Bangladesh Researchers Develop New Transgenic Saline-Tolerant Rice Varieties to Boost Production in Coastal Belt

A team of Bangladeshi researchers led by Professor Zeba Islam Seraj of Dhaka University developed four transgenic saline-tolerant rice varieties, which are capable of producing 50% higher yield than the saline-tolerant varieties currently used, according to Daily Star.
The researchers infused a particular pea gene 'helicase' that contains  into four high yielding rice varieties (HYVs) BRRI Dhan-28, BRRI Dhan-29, BRRI Dhan-36 and BRRI Dhan-47. They procured 'helicase' from the International Center for Genetic Engineering and Biotechnology (ICGEB) and then using Agrobacterium as carrier infused the salt-tolerance vigour into home-grown rice variety Binnatoa. Then the researchers crossed the helicase-infused Binnatoa with the four selected HYVs.
Agrobacterium is an important material in genetic engineering as it is capable of transferring organism's genetic information between itself and plants.
The team is initially focussing on two transgenic varieties derived from BRRI Dhan-28 and BRRI Dhan-47 as they are considered to have higher yield potential and higher resistance to salinity. The team leader told local sources that the two rice varieties would be put on confined trials inside BRRI's transgenic greenhouse followed by field trials once they receive permission from the biosafety regulators. She noted that the farmers can have the transgenic rice for cultivations in two to three years, provided the trials are successful.
"There are salinity level up to 15/16 decisiemens per metre in coastal regions but even if we can cover 50% of the moderate salinity-prone farmland under transgenic rice, the country's rice productivity would have a significant boost," she said.
The Agriculture Minister noted that the new rice breeds that could withstand salinity would support the government's policy of promoting Boro in the southern coastal regions and rain-fed Aman and Aus in the northern regions. 

Brazil Rice Stocks Decline Slightly to 124,777 Tons in August 2015

Brazil rice stocks stood at around 124,777 tons in August 2015, slightly down from around 127,785 tons in July 2015 and down about 77% from around 538,747 tons in August 2014, according to the country's national grain supplying agency Conab.
According to Conab, rice stocks with the Selling Option Contract of Agricultural Products (OPCAO) the Federal Government Acquisition (AGF) remained unchanged from last month's level of 72,558 tons and 52,213 tons respectively. They were down about 78% and about 75% respectively from their year-ago levels of 326,607 tons and 211,201 tons. Rice stocks with farmers (Agricultural Familiar) stood at around 6 tons in August 2015, down 57% from around 14 tons in July 2015 and down about 99% from around 939 tons in August 2014.
In August 2015, Brazil’s National Grains Supply Company (Conab) has forecasted the country's 2014-15 paddy rice production at around 12.432 million tons (around 8.45 million tons, basis milled), up about 2.6% from around 12.121 million tons (around 8.24 million tons, basis milled) in 2013-14, and slightly down from its July forecast of around 12.499 million tons.

China May Sign Rice Import Agreement with U.S. Shortly

China has agreed to open its rice import market to the U.S. rice and is likely to sign an agreement with the U.S. government shortly, a move that would end more than a decade long negotiations, according to Politico.
The China's General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) reportedly informed the U.S. Department of Agriculture that it would sign a proposal that establishes the phytosanitary or pest control rules necessary to allow U.S. rice into China. Though the timing of the deal is still not clear, the U.S. rice industry representatives are optimistic about the development.
"We're confident that we're in the very final phase of all of this and it appears that we'll have a signed protocol before the end of September," the President of the U.S. Rice Producers Association was quoted. Sources say the deal would be finalized during the Chinese Premier's visit to the U.S. later this month.
The USDA sent its latest phytosanitary protocol to China last month but the U.S. rice sector was not confident whether the Chinese government would accept the proposal. The U.S. government has for a long time refused the Chinese demand to label the shipments based in the varieties of rice included in the blends of grain. The U.S. has been maintaining that a phytosanitary deal concerns about plant pest and disease safeguards and not labelling issues. However, the USDA agreed to inform the Chinese government about any kind of pests and beetles detected in the U.S. mills.
China originally agreed to import at least 2.7 million tons of U.S. rice when it joined the World Trade Organization (WTO) in 2001. But several issues have been hindering a deal between the two countries.
USDA forecasts China to import about 4.4 million tons of rice in 2015-16, up about 10% from around 4 million tons in 2014-15.

Vietnam Rice Exports Decline 10% y/y to 3.818 Million Tons in First Eight Months of 2015

Vietnam exported about 3.818 million tons of rice in first eight months of 2015, down about 10% from about 4.26 million tons of rice exported during same time last year, according to data from the Vietnam Food Association (VFA). The average rice export price so far in this year stands at about $417 per ton (FOB), down about 3% per ton from about $431 per ton recorded during same last year.
In August, 2015, Vietnam exported about 517,060 tons of rice, down about 18% from about 627,089 tons rice exported in August 2014, and down about 12% from about 589,323 tons rice exported in July 2015. The average export price in August stands at about $434 per ton, up about 1% per ton from a year ago and up about 8% per ton from a month ago.

Large Undisposed Stocks Suppressing Prices in Pakistan, Says FAO-SUPARCO Report

In the August Crop Monitoring System Bulletin, the National Space Agency of Pakistan (SUPARCO) and UN’s Food and Agriculture Organization (FAO) report that this year's monsoon in Pakistan has been turbulent with ensuing floods in Chitral and downstream Indus basin. Due to this around 48,300 hectares of paddy fields have been inundated.
The report says the sowing of kharif rice crop has been completed. Generally, the availability of fertilizers was satisfactory but irrigation water supply was lower by about 7.96% over last year. It also says that lack of proper marketing has led to increased stocks and lower prices last year. This year's harvest that is expected during October/November is expected to further depress prices leading to problems to farmers. The government is urged to take remedial measure to address this issue. Export price of Pakistan 5% rice is currently quoted at around $320 per ton, down about 26% from around $435 per ton last year.
The Federal Committee on Agriculture (FCA) has reportedly fixed the 2015- 16 (July - June) milled rice production target at around 6.902 million tons (around 10.21 million tons, basis paddy) from around 2.836 million hectares. It is targeting an yield of around 2.434 tons per hectare in 2015-16.
USDA estimates Pakistan's MY 2014-15 (November - October) milled rice production to increase about 3% to around 6.9 million tons (around 10.35 million tons, basis paddy) from around 6.7 million tons (around 10.051 million tons, basis paddy) last year.

Iraq Extends Deadline to Buy At least 30,000 Tons of Rice Until September 14, 2015

The Iraq Trade Ministry has extended deadline to buy at least 30,000 tons of rice in international tenders from the U.S., Uruguay, Argentina, Brazil and India until September 14, 2015, according to Bloomberg.
The Ministry initially set September 6, 2015 as deadline to receive bids with offers having to remain valid until September 10, 2015.
However, it did not make any purchases due to high prices. India offered three bids of $537 per ton, $538 per ton and $539 per ton (c&f basis) for 50,000 tons of IR-64 grade rice; the U.S. offered a bid of $559 per ton (c&f); Argentina offered a bid of $547 per ton (c&f), Uruguay offered a bid at $549 per ton (c&f); and Brazil reportedly did not make any offer, according to the European traders.

Oryza Afternoon Recap - Chicago Rough Rice Futures Rally as Bullish USDA S&D Report Sends US Grains Higher

Chicago rough rice futures for Nov delivery settled 16 cents per cwt (about $4 per ton) higher at $12.830 per cwt (about $283 per ton). The other grains finished the day higher after the release of a supportive USDA S&D report; Soybeans closed about 0.1% higher at $8.7425 per bushel; wheat finished about 1.4% higher at $4.8450 per bushel, and corn finished the day about 3.4% higher at $3.8700 per bushel.
U.S. stocks traded in a range Friday, as investors eyed declines in oil prices and remained uncertain ahead of the key Federal Reserve meeting next week. The major averages held mostly lower in early afternoon trade, with only the Dow Jones industrial average trying for slight gains. Investors are mixed over whether the Federal Open Market Committee will raise rates at its meeting next Wednesday and Thursday. In Europe, the pan-European STOXX 600 index closed down about 1%, with investors also looking to next week's Fed decision. In Asia, the Shanghai Composite Index closed 0.08% higher, while the Nikkei was down 0.19%.In midday trade, the Dow Jones industrial average traded up 6 points, or 0.04%, at 16,337. The S&P 500 traded down 3 points, or 0.16%, at 1,949, with consumer discretionary leading five sectors higher and energy the greatest laggard. The Nasdaq traded down 5 points, or 0.10%, at 4,791. Gold is trading about 0.6% lower, crude oil is seen trading about 1.9% lower, and the U.S. dollar is seen trading about 0.3% lower about  1:00pm Chicago time.

Thursday, there were 1,172 contracts traded, up from 1,229 contracts traded on Wednesday. Open interest – the number of contracts outstanding – on Thursday increased by 80 contracts to 10,070. India 2015-16 Main Paddy Rice Sowing Slightly Ahead of Last Year Despite El Nino Concerns

Total area planting to India's 2015-16 Kharif (main) rice crop (June - December) is continuing to be ahead of the last year planting despite concerns of weaker rains in the second half of the monsoon season (August-September). Total rice planted area stood at around 36.841 million hectares as of September 11, 2015, slightly up from around 36.651 million hectares planted during the same time last year, according to a press release by the Agriculture Ministry.
The Indian Meteorological Department (IMD) has forecast a 16% deficit in the rainfall during the second half (August-September) of the monsoon season (June-September). While August rainfall was estimated at 10% below normal, the September is expected to witness a higher deficit. A likely drought-inducing El Nino this year is expected to lower production prospects in India this year. The IMD has forecasted the El Nino pattern to reach to moderate to a strong one during the monsoon season (June – September).
The government of India estimates 2014-15 rice production to decline about 2% y/y to around 104.8 million tons due to below average rains during the kharif main rice crop planting process (June - September 2014) in many key rice growing areas and unseasonal rains and hailstorms during February and March 2015. If monsoons play a havoc this year also, production would decline for second consecutive year leading to price hikes.
Global rice prices are expected to increase by 10-20% as El Nino is likely to dampen production prospects in Asian countries, including India, Thailand, Indonesia and the Philippines.
The total Kharif crop sown area stands at 101.2 million hectares as on September 11, 2015, up about 1.77% from around 99.44 million hectares during the same period last year, according to the Agriculture Ministry.

Philippines Rice Stocks Continue to Decline for Third Consecutive Month

The Philippines rice stocks have declined for third consecutive month in August 2015 after increasing in April and May, according to the Bureau of Agricultural Statistics (BAS).
Total rice stocks in the Philippines as of August 1, 2015 stood at around 2.24 million tons, down about 13% from around 2.57 million tons recorded in July 2015, and up about 30% from around 1.72 million tons recorded during the same period last year.
According to the BAS, household stocks (which account for about 32.7% of total rice stocks in the country) stood at around 730,000 tons as of August 1, 2015, up about 4% from year-ago levels of around 700,000 tons. Commercial warehouse rice stocks (which account for about 31.9% of total stocks) have reached around 720,000 tons as of August 1, 2015, up about 24% from their year-ago levels of around 580,000 tons. The rice stocks with the National Food Authority (NFA) (which account for 35.4% of total stocks) stood at around 790,000 tons, up about 80% from around 440,000 tons recorded in August 2014.
Month-on-month, household rice stocks are down about 23%, commercial warehouse rice stocks are down about 14% and NFA rice stocks - in which about 91.5% are imported rice - are up about 2.5%, according to the BAS.
The BAS says that the Philippines' rice stocks as of August 1, 2015 are enough to last for 66 days (household stocks are enough for 22 days, commercial warehouses stocks are enough for 21 days and stocks with NFA are enough for 23 days).

Myanmar Decides to Resume Rice Exports, Says Commerce Minister

The government of Myanmar has decided to lift the temporary ban on exports, which was imposed in early August to overcome food shortages and price hikes following widespread flooding, and resume rice exports, local sources quoted the Commerce Minister.
The Minister reportedly announced the decision to resume exports at the annual meeting of the Union of Myanmar Federation of Chambers and Industry on September 9.
He noted that the decision to resume exports has been taken after evaluating the recovery from flood damage in growing areas. “Rice has been re-planted in some areas and after we calculated the effect of the flooding, we decided to re-open the market to exports,” he said.
The Vice Chairman of the Myanmar Rice Federation (MRF) noted that the temporary suspension of exports would reduce the 2015-16 (April - March) rice exports by over 400,000 tons. Prior to the flood crisis, the MRF had been expecting the country to export about 2 million tons of rice in 2015-16, up from about 1.8 million tons exported in 2014-15.

Oryza Overnight Recap – Chicago Rough Rice Futures Higher Overnight as Traders Brace for USDA S&D Update

Chicago rough rice futures for Nov delivery are currently paused 7 cents per cwt (about $2 per ton) higher at $12.740 per cwt (about $281 per ton) ahead of floor trading in Chicago. The other grains are seen trading mostly higher ahead of early morning action; soybeans are currently seen trading about 0.3% higher, wheat is listed about 0.1% lower and corn is currently noted about 0.1% higher.
U.S. stock index futures indicated a lower open on Friday with traders cautious about next week's meeting of the U.S. Federal Reserve and wary of any attempts by the market to rally. The Fed will meet on September 16 and 17, with the timing of the U.S. central bank's first rate hike in nine years a continued source of debate in the markets. In Europe, the pan-European STOXX 600 index was down about 1%, with investors also looking to next week's decision.
In Asia, the Shanghai Composite Index closed 0.08% higher, while the Nikkei was down 0.19%.Futures extended losses slightly after the Producer Price Index (PPI) for August came in unchanged, mildly beating expectations for a 0.1% decline. The core PPI was up 0.7% in the 12 months through August. The only other major economic data due is consumer sentiment, scheduled for release at 10 a.m. Gold is currently trading about 0.4% lower, crude oil is seen trading about 3.1% lower, and the U.S. dollar is currently trading about 0.1% higher at 8:15am Chicago time.

Oryza U.S. Rough Rice Recap - Prices Firm after USDA Cuts Production Forecast

The U.S. cash market continued its charge higher today after the USDA released a friendly WASDE report for U.S. rice.
The USDA cut their old crop long grain ending stocks by 2.6 million cwt (117,934 tons) pegging it at 26.5 million cwt (1.20 million tons). The USDA also cut their 2015/2016 long grain production estimate by 17.5 million cwt (793,787.59 tons) pegging it at 131.5 million cwt (5.96 million tons) on account of decreased acreage and lower field yields.
The decreases in long grain production were partially offset by cutting long grain domestic use by 6.0 million cwt (272,156 tons) and long grain exports by 10.0 million cwt (453,593 tons). In the end, the USDA cut their 2015/2016 long grain ending stocks figure by 4.1 million cwt (185,973 tons) pegging it at 23.0 million cwt (1.04 million tons). The USDA also increased their average on farm price for long grain paddy from $11.50-12.50 per cwt ($254-$276 per ton) to $12.80-$13.80 per cwt ($282-$304 per ton).
In the meantime, the USDA reported that cumulative net export sales for the week that ended on September 3rd, totaled 93,400 tons, an increase of 41% from the previous week.
Increases were reported for the following destinations including: 30,000 tons to Venezuela, 25,600 ton to South Korea, 15,600 tons to Mexico, 12,000 tons to Japan, and 6,400 tons to El Salvador including 3,000 tons switched from unknown destinations while decreases of 7,300 tons were reported for unknown destinations.
U.S. rice exporters shipped 95,400 tons, a decrease of 39% from the previous week, with the primary destinations including: 30,000 tons to Venezuela, 27,900 tons to Panama, 13,500 tons to Mexico, 10,100 tons to Haiti, and 4,400 tons to South Korea.

Oryza Weekly: Philippines Tender A Sliver of Hope for Global Rice Prices

The Oryza White Rice Index (WRI), a weighted average of global white rice export quotes, ended the week at about $391 per ton, down about $1 per ton from a week ago, down about $7 per ton from a month ago and down about $80 per ton from a year ago.
Thailand
Thailand 5% broken rice is today shown at about $345 per ton, down about $10 per ton from a week ago, down about $25 per ton from a month ago and down about $85 per ton from a year ago.
Rice exports increased sharply in July 2015 after declining about 27% m/m in June.  Thailand has exported about 734,947 tons of rice in July, an increase of about 7% from June but about 22% less than in July 2014.
The latest rice auction conducted by the Thai government received a lukewarm response from traders.
Thailand’s National Rice Policy Committee has instructed authorities in 51 provinces to carry out inspections of about 13.5 million tons of rice stored in 1,800 warehouses around the country.
Vietnam
Vietnam 5% broken rice is today shown at about $325 per ton, down about $5 per ton from a week ago,  down about $20 per ton from month ago and down about $125 per ton from a year ago.
During the period January 1 – August 27, Vietnam exported about 3.626 million tons of rice, a decrease of about 15% from the first eight months of 2014.
Vietnam’s rice exports to Africa declined sharply in July due to a decline in export demand and stiff competition from India and Thailand.  Vietnam exported 70,819 tons of rice to Africa in July (about 12% of its total exports that month).
The USDA Post has lowered its estimates for Vietnam’s 2015 rice exports to 6 million tons, a decrease of about 10% from USDA’s official estimate and a decrease of about 5% from last year’s exports.
Cambodia 5% broken rice is today shown at about $425 per ton, down about $10 per ton from a week and a month ago, and down about $45 per ton from a year ago. In the first eight months of 2015, Cambodia has exported about 342,136 tons of milled rice, an increase of about 46% from the same period last year. Meanwhile, rice exporters in Cambodia have expressed concern that Cambodia may not bid for the Philippines tender for 750,000 tons as they cannot compete with Thailand and Vietnam exporters on price.
India

The government plans to involve private players in 2015-16 rice procurement operations for the 2015-16 kharif marketing season (October-September) in some eastern states in order to improve efficiency in transportation, packaging, and storage facilities.
Indian basmati rice exporters are concerned of oversupply of stocks from the kharif 2014 crop, falling prices and lower demand head of the harvest of the kharif 2015 crop.
Rice stocks in the central pool stood at about 16.313 million tons as of September 1, a decrease of about 25% from the same period last year.

The U.S. has reportedly dominated Turkey rice imports during the first six months of 2015, with U.S. rice constituting 34% of total rice imports during that period.

Other Markets

Italy’s rice exports to non-EU nations during the first week of 2015-16 crop year (September-August) are about half what they were at this time last year, reaching only 1,195 tons.

Temperature Fluctuations to Lower Prospects for U.S. 2015 Rice Production

Higher night temperatures in the southern part of the U.S. coupled with cloudy weather in other regions is likely to lower the U.S. 2015 rice production by about 10-20% compared to last year, according to Bloomberg.
While rice crops in Mississippi and Arkansas were impacted by hot night temperatures in July, crops in Louisiana were impacted by cloudy skies during the growing season. Nearly 35% the crop has been harvested across the five rice growing states as of September 6. “We feel that the crop is going to be a smaller crop,” said the President of the U.S. Rice Producers Association.
Experts are particularly concerned about the yields in Arkansas, the largest rice producing state in the U.S. The President of the U.S. Rice Producers Association noted that though the harvest activities are progressing well in Arkansas, problems associated with temperature are still having effect on the crop. On the other hand California, the second largest rice producing in the U.S. is enduring an extended drought and lower water supplies. While Arkansas produces long-grain rice, California produces medium grain and short grain rice.
USDA estimates the U.S. 2015-16 (August - July) production to decline by about 7.2% y/y to around 9.3 million tons. It estimates harvested area to decline about 6.2% y/y to around 1.096 million hectares. The yield is likely to be at record 8.66 tons per hectare, according to the USDA.
Domestic rice prices are said to have increased yield and quality concerns, said a market analyst at VantageRM in Austin, Texas.

Thailand Rice Sellers Lower Some of Their Quotes; India Rice Sellers Increase Some of Their Quotes

Thailand rice sellers lowered their quotes for parboiled rice by about $5 per ton to around $345-$355 per ton today. India rice sellers increased their quotes for 5% broken rice by about $10 per ton to around $375-$385 per ton and increased their quotes for parboiled rice by about $5 per ton to around $360-$370 per ton. Vietnam and Pakistan rice sellers kept their quotes mostly unchanged today.                                                                                                                  
5% Broken Rice
Thailand 5% rice is indicated at around $340 - $350 per ton, about $20 per ton premium on Vietnam 5% rice shown at around $320 - $330 per ton. India 5% rice is indicated at around $375 - $385 per ton, up about $10 per ton from yesterday and about $60 per ton premium on Pakistan 5% rice shown at around $315 - $325 per ton.
25% Broken Rice
Thailand 25% rice is shown at around $330 - $340 per ton, about $15 per ton premium on Vietnam 25% rice shown at around $315- $325 per ton. India 25% rice is indicated at around $340 - $350 per ton, about $50 per ton premium on Pakistan 25% rice shown at around $290 - $300 per ton.
Parboiled Rice
Thailand parboiled rice is indicated at around $345 - $355 per ton, down about $5 per ton from yesterday. India parboiled rice is indicated at around $360- $370 per ton, up about $5 per ton from yesterday and about $55 per ton discount to Pakistan parboiled rice last shown at around $415 - $425 per ton.                                                                                                          
100% Broken Rice
Thailand broken rice, A1 Super, is indicated at around $305 - $315 per ton, about $5 per ton from premium on Vietnam 100% broken rice shown at around $300 - $310 per ton. India's 100% broken rice is shown at around $300 - $310 per ton, about $25 per ton premium on Pakistan broken sortexed rice shown at around $275 - $285 per ton.
