Iraq Again Extends Deadline to Buy At least 30,000 Tons of Rice Until September 17, 2015

The Iraq Trade Ministry has again extended deadline to buy at least 30,000
tons of rice in international tenders from the U.S., Uruguay, Argentina, Brazil
and India until September 17, 2015, according to Reuters.
The Ministry extended the deadline to a tender, for which it initially set
September 6, 2015 as deadline to receive bids with offers having to remain
valid until September 10, 2015, to September 14, 2015.
It did not make any purchases due to high prices. India offered three bids
of $537 per ton, $538 per ton and $539 per ton (c&f basis) for 50,000 tons
of IR-64 grade rice; the U.S. offered a bid of $559 per ton (c&f);
Argentina offered a bid of $547 per ton (c&f), Uruguay offered a bid at
$549 per ton (c&f); and Brazil reportedly did not make any offer, according
to the European traders.
Government of Pakistan Urged to Conduct Rice Cooking Competitions to Promote Exports

The President of the Union of Small and Medium Enterprises (UNISAME) has
urged the Chief Executive Officer (CEO) of the Trade Development Authority of
Pakistan (TDAP) to arrange biryani festivals and cooking competitions at
Pakistan Embassies and Consulates in foreign countries to promote white and
parboiled basmati rice, according to a press release on the UNISAME website.
The UNISAME official noted that Pakistan's basmati, super basmati as well
as other varieties of rice such as 1121, 386 and C9 have a good reputation in
Europe, Middle East and Far East. He noted that since Pakistani exporters lag
behind promoting exports abroad, TDAP should take the lead and popularize the
superiority of Pakistani rice varieties in various countries. He also suggested
that members of the Rice Exporters Association of Pakistan (REAP) to join with
TDAP to make the events more successful.
He noted that competitions could be conducted for various rice dishes such
as pulao, biryani, fried rice, in Chinese sweet dishes like Zardah, Kheer
(porridges), firni, and bread (chappati).

Italy Hosts Sixth International Congress of World Association of Agronomists

The Sixth International Congress of the World Association of Agronomists
(WAA) has begun in Milan rice expo on September 14, 2015 and will continue till
September 18, 2015, according to local sources.
The WAA Congress will focus on the theme "Food and Identity".
Members will discuss how to reduce the pressure of man on environment through
agronomic research in order to be able to measure the level of welfare of the
earth over time. The Congress will involve 48 delegations and the proceedings
will take place under the coordination of the Committee International Academic
Committee.
The Congress will also focus on the best practices by comparing among
the various innovation flows and how they can be transferred, the mode of
production of food in relation to the sustainable development of local
communities.
The theme of the WAA Congress coincides with the theme of the Milan expo -
"Feeding the Planet, Energy for Life". The closing day of the
Congress also coincides with the WAA National Day. Therefore, on this day, the
"Charter of the Agronomist" document will be inaugarated by the
Italian Agriculture Minister, who will also subscribe to the "Charter of
Milan".
Italy Conference to Demonstrate Drip Irrigation Technique for Rice Production

An Italian conference scheduled on September 17, 2015 at the Lodi
Technology Park near Pavia will demonstrate the use and benefits of drip
irrigation technique in rice production, according to local sources.
The drip irrigation technique is known to lead to significant results in
terms of production, environmental and water saving. The conference basically
aims to educate and encourage farmers to shift from the current drowning
technique to drip irrigation technique. It demonstrates several tests conducted
in recent years in Italy, Turkey, Spain and Ukraine. A demo field will also set
up in front of the building of the Technology Park.
Several experts on the theme including Bas Bouman, researcher of the
International Rice Research Institute in the Philippines; Elazar Cohen,
commissioner of the pavilion EXPO2015 of Israel; and Roberto Magnaghi, Director
of the National Agency for Rice will participate in the conference.

Myanmar Resumes Rice Exports Through Sea; Continues Ban on Cross Border Trade

The government of Myanmar has partly lifted the ban on rice exports, which
was imposed in early August to overcome food shortages and price hikes
following widespread flooding, local sources quoted the Director of Trade
Promotion in the Commerce Ministry.
The government resumed rice exports through sea but is still continuing ban
on exports through borders. It is reportedly considering a new trade policy in
the aftermath of severe flooding, which has inundated more than 520,000
hectares of rice fields in the country.
The Commerce Ministry official noted that in order to ensure that local
consumption needs are met, the government is planning to adjust the country's
rice export policy. “As of now, an exporter may have to save at least 2 per
cent of his rice volume as surplus,” he was quoted.
The government is likely to issue new licences to exporters, according to
the General Secretary of the Myanmar Rice Federation (MRF). Following a meeting
with the Commerce Ministry officials, the MRF official told local sources that
the government has to consider local consumption, prices, storage facilities
and export volumes in determining a new policy.
Traders noted that the government should also consider how the decision
would impact farmers, traders and consumers.
Last week, the Vice Chairman of MRF noted that the temporary suspension of
exports would reduce the 2015-16 (April - March) rice exports by over 400,000
tons. Prior to the flood crisis, the MRF had been expecting the country to
export about 2 million tons of rice in 2015-16, up from about 1.8 million tons
exported in 2014-15.

Chicago rough rice futures for Nov delivery settled 2.5 cents per cwt
(about $1 per ton) lower at $12.970 per cwt (about $286 per ton). The other
grains finished the day with mixed results; Soybeans closed about 0.5% higher
at $8.8900 per bushel; wheat finished about 1.3% lower at $4.9475 per bushel,
and corn finished the day about 0.8% lower at $3.9050 per bushel.
U.S. stocks traded higher Tuesday as
investors eyed data and higher oil prices ahead of the important Federal
Reserve meeting that kicks off in one day. The Dow Jones industrial average
traded more than 225 points higher, holding on an intraday basis out of
correction territory, within 10 percent of its 52-week high. The S&P 500
and Nasdaq composite also gained more than 1%. Earlier, the Nasdaq dipped into
negative territory. Key morning reports on retail sales and industrial
production missed expectations slightly. Significant market moves were not
expected ahead of the Fed meeting.
The Federal Open Market Committee
could raise short-term interest rates for the first time in more than nine
years at its two-day meeting, which begins Wednesday and culminates in a
statement release and press conference Thursday. Many economists see enough
support from labor market conditions for the Fed to hike in September, while
financial markets price in a small chance of a move. In Asia, the Bank of Japan
held monetary policy steady at the end of a two-day policy and remained
optimistic about the domestic economy, while noting that slowing demand from
emerging markets was hurting Japanese exports.
The Shanghai Composite closed down 3.55% as
concerns about China's economic outlook continued to take a toll. European
stock markets reversed losses to close higher, with the STOXX Europe 600 up
nearly 1%.In early afternoon trade, the Dow Jones Industrial Average advanced
204 points, or 1.25%, at 16,576. The S&P 500 traded up 21 points, or 1.10%,
at 1,974, with industrials leading all 10 sectors higher. The Nasdaq traded up
46 points, or 0.96%, at 4,852. Gold is trading about 0.4% lower, crude oil is
seen trading about 0.4% higher, and the U.S. dollar is seen trading about 0.4%
higher about 1:00pm Chicago time.
Monday,
there were 907 contracts traded, down from 1,106 contracts traded on Friday.
Open interest – the number of contracts outstanding – on Monday decreased by 80
contracts to 10,258
Oryza U.S. Rough Rice Recap - Steady Market as Buyers and Sellers Wait for Prices to Improve

The U.S. cash market was unchanged today with little trading to report as
most farmers were either busy with their harvest or waiting for prices to
improve while buyers were complaining that they were struggling to make new
sales at these higher prices.
As the harvest progresses, analyst note that quality concerns continue to
mount. Agriculture exports are now warning that farmers should expect to see an
unusually thick wave of stinks bugs across Arkansas which they attribute to
widespread flooding in the spring.
The large presence of stinks bugs is a concern to rice farmers ahead of
harvest as they use their saliva to liquefy the grain which can ultimately
discolor kernel and reduce field yields.
In the meantime, the Iraqi Grain Board extended the deadline on their
latest tender again today. The deadline had been extended from September 10th to
September 14th however now it is expected that the IGB will
announce a winner on September 17th.
Pakistan Prime Minister Announces $3.3 Billion Agricultural Relief Package to Rice, Cotton Farmers

The Prime Minister (PM) of Pakistan has announced a relief package of
Rs.351 billion (around $3.3 billion) to agriculture sector, including rice
sector, which is aimed at providing direct cash assistance to farmers, reducing
production costs and simplifying the agricultural loan processes, according to
local sources.
The PM noted that Rs.40 billion (around $381 million) will be used for
paying cash grants to small farmers of rice and cotton. He acknowledged that
rice farmers specifically have been facing difficult times due to a fall in the
international rice prices. He also noted that recent floods and rains have
caused huge losses to cotton growers. The PM noted that Rs.20 billion (around
$191 million) each will be used to provide cash assistance of about Rs.5,000
per acre ($120 per hectare) to rice and cotton farmers having land of 12.5
acres (around 5 hectares) of land. He stated that this amount would be shared
by the federal and provincial governments.
The remaining amount will be used to provide interest free loans and pay
insurance premium of crops for farmers having less than 12 acre (around 4.8
hectares) of land.
Rice
exporters have been demanding the government to provide a support price for
paddy in this kharif season, provide some concessions to the rice sector, as
well as promote rice exports to help the sector.
