Pakistan uses Iran corridor to transit fruits to
Central Asia

TEHRAN,
Dec. 26 (Xinhua) -- Recently major consignment of fruits from Pakistan to
Kazakhstan has been transited through Iran which could open a new corridor for
shipment of food items from Southeast Asia to markets as far as Russia, IRAN
Daily reported on Tuesday.
The
consignment that comprised 350 tons of tangerines was railed to Iran's
southeastern city of Zahedan from Pakistan's Quetta and is on its way to the
port city of Octave in Kazakhstan. It would be then loaded on ships to be
transited to Russia, the report said.
In
April, the first transit consignment from Quetta was sent to Octave through the
same route. It comprised potatoes, mango, tangerine and rice, Press TV wrote.
Pakistan
is expected to transit as much as one million tons of goods through
Zahedan-Quetta railway every year, Majid Arjoni, the director general for
Iran's Southeast Railway Department, said.
The
railway is 650 kilometers long and it takes almost 33 hours for trains to
travel between the two cities.
Iran
hopes to use rail track for the transit of goods from its southeastern port of
Chabahar to Central Asia and Europe in what would eventually become a major
East-West corridor.
The
project to develop Shahid Beheshti Port in Chabahar started in 2007 through
investment of one billion U.S. dollars and President Hassan Rouhani inaugurated
the port project early this month.
According
to the report, the annual cargo tonnage of the port is currently almost as high
as 8.5 million tons.
It
can also accommodate 100,000-tonne ships, what officials say can help promote
the country's international trade activities.
The
overall development of the project will bring the port's total annual cargo
capacity to 82 million tonnes.

‘Liberia
Desperately Needs New Development Model,’ Says Attah

Deputy Minister of Finance Alvin
Attah has said that Liberia desperately needs a new development model. The key
question, according to him, which should be asked, is whether government should
play a role in the economy and if so to what extent should it do so.
He said with the national debt
accounting for up to 40 percent of the country’s Gross Domestic Product (GDP)
there is a critical need to look more closely at what has worked and has not
worked in order to chart a pathway to the future.
Mr. Attah made these remarks
recently during a one-day consultative forum on the economy sponsored by the
Governance Commission.
His remarks came in the wake of
comments by lead presenter J. Yanqui Zaza who singled out the World Bank and
the International Monetary Fund(IMF) for criticism.
He described them as profit
seeking institutions whose Structural Adjustment policies are adverse to the
interests of developing nations seeking to raise the living standards of their
people.
He said the World Bank/IMF
Structural Adjustment policies that are usually imposed on developing nations
tend more to increase poverty rather than fight it as proclaimed in its mantra.
But Minister Attah’s call for a
new development model suggests that the current development model based on
World Bank/IMF policy prescriptions has not succeeded in lifting the Liberian
people out of poverty.
He proposed, as remedial policy
options to address the current economic downturn, a slash in recurrent
expenditure by reducing employment, cutting public spending, except for health
and education, and reducing all extra-budgetary expenditures.
As the way forward for Liberia,
Minister Attah singled out Agriculture as the key to the country’s economic
revival and development. It remains unclear, though, whether this view is
shared by policymakers across the board including the National Legislature
since Agriculture, over the last 12 years, has accounted for not more than a mere
2 percent of the country’s annual budget.
In a related development, the
Liberia Revenue Authority (LRA) has expressed fears of a budgetary shortfall in
view of the National Legislature’s decision to put a halt to the National Road
fund tax scheme which had been projected to raise a total of US$11 million to
support the country’s budget.
The Government of Liberia had
proposed a US$0.25 tax imposition on petroleum imports to be allocated to a
road tax fund intended to support the maintenance of the country’s road
network. However, the Legislature was of the view that the proposed tax was
leading to increased hardships on ordinary Liberians and therefore recommended
its immediate suspension.
Since the suspension of the tax
scheme, the GOL has faced difficulty in meeting its revenue projections.
According to the head of the LRA, Alfreda Stewart Tamba, the forestry sector
posed another risk to the budget because of existing and pending MOUs between
GOL and actors in this sector waiving taxes deemed payable to Government.
Commissioner Tamba also disclosed
that a US$6.1 million waiver on rice imports, considered an essential
commodity, has also had a dampening effect on revenue collection. She added
that while GOL had a heavy reliance on revenue derived from taxes on imports,
she observed that only 35 percent of total imports were commercial as compared
to non-commercial, which accounted for 65 percent of total imports.
Prices Of
Local Rice To Fall To N6,500 In 2018
Alhaji Aminu Goronyo, the
National President, Rice Farmers Association (RIFAN), has assured Nigerians
that the market prices of locally produced rice will soon crash.
Goronyo revealed in Abuja on
Wednesday that the price a 50kg-bag of locally produced rice would plummet from
N18,000 to between N6,500 and N7,000 by April 2018.
He said that the price-reduction
plans would be achieved under a joint programme of RIFAN and the Anchor
Borrowers Programme (ABP) of the Central Bank of Nigeria (CBN), which would be
launched in Abuja on January 13, 2018.
Goronyo said that 12 million rice
farmers in the country would benefit from the one-year partnership, adding,
however, that 300,000 rice farmers from 20 states would be supported at the
beginning of the programme in January.
He said that under the new
initiative, the CBN had modified the programme to facilitate its direct
relations with RIFAN so as to ensure timely disbursement and full repayment of
loans, unlike what obtained in the past.
He said that the new initiative
would double the achievements of the earlier edition of ABP, which was launched
on Nov. 17, 2015 in Kebbi, with a target to produce additional 2.5 million
tonnes of paddy rice.
He said that in 2015, Nigerians
spent not less than N1 billion daily on rice consumption, adding that while the
spending had reduced drastically, rice consumption had increased significantly
because of the increase in local production of rice.
Goronyo said that the available
statistics indicated that the rice consumption rate in the country now had
increased from 7.9 million tonnes to over 8 million tonnes, while the volume of
rice production had increased from 5.8 million tonnes to 6.9 million tonnes per
annum.
He, however, noted that several
efforts had been put in place to cut down the price of rice, adding that some
of the efforts included collaborations with Competitive African Rice Initiative
(CARI) and other African countries to boost rice production and exports in
Africa.
Goronyo stressed that rice prices
would further drop, as there were currently bumper harvests in rice farms
across the country, while RIFAN was collaborating with rice millers on the
pricing of the commodity.
Besides, the RIFAN president said
that RIFAN had signed a Memorandum of Understanding (MoU) with the Nigeria
Customs Service on how to contain rice smuggling into the country through the
land borders.
Goronyo said that the efforts
being put in place and the current economic situation in the country had made
it somewhat difficult for people to import rice into the country and make
profit.

HYDERABAD: For the first time in the last two
decades, millers have returned near-100 per cent custom milled rice (CMR) to the state
government for the 2017 Rabi season.
The millers were given November 30 as the deadline to give back custom milled rice. Officials said earlier, the millers used to divert a major portion of CMR to the open market as a result of which the state was forced to buy rice at 25 per kg from the open market and supply it at a subsidised Rs 1 per kg to the poor through the public distribution system. This used to result in a huge financial burden on the state exchequer.
"Booking of criminal cases, stopping paddy supplies to millers who have not returned the total CMR to the government, black-listing of millers and series of meetings with them did the trick, said an official giving the credit to civil supplies commissioner C V Anand for saving 100 crore by not only ensuring 100 per cent CMR is given back to the government but also collecting over 400 crore arrears from the millers.
Officials exuded confidence that millers can no more divert the CMR and that the government will get cent per cent CMR back for the 2017-18 khariff season as well.

Govt procured 15.8 lakh MT of
paddy, millers returned 7.16 lakh MT
Setting a record of sorts, the Civil Supplies Department has
successfully collected the full quota of custom-milled rice (CMR) from millers
during last season of kharif and rabi in 2016-17.
The Department ensured submission of 99.99% of CMR during kharif
while it was 99.98% during Rabi. In the process, the department saved ₹64 crore to the Government ex-chequer.
According to Civil Supplies Commissioner C.V. Anand, the feat could be achieved
by putting in place a specific policy for custom-milled rice which ensured that
there was no scope for any irregularities.
In the normal course, the Department would procure paddy from
farmers that would be allotted to millers for milling. The CMR would then be
supplied to the beneficiaries through public distribution system. While it was
the practice for the millers to return 68 kg of boiled rice for every quintal
of rice allotted to them, this was never followed as the millers reportedly
diverted the allotted quantity for other purposes.
The Department, however, ensured that there was no diversion of
the allotted paddy/rice by the millers. As a result, it recorded submission of
25.26 lakh metric tonnes of rice against the 37.2 lakh metric tonne allotted to
millers during Rabi marking 99.98% while millers returned 11.04 lakh metric
tonnes of rice for 16.48 lakh metric tonnes paddy allotted to them during
kharif season.
The Government had procured 15.8 lakh metric tonnes of paddy
during the current season and allotted it to millers. Millers returned 7.16
lakh metric tonne rice of the estimated 10.59 lakh metric tonnes so far. Mr.
Anand recalled that the Department used to spend close to ₹25 a kg for procurement of rice for supplying it through PDS as the
millers did not return the specified quantity of rice. This resulted in huge
expenditure for the Department as it was supplying rice at ₹1 a kg to eligible beneficiaries.
Introduction of reforms like not allotting paddy to millers who
were not returning the CMR and registering cases against erring millers since
last year ensured that the full quantity was submitted to the Government. A new
system of making allotment of paddy in line with the capacity of the respective
mills was also put in place while the Department stepped up vigilance.
Mr. Anand said that the development could be possible with the
cooperation of all the stakeholders including millers and officials.

Telangana State Agriculture University (PJTSAU) Vice-Chancellor Dr V Praveen
Rao urged social scientists to play a key role in taking technological outputs
to the doorsteps of farmers in order to improve their livelihoods.
He
was addressing a brainstorming session on the “Role of Social Science in
Agriculture Research and Development System,” which was jointly orgnaised by
PJTSAU and the International Rice Research Institute (IRRI) New Delhi office,
here on Tuesday.
The
Vice-Chancellor stressed on the need to fill up the productivity gaps in the
various crops, in particular, rice through which it provides additional income
to the farmers.
He
said the PJTSAU is ready to join hands for mutual cooperation to support the
farming community in the South-Asian region. Rao also invited the international
panel members to join the university as experts in their interested fields to
help the Telangana State as well as students of the university to achieve the
vision of making the university as an international university. The
Vice-Chancellor also lauded the IRRI for extending support in capacity building
training for the faculty and students and also helping in the supply of Rice
Germplasm to the university.
Dr
Nafees Meah, IRRI, South Asia Representative spoke about the strategies adopted
by the IRRI to strengthen the social science research in the region.
The
participants highlighted the need for an effective collaboration between
biological sciences and social sciences.
Representatives
from IRRI India and Bangladesh, Indian Council for Agricultural Research
Institutes (ICARI) in Rajendranagar, and experts from eight South Asian
countries participated in the session.

The end of Japan’s four decades of rice-market control could be
good news for noodle lovers.
That’s because rice farmers may plant alternative crops like
wheat once government control ends by March 31 and look to tap into rising
demand for ramen. Fukuoka, on Japan’s southern island of Kyushu, is expanding
production of a locally-developed variety of grain known as Ra-Mugi that’s
designed to be perfect for tonkotsu ramen: a dish of cloudy white pork broth,
with noodles and slices of pork that originates in the region.
Ramen demand has climbed in
recent years with restaurants opening from London to Sydney, challenging the
ubiquity of Japan’s other well-known food export sushi. The number of shops
outside the country more than doubled to over 2,000 in the two years to early
2015, Shin-Yokohama Raumen Museum says, with the expansionsupported by the government-backed Cool Japan Fund.
Asia’s second-biggest wheat importer relies on grain from the U.S., Canada and
Australia to produce ramen noodles domestically.

“What is ideal for our ramen
noodle is a chewy, sticky one that can preserve its texture in a soup,” said
Yuji Yamaguchi, counselor at Tofuku Flour Mills Co.,
which developed the wheat jointly with the Fukuoka prefectural laboratory.
“Ra-Mugi is designed to meet our requests.”
Foreign Tourists
Tonkotsu ramen was invented in 1937 by noodle-shop operator
Tokio Miyamoto and was initially eaten by fish-market workers in Fukuoka as
fast food. Two decades later, Momofuku Ando invented the instant ramen noodles
beloved by college students. The global retail value of instant noodles rose 11
percent since 2012 to $33 billion this year, Euromonitor International
estimates.

In Japan, tourists are also driving demand and ramen now ranks
alongside sushi and Wagyu steak as one of their top menu choices, according to
Motoo Kawabata, a professor for global marketing at Kwansei Gakuin University
in Nishinomiya. The number of foreign tourists visiting Fukuoka city rose 24
percent in 2016 to 2.57 million, a fifth straight record. Korean tourists
accounted for about 40 percent, according to the city government.
“After seeing photographs and
videos of our outlets via social media, they come here to have a real one,”
said Yukari Shibayama, a spokeswoman at Ichiran’s flagship shop in Fukuoka city. “We have
seen a surge in foreign customers to our shop, mainly from Taiwan, Korea and
Hong Kong, in the past three years.”
"Tonkotsu ramen is the best Japanese food for me, along
with sushi," said Jeon Byeong Hyun, a 34-year-old office worker visiting
Fukuoka from Busan, South Korea. "I came here to introduce my favorite
shop to my friends."
Returns
Farmers may also be encouraged to grow Ra-Mugi wheat as it
offers higher returns.

Yukio Endo, 49, who grows rice, wheat and barley in Fukuoka,
must spray crops with fertilizer for a fourth time with a heavy machine on his
back about a month before harvesting Ra-Mugi on his 8-hectare (20 acres)
paddy. That compares with three times for other wheat, but is necessary to
maintain a high level of protein. Millers request at least 12 percent.
“It requires us to work harder, but rewards us better,” he said
in an interview. Farmers producing Ra-Mugi can get premium of 2,300 yen ($20)
per 60 kilogram bag compared with conventional wheat. Growers are also eligible
for a 35,000-yen subsidy for every 0.1 hectare of wheat planted as the
government seeks to curb its reliance on imports.

Producers are unable to keep up with local demand. Fukuoka, Japan’s
second-biggest wheat grower, wants to raise Ra-Mugi production by more than 30
percent to 8,000 tons in the near future, which would be enough to supply about
half the ramen shops in the prefecture, said Tadayuki Matsumoto, director at
the local government’s agricultural department.

Hakata-Sanki, the biggest user of Ra-Mugi wheat, uses the
variety even though it’s 20 percent more expensive than flour made from
imported grain because it helps attracts customers, according to Akira
Nakano, the manager of the company’s noodle-making plant in Dazaifu. Sales of
Ra-Mugi noodles are set to increase to 300,000 units a month by March from
about 230,000 in November and will double by 2019 as it moves to supply more
than just its own 14 stores, Nakano said.

HANOI, Dec 27 (Reuters) - Vietnam’s coffee exports for 2017 are
estimated to have fallen 20.1 percent from the previous year, while rice
shipments have risen 21.9 percent, the government said on Wednesday.
COFFEE
Coffee exports from Vietnam will drop an estimated 20.1 percent
in 2017 from a year ago to 1.4 million tonnes, equal to 23.3 million 60-kg
bags, the General Statistics Office said in a report on Wednesday.
Coffee export revenue will fall 3.7 percent annually to $3.2
billion, the report also said.
December shipments of beans from Vietnam, the world’s largest
robusta producer, are estimated at 140,000 tonnes, up from November’s exports
of 100,400 tonnes, the report said.
RICE
Rice exports from the world’s third-largest shipper of the grain
were forecast to rise 21.9 percent to 5.9 million tonnes in 2017. Revenue from
2017 rice exports was seen rising 22.7 percent year-on-year to $2.6 billion.
Vietnam would ship an estimated 400,000 tonnes of rice in
December, up from 375,000 tonnes in November, the report said.
ENERGY
Vietnam’s 2017 crude oil exports rose 0.3 percent year-on-year
to an estimated 6.9 million tonnes, or 138,500 barrels per day (bpd).
Crude oil export revenue in 2017 rose 23 percent to $2.9
billion.
Oil product imports increased 9.2 percent to an estimated 12.8
million tonnes, while the value of the product imports jumped 37.7 percent to
$7 billion.
Vietnam’s liquefied petroleum gas imports in 2017 increased 13.4

The Commerce Ministry is planning a new campaign called
"Think Rice: Think Thailand", aimed at promoting the export of
premium-grade rice instead of focusing on commodity grades, says Deputy
Commerce Minister Chutima Bunyapraphasara.
She said the scheme is due to kick off in 2018 as a pilot
project to raise the export volume of premium-grade rice by around 200,000
tonnes within six months to one year.
Premium-grade Thai rice
includes hom mali, or
fragrant rice, and coloured rice such as violet-hued riceberry, which is known
for its specific health benefits, said Ms Chutima.
"We aim to penetrate new markets with premium-grade rice.
The ministry will start the campaign in focused markets, introducing major
premium-grade rice brands to large importers," she said.
After experiencing a sharp fall
in exports after the Yingluck government's rice pledging scheme a few years
ago, the Thai rice market is starting to recover. Thailand is one of the
world's top three exporters, with annual shipments of 9-10 million tonnes. Of
the total annual exports, 70% is commodity-grade and the rest is hom mali, while some special grades such as
riceberry make up a very small amount.
Ms Chutima said the ministry will work with the Agriculture
Ministry to prepare plantation areas to help control production and avoid
oversupply, as well as create new marketing channels and campaigns to promote
Thai rice abroad.
The Commerce Ministry also plans to revive
government-to-government (G-to-G) rice sales, which are expected to increase annual
rice exports substantially.
She said the government aims to revive rice trade talks with
some traditional buyers such as China, Iran and Nigeria, which, combined used
to import 2-3 million tonnes of Thai rice per year via G-to-G contracts.
But the Yingluck administration's rice pledging scheme pushed up
the price of Thai rice, forcing those buyers to switch to cheaper sources, in
particular grains from Vietnam.
Thailand has exported 10.3 million tonnes of rice this year, up
16.3% year-on-year, according to Commerce Ministry data.
The country is forecast to export 9.5 million tonnes in 2018 as
a stronger baht could trim sales.

Prospects of increase in paddy production in 2018
Over 100 rice mills in the district spread over Mannachanallur,
Manapparai and Tiruchi taluks are looking forward to an upward movement in the
selling price of processed rice.
Stagnancy in the wholesale price of rice sold in 25-kg bags in the
range of Rs. 1,000 to Rs. 1,100 has pushed many a mill into a situation of
financial stress, Chinnasamy, president of Tiruchi Rice Mill Owners’
Association, said.
Since paddy production fell to 25% of the usual level last year,
most of the mills sourced paddy from other States. Hence, there was not much of
a difference in production levels, but large stocks remained unsold, Mr.
Chinnasamy said.
In order to compete with the mills in Karnataka and Andhra Pradesh,
the production units in Tiruchi adopted modernisation to ramp up output. Paddy
of fine qualities had to be sourced from these States.
The operating efficiency of the mills had to be increased to derive
the ‘economy of scale’ utility, but the stagnancy in the selling price of
processed rice over the last two to three years did not help in serving as a
complementing factor, Mr. Chinnasamy explained.
With brightening prospects of increased paddy production within
Tamil Nadu over the next year, the expenditure hitherto incurred on
transportation of paddy from other States will be lesser, millers say. But they
are not too optimistic about profitable operation.
Modernisation moves
The margins will still remain stressed, and the trend is likely to
prompt the mills to put on hold investments on modernisation, industry sources
said.
Further, the sector being labour-intensive, the mill owners
are looking for support from the government with the welfare of rural economy
in mind. Since the mills are dependent on large loans for modernisation, a
support system is vital for the mills to have the extent of cash flow that
would suffice for meeting the operational costs and earning a profit margin,

RIFAN to crash price of rice

The National President, Rice Farmers Association, Alhaji Aminu
Goronyo, has assured Nigerians that the market prices of locally produced rice
will soon crash.
Goronyo said in Abuja on Wednesday that the price of a 50kg bag of
locally produced rice would plummet from N18,000 to between N6,500 and N7000 by
April 2018.
He said that the price-reduction plans would be achieved under a
joint programme of RIFAN and the Anchor Borrowers Programme of the Central Bank
of Nigeria, which would be launched in Abuja on Jan. 13, 2018.
Goronyo said that 12 million rice farmers in the country would
benefit from the one-year partnership, adding, however, that 300,000 rice
farmers from 20 states would be supported at the beginning of the programme in
January.
He said that under the new initiative, the CBN had modified the
programme to facilitate its direct relations with RIFAN so as to ensure timely
disbursement and full repayment of loans, unlike what obtained in the past.
He said that the new initiative would double the achievements of
the earlier edition of ABP, which was launched on Nov. 17, 2015 in Kebbi, with
a target to produce additional 2.5 million tonnes of paddy rice.
He said that in 2015, Nigerians spent not less than N1bn daily on
rice consumption, adding that while the spending had reduced drastically, rice
consumption had increased significantly because of the increase in local
production of rice.
Goronyo said that the available statistics indicated that the rice
consumption rate in the country now had increased from 7.9 million tonnes to
over 8 million tonnes, while the volume of rice production had increased from
5.8 million tonnes to 6.9 million tonnes per annum.
He, however, noted that several efforts had been put in place to
cut down the price of rice, adding that some of the efforts included
collaborations with Competitive African Rice Initiative (CARI) and other
African countries to boost rice production and exports in Africa.
