of current financial year at 1.43 mt
valued at $603 million (₹4,013 crore) over the
corresponding last year.
The non-basmati rice accounts for
around a fifth of the Apeda’s export basket in value terms.
Export markets
Of India’s total rice production
of 108 mt, the domestic consumption including the buffer stocks is estimated at
around 97-98 mt, while the rest is exported mainly to countries in Africa,
Bangladesh and Sri Lanka. Any slow-down in shipments will lead to accumulation
of stocks and may influence the prices, the exporters said.

Cambodia's first $15 million rice
storage and drying facility made its official debut on Tuesday, while three
other facilities are set to open later this week, according to insiders.
The Battambang province–based
rice storage facility, which is operated by Thanakea Srov (Kampuchea) Plc,
received a $15 million loan from the state-owned Rural Development Bank (RDB)
in early 2016.
The warehouse is set to be the
first privately owned centralised storage facility with a capacity to store
200,000 tonnes of wet paddy and process the drying of 3,000 tonnes of it a day.
Phou Puy, chairman of Thanakea
Srov, said that with the presence of the warehouse, good prices for farmers’
rice can be assured.
“From now on, we have enough
capacity to collect paddy from farmers and ensure the quality of milled rice
for buyers. Our farmers are no longer worried about market and price,” he said.
RDB also provided loans of $15
million to two other rice-milling companies, Khmer Food and Amru Rice, for the
construction of rice warehouses in Kampong Thom, Prey Veng and Takeo provinces.
Each facility will have the
capacity to store 50,000 tonnes of wet paddy and dry 1,500 tonnes of rice
daily.
The rice storage and drying
facilities will help boost the country’s exports as well as maintain the local
price of paddy, according to Song Saran, CEO of rice exporter Amru Rice.
Amru Rice, which received a loan
of $5 million from RDB late last year to build a rice storage facility on
25,000 square metres in Kampong Thom province, will launch the facility today.
Two other storage facilities in
Prey Veng and Takeo provinces owned by rice miller Khmer Food are to open on
Friday.
“I am confident we will be able
to reduce the flow of paddy to neighbouring countries in the coming season. Our
new rice facility will ensure that quality and standards are maintained."
“We will also be able to supply
rice for buyers on a longer term basis than before and boost rice exports this
year,” Song Saran said.
The Ministry of Agriculture in
May launched a $2.8 million, South Korea-backed rice storage facility in
Kampong Cham province.

will buy new- season common rice variety from domestic farmers by at least 13
percent, a source said, as the government looks to woo millions of farmers
ahead of general elections due early next year. The source did not give further
details.
The
government had fixed last year’s local rice purchase price for the common
variety at 1,550 rupees ($22.63) per 100 kilogrammes. Prime Minister Narendra
Modi’s government said in its February budget that it would buy crops at 1.5
times the cost of production, a major shift after keeping the so-called minimum
support price in low single digits over the past three years.Analysts and
economists have warned the move could help push up inflation, add to the fiscal
deficit and prompt India’s central bank to raise interest rates more steeply
than expected.

said Padiberas Nasional Bhd (Bernas) chief executive officer Ismail Mohamed
Yusoff said.
"If we are talking about
bringing the prices of rice down, which we think is at reasonable level
currently, this would also put risk to the paddy farmers’ welfare,” he told
reporters at a briefing here today.
Ismail reiterated that the
company is not monopolising the market but rather acting as the nation’s single
gatekeeper for the imports of rice.
Under the single gatekeeper
mechanism, which has been implemented since 1974, Bernas has continued to
ensure that the welfare of farmers is prioritised and the supply and
availability of rice to consumers remain at stable and affordable prices, he
said.
"In addition to safeguarding
food security, Bernas also maintain the quality of local paddy harvest through
grading processes, as well as that of imported rice through quality surveyors.
He said the single gatekeeping
mechanism is an important function to ensure that the local paddy and rice
industry is well protected.
“The single gatekeeping plays the
role of sole importer, focusing on ensuring that the price of imported rice is
not lower than local rice, among others.
“This guarantees the market for
local rice, and protects farmers’ welfare.
“Besides that, the mechanism also
ensured that the single gatekeeper imports rice regardless of international
prices - even if this means that import prices are high and unprofitable.
“In addition, the single
gatekeeper cannot import more rice as imports are to match and meet with local
demand and to complement local production,” he said.
Meanwhile, Ismail reiterated
support for the local paddy and rice industry by ensuring farming communities,
stakeholders and all consumers' interests are guaranteed over the decades.
“For over two decades, Bernas has
been responsible for maintaining food security - primarily by safeguarding
farmers’ income through ensuring the full take up of local rice production, and
consumer accessibility to rice at stable and affordable prices,” he said.
Ismail said the company is ready
to give full cooperation to the Ministry of Agriculture and Agro-Based
Industries and all industry stakeholders to determine the best operating model
which suits the local paddy and rice industry.
“We believe that Bernas’ current
system fulfill those requirements, and that the system works,” he said.

in the journal Science Advances, India will need to feed approximately 394
million more people by 2050, and that is going to be a significant challenge.
Nutrient deficiencies are already widespread in India today – 30 per cent or
more are anaemic – and many regions are chronically water-stressed, researchers
from Columbia University in the US said. Starting in the 1960s, a boom in rice
and wheat production helped reduce hunger throughout India.
This Green Revolution also took a
toll on the environment, increasing demands on the water supply, greenhouse gas
emissions, and pollution from fertilisers, researchers said. “If we continue to
go the route of rice and wheat, with unsustainable resource use and increasing
climate variability, it is unclear how long we could keep that practice up,”
said Kyle Davis from Columbia University. “That is why we are thinking of ways
to better align food security and environmental goals,” said Davis, lead author
on the study. The researchers studied six major grains currently grown in
India: rice, wheat, maize, sorghum, and pearl and finger millet.
For each crop, they compared
yield, water use, and nutritional values such as calories, protein, iron, and
zinc. They found that rice is the least water-efficient cereal when it comes to
producing nutrients, and that wheat has been the main driver in increasing
irrigation stresses. The potential benefits of replacing rice with alternative
crops varied widely between different regions, depending on how much the crops
could rely on rainfall instead of irrigation.
However, the researchers found
that replacing rice with maize, finger millet, pearl millet, or sorghum could
reduce irrigation water demand by 33 per cent, while improving production of
iron by 27 per cent and zinc by 13 per cent. In some instances, those
improvements came with a slight reduction in the number of calories produced,
because rice has been bred to have higher yields per unit of land. In some regions
there is a tradeoff between water and land use efficiency, but Davis thinks
that with more attention from scientists, the alternative crops could develop
higher yields as well. For now, rice replacement is not a one-size-fits-all
solution, but something that should be evaluated on a case-by-case basis for
each district, Davis said.
The team, including Ashwini
Chhatre from the Indian School of Business, wants to study Indian food
preferences, to see if people would be willing to incorporate more of these
alternative cereals into their diets. “There are places around India where
these crops continue to be consumed in pretty large amounts and there were,
even more, a generation or two ago, so it is still within the cultural memory,”
Davis said.

potential solution to India's growing
nutritional and water needs: replace rice with less thirsty, more nutrititious
cereals.
The study found that by replacing
the rice grown in each district with the grain that required the least water
for irrigation, India could decrease water demand by 33 percent while
increasing protein production by 1 percent, zinc production by 13 percent and
iron production by 27 percent.
An increase in rice and wheat
production beginning in the 1960s, known as the Green Revolution, helped feed
the subcontinent's growing population but had unforeseen environmental
consequences in the form of water demand, greenhouse gas emissions and
fertilizer pollution.
"If we continue to go the
route of rice and wheat, with unsustainable resource use and increasing climate
variability, it's unclear how long we could keep that practice up," study
lead author and Columbia University Earth Institute fellow Kyle Davis said in
an Earth Institute press release.
"That's why we're thinking of ways to better align food security and
environmental goals."
The findings come as India
suffers the "worst water crisis in its history,"
according to a government report published in June. The report found that
200,000 Indians die because of lack of water access each year, and the problem
will only grow worse. Demand will double supply by 2030 if nothing changes.
Agriculture has a role to play in the
current crisis, a Reuters feature published Thursday
reported. Farmers and wealthy Indians use so much groundwater that it has
plunged to record lows, the report found, according to Reuters. Current trends
indicate that 21 major cities, including New Delhi and Bengaluru, will run out
of groundwater by 2020.
Wednesday's study found that the
grains maize, finger millet, pearl millet or sorghum would be more water
efficient. Rice is the most water inefficient crop in terms of its nutritional
value, and wheat has contributed the most to an increase in irrigation demands,
the study found. Since the alternative grains packed in more of the nutrients
the researchers studied, switching to them could also help India feed an additional
394 million people by 2050. Thirty percent of people in India are currently
anemic, according to the Earth Institute, so increasing nutritional yields as
the population grows is crucial.
But Davis said he was not yet
ready to recommend that India switch cereals. First he said researchers needed
to conduct more studies taking into account the greenhouse gas emissions,
climate sensitivity and the labor and financial cost of each alternative crop,
according to the Earth Institute.
Climate-change altered rainfall patterns
are already contributing to the current water crisis.
Davis also wanted to study if
Indian farmers and consumers could be persuaded to switch to more water
efficient cereals. The country's Public Distribution System (PDS) currently
subsidizes rice and wheat, but Davis thought it could be persuaded to subsidize
millets or other grains instead if they were found to be a better option for
the country.
"If the government is able
to get people more interested in eating millets, the production will
organically respond to that," Davis told the Earth Institute. "If you
have more demand, then people will pay a better price for it, and farmers will
be more willing to plant it."

nutrition: experts tell India

ROME (Thomson Reuters Foundation) - Replacing rice with more
nutritious, less thirsty cereals could help India reduce hunger and chronic
water stress and improve nutrition, experts said.Planting maize, finger millet,
pearl millet or sorghum could reduce water demand by a third and increase iron
and zinc production in the world’s second most populous country, they said in a
study published in the journal Science Advances.Water in many parts of India is
under strain from irrigation to produce rice, the least water-efficient cereal
for the production of key nutrients.
The need to produce more nutritious cereals is urgent as India
faces a “significant challenge” in having to feed approximately 394 million
more people by 2050, the report said. The researchers studied six major grains
grown in India: rice, wheat, maize, sorghum, and pearl and finger millet. For
each crop, they compared yield, water use, and nutritional values such as calories,
protein, iron, and zinc. “There are alternative cereals that are high in
nutrients but in order to supply them, we need to produce more of them,” said
Ashwini Chhatre, associate professor at the Hyderabad-based Indian School of
Business and a co-author of the study.
Maize, finger millet,
pearl millet or sorghum are less harmful to the environment and already
produced in India but in smaller numbers, Chhatre told the Thomson Reuters
Foundation by phone, adding public investment could be channeled towards their
production.Ranked below North Korea in the 2017 Global Hunger Index, more than
half of women in India are anemic - a condition usually caused by a lack of
iron.Government data also shows about 39 percent of children suffer from
chronic undernutrition and around 42.5 percent are underweight.Some crops, like
millets and sorghum, were part of the traditional diet, but the government’s
heavy subsidies for rice and wheat had influenced production and dietary
choices away from these nutrient-rich alternatives, said the study.
India, the world’s top rice exporter, is expected to produce 109
million metric tonnes of rice in 2018-19 from 43.5 million hectares of land,
according to the United States Department of Agriculture.In Punjab state in
India’s north, the government is already looking to replace rice with maize due
to water shortages, said B.M. Prasanna of the International Maize and Wheat
Improvement Center (CIMMYT).“Maize consumes at least 40 to 50 percent less
water compared to rice,” said Prasanna, Kenya-based director of CIMMYT’s maize
program who was not involved in the study.Rice consumption per person in some
other parts of Asia, such as Taiwan, Hong Kong, Japan and South Korean has
dropped between 41 percent to more than two-thirds in the past decades, data
from the United Nations’ Food and Agriculture Organisation (FAO) shows.

Starting in the 1960s, a Green Revolution in India led to a boom
in rice and wheat production and that helped reduce hunger - but it meant
demands on the water supply and pollution from fertilizer.When Indians have
embraced modern technology more recently, pollution from fertilizer has gone
down, but rice takes a lot of water. And "natural" rice is not great
nutritionally. Nutrient deficiencies are already widespread in India today--30
percent or more are anemic--and many regions are chronically
water-stressed.
But it doesn't have to be that way. By comparing yield, water use, and nutritional values such as calories, protein, iron, and zinc of six major grains currently grown in India (rice, wheat, maize, sorghum, and pearl and finger millet) researchers in a new analysis found that found that rice is the least water-efficient cereal when it comes to producing nutrients.

India needs to switch crops to
feed quickly growing population
Researchers are looking at ways
to revitalize the agriculture industry so that crops are sustainable in their
water use and continue to provide enough nutrients and food as demand continues
to grow with population.
India is a country that already
deals with severe nutrient deficiencies and 30 percent or
more of its citizens are anemic.
Water shortages and drier and
drier monsoon seasons are also causing problems with water and crop shortages
and by 2050, India is expected have 394 million more people to feed.
A new study conducted by
researchers from Columbia University examined ways to replace
wheat and rice with other more nutrient-rich crops to see if it would impact
water use and food demand.
In the 1960s, India experienced a
green revolution and a boom in rice and wheat production helped reduce hunger
but the increase in crops and agriculture also increased water use and
greenhouse gas emissions.
The truth is that wheat and rice
simply aren’t sustainable crops for India at this time as climate change and
population increases continue to take hold.
The Indian government is working
to reduce malnourishment while improving water use and the new study examined
ways to make this possible.
“If we continue to go the route
of rice and wheat, with unsustainable resource use and increasing climate
variability, it’s unclear how long we could keep that practice up,” said Kyle
Davis, the lead author of the new study. “That’s why we’re thinking of ways to
better align food security and environmental goals.”
For the study, the researchers
reviewed data on six major grain crops in India: rice, wheat, maize, sorghum,
pearl millet, and finger millet.
Each crop’s water use and nutritional
values were then analyzed and compared to see if any crops could be reduced or
replaced.
As rice and wheat are the least
sustainable when it comes to water use and the nutrients they provide, the
researchers found that if rice was instead replaced with maize or millet it
would have a significant positive impact.
The results show that replacing
rice crops could reduce water demand by 33 percent and increase nutrient
production or iron by 27 percent.
Both replacing crops and working
with genetic modification to increase calories and nutrients of the crops grown
would help lessen malnourishment and food shortages.
More research is needed before
India makes any widespread policy changes, but the study shows that
sustainable, nutrient-rich crops are a possibility for India in the future.
“If the government is able to get
people more interested in eating millets, the production will organically
respond to that,” said Davis. “If you have more demand, then people will pay a
better price for it, and farmers will be more willing to plant it.”

partners with IRRI to find other uses for rice straw

The government partnered with the
International Rice Research Institute (Irri) for a two-year project that aims
to develop technologies using rice straw as part of efforts to improve the
income of Filipino farmers.
The Philippine Rice Research
Institute, Philippine Carabao Center, and the Irri launched the Sustainable
Rice Straw Management for Bioenergy, Food, and Feed in the Philippines program
for localized and sustainable rice straw management solutions in the country.
“It is very exciting to see how
we are taking further steps, through strong collaboration with our Philippine
partners, to find ways to manage rice by-products, for optimal resource-use
efficiency in farms in the most environmentally sustainable manner. This is
very crucial for us to achieve a sustainable impact in rice–based ecosystems,”
Jon Hellin, Irri platform leader on Sustainable Impact, said in a statement.
There is a perceived “poor value”
on rice straw in the Philippines because of its difficulty in collection and
lack of opportunities to be used as an additional source of income, according
to the Irri.
Although the profusion of rice
straw can be used for profiting like mushroom production, composting and using
it as feed for animals, about 60 percent to 80 percent of rice straw is burned
in the open fields by farmers for easier management, the Irri said.
This method of rice straw
management, according to the Irri, contributes to greenhouse-gas emission and
air pollution.“We must create incentives for farmers to stop burning and to do
this under the umbrella of enabling legislative framework,” Hellin said.
The two-year public-private
partnership program is funded by the Bureau of Agricultural Research.

Food Science's "Arkansas Food Industries and Culinary Traditions"
summer course.
FAYETTEVILLE, Ark. – Students from all around Arkansas and the
world will spend two weeks in Fayetteville this month studying Arkansas’ food
industry and culinary traditions.
The Department of Food Science in the Dale Bumpers College of
Agricultural, Food and Life Sciences at the University of Arkansas is
organizing the international “short course.” It will highlight the importance
of the area’s regional food industry and food culture. Topics and speakers
range from major international companies to unique small niche home-grown
businesses.
From July 9-20, students will have sessions on topics such as
food product innovation, sensory testing, fermented food and beverages, the art
and science of coffee brewing, coffee flavor chemistry and sensory analysis,
rice processing and small fruit breeding.
Students will take part in hands-on sauerkraut production,
multiple cooking demonstrations, rice milling demonstrations and small group
workshops.
“The purpose is to broaden the cultural and professional
experience of food science students from all over,” said Andrew Proctor,
University Professor of food science. “These annual courses integrate student’s
academic education with the real-life food business operations of a specific
geographical region.”
Five students from Austria (Graz Technical University), one from
Belgium (University of Ghent) and one from Switzerland (Zurich University of
Applied Science) have enrolled in the two-week course, along with four students
from the U of A and two from Fresno State University in California.
“The courses allow students from different nationalities to
interact in a classroom, social and professional environments,” said Proctor.
“We are focusing on Northwest Arkansas, but also visiting the rice
industry of the Delta region.”
The course, Arkansas Food Industries and Culinary Traditions, is
part of a strategy to develop relationships with key international partners in
research, education and industry outreach, Proctor said. He and food science
professor Luke Howard developed research collaborations with Graz TU, and
Proctor taught two summer classes in Austria last year as part of the first
summer program in the partnership.
In addition to the international students, three instructors
from Austria are among the presenters and speakers, including Erich Leiter, an
internationally recognized chef and professor. Leiter is an expert in consumer
trends, a flavor chemist, sensory science expert and Bumpers College’s key
partner at Graz TU. Proctor and Leiter worked together when Proctor served as a
Fulbright-Austria NAWI Graz Visiting Professor in Natural Sciences in 2015.
Leiter visited the U of A the following semester, and was struck by the
similarity and subtle differences in the food industry and culture between the
Styria region of Austria and the Ozark region of Arkansas.
The program was developed by Proctor and Jean-Francois
Meullenet, former department head and now associate vice president for
agriculture–research with the U of A System Division of Agriculture.
“This short course helps highlight Northwest Arkansas as a
center of interest for food science professionals,” said Proctor. “It increases
our profile at Graz Technical University and promotes our international
standing. Our department may be developing a model for others to follow as we
synergistically engage with key international partners. The focus is on
‘relationships’ rather than ‘programs.’ The programs then develop from these
relationships.”
Sessions will be led by various speakers, including Brian Davis,
Simmons Foods; Jessica Sossamon, Tyson Discovery Center; and Stephen O’Brien,
Walmart Innovation Center.
Tours include visits to Walmart’s Innovation Center, Tyson’s
Discovery Center, Onyx Coffee Lab in Rogers, Fossil Cove microbrewery, Moniker
Ferments, the Rice Research and Extension Center in Stuttgart, supermarket
visits (Harps, Sam’s Club, Whole Foods) as part of a consumer trends study,
Post Familie Vineyards in Altus, Fruit Research Station in Clarksville,
Fayetteville Farmers Market and Brightwater Center for the Study of Food in
Bentonville.

Janoo and Yahya Polani join PTI

KARACHI: The Pakistan Tehreek-e-Insaf (PTI) on Wednesday announced that
former chairman of Rice Exporters Association of Pakistan (REAP) Abdul Rahim
Janoo and ex-chairman Travel Agents Association of Pakistan Yahya Polani have
joined the party.
The announcement was decided at a
breakfast hosted at Janoo’s house in honour of PTI Chairman Imran Khan, who is
currently on a two-day election campaign in Karachi.
On the occasion, Janoo and Polani
said that currently, PTI is the only political party that realises the issues
faced by Pakistanis.
Furthermore, Janoo and Polani
expressed their complete confidence in PTI’s leadership, vowing to strengthen
the party in the metropolis.
They said that no stone will be
left unturned to remove the grievances of the people, especially the citizens
of Karachi, after winning the elections.
