Navigating the EU tariff regime
U.S.-EU Trade Rapprochement - Anything There for Rice?

WASHINGTON, DC -- Increasingly tense trade talk from both sides of the Atlantic took a sharp turn last week following a meeting here between President Donald Trump and EU Commission President Jean-Claude Junker.  The two issued a joint statement following their July 25 meeting agreeing, among other things, "...to work together toward zero tariffs, zero non-tariff barriers, and zero subsidies on non-auto industrial goods."  The agreement put a halt for now to an escalation of retaliatory tariffs from both sides stemming from U.S. import duties on steel and aluminum, and threatened duties on car imports.

"Last week's statement is good news for both parties as the focus shifts to the negotiating table," said Bobby Hanks, chairman of the USA Rice International Trade Policy Committee and a Louisiana rice miller.  "What's lacking is any mention of agriculture and the need to remove serious market access barriers for rice.  Europe was once a 300,000 metric ton market for the U.S., but that's dropped to around 55,000 tons and the EU's discriminatory import duties on rice keep us at this low level.  We were hit again on June 20 when the EU imposed an additional 25 percent duty on imports of U.S. milled and broken rice in response to U.S. actions on steel and aluminum."

The bottom dropped out of the EU market for U.S. exporters following the Liberty Link contamination of 2006 and the resulting EU regulatory overreach that allowed competitors to displace U.S. rice.  By the time the dust settled and EU consumers were again ready to consider U.S. rice, U.S. exporters faced a market increasingly dominated by milled rice imports, rising competition from duty-free rice from least developed countries under the EU's Everything But Arms trade concession, and prohibitively high duties on U.S. milled rice.

"The EU's rice tariffs are a maze of concessions based on country of origin and different rice types and forms, and access ranges from zero-duty tariff rate quotas to duties as high as $206 per ton for milled rice," said USA Rice COO Bob Cummings.  "Apart from a duty-free TRQ for about 38,000 tons for milled rice, any rice shipped to the EU pays either a $258 per-ton duty for milled rice that includes the extra 25 percent retaliation, or a smaller duty on brown rice.  Demand for brown rice is much reduced, so we are competing with a heavy handicap and it's very hard to make any headway."

"We appreciate President Trump's commitment to better trade with the EU.  USA Rice has been working for years to improve our situation in Europe, but the EU has held fast against any accommodation," said Hanks.  "We look to the Trump Administration to make progress, and to include a full discussion of the EU's discriminatory and distorting import duties on rice in any trade negotiation.  The U.S. has one of the most open rice import markets of any major rice producer and exporter and we call for the same treatment in the EU."

The title alone makes me hungry but the music inside feeds my soul. Earlier this year Orleans Records released Fried Rice & Chicken from long time New Orleans bluesman Little Freddie King. Continuing in the tradition of his father Jesse James Martin and cousin Lightnin’ Hopkins, Little Freddie King’s no-frills attack is a godsend for those craving electric blues that’s scratchy, coarse and dirty…the way the blues always used to be.
King may have adopted a stage name that calls to mind the late Texas Cannonball but his guitar attack sometimes comes off as a grittier version of another King: B.B. It’s refreshingly honest, riding on passion and not old, tired licks. Like the original Freddie though, he’s just as apt to reel off a blues instrumental and let his guitar do all the talking. like “Cleo’s Back” (featured in the Tom Hanks film Extremely Loud & Incredibly Close), the “Tequila”-like “The Great Chinese” and even Freddie King’s classic “Hide Away.”
When King does sing, his blues drawl is in the rugged rural style of Little Walter and Jimmie Reed, but it’s clear he loves playing the guitar more; even when performing the Ray Charles’ classic “What’d I Say,” there’s a whole lot of guitar taking up space where some of that singing might go.
Not that anyone would be apt to complain. Rightfully called “one of the last great country blues players” (Allmusic.com), it’s small wonder that with his original, engaging style, Little Freddie King has been a long time favorite at New Orleans’ Jazz & Heritage Festival every spring. If you hadn’t been to the Jazz Fest yet and discovered one of the city’s hidden blues treasures, Fried Rice & Chicken is a perfect way to get acquainted with him.

DOF optimistic on rice tariff passage to lower inflation

The Department of Finance (DOF) is optimistic that Congress will adhere to President Rodrigo R. Duterte’s appeal to pass the rice tarrification bill as soon as possible to ease the increases in consumer prices and bring down costs of Filipinos’ stable food.

Dominguez III said that the proposed liberalization of rice imports will bring down the prices of rice by as much as P7 per kilo that would ultimately slowdown than the country’s inflation rate.Dominguez said liberalizing rice imports through the passage into law of the rice tariffication bill now pending in the Congress is vital in helping low-income households cope with inflation, given that rice accounts for 20 percent of their consumption.“Along with a national ID system, the passage of the rice tariffication bill will complement the social mitigation measures we are implementing now to further ease the impact of inflation on poor households,” Dominguez said.The House of Representatives appropriations committee has already approved the funding provision for the consolidated version of its rice tariffication bill.The counterpart version of the bill in the Senate is still being discussed at the committee level.Based on estimates by the Bangko Sentral ng Pilipinas (BSP), allowing cheap rice imports with tariffs will immediately lower the inflation rate by 0.4 percentage points.
In his third State of the Nation Address (SONA), the President said rice tariffication was among the long-term solutions that the government is working on to lower inflation, provide farmers with additional resources and reduce rice prices by up to P7 a kilo.“We need to switch from the current quota system in importing rice to a tariff system where rice can be imported more freely,” the President said in his July 23 SONA. “I ask Congress to prioritize this crucial reform, which I have certified as urgent today.”

Safety nets for rice farmers

President Rodrigo Duterte’s call on Congress to pass the Rice Tariffication bill in compliance with our commitments to the World Trade Organization (WTO) will help moderate the inflation rate and encourage the agriculture sector to become more competitive.
Rice accounts for a big part of the inflation basket of goods and services. It is also one of the biggest expenditure items among average Filipino households. The proposal is to lift the quantitative restriction on rice imports, as we committed to the WTO, and replace it with a 35-percent tariff rate or higher that will allow the private traders to import the commodity from other rice-producing countries to augment domestic supply. The tightness in domestic supply is what is causing prices to soar in the past two years.
This will also help abolish the rice cartels that dictate the domestic prices of the staple, and remove from the state-run National Food Authority the monopoly of rice supply. President Duterte himself warned against “rice hoarders, cartels and their protectors” who were causing artificial shortage of rice to cause prices to go up.
I believe prices, especially those of rice, will start to come down after the government imported more rice. A stable and adequate supply of rice, without a single entity controlling it, is seen resulting in more affordable prices, which would be beneficial to Filipino consumers, according to government agencies.
The bill will amend Republic Act (RA) No. 8178 or the Agricultural Tariffication Act of 1996. “We need to switch from the current quota system in importing rice to a tariff system where rice can be imported freely,” President Duterte said in his State-of-the-Nation Address, as he asked Congress to prioritize the urgent reform measure.
National Economic and Development Authority (Neda) Director-General Ernesto Pernia said the Rice Tarrification bill will make our agriculture sector more competitive in the long term. He said that in the short term, the headline inflation rate would go down by one percentage point if the domestic wholesale rice market matches the level of imported rice.
In its own estimate, the Bangko Sentral ng Pilipinas claimed that allowing cheap rice imports with tariffs would ease inflation rate by 0.4 percentage point.

However, opening the domestic rice market to imports will naturally affect the livelihood of millions of Filipino rice farmers. Many subsistent rice farmers lack the capital to buy mechanized farm tools, procure hybrid seeds or apply fertilizers and pesticides. They are at the mercy of traders who buy their produce below market rates, and the farmers are forced to bite the predatory rates charged by loan sharks.
Rice is also very dependent on rain. Farms that are not connected to irrigation systems could only produce rice once a year, instead of the three harvest periods made possible by modern techniques. This means more irrigation systems are needed to expand the country’s rice production areas.
A farmer who harvests rice only once a year from a one-hectare plot that is not connected to an irrigation system and who lacks access to mechanized farming techniques will find it hard to earn enough for his family’s daily needs. What if a typhoon hits the farm during the harvest season?
In low-rice productivity areas and places where irrigation is absent, it would be more prudent for farmers to switch to more financially rewarding crops such as coffee, cacao, peanut, corn, fruits and vegetables.
Forcing the Filipino farmers to become more competitive and bringing down the prices of their harvest to the levels of Vietnamese or Thai rice would require government support or subsidy.
Rice produced by Vietnam and Thailand are cheaper because farmers in these countries are supported by their respective governments and they are mechanized. There is a need to upgrade the skills of Filipino farmers and provide them with better equipment to raise their yield and enable them to compete at the international level.
A government subsidy is needed to improve rice productivity. Such subsidy should help farmers mechanize their techniques, procure higher-yielding rice varieties and give them access to irrigation all-year-round.
To support the family’s daily needs and send their children to school, a rice farmer should be able to harvest at least 6 metric tons (120 sacks) of rice per hectare, three times a year. At present, the average yield per hectare in the Philippines is below 4 metric tons. However, some Filipino farmers using modern techniques have reported production of over 10 metric tons per hectare.
This means Filipino farmers could compete with their Asean counterparts if they have the tools they need and support from the government. In short, Filipino farmers need safety nets in the form of government subsidy so they can provide adequate and affordable food for the growing Philippine population.

She said the Se­nate’s ver­sion of the bill has the needed reme­dies for the sec­tor once the tar­iff sys­tem is im­posed, in­clud­ing the P10-bil­lion rice com­pet­i­tive en­hance­ment fund for farm­ers and the pro­vi­sion man­dat­ing the Bureau of Cus­toms (BoC) to im­ple­ment the na­tional sin­gle win­dow sys­tem to pre­vent rice smug­gling.
“We will pass the rice tar­if­fi­ca­tion ( bill),” she said.

The sowing of rice — the primary kharif crop — seems to have been hit with monsoon rains playing truant with many eastern States and Uttar Pradesh.
According to government data released for the week on Friday, the acreage under rice cultivation is nearly 28 lakh hectares (lh) — about 12 per cent lower than the year-ago period.
Sowing for all kharif crops stands at 738 lh, which is nearly 7 per cent lower than the 798 lh covered in the same week last year, the release from the Ministry of Agriculture showed.
Rice cultivation was nearly 50 per cent lower than the normal for the week in Bihar and Jharkhand; the shortfall for West Bengal was 40 per cent and for Uttar Pradesh, 20 per cent. Among States that have reported better rice acreage are Madhya Pradesh, Andhra Pradesh and Telangana.
“There is nothing to be concerned about. We have the whole of August to make up. Even otherwise, many parts in these States have started getting rains in the last 1-2 days which will help sowing,” said Agriculture Secretary SK Pattanayak.
 Planting of pulses improved substantially over the previous week, but acreage was lower than the year-ago period. The cultivation of urad, whose acreage at 27.45 lh is nearly 17 per cent less than last year’s fugures, seems to be an area of concern. The acreage under moong and arhar nearly matches last year’s numbers, and is better than what is normal for the year.
With soya bean leading the way, oilseeds cultivation, at 141 lh, is looking up, with the acreage being only 1 per cent lower than last year.Cotton sowing, at 102.5 lh, is close to what is normal for the week, while that of coarse cereals falls behind by 8 per cent. According to Pattanayak, bajra cultivation, which is about 19 per cent lower, will pick up momentum as it the crop would command better minimum support price this season.

Basmati rice export witnesses 19pc growth

ISLAMABAD - About 520,759 metric tons of basmati rice worth US$ 540.231 million were exported during the period from July-June, 2017-18 as against the exports of 496,263 metric tons valuing US$ 453.441 million of Corresponding period of last year.
During the period under review, the exports of basmati rice witnessed 19.14 percent growth when the quantity was compared with the same period of last year, according the data of Pakistan Bureau of Statistics.
Meanwhile about 4.106 million tons of rice worth US$ 2.073 billion had been exported during 12 months of last financial year as compared the exports of 3.523 million tons valuing US$ 1.606 billion of the corresponding period of last years, registering 26.78 percent growth during the period under review.
During the period from July-June, the country earned US$ 1.496 billion by exporting rice other then basmati as about 3.585 million tons of other rice exported as against the exports of 3.053 million tons worth US$ 1.153 billion of same period last year.
It may be recalled that food group exports from the country recorded about 29.28 percent growth as country earned US$ 4.797 billion exporting different food commodities, which were recorded at US$ 3.711 billion in the same period of last year.
The other commodities which recorded positive growth in their exports during the period under review included fish and fish products by 14.57 percent, fruits and vegetables by 5.8 percent and 30.56 percent respectively.
During the period under review fish and fish products worth US$ 451.026 million, fruit and vegetables US$ 400.237 million and 241.426 million respectively were exported.
On the other hand country spent US$ 6.185 billion on the import of food during last financial year, which was recorded at US$ 6.143 billion during the same period of last year, showing an increase of 0.68 percent, the data added.
During last year country consumed about 183,321 metric tons of tea costing US$ 551.881 million as compared the 194.833 metric tons and US$ 523.790 million of same period of last year.
