ANKARA: A large number of Turks on Wednesday got a first-hand experience of the taste and aroma of the Pakistani mangoes as they converged in Ankara at a gathering to feast on a wide spread of mango delights made out of freshly-arrived juicy fruit.
The event organised at the Pakistan House was aimed at further popularising Pakistani mangoes in Turkey and facilitating their availability in the local market.
The “Pakistan Mango & Food Festival”, held by the Embassy of Pakistan, coincided with the celebration of the Independence Day of Pakistan.
Key political figures, fruit importers, diplomats and media representatives attended the festival in which the guests were served with fresh mango and mango cuts, and wide-range of mango delicacies such as milk-shake, lassi, ice cream, salad, soufflé, mousse, trifle, tart, pudding, and cake, made of fresh mangoes from Pakistan.
Biryani’ made of famous Pakistani Basmati rice was also served at the festival with selected Pakistani music in the backdrop. A photographic display of Pakistan’s natural beauty also formed part of the event.
Speaking on the occasion, ambassador Syrus Sajjad Qazi said that Pakistan is the 5th largest producer and the 6th largest exporter of mangoes.
“For Pakistanis, mango or ‘King of Fruits’ is an integral part of our history and rich culture,” he said, adding that there are over 110 varieties of high quality Pakistani mangoes, including Sindhri, Anwar Retaul, Lungra, Malda, Dusehri, Fajri and the most popular Chaunsa.
Ali Sahin, Chairman of Turkey-Pakistan Parliamentary Friendship Group in the Turkish Parliament, said he first had a taste of mangoes when he was a university student in Pakistan.
He congratulated the people of Pakistan on the Independence Day and said 14th August was also very important in the Turkish history, as on this day, the Justice & Development Party (AK Party) was established 17 years ago.
He also thanked the leadership of Pakistan on showing strong solidarity with Turkey during challenging times.

The politics of rice trading

Three weeks after President Duterte asked Congress in his State of the Nation Address to prioritize the approval of the rice-tariffication measure, the House of Representatives on Tuesday passed on third and final reading House Bill (HB) 7735, or the proposed “Revised Agricultural Tariffication Act,” which would convert the quantitative restriction on rice into tariffs. The bill will now be transmitted to the Senate for its own deliberations and approval.
Notable among the provisions of HB 7735 is the creation of the Rice Competitiveness Enhancement Fund, which comes from the duties collected from rice imports, to help rice farmers become more competitive. The Senate will have its chance to strengthen the safety nets for rice farmers and consumers through import tariffication.
The rice tariffication bill will help reduce the price of rice by P3.40 per kilogram. If implemented in the last quarter of this year, bill sponsors said it could reduce headline inflation by about 0.20 percentage points, and an additional 0.60 percentage points in 2019.
Under HB 7735, the Lower House has set the bound tariff rate for rice imports outside the minimum access volume at 180 percent. The measure indicated that the Philippines will impose a bound tariff rate of 35 percent for rice from the Association of Southeast Asian Nations, regardless of volume. Manila will also impose a 40-percent bound tariff most-favored nation rate for in-quota rice imports from countries that do not belong to the Asean.
Other provisions of HB 7735, however, need further study. For example, the bill authorizes the National Food Authority to allocate import permits among certified and licensed importers. In other words, it gives the NFA the discretion to choose its preferred rice importers. We all know that discretion breeds corruption. And we also know that, for the longest time, the biggest headaches for our regulators are the rice cartels and rice smugglers. Legislators now have a chance to craft sanctions to curb rice smuggling.
Unscrupulous traders will always try to evade paying duties and taxes if the government won’t press its heavy foot on their throats. The problem with the current system is the absence of coordination among government agencies as far as rice importation is concerned. For example, a rice trader—Jomerito “Jojo” Soliman, owner of Sta. Rosa Farm Products—recently cried foul over allegations made by the Bureau of Customs (BOC) that he was behind the unlawful importation of 200 containers of Thai rice, insisting that his transactions were legal.
The rice trader maintained that all of his rice importations were allowed and cleared by the NFA. He said a letter issued by the NFA on July 27, 2018, upheld the rice importation of Sta. Rosa Farm subject to the payment of 50-percent tariff. Insisting that the shipment was not smuggled, he said it was a “special importation” channeled through the NFA so that it will be sold at a lower price in the market to help replenish the country’s rice stock.
The BOC, however, said the 200 containers of rice arrived from Thailand at Manila International Container Port without import permits. That’s why they were seized and were later auctioned off even before the expiration of the prescribed period for appeal.
Hopefully, with the rice-tariffication measure signed into law, cases like this will become a thing of the past. We need the help of rice traders to help boost the country’s supply of our staple food. But we also need to clean up the rotten setup where crooks in the government can demand bribes from rice traders. This measure can help remove the politics involved in the rice business.

MANILA, Philippines – Senate agriculture and food committee chairperson Cynthia Villar is pushing for a P10-billion subsidy for local rice farmers along with the proposal to lift import quotas and slap tariffs on rice imports.
Villar said local farmers need subsidies to compete with cheap rice from abroad.
"I won't agree na mag-liberalize ng market tapos walang subsidy.... Talo ang farmer," Villar said on Wednesday, August 15.
(I won't agree to a liberalized market without subsidies.... Local farmers would lose.)
The Senate version of the bill which was filed by Villar includes the creation of a rice competitiveness enhancement fund (RCEF), where collected taxes from rice imports would fund programs for farmers.
However, she admitted that it would take a long time before farmers could benefit from the funds, hence the proposed subsidy.
The senator said the P10-billion subsidy must be included in the annual budget of the national government until money from the RCEF would suffice to support the rice sector.
This provision under Villar's Senate bill is in contrast with the House of Representatives' version, which only plans to subsidize farmers for a maximum of 5 years.
Farmers' groups oppose freeing the market for more rice imports, insisting that imports would not bring prices down.
The Philippine Statistics Authority reported that rice inflation rose to 5% in July despite the arrival of rice imports from Thailand and Vietnam. (READ: Rice imports fail to tame inflation in July 2018)
Local farmers produce rice at P12 a kilo. This is almost double the cost of Vietnam's P6.50 per kilo and also higher than Thailand's P9.
The Department of Agriculture previously said it is working on bringing down the production cost of local farmers through various programs and upgrading farming techniques.
The National Economic and Development Authority (NEDA) estimated that rice tariffication would bring down prices for regular milled rice to P30 per kilo, P4.30 less than the prevailing price.
NEDA also said a typical family of 5 would save over P2,000 a year if the measure is implemented.
Socioeconomic Planning Secretary Ernesto Pernia reiterated that rice tariffication and a free market would stabilize rice prices. – Rappler.com

ANKARA, Turkey — Turkey announced Wednesday that it is increasing tariffs on imports of certain U.S. products, escalating a feud with the United States that has helped trigger a currency crisis.
In a decision announced in the Official Gazette, Ankara said it will impose extra tariffs on imports of products including rice, vehicles, alcohol, coal and cosmetics. Tariffs on American cars were doubled to 120 percent while tariff on alcoholic drinks to 140 percent.
Turkey's Vice President Fuat Oktay said on Twitter that the tariffs on certain products were increased "within the framework of the principle of reciprocity in retaliation for the deliberate economic attacks by the United States."

The Turkish lira has dropped to record lows in recent weeks, having fallen some 42 percent so far this year.
The currency strengthened to around 6.20 lira against the dollar on Wednesday after the government took steps to shore up the currency by reducing the daily limit in bank foreign currency swap transactions and amid news that the finance minister would address foreign investors on Thursday.

Africa: Farmers Set to Make More Profits From Hybrid Rice in Kenya, Africa

In October last year, rice production declined sharply pushing retail prices up by 38 per cent in Kenya.
The country's staple was selling at Sh145 in January 2017 but hit Sh200 per kilogramme towards the end of the same year.
But all this may change with researchers targeting to increase production from less than 200,000 tonnes of rice which is far below the national demand of over 450,000 tonnes per year.
To fill the deficit, Kenya imports the grain mostly from Asian countries since low productivity leads to high production costs which limit rice farmers by making their products costlier and less competitive in the global market.
Imports are mainly from Pakistan, Thailand, India and Vietnam but there are also modest imports from Tanzania and Uganda.
According to the 2017 Kenya Corn, Wheat and Rice Report by the United States Department of Agriculture (USDA) Foreign Agriculture Service, EAC maintains a common external tariff of 75 per cent ad valorem or $345 USD per ton, whichever is higher for rice imports from non-EAC countries.
Kenya has however been granted by EAC "the stay of application", based on limited local production, and therefore applies the former tariff structure (that was applicable before July 1st, 2015) of 35 per cent ad-valorem or $200 USD per ton, whichever is higher.*
The USDA adds that Kenya mainly produces the aromatic Basmati in irrigation schemes managed by Kenya's National Irrigation Board (NIB).
In addition, GOK and county governments have been promoting the New Rice for Africa (NERICA), an improved, rain-fed, upland rice variety. NIB is also responsible for the rehabilitation of the irrigation schemes.
And scientists are now working on the Hybrid Rice Project which aims to develop 2-line hybrids and parental lines in selected African countries among which is Kenya.
According to the African Agricultural Technology Foundation (AATF), the project will facilitate expedited farmer access to this product through private companies and public institutions in Africa, for increased yields and improved income streams for farmers.
In AATF's 2017 Annual Report, in the trials, the candidate hybrids outperformed the local checks for key traits such as date-to-maturity, yields and disease resistance.
The hybrids take only 90-120 days to mature compared to 135-150 days for local varieties. Tried in Hola and Malindi in the coastal region, Mwea in central Kenya, and Bondo and Kisumu in western Kenya, the new rice hybrids will not only improve yields of rice but they will also be as competitive as imported rice in terms of grain quality and affordability.
It is estimated that farmers stand to gain an average of US$350 to US$1,000 per hectare more than with the commercially available varieties.

Palay output seen declining by nearly 2% in 3rd quarter

THE country’s unmilled rice output could decline by nearly 2 percent to 3.323 million metric tons,  from the previous year’s 3.39 MMT, according to latest forecast of the Philippine Statistics Authority (PSA).
In its quarterly “Rice and Corn Situation and Outlook” report, the PSA attributed the possible decline to the contraction in harvest area and the decision of farmers to delay planting.
The PSA expects total harvest area for the July-to-September period to shrink by 2.82 percent 829,000 hectares, from 853,000 hectares recorded a year ago.
In contrast, yield per hectare could increase to 4.01 MT per hectare, from 3.98 MT per hectare in 2017, according to the PSA.
“The considerable decreases in production are foreseen in Cagayan Valley, Calabarzon, MIMAROPA and SOCCSKSARGEN,” the PSA said in the report published recently.
“Cutbacks in output may be attributed to delayed plantings due to the late release of irrigation water and late onset of rainfall in Cagayan Valley, Calabarzon, MIMAROPA, Western Visayas, SOCCSKSARGEN and Caraga,” it added.
Based on farmers’ planting intentions, the PSA noted that palay production in the fourth quarter may be higher than the previous year’s level.
“This may be attributed to the perceived availability of irrigation water coupled with occurrence of rain during the planting period,” it said. The PSA did not provide a production forecast for the fourth quarter.
Price drop
Agriculture Secretary Emmanuel F. Piñol said in a Facebook post that he sees the farm-gate price of palay in the third quarter to decline “drastically” due to the influx of imports.
“The farm-gate price of locally produced paddy rice, which went up to an unprecedented level today, could fall drastically this harvest season because of the delay in the arrival of rice supplies from Vietnam and Thailand imported by both the National Food Authority (NFA) and the private sector under the Minimum Access Volume (MAV),” Piñol said on August 15.
“The PSA reported a few days ago that the national average farm-gate price has fallen [from an] all time high of P22 per kilogram (kg) to P21.50 per kg. Prices are expected to fall further at peak harvest season because this will be the time when imported rice is expected to reach the market,” he added.
Piñol said the decline in paddy rice prices is a “welcome relief” for consumers as this could ease the rise in the retail price of the staple.
“The delay in the arrival of rice imported by both the NFA and the private sector is also the main factor behind the spike in the price of rice in the market,” he said. The agriculture chief said the delay in the arrival of rice imports was due to by the conflict between the NFA and the NFA Council.
Piñol noted that rice imports usually arrive during the country’s lean season, which runs from July to September, to beef up local supplies. The country has minimal harvest during the lean months.
“The issuance of the import permits both for NFA and the private sector, however, was delayed because of a disagreement between the NFA and the NFA Council, the governing body composed of several government agencies (but not including the Department of Agriculture), over the mode of importation,” he said.
Furthermore, Piñol said the late arrival of the imported rice has “placed the country’s buffer supply at critical level resulting in speculation in the market which further pushed rice prices up.”
“The private sector importation, however, is expected to arrive by the end of August toward early-September by which time the farmers would already start harvesting their paddy rice,” he said.
Palay production in the second quarter reached 4.09 MMT, 1.44 percent lower than the 4.15 MMT recorded output a year ago due to contracted harvest area. Harvest area shrank by 1.52 percent to 932,790 hectares, from 947,190 hectares.

New rice research center to open in northeast Arkansas

University of Arkansas to expand facility over several years

Desiring to maintain a top-notch rice research capability into the future, the University of Arkansas and far-sighted members of the rice sector in the state are looking at a new facility just south of Jonesboro. In the northeast part of the state, the new center will see limited capacity in 2019 and will expand from there.
Recently, the university’s Jean-Francois Meullenet spoke to Delta Farm Press about the new venture. Among his comments:
On the genesis of the project…
“We are still in the planning stages so we’re not 100 percent sure who will be located there. The purpose of the new farm will primarily be rice research.
“Right now, there’s a 600-acre piece of land without infrastructure. So we’re looking at what we need to do to bring the infrastructure to where we can farm it. Over time, we’ll then build a research structure.”
Time frame?
“We’re hoping to initiate some research in the spring of (2019). It obviously won’t be full-scale and we’re unsure about what acreage we’ll do research on.
“The land was purchased through a gift received by the (University of Arkansas System) Division of Agriculture from the Arkansas Rice Research and Promotion Board. It’s off Highway 1 south of Jonesboro in the community of Greenfield. It has a Harrisburg address and is adjacent to the Ricetec research facility.”
Reasons for opening a new facility in northeast Arkansas?
“We’re already doing rice research in Keiser although the soils are quite different from what you’ll find in Greenfield. There are also differences in climate and soils between rice grown north of I-40 and south of I-40.
“Much of the state’s rice production is now in the northeast. We feel to fully address the needs of the rice industry we need a research facility in that area.
“We hope within three to five years we’ll be fully operational. Our current plans for doing research in 2019 include constructing a shop and equipment storage facility on the site. That will start within the next two or three months so we have something available by the spring of 2019 to house equipment and have it be secure.
“Obviously, we won’t have a lot of office facilities. But we hope to have personnel on the farm next year to keep an eye on the operation. Long-term, though, we’ll need to build a research building with offices and labs. We’re still considering our options as far as funding the building before thinking about what program and faculty might be houses there. That’s a bit on the horizon, though. It’ll probably take a couple of years to build a research building and find a way to fund that – having a building within the next three years is probably the earliest timeline.
“Dr. Chuck Wilson is heading this. He came from Stuttgart where he was the center director to take the same role at Keiser. He’s now helping us with this project, on the ground helping with the planning…
“I’d imagine there will be collaboration with (Arkansas State University). We’re already partnering with researchers there. I imagine our ability to have (a new rice) facility nearby will only strengthen those relationships.”
On goals for the new facility…
“For 2019, assuming we can build the shop and get the equipment in place, we will conduct some of the rice performance trials. All the relevant cultivars and hybrids available in the state will be looked at. We’ll likely look at nitrogen trials and planting date trials, as well.
“Longer-term, there are a lot of ideas floating around. We’re talking about irrigation studies where we compare surface- versus ground-water, alternative irrigation strategies, and do long-term soil fertility studies. Breeding, obviously, will be part of the research.
“We’re not planning to move our rice breeders from Stuttgart. But in the early selection trials they conduct, certainly the new farm will be another site that will reflect new significant climates that will be helpful to them.
“We anticipate weed science will be represented with herbicide trials. Entomology (research) will also be a part.”
On maintaining Arkansas’ position as number one in U.S. rice…
“We’re very proud of Arkansas being the largest producer of rice in the country by a wide margin. The investment we make in rice research is probably unparalleled in the country. We need to further enhance what we’re doing and make sure the rice industry remains strong.
“We’re very excited about the project. A new (research) location hasn’t been opened in a long time. So, these are exciting times for us and the partnership with the Arkansas Rice Research and Promotion Board has proven to be very strong and we appreciate their help in making this a reality.”

Growing paddy rice in upland fields

It is not a paddy field, but the paddy rice planted in it is developing splendidly.
The secret lies in the under-film drip irrigation system, an efficient and environmentally friendly system developed by Xinjiang Tianye (Group) Co Ltd.
The State-owned enterprise in Shihezi, a city in Northwest China's Xinjiang Uygur autonomous region, spent eight years overcoming the problem of growing paddy rice in upland fields.
It carried out field experiments for five consecutive years beginning in 2004, successfully tested the system in small fields in 2008 and set up large-scale demonstration projects in 2009. In February 2011, its mechanized direct seeding rice drip irrigation technology was granted a national invention patent.
Chen Yifeng, research director of the Agricultural Research Institute of the Tianye Group, said compared to the traditional method of planting rice in a paddy field, the rice drip irrigation system can save more than 60 percent of water, which makes it perfect to be applied in dry areas.
"By applying the technology, the yield of rice can reach 59.53 kilograms per hectare, while the average yield of rice in China is about 26.67 kg per hectare," Chen said.


In addition to saving water, the technology also can save fertilizer and the labor force, as farmers can control the system on an app, even from a long distance.
"Israel is leading the world in developing drip irrigation technology, but its technology has not been adopted as widely as ours due to its high costs," Wang Yongqiang, vice-director of the Agricultural Research Institute, said.
Tianye Group has become the world's largest production base of water-saving, under-film drip irrigation equipment.
He said with Tianye Group's technology, the total cost of drip irrigation equipment and plastic film used in the field is about 6.67 yuan per hectare.
In addition, the water-saving droppers are recycled annually, which allows farmers to replace the old ones with new ones at very low prices every year.
Not only having a 200 mu (13.33 hectares) demonstration field in Shihezi, the system also has been introduced in other provinces, such as Northeast China's Heilongjiang, North China's Shanxi, and East China's Shandong and Jiangsu.
The various kinds of water-saving drip irrigation systems developed by Tianye Group have been promoted in 17 countries, according to the company.
Song Xiaoling, chairwoman of Tianye Group, said the company will further expand to markets involved in the Belt and Road Initiative, to promote its products and technologies.

Local View: MPCA admits there's no solution in sight on wild rice sulfate issue

The seemingly never-ending saga over the contentious wild rice/sulfate standard in Minnesota moves into the next phase, the 2019 legislative session, after the long-awaited release of an independent analysis and report on the affordability and viability of multiple treatment options for the removal of sulfate.

This independent research and report was requested by the Legislature and was due by May 31. When the Minnesota Pollution Control Agency announced in 2017 that it had decided to commence with its rule-making public hearings prior to the completion of this financial and viability study, the Range Association of Municipalities & Schools, or RAMS, objected via letters to the governor and MPCA commissioner.
It seemed to make little sense to undertake the rule-making process prior to knowing for certain whether, first, there was a viable, affordable treatment process and, second, the actual cost for treatment to the citizens of the impacted communities and potentially to the state.
Since no other state in the nation has a sulfate standard for the protection of wild rice, there are no functioning treatment systems to analyze. The assumption was, and still is after the independent study, that reverse osmosis is the "most likely" treatment method known that could reduce sulfate to the 10 milligrams per liter standard required by current Minnesota law.
This summer, the MPCA finally released the comprehensive independent report conducted by Bolton & Menk, Inc., and Barr Engineering Co., on the affordability of sulfate removal from wastewater. The researchers also looked at alternative treatment methods for sulfate removal.
The report stated in plain English the following determination: "The study results show that reverse osmosis is the one treatment method that is closest to being feasible — but that it is not currently affordable. The 30 other treatment processes evaluated either would not effectively remove sulfate from wastewater, were not yet developed enough to be used, or would cost even more than reverse osmosis."
This is virtually the same testimony provided at the MPCA public hearing on this matter by RAMS and the same position taken by our organization on behalf of the 13 Iron Range communities targeted as having wastewater plants that discharge to wild rice waters, as identified by the MPCA.
If the Duluth-based Western Lake Superior Sanitary District had to install a reverse-osmosis filtration system to meet the current standard, the estimated cost would be $500 million. Imagine what that would do to the sewer rates for the end users of WLSSD.
Other major issues with any reverse-osmosis system is that the filtration process produces a brine that, to date, the MPCA has not been able to determine whether it is toxic. This brings into question the how and where one could dispose of this residue.
Unfortunately, a solution to the wild rice/sulfate standard was not accomplished in the last session of the Minnesota Legislature, despite lawmakers twice passing bills to prohibit enforcement of the standard (which has been the case since 1973). Lawmakers instead established a task force to explore options and provided funding for wild rice growth and rehabilitation.

Mobile app helps discern rice plants pests

A new mobile app, which can recognize rice plant pests, will soon be available for download after having passed rigorous tests, app developers in the eastern province of Anhui said on Wednesday.
The app, co-developed by the Anhui Academy of Agricultural Sciences and the Institute of Intelligent Machines of the Chinese Academy of Sciences, can recognize more than 50 species of rice plant pests with a recognition rate exceeding 80 percent.
Users can download the app on their mobile phones and identify the pests through a database by taking photos of insects and uploading the images.
"We've been building the database since 2000, which now has more than 800,000 photos of pests collected by the Anhui Academy of Agricultural Sciences," said Zhang Liping, an official with the academy.
After identifying the pests, the app can provide suggestions and guidelines for which pesticide to use.
The test version of the app is now available for agricultural and scientific departments, and rice plant research institutes in the province.
"The system works well right now, and we will soon launch new versions for the iOS and Android app stores," Zhang said.

Farmers are required to drive the machine along a straight line to transplant the seedlings in rows. USDA Seeks More U.S.-Grown Rice Vendors for Food Purchasing Program  

ARLINGTON, VA -- Following the announcement of the $12 billion in federal aid to American farmers for damages from retaliatory tariffs, USA Rice has been working with the U.S. Department of Agriculture (USDA) to learn more about trade mitigation assistance programs, including the Food Purchase and Distribution Program.

During several meetings with senior USDA officials, USA Rice discussed domestic rice varieties that are affected by trade tariffs and how the USDA could include more U.S.-grown rice in their food purchasing program.  The following U.S. varieties were identified as those most impacted by current trade tariffs:  white long grain rice, brown long grain rice, medium grain rice, white long grain parboiled rice, and brown long grain parboiled rice. 

USDA plans to purchase multiple varieties of U.S.-grown rice in an assortment of packaging styles and sizes for distribution in schools, food banks, senior citizen communities, Indian tribal organizations, and disaster areas.

As part of an effort to recruit more certified commodity vendors, USDA will host two "How to Become a Certified USDA Vendor" webinars, one tomorrow, Thursday, August 16, and another on Thursday, August 23.  Both of these sessions will cover steps to become a USDA "approved vendor," links and tools to help navigate the new vendor registration process, a review of the Master Solicitation and Product Specifications, and next steps if approved.  These webinars are free, but do require registration and space is limited.

USDA and USA Rice will hold a private conference call about the program and certification process for members during the month of September.  Details regarding this conference call will be made available to USA Rice members once a date and time are confirmed.

Tariff pushed on sugar imports

MANILA, Philippines — The Department of Trade and Industry (DTI) is pushing for the adoption of a similar system as rice tariffication on sugar wherein imports would be allowed to enter the country with a tariff.
Trade Secretary Ramon Lopez told reporters the proposal would involve allowing sugar imports as long as tariffs are paid as a form of protection to sugar producers.
He said the proposed 35 percent tariff to be paid for imports is still subject to consultation.
“It has to be similar to what is planned on rice tariffication which is open to all. We will probably devise a system, assuming there will be a quota system, so we will not flood the market to the detriment of the farmers. We have to develop a fair system on how to allocate the quota,” he said.
The rice tariffication bill which was approved at the House of Representatives on second reading earlier this week,  imposes tariffs on rice imports in place of quotas.
Lopez said the proposal on adopting a similar system on sugar, has been discussed with the economic managers.
While there is general acceptance of the proposal, he said there is still a need to work on the details on how to move forward.
“The principle is one that should result in lower cost of imported sugar, but being sensitive also to the price such that, sugar producers are not displaced. We have to be careful with that, the concern of the farmers. There needs to be a balance. What is happening now is domestic price is so high compared to global,” he said.
He said the price would be lower by half if imported without fees.
Discussions are being undertaken on how the proposal would be implemented.
“Hopefully, (in) one month, we should have a policy there,” Lopez said.

House OKs revised rice tariffication bill on 2nd reading

MANILA -- The House of Representatives has approved on second reading the Revised Agricultural Tariffication Act, a bill seeking to remove quantitative restrictions on rice imports.
Under the House Bill 7735, the President will instead issue corresponding tariffs on agricultural products, which shall not exceed the Philippines' tariff binding commitments with the World Trade Organization.
"The President shall be empowered to act with full delegated authority in the adjustment of applied rate and regulation of rice imports," the House said in a statement.
The measure also provides for the composition of the National Food Authority Council (NFAC), which will be headed by the Department of Agriculture Secretary as chairperson and National Food Authority Administrator as vice chairperson. 
The measure will also create the Agricultural Competitiveness Enhancement fund which will be used to:
- Provide credit for farmers and fisherfolk;
- Fund research on agricultural and fishery products of state universities and colleges; and
- Fund a grant-in-aid program for agriculture, forestry, fisheries, and veterinary medicine education.

More than 535 agriculture industry professionals made the trip to Stuttgart, Ark., to hear about the University of Arkansas System Division of Agriculture’s latest discoveries and recommendations laid out at the 2018 Rice Field Day.
The field day was held Aug. 3 at the Rice Research and Extension Center. Division faculty covered weed control, insect pests, fertility, cover crops and a growing season overview.
““It was good to host the field day back at the Station this year,” said Bob Scott, center director. “This year we went for something very farmer- or consultant-oriented and I am very pleased at how it turned out.”
“It was also nice to show off our new Foundation Seed Facility at lunch,” he said. “We just completed our second season with it and it’s working great.”

Weed management

Jason Norsworthy, weed scientist for the Division of Agriculture, began with one of growers’ biggest struggles in 2018: grassy weeds.
“This year has been one of the grassiest crops I’ve seen in a long time,” Norsworthy said. “A large portion of that is because April and May were extremely dry and we struggled to get our pre-emergence herbicides activated.
Although weed control is tough without rain to activate certain herbicides, Norsworthy reminded attendees of the importance of overlapping residual herbicide applications.
“We need to treat rice as we do soybeans as far as overlaying residual herbicides,” he said. “It is much easier to kill weeds before they come out of the ground.”
Norsworthy ended with a few reminders for consultants, growers and county agents who are planning to send in weeds for resistance screening.
“If you send me samples for screening and I have not contacted you within 10 days, I did not receive your sample,” Norsworthy said. “I need 10-15 seed heads to screen and samples have to be mature.”
Samples sent to Norsworthy for resistance screening must be sent by Nov. 1. Any samples sent later will not be screened before the 2019 growing season.

Insect management

Nick Bateman, rice entomologist for the Division of Agriculture, kicked off his talk with a PSA on the importance of seed treatments for control of grape colaspis and rice water weevils.
“Seed treatments are extremely valuable,” Bateman said “They’re like an insurance policy. And with 10 years of trials, we’ve seen an 80 percent chance of return on investment for seed treatments in rice.”
Bateman said when choosing a seed treatment, it’s important that growers know their field and know which pest they need to control in order to choose the most effective seed treatment.
NipsIt from Valent and CruiserMaxx from Syngenta are neonicotinoids that offer control for both rice water weevil and grape colaspis, but only last 28 to 35 days. Dermacor from DuPont lasts 80 to 100 days and is great for control for rice water weevils, but gives no protection against grape colaspis.

Aaron Cato, PhD candidate in the University of Arkansas entomology department, presented his research on refining the go to “hard dough, let it go” threshold, meaning once a field hits hard dough, growers should stop treating for rice stink bugs.
“In the past we’ve followed the expression ‘hard dough, let it go,’” Cato said. “But to give consultants and growers a more clear-cut threshold, we’re grading panicles for different stages of hard dough based on the number of straw colored kernels present. Now we’re trying to see at which stage in hard dough rice stink bugs cause appreciable levels of peck.
Cato updated attendees on the thresholds for rice stink bugs in Arkansas rice.
“We have two thresholds for rice stink bug control,” Cato said. “From 75 percent emergence, flowering and into the milk stage, our threshold is five stink bugs per 10 sweeps. From soft dough up to 60 percent hard dough, our threshold is 10 stink bugs per 10 sweeps.”

Making the best of GreenSeeker

Trent Roberts, soil fertility specialist for the Division of Agriculture, explained how to get the most accurate nitrogen readings using GreenSeeker Handheld, a device that reads and recommends nitrogen levels in rice.
“Measurements must be taken where you have adequate plant stands,” Roberts said. “If the light hits the water, it never reflects back and gives you a reading of zero and will tell you to apply more nitrogen to fix that problem, which unfortunately more nitrogen won’t fix.”
Because water does not reflect the light of the GreenSeeker back, samplers should watch out for heavy dew.
“Water drops from heavy dew can absorb the light and significantly reduces the reading as well,” Roberts said. “If you’re using GreenSeeker when there is heavy dew you need to take all of your readings before the dew burns off, or your readings can change and increase as the canopy dries out. Readings must be taken either all with dew or all without dew.”
Jarrod Hardke, rice agronomist for the Division of Agriculture, said GreenSeeker is incredibly helpful when determining mid-season nitrogen applications.
“We strongly recommend using GreenSeeker technology for mid-season nitrogen timing,” Hardke said, “However, once the flag leaf is out you should stop using GreenSeeker to determine nitrogen levels.”

Cover crops in rice

Roberts also gave rice producers an update on his current research with cover crops.
“The use of cover crops in rice production is one thing we know the least about because there are very few rice producing states,” Roberts said. “But, there are many benefits with cover crops in any cropping system.”
Planning is an important first step for success with cover crops. Producers must plan which crop to plant and plan a termination method.
“You should plan for cover crops as rigorously as you do for cash crops,” Roberts said. “If we grow a cereal cash crop, we want to move away from cereal cover crops and consider winter legumes. But whatever you plant, be sure you have a termination plan.”

Overview of the 2018 growing season

The hot, dry weather this season seems to be a theme when talking about this year’s crop, and Hardke’s recap of this season was no exception.
“We had the coldest April followed by the hottest May,” Hardke said. “The hot, dry weather has been one of the greatest struggles this year.”
Despite the rough weather, Arkansas rice seems to be pulling through.
“Overall, the rice looks very good. We expect some very good yields,” Hardke said. “But, with the amount of grass in fields, timely harvest is going to be critical this year.”

Tariff pushed on sugar imports

MANILA, Philippines — The Department of Trade and Industry (DTI) is pushing for the adoption of a similar system as rice tariffication on sugar wherein imports would be allowed to enter the country with a tariff.
Trade Secretary Ramon Lopez told reporters the proposal would involve allowing sugar imports as long as tariffs are paid as a form of protection to sugar producers.
He said the proposed 35 percent tariff to be paid for imports is still subject to consultation.
“It has to be similar to what is planned on rice tariffication which is open to all. We will probably devise a system, assuming there will be a quota system, so we will not flood the market to the detriment of the farmers. We have to develop a fair system on how to allocate the quota,” he said.
The rice tariffication bill which was approved at the House of Representatives on second reading earlier this week,  imposes tariffs on rice imports in place of quotas.
Lopez said the proposal on adopting a similar system on sugar, has been discussed with the economic managers.
While there is general acceptance of the proposal, he said there is still a need to work on the details on how to move forward.
“The principle is one that should result in lower cost of imported sugar, but being sensitive also to the price such that, sugar producers are not displaced. We have to be careful with that, the concern of the farmers. There needs to be a balance. What is happening now is domestic price is so high compared to global,” he said.
He said the price would be lower by half if imported without fees.
Discussions are being undertaken on how the proposal would be implemented.

Rice growers gloat with US$480.0M harvest


Santo Domingo.- The head of the national rice growers association (Fenarroz) on Tues. said the central and northwest plantations will carry out their second harvest with no problems, although he acknowledged difficulties with the water supply.
Mauricio María also noted that there is no real third rice harvest, but that some growers plant again after the second cut. “We do not agree with implementing this third harvest and even more so in those areas where there are difficulties with water, as is the case of the San Juan Valley (west).”
He reiterated that the central and northwest regions’ growers don’t face any problems with the second crop.
Maria affirmed that domestic demand will be met. “As of July 30 the rice sector has 480 million pounds in the mills and the official harvest begins in August, September and October.”
The rice sector moves more than RD$24.0 billion (US$480.0 million) each year; and accounts for more than 350,000 direct and indirect jobs.
Agriculture minister Osmar Benítez on Monday announced that the third rice planting was suspended due to the drought that affects much of the country.

Istanbul: Turkey took its boldest steps yet to try to ward off a financial crisis by making it harder for traders to bet against the battered lira and easing rules on restructuring troubled loans that have already topped $20 billion.
As President Recep Tayyip Erdogan intensified a diplomatic feud with his U.S. counterpart Donald Trump with a spate of new import tariffs, the nation’s banking regulator published new rules that have so far succeeded at lifting the lira off record lows. Investors continued to demand higher interest rates.
The measures “are aimed at the symptoms of recent lira weakness and not the cause,” said Nigel Rendell, an analyst at Medley Global Advisors LLC in London. “The cure for a persistently weak currency is not rocket science, nor is it liquidity measures and policy tweaks - it is higher interest rates.”
Erdogan, who tightened his grip on power in June elections, is refusing to give in to pressure from Trump to release an evangelical pastor who he accuses of aiding a coup attempt against him two years ago. A court on Wednesday rejected an appeal for the release of Andrew Brunson from house arrest.
The standoff between the two NATO allies has escalated quickly since Trump slapped sanctions on the interior and justice ministers on 1 August, following that move with tariffs on Turkish steel and aluminum imports last week.

The regulator gave banks more flexibility in dealing with Turkish companies and individuals who aren’t able to make debt payments. Banks can extend the maturities, refinance loans, extend new debt to help troubled companies, and seek new collateral. They can also demand debtors sell assets to repay loans. Overdue loans can now be restructured within two years from the day a framework agreement is signed.
In another unconventional step, the regulator said that until markets “normalise,” it would temporarily stop applying the effect of day-to-day losses on the securities held by banks to their capital adequacy ratios.
Then on Wednesday, it limited the amount of currency swap transactions banks can participate in by half to 25% of shareholder equity, after imposing a 50 percent limit on Monday from none earlier. What this does is prevent investors, like hedge funds, from accessing lira liquidity in the offshore swap market. This drives up short-term borrowing costs and makes it less appealing to borrow liras from local lenders to bet against, or short, it.
Higher rates
The lira is still down 20 percent in August and many investors will wait for steep interest rate hikes from the central bank before they return, especially with inflation at a 15-year high of almost 16 percent and climbing. On Tuesday, Turkish companies and banks joined the call for higher interest rates to stabilize the situation. “This is the usual smoke and mirrors. It can buy time, finger in the dike, but the longer term issues remain,” said Tim Ash, a senior emerging market strategist at Bluebay Asset Management LLC in London.
While policy makers have hiked lending rates by 500 basis points this year to 17.75 percent, they’re under constant pressure from Erdogan to keep rates low because he thinks it’s better for the economy. Before winning near-absolute power in June, he pledged to meddle more in monetary policy.
With the diplomatic spat with the U.S. showing no signs of letting up, Erdogan will be speaking with German Chancellor Angela Merkel on Wednesday and French President Emmanuel Macron Thursday, his spokesman Ibrahim Kalin said in Ankara.

With more than half of summer already passed, farmers in the northern province of Gilan have started harvesting rice from the paddy fields.
Planting season begins in mid-spring when the weather gets warm in the region. Rice seeds are first planted close together in one flooded paddy and grows into seedlings that will be transplanted into paddy fields.
The province with 238,000 hectares of paddy fields ranks first in rice production nationwide.

ECONOMYNEXT - Sri Lanka's rough rice output in the current Yala minor agricultural season is projected to grow 56 percent from a year earlier to 1.424 million tonnes, as a severe drought ends, with annual production from both seasons to be up 60 percent to 3.811 million tonnes.
More than 360,000 hectares out of a target of 422,000 hectares have been cultivated up to June, the Department of Agriculture said.
An output of 1.4 million tonnes for Yala is near normal output though still lower than the 1.9 million bumper harvest of 2015.
The rice harvest for the Maha main season in 2018 was also up 62 percent from a year earlier to 2.397 million tonnes, though still below average levels.
This year Sri Lanka is expected to produce 3.821 million tonnes of rice, up 60 percent from last year.
The Maha season is expected to produce about 1.51 million tonnes of milled rice and the Yala season 880,000 metric tonnes of milled rice totaling 2.37 million metric tonnes.
Based on average consumption of 193,000 metric tonnes, the 2018 rice output is 102 percent of consumption.
Rice and other field crops are a key source of rural incomes and a recovery of agriculture spreads to the broader economy.
Sri Lanka's has protected domestic rice production for decades with import taxes and farmers were given an incentive not to produce internationally traded grades of rice by state policy.
As a result bumper harvests does not lead to exports earning foreign exchange like in the case of tea, or rubber but leads to sharp falls in price with no takers for Sri Lankan rice.
Sri Lanka's rice yield per hectare however has grown in recent years and the steep fall in the rupee in recent years has also made imported rice more expensive in nominal terms. (Colombo/Aug15/2018)

Rice has long been Thailand’s traditional food crop and the country’s main export product. Though declining in relative importance, it still occupies about 55% of the total arable land . Over 80% of the Thai population eats rice as their main meal, with annual per capita consumption totalling 100.8 kg.
The world too, depends on the country’s rice. Despite recent uncertainties, Thailand remains the world’s largest rice exporter according to the UN Food and Agriculture Organization’s Rice Market Monitor. The country’s rice exports in 2010 are forecast to exceed 9 million tonnes.
Nonetheless, Thailand suffered more than $1.75 billion in economic losses related to floods, storms, and droughts from 1989-2002, says an Asian Development Bank report (PDF) entitled The Economics of Climate Change in South East Asia. The main share of that ($1.25 billion) was from crop yield losses.

The unpredictability of conditions that affect rice growing — such as rainfall distribution, temperature levels and increasing types and occurrences of pests and diseases — will intensify in the years ahead due to climate change. This means Thailand will see drier spells in the middle of the wet season which can damage young plants, and floods at the end of wet season that affect harvesting.
Adaptation to climate change is therefore very important for development of rice production in Thailand.

Adaptation a must

Even though the government of Thailand has begun work on an action plan for global warming mitigation and is providing information to raise awareness about climate change, many rice growers have inadequate knowledge for the efficient management of their farms under the impacts of a transformed climate.
Traditionally, farmers grew rice for household consumption by using seeds and seedlings from the previous crop, which were mostly resistant to pests and disease.
As part of the plan, the Thai government has been promoting new genetically modified (GM) varieties of deep water rice (not re-usable), which usually remain in flood waters of over 50 cm for one month. New drought-resistant rice varieties — RD12 for glutinous and RD33 for non-glutinous rice — are also being produced with the application of DNA technology and distributed to drought affected areas.
However, since the government cannot provide enough of its own to distribute to all farmers, many private companies are also producing these new varieties. As a result, the farmers that can afford to buy them have shown an interest in new varieties of rice that will provide higher yields than traditional varieties.
For those that cannot afford the new seeds, the most commonly used adaptation techniques have been to change cropping patterns and the cropping calendar, and improve farm management. The government has also constructed embankments to protect rice farms from flood damage.
Risk transfer mechanisms should also be included in adaptation strategies from the national to the household level. This can include crop insurance or more diversified livelihoods, such as integrated aquaculture-agriculture systems that allow farmers to shift in response to changes in the suitability of land and availability of water to produce food.
In the short-term, integrated farming provides various types of crop yield improvements, while in the longer-term the benefit is the increased sustainability of farming systems.
There already exist good examples of local people experimenting with such adaptation methods, according to case studies from a report entitled Vulnerability Assessment of Climate Risks in the Lower Songkhram River Basin of Thailand.
For example, in Na Dok Mai, villagers estimate that around 10% of residents lose their entire crop during particularly severe floods. However, a majority of 80% have rice paddies both in the floodplain and at higher ground. Therefore, even if the rice in the floodplain may be damaged, families are able to rely on their higher ground crops for their household consumption.

Survey in Khon Kaen province

Adaptation to climate change is already taking place in the cultivated areas of north-eastern Khon Kaen Province where the total planted area of rice was approximately 404,432 hectares or nearly 64% of total crop areas in 2007. Here, most small farmers face extreme drought in the middle of the dry season and floods in the early part of the wet season. At the same time, rice prices have fluctuated in recent years as a result of global uncertainty and therefore there have been limited opportunities for farmers to increase their incomes.
For our research in Khon Kaen, we conducted both modeling and a survey of a total of 300 small-scale farmers from February to March 2010 in 11 districts. The surveyed districts were selected based on agro-climatic zones in order to capture the climatic variability across the province.

Our modeling found that in the case of an increasing temperature trend of 0.1-0.3 degrees Celsius per decade, fluctuating rainfall and evaporation is estimated to account for over a 10% decrease in rice yields across the province due to flooding and drought, and increased pest outbreaks. However, we also estimate that rice yields per area in 2047 can be larger than in 2027 due to the use of more efficient techniques.
Our survey revealed that farmers in this area are aware of climate change because they have been farming there for many generations. Many farmers have changed to complement their production of rice with mono-crop cassava and/or sugarcane, in order to cope better with fluctuations in the price of rice.
In fact, over 70% of the farms in the villages studied, averaging just 2.5 ha in area, were integrated farms. Although we found that the majority of farm income still comes from rice yields, farmers were able to create sufficient income through a combination of other crops including tilapia fish, cucumber, long beans, spring onions, etc.
In addition, all kinds of plant residues, such as rice straw and vegetables, are more commonly being utilized as materials for compost, along with animal waste from cattle, pigs and chickens. Farmers have started to make investments in their ponds and crops in the dry season and benefit from pond fish as a new source of both protein and income. Diversifying the life-cycle can ultimately minimise financial risks and help preserve biodiversity.
Still, the inability to predict seasonal shifts, or to adapt their activities to new climate conditions, often negatively affects villagers’ livelihoods. Water shortages have meant that some rice farmers, mostly those from the 20% able to afford newer more adaptable seed varieties, are following shorter planting seasons. At present, only 10% of the farmers are receiving government seed, meaning that the remaining 70% or so are still saving seed from the previous year.

Overall, adaptation measures to diminish the risk of damage from future climate change and from present climate variability will require financial and technical assistance from both the Thai government and international donors to cover the additional costs of designing and implementing interventions.

The climate challenge

It is true that climate change can have positive impacts on rice yields, if farmers adapt their rice growing techniques by changing the planting date and using appropriate rice varieties.
However, importers in the world market are also starting to require rice from more environmental friendly farming systems including traditional organic methods. Rice crops in Thailand alone required nearly 0.3 million tonnes of nitrogen fertilizer in 2007. In addition, the planting of rice paddies increases the release of methane, a major greenhouse gas. In fact, of the 91.6 million tonnes of methane emitted by Thailand, half was due to rice cultivation.
It is clear that the government should place an emphasis on production processes that not only increase yields, but are environmentally friendly and raise awareness about climate change in the Thai population.

A group of Chinese businessmen led by the Chinese food association some days ago arrived in Mekong Delta, the Vietnam’s largest rice granary, to discuss cooperation opportunities in rice trading.

Vietnamese businessmen have shown different reactions to the information.

Some extremists think it would be better to say ‘no’ to any offers from China, saying that Vietnamese should learn lessons from the tricks played by Chinese businessmen. 
The rice farming area in Mekong Delta, which provides 90 percent of the country’s total rice output, is 1.5-1.6 million hectares per winter-spring and summer-autumn crop, and 800,000-900,000 hectare per autumn-winter crop.
Nevertheless, according to Pham Van Quynh, former director of the Can Tho City Agriculture Department, unlike other kinds of farm produce, the expansion of rice export to China is beneficial because of the market’s size.

Sharing the same view, a senior local official in the Mekong Delta said the rice sector’s characteristics differ from other kinds of farm produce.

Vietnam’s rice cultivation area has been stable for a long period, despite the ups and downs of the market.

Meanwhile, for other crops, the cultivation area changes regularly depending on the Chinese demand.

“When the Chinese demand for sweets potato, jackfruit, catfish and pork increases, Vietnamese farmers rush to increase the growing areas. When the demand drops, farmers shout for help because of oversupply,” he explained, adding that this would not happen with rice.

“For rice, Vietnam’s cultivation area is stable, while China’s imports have also been stable, at 30 percent of Vietnam’s official rice exports,” he said.

According to the Ministry of Agriculture and Rural Development, the rice farming area in Mekong Delta, which provides 90 percent of the country’s total rice output, is 1.5-1.6 million hectares per winter-spring and summer-autumn crop, and 800,000-900,000 hectare per autumn-winter crop.

Besides China, Vietnam’s rice has been exported to the Philippines, Indonesia, Malaysia, Cuba, Ghana, Hong Kong and Ivory Coast.

Nguyen Thanh Phong, director of Van Loi, also noted that Vietnam would have more advantages when the production is stable and the market expands.

“We will have bigger power in export deals,” he explained, adding that it will not be a big problem for Vietnam if China unexpectedly slashed imports.

Nguyen Minh Toai, director of the Can Tho City Industry and Trade Department, has requested local enterprises to intensify negotiations with China to be able to boost official exports into the country.

At present, the number of local enterprises eligible for selling rice directly to China remains modest.

Philippines' House Lifts Import Cap on Rice, Approves Tariff System

Manila. The Philippines' House of Representatives on Tuesday (14/08) approved a bill that seeks to replace the import limit on rice with tariffs, a measure that may boost the country's purchases of the staple food.
The measure sets the tariff for rice imported from Southeast Asian countries such as Vietnam and Thailand, the country's traditional main suppliers, at 35 percent, in line with an existing Asean trade agreement.
For rice coming from outside the region, rates of 40 percent to 180 percent shall be applied.
Under the current quota system, the private sector's rice imports each year are capped at 805,200 tons, to be sourced from specific countries and with a 35 percent tariff.
The House, which voted 200 to 7 in favor of the bill, with two abstentions, came less than a month after President Rodrigo Duterte certified what he called a "crucial reform" as urgent amid rising domestic rice prices.
Frustrated with rice price spikes that had fed inflation, and smuggling and hoarding by private traders, Duterte asked lawmakers in July to prioritize the removal of the import limit or quota, also called quantitative restrictions, and switch to a tariff system.
The country's annual inflation quickened in July to 5.7 percent, the highest in more than five years and marking the fifth straight month the rate breached the central bank's 2-4 percent target range, partly because of higher rice prices.
Under pressure to tame inflation, the central bank last week raised key interest rates by half a percentage point in its most aggressive policy tightening move in a decade, after two rate hikes this year of 25 basis points each.
Duterte, who believes rice could be imported more freely under the tariff system, expects the measure to boost domestic supply and bring down prices by up to 7 pesos ($0.13) per kilogram, from as high as over 50 pesos.
However, some farmers' groups are up in arms, worried about the influx of cheap rice imports, but lawmakers approved a proposal to channel all tariff revenue to a Rice Competitiveness Enhancement Fund intended to improve farmers' productivity.
The Senate has yet to come up with a counterpart bill.
Under the House measure, the state grains procurement agency, National Food Authority, remains authorized to import rice but solely for buffer stocking requirement, and to issue import permits to private traders

House approves rice tarrification bill

QUEZON CITY, Philippines – The House of Representatives (HOR) approved on third and final reading, the proposed rice tarrification bill that imposes tariffs on rice in place of import quotas.
The measure is among the priorities President Rodrigo Duterte mentioned at his third state of the nation address (SONA) in July which aims to bring down prices of the country’s staple and also to help control inflation.
But the Makabayan bloc, in opposition, cited the measure’s risk to local farmers as cheaper rice imports may put local rice growers at a disadvantage.
“Sa susunod na mga buwan ay babahain tayo ng mga imported na bigas at tiyak papatay ito sa ating mga magsasaka,”argued Anak Pawis Rep. Ariel Casilao.

QUEZON CITY, Philippines – The House of Representatives (HOR) is reviving its oversight committee tasked to scrutinize the policies and functions of each agency of the government.
This was confirmed by House Minority Leader Danilo Suarez following his talks with House Speaker Gloria Macapagal Arroyo.
“I asked for an audience with the Speaker. Tinanong na niya kung magkano at ilang staffing ang kailangan,” Suarez said referring to Arroyo.
Suarez also asked Arroyo to let him act as the chairman of the oversight committee being the current minority leader for transparency.

Mobile app helps discern rice plants pests

HEFEI, Aug. 15 (Xinhua) -- A new mobile app, which can recognize rice plant pests, will soon be available for download after having passed rigorous tests, app developers in the eastern province of Anhui said Wednesday.
The app, co-developed by the Anhui Academy of Agricultural Sciences and the Institute of Intelligent Machines of the Chinese Academy of Sciences, can recognize more than 50 species of rice plant pests with a recognition rate exceeding 80 percent.
Users can download the app on their mobile phones and identify the pests through a database by taking photos of insects and uploading the images.
"We've been building the database since 2000, which now has more than 800,000 photos of pests collected by the Anhui Academy of Agricultural Sciences," said Zhang Liping, an official with the academy.
After identifying the pests, the app can provide suggestions and guidelines for which pesticide to use.
The test version of the app is now available for agricultural and scientific departments, and rice plant research institutes in the province.
"The system works well right now, and we will soon launch new versions for the iOS and Android app stores," Zhang said.

Billbugs, once an occasional pest of rice that cannot survive in standing water, are putting increased pressure on crops as row rice acreage rises.
Billbugs are weevils whose larvae bore into the side of rice tillers, or stems, which deprives developing grain heads of nutrients. This leads to “blank heads,” or heads that never developed kernels. Billbugs cannot survive aquatic conditions, making row rice, which does not hold a continuous flood, an ideal environment.
“We’ve been saying for the last few years as row rice becomes more popular, we’re going to have a billbug problem,” said Nick Bateman, extension rice entomologist for the University of Arkansas System Division of Agriculture. “And there have been some reports over the past couple of years, but this is one of the first years we’ve seen, at least in pockets, a substantial number of billbugs.”
Because billbug larvae bore into the side of rice tillers, most damage isn’t seen until it’s too late.
“The damage doesn’t stop the head from forming, but it kills the tiller, so in turn it’s killing that head as it’s trying to push out of the boot,” Bateman said. “Now that rice is mostly headed out, we’re starting to see a lot of blank heads.”
Billbugs tend to stay near the bottom of the plant, making scouting extremely difficult, but there are clues.
“They’re most likely not moving up and down the plant a lot, so we could maybe get down on our hands and knees and scout for them, but that’s just not feasible,” Bateman said. “Similar to rice water weevils, billbugs come out of a tree line. So it’s going to be the high end of the field in row rice or on levees and it’s going to be near a tree line.”
It is still unclear which form of control will be effective, but there are trials in place this year and more planned for the future. Because there is a period of time between when adults migrate to the field and when damage appears, Bateman is hoping to test timed foliar applications as well as seed treatments.
“We’re exploring seed treatment combinations and we’re hoping there’s some combination that will give us some control,” Bateman said, “We’re also trying to look at whether it’s based on the growth stage of the rice or maybe a calendar event, so that we could maybe time a foliar application.”
The race is on with billbugs in Arkansas. Although infestations aren’t widespread, row rice acreage is increasing and extension entomologists are working on a solution.
“We have to get information out there to people,” Bateman said. “With the popularity of row rice right now we have to get information to our growers quickly and that’s our plan moving forward. We’re going to double down on billbug research and try to find some way to deal with this pest, especially in a row rice setting.”

Iraq buys 60,000 T rice from United States and Uruguay- trade

Some 30,000 tonnes of rice from the United States was purchased at around $655 a tonne c&f free out

DUBAI/HAMBURG - Iraq's state grains board said on Thursday it had purchased a total of 60,000 tonnes of rice in an international tender, which closed this week.
The board gave no further details.
Traders said separately some 30,000 tonnes of rice was purchased from the United States at around $655 a tonne c&f free out.
About 30,000 tonnes from Uruguay was purchased at an unknown price. Unconfirmed trade talk was the Uruguay rice was purchased at $568.75 a tonne c&f free out.
Rice from Thailand had been offered at the lowest price in the tender of $499.50 a tonne c&f free out. Iraq does not always accept the lowest offers in its tenders.
Iraq in June banned farmers from planting rice and other water-intensive crops because of drought and shrinking river flows, increasing its import requirement. 
In its last reported rice tender on May 11, Iraq purchased around 60,000 tonnes to be sourced from Argentina and Paraguay. 
Iraq on Thursday also purchased a total 300,000 tonnes of wheat from the United States in directly negotiated deals without international tenders being issued.

Rice export earnings hit over $ 280 million

From April 1 to August 2 of the mini budget year, Myanmar earned US$ 288.986 million from exports of 833,663.820 tonnes of rice and broken rice according to Myanmar Rice Federation.
Exports of 363,878.420 tonnes of rice and broken rice via sea routes hit US$ 121.121 million and exports of 469,785 tonnes via border route, US$ 167.865 million.
Thanks to the market expansion in 2017-2018 FY, Myanmar exported 3.6 million tonnes of rice. This is the largest export volume in 50 years.
Border trade accounted for more than 70 per cent of the total rice export and marine trade, for nearly 30 per cent. In 2017-2018 FY, rice export via sea routes increased to 48 per cent.
Last fiscal year, Myanmar was on the list of five top rice exporting countries. In 2018-2019 FY, rice export will hit its target only when the country can export rice to China via border area, according to the MRF.
Lu Maw Myint, Joint General-Secretary of the MRF said: “Rice export via sea route is normal and remains unchanged. China’s rice imports depend on its minimum support price.”


Agrinurture cleared to import rice

The National Food Authority granted an ‘original proponent status’ to listed Agrinurture Inc. for its unsolicited joint venture proposal for the financing and purchase of imported rice to help augment the country’s buffer stock.
Agrinurture said in a disclosure to the stock exchange it received a letter from NFA acknowledging receipt of its proposal and that the company was considered and recognized as original proponent.
Under the proposed JV agreement, the ANI consortium will finance the supply of NFA rice with no cashout on the part of the government. 
Both parties will jointly determine the origin, suppliers, delivery and arrival periods, packing and loading and discharging ports. 
The NFA will solely determine the type of commodity to be imported, specifications and quantity.
As accepted by NFA, the ANI consortium will import 500,000 metric tons of rice, equivalent to two weeks of national inventory of subsidized NFA rice per quarter. 
Agrinurture said as NFA would not release a single peso for the purchases, the state-run agency could use its budget to buy more palay from local farmers or import more rice as needed.
Under its mandate, the NFA is required to ensure national food security and to stabilize supply and prices of staple cereals like rice both in the farm and consumer levels. 
The agency is required to maintain a rice buffer stock good for 15 days, and good for 30 days during lean months. 
The Philippines has a daily rice requirement of 32,750 metric tons. ANI said the planned 500,000 metric ton importation would be just enough to fill NFA’s 15-day requirement. 
The NFA needs to import more during the lean months to match the mandate of President Rodrigo Duterte to maintain 60 days inventory.
ANI said the joint venture proposal would not replace local supply to the detriment of local farmers. Instead, it only aims to augment the country’s rice inventory at no cost to the government.
It said that aside from not bearing the costs of importation, the NFA would have no risk or exposure to losses. All risks will be borne by the ANI consortium from the time of purchase up to the point of dealing with undisposed stocks.
ANI said that after being granted original proponent status, the project proposal would now proceed in accordance with both the technical and legal processes under the National Economic and Development Authority’s guidelines.

Asia Rice: Dip in Indian rates on rupee weakness dulls Vietnam offers

Rates for India’s 5 percent broken parboiled rice fell by $3 per tonne to $389-$393 per tonne this week.“Rupee depreciation is allowing us to lower prices, but at the same time competitors are also lowering their quotes,” said an exporter based at Kakinada in the southern state of Andhra Pradesh.
The Indian currency fell to a record low against the dollar on Thursday.Farmers in India had planted summer-sown paddy rice on 30.78 million hectares as of Aug 10, down 2.9 percent from a year ago due to scant rainfall.Monsoon rains in India are likely to be below-normal levels in 2018, a private weather forecaster said earlier this month, raising concerns over farm output and economic growth in Asia’s third-biggest economy, where half the farmland lacks irrigation.
The falling rice prices in India also weighed on the market in Vietnam, the third largest exporter, but rates for the country’s 5 percent broken variety were unchanged at $395-$400 a tonne.“Trade is slow as Vietnamese prices are comparatively higher, especially compared with Indian prices ... Exporters have lost their African customers to Indian rivals due to that,” a Ho chi Minh City-based trader said.Vietnam exported 444,235 tonnes of rice in July, down 17.4 percent from June, government customs data released late last week showed. That was slightly lower than a government forecast of 450,000 tonnes.
In Thailand, the world’s second biggest rice exporter, demand also remained soft, traders said.Thailand’s benchmark 5 percent broken rice price was quoted at $390-$393, free on board (FOB) Bangkok, little changed from last week’s $390-$395.The commerce ministry on Wednesday said Thailand had exported 6.99 million tonnes of rice worth 3.52 billion baht this year by August 15, a 2 percent increase from a year ago.
Meanwhile, Bangladesh, which had emerged as a major importer of rice since 2017 after floods damaged its crops, continued to procure rice domestically.
In the 2017-18 financial year that ended in June, Bangladesh imported a record 5.7 million tonnes of rice. However, imports dropped sharply after the government imposed a 28 percent tax on shipments to support its farmers following a revival in local output.Rice at government warehouses stood at nearly 1.3 million tonnes, data from the country’s food ministry showed.
