Guyana to Implement Rice-Marketing Plan to
Improve Output and Reduce Production Costs, Says Minister

The government of Guyana is planning to implement a
rice-marketing plan, which aims at improving productivity, reducing production
costs, enhancing operational efficiency in rice mills and development of
value-added products for export, local sources quoted the Agriculture Minister.
The Minister told local sources that rice is an import staple in
the country contributing to about 61% of agricultural GDP and supporting at
least 10% of the population as well as the highest foreign exchange earning
product (accounting for about 21.3% of export earnings) in Guyana. The
country's per capita rice consumption is estimated at around 50 kilograms, said
the Minister.
He noted that the country's milled rice output more than doubled
to around 635,238 tons in 2014 from around 298,125 tons in 2007. However, some
challenges such as lack of drying, storage and marketing facilities as well as
good agricultural practices, including compliance of millers and
energy-efficient management at rice mills, have been hindering the development
of the country's rice sector.
The Minister said the country produced about 360,325 tons of
rice in the spring crop of 2-15, of which about 326,278 tons were exported. He
also added that the government is striving hard to explore new markets for rice
especially after losing the PetroCaribe deal with Venezuela.Guyana produced
around 633,000 tons of rice in 2014, up about 18% from around 535,212 tons from
2013; and exported around 501,208 tons of rice in 2014, up about 27% from
around 394,000 tons exported in 2013, according to the Agriculture Minister.
The Caribbean nation aims to produce about 618,000 tons of milled rice and
export around 521,000 tons in 2015.USDA estimates Guyana to produce 650,000
tons of milled rice in the MY 2015-16 (January 2015 - December 2015) and export
about 520,000 tons.

The government of Liberia has
invited tenders from eligible and qualified Liberian owned businesses for the
supply of Dry Ration (rice) during 2015-16, according to a statement by the
Ministry of National Defense (MoD).Bidding will be conducted through the
National Competitive Bidding (NCB) procedures.Bidding applications began on
August 18, 2015 and September 9 is the last date for submission of bids.

Chicago rough rice futures for Sep delivery settled 25.5 cents
per cwt (about $6 per ton) lower at $11.395 per cwt (about $251 per ton). The
other grains finished the day with mixed results; Soybeans closed about 1.7%
lower at $8.7400 per bushel; wheat finished about 0.8% higher at $5.0800 per
bushel, and corn finished the day about 0.9% higher at $3.8050 per bushel.U.S.
stocks plummeted on Monday, following a renewed rout in global markets, under
severe pressure from continued fears of slowing growth in China spilling over
internationally. Trading in stocks and exchange-traded funds was paused more
than 1,200 times on Monday, Dow Jones said, citing exchanges. Such pauses total
single digits on a normal day, the report said.
An increase or decline of five percent or more triggers a
five-minute pause in trading, Dow Jones said. The Dow Jones industrial average
traded about 300 points lower after falling as much as 1,089 points, its
biggest intraday swing in history. During the first 90 minutes of trade, the
index traveled more than 3,000 points in down and up moves. The major averages
came sharply off lows in midday trade, with the Nasdaq off less than half a
percent after earlier falling 8.8%. Apple reversed losses to briefly jump more
than 2%.Stock index futures for several major indices fell several percentage
points before the open to hit limit down levels. Overseas, European stocks
plunged, with the STOXX Europe 600 down more than 5%, while the Shanghai
Composite dropped 8.5%, its greatest one-day drop since 2007. The Dow Jones
industrial average traded down about 129 points, or 0.79%, at 16,332. The
S&P 500 traded down 19 points, or 0.99%, at 1,951, with energy leading most
sectors lower and the tech sector briefly attempting gains. The Nasdaq
Composite traded down 19 points, or 0.41%, at 4,686. Gold is trading about 0.5%
lower, crude oil is seen trading about 3.8% lower, and the U.S. dollar is seen
trading about 1.5% lower about 2:45pm Chicago time.

contracts traded, up from 1,579 contracts traded on Thursday. Open interest –
the number of contracts outstanding – on Friday increased by 358 contracts to
10,827.

The U.S. cash market was weaker today falling in sympathy with
the futures market and equities worldwide despite news that the Iraqi Grain
Board issued a tender for at least 30,000 tons of long grain white rice.Analysts
note that the IGB will accept offers from either U.S., Uruguayan, Argentine,
Brazilian, or Indian origin and that offers will need to be submitted no later
than September 6th and must remain valid through September 10th.
In the meantime, the USDA estimates that as of August 23rd,
94% of the crop had headed which was 1% ahead of this time last year and
4% ahead of the previous 5-year average. As of now, the USDA estimates that 97%
of the rice crop in Arkansas had headed compared to , 85% in California, 99% in
Louisiana, 97% in Mississippi, 84% in Missouri, and 100% in Texas.
The USDA estimates that 18% of the crop had harvest which
was 8% ahead of this time last year and 2% ahead of the previous 5-year
average. As of now, the USDA estimates that 6% of the rice crop in Arkansas had
been harvested compared to , 0% in California, 75% in Louisiana, 10% in
Mississippi, 0% in Missouri, and 55% in Texas.
The USDA estimates that 66% percent of the crop is in good to
excellent condition, which was 2% worse than week and 8% worse this time last
year. As of now, the USDA estimates that 68% of the crop in Arkansas is in good
to excellent condition compared to, 70% in California, 61% in Louisiana, 80% in
Mississippi, 63% in Missouri, and 52% in Texas.Meanwhile, the Iraqi Grain Board
issued a tender for at least 30,000 tons of long grain white rice of either

Rice Plants in Indian State of Punjab Show
Signs of Sheath Blast, Say Experts

Agricultural experts are warning farmers in the Indian state of
Punjab about the appearance of sheath blast in the on-going kharif rice crop
(June - December) across the state, according to local sources. The current
rainy season is conducive for spreading of the disease, they said.
"The reports regarding the incidence of sheath blight
disease on rice have been received from various parts of Punjab," the
Department Head of Plant and Pathology at the Punjab Agricultural University
(PAU) was quoted.
He noted that they have observed initial symptoms of irregular
greyish green lesions with purple margins on the lower leaf sheath just above
the water level. The disease in affected plants will spread upwards under
favorable weather conditions thereby affecting the entire plant and yield, he
said.
Both basmati and non-basmati rice crops are understood to be
affected by the disease. State Agricultural Officers have advised farmers to
spray their crop with the 200 millilitres of Tilt 25 EC fungicide to curb the
spread of the disease. They also stressed on the need for respraying the same
fungicide after fifteen days. The officers advised the farmers to use can type
nozzle for spraying the fungicide.Punjab is one of the major rice growing
states in India and accounts for about 11% of the country's total rice
production. In this kharif season, total paddy acreage in Punjab has reportedly
reached about 2.8 million hectares.
Iraq Seeks to Purchase 30,000 Tons of Rice in
International Tenders

Iraq has invited international
tenders to purchase about 30,000 tons of rice from the U.S., Uruguay,
Argentina, Brazil and India, Bloomberg quoted a statement from the Iraq's Trade
Ministry.
Last date for submitting bids is
September 6, 2015 and offers remain valid till September 10, 2015.

Vietnam rice sellers lowered
their quotes for 5% broken rice and Jasmine rice by about $5 per ton each to
around $325-$335 per ton and $455-$465 respectively. India rice sellers lowered
their quotes for 25% broken rice by about $5 per ton to around $335-$345 per
ton. Pakistan rice sellers lowered their quotes for 5% broken rice and 25%
broken rice by about $5 per ton and $10 per ton to around $325-$335 per ton and
$295-$305 per ton, respectively. Thailand rice sellers kept their quotes
unchanged today.

around $360 - $370 per ton, about $35 per ton premium on Vietnam 5% rice
shown at around $325 - $335 per ton, down about $5 per ton from Friday. India

Taiwan Promotes Rice as Nutrient Rich and Less
Processed Food

The Agriculture and Food Agency of Taiwan is promoting the use
of rice as a nutrient rich food compared to wheat and flour, according to
Borneo Bulletin.
The Agency noted that more number of Taiwanese have shifted to
low carbohydrate food sources like wheat and flour as the content of starch in
rice makes them fat. In the process, they have increased consumption of western
foods, which have led to higher levels of obesity in the country as they are
rich in oil and sugar.
Their changing food habits have led to a reduction in the
country's rice consumption by over half in the last three decades, said the
Agency. Taiwan's per capita rice consumption fell to around 45 kilograms in
2011 from around 98 kilograms in 1981, according to the Agency.
The Agency noted that eating rice is better as it is richer in
nutrients and more natural than wheat and flour as well as is less processed.
USDA estimates Taiwan's rice consumption at around 1.25 million
tons in MY 2015-16 (January - December 2015), down from around 1.285 million
tons in MY 2014-15 and around 1.3 million tons in MY 2013-14 and MY 2012-13.
