Brazil Paddy Rice Index Declines about 1% From Previous Week

The Brazilian paddy rice index maintained by the Center for Advanced Studies on Applied Economics (CEPEA) reached around 41.95 real per 50 kilograms as of February 09, 2016, down about 1% from around 42.39 real per 50 kilograms recorded on January 28, 2016.
In terms of USD, the index reached around $214.91 per ton on February 09, 2016, up about 1.4% from around $212 per ton recorded a week ago.
Month-on-month, the index has increased about 2.4% from around 40.98 real per 50 kilograms recorded month ago. In terms of USD, the index increased about 5.6% during the month.
Government of Thailand Plans Water Resource Management Based on Supply, Demand Conditions

The Prime Minister of Thailand told in his national address last week that the government is planning a new water resource management system based on the current water demand and supply conditions, as well as crop planning, according to local sources.
He highlighted the need for managing water resources effectively to ensure uninterrupted agricultural production even in case of dry conditions
The Prime Mister stressed the importance of an agricultural zoning system which aims at planting of crops based on water availability in a particular area/region. He noted that more water intensive crops would be grown in highly irrigated areas and farmers in other areas should shift to loss water intensive crops. He assured that government officials would support farmers in this transition.
He also noted that the government will arrange  supplementary occupations for farmers, after they reduce the farming of major crops in line with available water.
Recently, the government has come up with a "full-cycle rice" plan, which aims adjust rice production with the demand. He noted that a committee comprising of representatives from the Ministry of Agriculture and Cooperatives, the Ministry of Interior, the Ministry of Commerce, and private organizations, such as the Thai Farmers Association, the Thai Rice Mills Association (TRMA), and the Thai Rice Exporters Association (TREA) is working on the rice plan.
Brazil Rice Stocks Decline About 4% m/m to 110,388 Tons in January 2016

Brazil rice stocks stood at around 110,388 tons in January 2016, down about 4% from around 115,126 tons in December 2015 and down over 50% from around 240,544 tons in January 2015, according to the country's national grain supplying agency Conab.
According to Conab, rice stocks with the Selling Option Contract of Agricultural Products (OPCAO) stood at around 60,802 tons, down about 7% from around 65,540 tons in December 2015 and down about 56% from around 137,089 tons in January 2015.
Rice stocks with the Federal Government Acquisition (AGF) stood at around 49,586 tons, unchanged from December 2015 and down about 52% from around 102,519 tons in January 2015.
Rice stocks with farmers (Agricultural Familiar) were nil and unchanged from December 2015 and down from around 936 tons in January 2015.
Wholesale Basmati Rice Prices in India Fall on Sluggish Demand from Retailers

Wholesale basmati rice prices in the national capital have declined today due to a slackened demand from retailers against adequate stocks, according to the Press Trust of India (PTI).
On February 9, 2016, prices of Pusa 1121 declined to around Rs.3,700 - 4,600 per quintal (around $546 - $678 per ton) from around Rs.3,750 - 4,650 per quintal (around $555 - $688 per ton) on February 5, 2016.
Prices of common basmati remained stable at  previous levels of around Rs.4,900 - 5,000 per quintal (around $725 - $740 per ton).
"Sufficient stocks against sluggish demand from retailers kept pressure on the rice basmati prices,"  traders were quoted as saying.

EU Removes Duties on 80,000 Tons of Rice Imports from Vietnam Annually Under EU-Vietnam FTA

The European Union (EU) - Vietnam Free Trade Agreement (FTA) has been formally released in January 2016. The whole text will be in force after a legal verification as well as ratification by the Council of the European Union and the European Parliament.
According to the Agreement text, the EU will completely remove duties on about 80,000 tons of rice imports annually from Vietnam, including 20,000 tons of husked rice imports, 30,000 tons of milled rice and 30,000 tons of aromatic rice imports. However, for other rice products, it will gradually remove tariffs over the next five years.
The following types of rice are qualified for zero percent duties - Jasmine 85, ST 5, ST 20, Nang Hoa 9 (Nàng Hoa 9), VD 20, RVT, OM 4900, OM 5451, Tai nguyen Cho Dao (Tài nguyên Chợ Đào).
USDA Lowers Forecasts for U.S. 2015-16 All Rice Average Farm Prices

In its February 2016 World Agricultural Demand and Supply Estimates (WASDE) report, the USDA lowered the U.S. all rice paddy average farm prices to around $242.51-$255.73 per ton from its last month's forecast of $279.98 - $302.03 per ton, based on reported prices to date and expectations regarding prices for the remainder of the market year.
The USDA lowered the U.S. long-grain rice paddy average farm prices to around $275.57 - $293.21 per ton from its last month's forecast of $242.51 - $255.73 per ton. It lowered the U.S. combined medium- and short-grain rice paddy average farm prices to around $354.94 - $372.58 per ton from its last month's forecast of $365.96 - $388 per ton.
The USDA, however kept the U.S. all rice production, supply and use projections unchanged from the previous month.
Oryza U.S. Rough Rice Recap – Prices Dip After USDA WASDE Report Leaves U.S. Balance Sheet Unchanged

The U.S. cash market was weaker today after the USDA WASDE report left the U.S. balance sheet completely unchanged from last month while decreasing the average farm price from $11.00-$12.00 per cwt to $11.00-$11.60 per cwt.
Analyst note that the one bright spot in today’s report for U.S. prices was the fact that the USDA cut global rice supplies by 1.0 million tons.
This reduction was on account of a 0.5 million ton decline in production in Thailand, a 0.4 million tons cut in beginning stocks primarily due to Vietnam, and a 0.1 million tons cut in production in Brazil, Nicaragua and other Central American Countries to reflect drought conditions that have been blamed on El Nino.
Analysts note that any cut in to global production is welcome news to producers in the U.S. however cuts in the West Hemisphere carry even more weight.
Myanmar Rice Federation Urges Government to Formulate Appropriate Rice Policy

Members of the Myanmar Rice Federation (MRF) have urged the upcoming government, which will take power in March this year, to formulate an appropriate rice policy for the country, according to local Myanmar Times.
Speaking at the federation’s annual meeting on February 5, 2016, the MRF President noted that they have been urging the government to legislate rice policy since the MRF was founded in 2009. He expressed optimism that the new government to pass policies needed to develop the sector.
He also urged the new government to allocate sufficient funds to develop the rice infrastructure. "Myanmar was once considered the 'rice bowl' of Asia and has the potential to become a major exporter, but this will require investment," he said.
Though next year's budget he been passed, he requested the government to revise the agriculture budget to include funds for the rice sector development. “To draw up a rice policy, we need to collect data on plantation area, local consumption and exports. For now we are still working with estimates,” he noted.
"If the government can pass new laws and procedures to help develop the sector, it would be very helpful," added the MRF Vice-President.
They reminded that the National League for Democracy, which will form the government in March has prioritized agriculture in its election manifesto.
Government of Philippines Targets Sharp Cut in Paddy Rice Production Costs

The Philippines Department of Agriculture (DA) is targeting to cut the production cost of paddy rice by about 22% to around P 8.50 per kilogram (around $178 per ton) from around P 11 per kilogram (around $231) as part of its efforts to help farmers become more competitive, Business Mirror quoted the Agriculture Secretary.
The Agriculture Secretary noted that the government is planning to implement the plan by expanding its farm-mechanization program and improving farmers' access to finance.
“We need to lower the cost of producing palay [paddy] to P8.50 per kg so local farmers can become more competitive. This needs a lot of work, particularly in the area of farm mechanization,” he was quoted. “Making locally produced rice cheaper will discourage smugglers, as retail prices of Philippine rice would be on a par with rice brought into the country illegally,” he added.
He ensured to support farmers with modern technology and post-harvest facilities needed to boost production. The government would also enhance market access to farmers, he said.
