Bangladesh experiences significant labor shortages around agricultural peak planting and harvesting times

What was true a few decades ago when most farmers still used ancient cultivation methods, engaging cattle for farming, has changed due to revolutionary mechanization in the sector, along with many technological developments throughout agricultural methods in the country.
Despite repeated natural calamities across the country and adverse impact of climate change including salinity intrusion, Bangladesh has produced 388.15 lakh metric tons of grain cereal (rice, wheat and maize) during the 2016-2017 fiscal year, according to the last year’s annual report of the Ministry of Agriculture.
Of them the amount of rice produced is 338.13 lakh metric tons, wheat 14.23 lakh metric tons and maize 35.78 lakh metric tons.
Meanwhile 160.42 lakh metric tons of vegetable have been produced along with 113.32 lakh metric tons of potato, 10.26 lakh metric tons of pulse crops, 10.58 lakh metric tons of oil bearing crops and 25.60 lakh metric tons of spice crops in the 2016-2017 fiscal year.
“It’s true that we’ve become self-sufficient in producing food because of the mechanisation and technology. Our farmers are getting the most out of small lands. The farm extension went from horizontal to vertical. The key problem that we’re facing is that the pace of climate change is way faster than the new technologies being introduced onto the fields,” Shykh Seraj, a renowned media and agricultural development activist said.
“To me, technology means agricultural inputs and mechanisation, with which farmers will benefit from farming to get the best profits. And, if it can go along with the climate and weather, then we may call it a success,” he said.
A study published on October 2016 titled, ‘Scaling up of Agricultural Machinery in Bangladesh Review of Successful Scaling of Agricultural Technologies’ said there were a number of characteristics of the Bangladesh context that facilitated scaling up of the machinery services.
The United States supported study found:
-Bangladesh experiences significant labor shortages around agricultural peak planting and harvesting times
-The majority of potential users raises multiple crops and has access to irrigation. They diversify their risk across seasons and crops while limiting the risk of relying solely on rain-fed agriculture.
-Most farmers have a commercial orientation and generate a cash surplus. They can feed their families based on the summer rainy season rice production, so crops from other seasons are de facto cash crops and provide cash income.
-Bangladesh has a large installed base of power tillers and local service providers. Farmers have pre-existing experience with mechanization and buying machinery services, and new agricultural innovations can build on the existing services.
-Bangladesh has a viable, growing, and relatively dynamic private agricultural machinery sector with a fairly extensive distribution system in place.
-A  dense network of micro-finance institutions already exists, and some already have experience with lending for agricultural machinery.
-There is no public or parastatal entity that produces and sells machinery at below-market prices.
In 2017, the government had raised the subsidy to cultivators for purchasing farm machineries from 30 percent to 50 percent, with a view to expanding mechanized seeding, transplanting and harvesting such that farmers can produce more food cost effectively.
The government has also increased the subsidy ratio to 70 percent for buying certain types of farm machineries by the haor and southern coastal regions farmers.
The Department of Agricultural Extension’s (DAE) Sheikh Md Nazimuddin, the project director of the enhancement of crop production through farm mechanization project phase II said: “In terms of modernization of whole agricultural sector, Bangladesh has already made significant progress. The machineries are mainly used by the farmers in three different phases— in preparing land, irrigation and thrashing the crops.”

Another Win For Golden Rice: Canadian Government Approves

After consulting experts in molecular biology, microbiology, toxicology, chemistry and nutrition and ignoring precautionary principle claims by anti-science activists, the government of Canada has affirmedthat a variety of rice called Provitamin A Biofortified Rice Event GR2E (Golden Rice), which has higher levels of provitamin A and is intended to be sold in countries where diets are typically low in vitamin A, is otherwise no different that varieties of rice that have been genetically modified for thousands of years.
They also do not pose a greater risk to human health than rice varieties currently available on the Canadian market, nor can GR2E have an impact on allergies. Except for increased levels of provitamin A, there are no differences in the nutritional value of GR2E compared to older rice varieties.
The assessment of GR2E was conducted according to the Guidelines for Safety Assessment of Novel Foods, based upon scientific principles developed through expert international consultation over the last 20 years with agencies such as the World Health Organization (WHO), the Food and Agriculture Organization of the United Nations (FAO), and the Organization for Economic Co-operation and Development (OECD). The approach taken by Canada is currently applied by regulatory agencies around the world in countries such as the European Union, Australia/New Zealand, Japan, and the United States.
GR2E rice will be grown commercially in major rice-producing regions, primarily in Asia.  The International Rice Research Institute (IRRI) has indicated that this product is not intended to be sold in Canada at this time.

Demand for Basmati spikes rice import bill by 21pc to Rs17b

Mar 19, 2018-Nepal’s rice imports bill jumped 21.4 percent in the first seven months of the current fiscal year as consumers preference for aromatic basmati rice from India continues to rise. According to Nepal Rastra Bank statistics released on Sunday, Nepal imported rice worth Rs16.95 billion in the first seven months (mid-July to mid-February). In the same period last year, rice imports amounted to Rs13.96 billion. The statistics show that in 2015-16, the annual imports were valued at Rs10.20 billion. 
In the last two years, rice imports have jumped 66 percent despite the country recording a bumper paddy harvest. Paddy production jumped to an all-time high of 21.66 percent to 5.23 million tonnes in 2016-17. 
Output this fiscal year is expected to amount to 5.15 million tonnes, down 1.49 percent, mostly on account of the August floods last year in the southern Tarai plains, the Ministry of Agricultural Development said. Despite the drop, the harvest will still be second largest in the country’s history. 
Experts said that rice imports bill would continue to grow because the expanding population of middle income Nepalis prefers basmati rice. Long grain basmati rice holds a unique charm in global markets, including Nepal, and this has resulted in a growth in rice imports although the country produced surplus grain, according to agri experts.
“It’s the rice-eating habit that has been driving imports at an alarming level,” said Agri Economist Krishna Prasad Pant. “In fact, consumption of rice has 
superseded production as food habit of Nepalis has not changed a lot.” 
According to him, Nepal has been importing maize worth Rs11 billion annually and it is not for feeding people but to feed livestock. There seems to be a direct link between remittance and food habits in Nepal. 
Experts said that Nepalis have been earning more for the last couple of years, and demand for basmati rice has grown accordingly. Every household in Kathmandu and other major cities prefer packaged basmati rice that is imported from India.  
Considering the current imports trend, Pant said, Nepal’s rice imports bill is expected to touch Rs30 billion this fiscal year, up from Rs23.6 billion last fiscal. India is the sole exporter of basmati rice to Nepal.
Importers said that Indian basmati rice was much cheaper compared to Nepal’s product due to low cost of production and India’s heavily subsidised farm sector.  
According to the Department of Customs, Nepal imported farm products worth Rs196 billion last fiscal year, up 11.36 percent year-on-year, setting off concern that the country’s dependency on imported food was ballooning out of control. 
The share of agri products in the total import bill has swelled to 20 percent. The country’s total import bill amounted to Rs984.06 billion in the last fiscal year.
 The department’s statistics show that agri imports have surged more than fourfold over the last eight years. The food import bill jumped steadily from Rs44.43 billion in 2009-10 to Rs76.05 billion in 2011-12 and to Rs99.35 billion in 2012-13. It further ballooned to Rs127.51 billion in 2013-14.

Golden Rice approved for sale to Canada but no plans for imports

In 2017, Health Canada received a submission to allow the sale of a variety of rice, called Provitamin A Biofortified Rice Event GR2E (Golden Rice).  This genetically modified rice variety has higher levels of provitamin A and is intended to be sold in countries where diets are typically low in vitamin A.  GR2E rice will be grown commercially in major rice-producing regions, primarily in Asia.  The International Rice Research Institute (IRRI) has indicated that this product is not intended to be sold in Canada at this time.
In order to determine whether this rice variety could be sold in Canada as food, the scientists at Health Canada conducted a scientific assessment that ensured that GR2E rice is safe for consumption, that the increased provitamin A levels posed no risk to Canadian consumers, and that it still had all its nutritional value.  Our scientists also needed to assess how GR2E was developed and whether it can be toxic or cause allergic reactions.  The ability of the GR2E rice in helping vitamin A deficiency in affected populations was not evaluated.
Scientists with expertise in molecular biology, microbiology, toxicology, chemistry and nutrition conducted a thorough analysis of the data and the protocols provided by the applicant to ensure the validity of the results.
Following this assessment, it was determined that the changes made in this rice variety did not pose a greater risk to human health than rice varieties currently available on the Canadian market.  In addition, Health Canada also concluded that GR2E would have no impact on allergies, and that there were no differences in the nutritional value of GR2E compared to other traditional rice varieties available for consumption except for increased levels of provitamin A.

Loktak Lake (Manipur), Mar 17: Famous for its floating islands and picturesque landscape, the condition of the Loktak Lake in Manipur, one of the largest freshwater bodies in the northeast, is deteriorating, researchers and scientists said.
Spread across 300 sq km, just 150 short of Mumbai’s expanse of nearly 450 sq km, the lake is also home to the 40 sq km Keibul Lamjao National Park, a thick floating biomass of weed and rice grass, and the endangered Sangai deer.
The main threat to the lake is the waste flowing into it from paddy fields, untreated sewage from Imphal, plastic and degradation of the biomass in the water body.
To save it from inching towards an ICU-like state, an all-women team of scientists aided by a laboratory on a boat are studying and monitoring the health of the lake.
The five-member team of the Institute of Bio Resources and Sustainable Development (IBDS) are working in Loktak under the aegis of the Department of Biotechnology, Ministry of Science and Technology.
Parts of the lake have turned acidic due to excessive levels of phosphate, which could “de-calcify” snails and other organisms such as the shellfish, thus having an overall impact on the ecology of the lake, Director, IBDS, Dinbandhu Sahoo said.
Degradation of phumdis, a thick floating biomass of weeds and rice grass, is also a reason of worry. The lake is known for locals using these floating biomass to form phumdis for residing and even trapping fish.
The lab has all the necessary equipment to measure vital parameters to assess the Loktak’s health, officials said.
Most of the boats in the lake are made by clubbing fiber drums with a wooden plank on it. These do not meet the requirements for conducting experiments. Manufacturing a boat for the lab was also a daunting task due to lack of local expertise, Sahoo said.
“It will be wrong to say that Loktak is on ventilator, but yes, it is inching towards being in an ICU state,” he said.
The floating laboratory measures different parameters– the temperature, phosphate level, conductivity, dissolved oxygen,turbidity, Rajkumari Supriya, a senior research fellow (SRF) at the IBDS, said.
Researchers also collect biomass that is taken for testing at the laboratory in Imphal, she said.
“Besides this, we also do nitrogen and phosphate tests to check their levels,” said Kikku Kinui, another SRF at the institute.
Staff also faces the threat due to insurgency in the northeastern state.
The lake is so huge that collecting samples, which Sahoo said is very vital for knowing its health, could sometimes be precarious.
“It is still unsafe to visit some parts of the lake. We are trying to come up with a mechanism where we can have buoys that could collect the samples and give us the data without the scientists actually visiting sensitive sites,” he said. PTI

DAVAO CITY — The Japanese government on Thursday turned over to Philippine officials 27 pieces of heavy equipment that Japan donated for the rehabilitation of Marawi City, which was all but reduced to rubble during the war on Islamic State (IS) followers there.
Philippine officials, led by Executive Secretary Salvador Medialdea and Public Works Secretary Mark Villar, also received from Japanese Ambassador to the Philippines Koji Haneda at least 26 utility vehicles donated by Japanese carmaker Mitsubishi Motors.
These would be for humanitarian efforts in Marawi.
P1-billion pledge
Villar said the pieces of heavy equipment donated by Japan would augment machinery that the Department of Public Works and Highways  had already prepared for use once the rehabilitation program starts.
It was not clear, though, if the donated equipment was already part of Japan’s P1-billion pledge for the rehabilitation of Marawi City.
Assistant Housing Secretary Felix Castro, field office manager of the Task Force Bangon Marawi, said representatives of local government units and displaced residents would be involved in finalizing the rehabilitation plan for Marawi.
US donation
Earlier, the US government gave P100 million for the purchase of food for Marawi’s displaced residents.
US Ambassador Sung Kim said the donation would enable World Food Programme to purchase 1,800 metric tons of rice for up to 45,000 people for four months.
Emmanuel Leyco, officer in charge of the Department of Social Welfare and Development, said beneficiaries would each receive 50 kilograms of rice monthly for four months.

Falling exports

At the time of Independence, there was no manufacturing industry in Pakistan. However, soon thereafter Pakistan realised the importance of industrial and manufacturing units, and several such units were set up in diverse sectors.
This diversification of industrial production resulted in a radical transformation of Pakistan’s exports, which to a great extent freed the country from declining and unstable foreign exchange earnings.
Although the share of manufactures in its national output is not as large as in many other developing countries, the export orientation of Pakistan’s industrial production is much greater. During the early 1950s, export of manufactures was merely Rs6 million with a share of less than a fraction of a percentage. As infrastructure and industry developed, our exports increased to Rs1.7 billion in the 1970s, accounting for about 50 percent of the overall exports.
During the 1990s, our export of manufactures further increased to Rs133 billion, representing about 65 percent of the overall exports. During the last decade, such exports have risen at a rate of about 15 percent, from Rs467 billion to Rs1.4 trillion. As the overall percentage of exports, manufactures made for over 70 percent.
On the other hand, the export of crude material and commodities, which used to represent more than 90 percent of Pakistan’s exports at the time of Independence, fell significantly to less than four percent during the last decade.
Pakistan’s main exports can be divided into several categories. The category of export commodities primarily includes fresh and live animals and raw food items such as rice, grain and pulses, beverages and tobacco. The value of these exports from Pakistan has been increasing; it was merely Rs112 million in the 1950s, then increased to Rs17 billion in the 1990s and in 2010-11, the value rose to Rs373 billion. In terms of percentage of the overall exports, it was 6, 10 and 18 percent respectively.
Fish and fish preparation exports come with a bonus and their earnings have also been maintained quite well. This category’s contribution in terms of the overall exports has almost always been constant at 2 percent. In the 1950s, the quantum was Rs10 million, but then it rose to Rs150 million in the 1970s and then to Rs5 billion in the 1990s. During the last decade, the exports have grown at a rate of about 18 percent, from Rs7.7 billion to Rs25 billion.
Rice is another specialty export of Pakistan. In the initial days, rice crop was sufficient only to meet the local demand; there was barely any left to export. After the green revolution in the late 1960s, the export of surplus rice started. Though the export was dependent on climatic conditions and natural disasters, Pakistan was still able to export rice in increasing quantities. In the 1970s, our rice exports were around Rs300 million and rose to Rs10 billion in the 1990s – respectively making about 10 and 6 percent of the overall export proceeds. During the last decade, rice exports tremendously increased at an average rate of about 24 percent, from Rs27.5 billion to Rs185 billion.
Pakistan has also been exporting fresh fruit and nuts. The quantum of export was initially low but gained momentum with time. Exports in this category increased from Rs9.3 million in the 1950s to Rs20 million in the 1970s, and then to Rs1 billion in the 1990s – representing 0.6 percent of the overall exports. It was in the 2000s that exports from this category increased from Rs4.5 billion to Rs22 billion – making 0.8 and 1.1 percent of the overall exports. The increase during the current decade was around 20 percent, which is a very healthy sign.
Exports from the category of beverage and tobacco were very low in the beginning. They started picking up during the 1970s when the export was about Rs50 million, representing 0.1 percent of the overall exports. During the 1990s, their export stood at around Rs270 million, around 0.2 percent of the overall exports. The average growth during the last 10 years was more than 30 percent, from Rs356 million it rose to Rs. 4.2 billion. As a percentage of exports, this was typically less than 0.2 percent of the overall exports.
The trading data of the sugar and honey category is very interesting. Pakistan is both importer and exporter in this category. In the early days, the production of sugar was adequate enough to meet the local demand. Later, in the early 1960s, Pakistan started exporting this commodity. However, there were some years when Pakistan had to import sugar, but it predominantly remained an export commodity. The situation changed during the last decade; now Pakistan primarily imports sugar, rather than exporting it. This does not portray a favourable position for Pakistan.
Raw cotton, hides and wool are Pakistan’s old export products. However, they are now increasingly exported after being domestically processed in the form of cotton, yarn, textile, garments, leather and woollen goods. Due to the diversification of the production structure, the curtailment of export of these raw materials was fairly rapid. Steps were taken to increase the production of these raw materials with a view to retain their established export markets. This was an easy task in view of the comparatively inelastic production structure of Pakistan’s agriculture sector.
In the absence of a manufacturing facility, Pakistan started exporting raw cotton in order to acquire foreign exchange and substitute it for cotton and textile products. In the meantime, manufacturing facilities started being developed to help process raw cotton into cotton fabric, textile yarn, textile fabric and other textile products. In the early 1950s, the value of raw cotton exported stood at Rs800 million; it was reduced to Rs600 million in the 1960s. But in the same period there was a significant growth in the production of raw cotton and by the 1990s, the export value had gone up to around Rs14 billion.
During 2001-2010, the export proceeds of raw cotton increased to Rs38 billion from Rs3.8 billion, with an average increase of about 29 percent per year. However, if seen in terms of the total percentage of cotton exported in comparison to our overall exports, the percentage had drastically reduced. For instance, the percentage of raw cotton exported in the 1950s was around 40 percent, it then came down to 30 percent in the 1970s, and further reduced to eight percent in the 1990s. During the last decade, our cotton exports hovered around less than two percent, sometimes even as low as 0.7 percent.
However, it is a positive indicator that Pakistan is now in a position to export finished products rather than raw cotton. This favoured both the producer and manufacturer but was essentially facilitated through government policies and tariff control.
A similar trend was noticed in the case of raw hides and skins. Pakistan initially exported these products, but later when tanneries were developed, leather became the choice of export. When leather factories were established to produce products, which included leather garments, bags and footwear, the export market was quite absorbent. In terms of value, the export proceeds from these products were around Rs33 million in the 1950s, then they came down to Rs19 million in the 1970s, and then further reduced to Rs1 million in the 1990s. There was growth in the export proceeds of these products during 2001-02 – from Rs24 million to Rs146 million – but this was primarily due to the devaluation of rupee and increase in the price of hides and skins.
However, the relative weight of exports has reduced significantly; it was about 1.65 percent in the 1950s, then came down to 0.6 percent in the 1970s and then remained somewhere less than 0.01 percent from the 1990s onwards.

 APEDA, a statutory body under the Union Commerce Ministry, had in November 2008 filed an application for GI registration of basmati grown in the seven states.
MADHYA PRADESH has lost its claim to market rice under the basmati tag, with the Geographical Indications (GI) Registry issuing an order excluding the state from the area officially demarcated for cultivation of this aromatic paddy variety.
“Farmers in MP can continue growing the premium rice, but it cannot be called basmati. The GI certification rights for basmati cultivation will be limited only to seven states in the Indo-Gangetic plains on the foothills of Himalayas: Punjab, Haryana, Himachal Pradesh, Delhi, Uttarakhand, Uttar Pradesh (west) and two districts of Jammu & Kashmir (Jammu and Kathua),” a top official from the Agricultural & Processed Food Products Export Development Authority (APEDA) told The Indian Express.
MP principal secretary (agriculture), Rajesh Rajora, said the state government would challenge the GI Registry’s order in the Madras High Court Monday. “Many facts submitted by us have not been taken into consideration,’’ he said.
The Chennai-based Registry operates under the Office of the Controller General of Patents, Designs & Trade Marks.
The APEDA, a statutory body under the Union Commerce Ministry, had in November 2008 filed an application for GI registration of basmati grown in the seven states. However, in December 2013, the GI Registry asked APEDA to also include MP, Rajasthan and other states where basmati varieties are grown, and submit an amended application. This was challenged by APEDA, which filed an appeal in February 2014 before the Intellectual Property Appellate Board (IPAB).
Backed by rice miller-exporters and farmer organisations in Punjab and Haryana, along with the two state governments, the main argument put forth by APEDA was that adding MP and others to the list of states eligible to be issued GI mark would result in basmati losing its premium tag and a beating down of prices.
In February 2016, the IPAB upheld APEDA’s appeal and ordered the GI Registry to grant recognition for basmati rice grown only in the seven states. But it also directed the MP government to provide additional evidence to show that the state had an established tradition of growing basmati to warrant a GI tag, while asking the Registry to consider these claims afresh.
“The GI Registry has now rejected MP’s case,” said the APEDA official.
The ruling would imply that farmers in Morena, Bhind, Sheopur, Gwalior, Datia, Shivpuri, Guna, Vidisha, Raisen, Sehore, Hoshangabad, Narsinghpur and Jabalpur — the 13 districts for whose inclusion MP had staked claim — cannot technically grow basmati rice.
Currently, an area of over 2 lakh hectares in MP is reported to be under cultivation of improved basmati varieties, such Pusa-1 and Pusa-1121. This constitutes nearly 10 per cent of the estimated total area under cultivation in the country — about 18 lakh hectares, including 7 lakh hectares in Haryana, 6 lakh hectares in Punjab and 2.5 lakh hectares in UP.
The GI Registry’s judgment is expected to impact not just farmers but also companies such as LT Foods, which sells basmati rice under the popular Daawat brand, SSA International and Narmada Cereals Pvt. Ltd. All of them source significant quantities of basmati from MP and have set up modern rice mills near Bhopal.
In his order dated March 15, Chinnaraja G Naidu, Assistant Registrar, Trade Marks & GI, stated: “The documents and evidence filed by opponents (MP government and the above three companies) shows the importance [and] special characters of rice cultivated in Madhya Pradesh, but not Basmati cultivation.Opponent has therefore failed to satisfy the fundamental requirement of Popular Public perception of Basmati cultivation in Madhya Pradesh.The tribunal reaches a conclusion that there is proper demarcation of cultivation area in the GI application filed by the respondent/application (i.e. APEDA). The opponent failed to prove the Basmati cultivation in the claim with supporting documents. A mere plea, without supported by any corroborative evidence, has no gravity in the eye of law.”
Priyanka Mittal, director of KRBL Ltd, India’s largest basmati exporter and owner of India Gate, welcomed the order. “It restores the sanctity and preserves the heritage of basmati as a premium rice indigenous to the Indo-Gangetic plains on the Himalayan foothills. We should protect basmati the way France has done for champagne. The basmati brand was getting diluted to the extent where even states like Karnataka and Andhra Pradesh were taking up cultivation and sale of basmati. They should develop their own aromatic rice varieties,” she said.
For the BJP government in MP, the order comes at an inopportune time, when it has been trying to placate farmers after the unrest in June 2017 that led to police firing near Mandsaur. Besides, assembly elections are due in the state later this year.
During the legal battle, the state pointed out that its farmers had been growing basmati for decades using traditional and new techniques. Its petition also argued that the Madhya Pradesh Seed and Farm Development Corporation had been distributing basmati seed varieties to farmers, and that there was no consensus on traditional basmati growing areas in the country.



Failure to bag GI tag for basmati will bleed farmers
BHOPAL: Madhya Pradesh’s failure to get geographical indications (GI) tag for its basmati rice will have far-reaching financial consequences on farmers as well as mill owners of the state. Approximately around 4 lakh tonnes of basmati rice is produced across 13 districts of the state and a majority of it is exported. There are 10 big and approximately 90 small basmati mills in the entire state.
“The farmers as well as mill owners who belong to the state and do not have mills outside MP will be the biggest losers. Without the GI tag, we will not be able to get proper prices and will not be able to export our produce as basmati. Without the GI tag, we will not be able to provide certificate of origin for our basmati and hence we will not be in a position to export,” said Anil Agarwal, director of Sanwaria Agro, a leading agro-industry in the state.
“It is interesting to note why APEDA (Agricultural & Processed Food Products Export Development Authority), a body of the Union government is opposing the MP government’s claim for a GI tag for its basmati. The fact remains that both the central and state government is run by the same party. Responsible people from the state should ask this pertinent question,” Agarwal told TOI. Talking about the turnover of basmati rice in the state, Agarwal claimed that MP produces around 11 lakh metric tonnes of basmati rice in the last financial year. Officials, however, claim that production is just close to 4 lakh metric tonnes. But, even by conservative estimates, if production is 4 lakh metric tonnes, it means a revenue of roughly Rs 1,100 crore. Due to absence of the GI tag, MP farmers are already getting lower prices for their produce. “We sell basmati paddy for Rs 2,600-2,700 per quintal. But, in Haryana and Punjab, the same paddy is being sold at around Rs 3,200-3,300 per quintal. We have been growing basmati for long and injustice has been meted to us. The government should raise the issue before competent authorities. We had submitted memorandums in past also,” said Bhojpal Chaudhary, a farmer from Sankhini village in Hoshangabad district. Chaudhary cultivates the crop in over 30 acres of land. Activists allege apathetic attitude of officials and the state government led to this outcome. “If the government had raised the issue with all its might, the decision would have come in our favour, which would have benefitted the farming community immensely. The apathy is not only restricted to basmati — even oranges and kalimuch rice of Balaghat and a host of other agricultural products should ideally get the GI tag,” said Nikunj Garg. Garg is associated with an NGO called New Darpan Social Welfare Society. The NGO was also an intervener at the GI Registry, Chennai, and demanded the tag for MP basmati, along with the state government. Advocate Ankur Pastor, the chairman of New Darpan said, “The government should made an appeal before the Intellectual Property Appellate Board (IPAB), which is the appellate body against GI Registry as soon as possible and gather proper evidence. MP losing its basmati tag will have far-reaching impact. It is also noteworthy that the same GI Registry favoured the state’s claim in the year 2013, which was then opposed by APEDA in IPAB. Strangely, the same GI Registry opposed us this time”.

When contacted over the issue, principal secretary of agriculture Rajesh Rajorasaid, “We are going to appeal against the judgment in the high court. The facts presented by us before the GI Registry were not taken into consideration. We have hired two top lawyers, one in Delhi and the other in Chennai for this purpose”.


It is worth mentioning that in November 2008, APEDA included Punjab, Haryana, Himachal Pradesh, Delhi, Uttarakhand, western UP and two districts of Jammu and Kathua in J&K as traditional GI area for basmati rice cultivation in its application before the GI Registry and MP was excluded from the list.


Subsequently, MP moved an application before the GI Registry, Chennai, to include it in the list of traditional basmati producing areas. On December 31, 2013, the GI Registry ordered the APEDA to file an amended GI application to include MP, Rajasthan, Bihar and other some other states. But, the APEDA moved an appeal against the orders of the GI Registry at the appellate board and in February 2016, IPAB set aside the order of the GI Registry given on December 2013 for including Madhya Pradesh and other states. It also asked MP to present its application before the GI Registry will proper evidence. MP then moved its application before the GI Registry and on March 15, the application was set aside by the registry. MP government has also moved the high court challenging the earlier IPAB order that was given on February 2016.

Thailand to export 9.5 million tons of rice this year
Bangkok – The Department of Foreign Trade announced this past week that Thai rice exports will reach 9.5 million tons this year due to stable high demand in the global market. Between January and March 2018, Thailand sold 2 million tons of rice to overseas buyers, accounting for an increase of 4.17% year-on-year. The combined value of rice exports rose 22.13% to 999 million US dollars during the period. Global rice production is expected to drop to 484.33 million tons this year due to the low production output among major producers such as India, Bangladesh, USA, South Korea, and Japan, in addition to a slight decrease in rice consumption as some consumers turn to other high-fiber crops.

Even so, the department is confident that Thailand will reach this year’s rice export target of 9.5 million tons. Due to the lower rice supply in the world market, rice prices have continued to rise domestically and globally. Furthermore, the Ministry of Commerce has been sending negotiation teams to Thailand’s trading partners to boost rice sales.

The Geographical Indication (GI) Registry has dismissed Madhya Pradesh’s plea for its inclusion in the Basmati growing region saying there is no ‘corroborative evidence’ to suggest that the aromatic variety is grown in the state. The GI Registry in an order passed on March 15 has said: “This tribunal reaches a conclusion that there is proper demarcation of cultivation area in the GI application filed by the respondent applicant (Apeda).
The opponent (MP government and others) failed to prove the Basmati cultivation in the claimed with supporting documents. A mere plea without supported by any corroborative evidence, has no gravity in the eye of Law. In finale, the oppositions are disallowed as lack of merit.” Basmati is grown in 77 districts of Punjab, Haryana, Himachal Pradesh, Delhi, Uttarakhand, western Uttar Pradesh and Jammu & Kashmir. The aromatic rice variety is also grown in a few districts of Punjab in Pakistan.
“The decision will help India to convince Pakistan not to expand Basmati cultivation to other areas and keep it confined to the region where it has been grown traditionally,” said Priyanka Mittal, director of India’s largest basmati exporter KRBL. The Chennai-based Intellectual Property Appellate Board (IPAB) in February 2016 had directed the GI Registry to issue a certificate of registration to the Agricultural & Processed Food Products Export Development Authority (Apeda) and reconsider afresh only the plea of inclusion of 13 districts of Madhya Pradesh. Apeda, which had applied for the GI tag for Basmati rice in 2008 and got the registration after seven years of legal battle, had moved the Intellectual Property Appellate Board in 2014, challenging GI Registrar’s first decision (in December 2013) that directed it to file an amended GI application by including all areas where basmati rice is cultivated, including Madhya Pradesh, Rajasthan and Bihar.
While other states stayed away from the legal battle, MP has been following it by roping in growers, millers and agriculture scientists. Apart from the state government, there were Madhya Kshetra Basmati Growers Association Samiti, Narmada Cereals, SSA International (from Raisen district), Daawat Foods and Madhya Kshetra Basmati Exporters Association who had sought inclusion of 13 districts. The parties to the oppositions are given three months to file the appeal, if any, in the IPAB, Chennai.
 “If these parties do not proceed further in the legal battle, the GI for basmati will be settled and India can initiate GI registration for the aromatic rice in other countries where there is a chance of infringement of the name,” said an industry official citing the example of Champagne, which has been registered in India under GI by France’s Comite Interprofessionel du Vin de Champagne (CIVC) in 2010. There were many instances in the past as companies tried to register their products under Basmati, since it commands a premium in the global market. In the latest order, the GI registry said as per the direction of the IPAB, it has heard both sides on the limited issue of inclusion of 13 districts of Madhya Pradesh
— Morena, Bhind, Gwalior, Sheopur, Datia, Shivpuri, Guna, Vidisha, Raisen, Sehore, Hoshangabad, Jabalpur and Narshinghpur. The registry has said that the documents and evidence filed by the state and others show the importance, special characters of rice cultivated in MP but not the Basmati cultivation in the traditional growing area. “Opponent has therefore failed to satisfy the fundamental requirement of popular public perception of Basmati-cultivation in Madhya Pradesh as mentioned by the honourable IPAB Chennai,” the order said.
