World Bank economist lists factors behind uncompetitiveness

"The continued falling of exports highlights Pakistan's worrying decline in export competitiveness," said Armas while briefing mediapersons on the WB report "Pakistan Development Update," here Monday.

Armas flanked by Muhammad Waheed, Senior Economist at WB, stated that Pakistan revenue collection as percentage to GDP is one of the lowest in the world. However, they hoped that inflation will remain in the single digit, growth would accelerate while there are little or no chances in remittances fall. The WB officials stated that falling exports and stagnant investment rates are still challenges to the economy. After achieving macroeconomic stability, the government's structural reforms programme is progressing but there is much more to do, they added.
Armas termed China-Pakistan Economic Corridor (CPEC) very important for the country with respect to investment, infrastructure development, economic growth and job opportunities. Pakistan has also lagged behind its competitors in trade openness, reducing its prospects of regaining export momentum. The simple average tariff has fallen only slightly from 14.4 percent in fiscal year 2013 to 13.4 percent in fiscal year 2016.

According to the WB report, the fiscal year 2016 saw continuation of a longstanding decline in Pakistan's share in global trade. This trend is a combined reflection of the Pakistan's weakening export competitiveness and soft global demand in key sectors. Food and textiles, in particular, are key contributors to Pakistan's exports and continue to suffer from a decline in international prices and demand. For example, although Pakistan exported more rice in fiscal year 2016 than the preceding year, lower international prices translated to a lower total value of rice exports.

The agriculture sector is predicted to recover from its poor performance in fiscal year 2016. Subdued growth in exports and accelerated growth in imports are expected to lead to a widening of the current account deficit from 1.1 percent in fiscal year 2016 to 1.7 percent in fiscal year 2017. Like previous years, this will be offset by remittance inflows so foreign exchange reserves are expected to continue to accumulate.

Exports continued to shrink during the fiscal year 2016, recording a decline of 8.8 percent compared to 3.9 percent fall in the fiscal year 2015. The imports in the fiscal year 2016 also contracted by 2.3 percent, primarily due to lower international oil and commodity prices. This resulted in a slight widening of the trade deficit, as a percentage of GDP from 6.3 percent in fiscal year 2015 to 6.5 percent in fiscal year 2016.
Pakistan's export performance has also been poor over the past few years, caused by both a weak external environment and significant supply-side constraints, which affects the country's competitiveness. The tension between revenue objectives and trade competitiveness may warrant.


The European Union (EU) is a major and growing market for Pakistan's exports, accounting for 30.8 percent, of which the UK's share is 7.4 percent in fiscal year 2016. An economic slowdown in the EU and the UK as a result of 'Brexit' would likely slow the demand for Pakistani exports, particularly textile exports. Also, a potential appreciation of Pakistani rupee against British Pound and Euro would increase the price of Pakistan's exports, thereby reducing their competitiveness

Growers hold protests in Larkana, Sukkur over low paddy price, water shortage

LARKANA: Paddy growers of various parts of Larkana district on Monday held a demonstration Jinnahbagh gate to demand a reasonable price of their produce.They raised slogans against the government for not paying heed to their repeated calls for fixing a reasonable rate for their produce.
The protesters marched from Jinnahgate to the local press club where their leaders told reporters that paddy growers were being denied a reasonable rate despite the fact that the price of various paddy verities in the international market had gone high and rice growers in other parts of Asia were getting given the benefit of this upward trend by their respective governments.
They warned that they would intensify their protest if their demand for a higher price of their produce was not considered and accepted.
SUKKUR: The growers whose lands are fed through the Narli minor (irrigation channel) staged a protest demonstration in front of the Ghotki deputy commissioner’s office at Mirpur Mathelo on Monday against acute shortage of water in their areas.
The protesters, led by Mohammed Ali Shar, Mohammed Zaman Shar and others, raised slogans against the irrigation officials concerned for allegedly causing an artificial shortage of water.They told local reporters that water being released in Narli minor was not reaching their lands at the tail-end due to which they had been suffering heavy losses.
They said that farming was the only source of livelihood for hundreds of families living in the tail-end areas but unavailability of water had turned their lands barren. They alleged that the irrigation officials concerned were selling away the canal water to the influential landowners by diverting it to their lands. The big landowners had also laid illegal watercourses, they complained.They urged the higher authorities to take notice of the illegal practice and take effective steps against such landowners and dishonest officials in order to save lands of the affected growers.

Digital initiatives to streamline PDS

7,213 metric tonnes of rice was being supplied to 11.19 lakh beneficiaries

The Civil Supplies Department is poised to introduce a slew of digital initiatives to track the movement of essential commodities online and check irregularities in distribution of the food grains under the Public Distribution System (PDS) across Telangana.

The technology-driven upcoming initiatives include launch of ePass online method in the PDS, introduction of biometric system in all fair price shops and installation of CCTV cameras at all Mandal Level Stock (MLS) Points to eliminate the menace of middlemen, curb hoarding and smuggling of commodities earmarked for the PDS.
The new digital initiatives among other measures aimed at strengthening the PDS were discussed in detail at a review meeting attended by Minister for Roads and Buildings T. Nageswara Rao and State Civil Supplies Corporation Chairman P. Sudarshan Reddy here on Tuesday.
Transparency
District Collector D.S. Lokesh Kumar, the representatives of rice millers’ and ration dealers’ associations were among those present.
Mr. Nageswara Rao said that the State Government had initiated several key reforms in the PDS to bring about greater transparency and accountability in distribution of food grains to the intended beneficiaries.
The proposed ePass online method will help curb diversion of essential commodities and other irregularities in the PDS, he asserted.He underscored the need for stepping up surveillance to check illegal transport of rice allotted for the PDS.
Biometric devices
Detailing the upcoming technology-driven initiatives, Mr. Sudarshan Reddy said biometric devices would be installed in all the ration shops at an estimated cost of Rs. 52 crore.The MLS points will be brought under round-the-clock electronic surveillance, he said, adding that weighing machines will be installed at each point to prevent malpractices in the PDS.Mr. Lokesh Kumar said that 7,213 metric tonnes of rice was being supplied to 11.19 lakh beneficiaries under the PDS in the district.Fine rice to an extent of 419 metric tonnes was being supplied to as many as 1,447 State-run hostels and schools.

EU study: Trade deals could threaten European beef, rice farmers

Brussels (dpa) - Future EU trade agreements with countries such as the United States, Canada and Vietnam could threaten some European farmers, a report showed Tuesday, while underlining "significant gains" for other parts of the agricultural industry. EU negotiations on a landmark free trade deal with the United States and a similar accord struck with Canada have drawn vocal opposition in the European Union, with the bloc‘s influential farming sector among those concerned about an increase in foreign imports. "The overall picture is positive for high-value European agricultural exports," European Commission Vice President Jyrki Katainen said of the report, prepared by the EU‘s executive.

Europe‘s dairy and pigmeat farmers stand to benefit in particular, according to the study. But it also highlights "vulnerabilities" in the beef and rice sectors, which could be hit by a decline in prices and other trade effects.

The study examines 12 future trade agreements, including deals with Canada and Vietnam that have been negotiated but not yet implemented; the so-called TTIP deal with the US; and others being hashed out with Japan, Thailand, Indonesia and Latin America‘s Mercosur countries.

It shows that the EU is taking the right approach by protecting its most sensitive sectors, said EU Agriculture Commissioner Phil Hogan. The commission has only agreed to partially liberalize beef imports from Canada and rice imports from Vietnam, it said.

The study is based on theoretical scenarios, assessing the impact of lowering EU import tariffs.

It also focuses on arable crops, sugar and tobacco farming. The study does not look in detail at fruit and vegetable farming, wine, olive oil or processed agricultural products.


Nigerians now smuggle rice with bullion vans

The Oyo/Osun Area Command of Nigeria Customs Service on Tuesday said it had arrested a Bullion Van concealed with imported smuggled rice. It said despite the ban on commodity, some Nigerians have now resorted to smuggling the staple food in bullion vans. The command said it also made some seizures which included 30 fairly used vehicles at different locations in the area. File: Rice-Smugglers intercepted by Customs The Area Controller, Mr Tolutope Ogunkua, who disclosed this to newsmen in Ibadan said that the bullion van was intercepted in the Saki axis of Oyo state. He said that the arrests would send a serious signal to recalcitrant saboteurs of the Nigeria economy.

Ogunkua said it was worrisome that some Nigerians had remained unrepentant even with the clampdown and the losses they suffered, adding that the command remained unshaken to deal with them. According to him, two persons were apprehended with the bullion van and have since been in the custody and will be charged to court soon. He said that the command had been on the trail of the particular bullion van which usually went with police escorts. Ogunkua said that the surveillance men of the command had a gun duel with the suspects before they were apprehended. “You will recall that I had reiterated our resolve to increase the revenue profile of the command and to tirelessly reduce the incidence of smuggling.

“In keeping to this promise, the command initiated new anti-smuggling strategies which led to remarkable exploits evidenced in the situation on display today.” The Customs boss urged well-meaning members of the public, who wished to engage in legitimate business to come forward for verification for trade facilitation and other inquiries. “The recalcitrant ones, who still insist on engaging in illicit business of smuggling, should be well advised that they will not escape the long arm of the law, especially as the yuletide approaches” he said







Record aman yield in the offing

Farmers are on course to bagging higher paddy from the aman harvesting season thanks to favourable weather and increased plantation, said the Food and Agriculture Organisation of the United Nations.Aman typically accounts for 38 percent of the country's annual rice production.This season, about 2.06 crore tonnes of aman paddy would be produced, up 2 percent from last year's record output, said the UN agency. The 2.06 crore tonnes of paddy would yield 1.36 crore tonnes of rice.
“This reflects an increase in the area planted in response to a rebound in prices and continued government support and higher yields due to favourable weather conditions,” said FAO in its latest brief on Bangladesh.
The prediction comes at a time when harvesting of aman paddy has started in various parts of the country, leading to a fall in prices of the staple from the record highs in October.
Retail and wholesale prices of rice surged for the fifth consecutive month and reached record highs last month as a result of tightening domestic supplies, said FAO in its Domestic Price Warnings on Bangladesh, posted on its website on November 10.The UN agency put the price warning level at 'high' for Bangladesh.In Dhaka, the retail price of coarse rice shot up to Tk 40 per kilogram in October, according to data from the Department of Agricultural Marketing and Trading Corporation of Bangladesh.
The price came down to Tk 37 each kilogram yesterday.In its Domestic Price Warnings, FAO said seasonal upward pressure was compounded by the reduced output in 2016 from the main boro and minor aus crops.
“Government purchases, although of small quantities, also added some upward pressure,” it said, adding that another driver for the rising prices was the reduced rice import this year.Boro paddy production was officially estimated at 2.84 crore tonnes (1.89 crore tonnes of rice), which is slightly below 2015's record level, owing to a contraction in planted areas, mainly in response to low domestic prices at the time of sowing.Similarly, low prices were behind the reduced acreage for aus crop in 2016, as a result of which its production was lower than a year earlier, said the UN body.
However, the favourable weather conditions during the aman cropping season benefitted sowing activities and crop development.Farmers have planted seedlings on 56.93 lakh hectares during the aman crop season this year, up 2 percent year-on-year, according to preliminary data of the Department of Agricultural Extension.A top official of the DAE also predicted good harvest this season. 
Paddy production in 2016 will definitely be 5.23 crore tonnes, marginally below the last year's level, according to FAO's estimates.Cereal imports are also likely to drop 6 percent to 53 lakh tonnes this fiscal year because of low rice imports on expectation of sufficient local availability and increased import duties. Wheat imports are anticipated to remain close to last year's record of 44 lakh tonnes, FAO said.

FAS Predicts Continued Drop in Per Capita Consumption of Table Rice; Stagnant Use in Animal Feed 

TOKYO, JAPAN -- In its latest report, the Foreign Agricultural Service post in Tokyo reports that with continued decline in Japanese table rice consumption, the Japanese Ministry of Agriculture Forestry and Fisheries (MAFF) began subsidizing farmers to shift production from table rice to other crops.  For those farmers who have not reduced rice production, MAFF has had some success in encouraging increased production of rice for animal feed and use of paddy rice as silage. 

Per-capita rice consumption dropped one kilogram to 54.6 kilogram (120 pounds) in Japanese FY2015 (April 2015 - March 2016), and MAFF estimates that total table rice consumption dropped 160,000 MT to 6.96 million MT in MY2015/16 (Japan's marketing year for rice is November-October).  MAFF forecasts total table rice consumption will further decline by 30,000 MT to 6.92 million MT in MY2016/17.  About 1.1 million MT of rice was used for animal feed in MY2014/15, increasing rice's utilization ratio in feed from 3.9 percent in MY2013/14 to 5 percent, at the expense of corn, sorghum, and wheat. 
MAFF further estimates that, based on the first nine months of MY2015/16, the utilization ratio of rice in animal feed will increase by only 0.1 percent to 5.1 percent, attributable to competitive prices for corn.  Accordingly, as feed consumption is not expected to offset the 160,000 MT decrease in table rice consumption, total rice consumption is expected to decline by 100,000 MT to 8.5 million MT in MY2015/16. 
Rice for feed use is forecast to remain flat in MY2016/17 as strong corn demand is expected to suppress any increases in feed rice consumption.  Consequently, total rice consumption is forecast to remain unchanged at 8.5 million MT in MY2016/17.
Based on value, Japan is perennially the second largest export market for U.S. rice, however, that rice makes up a very small percentage of total Japanese domestic use.

Rice futures were unchanged to fractionally lower today after posting sharp losses to open the weekMonday. The market set new contract lows in early dealing before closing near the middle of the day's relatively narrow trading range. USDA's November production estimate was 234.8 million cwt, down 1.2 million cwt from the October report, due to a decrease in the yield forecast of 39 pounds per acre. The production decrease carried over into the ending stocks column as well, as usage remained steady. However, exports have been slow to materialize, and there is currently a lot of rice to move


Shopping bags made from rice sacks help kids like Kumar

Attendees at this year Good Deals conference will be sporting some particularly colourful delegate bags this year.They come from Buy Rice Back, a social enterprise that sells the bags to fund the education of kids that would otherwise be begging on the streets of Tamil Nadu in southern India.The bags are made out of the colourful rice sacks that are discarded in that area of India. They are sold in several European countries and the profits help support My Name is Kumar, the foundation set up by Renee Schreurs. 
Schreurs came up with the idea after visiting India in 2012 to work with the CARE Foundation for six months. 
The country got under her skin and Schreurs returned in 2013 only to find the children’s home she’d been working at was at risk of closure because of funding cuts.

In response, Schreurs set up the My Name is Kumar foundation. It is named after the confident introduction that one of the first children the foundation helped – he was introducing himself to his new head teacher at the time.
As well as the bags, laptop sleeves are also produced. It is also possible to sponsor a child's education.
The foundation provides a home and education to 46 children that would have otherwise been forced to beg to survive. The foundation also works with social workers to keep a further 37 children at home whilst having access to education.
As well as being a good example of recycling, the tote bags that our delegates will be sporting produce yet more rice. The sale of a £10 tote bag can pay for a 25kg sack of rice – 148 portions of rice for the children at the home.  And the sack will of course get reused.

Rice: The Enviromental Crop!

The 2016 California Rice Harvest is over and our winter break is approaching! First we need to prepare the rice fields for the winter months by chopping and discing the straw so that we may flood the fields in order to aid the decomposition process. We also prepare our harvest equipment for the off-season by cleaning them and making any necessary repairs.

63 billion baht worth of rice and tapioca deals expected from match-making event

The Ministry of Commerce is holding a trade match-making event from Sunday until Wednesday during which Thai exporters of rice and tapioca can meet with their potential buyers from abroad to discuss trade deals.
Commerce Minister Apiradee Tantraporn said Monday that about 300 potential buyers from abroad are attending the event. 73 Thai rice exporting companies and 39 tapioca exporting firms have participated, she added.

The minister expected that, at the end of the event, US$ 1.8 billion or 63 billion baht worth of deals of the two farm produce would be inked between the two sides – including $806 million worth of rice deals and $1,005 million worth of tapioca deals.The deal makings will result in the increase of deliveries of rice and tapioca for the months of November and December, said the minister, adding that she is optimistic that the 9.5 million tonnes of rice export target will be achieved.
She disclosed that five MoUs have already been inked – one for 10,000 tonnes of Hom Mali rice between Siam Diamond Export Rice Company and OEC International Holding of Hong Kong; 600 tonnes of Riceberry rice between Riceland Food and Dah Chong Hong of Hong Kong and 800,000 tonnes of tapioca deal between PR Intertrade and Fu Lai Chun Group of China.According to the Commerce Ministry, 6.85 million tonnes of rice worth $3.08 billion have been exported for the first nine months of this year, representing 4.4 percent droop compared to the same period latyer.During the same period, 8.12 million tonnes of tapioca worth $2.17 billion were exported, representing 20 percent short of last year’s export.

S.Korea to buy 299,000 T surplus rice to ease oversupply

Nov 15 South Korea said on Tuesday it will buy 299,000 tonnes of this year's rice surplus in an effort to ease oversupply and stablise the domestic rice market in a bumper year.Asia's fourth largest economy produced nearly 4.2 million tonnes of rice this year, down 3 percent from last year's 4.33 million, but still supply outstrips demand due to low consumption, the country's agriculture ministry said in a statement citing Statistics Korea data released on Tuesday.
Korea's rice demand is expected to be around 3.9 million tonnes, the ministry statement said. The country's rice consumption was at a record low of 62.9 kg per person as of 2015.As the rice glut weighs on prices, coupled with falling rice consumption, the agriculture ministry said in September it would carry out the rice purchase from Sept. 23 through Dec. 31.Seoul's previous plan included purchasing 390,000 tonnes of rice for the country's rice inventories. Korea's rice output falls slightly in 2016

South Korea's rice output dropped slightly in 2016 from last year due mainly to the bad weather conditions in the harvest season, government data showed Tuesday.The country's rice production reached 4.2 million tons this year, down 3 percent from 4.33 million tons in 2015, according to the data compiled by Statistics Korea.

But the 2016 figure marks a 6.1 percent gain from the five-year average of 3.96 million tons amid years of bumper harvests.The statistics agency said the weather condition in September was cloudy and rainy when the rice grains began to ripen.A total of 779,000 hectares of rice paddies was cultivated this year, down 2.6 percent from last year.Earlier, the South Korean government said it will purchase all of this year's rice surplus, forecast to be some 300,000 tons, as part of efforts to deal with a chronic supply glut of the staple crop. Steps out to lessen rice-growing area

The Cabinet Tuesday gave the green light to two measures to lessen the rice growing area, with a combined budget estimated at Bt487.25 million. 

Nattaporn Jatusripitak, an adviser to the commerce minister, said the measures came under the policy on integrated agricultural promotion for the sufficient economy.The first measure involves green manure cropping which will be implemented in 200,000 rais in 19 provinces along the Chao Phraya River by the Land Development Department, with an estimated budget of Bt383.49 million. This measure will be executed during October 2016-May 2017.
The second concerns promotion for the production of field corn in 2 million rais at 35 provinces by the Department of Agricultural Extension, with an estimated budget of Bt103.76 million. It will be implemented during October 2016-June 2017

Over one million tonnes of rice left over
Current amount of rice leftover from domestic businesses is now about 1.2 million tonnes, according to the Vietnam Food Association (VFA) and the Ministry of Industry and Trade’s statistics (MoIT) at the end of October, 2016, due to excess supply over demand.

In the first 10 months of 2016, Viet Nam’s rice export turnover reached over four million tonnes at US$1.9 billion, down 18.24 per cent in quantity and 14.25 per cent in value compared to the same period in 2015.Since the end of the second quarter in 2016, VFA has decreased estimated export turnover for rice from 6.5 million tonnes to 5.65 million tonnes, the most significant drop in VFA’s history.At present, even this number has proven to be difficult to achieve as Việt Nam’s rice market is struggling to bounce back.With regard to the current market demand, many businesses are failing to achieve their planned goal since demand has been largely below supply. China has been Viet Nam’s chief rice export market with the most potential, but it has already run out of its import quota on Vietnamese rice.
In addition to dwindling domestic demand, the drop in rice price is due to the already low prices from other exporting countries, such as Thailand, Pakistan and India, as they enter their main harvest with the expectation of further price decrease.Currently, any estimation of the rise or fall in market demand based on market signals is still unreliable, according to the VFA.Meanwhile, Vietnamese farmers continue to harvest three crops per year at insignificant quantity. The Mekong River Delta has also been experiencing heavy rainfall, making the quantity and quality unreliable. VFA asserted that in terms of price and product quality, Vietnamese rice export would have a hard time holding its ground against other supplies.

To promote rice export, the MoIT has proposed working with the Ministry of Agriculture and Rural Planning (MARD) in product promotion, market development and implementation of signed trade agreements to lessen individual market dependence. The VFA will also continue monitoring the domestic market and devise timely solutions for both traditional and potential trade partners., as well as. Cebu port receives 49K tons of milled Vietnamese rice

ABOUT 49,000 metric tons of well milled Vietnamese rice were delivered by seven vessels to the Cebu International Port (CIP) since last month.“Of the 49,000 metric tons, the 30,000 metric tons are intended for Western Visayas while the remaining 19,000 metric tons will be for Central Visayas’ buffer stock,” said Olma Marie Bayno, information officer of the regional National Food Authority (NFA-7).The shipment forms part of the 250,000 metric tons of imported rice delivered to the CIP.

One vessel unloaded its shipment while the second vessel is scheduled to unload its rice shipment this month.
Cebu’s ports have so far received 2,283,422 bags of imported rice out of the 3,400,000 bags allocated for Central Visayas this year.“The rest of the vessels are anchored at the midstream awaiting for available berthing space,” Bayno said.She said only one berthing space was allocated by the Cebu Ports Authority (CPA) for the seven vessels.
But Bayno said Cebu has enough warehouses to store the rice stocks

The justice minister has received a list of 6,000 state officials suspected of malfeasance leading to losses totalling 142 billion baht in the Yingluck Shinawatra government's rice-pledging scheme.Minister Paiboon Koomchaya said at Government House on Tuesday that the list came from the Prime Minister's Office and the ministries of agriculture, commerce, finance and interior. Of the 6,000 names, 2,000 were former ministers and members of sub-committees at executive levels, and the other 4,000 were officials at operational levels, the justice minister said.
That did not mean all of the listed people had already been found guilty, Gen Paiboon said. Authorities would examine the details to confirm those really responsible for the loss, and how much they should pay individually to compensate the state.He also said the Interior Ministry had yet to list business operators also responsible for the 142 billion baht loss.The government is demanding 178 billion baht in compensation for the losses accumulated by Ms Yingluck's rice-pledging scheme for the 2012-2014 crops. The former prime minister has been ordered to pay 20% of the sum, or 35.7 billion baht. The military government blames her for not stopping the scheme once it was found plagued with losses and corruption, despite being advised repeatedly to do so.
The government has said it would order the other government officials involved, and business operators, to pay the remaining 80%, totalling 142 billion baht.The Yingluck government's pledging price was set at 40-50% higher than the market price in the hope that hoarding rice in massive stockpiles would push up global prices, but the scheme backfired. In September Prime Minister Prayut Chan-o-cha issued an order under Section 44 of the 2014 interim constitution authorising the Legal Execution Department to seize the assets of state officials found liable to pay civil damages for the rice programme losses.

he National Council for Peace and Order (NCPO) vowed Tuesday to move ahead to help farmers sell their rice at better prices, directly to consumers cutting out the middleman.Over the past week, military units in all regions have purchased both unmilled and milled rice from farmers totalling 18,991 tonnes, said Col Sirichan Ngathong, deputy spokeswoman of the NCPO.The military cooperatives' five millers have also milled 69 tonnes of rice for farmers in the Northeast, she said.Soldiers were deployed to 44 provinces to help farmers harvest rice, collect data and survey rice purchases by the 1,068 private-run rice millers in 45 provinces.They also organised so-called Pracharat (civil state) markets where 1,085 stalls provided space to sell rice to more than 20,000 consumers, she said.


In an assessment of this work, the NCPO found most farmers were satisfied with the assistance provided, she said.In addition, army chief Chalermchai Sitthisart, in his capacity as secretary-general of the NCPO, said the government was speeding up implementation of a range of measures designed to help ease the problem of low rice prices.Among the measures are loans for affected farmers so they won't have to rush into selling rice paddy, subsidising harvest costs and improving the quality of rice, and subsidising production costs for farmers for the 2016-2017 crop, said Gen Chalermchai. The NCPO's Peace and Order Maintaining Council is exploring ways to resolve the problem of low rice prices and those of other crops in a more sustainable manner, he said. It will be important to balance the quantity of crop production and changing market forces and distribution channels, he said.Meanwhile, ousted prime minister Yingluck Shinawatra insisted Tuesday she had never taken advantage of farmers by buying and re-selling their rice.Writing on Facebook, Ms Yingluck said she bought the milled rice from farmers in northeastern provinces at a price of 20 baht/kg, a profitable price for farmers, and sold the rice at 20 baht/kg without taking a profit.
"If I wanted to make a profit or pass the burden to the end buyers, I would have had to sell the rice at 25 baht/kg," she wrote. Ms Yingluck said her move to buy rice from farmers was aimed at providing farmers with an alternative channel to sell rice without middlemen, which would help them save on costs. "Regrettably, my intention as a citizen to help farmers during this hard time was interpreted in other ways," she said.Ms Yingluck was responding Democrat Party member Warong Dejkitwikrom who said Ms Yingluck's selling price at 20 baht/kg was designed to undercut and hurt farmers as she could buy the rice and sell it at higher prices but chose not to do so. The Democrats said they had also helped cut out the middleman for rice farmers, but didn't give details.Prime Minister Prayut Chan-o-cha, meanwhile, plans to visit Pathum Thani on Friday to meet rice farmers and inspect water management for agriculture in the province, one of the country's important rice growing areas.

Roles and Responsibilities
Research
  • Detailed analysis of grain composition of selected rice lines from Global Rice MAGIC and biparental mapping populations focusing on proxy measures related to elevated resistant starch and dietary fibre contents as well as quantification and characterization of starch structure and grain digestibility
  • Identification of candidate genes, haplotypes, and molecular markers using genome-wide association study (GWAS) and coordination with breeders and NARES partners for implementation of marker-assisted selection (MAS) for rice nutritional quality traits
  • Work closely with other teams in GQNC (genomics and metabolomics), PB (multi-site trials), PhilRice (sensory and consumer preference) and Rothamsted (dietary fibre)
Publication and Dissemination
  • Writing of scientific reports and manuscripts for publication in international peer-refereed journals
  • Attend international conferences and conduct scientific oral presentations
Coordination, Communication, and Liaison
  • Contribute to planning of project research agenda and project output on “Enhanced Rice quality for Health (EnRicH)” by communicating with project partners and other stakeholders to ensure research outputs are properly executed and coordinated
  • Provide scientific and technical support to scientists, staff, scholars, technicians, breeders and NARES partners
Management
