TDAP calls for free trade agreements with Saudi Arabia, GCC

KARACHI: Pakistan needs free or preferential trade agreements with Saudi Arabia and Gulf Cooperation Council (GCC) to increase foreign trade in goods and services, Trade Development Authority of Pakistan (TDAP) advised in a report.
Pakistan has no preferential trade agreement with Saudi Arabia. However, several negotiations have taken place to activate Pakistan-Saudi Joint Business Council and both the countries mutually agreed to overcome issues related to shipment delays, visa requirements and corporate registrations.
“KSA (Kingdom of Saudi Arab) is a consumption-oriented economy as about 41.3 percent of its GDP share comes from household consumption, which can serve as an opportunity for Pakistani exporters,” an official said, requesting anonymity.
Pakistan exports basket is not much diversified, the official said. In order to expand export base in KSA market it is necessary to find some potential products that Pakistan already exports to the world.
Pakistan’s annual exports to the world are around $24 billion, while KSA imports from the world are $126.7 billion. Pakistan’s total exports to KSA stood at $346 million against imports of $2.7 billion in 2017.
Pakistan’s total rice export to world is $1.5 billion while KSA’s total import of rice from the world is $957.3 million. The country exported $68.6 million worth of rice in 2017 with seven percent share in Saudi Arabia’s rice market.
International Trade Centre said Pakistan has an untapped rice export potential of $96.8 million.
Production and quality constraints, weak value chain, insufficient innovation in farming and milling practices, lack of research and development of new varieties, lack of coordination between farmers and research institutes are some of the bottlenecks in rice exports due to which the country’s rice export to Saudi Arabia has been stagnant since 2016.
TDAP report identified rice and meat as the high potential products, which can take country’s exports to more than one billion dollars.
Likewise, Pakistan’s total exports of frozen boneless meat to the world stood at $20.4 million.
The report said most of countries supplying boneless meat to KSA are non-Muslims, yet they are the top exporters of halal meat in the world.
“Pakistan being a Muslim country has advantage to capture its share by supplying halal and hygienic boneless meat to KSA,” the report said. “In addition to this large number of Pakistani community resides in KSA that demand Pakistani meat.”
Pakistan, by strengthening its supply chain, can facilitate the export of boneless frozen meat. Moreover, Pakistan needs disease free zones, efficient processing units having proper monitoring of livestock, their vaccination and breeding. Geographical location of both the countries reduces transportation cost and shipping time, which can serve as an opportunity to trade perishable goods and other materials having short life span. Pakistan’s halal food products have considerable potential to capture Saudi market, and poultry and meat products have export potential in Saudi Arabia’s market.
“Existing meat exporters can earn greater share of the market by proper marketing and supply chain management,” the official said.
The TDAP report said Saudi customers have high purchasing power, yet they focus more on quality, innovative and modern imported products. Therefore, exporters that focus more on modern techniques and innovation can earn greater share in KSA market.

Zeroes in on NFA amid supply woes

The chairman of the House committee on agriculture on Monday called for a congressional inquiry into the rising prices for rice as the National Food Authority came under heavy fire for its failure to ensure food security.
Panel chairman and ANAC IP Party-list Rep. Jose Panganiban said he would invite the concerned government agencies to shed light on why rice prices remained high, and how the government, through the NFA, had imported grain stock from Thailand and Vietnam that was infested with weevils.
“We have already sent a letter to NFA asking them to shed light on these issues,” Panganiban said at a news conference.
Panganiban said the NFA does not seem to have fulfilled its mandate to ensure food security and stable prices for the nation’s staple food.
He added that the NFA declaration that tons of weevil-infested rice brought into Subic was safe for distribution after being fumigated.
“It is not [acceptable]. That was an irresponsible statement,” Panganiban said.
Davao City Rep. Karlo Nograles, chairman of the House committee on appropriations, also urged the NFA to act on the problems plaguing the rice industry.
“The NFA administrator is right; we legislators should go out in the field and really look into the problems in the rice industry. The short recess of Congress provided an opportunity to go to our markets and learn firsthand about the prices and supplies of rice––and what I discovered is very worrisome,” Nograles said.
On Friday, NFA Administrator Jason Aquino challenged legislators and concerned parties to go around the country to learn more about the issues involving rice, saying that the NFA is “open for scrutiny anytime.”
“Those who want to verify what we had been doing, can check our records, go around the country and ask the people,” he said.
Nograles said he discovered that there is a “large spike” in rice prices in Cagayan de Oro because the NFA had slashed the supply of NFA rice in Region 10 and diverted it to Region 9 to address the rice crisis in the Zamboanga Peninsula.
As a result, Nograles said, the residents of Cagayan de Oro have no choice but to buy commercial rice. The absence of cheaper alternatives in the form of NFA rice has allowed commercial rice suppliers to dictate rice prices in the market.
Meanwhile, Panganiban assured farmers that the proposed “Revised Agricultural Tariffication Act” that he principally sponsored will not hurt them even as it seeks the entry of cheaper rice by replacing the quantitative import restrictions on rice with tariffs.
Panganiban said the government is targeting to raise P20 billion to provide subsidies for the farmers.
Senator Francis Escudero on Monday said he would not join some of his colleagues in calling for the abolition of the NFA or the resignation of its administrator.
Escudero said the NFA is capable of doing things that cannot be done by private sector traders.
He also said he wants to hear what Aquino has to say about the problems that beset the rice industry.
“I have heard so many things against him, so I want to hear him,” he said.
If there is a liability, all those accountable should be made fo answer for the rice crisis, he said.
He said he hopes Senator Cynthia A. Villar, chairman of the Senate agriculture and food committee, will call another hearing to determine what the NFA and the Department of Agriculture have been doing to address the problems.
The Commission on Audit, meanwhile, has flagged the National Food Authority for allowing private rice traders to exceed their maximum weekly allocations for Ilocos Norte, Ilocos Sur and Cavite in 2017.
Non-compliance with the allocations was noted in Cavite provincial office, NFA Region 1 provincial offices in Ilocos Norte and Ilocos Sur, and areas served by the NFA North District Office, the COA said.
“The maximum weekly rice allocation to retailers… was not properly observed in NDO, CPO and two POs in RO No. 1, resulting in inequitable rice distribution, thereby defeating the intention of the allocation system and giving undue advantage to selected retailers which could lead to diversion of stocks,” the report read.
Agriculture Secretary Emmanuel Piñol, meanwhile, dismissed the calls to abolish the NFA.
In a dzMM radio interview, Piñol said the NFA abolition would not solve the rice shortage in Zamboanga City.
“Yes, we need NFA,” he said.
“NFA is a state agency recognized by the World Trade Organization. That is our advantage. Let us not just say hasty words,” he added.
Senator Sherwin Gatchalian called for the abolition of NFA for the rice shortage and the rising prices of rice in Mindanao, while former Senate President Aquilino Pimentel III said he would support such a call.
“That is not the answer. Let us refrain from knee-jerk reaction. Let us look at this problem from an institutional standpoint. Let us not [make a] hasty decision such as that,” Piñol said.
NFA discovered 330,000 bags of weevil-infested imported rice at the ports of Subic Bay Freeport and Tabaco, Albay.
But Piñol said the presence of rice weevils was commonplace.
“You know, we children of farmers know that. Actually, it is just ordinary, natural just as there are black ants,” he added.
“I agree with Dr. Frisco Malabanan that it is safe to eat. In fact, in our province, we just put the [weevil-infested] rice under the sun. It is just normal to see [weevils] in palay and rice [grains],” he said.
But Piñol said someone must be held accountable for the delays in the delivery of the rice to the market, and why it so easily deteriorated. 

China counting on saltwater rice in its One Belt, One Road aspirations

For more than 40 years, Yuan Longping has been lauded as the “father of hybrid rice,” a man whose work made rice fields more plentiful, helping to ease hunger across China.
And now at 88, one of China’s most celebrated scientists finds himself back in the spotlight, this time for another marvel of science: breeding a kind of rice that can produce high yields in salty waters. It’s an innovation that has once again made him a unique figure in China, a scientist endowed with political usefulness, even as an octogenarian.
Indeed, China’s modern-day leadership has rediscovered his value as it uses “rice diplomacy” both to further its ambitious international goals and ease its domestic food needs. Mr. Yuan has met with President Xi Jinping five times. And saltwater rice is emerging as a novel element in China’s sweeping One Belt, One Road initiative, which aims to dramatically extend the reach of Chinese companies and capital by building new networks of roads, rail lines and power plants.
The rice is a genetic advance that promises to transform vast areas of uncultivable land into productive fields.
Belt and Road funds have already been used to build an experimental plot in a desert on the outskirts of Dubai. Chinese state media called it a “national gift,” saying Mr. “Yuan’s research team always adhered to the spirit of the Belt and Road initiative.”
Planning is already under way for additional saltwater rice tests in Southeast Asia, Africa and other parts of the Middle East. “We plan to promote it in many countries starting in 2019,” says Zhang Guodong, executive vice-director of the Qingdao Saline-Alkali Tolerant Rice Research and Development Centre, which has led testing of the saltwater rice.
He likens Chinese agricultural technology to the country’s road-and-rail-building savvy in developing regions.
“To develop local infrastructure, these countries will surely need more investment, and Chinese businesses as a result will get further investment opportunities,” he says. “And we all know that under the One Belt, One Road strategy, promoting China’s technology and products abroad to help One Belt, One Road countries is among the top priorities."
In some ways, it’s a revival of a longstanding Chinese practice. In the mid-1990s, a Chinese firm built a 5,000-hectare rice farm in Cuba that appeared to prepare the ground “for a much larger [US]$150-million hotel investment in the country and a Cuban-themed hotel in Shanghai,” wrote Elizabeth Gooch and Fred Gale in China’s Foreign Agriculture Investments, a recent publication of the U.S. Department of Agriculture. Indeed, “China uses its technical prowess in rice as a goodwill-building tool overseas.”
Scientists have long sought ways to grow rice in salty areas, but the Chinese effort began in earnest in 2012, when scientists working for the Qingdao centre, co-founded by Mr. Yuan, began gathering more than 100 samples of rice capable of growing in saline conditions. Such naturally occurring breeds typically produce too little rice to be commercially viable.

Then, using hybrid technology that Mr. Yuan helped pioneer – he won the World Food Prize in 2004 – they began a breeding process. Last year, they planted 187 different types of saltwater rice. Four produced yields high enough to be promising. Commercial production trials are slated for next year.
The Food and Agriculture Organization of the United Nations estimates that more than 800 million hectares of land worldwide are either saline or alkaline. That is an area approaching the size of Canada “and, according to our calculation, nearly 20 per cent of it has huge potential to be made into arable land where we could plant saltwater rice,” Mr. Zhang says.
Though the rice has been billed as “seawater rice,” it has been grown in water with a saline concentration of 0.6 per cent, roughly a fifth of what is found in the ocean.
“Based on the current findings, planting rice in seawater with normal rates of salinity is definitely impossible. And I don’t think it can be realized any time soon,” says Huang Shiwen, a scholar at the China National Rice Research Institute.
But that’s not the point, Mr. Yuan says. The goal is to grow rice in over-irrigated soil fouled by salinization or in coastal regions that might otherwise be considered impossible to cultivate. In typhoon-prone areas, a storm can wash up seawater. “Being soaked in saltwater will cause ordinary rice to die. But the saltwater rice will survive this tough environment. So when the waters recede, it will grow as normal,” Mr. Yuan says.
China has long restricted exports of certain seeds. But “once this succeeds, I think China will be willing to share it with many countries, especially coastal nations like Bangladesh, India, the Philippines, Indonesia and the like,” says Prof. Huang. “I think they are all potential beneficiaries.”
For China, a country with 20 per cent of the world’s population and 7 per cent of its arable land, the development of saltwater rice comes amid a greater need to secure food supplies from abroad. Chinese scientists have predicted a decline in food self-sufficiency from 94.5 per cent in 2015 to roughly 91 per cent by 2025, necessitating an increased reliance on imports. (China produces 30 per cent of the world’s rice, but its production is expected to decline this year.)

“What that means, effectively, is that boosting food security beyond China’s borders is increasingly in China’s strategic interests,” says Even Pay, a senior analyst with an expertise in agriculture at strategic advisory firm China Policy.
It’s valuable inside China, too, and not solely for its ability to feed millions. Mr. Yuan’s role has long extended far beyond the achievements of his science, and saltwater rice has once again allowed him to fit the mould of what Sigrid Schmalzer, a historian at the University of Massachusetts Amherst, calls an “ideal hero” for Communist Party leadership.
”I can’t retire now," Mr. Yuan says. "The country wouldn’t let me, even if I wanted to.”
His modern success has provided a link to past glory at a time when Mr. Xi has sought to reinforce old socialist values “in an effort to emphasize the revolutionary roots of today’s prosperity and to strengthen party legitimacy and power during this period of increasing neoliberalism and global expansion,” says Prof. Schmalzer, the author of Red Revolution, Green Revolution: Scientific Farming in Socialist China.
Even so, Mr. Yuan remains modest about the prospects for saltwater rice. “It’s still unclear if we will be able to make progress,” he says. “We’ll see.”

Transferring sorghum’s weed-killing power to rice

Agricultural Research Service scientists have transferred a biochemical pathway found in sorghum that produces a weed-killing compound into rice plants.
The compound sorgoleone, secreted by sorghum, helps the plant combat weeds. It works so well that some other crops struggle to grow in fields where sorghum has been raised, causing problems for growers who want to rotate different crops in those fields.
Scientists at ARS’s Natural Product Utilization Research Unit in Oxford, Mississippi, are investigating whether sorghum’s weed-inhibiting properties can be transferred to other crops like rice and used as a bioherbicide. Producing sorgoleone in other crops would potentially give those plants the ability to fight weeds and reduce reliance on synthetic herbicides, says NPURU molecular biologist Scott Baerson.
Prior to this research, nothing was known about the genes that make sorgoleone, Baerson says. After years of research, the NPURU team, which include Baerson and molecular biologist Zhiqiang Pan, recently reached a milestone that allowed them to transfer the sorgoleone compound into rice. The impact of this research, part of which was recently published in New Phytologist, is twofold, according to Pan and Baerson. The rice plants that produce sorgoleone should require less herbicides to control weeds. At a minimum, the natural compound could reduce the amount of synthetic chemicals sprayed onto food crops. Secondly, growers would spend less on buying and applying chemicals—a major part of their overhead cost.
In addition, a crop that produces its own herbicide potentially would be more efficient—increasing profits for farmers and food processors. Ultimately, these savings could be passed on to consumers, Baerson adds.
In earlier studies, the researchers successfully increased sorgoleone to make sorghum more resistant to weeds, which would help growers who do not rotate sorghum with other crops. They also stopped sorghum plants from producing sorgoleone, which would benefit farmers who want to rotate different crops with sorghum.
The next step is to see if rice plants grown in the laboratory will produce sorgoleone as they grow and have the same weed-fighting ability as sorghum.

Our farmers need all the help we can give

Last week, my attention was focused on our growing rice problem which is the job of the National Food Authority (NFA), the government agency that ensures that our people have enough rice. We must remember that rice is the essential item that everybody eats, rich or poor alike in the metro area or faraway provinces in cities and barrios. Many of our citizens, especially the poor families out in the countryside who cannot afford to buy meat or fish, must have enough rice with a litter of “patis” or “toyo’ on the table or floor to survive. Many families eat only once a day. But today, many of our poor cannot even have the money to buy rice since prices keep going up every week. Even our own family as I am sure many middle income families, experience the hardship we endure.
This is the reason why I get very angry. I read or hear in the news about the large importation from rice-producing countries like Vietnam and Thailand that cannot be unloaded from foreign ships and stored in large warehouses where the rice stocks are kept until they are distributed throughout public markets in the country through middlemen, of course, who end up with tons of money and large mansions while the poor farmers end up with absolutely nothing.
What is infuriating is today merely 400,000 tons of imported rice have to be guaranteed and only after 12 days of fumigation after getting rid of weevils (bukbok) can it be released “safe for human consumption especially if the rice is washed before cooking. Senators have blamed the NFA for rice shortage and high prices. It’s the usual passing the blame due to the shortage.
When I was young I still remember the time when our country was self-sufficient in rice, a model for Southeast Asian neighbors, a good example for other nations. But then again we had a population of only 19 million right after the war. Today we have a population of 105 million which grows every year. Our biggest problem is poverty and the strict Roman Catholic Church which forbids birth control. No wonder we have families out in the provinces with eight to 14 children who could barely survive on a meager family budget.
In the fifties, the Philippines was considered by our agriculture-based neighbors good example of how to manage their own rice fields. This tribute led to the formation of the International Rice Research Institute (IRRI) in Los Baños, Laguna in 1960, a renowned world body where many of our Asian neighbors sent their citizens to study, research and learn how to produce and harvest rice at an optimum level. Many of our scientists discovered the so-called “miracle rice” in IRRI which was adopted by other rice producing countries thereby producing multiple harvests throughout the year. Somewhere down the line we lost this distinction when some of our big entrepreneurs converted wide tracts of agricultural lands into industrial sites for their business enterprise.
This led to farmlands (and forestland) being used for industrial and housing projects for a fast growing population. This resulted in large areas that were once devoted to agriculture turning out to be a haven for industry and other departments of the government. Thus, from being a rice producing country, we turned into an importer of rice, in the process spending millions of pesos in foreign exchange.
I still remember the time six years ago when President Benigno Aquino III promised he would regain our position as an exporter of rice during his administration. Well, it turned out full of empty promises. Then President Rodrigo Duterte has said at the start of his administration that agriculture remains one of his top priorities. It’s a pity that agriculture has not been given the attention it deserves in recent years. Duterte has promised to help enliven agriculture and also to remove the middlemen. Hopefully this will uplift our farmers’ lives and strengthen their livelihood. It is important that we all do what we can to help the President in this particular agenda. We will all benefit if the agriculture sector becomes strong and vibrant as it was once again. All of us will benefit in those golden years ahead.

'Bengal an advanced state in terms of paddy cultivation' Pritesh Basu

Kolkata: Bengal has come up to be an advanced state in almost all aspects of paddy cultivation, during a knowledge sharing interaction between scientists of the state Agriculture department and the Centre's National Rice Research Institute (NRRI). The interaction took place at Nabanna on Monday. State Agriculture minister Asish Banerjee, agricultural advisor to the Chief Minister Pradip Majumdar and the department's secretary Nandini Chakravorty were also present during the interaction. Top officials, including the director and senior scientists of the National Rice Research Institute under the Indian Council of Agricultural Research, came to the state secretariat from Cuttack. The main idea was to discuss various aspects of paddy cultivation. The agri-scientists of National Rice Research Institute put forward their views, ideas and research findings on varieties of rice, climate smart cultivation of paddy, cultivation of nutrient rich rice, aromatic rice, etc. Scientists from the state Agriculture department also exchanged their views on the different aspects of paddy cultivation. It may be mentioned that this comes at the time when the agri-scientists from the state are working on the same and have introduced many new innovations in the state's agriculture sector. Sources said that during the knowledge sharing interaction, agri-scientists have put forward the examples of Bengal's success in terms of innovation in the agricultural sector. It has been learnt that the issue of aromatic rice had cropped up during the interaction and "as an outcome it was found that Bengal is much ahead in cultivation of aromatic rice". Similarly, the agri-scientists had been working on "climate smart" paddy, as steps have already been taken up to ensure cultivation of paddy even in salty water. Sources said that during the interaction, the agri-scientists from Bengal have put forward many such ideas which were unique ones and in certain cases, such steps were taken up for the first time in the country.
"The meeting was a fruitful one and the discussions between the scientists were very constructive," said an official, adding that the state government will be in touch with National Rice Research Institute and there could be scope for further such interactions in future. When contacted, state Agriculture minister Asish Banerjee said: "They wanted to meet us and there were discussions on various aspects of paddy cultivation." It may be mentioned that the knowledge sharing interaction has taken place at a time when the average annual income of farmers in Bengal has increased to Rs 2.91 lakh in the last financial year and the state has become immensely successful in the sector. Moreover, the Centre has awarded the state with Krishi Karman Award for five consecutive years.

The kitchen is the heart of any home. When you gather three chefs—all experts in preparing their respective cultural cuisines—you have a delicious outcome that is full of friendship, connection and soul. That’s exactly what happened when Rebecca Sassouni hosted a meaningful event on behalf of Temple Israel of Great Neck (TIGN).
For one hour, a group of 30 attendees prepared a four-course meal, each led by one chef. Sassouni prepared a Persian dish of green dill rice with tahdigRabbi Daniel Schweber of TIGN prepared Eastern European matzo ball soup and challah rolls; and a trio of women from the Great Neck Chinese Association (GNCA), Jing Wang, Else Yung and Alice Ngai Tsang, prepared Chinese vegetable dumplings and vegetable rice. Desserts were also multicultural and included Persian chick pea cookies; noghl, sugared almond slivers; faloodeh, Persian lemon-ice sorbet; and rugelach.

In addition to the Persian, Jewish and Chinese cultural groups represented at the event, several attendees also had connections to Great Neck Public Schools, including Sassouni, a Board of Education trustee, and Kevin Sun of the United Parent-Teacher Council.
The first cooking demonstration was by Sassouni, who warmly greeted the guests and showed them how to prepare the dish with layers of basmati rice, caramelized onions, lima beans and cardamom. She explained that Persian food is democratic, designed to feed large groups and served family style.

Great Neck is home to a number of Persian restaurants, which attract appreciative diners from all over Long Island and New York City. One of the most beloved dishes is tahdig, the crispy crust at the bottom of the rice pot, prepared with turmeric, oil and potatoes. At the event, Persian and Chinese attendees connected over the shared appreciation for rice dishes.
“We have crispy rice in Chinese cooking, too. It is very popular with children,” remarked Sun.
Sassouni agreed, “Tahdig is a delicacy in our cooking, too. Many a tooth have been lost because of love of crispy rice.”

She went on to discuss the overall message of cooking together as a community in her kitchen.“It is often noted that the demographics of Great Neck are changing, but what often goes unsaid is that there are so many opportunities for us to reach out to one another, learn from one another and welcome the changes,” said Sassouni. “As a first-generation American of Persian and Jewish heritage, I spent many of my formative years feeling like an outsider from American culture. It is only now, as an adult, that I appreciate there are many, many ways to be an American. The more I get to know my Chinese-American friends, the more I realize we have in common concern for our families, education and, yes, great food.”
Schweber then led the demonstration for preparing matzo ball soup and challah, which are mainstays of Eastern-European Jewish cuisine. He explained that he truly loves to cook for his family, including his wife and two daughters, and he is often called upon to feed them because of his wife’s career as a physician.

Due to time restrictions, the rabbi explained that although the ingredients and utensils used in the Sassouni home were strictly kosher, he was not going to cover all of the rules of kashrut or keeping kosher.“Kosher rules are for holiness, not to separate Jews from non-Jews. In this small gathering with GNCA, we can connect more easily. We can share our hearts and souls together,” he explained. “In a few days, the Jewish people will mourn the destruction of the temple in Jerusalem, which led to 2,000 years of exile. Jews have always had to wrestle with the question of how to assimilate in their new countries but, at the same time, to preserve their heritage. This is something we have in common with the other cultural groups that are new in Great Neck.”
Food Is a Bridge Between Cultures

The third cuisine featured was Chinese vegetarian dumplings and rice, prepared by Wang, Yung and Tsang. After the ingredients were monitored for kashrut, the women spent hours expertly preparing them. Wang demonstrated the technique of folding the dumplings, which were filled with shitake mushrooms and carrots.
“That’s so similar to how we make Jewish kreplach,” remarked Toby Katz, a TIGN trustee.
Wang explained the significance of dumplings and noodles in her family.
“When I arrive at my mother’s house for a visit, she makes long noodles, in the hopes that my stay will be long,” explained Wang. “When it is time to leave, she makes dumplings, because they are short.”

Attendees asked many questions about the ingredients and different types of dumplings, and Wang offered to distribute printed copies of her recipes. Great Neck is home to a number of popular Asian restaurants, including a kosher Chinese restaurant.
Before the meal, Schweber led the group in a Hebrew recitation of the hamotzi, the blessing over the challah bread. Saying a blessing or “grace” before eating is a common custom bridging many cultures.
Other event participants included Lisa and Jeff Goodwin, Elliot and Dr. Renee Fleischer, Suanne and David Scher, Dr. Andi Katz, Susan Chin, Mandy Xiao, Dorothy Feng, Rebecca Chu, Shuna Luk and GNCA President Nathan Fong.

India, Pakistan Plan Talks Over Water Disputes

India and Pakistan will discuss the resolution of a dispute over sharing river waters this week, officials said, setting off the first official negotiations between South Asia’s nuclear-armed rivals since newly-elected Prime Minister Imran Khan took charge.
Both sides will discuss the issue over two days starting Aug. 29 in Lahore, Indian and Pakistani officials said, asking not to be identified as they are not authorized to speak to the media. The two nations will try to resolve differences over the construction of two dams by India on the Chenab, one of the six rivers shared by the two countries, and exchange river basin data, one of the officials said.
India and Pakistan have been in a constant state of tension since the partition of British India in 1947. Indian officials have previously said they would be open to peace talks if Pakistan would stop supporting militant groups that strike inside Indian territory. Pakistan denies supporting terrorists.
Six rivers -- Ravi, Beas, Sutlej, Indus, Chenab and Jhelum -- have been a potential point of conflict between the neighbors despite a water sharing treaty signed in 1960. India had in 2016 said it would review the treaty after 19 Indian soldiers were killed in disputed Kashmir region that is claimed by both sides. Pakistan has repeatedly raisedissue with India’s plans to build dams on rivers. Yet annual talks have remained relatively unaffected in spite of two wars fought since the treaty was put in place.

Resume Talks

Khan in his victory speech last month said Pakistan and India should resume peace talks. The last formal peace process started after India’s Prime Minister Narendra Modi made a surprise visit to former Pakistani premier Nawaz Sharif in Lahore in December 2015 but were called off after a series of terror attacks on Indian military bases.
“It’s a good subject to start building a relationship with the new Pakistan government,” said Uttam Sinha, a senior researcher at New Delhi-based Institute for Defence Studies and Analyses. “Water is an emotive issue for both sides and this is a unique treaty especially in this part of the world.”
In this week’s talks, India will defend its plans to develop hydropower projects on the western rivers Indus, Chenab and Jhelum, over which Pakistan has more rights under the 1960 agreement, the Indian official said. The Indus Waters Treaty has allotted the waters of three eastern rivers -- Ravi, Beas and Sutlej -- exclusively to India and the western rivers to Pakistan.
Both nations need to resolve the ongoing differences that could affect more than 30 million people on the Indian side and hurt Pakistan’s farm sector, which employs half the nation’s workforce. Pakistan’s rice and cotton production have been affected in a few southern areas as there wasn’t enough water supply.
Calls to Sudhir Kumar Pandey, spokesperson at India’s water ministry, went unanswered. Pakistan’s Ministry of Water Resources Joint Secretary Syed Mehr Ali Shah could not be reached for a comment.
“Pakistan is most likely to raise concerns regarding dams being constructed by India on rivers which may affect flow into Pakistan,” said Rashid Ahmed Khan, a professor and head of politics and international relations department at the University of Central Punjab in Lahore. The treaty allows dams for power generation until they don’t affect the flow, said Khan.

ISLAMABAD, (UrduPoint / Pakistan Point News - 27th Aug, 2018 ) :Rice exports from the country during first month of current financial year grew by 2.85 percent as compared the corresponding month of last year and about 212,518 metric tons of rice worth US$ 110.966 millionexported as against the exports of 190,455 metric tons valuing US$ 107.893 million of same period of last year.
During the month of July2018, about 37,661 metric tons of basmati rice worth US$ 34.832 million exported as compared the exports of 31,433 metric tons valuing US$ 33.91 million of the corresponding month of last year.
According the data of Pakistan Bureau of Statistics, the exports of above mentioned commodity witnessed about 5.25 percent growth during the period under review.
During the period under review, about 174,857 metric tons of rice other then basmati worth US$ 76.138 million exported during the period under review as against the exports of 159,022 metric tons worth US$ 74.802 million of same period last year, it added.
Meanwhile, commenting on the uptick of the exports of the rice, Chairman Rice Exporters Association of Pakistan (REAP) Samee Ullah Naheem told APP that due to the implementation of international set standards and adoption of phytosanitary measures, the demand of Pakistani rice from Europe and Middle Eastern countries including Saudi Arabia had witnessed tremendous growth.
The demand of basmati rice had also increased from other markets of the world as the local rice was unique in its taste and aroma all across the glob and was on high demanded, he remarked and said that the momentum of exports could further be enhanced by paying little attention.
He informed that the exports of rice would further increase as arrangements were in progress with Iran as it is another market have huge potential for the Pakistani rice, adding that rice worth US$ 2 billion were exported during the year 2017-18.
Besides, Pakistan was also finding other potential markets to enhance its exports and introduce its products there to fetch further foreign exchange reserves for the economic development of the country, he observed.

Some of these anecdotes—which range from historic to contemporary—are about places one can no longer freely travel to, such as Syria. That is why it is critical to highlight the cultures that once influenced the world, even if today they are more synonymous with political unrest and turmoil. Syria is just one such example: did you know it was famous for its ‘sour cherry kebabs’? Or that in Morocco, Friday is known as seven vegetable couscous day?

In Lahore, she wandered around the markets, tasting such street specialties as aloo cholay, the madrassas or local pickles, and finger-burning naans straight from the tandoor outside the Wazir Khan Masjid. The spiritual capital of Pakistan features in her book through the recipes for the chicken curry dish prepared at her host’s home and the Shahi Haleem she saw simmering in copper vessels in the old City.
Ask any chef and they’ll tell you the test of good food is not in the making, but in the recipe and the ingredients. To test Anissa’s Feast book, I decided to try out her recipes with an Iranian friend. He made a Lebanese dish—spicy, baked fish in a tahini herb sauce—drizzled with pine nuts; I opted for something less exotic—lentil Adas pulao from Iran. Through the mere act of cooking foods from these separate nations, we had already begun our journey along the spice route that once united Asia, Northeast Africa and Europe.
That evening’s meal brought home to all of us around the table the message enshrined in Anissa’s book—cultures have porous borders, and food is a universal gift. Her book succeeds in evoking the splendor of Islamic culture through its food, no less relevant or splendored as it’s more storied art and literature.

Essequibo Coast miller says rice board to blame for delay in pay-outs to farmers

 
Essequibo Coast miller Wazir Hussein says that he is being unfairly blamed for the payments owed to rice farmers, which is due to the slow pay-out of cash from the Guyana Rice Development Board (GRDB) to millers. 
During an outreach in Region Two, Minister of Agriculture Noel Holder recently condemned the delay in payments to rice farmers by millers on the Essequibo Coast and dubbed it as a “clear demonstration of unfair business practices.”
During the outreach, Essequibo Paddy Producers Association head Naith Ram made a plea for help. Ram said he was seeking intervention from the ministry on behalf of Essequibo Coast rice farmers, who are being held to ransom by many millers, including Hussein, who is one of the largest millers…..

The Kebbi State Government has revealed that it earned N150 billion from selling locally-made rice in 2017.
Governor Abubakar Bagudu said this recently when the Executive Secretary of Nigerian Shippers Council (NSC) Hassan Bello visited him in his office.
According to Bagudu, the State Government have set up three rice millers: Wocat Rice Processing Mill, Dangote Rice Processing Mill and Dadangari Rice Processing Mill to shore up the revenue of the state.
He noted that these millers have raked in N150 billion in 2017 alone, stressing that Kebbi is the highest producer of rice, onions, and pepper in Nigeria.
“We have provided enabling environment to our teeming farmers in the rural areas with farm implements, seedlings and fertilizer thereby encouraging them for all season farming,” he stated.
Bagudu noted that this is in addition to a “partnership arrangement with an indigeneous company for an ultra modern World Class Sugar Processing Plant with a total cost of about $330million when completed.
“The project is sited in Augie Local Government Area, a border town between Kebbi State and Sokoto State.
“All these agricultural transformation drive of this administration has encouraged farmers to not only be active and productive but has to a large extent reduced youth restellness as the state is adjudged as the most peaceful state in the northern geo-political zone.”

Philippines may be forced to allow entry of smuggled rice

Manila: Agriculture Secretary Manny Pinol said the government may be compelled to allow the entry of illegally imported rice in the Tawi-Tawi and Sulu to prevent a shortage of the cereal in the area.
According to Pinol, the success of the government efforts to stem smuggling in the two areas in the Southwestern tip of the country had been partly to blame for the rice shortage being experienced in Zamboanga, Basilan, Sulu and Tawi-Tawi (ZAMBASULTA) region.
“For a province which has long been reputed to be the drop-off area for rice smuggled in from Malaysia, Tawi-tawi never had any problem with its rice supply which was sold for as low as P34 (Dhs 2.33) per kilo. When the smuggling route was closed a month ago, however, Tawi-tawi residents suddenly found themselves lining up for rice sold as high as P100 (Dh6.87) per kilo right after the Eid Al Fitr,” Pinol said.
Tawi-Tawi is located at the country’s western far end, just across the border with Malaysia.
But Pinol said that last month, President Rodrigo Duterte and Malaysian Premier Mahathir Mohammad, agreed to tighten security at the border areas. This made it difficult for the smugglers to slip in commodities such as rice.
Sulu and Tawi-Tawi is closer to Malaysia than it is to the Philippines, and for generations, the prices of commodities in these two provinces were somehow dampened by the fact that smuggled items are of lower cost compared to items sold legally.
Pinol also cited the recent case in Zamboanga City when the cost of rice reached unprecedented levels when government tightened on the entry of smuggled cereals.
He said that although the rice crisis was declared to have ended in Zamboanga City with the arrival of new rice stocks from farmers cooperatives supported by the Department of Agriculture in Mindanao and the National Food Authority, “Basilan, Sulu and Tawi-tawi are still gripped with very limited supply of rice.”
“There is not much time, however, because Tawi-tawi’s rice supply is only good for 15 days while Sulu only has about 10 days. The only other option left to the local officials is to allow the resumption of rice smuggling operations in the area,” he said.
He said that last week, Zamboanga City and Isabela City in Basilan Island declared a ‘state of calamity’ due to the high prices of rice in the area.

Trade Minister Enggartiasto Lukita said on Monday that the government had reaffirmed its plan to import 2 million tons of rice this year to assure the availability of the commodity in the market.He said the decision to import 2 million tons of rice was made during a coordination meeting among relevant ministries and the State Logistics Agency (Bulog) in April.
Meanwhile, the Monday coordination meeting was decided to talk Bulog into carrying out market penetration to assurance a balance between supply and demand.
“If the supply declines, we see a price increase trend. If the stock decreases, we have to add the stock,” said Enggartiasto after the meeting as quoted by kontan.co.id.
According to Statistics Indonesia (BPS), Indonesia imported 844,164 tons of rice in 2014, 861,601 tons in 2015, 12 million tons in 2016 and 305,275 tons in 2017.
He said the release of more rice stock was to maintain the market price of the commodity below the ceiling price of Rp 9,450 (65 US cents) per kilogram in Java, Lampung and South Sumatra as well as Rp 10,250 per kg in Papua and Maluku.
According to food price website hargapangan.id, the rice price in many parts of the country has exceeded the ceiling prices. (bbn)

Agriculture minister reluctant to comment on new rice import permit

Agriculture Minister Amran Sulaiman is reluctant to comment on the fresh issuance of an import permit for 500,000 tons of rice, saying that the importation of rice is not his authority.
“Ask me when Indonesia will export rice again [not about rice imports],” said Amran in Jakarta on Monday when he was asked to comment on the rice import permit issued by the Trade Ministry to the State Logistics Agency (Bulog).
The rice is expected to be imported before July, in addition to the 500,000 tons that had been imported earlier this year.
Amran said his ministry would focus on food production, the introduction of agriculture technology and the mentoring of farmers to provide them with better infrastructure and facilities to improve their productivity.
“About the high rice price, it is also our question,” said Amran, as quoted by kompas.com in Jakarta, adding that the stocks for Ramadhan and the Idul Fitri holiday were secure.
He said the rice stock was higher than normal. “We have prepared the stocks 20 to 30 percent higher than the stocks of other months.”
Trade Ministry international trade director general Oke Nurwan said the ministry had issued a permit for Bulog to import rice following a decision made during a meeting at the Office of the Coordinating Economic Minister.
The rice, which will be imported from several countries such as Vietnam, Thailand, Myanmar, Cambodia, India and Pakistan, was expected to curb the price, which was still above the price ceiling decided by the government, Oke added. (bbn)

BI prepares market intervention to defend rupiah

Bank Indonesia (BI) is preparing a market intervention scheme to defend the weakening rupiah, which was quoted above 13,800 against the US dollar on Thursday morning.
“We have started looking into all the data. Since early in the morning [ the rupiah] was under pressure, therefore we were preparing to stabilize it,” said the BI’s monetary management department head, Doddy Mulverdi, in Jakarta on Thursday as quoted by tempo.co.
The rupiah rebounded and closed at 13,748 against the dollar on Thursday evening.  
Doddy, however, refused to reveal the intervention strategy, which had been prepared by the central bank. “The intervention strategy, volume of intervention, etc. are part of internal strategy,” he added.
Previously, the assistant to BI’s economic and monetary policy department head, Dody Budi Waluyo, said Federal Reserve chief Jerome Powell’s speech on the performance of the country’s economy had sparked negative sentiment against Indonesia's currency.
Securities firm Binaartha Sekuritas analyst Reza Priyambada explained market players had released the currencies of developing countries, including the rupiah, after Powell’s optimistic speech, which also indicated the Fed’s plan to increase its reference rate.
Meanwhile, BI Governor Agus Martowardojo said the rupiah`s exchange rate would continue to be volatile until the Fed announced its reference rate policy on March 20 or 21. (bbn) 

Belize Agro-Productive sector concerned over rice donation

By BBN Staff: Today, Belize Agro-productive Sector (BAS) group issued a statement in relation to the rice donation given to Belize by Taiwan last week.
Taiwan donated 10,000 bags of rice to Belize’s Ministry of Human Development.
BAS Group says that they are grateful to Taiwan for almost 3 decades of solid support to the country in so many areas, including in the agricultural field.
However, the rice producers, both farmers and millers, are concerned that the recent rice donation can be counter-productive and lead to a situation where the local commercial market can be negatively impacted.
According to BAS Group, while the donated rice may appear to represent a small amount of local annual consumption, it can open the door to further donations and the importation of more rice and other locally produced commodities.
“If these types of donations were to become a practice, it can cause a serious distortion of the local market and hamper local agro producers,” BAS explained.
The group also shared their concerns on Belize’s agriculture ministry not consulting with their stakeholders in the rice industry because if they would have consulted, they would have been informed that there is currently a substantial surplus of rice stored locally, with additional harvesting about to take place.
BAS says that his has been the situation with a running surplus of rice for the past 3 years.
Consultation would have also revealed that locally produced premium rice would have been significantly cheaper.
Furthermore, BAS says that the amount that it cost Taiwan to deliver this donated rice could have been used to purchase up to one and a half times the amount of locally produced rice.
Belize’s agro-productive sector emphasized the need for consultations before there are any importations or donations of agricultural commodities that are locally produced in Belize.
Such dialogue between the parties will allow for a striving agro-productive sector, less importation of food products and better benefits for countries that wish to donate.

The Ministry of Commerce and Industryhas quarantined huge consignment of rice at the United Commodity Incorporated (UCI) on the Bushrod Island, near Monrovia, Prof. Wilson K. Tarpeh has disclosed.
Addressing a news conference last Friday evening following a meeting with Rice Importers Association of Liberia, Minister Tarpeh said the decision to quarantine the consignment followed the discovery of what appears to be the brand of rice that is considered or referred to on the social media as plastic rice.
The Commerce Minister said following the discovery of the brand of rice by the ministry, a test was immediately conducted to establish whether that brand is plastic rice as being reported.
However, he said test done so far has been inconclusive; as a result, a further test is being done to establish the fact.
Prof. Tarpeh explained that as it stands, the government cannot outrightly say the brand of rice discovered at UCI warehouse is plastic rice or not; adding "we want to be sure that whatever information we give is correct; that is why further and advanced test is being done to know the fact."
He said the consignment will remain quarantined until the government can establish the veracity of the rice.
The Commerce Minister said the Management of UCI has been very cooperative and backed the ministry to do further testing of the rice to establish the fact.
Minister Tarpeh said the Government of Liberia headed by President Dr. George Manneh Weah does not take lightly the health and safety of its people; as such, it has embarked on vigorous inspection geared toward ensuring that no unwholesome goods enter the commerce of Liberia.
He disclosed that the Ministry of Commerce has national laboratory that is equipped to detect any unwholesome goods brought into the country.
Prof. Tarpeh lauded the public for being supportive of the ministry's work and appealed for more support to rid the country of unwholesome goods.
He said the government will be alert and vigorous to ensure that only goods of high standard are brought to Liberia.
Minister Tarpeh admonished the public to go about their normal business as the Ministry is doing all it can to protect them.

Bagudu Bello had gone to inform him of the plan to develop an Inland Container Depot, ICD and a Truck/Trail Transit Park in the state. Bagudu assured the management of NSC that any people oriented project embarked upon by them that will ensure trade facilitation and sustained economic growth will be supported by his administration. As part of measure to earn more from the popular staple food and shore up the economy of the state, the governor said three giant rice millers, Wocat Rice Processing Mill, Dangote Rice Processing Mill and Dadangari Rice Processing Mill are working at full capacity with the state earning about  N150 billion from sale of rice last year alone. He equally stated that Kebbi State as an agrarian state has enormous potentials in agriculture coupled with acquatic splendour which positions the state as part of the Blue Sea economy. Bagudu explained that the ICD and the Transit Park are strategic projects given the enormous agricultural and mineral potentials in the state. Kebbi State with a population of about 15 million, sharing borders with Niger and Benin Republics places it on an advantage in terms of trade facilitation and export of commodities.

Navy confiscates over 13,803 bags of smuggled rice in Calabar

Rear Admiral Mathew Emuekpere, the Flag Officer Commanding, Eastern Naval Command (ENC), Nigerian Navy, said the command seized over 13,803 bags of smuggled rice valued at N22.8 million in the past seven months.
Emuekpere disclosed this on Tuesday in Calabar, Cross River, during the handing over of the command’s leadership to his successor, Rear Admiral David Adeniran. Description: navy



He said the rice was seized due to the sustained patrol of the maritime domain by personnel of the command.
According to him, the anti-smuggling operation was carried out in line with President Muhammadu Buhari’s policy of enhancing and promoting local production of rice.
“Gladly, in the last seven months, we have been able to achieve some of our set targets in view of the numerous challenges.
“To a great extent, we have successfully dealt with illegal bunkering, crude oil theft, smuggling, human trafficking, piracy and sea robbery in Akwa Ibom, Cross River and Rivers states that are under the command.
“Within this period, the command seized over 13, 803 bags of imported rice valued at N220.8 million at N16,000 per bag and several contrabands.
“These were made possible by continuous deployment of various platforms within the command area of responsibility throughout my stay as the Flag Officer Commanding (FOC).
“Within this period also, the command was able to shut down over 150 illegal refineries through sustained operation, while over 90 suspects were arrested for various maritime crimes,” he said.
Receiving the flag of leadership, the new FOC, Adeniran, commended Emuekpere for his dynamic leadership in improving the welfare of personnel and protecting the maritime domain.
“I want to commend the former FOC for his development drive in the command and also urge officers and men of this command to accord me the needed support to move the Nigerian Navy forward.
“Our purpose is to fight all forms of illegality to ensure that our maritime domain is safe for business to thrive.
“We are military men, involving in politics or social media activities is not accepted,”  he said.

Piñol said he had formally recommended the “special” importation to President Duterte, and the National Food Authority (NFA) Council would meet on Tuesday to consider the request.
The Department of Agriculture (DA) chief likewise said there was nothing wrong with the forthcoming importation of 17,000 metric tons (MT) of galunggong, which will be sold directly to local markets – the first time to happen since imported galunggong is normally meant for processing and canning purposes only.
The additional demand for rice could help underpin export prices in Vietnam and Thailand, traditionally its main suppliers, which have already shipped in more than 1 million tons this year.
In Vietnam, export prices of rice have been flat this month after falling steeply in June and July, although traders have reported rumors about possible new deals with the Philippines.
Piñol said residents of the provinces of Tawi-Tawi, Sulu, and Basilan and Zamboanga City in Mindanohave been scrambling for rice supplies in recent weeks following a crackdown on smuggling.
The southern regions have for years relied on smuggled rice believed to come from Vietnam and Thailand, shipped via the Malaysian state of Sabah, forcing local farmers to quit rice growing, he said.
Malaysia’s Prime Minister Mahathir Mohamad and Duterte met last month and agreed to stop smuggling activities in the countries’ borders, he said.
The move curbed smuggling but it had resulted in a crisis, Piñol said in a statement posted on his Facebook page.
More smuggled rice
On Monday, the Philippine Coast Guard (PCG) reported that two vessels loaded with 22,000 sacks of smuggled rice were intercepted off Basilan during maritime patrol Friday.
Men from the Coast Guard District South Western Mindanao onboard Multi-Role Response Vessel 4408 (BRP Cape San Agustin) were conducting a maritime patrol off Tamuk Island in Basilan when they spotted ML “Overseas” at 4 p.m.
Upon inspection, 10,000 sacks of rice were discovered inside the vessel without no pertinent documents. The sacks of rice were then confiscated by the Coast Guard.
Twenty minutes later, another vessel marked as M/L “Nadeepa” were found to have been carrying 12,000 undocumented sacks of rice. The ship was intercepted off West of Maluso, Basilan.
Both vessels were apprehended and escorted to Zamboanga City Port. The vessels including the sacks of rice will be turned over to the local Bureau of Customs officials for proper disposition.
Last week, Zamboanga City and Isabela City in Basilan declared a state of calamity, citing the high prices of rice, he said.
Piñol described the situation in Tawi-Tawi as “precarious” as residents lined up for rice at prices as high as 100 pesos ($1.88) per kilogram, almost triple the price of government-subsidized rice.
“The rice crisis was declared to have ended the other day in Zamboanga City with the arrival of new rice stocks from farmers’ cooperatives … and the NFA, (but) Basilan, Sulu and Tawitawi are still gripped with very limited supply of rice,”Piñol said.
Imported galunggong
Meanwhile, the government recently allowed the importation of fresh, chilled, and frozen galunggong (round scad) to augment the local supply in the fresh markets as well as stabilize the prices.
And for the purpose of conserving the country’s fish supply, Piñol said importation will now be a common practice at the fisheries sector.
“It’s part of fish conservation program. We really have to put up a system and importation is only one of them. We also have to develop our aquaculture and mariculture program,”Piñol said.
The pending galunggong importation is set to take effect on September 1, just in time for the closed fishing season across different municipal waters. The closed season in the country’s major fishing grounds stretches from October to February.
Piñol said that during the same period next year, the country may import again as “part of a long-term program” the administration will implement and amid the declining fish supply.
This program, according to him, involves re-shaping what would comprise the country’s fish supply – which should only be 40 percent captured fish and 60 percent aquaculture and mariculture.
‘Band-aid solution’
Piñol’s statement came at a time when a lawmaker said the decision of DA to bring in some P1.4 billion worth of galunggong imports is only a “band-aid solution.”
“It is a band-aid solution that does not really address the problem of falling fish production. It is a miserable supply side intervention,” Buhay Rep. LitoAtienza, the senior deputy minority leader, said.
The 17,000 MT of imported galunggong is expected to have a landed cost of P75 to P80 per kilo and would be sold directly in local wet markets.
“What difference will 17 million kilos make? That is just equal to 17 million households consuming one kilo each in a day. Ubosna ‘yansaloobngisangarawlang,” Atienza said.
“The best way for the government to fight off rising fish or food prices for that matter is by producing more fish and more food,” he added.
But for the record, Piñol said that there is really no shortage of galunggong in the country. The problem is the fishermen couldn’t catch them.
“We are coming up with a new design for fishing boats that will help fishermen increase their catch as well as reach areas where they catch more fish,”Piñol said.
In the meantime, the government may also allow bigger commercial fishing boats to enter certain fishing zones to let them catch what small fishermen couldn’t.
The annual fishing ban was enforced by BFAR through a Fisheries Administrative Order mainly to implement the agency’s fisheries resource management program.
For its part, BFAR assures that the importation and unloading activities will adhere to a stringent set of guidelines and will be strictly monitored by the BFAR and Philippine Fisheries Development Authority (PFDA).
More importantly, the general consuming public is assured that the imported galunggong will be unloaded only in BFAR accredited cold storage facilities and will undergo thorough inspection to ensure that the fish commodity that will enter Philippine markets are safe and free of harmful substances. (With a report from Betheena Unite)

MPs To Demonstrate Over Bad Rice

Two  MPs from central Kenya have threatened to lead country-wide demonstrations if the government allows a large consignment of bad rice to enter into the country.
The  Legislators, Gathoni  Wamuchomba (Kiambu Women Rep) and Eng. Patrick  Wainaina (Thika Town) said Parliamentarians must step in to save Kenyans from being fed with poisonous products.
At  the same time Wainaina said the sugar report recently shot down by MPs should be re-introduced in Parliament for further debate and action against those behindthe importation of the commodity.
Eng. Wainaina said importation of sugar, rice and other agricultural produce amounts to economic sabotage since the  same products are produced locally.
They  spoke during an exhibition organized by the Kiambu Women Rep at Mang’u High School on Sunday.
Others  in  attendance  were, Ms. Wanjiku Kibe (Gatundu North), Ms.Jerusha Momanyi (Nyamira Woman Rep), Esther Passaris (Nairobi women rep) and Catherine Waruguru (Laikipia women rep), Kiambu Deputy Governor, James Nyoro and Zambian High Commissioner to Kenya, Ms. Brenda Muntemba  who was the chief guest.
Led by Wainaina the MPs expressed concern over the importation of agricultural produce which they said will cripple farming activities in the country.
The MPs decried the flooding of the Kenyan market with cheap imports that have rendered the local farmers and manufacturers irrelevant.
“Much as we encourage trade with other countries we should also mitigate on what should be brought into the Country,eggs,rice sugar and other agricultural products are locally available and measures should be put in place to outlaw such imports”, said eng.Wainaina
The legislators called on bodies charged with the responsibility of regulating imports to leave up to their mandate or resign.

Vice President Yemi Osinbajo has said that Nigeria now produces about 11 million metric tons of paddy rice and has reduced importation of the commodity.
Osinbajo also noted that the country has now reduced its importation of paddy rice by 98 percent.
He said this on Monday during a chat with some Nigerians at a town hall meeting in Minnesota, the United States of America.
According to him, “We are doing a lot of work in agriculture. Take rice, for instance, we are doing a lot in rice production and we have increased local production such that we are no longer spending $5 million daily on rice import.
“Today, we are doing 11 million metric tons of paddy rice and are now importing only 2 percent of what we used to import.”
He added that “If you look at the port issue, for example, we must be able to clear our port system; people must be able to import and export their goods in hours not weeks and months.”


Trade War Relief Coming Into Focus 

WASHINGTON, DC -- The U.S. Department of Agriculture (USDA) yesterday released details on the Administration's $12 billion trade war mitigation plan intended to provide relief to farmers affected by retaliatory tariffs placed on the agriculture sector by several of our trading partners.  The mitigation plan is comprised of three programs:  the Market Facilitation Program (MFP), Food Purchase and Distribution Program, and Agricultural Trade Promotion Program.

The Market Facilitation Program (MFP) is being administered by the Farm Service Agency (FSA) and will provide payments to producers for covered commodities.  Rice is not one (see "U.S. Rice Industry Says Trump Administration's Trade War Mitigation Program Misses the Mark,"

The Food Purchase and Distribution Program, which will be facilitated by the USDA-Agricultural Marketing Service (AMS), will allow USDA to purchase up to $1.24 billion of U.S.-grown commodities deemed affected by the tariffs.  USDA's Food and Nutrition Service (FNS) plans to distribute these commodities through nutrition assistance programs such as The Emergency Food Assistance Program (TEFAP) and child nutrition programs.

Rice purchases are initially slated for up to $48.1 million that will be in addition to already existing rice purchases by AMS for similar programs, which average around $15.5 million each year.

USA Rice has been working with AMS to help the agency determine which types and package sizes are best to purchase first.  Total purchases under the Food Purchase Distribution Program will be dependent on participating states' needs with a focus on targeting those who are most in need of food.  USDA officials were careful to reiterate that they do not want this program to negatively impact current domestic markets and buyers. 

AMS and USA Rice are teaming up to present a private webinar to USA Rice members next month to assist and educate interested vendors on the process of becoming an approved vendor and to discuss further details of the Food Purchase and Distribution Program.

The Agricultural Trade Promotion (ATP) Program (formerly announced as the Trade Promotion Program) will be administered by the USDA-Foreign Agricultural Service and has been allocated $200 million and is open to all sectors of the agriculture industry.   


Funding provided through the ATP program should be used towards promotion programs for current markets harmed by tariffs, as well as developing and expanding new markets.

"Rice is a trade-dependent crop with about half of our annual harvest destined for foreign markets, so there is no question the disruptions caused by these trade wars have hurt our industry," said Charley Mathews, a California rice farmer and chairman of USA Rice.  "These mitigation programs may provide some temporary relief and that is welcome, but what we really need is a long-term solution and for countries to be held accountable for their unfair trade practices to ensure true free and open markets so U.S.-grown rice can compete on a level playing field."

'Seawater rice' rides tide of hope and hype

Research and experimental plantings of a crop hyped by Chinese media as "seawater rice" hold out the promise of turning vast areas of wasteland green and boosting food security.
However, experts caution there is a long way to go to prove the commercial viability of what is more properly called salt-resistant rice.
Also known as saline-alkali tolerant rice, it is designed to grow in tidal flats or other areas with heavy salt content and has been developed by plant-breeding experts through crossbreeding and other technologies.
The world has 950 million hectares of land that is saline and alkaline, with Asia accounting for about a third of the total.
China has 100 million hectares of saline-alkaline soil, and growing rice in such swamps, bogs, clayish land and brackish coastal areas has typically been impossible because salt stresses the plants.
Renowned Chinese agricultural scientist Yuan Longping said this year that based on a yield of 4.5 metric tons a hectare, his program's target, planting salt-resistant rice on 6.67 million hectares of land, would increase rice production by 30 million tons a yearenough to feed 80 million people.
Yuan, who has been dubbed China's "father of hybrid rice", is known for developing the first hybrid rice varieties in the 1970s. His hybrid rice development has greatly enhanced China's rice yields and contributed to ensuring the country's food security, as about 65 percent of the population depends on rice as a staple food.
The octogenarian has focused on salt-resistant rice for the past three years and led a team that established a research and development center for it in Qingdao, in eastern China's Shandong province, in September 2016.
The Qingdao Saline-Alkali Tolerant Rice Research and Development Center, where Yuan is chief scientist, aims to use molecular breeding technologies to develop salt-resistant rice strains that can be widely planted on saline-alkaline land in places with different climates.
When it was established, the center set itself a three-year target of developing a salt-resistant rice strain capable of yielding 4.5 tons a hectare. The average rice yield in China is 6.75 tons a hectare.

'Bengal an advanced state in terms of paddy cultivation' 'Bengal an advanced state in terms of paddy cultivation' Pritesh Basu27 Aug 2018 10:56 PM Kolkata: Bengal has come up to be an advanced state in almost all aspects of paddy cultivation, during a knowledge sharing interaction between scientists of the state Agriculture department and the Centre's National Rice Research Institute (NRRI). The interaction took place at Nabanna on Monday. State Agriculture minister Asish Banerjee, agricultural advisor to the Chief Minister Pradip Majumdar and the department's secretary Nandini Chakravorty were also present during the interaction. Top officials, including the director and senior scientists of the National Rice Research Institute under the Indian Council of Agricultural Research, came to the state secretariat from Cuttack.
The main idea was to discuss various aspects of paddy cultivation. The agri-scientists of National Rice Research Institute put forward their views, ideas and research findings on varieties of rice, climate smart cultivation of paddy, cultivation of nutrient rich rice, aromatic rice, etc. Scientists from the state Agriculture department also exchanged their views on the different aspects of paddy cultivation. It may be mentioned that this comes at the time when the agri-scientists from the state are working on the same and have introduced many new innovations in the state's agriculture sector. Sources said that during the knowledge sharing interaction, agri-scientists have put forward the examples of Bengal's success in terms of innovation in the agricultural sector.
It has been learnt that the issue of aromatic rice had cropped up during the interaction and "as an outcome it was found that Bengal is much ahead in cultivation of aromatic rice". Similarly, the agri-scientists had been working on "climate smart" paddy, as steps have already been taken up to ensure cultivation of paddy even in salty water. Sources said that during the interaction, the agri-scientists from Bengal have put forward many such ideas which were unique ones and in certain cases, such steps were taken up for the first time in the country.
 "The meeting was a fruitful one and the discussions between the scientists were very constructive," said an official, adding that the state government will be in touch with National Rice Research Institute and there could be scope for further such interactions in future. When contacted, state Agriculture minister Asish Banerjee said: "They wanted to meet us and there were discussions on various aspects of paddy cultivation." It may be mentioned that the knowledge sharing interaction has taken place at a time when the average annual income of farmers in Bengal has increased to Rs 2.91 lakh in the last financial year and the state has become immensely successful in the sector.

Our farmers need all the help we can give

Last week, my attention was focused on our growing rice problem which is the job of the National Food Authority (NFA), the government agency that ensures that our people have enough rice. We must remember that rice is the essential item that everybody eats, rich or poor alike in the metro area or faraway provinces in cities and barrios. Many of our citizens, especially the poor families out in the countryside who cannot afford to buy meat or fish, must have enough rice with a litter of “patis” or “toyo’ on the table or floor to survive. Many families eat only once a day. But today, many of our poor cannot even have the money to buy rice since prices keep going up every week. Even our own family as I am sure many middle income families, experience the hardship we endure.
This is the reason why I get very angry. I read or hear in the news about the large importation from rice-producing countries like Vietnam and Thailand that cannot be unloaded from foreign ships and stored in large warehouses where the rice stocks are kept until they are distributed throughout public markets in the country through middlemen, of course, who end up with tons of money and large mansions while the poor farmers end up with absolutely nothing.
What is infuriating is today merely 400,000 tons of imported rice have to be guaranteed and only after 12 days of fumigation after getting rid of weevils (bukbok) can it be released “safe for human consumption especially if the rice is washed before cooking. Senators have blamed the NFA for rice shortage and high prices. It’s the usual passing the blame due to the shortage.
When I was young I still remember the time when our country was self-sufficient in rice, a model for Southeast Asian neighbors, a good example for other nations. But then again we had a population of only 19 million right after the war. Today we have a population of 105 million which grows every year. Our biggest problem is poverty and the strict Roman Catholic Church which forbids birth control. No wonder we have families out in the provinces with eight to 14 children who could barely survive on a meager family budget.
In the fifties, the Philippines was considered by our agriculture-based neighbors good example of how to manage their own rice fields. This tribute led to the formation of the International Rice Research Institute (IRRI) in Los Baños, Laguna in 1960, a renowned world body where many of our Asian neighbors sent their citizens to study, research and learn how to produce and harvest rice at an optimum level. Many of our scientists discovered the so-called “miracle rice” in IRRI which was adopted by other rice producing countries thereby producing multiple harvests throughout the year. Somewhere down the line we lost this distinction when some of our big entrepreneurs converted wide tracts of agricultural lands into industrial sites for their business enterprise.
This led to farmlands (and forestland) being used for industrial and housing projects for a fast growing population. This resulted in large areas that were once devoted to agriculture turning out to be a haven for industry and other departments of the government. Thus, from being a rice producing country, we turned into an importer of rice, in the process spending millions of pesos in foreign exchange.
I still remember the time six years ago when President Benigno Aquino III promised he would regain our position as an exporter of rice during his administration. Well, it turned out full of empty promises. Then President Rodrigo Duterte has said at the start of his administration that agriculture remains one of his top priorities. It’s a pity that agriculture has not been given the attention it deserves in recent years. Duterte has promised to help enliven agriculture and also to remove the middlemen. Hopefully this will uplift our farmers’ lives and strengthen their livelihood. It is important that we all do what we can to help the President in this particular agenda. We will all benefit if the agriculture sector becomes strong and vibrant as it was once again. All of us will benefit in those golden years ahead.

Transferring sorghum’s weed-killing power to rice

Agricultural Research Service scientists have transferred a biochemical pathway found in sorghum that produces a weed-killing compound into rice plants.
The compound sorgoleone, secreted by sorghum, helps the plant combat weeds. It works so well that some other crops struggle to grow in fields where sorghum has been raised, causing problems for growers who want to rotate different crops in those fields.
Scientists at ARS’s Natural Product Utilization Research Unit in Oxford, Mississippi, are investigating whether sorghum’s weed-inhibiting properties can be transferred to other crops like rice and used as a bioherbicide. Producing sorgoleone in other crops would potentially give those plants the ability to fight weeds and reduce reliance on synthetic herbicides, says NPURU molecular biologist Scott Baerson.
Prior to this research, nothing was known about the genes that make sorgoleone, Baerson says. After years of research, the NPURU team, which include Baerson and molecular biologist Zhiqiang Pan, recently reached a milestone that allowed them to transfer the sorgoleone compound into rice. The impact of this research, part of which was recently published in New Phytologist, is twofold, according to Pan and Baerson. The rice plants that produce sorgoleone should require less herbicides to control weeds. At a minimum, the natural compound could reduce the amount of synthetic chemicals sprayed onto food crops. Secondly, growers would spend less on buying and applying chemicals—a major part of their overhead cost.
In addition, a crop that produces its own herbicide potentially would be more efficient—increasing profits for farmers and food processors. Ultimately, these savings could be passed on to consumers, Baerson adds.
In earlier studies, the researchers successfully increased sorgoleone to make sorghum more resistant to weeds, which would help growers who do not rotate sorghum with other crops. They also stopped sorghum plants from producing sorgoleone, which would benefit farmers who want to rotate different crops with sorghum.
The next step is to see if rice plants grown in the laboratory will produce sorgoleone as they grow and have the same weed-fighting ability as sorghum.
