The exports of above mentioned commodity was recorded at 3.889 million metric tons valuing US$ 1.463 billion during same period of last year, according the data of pakistan Bureau of Statistics.
During the period from July-May, 2017-18, 461,472 metric tons of basmati rice worth US$ 478.853 million were exported as against the exportsof 406,824 metric tons worth US$ 385.746 of same period last year.
In last 11 months of financial year 2017-18, basmati rice exports grew by 24.14 percent as compared the exports of the corresponding period of last year, the data further added.
Meanwhile, country earned US$ 1.411 billion by exporting about 3.380 million metric tons of rice other then basmati rice during the period under review as compared the exports of 2.860 million metric tons valuing US$ 1.077 billion of same period last year, it added.
It may be recalled that food group exports during last 11 months of current financial year witnessed about 30.80 percent growth as different food commodities including rice, fish, fish products, meat, meat preparations, fruits, vegetables pulses and others worth US$ 4.479 billion exported.
The exports of food commodities during the same period of last financial year was recorded at US$ 3.425 billion, the data reveled.
On the other hand, rice exports on month on month basis also witnessed tremendous increase in month of May2018 as compared the samemonth of last year as it went up by 79.62 percent and reached at 376,863 metric tons worth US$ 209.898 million.
In last month, exports of basmati rice witnessed 32.83 percent growth and about 54,061 metric tons of basmati rice valuing US$ 53.384 millionexported as compared the exports of 48,571 metric tons worth US$ 40.190 million of same month of last year.
The exports of rice other then basmati witnessed 104.16 percent growth during the period under review and about 322,802 metric tons of rice worth US$ 156.514 million exported as against the exports of 173,782 metric tons valuing US$ 76.664 million of same month of last year.

DA chief sets SRP for 8 basic commodities

DA will begin immediately the implementation of SRPs for the following commodities: regular milled rice (₱39 per kilo); medium- to big-sized milkfish or bangus (₱150 per kilo); medium-sized tilapia (₱100 per kilo); medium-sized galunggong (₱140 per kilo); red onion (₱95 per kilo); white onion (₱75 per kilo); imported garlic (₱70 per kilo); and local garlic (₱120 per kilo).
Piñol said the prices of these commodities should not go beyond 10 percent of the SRPs as there will be sanctions against traders who would sell their products beyond the SRP.
The SRP for selected basic necessities and prime commodities was validated and set during a consultation meeting with private and public stakeholders last June 22.
Piñol said SRPs for basic commodities will also be implemented in other areas in the coming days to prevent a further surge in prices of basic goods due to the Tax Reform for Acceleration and Inclusion (TRAIN) Act.
Section 10 of the Republic Act 7581 or the Price Act of 1992 provides that the head of the implementing agency may from time to time issue suggested reasonable retail prices for any or all basic necessities and prime commodities under his jurisdiction.
The Price Act was promulgated to ensure the availability of basic necessities and prime commodities at reasonable prices at all times.

ISLAMABAD: An increase of 29.15 per cent in rice exports was registered during 11 months of the current fiscal year as about 3.842 million metric tons of rice worth $1.889 billion was reported to have been exported during this period.
According to the data of the Pakistan Bureau of Statistics (PBS), the export of rice was recorded at 3.889 million metric tons valuing $1.463 billion during the same period last year.
During the period from July-May, 2017-18, 461,472 metric tons of basmati rice worth $478.853 million was exported against the exports of 406,824 metric tons worth $385.746 in the same period last year.
In last 11 months of financial year 2017-18, basmati rice exports grew by 24.14 per cent as compared the exports of the corresponding period of last year, the data further added.
Meanwhile, the country earned $1.411 billion by exporting about 3.380 million metric tons of rice other than basmati rice during the period under review as compared to the exports of 2.860 million metric tons valuing $1.077 billion of the same period last year, it added.

In the last month (May), exports of basmati rice witnessed 32.83  per cent growth and about 54,061 metric tons of basmati rice valuing $53.384 million was exported as compared to the exports of 48,571 metric tons worth $40.190 million in the same month last year.
The exports of rice other than basmati witnessed a 104.16 per cent growth during the period under review, and about 322,802 metric tons of rice worth $156.514 million was exported against the exports of 173,782 metric tons valuing $76.664 million in the same month last year

World's tiniest 'computer' makes a grain of rice seem massive

It could lead to big changes in health monitoring.

You didn't think scientists would let IBM's "world's smallest computer" boast go unchallenged, did you? Sure enough, University of Michigan has produced a temperature sensing 'computer' measuring 0.04 cubic millimeters, or about a tenth the size of IBM's former record-setter. It's so small that one grain of rice seems gigantic in comparison -- and it's so sensitive that its transmission LED could instigate currents in its circuits.
The size limitations forced researchers to get creative to reduce the effect of light. They switched from diodes to switched capacitors, and had to fight the relative increase in electrical noise that comes from running on a device that uses so little power.
The result is a sensor that can measure changes in extremely small regions, like a group of cells in your body. Scientists have suspected that tumors are slightly hotter than healthy tissue, but it's been difficult to verify this until now. The minuscule device could both check this claim and, if it proves true, gauge the effectiveness of cancer treatments. The team also envisions this helping to diagnose glaucoma from inside the eye, monitor biochemical processes and even study tiny snails.
Why the air quotes around computer, then? The tiny size is leading the University to question what a computer is. This does have a full-fledged processor (based on an ARM Cortex-M0+ design), but it loses all data when it loses power, just like IBM's device. That might be a deal-breaker for people who expect a computer to be more complete. Still, this pushes the limits of computing power and suggests that nearly invisible computing may be relatively commonplace before long.

A group of scientists from the USA created a new computer that is smaller than a grain of rice. Note that the width of the device is equal to 0.3 mm. the Author is David Blau. As a result of tests, scientists have found that the device is able to convert light into energy through photovoltaics. Data is transferred using light beams. Experts have found the application of a new design: a computer works as a precision temperature sensor, where electronic pulses are used to convert temperature in a period of time.
Scientists said that the device can be embedded in the center of the cluster of cancer cells to compare the temperature of normal tissue and tumors. The device may report that the temperature change with an accuracy of 0.1 degrees Celsius. This development can also be used for monitoring of oil reservoirs.

New committee of agricultural scientists to weigh Madhya Pradesh’s claim to GI basmati tag

This is the second such committee set up by the Indian Council of Agricultural Research (ICAR) within three months, on an issue that has taken on political overtones with elections to the MP Assembly slated in November-December.

The tussle over Madhya Pradesh’s seeking geographical indication (GI) certification for basmati paddy grown in the state has taken a new turn. A committee of agricultural scientists has been set up under R R Hanchinal, a former chairperson of the Protection of Plant Varieties & Farmers’ Rights Authority, to study the claims of Madhya Pradesh and make appropriate recommendations.
This is the second such committee set up by the Indian Council of Agricultural Research (ICAR) within three months, on an issue that has taken on political overtones with elections to the MP Assembly slated in November-December.
The earlier panel, constituted in April, was headed by Punjab Agricultural University Vice-Chancellor B S Dhillon, and included basmati breeders such as V P Singh (developer of the blockbuster Pusa-1121 variety), DVS Panwar (HBC-19 or Taraori basmati), B Mishra (CSR-30) and A K Singh (Pusa-1509), besides D K Mishra, the director of farms at Jawaharlal Nehru Krishi Vishwa Vidyalaya, Jabalpur, and A K Gupta, director of Agricultural & Processed Food Products Export Development Authority, or APEDA. This committee did not favour the inclusion of MP as a basmati-cultivating state for the purposes of GI registration.

The new panel has been constituted following hectic lobbying by MP Chief Minister Shivraj Singh Chouhan, and the state government’s contention that the earlier committee’s composition reflected a “breeder bias” towards existing basmati GI areas. Its members are mostly scientists from outside the traditional basmati-growing states. Besides Hanchinal, the committee includes Kerala Agricultural University Vice Chancellor R Chandra Babu, director of the Andhra Pradesh Rice Research Station at Maruteru (West Godavari) P V Satyanarayana, honorary professor at Orissa University of Agriculture & Technology S R Das, deputy director-general (horticultural science) at ICAR Anand Kumar Singh, former DDG (crop science) Swapan Kumar Datta, assistant director-general (seeds) D K Yadav, and ADG (intellectual property) Sanjeev Saxena.
The new committee is expected to submit its report before July 10, when the Madras High Court is scheduled to hear a writ petition filed by the MP government challenging an order passed by the GI Registry under the Office of the Controller General of Patents, Designs & Trade Marks. That order, dated March 15, had rejected MP’s claim to include 13 of its districts — Sehore, Vidisha, Raisen, Hoshangabad, Narsinghpur, Jabalpur, Guna, Shivpuri, Sheopur, Morena, Gwalior, Bhind and Datia — as areas entitled to the basmati GI tag. That would give farmers in these districts the right to cultivate basmati and market it under this premium aromatic varietal category.
APEDA, which had originally filed the application for registering “basmati” as GI, had included only demarcated areas in the Indo-Gangetic plain below the foothills of the Himalayas — covering 77 districts of Haryana, Punjab, West Uttar Pradesh, Uttarakhand, Jammu & Kashmir, Himachal Pradesh and Delhi — where this rice can be legally grown.
Currently, about 2 lakh hectares (lh) are reported to be under basmati cultivation in MP, with the 10 lakh tonnes (lt) of paddy production from this worth roughly Rs 2,600 crore. In contrast, the total cultivated area in the main basmati belt is over 16 lh — 7 lh in Haryana, 6 lh in Punjab, 2.6 lh in UP, 0.6 lh in J&K, 0.15 lh in Uttarakhand and 0.07 lh in HP. India produces an estimated 65 lt of milled basmati rice, of which 40-41 lt is exported. During 2017-18, the country’s basmati exports were valued at $ 4.17 billion (Rs 26,870.17 crore).
Those opposing MP’s claim for inclusion as a GI area for basmati say that the state was never known to have traditionally grown this aromatic paddy. Allowing MP’s claim would open the floodgates for others from Rajasthan to Bihar to also demand the GI tag. That would dilute basmati’s premium character attributable to its specific geographical origin in the Indo-Gangetic plain below the foothills of the Himalayas.
However, rice millers in MP point out that the state today accounts for 50 per cent of the area under Pusa Basmati-1 and 70 per cent of the exports of this particular improved variety to the US and European markets. That itself is proof of the quality of basmati being cultivated by farmers in MP. And it would be difficult to deny these farmers the right to grow basmati — especially in an election year

Rice prices soar as Duterte marks 2nd year in office

Poor families suffer for almost half of the year, as they are left with no choice but to buy regular and well-milled rice

MANILA, Philippines – Affordable rice from the National Food Authority (NFA) finally started to arrive in local markets. Consumers could now buy NFA rice at P27 to P32 per kilo, as some 250,000 metric tons (MT) of rice from Vietnam and Thailand arrived in ports.
However, poor families already suffered for almost half of the year, as they were left with no choice but to buy regular and well-milled rice.
Data from the Philippine Statistics Authority (PSA) revealed the rapid surge of prices in both regular and well-milled rice, as the NFA rice supply started to get depleted.

The average price of regular milled rice peaked in the second week of April at P39.97 per kilo, 7.88% higher compared to the same period in 2017.
Meanwhile, the average price of well-milled rice reached as high as P44.11 per kilo in June, 5.58% higher year-on-year.
Prices started to soar by the last week of March. The NFA announced in April that they had zero buffer stocks. (READ: NFA rice shortage: Whose fault is it?)
Inflation
The acceleration of rice prices, along with other basic commodities and oil, as well as the implementation of the Tax Reform for Acceleration and Inclusion (TRAIN) law, contributed to the spike in inflation, which clocked in at 4.6% in May. The figure is outside the government's annual target of 2% to 4%.
Budget Secretary Benjamin Diokno did not mince wordsand blamed the NFA for partly causing the surge.
"Una, tumaas 'yung presyo ng gasolina sa world market at hindi natin kontrolado 'yan. Pangalawa, tumaas ang presyo ng bigas hindi dahil sa TRAIN. 'Yan po ay dahil sa incompetence ng mga tao sa NFA," Diokno said in a forum on June 11.
(First, the price of fuel increased in the world market and we cannot control that. Second, the price of rice went higher not because of TRAIN. It was because of the incompetence of people in the NFA.)
NFA Administrator Jason Aquino responded: "The depletion of NFA rice supply was not a result of NFA's inefficiency or the incompetence of its officials. The NFA chief said instead of pointing blame, all should just "help each other find the right and immediate solutions."
While rice prices are expected to stabilize within the next weeks, several questions remain: What is the root cause of the shortage? And what measures are in place to prevent it from happening again?
Turf war

Trouble in the NFA started to catch the media's attention when the turf war between Aquino and Cabinet Secretary Leoncio Evasco Jr, who then headed the NFA council, started to heat up. (TIMELINE: Clashes between Evasco and NFA's Aquino)
As early as March 2017, Evasco alerted President Rodrigo Duterte that Aquino diverted rice meant for typhoon-prone Eastern Visayas to Bulacan rice traders.
In a confidential memorandum obtained by Rappler, Evasco said Aquino sold 10.4 million kilograms of NFA rice meant for Region VIII to Bulacan rice traders for P235 million.
The deal was one reason why there was a sudden decline in NFA's buffer stock in Eastern Visayas.

Just weeks after the memo was issued, Duterte fired Undersecretary Halmen Valdez, Evasco's proxy in the NFA council.
Valdez said she respects Duterte's decision, but appealed to him to look into the "NFA syndicate."
In November 2017, Aquino called for a government-to-government (G2G) importation of 250,000 MT of rice because of dwindling buffer stock.
By January 2018, local markets started to notice the short supply of affordable rice, which prompted the senate to investigate.
Senate probes NFA

During the Senate inquiry, Aquino revealed that the agency has only less than two days' worth of buffer stock– a far cry from the required 15-day stock.
Senator Cynthia Villar, chair of the Senate committee on agriculture and food, slammed Aquino for causing the panic.
"You should have buffer to make sure hindi ite-take advantage ng traders ang farmers. Sasabihin mo wala kang NFA rice, 'eh trabaho mo 'yan. Bakit mo ina-announce na hindi mo nagawa ang trabaho mo?" Villar said on February 27.
(You should have buffer to make sure traders would not take advantage of the farmers. You'll say there's no NFA rice but it's your job. Why are you announcing that you could not do your job?)
Villar said she thinks Aquino is trying to force the NFA Council to give him authority to import rice.
The NFA chief told senators that the shortage was due to the low farm gate price ceiling of the government and the absence of rice importation to counter it.
He said the agency could not procure rice grains from local producers due to the low price of P17. Farmers, he said, would rather sell their products at a higher price to middlemen.
Senators also questioned Aquino for not procuring grains from specific provinces from October to December 2017 to take advantage of their low prices.
But Aquino said they could not find the said cheap grains, and said these usually do not meet the standard of dry grains with only 14% moisture content
Assistant Secretary Mercedita Sombilla of the National Economic and Development Authority (NEDA), part of the NFA Council, denied Aquino's statements.
Despite the many controversies hounding Aquino, he continues to enjoy the trust and confidence of Duterte.
Reorganization

On April 17, Duterte transferred the NFA under the wing of the Department of Agriculture (DA), effectively booting out Evasco as council chairman.
Minority Senator Francis Pangilinan, who headed the NFA Council under the previous administration, questioned the decision.
"Bakit 'yung may track record na malinis at nagpapaimbestiga ng mga iligal na gawain sa NFA ang tinanggal habang ang mga sangkot sa kurakot ang kinampihan?" Pangilinan asked in a statement on April 17.

In a speech on June 13, Duterte said he took away Evasco's powers because he was "too short-sighted" on the issue of rice supply and was engaged in a "turf war" with other officials.
"We had a bit of a trouble here. I had to cut some powers of Cabinet members for just being too short-sighted or jumping into each other's territory, turf war," Duterte said.
Meanwhile, Duterte hinted that he is inclined to import more rice and he does not think the Philippines can ever be rice self-sufficient.
This contradicts his stance the year before in which he discouraged rice importation in order to protect local rice farmers.
Rice tariffs

While consumers' concerns are perceived to be addressed in the coming weeks due to the availability of NFA rice in the market, farmers may be the next to dive into the battle arena.
Congress is poised to pass the rice tariffication law this year. The law aims to amend the Agricultural Tariffication Act of 1996 and allow rice imports to flow in the country. The current law only allows the NFA to import rice.
Senator Villar said that allowing imports would bring down rice prices because of the tight competition. To protect local farmers, a tariff of 35% will be slapped to all rice imports.
Bantay Bigas Spokesperson Cathy Estavillo said the tariffs will not be enough and it will not be fair play for local farmers.
"Magsasaka ang magdurusa sa rice tariffication law kasi mas mura ang produkto ng Thailand at Vietnam. Madaming pangako na tutulungan, pero ultimo irrigation problems nga hindi masolusyonan hanggang ngayon,"Estavillo said.
(Farmers will suffer under the rice tariffication law because products from Thailand and Vietnam are cheaper. There are a lot of promises that the farmers will get help, but even the irrigation problems now are not addressed.)
Villar admitted that farmers cannot compete with Vietnam because their production cost is only at P6 per kilo of palay, while the Filipino farmers produce at P12 per kilo.
For local farmers to be competitive, Villar said that she is working with the DA to push for the mechanization or use of machines in rice production and the distribution of seeds with better yield.
Meanwhile, Piñol said farmers can now easily borrow money from the agency through the DA's easy access financing program.
"Gusto natin may sense of ownership ang ating mga magsasaka kasi kung bibigyan lang natin ng binhi o kalabaw, ibebenta lang nila 'yan. Pero kung inutang nila, hindi ganoon," Piñol said.
(We want farmers to have a sense of ownership because if we just give them seeds or a carabao, they will just sell it. But if they borrowed money for it, that won't be the case.)

Smuggling of parboiled rice from across the borders, mainly Benin Republic, is creating a major disaster for the rice industry in Nigeria as well as upsetting the country’s economy, Sunday INDEPENDENT investigations and interactions with stakeholders have shown.
What is utmost concern to Nigerian government is the rising rate of importation of parboiled rice from Thailand, particularly to Benin Republic of less than 12 million people compared to Nigeria which has been experiencing reduction due to intensification of production of local rice through the Central Bank of Nigeria’s anchor borrowers’ programme.
A visit to the borders witnessed a beehive of activities with all manner of products, but, largely rice as the security agencies make  brisk business from the illegal operation.
This may have prompted recent pronouncement by Audu Ogbeh, Agriculture and Rural Development minister to the effect that government will shut the land border between it and a neigbouring country in a few days time to avoid smuggling of foreign rice into the country.
Ogbeh, who did not mention the particular country and border, said that shutting the borders had become necessary to encourage local production and sustain the economy of the country.
The minister said that a neighbouring country was bent on destroying the economy of the country and discouraging local production of rice, hence the need to shut down the border.
“Our other problem is smuggling.  As we speak, a neighbour of ours is importing more rice than China is importing.
They do not eat parboiled rice, they eat white rice, they use their ports to try and damage our economy.
I am telling you now because in a few days, you will hear the border has been shut, we are going to shut it to protect you, us and protect our economy,” Ogbeh said.
However, Sunday INDEPENDENT gathered at the weekend that the minister is yet to come out with a policy action weeks after the pronouncement, a development that is causing anxiety among stakeholders.
Although some stakeholders view the proposed action as a failure on the part of government to properly man its borders or control the security agencies, Aminu Goronyo, National President of Rice Farmers Association of Nigeria (RIFAN) has commended the Federal Government on the move stating that it is a welcome development which is appreciated by Nigerians especially rice farmers in the country.
But, these developments seem to have reduced the efficacy of the policy as foreign rice still dominates the market.
For instance, Benin imported 1,647,387 metric tonnes of rice from Thailand in 2017 alone. Further investigations showed that Thailand’s import of rice to Benin has been steadily on the increase, 805,765MT in 2015, and 1,427,098MT in 2016, while official import from Thailand into Nigeria was steadily declining.
Nigeria has an estimated 189 million people while the population of Republic of Benin is about 11 million people. In 2014, 1,239,810MT was imported into Nigeria. It declined to 644,131MT in 2015, and to 58,260MT in 2016, reaching an all-time low of 23,197MT in 2017 and if this trajectory remains on a downward path, Nigeria may not be importing rice by 2020.
According to some analysts, the flow of rice imported from major Asian origins to Benin for onward shipment to Nigeria is a factor that should not be ignored in the regional rice trade in West Africa.
Also, the ECOWAS data indicates that over half of the rice Benin imports is sold into the Nigerian market. Port of Cotonou statistics show about 2.4 million metric tons (MMT) of cereals arriving at the port in 2014, over half of which is rice. USDA data show about 700,000 MT of net rice and wheat imports, coming under lower duties, another reason for the large volumes of cereals transited through Benin, and made easier than in Nigerian corridors out of Lagos. Rice is by far the most important commodity for the Benin Food Importers Association.
However, what should be of most concern is the fact that Nigeria consumes parboiled rice exclusively, while Benin prefers white rice. Rice consumption in Nigeria is almost entirely of parboiled rice. In West Africa, only Nigeria consumes parboiled rice. Other West African countries including all the neighboring countries to Nigeria (Niger, Benin, Cameroon, Chad) are not consumers of parboiled rice. In Africa, only South Africa is the other major country that consumes parboiled rice.
Consequently, some analysts believe that these shipments of parboiled rice from India and Thailand into Lome, Cotonou and Douala ports is a very fair estimate of smuggled rice into Nigeria as none of these countries have internal consumption of parboiled rice.
David Cowan, Citibank, African Economist, in a recent publication, Nigeria Heads To The 2019 Elections What Kind Of Economic Recovery Should We Expect, observed that the growth seen in second half of 2017 would gain momentum in 2018 and into 2019, adding that “the recovery will however be constrained by, politics and lack of real progress with reform – both policy and structural – until after the February 2019 elections.”
Continuing, Cowan said, “On the one hand, business confidence has returned and the performance of the agricultural sector remains positive. But there are still quite a variety of different estimates for growth in 2018. One problem is that while we remain positive about the agricultural sector maintaining its current growth rates going forward as import substituting production continues to pick up, we have some words of warning: There is still a need for more investment in medium to large scale agricultural projects which seems lacking; The geographical impact of the upturn in the agricultural sector is somewhat uneven; And the imports are still competitive.”
However, some stakeholders have faulted government’s banning of borders as panacea to sustenance of local firms producing rice.
Emeka Okereke, Director General, Enugu Chambers of Commerce and Industry, Mines and Agriculture (ECCIMA) wondered the sustainability of the action as it may also be at variance with ECOWAS protocol.
“As patriotic as the intention is to encourage local production, this will rather compound our problems when we cannot for now satisfy the huge demand gap. I think that this will even encourage sharper practices and induce more institutional defects. As good as the intentions are, more pragmatic steps are required rather than this quick to fix action.”
Adeola Elliott, former Chairman, Lagos Chambers of Commerce and Industry (LCCI) Agric and Agro Allied Group has faulted the language of some of the minister, adding, “One expects intelligent manager to initiate solutions to problems not to close shop completely because of operational challenge. If Ogbeh closes the border because of rice smuggling, then all agencies operating at the borders will become redundant and join the league of unemployed people.”
Wale Oyekoya, Chief Executive Officer of Bama Foods,  sees this as another political statement because, according to him, there is an existing  law and policy that prohibit this current summersault policy.
“It’s not necessary for the government to shut the borders instead, the government agencies along the borders such as Nigeria Custom Service, immigration and border patrol need to do their jobs and stop the bribery and corruption that is killing our economy and nation,” Oyekoya said.

Rice farmers laud federal government’s plans to close border to stem rice imports

The Rice Farmers Association of Nigeria (RIFAN), on Friday, commended Federal Government for its plans to close Nigeria’s border with a neighbouring country to stop rice importation through the land borders.
South-West Coordinator of RIFAN, Mr. Segun Atho, conveyed the commendation in an interview, in Lagos.
He noted that the indiscriminate importation of rice through the land borders had been increasing worrisome; particularly due to the fact most of the rice importers were smugglers who evaded the payment of customs duty.
He said that the proposed policy would boost local production of rice, adding that it would signal a new lease of life for local rice producers.
He said that the act would also encourage the establishment of more rice plantations and mills across the country.
“We need to appreciate the activities of rice farmers across the country; this is a right step in the right direction and the farmers are very happy about it.
“The nascent policy will encourage rice farmers to double their production because we are up to the tasks ahead.
“We are hopeful that this decision by the government will also encourage new entrants into rice cultivation,’’ he said.
Atho, however, urged the Federal Government to give more incentives to rice farmers so as to encourage them to produce more and meet the increasing demand for rice by the citizens.

PCC extends probe of questionable practices in rice sector

The Philippine Competition Commission (PCC) will look further into potential anticompetitive practices in the rice sector as consumers continue to face supply lack and high prices.
PCC Commissioner Stella Alabastro Quimbo told reporters yesterday the antitrust body needed to look into more nuanced information about rice markets that may not have been detailed by national or regional data during the first phase of its study.
The purpose of the market study, she said, was to identify competition concerns in the sector with the end goal of addressing those issues.
These competition concerns may include price fixing and the presence of cartels, among others.
Quimbo refused to disclose details of the ongoing market study, noting that they still needed to look into data that has not been made available so far. She said the study “also looks” into the current predicament in rice imports, among others.
“Phase 1 uses more aggregate data, which is national level data or a little bit of regional level data,” she said, citing this as the reason why the first phase ended with “very broad strokes.”
She did not say how long the second phase would take. However, she said that this probe, along with other market studies in other sectors, would have to be finished this year.
In total, PCC wants to finish several market studies this year, covering nine different sectors, namely: Rice, meat and poultry, pharmaceuticals, land transportation, air transportation, agricultural credit, digital commerce, telecommunications and retail.
After finding out the competition concerns, PCC would then decide how to approach the matter, which could involve opening an investigation.

Rice prices on the rise

Prices of rice increased in the capital’s retail markets over the week as a result of increased wholesale prices of the items following imposition 28 per cent import duty on the staple.
The prices of fish and onion also went up in the city’s kitchen markets over the week ending Friday due to supply shortage during Eid vacation.
Traders said that week after the price hike in wholesale market the retail prices of all varieties of rice increased by Tk 1-3 a kilogram.
Immediately after the reinstated 28 per cent import duty on rice in the budget for the financial year of 2018-19, importers and mill owners squeezed the su pply of the staple and increased wholesale price, they said.
A kilogram of coarse variety of rice was selling at Tk 43-45 a kg on Friday in the city markets.
The fine variety of Najirshail rice was retailing at Tk 65-70 a kg and its standard variety at Tk 60-65 a kg.
BR-28 rice was retailing at Tk 50-54 a kg, while Miniket was selling at Tk 62-68 a kg.
The prices of fish also increased over the week.
Rohita was selling at Tk 250-350 a kg, katla at Tk 200-300 a kg, Pangas at Tk 120-170 a kg and Tilapia at Tk 120-180 a kg, depending on their size and quality.
The prices of onion rose by Tk 5-10 a kg.
The local variety of onions was selling at Tk 45-50 a kg, while the imported variety at Tk 30-35 a kg.
The prices of garlic remained unchanged over the week and garlic imported from China was retailing at Tk 90-100 a kg, while its local variety was selling at Tk 60-70 a kg. Garlic imported from India was selling at Tk 70-80 a kg on Friday.
The prices of vegetables remained unchanged in the city markets.Aubergine was selling at Tk 50-60 a kg, papaya at Tk 40 a kg, bitter gourds at Tk 40-60 a kg, okra at Tk 30-40 a kg, palwal at Tk 40-50 a kg, cucumber at Tk 40-60 a kg, tomato at Tk 80-100 a kg and each piece of bottle gourd at Tk 50 on Friday.
The price of green chilli remained stable, retailing at Tk 80-100 a kg.
The local variety of red lentil was selling at Tk 120 a kg, while the coarse variety of imported red lentil was retailing at Tk 70-80 a kg over the week.
The price of eggs remained unchanged and was selling at Tk 24-30 a hali (four pieces) in the city markets on Friday.
A one-litre container of soya bean oil was selling at Tk 105-107, while a five-litre container at Tk 515-540.
Unpacked soya bean oil was selling at Tk 98 a kg, while palm oil was retailing at Tk 85 a kg.
The prices of ginger remained unchanged with its local variety selling at Tk 80-90 a kg and the imported variety at Tk 100-120 a kg.
The prices of sugar remained unchanged and the refined and imported sugar was selling at Tk 60-65 a kg, while the locally produced sugar was selling at Tk 70-75 a kg in most of the Dhaka markets on the day.
Fine-quality packaged salt was selling at Tk 38 a kg, while the refined variety of salt was retailing at Tk 25 a kg. 

Price of rice seen to drop with arrival of NFA rice

THE public may soon see a lowering of prices for commercial rice as the unloading of the first shipment of rice imported by the National Food Authority (NFA) from Vietnam has started.Olma Marie Bayno, Information Officer of NFA-7, said the cargo agent of the supplier committed to work on the unloading operations 24 hours a day.
“[With the availability of NFA rice in the market soon,] we can really expect the price of commercial rice to lower. However, we cannot say that the drop of the prices will be that much,” Bayno said in a phone interview with Cebu Daily News.
If the weather permits, Bayno said the unloading will only take seven days instead of 15.
As of 5 p.m. on Friday, 8,500 bags were already unloaded and moved to the NFA warehouse.
Bayno said they are waiting for all the 200,000 bags of rice to be unloaded so that they can allocate how many bags would be for retailing.
“We need everything to be fully accounted first. That is why we need to wait until everything is unloaded,” said Bayno.
The second vessel containing 7,000 metric tons or 140,000 bags of imported rice which arrived in Cebu on Thursday dawn is still in waters off Kawit Island as of press time.
Bayno said the cargo agent of the vessel is still securing the necessary discharge permits from the Bureau of Customs.
Bayno said the docking of the vessel might also be delayed because of the lack of berthing space at the port, thus it is possible that it might have to wait until the first cargo ship finishes unloading the NFA rice.
Meanwhile, the Department of Agriculture in Central Visayas (DA-7) assured that the income of local farmers will not be impaired.
“Supply of NFA rice only serves as buffer stocks, especially during lean months, when we couldn’t expect any harvest of rice from our local farmers,” DA-7 information officer Cheryl dela Victoria said.
Dela Victoria also said that NFA plans to increase the buying price of rice from local farmers, in order to increase their income.
“As of the moment, NFA has set the buying price of rice at P17 per kilo,” she added.
She clarified that Central Visayas is not a rice yielding region, and only contributes 21 percent of the country’s production of rice.
“We are also continuing our “Bigasan ng Masa” program, wherein DA-7 imports rice from Bohol to sell it to consumers at very low price,” she said,
During this activity, special premium rice is sold at only P48 per kilo, P44 per kilo for well-milled rice, P38 per kilo for under-milled rice, P40 per kilo for brown rice and P70 per kilo for Black or pigmented rice.

Changing pattern of bilateral trade, FPCCI prepares report on proposal of Kenyan mission

ISLAMABAD : The Federation of Pakistan Chambers of Commerce and Industry (FPCCI) Research & Development (R&D) has prepared a study report on the proposal of Kenyan mission for negotiating product specific Free Trade Agreement (FTA) with Pakistan.
The FPCCI report explores different pattern of preferential treatment in bilateral trade and has found a new pattern of bilateral trade to enhance volume of trade.
Research department reports states the countries are now seeking preferential treatment for the potential product which is a kind of product specific FTA and an example of Remodeling of Barter System. In this regards FPCCI report has analytically examined Pakistan and Kenya bilateral trade which is confined to few products included tea, rice, coffee, pharmaceutical products, furniture dominate.
The Kenya has desired to negotiate preferential treatment for tea in the form of product specific FTA. Pakistan is the largest importers of Kenyan Tea- It imported tea worth of 592.837 million dollars out of total US $ 1,424.429 million export of tea from Kenya.
Similarly, Pakistan’s Rice shares US $229.104 million in the total rice import of US $ 259.043 million of Kenya, Pharmaceutical products shares US $ 6.358 million out of total Kenyan pharmaceutical imports of US $ 518.284 million, other items that have major share in Pakistan’s export basket for Kenya are textile and furniture, etc.
The research department of FPCCI has extensively analyzed bilateral trade between Pakistan and Kenya and in its report renamed the Pak-Kenya negotiation for product specific FTA as Remodeling of Barter System.
The FPCCI R&D after analyzing various avenues of trade between Pakistan and Kenya also suggested that both countries should work to develop a mechanism to find out possible revenue loss/generation if such agreement implemented.
This kind of preferential treatment other than PTA and FTA would be a new kind of product specific FTA similar to Barter System and would be treated as Remodeling of Barter System.
Public Interest: Know the quality of your basmati rice before picking it

There are hundreds of varieties of rice grown and eaten throughout the world. Basmati rice is a special variety which is grown in specific areas of West Punjab (now Pakistan) and some parts of India. Basmati rice is known for its long grains and aroma. There are Agmark standards for basmati rice . With effect from February 5, 2016, basmati rice is a registered GI (geographical indication) product. Agricultural and Processed Food Products Export Development Authority (APEDA), as registered proprietor of the GI, is responsible for putting in place a system for administration of GI and authentication of the product. Such rice has standards which can be tested in a lab. These quality standards include minimum precooking and post-cooking grain length, share of broken and fragmented grains, damaged/discoloured grains, etc. In an inferior product, there may be red-striped grains, green grains, chalky grains and so on. The price of basmati rice of 12 brands covered in the lab tests conducted by Consumer Voice varied from Rs 95 to Rs 190 per kg. Suppliers mix inferior quality rice priced between Rs 40 and Rs 50 per kg with genuine basmati rice to increase their profit as consumers rarely can make out the difference. These differences, however, showed up in the lab tests of these 12 brands.
NABL accredited lab for comparative tests
Tests were conducted at an NABL-accredited laboratory and as per requirements specified in Agmark rules (cereals grading & marking rules) and FSS regulations for rice. Note that Food Safety and Standards Authority of India (FSSAI) has no specific standard for basmati rice. Agmark has standards for Dehradun and Saharanpur-grown basmati rice as well as export quality basmati rice. In the absence of specific standards for domestic trade of basmati rice, we have taken Agmark standards for export quality as reference standard for evaluation. Here it must be mentioned that none of the tested brands bears Agmark grading.
12 brands of rice DNA tested
Consumer Voice tested 12 leading brands of basmati rice on the above-mentioned parameters as well as other key quality determinants. A crucial aspect of the test was DNA analysis of the samples to detect adulteration with non-basmati rice. Other key parameters included grain length/ breadth ratio, average precooked grain length and elongation ratio.  Samples were also checked for presence of broken or fragmented grains, damaged/discoloured grains, chalky grains, green grains, other grains, moisture, uric acid, aflatoxins and foreign matter (such as dust and stones). A major health-related parameter was presence of heavy metals (lead and arsenic) as well as pesticide residues.
Quality score of each brand based on lab tests
The highest overall test scores went for Golden Harvest and Lal Qila (92/100 each).  It was followed by Patanjali (89/100), Tilda (88/100) and Asbah and India Gate ( 87/100 each). The lowest rankings were for Fortune (62/100) and Kohinoor (63/100). Rest of the brands were rated in between: Daawat (84/100), Organic Tattva (82/100), Aeroplane (81/100) and Heritage (76/100).
While Golden Harvest (Rs 130/kg) and Lal Qilla (Rs 150/kg) were adjudged as top quality, Patanjali was adjudged as best value for money being pieced at Rs 125 per kg.
DNA Tests
DNA testing is mainly used to determine if parent is biologically related to the child. Similarly DNA (deoxyribonucleic acid) test was conducted to determine purity of basmati rice. The test can detect adulteration of non-basmati rice. Presence of inferior varieties of rice is considered as adulteration. The admixture of common rice in basmati rice should not exceed limits prescribed in Agmark. This criteria had a weightage of 25/100 in Consumer Voice ranking.  Only Golden Harvest and Lal Qilla scored full marks (25/25) as pure basmati as they had no trace of any other variety. All other brands were contaminated with a share of non basmati rice varying from a low of 2.8 per cent (Patanjali ) to a high of 36.6 per cent (Kohinoor).
Physiochemical , sensory and safety tests conducted
Sixteen different tests were conducted to measure different physiochemical characteristics including  quality of grains, energy and nutrition content, uric acid and aflatoxins among others. Safety tests included test for lead and arsenic as well as 37 pesticides. All the brands were within safe limits. ‘Organic Tattva’ contained pretilachlor pesticide which demolished its claim of being organic.
Sensory tests were conducted by an expert panel. Rice was boiled and experts assigned scores out of 12 based on fragrance/ aroma, appearance, size of kernel, colour, texture and taste. Tilda got highest score of 10.49/12 while Heritage got the lowest of 7.8/12. Brands were also scored for packing, marking and net weight.
Consumer Voice does comparative tests based on ISO Guide 46 and Guideline of Consumer International.  Samples for the test are bought from retail shops. Manufacturers are informed of test criteria prior to tests and once the test results are out, they are given an opportunity to object to the test results. The results are published only after giving due consideration to the objections of manufacturers.  Over last three decades, Consumer Voice has tested over 250 categories of products that include consumer durables, electrical products, cosmetics , food and a variety of consumer household products. These tests are conducted following the guidelines of the Sathi Nair Committee approved by the Union Goverment. Union Ministry of Consumer Affairs has been supporting these tests with grants from the Consumer Welfare Fund (CWF) .

ISLAMABAD, June 22 (Xinhua) -- Khurram Saeedi, an Afghan refugee running a garment business in Islamabad, got married to his Pakistani girlfriend last year in a ceremony attended by both Pakistani and Afghan nationals.
"We faced strong resistance from my wife's family. Her parents were not willing to give her hand in marriage to an Afghan refugee. They were afraid that someday I would be forced to return to my country and the fate of their daughter would hang in balance," said Saeedi.
"Somehow she convinced them to allow her to marry me, but they are still not happy with her decision. They believe either my wife will lose me or they will lose their daughter if she decided to go with me to Afghanistan if the Pakistani government forced me to leave their country," Saeedi explained.
Saeedi added that the concerns of his wife's family are justified, as he himself is not so sure about his future. "I want to continue my life in Pakistan. I have opened my eyes in Pakistan, this is my motherland. I dine, dress and think like locals. There is no difference between me and them so I don't think I should be forced to leave here," he said.
According to the United Nations High Commission for Refugees (UNHCR), Pakistan is the second largest refugee-hosting country in the world, with some 1.4 million registered refugees. Pakistani official estimates show that overall, about 2.5 million registered and unregistered Afghan refugees are living in the country.
Samad Khan, an official with the UNHCR, in Pakistan's Khyber Pakhtunkhwa province, told Xinhua that in most cases, Afghan refugees have been living in Pakistan for three generations. "They have business here, their children study in schools here, and they have become so used to the life here that they never want to go back to their motherland."
"About 80 percent of Afghans living in Pakistan are those who were either born in Pakistan or moved here at a very young age. They don't know much about Afghanistan, many of them have never been to their native land even once in their lives. They have adapted themselves so much to Pakistani life that from the way they dress and speak you can hardly tell that they are not Pakistani nationals," Khan said.
After spending so many years in Pakistan, the Afghan refugees have integrated into Pakistani society. They started dressing and eating like the locals and at the same time passed their traditions on to the locals.
"We have adopted their (Pakistanis) Briyani (spicy rice cooked with meat) and passed on our Kabuli Pulao (low spice rice cooked with meat, carrots and raisins) to them," Atif Amin, an Afghan refugee pursuing a bachelor's degree at the Peshawar University, told Xinhua.
Amin said that his family has been living in Pakistan for 30 years. He was born and bred in Pakistan and he feels very attached to the country, but his father has spent his childhood and some part of his youth in Afghanistan so he has found it very hard to adjust to local life even after all the years.
His father repeatedly asks him to move back to Afghanistan with him after the completion of his studies.
Ilhama Qiamy, 23, recently completed her bachelor's degree in economics at the University of Peshawar owing to the quota allocated by the Pakistani government for excellent Afghan refugee students.
Qiamy told Xinhua that she was three when she sneaked into Pakistan with her family. The restlessness in her native land drove her family to bid adieu to their ancestral land and get settled in Pakistan.
"I don't remember Afghanistan because I was so young when I left for Pakistan. The earliest memories of my childhood are studying in a Pakistani school and playing on a swing tied to a tree in front of my house in Pakistan."
Qiamy said that her family and herself are fond of Pakistani culture. Her mother and sisters dress like Pakistani women and even when she visited her hometown in Afghanistan some five years ago, she preferred to wear Pakistani attire there. "I feel more comfortable in Pakistani clothes. Women in my province in Afghanistan wear veiled dress. I wore that once or twice for fun when I visited Afghanistan, but I feel more comfortable in Pakistani attire."
"My mother cannot speak or understand Urdu language, but she always follows Pakistani cooking shows on TV to have an idea of the recipes of Pakistani food, and later cooks them at home."
Qiamy told Xinhua that they have completely absorbed themselves into the Pakistani society as her father and brothers work in the country and all her friends are Pakistanis.
"I was born in Afghanistan, but I found myself in Pakistan. This country provided me shelter and gave me loving friends when there was restlessness in my native place. This land allowed me to live peacefully here. But despite all the love and warmth I received from here, Pakistan sometimes hurt me, unintentionally, though," Qiamy said, explaining that during the last semester at her university it was announced that all the brilliant students will get laptop from a scheme launched by the Pakistani prime minister.
"Despite being one of the brightest students in my class, I could not receive one because I was an Afghan refugee and not a Pakistani national and no matter how hard I worked, there was no one to appreciate my efforts," a tearful Qiamy told Xinhua.
Afghan refugees resemble people living in the northwest Pashtun belt of Pakistan located near the Pakistan-Afghanistan border. Their language and culture are almost the same, making it easy for the refugees to penetrate into Pakistan. Afghan refugees who were repatriated to their country took many cultural facets of Pakistan back home with them.
One of the most prominent things is the game of cricket. Refugees who lived in Pakistan played and watched cricket with locals and formed a national team upon return to their home country.
According to a local daily, an Afghan elder claimed that 400,000 refugees had returned to Afghanistan in 2017 under the voluntary return program, but out of them some 100,000 had come back as the Afghan government did not provide them with the required facilities.
According to the UNHCR, more than 5.2 million Afghan refugees have returned to their militancy-plagued country over the past 16 years.
Pakistan has told Afghan refugees to leave the country before June 30. The government has set such deadlines many times before, only to extend them, however, it is still unclear whether Pakistani authorities will grant another extension to the refugees or not.
Ruvendrini Menikdiwela, head of UNHCR in Pakistan, however, is hopeful that they will win another extension from the Pakistani caretaker set up for Afghan refugees.
Pakistan feels that Afghan refugees are a social and economic burden and this is the reason why they are repeatedly told to leave the country. The country does not have enough resources to feed and provide basic needs including water, electricity, health, education and food to its own population and under such conditions accommodating over 2 million refugees adds more woes to the government.
On the other hand, Afghans who have been living in Pakistan since the Soviet invasion find it very hard to reassimilate in Afghanistan now. Their kids have never been to Afghanistan, they have settled their lives in Pakistan and they believe if they are forced to leave the country, nothing but socioeconomic problems will be waiting for them back in Afghanistan.
"When Pakistan-Afghan relations become tense we feel so concerned and fear that someday someone will tell us to pack our bags and go back. I was born here, so I take Pakistan as my home, I love its streets and roads. But despite all that, in documents I am still an 'outsider'," Amin said.
"No matter how many shalwar qamiz (national dress of Pakistan) I have in my wardrobe, and how many times a month I eat biryani and chaat (a kind of Pakistani food), no matter how many deep friendships I have made with locals here, I will still remain under the 'other and irrelevant' category in this country. This feeling of fear gives me many sleepless nights," Amin told Xinhua.

Biggest rice crop in four years expected in SWLA

The biggest rice yields in four years are expected by rice farmers across Southwest Louisiana.The LSU AgCenter held its first rice field day of the year in Iowa to keep farmers up to date with the latest recommended practices.Several experts gave presentations and advice on how to prevent diseases and pests to produce the most yields.Dustin Harrell, the state’s extension rice specialist, says they were worried about production at the start of the year, but are now expecting big results.
“It stayed colder a lot longer than it normally does here in Southwest Louisiana," Harrell said. "But then as soon as that left, it went from winter to summer almost immediately, and when that happened our rice really began to take off and grow well.”Harrell also stated that while an agreement has been in place for the United States to sell rice to China for about a year, progress has stalled.
Harrell says with the current trade negotiations, it looks as though rice farmers across the country will have to wait even longer to tap into China’s rice industry.

USDA resuming conservation applications

The U.S. Department of Agriculture has resumed accepting applications for the voluntary Conservation Reserve Program, designed to protect sensitive lands and improve water quality and wildlife habitat on private lands.
Eligible farmers, ranchers and private landowners can sign up at the local Farm Service Agency until Aug. 17.
FSA stopped accepting applications last fall for the program to review available acres and avoid exceeding the 24 million-acre program cap set by the 2014 Farm Bill. Program enrollment is about 22.7 million acres.
For this year’s signup, limited priority practices are available for continuous enrollment, including grassed waterways, filter strips, riparian buffers, wetland restoration and others.

Research station sets rice field day

The LSU AgCenter H. Rouse Caffey Rice Research Station is hosting a field day June 27 at 1373 Caffey Road in Rayne to share ongoing crop research with rice farmers.

When 95% is better than 100%

The rice self-sufficiency debate continues to be in the limelight after President Duterte made light of the recent announcement of the Department of Agriculture (DA) Secretary Manuel Piñol that we could be self-sufficient in rice by 2020. Paradoxically, both are plausibly correct but both could also be wrong.
Secretary Piñol has reasons to be optimistic. Weather for rice growing had been favorable the past two years and the adoption of hybrid rice technology is spreading. Our national average palay yield is now at 4.15 tons per hectare and progressively increasing, albeit slowly. The modern inbred varieties developed by the Philippine Rice Research Institute (PhiRice) with proper fertilization easily produce 5–6 tons per hectare. The new rice hybrids promoted by the private seed companies produce 7–8 tons per hectare in farmers’ fields. The better rice farmers in Nueva Ecija routinely report 10 tons per hectare with hybrids.
Moreover, Secretary Piñol has another card in his sleeve. We can attain self-sufficiency in rice by moderating per capita consumption by substitution. If we aggressively raise availability of white corn grits, we will need less rice. And not only are white corn grits cheaper than rice, they are also more healthful. Corn grits have a lower glycemic index, potentially useful in slowing down the growing public health menace of diabetes.
However, we have yet to hear of progress, if any, of the DA revitalization program of the white corn sector in order to catch up with our very successful genetically modified (GM) yellow corn hybrid program for animal and fish feed.
President Duterte in making fun of Piñol’s rice self-sufficiency story has history to back him up. Except for the aberration in 1972–1973, we always had been short of rice.
But whether we can produce enough rice to meet our requirement is not the right question to ask. For sure we can produce more rice, but at what cost?
Our cost of producing palay is about P13 per kilogram. We have to significantly bring that down to match Vietnam’s cost of about P7 per kilogram, and Thailand’s P10 per kilogram.
With the phasing out of quantitative restrictions in the importation of rice in compliance with our covenant with our trading partners under the World Trade Organization (WTO), even with a tariff of 35%, these cheaper rices from Vietnam and Thailand will inevitably increasingly displace domestically produced rice.
This is both bad and good. Our rice farmers will suffer loss of income as the imported rice will depress farm gate prices of palay. The rest of the population however will benefit from lower rice retail prices. With inflation rearing its ugly head at 5%, over the 3-4% inflation rate projected by our economic managers, the temptation is great to immediately arrest inflation and calm the population by massively importing rice.
In order to compete with imported rice we should bring down the cost of producing palay to about R8 per kilogram. This could be attained in two ways: first, by raising palay yields to 6 tons/hectare, and second, reducing the cost of labor in transplanting and labor in manual harvesting and threshing by wider deployment of rice combine machines.
Yields of 6 tons per hectare are easily attained by use of the recommended inbred varieties under irrigation and with proper fertilization. Rice hybrids produce much more especially in the dry season.
Transplanting of rice seedlings is very labor intensive. The alternative is by direct seeding or sabog-tanim.
Rice combines perform the harvesting and threshing operations simultaneously. These machines are expensive and are beyond the reach of most farmers. However, they are now widely used in Nueva Ecija and Isabela which demonstrate that they are economically feasible. It is now a matter of providing incentives and making it easier for enterprising farmers in the rest of the country to obtain loans to acquire these combines and become professional farm operations service providers.
Thus, we can produce rice competitively by: 1) focusing our rice production efforts in areas serviced by irrigation systems, 2) universal adoption of high yielding inbreds and hybrids, 3) proper fertilization, 4) perfecting direct seeding technology as now widely practiced in Thailand and South India, and 5) further moderating labor cost by massive deployment of rice combines as they already do in Nueva Ecija and Isabela.
The above strategy implies that the areas where we now grow rice less productively i.e. the rainfed lowland areas and the uplands will have to be partially withdrawn from rice production and diverted to other crops.
Thus, instead of 100% rice self-sufficiency, the more attainable and economically sensible target, ought to be, say 95%, as we are doing now. DA and Philippine Rice Research Institute (PhilRice) Rice should do their arithmetic.
The big challenge is what to do with the areas withdrawn from rice as well as the alternative employment for those workers displaced by more complete mechanization. The answers are diversification and multiple cropping.
Crops After Rice
During the rainy season when the fields are partly flooded, the most ecologically sound crop to grow is rice. Unfortunately, this is also the time of the year when the typhoons come. But rice, provided it is hit by strong winds and flooded during the vegetative stage, could still recover, unlike most other crops.
After the rains stop, there is sufficient residual moisture in the soil profile to start a second crop. But without the assurance of water availability through irrigation, the productivity/profitability of the second crop is always problematic.
But the pleasant truth is there are many other crops more profitable to grow than rice such as pechay, mustard, mungbean, peanut, tomato, eggplant, ampalaya, chili pepper, sweet pepper, melons, squashes, etc.
Pechay and mustard are harvested in only 30 days. They can be sown directly into the rice stubbles immediately after the first rice crop when there is still plenty of soil moisture. It costs P3–P4 to raise a kilogram of pechay and mustard. Farm gate prices vary widely from P5 to P18 per kilogram. At 10 tons per hectare, the margin could be P10,000 to P140,000 in 30 days. Much better than the P40,000 to P50,000 per hectare from rice after 120 days.
We have well-adapted high-yielding varieties of these different high value crops. Our farmers know how to grow then and will need little instruction and encouragement.
However, there are two provisions where government support/interventions are vitally needed: First, linking farmers to markets through better market information, establishment of properly situated farmers’ markets/bagsakans, and promotion of contract growing as a business model. And, second, provision of easily accessible credit so farmers can acquire shallow tube wells and pumps, and joint construction by the local government units and the Bureau of Soils and Water Management of communal reservoirs and small farm ponds.
Ironically, with these two supports, the hitherto poor rainfed lowland and upland rice farmers may in the end be more fortunate than their irrigated rice monoculture counterparts!

Rural pregnant women in Bangladesh exposed to lead poisoning

Rural pregnant women in Bangladesh are exposed to lead poisoning from food and oil stored in cans as well as from pesticides, herbicides and turmeric powder, found a study jointly by the ICDDR,B and the Stanford University in the United States.
The findings on ‘Prevalence of elevated blood lead levels among pregnant women and sources of lead exposure in rural Bangladesh: A case control study was on May 24 posted online by US journal Environmental Research.
The study followed 5,551 women from their first or second trimester of pregnancy and analysed the blood lead levels of 430 pregnant women, who were randomly selected from rural communities of Mymensingh, Tangail, and Kishoreganj districts.
Out of the 430 women, 132 or 31 per cent had blood lead levels higher than five microgram per deciliter, found the study.
The study reveals that about 31 per cent pregnant women had blood lead levels higher than five microgram per deciliter and six per cent had elevated levels of blood lead higher than 10microgram per deciliter.
The highest level of blood lead was detected at 29.1microgram per deciliter.
A pregnant woman’s past or present exposure to lead puts her unborn baby at risk, doctors said.
Lead exposure can affect the unborn child’s brain, causing developmental problems later in life and impairing cognitive development.
Fetuses exposed to lead before birth may be born early or underweight, they said.
‘The issue of lead exposure was found to be very diverse and broad,’ research team member and ICDDR,B’s Immunobiology, Nutrition and Toxicology Laboratory head Rubhana Raqib told New Age.
‘It will require major policy and regulatory actions, coordination across levels of government, and public and private investments,’ she said.

For a case-control study, 57 women were selected with the highest blood lead levels of higher than seven microgram per deciliter and 59 women were selected with the lowest blood lead levels of less than two microgram per deciliter.
Side by side with the blood tests, the researchers spoke to the women and soil, rice, turmeric, water, traditional medicine, agrochemical, and can samples were analyzed to ascertain the status of their lead contamination.
The study found that the group with the highest blood lead level pregnant women consumed foods stored in cans and prepared their daily meals with cooking oil stored in cans.
The group of pregnant women with the highest blood lead level was found to have been exposed to Basudin pesticide and Rifit herbicide as the agrochemicals were sprayed near their homes.
Besides, seven of the 17 turmeric samples collected from the homes of the pregnant women exposed to lead contamination in excess of the acceptable limit of 2.5 per microgram per gram of turmeric set by the BSTI.
But the turmeric samples were not packaged.
One of the unpackaged unbranded turmeric samples contained 265 microgram of lead per gram of turmeric and 49 microgram of chromium per gram of turmeric, found the study.
During the study, twenty-five samples of unhusked, husked, and powdered rice were collected from local grinding mills associated with participants with the highest level of lead in their blood.
The study shows that 50per cent of the ground rice samples had a lead concentration above the level of detection, but the maximum lead concentration was only 0.1 microgram per gram of ground rice.
The ‘elevated blood lead levels appeared to be a widespread problem in many districts across rural Bangladesh,’ reveals the study.
‘There does not appear to be a single source of lead exposure in this context that can provide a simple focus for prevention, but rather several sources that require further investigation including lead-soldered cans, agrochemicals, rice grinding, and turmeric’, it said.
Rubhana Raqib said that exposure to high levels of lead in pregnant women’s blood can cause various pregnancy related complications or birth outcome such as gestational hypertension, spontaneous abortion or miscarriage, impaired neurodevelopment, premature birth, still birth, low birth weight and so on.
She called for blood lead testing of the inhabitants of industrial areas as they are exposed to high risk of contamination for detecting the lead exposure sources.
She also called for raising public awareness about the harmful effects of lead contamination particularly on children and pregnant women.
Rubhana advised the authorities to reduce lead contamination in food and consumer products and lead free pesticides and fertilizers.
She advised the government to make a law stipulating punishments for the crime of food poisoning and other poisoning of soil, air and water by industries.

Substandard Rice: CPC Apprehends Eight Persons, Confiscates Over 1000 Bags In Akwa Ibom

Irukera, at a news conference in Uyo on Friday, said that the council also confiscated over 1,000 bags of substandard rice worth millions of Naira.

The Director General of the Consumer Protection Council, Babatunde Irukera, says the council has apprehended eight persons for allegedly dealing in substandard rice in Akwa Ibom.
Irukera, at a news conference in Uyo on Friday, said that the council also confiscated over 1,000 bags of substandard rice worth millions of Naira.
He said that the suspects were arrested following intelligence gathering by the surveillance unit of the council with the aim of ensuring consumer safety.
The DG said that the arrested persons belonged to a gang of people that allegedly engaged in re-bagging substandard rice to sell to unsuspecting consumers.
Irukera said that those arrested would soon be prosecuted to serve as deterrent to others.
He said: “This is the third of all the location of our sting operation in Uyo in respect of putting away substandard product from the market, specifically rice.
“What we have found here is very sad, a proposed warehouse, but nothing here than to re-bag substandard rice.
“By our count, we have apprehended in today’s operation about eight persons and confiscated over 1,000 bags of rice, excluding those that are being re-bagged.
“All the perpetrators of this act would be prosecuted, not only prosecuting them, but I will advocate for our laws to be respected and sufficient provision for the Customs’ Act for the forfeiture of the building used for this illegality.”
The director general assured consumers that the monitoring exercise would be routine, to get rid of substandard products from the market and protect the health of consumers.
He urged consumers to be careful where they make their purchase, adding that when they were in doubt, they should speak out.
Irukera said: “Consumers need to complain when things go wrong. If somebody buys something that is not good, the person should complain. If you do not like something, say something.”
One of the operatives of the shop in Udoma Street in Etuk Market, Kanayo Jackson, said that they had been in the business since 2013.
He said that most of the people selling rice in Akpan Andem and Itam Market in Uyo metropolis was doing the same business.
Jackson said: “It is not only in Udoma Street that people are re-bagging rice, there are many other places like Akpan Andem and Itam market.
“I am only working for my brother, Jackson. We buy the empty bags and re-bag the rice for sale.”
He told newsmen that security operatives had been coming to the shop before, but their boss used to settle them.
The News Agency of Nigeria reports that the council also sealed a popular rice selling depot, known as ‘Rice City’ along IBB Way in Uyo for re-bagging substandard rice.

Saplings from Kadem area of Adilabad to be planted in the district

Collector N. Satyanarayana has asked government institutions, rice-millers, dealers of fuel and gas stations to participate in the execution of the Haritha Haram by planting saplings in the premises of their outlets.

At a meeting at Janahith here on Saturday, he said, with the establishment of Rasi Vanam at the Government Degree College and Maltummeda and a park-like space at the integrated Collectorate, there was overwhelming response from the people. Some valuable saplings from Kadem area of Adilabad were brought to be planted in the district, he said.
Under the WALTA Act-2005, it is mandatory for each household to plant five saplings in a premises of 300 square yards, he said and appealed to the people to avail the plants being raised at 133 nurseries across the district.
To protect plants, watering must be done every day at a specified time, he added.
Joint Collector S. Sathaiah said in the 18 parboiled mills at the rate of 3,000, a total of 5,400 saplings must be planted.
Effective plantation
In the 98 raw rice mills 4,900 plants, in 62 petrol bunks 6,200 plants, and MLS points plants at the rate of 200 should be planted.. He said Banswada, Gandhari, Madnoor and Jukkal mandals turned green with the effective implementation of the Haritha Haram.

GRDB seeking to secure rice payments from Panama – Hassan

The Guyana Rice Development Board (GRDB) is currently working with Panamanian officials to ensure that the outstanding payments owed to Guyanese millers are made.
A statement issued by the Ministry of Agriculture on Thursday said the government is not responsible for farmers being owed by millers for rice that was shipped to Panama.
It explained that in light of recent reports circulating in the media as it relates to some millers being owed for rice supplied to Panama, GRDB General Manager Nizam Hassan has indicated that the Board is not in possession of the funds and is currently working with officials in Panama to ensure that the outstanding balance will be made available for payment “at the earliest possible time.”….

Wheat edges up on flour mills demand

New Delhi, Jun 23 () Wheat prices rose by Rs 10 per quintal at the wholesale grains market today due to increased offtake by flour mills amid pause in arrivals from producing belts.However, other grains remained flat in thin trade.Traders said besides increased offtake by flour mills, fall in supplies from producing regions attributed the rise in wheat prices.
In the national capital, wheat dara (for mills) inched up by Rs 10 to Rs 1,750-1,755 per quintal. Atta chakki delivery followed suit and traded higher by a similar margin to Rs 1,760-1,765 per 90 kg.

A Geographical Indication (GI) is primarily an agricultural, natural or a manufactured product (handicrafts and industrial goods) originating from a definite geographical territory.
Typically, such a name conveys an assurance of quality and distinctiveness, which is essentially attributable to the place of its origin.
In a meeting with senior officials here, he also suggested displaying GI products from all over India at all international airports of the country.
The minister, who also holds the civil aviation portfolio, "directed officials to prepare a policy for establishing GI stalls at all airports of India," the ministry said in a statement.
Reviewing the agriculture sector of the Konkan region, the minister directed officials to run campaigns on Geographical Indicators (GIs) so as to increase awareness about the benefits of this tag for the produce of this region.
It is a legal right under which the GI holder can prohibit others from using the same name.
The famous items which carry this tag include Basmati rice, Darjeeling Tea, Chanderi Fabric, Mysore Silk, Kullu Shawl, Kangra Tea, Thanjavur Paintings, Allahabad Surkha, Farrukhabad Prints, Lucknow Zardozi and Kashmir Walnut Wood Carving.
Plans to develop GI Tourism Circuits, including the circuit covering Mahabaleshwar-Ratnagiri, Sindhudurg and Nasik, were also discussed.
To boost tourism, Prabhu asked Airports Authority of India (AAI) to operationalise Sindhudurg-Ratnagiri Airport on priority basis.
The meeting was attended by senior officials of the Department of Commerce, Civil Aviation, APEDA, MPEDA, Spice and Rubber boards and officers from the Konkan region.
