Badaru Lists How Jigawa Achieve 5 Tons Of Rice Per Hectare

Gov. Badaru Abubakar of Jigawa
says the state government has assisted farmers in the state to enhance their
rice yield from 2.5 to 5 tons per hectare.The governor made the disclosure at
the validation workshop on capacity gaps for implementing Holistic Empowerment
for Livelihood Program (HELP), held on Wednesday in Kaduna.He said farmers
are being clustered to produce rice by providing them with knowledge on agronomic
practices, seeds, insecticides and fertilizer in order to increase
competitiveness.
“This has also provided jobs to
over 145 youths across the value chain. They have been trained on manual
planters, per boiling and also act as service providers to plant and transplant
rice for farmers.
“They are also connected with
rice dealers/millers who sell to them at factory price.“I believe this workshop
is meant for us, because we are in dire need of help, advice and guidance to
record more successes in Agricultural development.“Hence, the need for me to
come along with all stakeholders in the sector,” he said.Badaru disclosed that
his counterpart governors in the Northwest region have met and agreed that the
region’s future lies in agricultural development.The News Agency of Nigeria
(NAN) reports that Jigawa has five functional rice mills and Dangote Group is
presently building a 36 ton per hour rice mill.
In his opening remarks, the
Executive Director, Forum for Agricultural Research in Africa (FARA), Yemi
Akinbamijo said it is as a result of the commitment demonstrated by Jigawa and
Oyo State governments that FARA developed the HELP initiative.According to him,
the philosophy behind HELP is the promotion of triangular collaboration
involving the private sector, universities, research centres and policy makers
in Africa, in collaboration with international agencies.
He stated that HELP also offers
the opportunity to exchange information on relevant agricultural technologies
and innovations.“Already, FARA-Jigawa joint engagement with the Cuban
government has yielded some positive results leading to the development of
Afro-Cuba partnership for Agricultural Research and Development ,” he said.
Akinbamijo also noted that the
workshop represents the first major step in the implementation of HELP during
which capacity gaps earlier identified by the Arewa Research and Development
Project will be validated.He said new gaps would be identified and partnership
for realising the vision of HELP mapped out.According to him, the gathering is
expected to come up with a draft that will eventually become country-specific
work program aimed at guiding activities of all stakeholders for
implementation.On his part, the Kaduna State Commissioner for Agriculture,
Daniel Manzo, said a lot needs to be done in the sector.
He however said authorities have
initiated innovations to boost value chains in tomatoes and maize, particularly
in Kaduna and Kano States.“The gap in agricultural capacity has kept us in a
circle of crippling poverty, if only our small farmers had capacity and are
able to cluster themselves together, they can move the world.“Even as scattered
and sporadic their efforts are, they still contribute significantly to the
nation’s economy,” he said.The workshop had in attendance major stakeholders in
the agricultural sector drawn from North-western Nigeria, International
partners and top government officials.

Meeting To Feature Rice Farm Near East Cape

Blake Gerard of Cahokia Rice is
teaming up with University of Illinois Extension to host the last of four
twilight meetings at his farm near East Cape Girardeau.
The meeting is set for Monday,
Aug. 20, starting at 6 p.m.
University of Illinois Extension
local food systems and small farms educators Bronwyn Aly and Nathan Johanning
have been working in partnership with area farmers over the past four years to
provide four evening twilight meetings.
The meetings are designed to
highlight and demonstrate diverse farming enterprises throughout Southern
Illinois.
The Extension educators noted
that anyone who is involved in, or interested in, local food production or
learning more about farms in the region is invited and encouraged to attend the
meeting.
Blake Gerard Farms/Cahokia Rice
is located just north of East Cape Girardeau along the Mississippi River in
Alexander County.
The farm is located behind a rest
area along Illinois Route 3 at 26845 Ditch Rd., McClure. The farm is 11 miles
south of the intersection of Illinois Route 146 and Illinois Route 3 at Ware,
and three-quarters of a mile north of the junction of Routes 3 and 146 at East
Cape Girardeau.
U of I Extension noted that the
Aug. 20 program will be provided at no cost. Preregistration is

Gerard has been row crop farming
full time since he was 20 years old. He currently farms a total of 2,200 acres,
with 1,100 acres in rice production.
He was the first farmer to grow
rice in Illinois. Until three years ago, Gerard was the only rice farmer in the
state.
When he saw a demand for local,
Illinois grown products in other commodities, Gerard began to grow a high
protein rice variety. The variety is marketed as Cahokia Rice.Cahokia Rice is
custom milled in small batches and has found its way into local
businesses, restaurants and a few grocery stores in Illinois.
With nearly 20 years of
experience, Gerard has a passion for growing and managing this unique Illinois

Rice:
Ebonyi’s untapped goldmine

Nigeria has about 12.2 million rice farmers expected to
substantially bridge the gap in its seven million metric tonnes rice
demand.

A rice mill located somewhere
along the popular Ogoja Road in Abakaliki, the Ebonyi State capital, is a
beehive of activities. On a daily basis, millers, merchants and other people
who have one business or the other to do in the commercial centre, gather for
transaction.
Milling machines commence
operation from 9 a.m. and are switched off at 1pm or thereabout while the
buying and selling of milled rice continue till 6 p.m. each day.
There is division of labour
in the mill. There are engine operators who man the milling machines;
those who parboil the rice; workers who evacuate the husks, those who stitch
the bags and some others.A worker, Mr Martin Okohu who hails from Oriuzor
community in Ezza North Local Government Area said different species of rice
are always available in the milling centre. They include R8 CP, 308, Max
and Apia.
According to him, people come
from far and near to patronise the operators in the mill. While some come to
supply harvested rice for onward processing, some others simply come to
purchase the finished product.
“There are different prices to
each of the specie. You can get a bushel of R8 for between N5,000 and N5,200.
If it is CP or 308, you can get it from N5,600. You can get max from
N6,000. It has different types of colours.
“In this rice mill, the highest
rice you can get that will meet your expectation when cooked is Abakaliki
rice. That is, rice grown in Abakaliki soil. Before now, we called it Ikwo rice
because the people of Ikwo specialise in the cultivation of such rice. But it
is not only Ikwo people that cultivate it. Ezza, Izzi, Ezzamgbo and others
do the same,” he said.
Okohu who is also a
rice farmer explained that rice merchants come from different parts of the
country to buy rice of whatever quantity. Why they come from far and near is
because whatever quantity one wants in a day, even if you want one million
bags, it will be provided unlike some other places in other states where you
will have to spend two days or more,” said he.
A milling machine operator, who
simply gave his name as Makojo, explained that in the course of removing husks
from the paddy, series of processes are involved.
He said any operator who has a
mastery of the milling processes would not have the challenges of having broken
grains.
“When you are milling the rice
and they are breaking, you reduce the blade here (pointing to the portion of
the engine responsible for such.) If the paddy didn’t dry well while spread in
the sun, you should remove the blade.”
Aside milling of rice, there is
also de-stoning section responsible for the removal of stones and other
impurities from the rice.
“De-stoning business is all about
removing stones, the chaff, and other impurities. We also do polishing. After
the destoning, you can polish them to make them look like the foreign rice,” he
said.
Stakeholders in the Rice Mill,
some of who include Chief William Ihewuokwu, Mr Obasi Augustine, and Mr Sunday
Odii, an engineer, praised the state government for their efforts in
ensuring improved rice productivity in the state.
This year, the state government
has commenced the implementation of its agricultural policies to ensure that
food is available to its countrymen. The Government said it targets two million
metric tonnes of rice.
Commissioner for Agriculture, Mr.
Emmanuel Nwobo, said the Governor David Umahi, has developed key strategies to
boost agricultural productivity.
To further swell the exploits in
rice production, he disclosed that the administration has mapped out a total of
58,437 hectares of land for the cultivation of rice and cassava in the 2018
farming season.
Nwobo told Daily Sun that
already, a total of 35,636 farmers have been profiled to embark on the farming
exercise for phases one and two of the farming sections, even as more hectares
of land would be made available in subsequent phases.
“Every part of the state, whether
upland or lowland, must be cultivated this year. We are going to procure
hundreds of thousands of new breed of rice, FARO 44, and other breeds of rice
to be shared to farmers.
“We are already producing
fertilizer here: NPK 12:12:17 and NPK 20:10:10. And these are to be shared to
the farmers for application to their crops. We have surveyed every available
land space for agriculture especially for rice farming,” he said.
Challenges, pains
When the Presidential Task Force
on Rice and Wheat inspected rice farm projects in Ebonyi State in November
2016, Minister of Agriculture and Rural Development, Chief Audu Ogbeh said
time will come when the state will generate N6 to N7 billion monthly on the
local supply of rice.
Umahi also said the recent ban on
sale and consumption of foreign rice in the state has stimulated demand for the
local staple and enriched farmers in the state.
“The policy has created money in
the hands of our farmers as a result of high demand of rice produced in the
state,” he said.
Regardless, our investigation
revealed that the challenges of the Ebonyi rice farmer are numerous. He lacks
access to reliable supply of high-quality local paddy particularly as dry
season
production is almost inexistent
in the state; credit facilities are far-fetched, land preparation remains his
nightmare; and post-harvest processing among others.
The administration of Chief
Martin Elechi established three state-of-the-art rice mills in the three
senatorial districts: Ikwo (Central), Iboko (North) and Oso Edda (South), but unfortunately,
two of them have remained idle since installation. Many farmers also complained
that they hardly get value for their efforts because of poor yield.
Nigeria has about 12.2 million

metric tonnes rice demand. The country spends over $22 billion (N7 trillion)
annually on importation of various food items like wheat, rice, fish, and
poultry products among others, but the Muhammadu Buhari administration has
placed 70 per cent import duty on rice.
Ogbeh recently said government’s
strategic interventions, especially through the Central Bank of Nigeria’s
Anchor Borrowers’ programme had reduced rice import from 644,000 to 20,000
metric tons, according to reports from the Thai Rice Exporters Association.
Scientists Develop A Strain Of Genetically Modified Rice That
Neutralizes HIV

An international team of researchers has come up with an
innovative solution to the HIV pandemic – genetically modified
rice. GMO rice has already been developed to tackle malnutrition and climate change. Now scientists from the US, UK, and
Spain have developed a new strain to manage HIV symptoms in countries where
traditional medicines can be hard to access. The results of a new study were
published in Proceedings of the National Academy of Sciences earlier
this week.
According to the World Health Organization (WHO), there
were 36,900,000 people living with HIV in 2017, 25,700,000 of whom
were in Africa. And while the spread of the immunocompromising virus has
stalled since the epidemic of the 1980s, there were still 2.1 million
people newly infected with HIV in 2015.
Right now, exciting new drugs, vaginal implants, and experimental HIV vaccines to prevent and manage the virus
are in development – human trials for the latter are expected to start in
2019. As of 2018, however, medics rely on two methods, sexual health
education and oral medication, to control the spread of the virus.
Only one person has ever been fully cured but
patients with HIV typically take an antiretroviral drug that prevents the
virus from replicating inside the body, essentially stalling the onset of AIDS.
If properly treated, the virus can be managed and patients can expect to live a
long and healthy life. The problem is not everybody has access to these drugs.
The team says their GMO rice could offer an effective – and
affordable – solution to HIV positive patients in developing
countries.
It works because the rice seeds produce three proteins –
the monoclonal antibody 2G12, and the lectins griffithsin and
cyanovirin-N – which preliminary in vitro tests show bind to gp120
(the glycoprotein that enables the virus to target cells) and neutralize HIV.
These seeds can be ground up to form a paste that can then be applied as a
topical cream, which counterbalances the virus in the exact same way as
the antiretroviral medication.
Importantly, when the crops are fully grown, the seeds can be
produced on-site for almost no cost, making the treatment extremely accessible
to those who might otherwise have to travel miles to reach a medical clinic.
Cereal seeds, the researchers explain, are some of the most suitable materials
for producing medication because the infrastructure is already there.
There are a few hurdles researchers will have to jump before the
rice becomes widely available, not least people's aversion to anything GMO.
Scientists will first have to show that there are no harmful side effects and
second have to meet the various regulatory restrictions in place in the
countries they hope to reach – but the results so far are promising.
“This groundbreaking strategy is
realistically the only way that microbicidal cocktails can be manufactured at a
cost low enough for the developing world, where HIV prophylaxis is most in
demand," the study authors explain.
Scientists Figured Out How to Use Rice to
Prevent HIV
New research reveals that
genetically modified rice could provide a way to prevent HIV.In a paper published Monday in the Proceedings of the National Academy of Sciences, scientists from the United States, United Kingdom and Spain
explained their technique to genetically modify a strain of rice for this
benefit. The modified rice is able to produce HIV-neutralizing proteins, the
latest in the long-fought battle to help curb the HIV epidemic.
According to the World
Health Organization, at the end of 2017, about 36.9 million people
globally were living with HIV. That’s about 0.8 percent of adults between 15
and 49 years old. Africa accounts for nearly two-thirds of people with HIV, as
almost 1 in every 25 adults there are living with HIV. In 2017, 940,000 people
died from HIV-related illnesses. Despite these numbers, a lot of progress has
been made in HIV treatment. For example, in the U.S., new HIV
infections dropped from 135,000 in 1985 to around 50,000 in 2010,
according to the Centers for Disease Control and Prevention.
However, a vaccine still isn’t
available for HIV, so oral medications and increasing public knowledge about
how the disease spreads have been the best defense. Oral medications aren’t
always available in developing countries, so more options are still needed.
This new strain of rice contains the same HIV-neutralizing proteins that the
oral medication does, allowing for a new potential pathway to HIV eradication.
The rice produces two types of
proteins and one kind of antibody that can bind to HIV viruses. This stops the
HIV virus from interacting with human cells. The rice can be made into a
topical cream that can be applied to the skin, and these special proteins will
enter the body, protecting that person from HIV.

The rice is a good option for
those in developing countries because people could grow the rice and make the
paste to apply. This removes the need to travel to a clinic to receive a
medication produced in a different country, which might not always be
available. Areas with high rates of infections could have the option to develop
the treatment themselves.
The rice paste isn’t quite ready
for public introduction yet. The scientists need to confirm that the paste
won’t introduce anything to the body that could have a negative effect, as well
as overcome any regulations in each country that the scientists would introduce
the rice.
The Effects of CO2 and Temperature on Rice Yields

Much remains to be learned about the relationship between temperature, atmospheric CO2 and crop yields, which topic was the focus of a recent paper by Wang et al. (2018).
Writing in the European Journal of Agronomy, the eleven scientists conducted an open-top chamber study where they grew rice (Oryza sativa) at the Jingzhou Agro-meteorological Experimental Station in Hubei Province, China, under two different temperatures (ambient or ambient +2 °C) and two atmospheric CO2 concentrations (ambient or ~60 ppm above ambient) over a period of two years. In each year, two separate cultivars were grown and harvested under these conditions, an early (cv Liangyou 287) and late (cv Xiangfengyou 9) season cultivar, which resulted in yield data from four separate harvests in the two-year experimental period.
The results of the study are presented in the figure below, where it can be seen that, compared to ambient conditions, elevated CO2 alone boosted rice yields by 19.7% in 2013 and 11.4% in 2014 for the early rice variety and by 14.4% and 11.4% for the late season variety. Elevated temperature alone had no impact on early rice in 2013 and only a slightly negative impact on yields in 2014. In contrast, higher temperatures increased yields of the late season cultivar in both years by 6-9%.
In the combination elevated CO2 and elevated temperature treatment, yields of both rice cultivars were consistently higher than those observed in the elevated temperature treatment alone, whereas compared with the elevated CO2alone treatment, yields were smaller for early rice, but larger for late season rice.
Given the above findings, it is likely that future rice yields in both the early and late season will be enhanced. This outcome becomes even more probable when one recognizes that the +60 ppm increase of atmospheric carbon dioxide utilized in the authors' experimental design is far below the likely 300 ppm increase that is projected to occur by the end of this century. The additional 240 ppm increase in atmospheric CO2 will only further serve to increase the yields above the enhancements observed here. Nevertheless, it is also important to note that this small 60 ppm increase in CO2 was sufficient to totally ameliorate the negative impacts of elevated temperature on the yields of early rice and was an additive enhancement on yields for late season rice.

Imran Khan , Chairman of the Pakistan
Tehreek-e-Insaf - the Party of the Movement for Justice which he founded, is
poised to become Prime Minister of Pakistan. He has done remarkably well in the
National and Provincial elections. The PTI is the largest party by far in the
National Assembly and though lacking an absolute majority it will be able to
put together a coalition to govern the country. It has an majority in the
Province of Kyber-Pakhtunkhwa, which it has governed the last five years, made
a strong showing in Sindh which is still dominated by the Pakistan Peoples
Party and within striking range of controlling Punjab, in which the Pakistan
Muslim League (PML-N), the former ruling party of the now incarcerated Nawaz
Sharif has marginally more seats. The PTI would be able form the Provincial
government with a coalition taking in independents. Taking Punjab along, the
most populous of Pakistan’s four provinces, with a 100 million population, is
vital for effective governance and reform.
Before the elections there was an apprehension
that a fragmented national assembly and fragile coalition would lead to
instability. But now Imran Khan is well placed to initiate the ambitious
and detailed reform agenda of the PTI’s electoral manifesto towards a ‘Naya’ or
‘new’ Pakistan; an agenda based on transforming governance, strengthening the
Federation, inclusive economic growth, uplifting agriculture-building dams and
conserving water, revolutionizing social services and ensuring Pakistan’s
national security. Internally the reform agenda has at its heart turning
Pakistan into a welfare state where the rule of law, meritocracy and
transparency are guaranteed to all and a social welfare safety net is provided
to the marginalized and the elderly. A just order where equal opportunity
exists for all citizens in all fields – from health to education to security of
life and property. Justice to ensure that women, minorities, the poor, the
differently-abled, the dispossessed and disadvantaged are not exploited or
discriminated against. With the legacy of misrule by a corrupt inept elite
relegated to the dustbin of history it seeks to form a country able to stand on
its own feet, not reliant on foreign aid.
Externally Pakistan’s core national interests
are defined as territorial integrity & sovereignty; socio-economic
development; the resolution of the Kashmir dispute; and protection of its
citizens wherever they may happen to be. It’s for a ‘Naya’ Pakistan, confident
in itself and at peace with its neighbours on the basis of mutual reciprocity,
that seeks friendly relations with all states, including the USA on the basis
of transparency, mutuality of interests and respect for sovereignty. A Pakistan
premised on a strong strategic deterrence but which will seek conflict
resolution; and that will not fight others’ wars or act as a surrogate for any
power.
It is a multidimensional and integrated reform
agenda. Implementation requires sequencing as there cannot be simultaneously
movement on all fronts. Pragmatism is required to tackle the gap between
objectives and ground realities like increasing expenditure on the social
sectors and decreasing foreign aid, depends on enhanced revenues. This requires
a long haul, reforming the bureaucracy through skills enhancement, motivation,
accountability and freedom from political influence. Foreign assistance is
declining and is now tilted towards the soft sectors, strengthening democracy,
the rule of law, and the social sectors, mainly through NGOs. A filtering
process should check that the donors’ agendas are in synch with those of
Pakistan.
In his post-elections speech Imran Khan has
been conciliatory, looking to the future rather than blaming for the past,
ready to cooperate in response to allegations of poll rigging by opponents, and
calling for better relations with neighboring India and Afghanistan and with
the major powers including the USA. It’s early days but till the Indian
elections nine months hence as an anti-Pakistan plank is part of the BJP
electoral campaign, not much can be expected. Pakistan is already working on
Afghan reconciliation but it all depends on the USA deciding its own Afghan
policy, whether if it will move decisively towards supporting reconciliation
rather than a kinetic approach to attrite the Taliban to force them to come to
terms- a tactic which has not worked these last 15 years. America views its
bilateral relations with Pakistan through the prism of Afghanistan and is
reviewing its policy towards this region while China remains the cornerstone.
There is a slow but upward curve in relations with Russia.
Though security issues have empowered the
military apparatus, the previous government was criticized for ceding ground to
the military on important foreign policy issues, not unexpectedly as for the
major part it had no foreign minister. The PTI bolstered by strong electoral
backing and a flock of competent potential Foreign Ministers is positioned to
have a tighter control of foreign relations.
Imran’s main attribute as a sportsman,
humanitarian and then politician has been consistent focus. But that intensity
should not turn into rigidity. The PTI does not have the two thirds majority to
push through constitutional amendments needed for some reforms on its agenda
including making South Punjab a separate Province. That will require both
caution and skillful maneuvering to put together coalitions on these issues. It
should not fall prey to the temptation of encouraging a forward block of its
main opposition the PML(N). That would lead to the same polarization,
demonstrations, dharnas/sit-ins, and gridlock that the PTI used to erode the
previous government. In suspected criminal and civil cases, investigative
procedures linked to political opponents should be more thorough and arrests
not made for public effect, fair play must be there and seen to be here. A
humane approach should be the overarching hall mark, including towards
political opponents, men and especially women, reflecting the Muslim tradition
of chivalry.
Imran Khan has been given this opportunity by a
broad cross section of all ages and walks of life because they felt that it was
time for a change, that he should be given a chance. It is not coincidental
that these days the most popular and uplifting song - of hope - is a poem of
Pakistan’s famous poet and revolutionary, Faiz Ahmed Faiz- ‘Hum Dekhenge- We
will see’, which begins , “We shall witness ,it is certain that we too will
witness the promised day, When the mountains of tyranny blow away like
cotton”.He has a tremendous responsibility to bring Pakistanis together to make
it a stronger, more respected and equitable country.

Local Brewery Debuts "Golden Grain" Ale Made with Arkansas Rice

LITTLE ROCK, AR -- More than 2,000
Arkansans attended the fifth annual Stone's Throw Brewing Block on Rock
festival here last Saturday where they had the opportunity to drink their
rice. Co-sponsored by the Arkansas Rice
Council, the street festival is a celebration of the brewery's
"birthday," offering a giant biergarten, and, new this year, the
Block on Rock Collaboration Beer Fest that benefited the Ales for ALS fund and
local non-profit, Preserve Arkansas.
The official beer of Block on Rock
is called "Golden Grain," and made with Arkansas-grown rice. The rice
beer got a big thumbs up from the partying crowd as attendees consumed 480
pints of the locally-sourced ale.
Rice from Cross County, Arkansas, is
an integral part of Golden Grain, creating a light-bodied ale with a smooth
flavor that has a splash of color and breadiness from the malt. Pound for pound, this is the most
locally-grown of ingredients found in an Arkansas beer.
"Consumers are increasingly
interested in the entire farm to table process including from grain to
glass," said Eric Vaught, Arkansas Rice Council member and Cross County
rice farmer. "Our partnership with
Stone's Throw Brewing is an excellent opportunity to tell that story. Arkansas is the top rice-producing state, and
this local collaboration is a natural fit for us."

Kalimbeza loses over half a million worth of
rice to floods

WINDHOEK – The early floods experienced this year have destroyed
unharvested rice fields worth more than N$500 000 at the Kalimbeza Rice Project
in Zambezi Region.
Kalimbeza farm manager, Patrick Kompeli, who is also the
agricultural research technician in the Ministry of Agriculture, Water and
Forestry confirmed the financial losses experienced due to heavy deluge that
flooded fields planted with three rice varieties.
The rice farm in the Zambezi Region around March experienced
heavy floods after the recent heavy rains, forcing the project to resort to
manual harvesting as mechanical harvesters cannot be used in water and mud.
He said that this year’s flood was very high and the project
lost 10 hectares of Irga rice (medium grain), 8 hectares of Basmati rice and 11
hectares of Supa rice (long grain).
Kompeli revealed that out of the rice varieties lost, the farm
had planted about 50 hectares of Supa rice, which could not be harvested and
has translated into a loss of N$227 700. The Irga rice was planted on 48
hectares, and the loss of unharvested crop is estimated at N$138 888, while the
loss of 10 hectares of basmati rice amounted to N$165 600. The three loses
translate into a total of N$532 188 of lost produce.
However, he was quick to say the long grain was ready for
harvesting during the flood and harvesting was delayed as it was done manually.
For the 2018/19 financial year, government allocated an amount
of N$4.2 million for the Kalimbeza Rice farm.
Regarding drought experienced over the past three years
countrywide, Kompeli said the project is not affected by drought since it is an
irrigation project, as it does not rely on rainwater. He noted that over the
past three years, production has been steady but affected by the number of
issues such as high number of birds and recently by the floods. Asked on some
of the planned activities for this year at the project, he mentioned the
development of the new area for vegetable production, repairing of the damaged
fence and construction of the drying slab and of course increase the hectares
for long grain rice.
On some of the major challenges that project faces which hampers
its full production as mandated by government, he said the main problems are
birds, weeds, uneven land surface that makes irrigation difficult and huge
electrical bills.
Over the past couple of years, the issue of elephants destroying
the fence has been reported as rampant. However, Kompeli said the elephants are
no longer destroying the fence.

rice prices hit households

Shin Young-ja, 54, a housewife in Seoul, recently had a startling experience after ordering a 20 kilogram pack of rice from an online shopping mall because the price was far higher than what she remembers when she ordered a similar pack a year ago.
"What I remember is around 30,000 won ($27) last summer, since we don't eat that much rice these days, I didn't realize the price had changed so much in a year," she said.
What she remembers is correct. The country's rice prices are rising steeply from that of last year, casting concerns not only for households but also the government, which appears to be wavering between farmers demand for the "normalization of the price of rice," and a consumer prices hike expected in the second half of the year.
According to Statistics Korea, the wholesale price of rice was 44,263 won per 20 kilograms as of July 25, up 38 percent from a year earlier. The retail price also rose to 47,825 won per 20 kilograms as of July 10, up also 38 percent from a year earlier.
Traditionally, rice prices go down in summer as demand declines, but the recent price surge is at odds with the seasonal effect, industry officials said.
The rising rice prices have also affected the cooked rice market, with companies saying they have no option but to raise product prices.
According to CJ CheilJedang, it raised the prices of Hetbahn cooked rice and other food products using Hetbahn by an average 9 percent in March.
"Rice prices are the most critical factor in deciding Hetbahn prices," an official at CJ CheilJedang said. "Though companies are attempting to withstand hikes in costs by not reflecting them right away, rice prices are rising steeper than estimated."
The rising price is attributable to a decline in rice growing. Last year, Korea produced 3.97 million tons of rice, down 5.3 percent from 2016. This was the first time that the yearly rice crop dropped below 4 million tons in 37 years.
The decrease is related to the declining demand. Yearly per capita rice consumption plunged to 61.8 kilograms last year, almost halve that of 1988 when a Korean consumed 122.2 kilograms.
The low demand also brought a reduction in rice growing areas. These have been on a steady decline from 950,000 hectares in 2007 to 755,000 hectares in 2017.
Along with the long-term changes in dietary habits, short-term government policies are also to blame for the hike.
The government has been setting rice price targets and paying subsidies to farmers if the actual price falls below this _ last year, it paid out 1.49 trillion won. The current target is 47,000 won per 20 kilograms and is expected to be raised later this year.
To raise rice prices to the level of the target and to cut the subsidies, the government has decided to store 720,000 tons of rice after purchasing it at higher than the market price in October.
However, the price hike came sooner than expected, and the government released 84,000 tons of stored rice on the market in March, but to little effect.
While the rising rice prices are weighing on households, farmers are saying the prices are "normalizing," adding that last year's price was close to that of 30 years ago.
Another concern for the government is the expected consumer prices hike in the second half.
Stemming from soaring oil prices, city gas has already gone up by 3.9 percent from two months ago and other public utility charges are expected to rise. Vegetables, livestock and fishery products prices are also anticipated to shoot up due to a heat wave baking the country.
"Given the rice price is expected to remain strong in the second half, the agriculture ministry will consider the release of more stored rice," an official at the Ministry of Agriculture, Food and Rural Affairs said.

House terminates debates on rice
tariffication bill

MANILA - The House of Representatives on Wednesday terminated
sponsorship and debates on the proposed rice tariffication law.Lawmakers are
expected to vote on the measure on Monday.House Bill 7735 seeks to put in place
safety nets for Filipino rice producers by imposing tariffs in lieu of
quantitative restrictions on rice imports.It mandates the National Food
Authority as the sole authority to undertake the direct importation of rice for
the purpose of ensuring food security and maintaining sufficient national
buffer stocks.
It also authorizes the NFA to allocate import permits among
certified and licensed importers for importation other than maintaining buffer
stocks. It mandates the NFA to issue guidelines for the exportation of
rice and corn by certified and licensed experts.The measure creates the Rice
Competitiveness Enhancement Fund or RICE fund which shall consist of all duties
collected from the importation of rice under the act.The bill was sponsored by
Agriculture Committee Chair Jose Panganiban and counts Speaker Arroyo as one of
the authors.
NFA: Rice imports must be fast-tracked
State-run National Food Authority (NFA) is pushing for the earlier
importation of rice to boost the country’s buffer stocks and avoid shipping and
distribution delays that may be caused by unfavorable weather.“Right now, the
typhoons are lining up like people buying NFA rice,” spokesperson Rex Estoperez
said in a telephone interview.“If we want to avoid similar delays, we must
import now,” he added.The NFA has so far secured approvals to import 500,000
metric tons (MT) of rice — 250,000 MT from Vietnam and Thailand through
government-to-government deal and another 250,000 via the private sector.
Delivery of the first tranche was supposed to be completed in June
and the rest is expected to be brought in by the end of August. However,
inclement weather hampered the arrivals and distribution, which was meant to
stabilize prices of rice in the retail market.“Right now, we are distributing
rice as they arrive… unlike before that we had the inventory and the
distribution volume,” Estoperez said.Last month, NFA Administrator Jason Aquino
said he was proposing another 500,000-MT shipment, to be delivered by October,
to prevent a repeat of an inventory depletion that saw the agency’s stocks
reduced to just two and a half day’s worth of consumption.
By law, the NFA is mandated to have at least 15 days worth of
consumption at any given time and 30-day buffer during the lean season that
starts in July and ends in September.The new imports still have to be approved
by the NFA Council. Estoperez said a decision could be made by next month.Government-subsidized
NFA rice is sold at P27 and P32 per kilogram, much cheaper than commercial rice
that is typically sold at P38 to P40 and above.
Burst Laos dam floods some Vietnam rice fields, damage limited
HANOI (Reuters) - Floods from a
burst dam in Laos have inundated thousands of hectares of paddy fields in
Vietnam’s rice-growing Mekong Delta region, officials said on Wednesday,
although the damage is limited and not expected to affect the country’s export
crop.

A saddle dam that was part of
Laos’ $1.2 billion Xe-Pian Xe-Namnoy hydropower project collapsed last week,
sending torrents of water crashing into neighboring villages.At least 11 people
were killed in the accident, and a further 120 people are still missing, the
state-run Vientiane Times in Laos reported on Wednesday.“The flood water is
hampering the ongoing harvest of the summer-autumn rice crop in some areas,
especially in Dong Thap, Long An and An Giang provinces,” Tran Xuan Dinh, deputy
head of the Department of Crop Production under Vietnam’s Ministry of
Agriculture and Rural Development, told Reuters.
The Mekong Delta is the largest
rice-growing area in Vietnam, which is the world’s third-largest rice exporter
after India and Thailand.The water level in the Mekong Delta region has risen
by 7-10 centimeters (3-4 inches) since the dam burst, Dinh said.Although heavy
rains and excess waters from the dam in Laos have damaged crops, the impact of
the floods will not significantly impact rice production, said Nguyen Si Lam,
deputy director of An Giang province’s agricultural department.Farmers in the
delta provinces have planted more than 1.69 million hectares of rice for the
summer-autumn crop, with unhusked paddy output estimated at 9.51 million
tonnes, an increase of 3 percent in terms of output from a year ago, according
to the Ministry of Agriculture and Rural Development.Farmers in the Mekong
Delta have brought in more than 40 percent of the summer-autumn rice crop and
the harvest is expected to end in 15-20 days, Dinh said.“The flooding season in
the Mekong Delta was previously forecast to begin around August 5-7, but the
water from Laos made it start sooner,” he said.
Tariff on
imported rice to rake in P20-B yearly

MANILA -- The proposed tariff system
may bring in at least PHP20 billion every year to the agricultural sector,
Department of Agriculture (DA) Secretary Emmanuel Piñol told lawmakers on Thursday.
During the budget deliberations of
the House appropriations committee on the DA's proposed PHP49.8-billion budget
for 2019, Piñol said the duties collected from importing the food staple under
the proposed tariffication bill shall be channeled to the rice competitiveness
enhancement fund (RCEF), which is meant to increase farmers' productivity by
providing necessary support services.
"We just urge Congress to make
sure that the tariffs collected from the imported rice should go to RCEF,
because as I’ve said earlier kung mabibigyan po tayo ng enough
funds for the rice industry at mabigyan natin ng magandang binhi ang
ating mga magasasaka, magi-improve yung ating ani (if the
rice industry would be given enough funds, and we provide good seeds to our farmers,
then they could improve their crop yields)," Piñol said.
"We will be able to provide
free seeds, free fertilizer and subsidize machine and equipment needed by our
farmers," he added.
He said the rice tariffication
bill, which President Rodrigo R. Duterte certified urgent, could also help
bring down the price of rice by as much as PHP7 per kilo.
"Kaya nga sabi ko yung PHP7 na reduction sa
presyo achievable yun (The PHP7 reduction in the
[price of rice] is achievable) but it’s not going to happen tomorrow. It is
going to be the result of providing the needed interventions of the rice
industry to increase productivity so that the production cost would go
down," he added.
The DA chief said if only all the
proceeds of the tariff system would be turned over to the RCEF, the rice
industry "will surely be boosted."
Albay Rep. Edcel Lagman said the
bill should be amended by ensuring that all proceeds from the said fund shall
be released automatically by the Department of Budget and Management on a
periodic basis.
The bill seeks to put in place
safety nets for Filipino rice producers and rice consumers by imposing tariffs
in lieu of quantitative restrictions on rice imports.
The RCEF shall be allocated and
disbursed as follows: 20 percent of the fund will be set aside for a rice
endowment fund; 20 percent as credit subsidy or grants for purposes of
increasing rice farms modernization, mechanization, and production efficiency;
20 percent for rice crop finance; 20 percent for postharvest facilities,
logistics, storage, transportation facilities, and infrastructure projects; 10
percent for rice scholarships and vocational education; and 10 percent for
research and development.
Under the bill, the country’s
minimum access volume (MAV) for rice will revert to its 2012 level of 350,000
metric tons (MT) as indicated in the Philippines' commitment to the World Trade
Organization (WTO), from the current 805,000 MT.The bill proposes to set the
bound tariff rate at 35 percent for imported rice originating from
member-states of the Association of Southeast Asian Nations (ASEAN) region,
aligned with the ASEAN Trade in Goods Agreement (ATIGA), regardless of volume.
It also proposes to impose a
most-favored nation (MFN) tariff rate of 40 percent for in-quota rice imports
from non-ASEAN WTO member countries, while a 180 percent MFN tariff rate shall
be imposed for volumes imported outside the MAV.DA's cash-based budget for next
year went down by 1.8 percent compared to last year's cash-based equivalent of

will help bring down the price of the staple grain by P7 to P8 per kilo, a
lawmaker who is pushing for the tariff said Thursday.A bill seeking tariffs on
rice in place of import quotas will be put to a vote on second reading next
week, said House Agriculture and Food Committee chairman Jose Panganiban, who
represents the ANAC-IP party list.Revenue from tariffs will be used to fund
subsidies for farmers, Panganiban told ANC's Headstart.
Without tariffs, imported rice
costs P27 per kilo, lower than the P34 to P35 per kilo production cost of local
rice, he said.President Rodrigo Duterte's economic managers are also pushing
for rice tariffs to help tame inflation.

A $6.4 million federal grant for a
New Mexico research project will provide $6.4 million for work looking at how
climate change affects arid land ecosystems.The five-year National Science
Foundation grant to the Sevilleta (she-vee-YEH-ta) Long-Term Ecological
Research site located in central New Mexico was announced Wednesday by U.S.
Sens. Tom Udall and Martin Heinrich.
The research will examine
ecological consequences of rising temperatures and increasingly variable
rainfall on drylands and be led by University of New Mexico scientists
collaborating with ecologists from Northern Arizona University and Rice
University in Houston.
The research will be conducted in
and near the Sevilleta National Wildlife Refuge located north of Socorro.The
refuge is 55 miles (89 kilometers) south of Albuquerque

House debates under way for 2ndreading of rice tariff bill

THE HOUSE of Representatives was
working on the approval on second reading of a bill seeking to impose tariffs
on rice imports, a scheme which has been estimated to cut retail prices by up
to P7 per kilo.As of early evening Wednesday, the House was debating provisions
of House Bill 7735, the “Revised Agricultural Tarrification Act,” which is
among the priority bills identified by the Legislative-Executive Development
Advisory Council.
Its counterpart measure, Senate
Bill 1839, authored by Senator Sherwin T. Gatchalian, is pending at the
committee level.
If passed, the proposed measure
will replace the current system for importing rice via government procurement.
The new import arrangements will be opened up to private parties, while inbound
shipments will be subject to tariffs, to protect local farmers and also to
raise funds to improve their productivity and competitiveness.
The bill provides for the
creation of the “Rice Competitiveness Enhancement Fund,” financed from the
duties collected.
The tariffs will also finance an
endowment fund for credit subsidies and crop financing, among others. — Camille

Boro rice output hits new record
Rice production in the immediate
past boro season shot up to a new high of 1.95 crore tonnes, pulling the total
output of the staple to 3.62 crore tonnes in the immediate past fiscal year,
enough to meet domestic demand.The latest production estimate of boro is 8.67
percent higher than 1.80 crore tonnes harvested in 2016-17, according to the
Bangladesh Bureau of Statistics.
“Based on the production figures,
we should have a surplus of about 30 lakh tonnes,” said Md Shahjahan Kabir,
director general of the Bangladesh Rice Research Institute (BRRI), the state
agency responsible for developing improved rice varieties.The BRRI estimates
that the country's annual demand for rice stands at 3.30 crore tonnes.
“The area for plantation increased
in the last boro season. There is also improvement in the yield,” Kabir said.Farmers
grew rice on 48.59 lakh hectares of land in the last boro season, up 8.58
percent from a year ago, BBS data showed.Areas dedicated to the previous two
crops – aus and aman – had also risen amid farmers' enthusiasm to cultivate
rice on the back of higher prices prevailing in the domestic market for more
than a year.
Rice production in the aus season
shot up 27 percent year-on-year to 27.09 lakh tonnes in 2017-18. Aman output
rose 2.46 percent to 1.39 crore tonnes in the just concluded fiscal year.Kabir
said the increased area for plantation, favourable weather, and increased use
of quality seed contributed to the good crops.He said farmers and agricultural
extension officials were trained on safe boro cultivation in the haor areas in
the northeast region following floods that washed away crops in 2017 boro
season.
BRRI's 78 scientists and officials
of state-run Department of Agricultural Extension were in the field to monitor
the crop situation and tackle pest attacks and other problems quickly. The
government continuously monitored the cultivation situation, he said.Kabir said
aus paddy, which is now on the field, also looks promising and its acreage has
increased further this year, spurred by the higher price and the government's
incentive to promote the farming of the crop.DAE data showed that aus area
under plantation exceeded the target of 11.40 lakh hectares in 2018-19.
As a result, aus production will
rise, said Kabir, adding that transplantation has completed on 20 percent of
the area so far.The boro season starts in December-February and ends in
April-May.Planting of aus starts in April-May and the harvesting takes place in
July-August, while the aman season begins in April-May and ends in
November-December.

Tariff on imported rice to rake in P20-B yearly

MANILA -- The proposed tariff system
may bring in at least PHP20 billion every year to the agricultural sector,
Department of Agriculture (DA) Secretary Emmanuel Piñol told lawmakers on
Thursday.During the budget deliberations of the House appropriations committee
on the DA's proposed PHP49.8-billion budget for 2019, Piñol said the duties
collected from importing the food staple under the proposed tariffication bill
shall be channeled to the rice competitiveness enhancement fund (RCEF), which
is meant to increase farmers' productivity by providing necessary support
services.
"We just urge Congress to make
sure that the tariffs collected from the imported rice should go to RCEF,
because as I’ve said earlier kung mabibigyan po tayo ng enough
funds for the rice industry at mabigyan natin ng magandang binhi ang
ating mga magasasaka, magi-improve yung ating ani (if the
rice industry would be given enough funds, and we provide good seeds to our
farmers, then they could improve their crop yields)," Piñol said.
"We will be able to provide
free seeds, free fertilizer and subsidize machine and equipment needed by our
farmers," he added.
He said the rice tariffication
bill, which President Rodrigo R. Duterte certified urgent, could also help
bring down the price of rice by as much as PHP7 per kilo.
"Kaya nga sabi ko yung PHP7 na reduction sa
presyo achievable yun (The PHP7 reduction in the
[price of rice] is achievable) but it’s not going to happen tomorrow. It is
going to be the result of providing the needed interventions of the rice
industry to increase productivity so that the production cost would go
down," he added.
The DA chief said if only all the
proceeds of the tariff system would be turned over to the RCEF, the rice
industry "will surely be boosted."
Albay Rep. Edcel Lagman said the
bill should be amended by ensuring that all proceeds from the said fund shall
be released automatically by the Department of Budget and Management on a
periodic basis.
The bill seeks to put in place
safety nets for Filipino rice producers and rice consumers by imposing tariffs
in lieu of quantitative restrictions on rice imports.
The RCEF shall be allocated and
disbursed as follows: 20 percent of the fund will be set aside for a rice endowment
fund; 20 percent as credit subsidy or grants for purposes of increasing rice
farms modernization, mechanization, and production efficiency; 20 percent for
rice crop finance; 20 percent for postharvest facilities, logistics, storage,
transportation facilities, and infrastructure projects; 10 percent for rice
scholarships and vocational education; and 10 percent for research and
development.
Under the bill, the country’s
minimum access volume (MAV) for rice will revert to its 2012 level of 350,000
metric tons (MT) as indicated in the Philippines' commitment to the World Trade
Organization (WTO), from the current 805,000 MT.
The bill proposes to set the bound
tariff rate at 35 percent for imported rice originating from member-states of
the Association of Southeast Asian Nations (ASEAN) region, aligned with the
ASEAN Trade in Goods Agreement (ATIGA), regardless of volume.
It also proposes to impose a
most-favored nation (MFN) tariff rate of 40 percent for in-quota rice imports
from non-ASEAN WTO member countries, while a 180 percent MFN tariff rate shall
be imposed for volumes imported outside the MAV.
DA's cash-based budget for next
year went down by 1.8 percent compared to last year's cash-based equivalent of

Shin Young-ja, 54, a housewife in Seoul, recently had a startling experience after ordering a 20 kilogram pack of rice from an online shopping mall because the price was far higher than what she remembers when she ordered a similar pack a year ago."What I remember is around 30,000 won ($27) last summer, since we don't eat that much rice these days, I didn't realize the price had changed so much in a year," she said.
What she remembers is correct. The country's rice prices are rising steeply from that of last year, casting concerns not only for households but also the government, which appears to be wavering between farmers demand for the "normalization of the price of rice," and a consumer prices hike expected in the second half of the year.
According to Statistics Korea, the wholesale price of rice was 44,263 won per 20 kilograms as of July 25, up 38 percent from a year earlier. The retail price also rose to 47,825 won per 20 kilograms as of July 10, up also 38 percent from a year earlier. Traditionally, rice prices go down in summer as demand declines, but the recent price surge is at odds with the seasonal effect, industry officials said.
The rising rice prices have also affected the cooked rice market, with companies saying they have no option but to raise product prices.According to CJ CheilJedang, it raised the prices of Hetbahn cooked rice and other food products using Hetbahn by an average 9 percent in March."Rice prices are the most critical factor in deciding Hetbahn prices," an official at CJ CheilJedang said. "Though companies are attempting to withstand hikes in costs by not reflecting them right away, rice prices are rising steeper than estimated."
The rising price is attributable to a decline in rice growing. Last year, Korea produced 3.97 million tons of rice, down 5.3 percent from 2016. This was the first time that the yearly rice crop dropped below 4 million tons in 37 years. The decrease is related to the declining demand. Yearly per capita rice consumption plunged to 61.8 kilograms last year, almost halve that of 1988 when a Korean consumed 122.2 kilograms.
The low demand also brought a reduction in rice growing areas. These have been on a steady decline from 950,000 hectares in 2007 to 755,000 hectares in 2017.Along with the long-term changes in dietary habits, short-term government policies are also to blame for the hike. The government has been setting rice price targets and paying subsidies to farmers if the actual price falls below this _ last year, it paid out 1.49 trillion won. The current target is 47,000 won per 20 kilograms and is expected to be raised later this year.
To raise rice prices to the level of the target and to cut the subsidies, the government has decided to store 720,000 tons of rice after purchasing it at higher than the market price in October. However, the price hike came sooner than expected, and the government released 84,000 tons of stored rice on the market in March, but to little effect.
While the rising rice prices are weighing on households, farmers are saying the prices are "normalizing," adding that last year's price was close to that of 30 years ago. Another concern for the government is the expected consumer prices hike in the second half.
Stemming from soaring oil prices, city gas has already gone up by 3.9 percent from two months ago and other public utility charges are expected to rise. Vegetables, livestock and fishery products prices are also anticipated to shoot up due to a heat wave baking the country."Given the rice price is expected to remain strong in the second half, the agriculture ministry will consider the release of more stored rice," an official at the Ministry of Agriculture, Food and Rural Affairs said.

The country's rice prices are rising steeply from that of last year, casting concerns not only for households but also the government, which appears to be wavering between farmers demand for the "normalization of the price of rice," and a consumer prices hike expected in the second half of the year.
According to Statistics Korea, the wholesale price of rice was 44,263 won per 20 kilograms as of July 25, up 38 percent from a year earlier. The retail price also rose to 47,825 won per 20 kilograms as of July 10, up also 38 percent from a year earlier. Traditionally, rice prices go down in summer as demand declines, but the recent price surge is at odds with the seasonal effect, industry officials said.
The rising rice prices have also affected the cooked rice market, with companies saying they have no option but to raise product prices.According to CJ CheilJedang, it raised the prices of Hetbahn cooked rice and other food products using Hetbahn by an average 9 percent in March."Rice prices are the most critical factor in deciding Hetbahn prices," an official at CJ CheilJedang said. "Though companies are attempting to withstand hikes in costs by not reflecting them right away, rice prices are rising steeper than estimated."
The rising price is attributable to a decline in rice growing. Last year, Korea produced 3.97 million tons of rice, down 5.3 percent from 2016. This was the first time that the yearly rice crop dropped below 4 million tons in 37 years. The decrease is related to the declining demand. Yearly per capita rice consumption plunged to 61.8 kilograms last year, almost halve that of 1988 when a Korean consumed 122.2 kilograms.
The low demand also brought a reduction in rice growing areas. These have been on a steady decline from 950,000 hectares in 2007 to 755,000 hectares in 2017.Along with the long-term changes in dietary habits, short-term government policies are also to blame for the hike. The government has been setting rice price targets and paying subsidies to farmers if the actual price falls below this _ last year, it paid out 1.49 trillion won. The current target is 47,000 won per 20 kilograms and is expected to be raised later this year.
To raise rice prices to the level of the target and to cut the subsidies, the government has decided to store 720,000 tons of rice after purchasing it at higher than the market price in October. However, the price hike came sooner than expected, and the government released 84,000 tons of stored rice on the market in March, but to little effect.
While the rising rice prices are weighing on households, farmers are saying the prices are "normalizing," adding that last year's price was close to that of 30 years ago. Another concern for the government is the expected consumer prices hike in the second half.
Stemming from soaring oil prices, city gas has already gone up by 3.9 percent from two months ago and other public utility charges are expected to rise. Vegetables, livestock and fishery products prices are also anticipated to shoot up due to a heat wave baking the country."Given the rice price is expected to remain strong in the second half, the agriculture ministry will consider the release of more stored rice," an official at the Ministry of Agriculture, Food and Rural Affairs said.
House terminates debates
on rice tariffication bill

MANILA - The House of Representatives on Wednesday terminated
sponsorship and debates on the proposed rice tariffication law.Lawmakers are
expected to vote on the measure on Monday.House Bill 7735 seeks to put in place
safety nets for Filipino rice producers by imposing tariffs in lieu of
quantitative restrictions on rice imports.It mandates the National Food
Authority as the sole authority to undertake the direct importation of rice for
the purpose of ensuring food security and maintaining sufficient national
buffer stocks.
It also authorizes the NFA to allocate import permits among
certified and licensed importers for importation other than maintaining buffer
stocks. It mandates the NFA to issue guidelines for the exportation of
rice and corn by certified and licensed experts.
The measure creates the Rice Competitiveness Enhancement Fund or
RICE fund which shall consist of all duties collected from the importation of
rice under the act.The bill was sponsored by Agriculture Committee Chair Jose
Panganiban and counts Speaker Arroyo as one of the authors.

burst dam in Laos have inundated thousands of hectares of paddy fields in
Vietnam’s rice-growing Mekong Delta region, officials said on Wednesday,
although the damage is limited and not expected to affect the country’s export

A saddle dam that was part of Laos’
$1.2 billion Xe-Pian Xe-Namnoy hydropower project collapsed last week, sending
torrents of water crashing into neighboring villages.
At least 11 people were killed in
the accident, and a further 120 people are still missing, the state-run
Vientiane Times in Laos reported on Wednesday.
“The flood water is hampering the
ongoing harvest of the summer-autumn rice crop in some areas, especially in
Dong Thap, Long An and An Giang provinces,” Tran Xuan Dinh, deputy head of the
Department of Crop Production under Vietnam’s Ministry of Agriculture and Rural
Development, told Reuters.
The Mekong Delta is the largest
rice-growing area in Vietnam, which is the world’s third-largest rice exporter
after India and Thailand.The water level in the Mekong Delta region has risen
by 7-10 centimeters (3-4 inches) since the dam burst, Dinh said.
Although heavy rains and excess
waters from the dam in Laos have damaged crops, the impact of the floods will
not significantly impact rice production, said Nguyen Si Lam, deputy director
of An Giang province’s agricultural department.
Farmers in the delta provinces have
planted more than 1.69 million hectares of rice for the summer-autumn crop,
with unhusked paddy output estimated at 9.51 million tonnes, an increase of 3
percent in terms of output from a year ago, according to the Ministry of
Agriculture and Rural Development.
Farmers in the Mekong Delta have
brought in more than 40 percent of the summer-autumn rice crop and the harvest
is expected to end in 15-20 days, Dinh said.“The flooding season in the Mekong
Delta was previously forecast to begin around August 5-7, but the water from
Laos made it start sooner,” he said.
Myanmar Rice Federation to assist in replanting paddy in flooded
and inundated farms

The Myanmar Rice Federation (MRF) announced yesterday that it
would assist in the replantation of paddy in time in flooded and inundated
farms.Farmers who had their farms flooded or inundated should contact the MRF
head office telephones 01-218266 to 68 and 01-2301128 and 29.
Commenting on the announcement to provide assistance, MRF
general secretary U Ye Min Aung said, “At the moment, relief works are being
conducted by the government together with relevant organisations in flooded and
inundated areas. When the water recedes and re-development works are conducted,
MRF will assist farmers in the rice-producing areas of Bago Region, Mon State
and Kayin State, so that there would not be any effect on rice production.
That is why the announcement was made today to provide required
inputs to farmers facing difficulties. To provide assistance effectively, it
needs to be based on actual facts. Some news reported nowadays is speculative
and opinionated and not based on facts. As such, we are discussing and
coordinating with relevant organisations to obtain actual facts. Paddy can
remain submerged underwater for a certain period. That is why the damage of the
situation needs to be assessed when the water recedes. We will cooperate with
government organisations, Hluttaw representatives and partner organisations.
Preparations and studies are being conducted now so that timely replanting, if
and where necessary, can be done.”

Basmati exporters fear volume hit

With a sharp drop in the value of
the Iranian currency and talk of implementation of stringent food norms in
Saudi Arabia, exporters of basmati rice fear that shipments, in volume terms,
for the year-ahead may get affected.
However, the government feels
that despite these hiccups, basmati exports are likely to be maintained at last
year’s levels.Basmati is the largest product in India’s farm produce export
basket. Iran and Saudi are the top two buyers of Indian basmati rice accounting
close to half of total shipments.
Currency woes
The Iranian Rial has witnessed a sharp
fall of over 100 per cent against the dollar since March this year on return of
US sanctions and worsening economic crisis. Also, the four-month seasonal ban
on rice imports imposed by Iran every year to protect its domestic growers
during the harvest season has come into effect from late July.
“The currency decline will
definitely hurt the local demand in Iran and in turn will harm our exports. In
fact, we feel that our exports could come down this year,” said Gurnam Arora,
Joint Managing Director of Kohinoor Foods.
Also, the talk of tightening of
norms in Dubai for pesticide residue has triggered concerns among exporters and
could dampen Indian shipments, Arora said. “We have urged the government to
take up the issue at the diplomatic level with Dubai,”he added.
However, AK Gupta, Director,
Basmati Export Development Foundation under APEDA, sought to downplay the
emerging developments in Iran and Saudi and said that they would not have any
major impact on Indian exports.
“These developments are temporary
ups and downs and will not threaten our exports,” Gupta said.
Basmati exports, which were
trailing last year’s levels in April-May, have picked up in June in value terms
but volumes are down when compared with corresponding last year.
In April-June, basmati shipments
dropped marginally to 1.16 million tonnes from 1.25 million tonnes in the
corresponding period last year. In rupee terms, exports were up by around 5 per
cent at ₹8,585 crore and 1 per cent at
$1.28 billion over the corresponding quarter last year.

India's monsoon rain forecast cut, farm output seen at risk

likely to receive below-normal monsoon rains in 2018, a private weather
forecaster said on Wednesday, raising concerns over farm output and economic
growth in Asia’s third-biggest economy, where half the farmland lacks

The monsoon delivers
about 70 percent of India’s annual rainfall, critical for the farm sector that
accounts for about 14 percent of India’s $2 trillion economy and employs more
than half of the country’s 1.3 billion people.Lower rainfall could raise the
price of food, which is weighted at nearly half of the consumer inflation
index, and could add to pressure on central bank to raise interest rates.
India’s June-September monsoon
season is likely to see only 92 percent of the long-period average (LPA)
rainfall, down from earlier forecast of 100 percent, weather agency Skymet said
in a statement.India’s weather office defines average, or normal, rainfall as
between 96 percent and 104 percent of a 50-year average of 89 cm for the entire
four-month season.
“The south-west monsoon is likely
to go into a prolonged weak phase during August,” Skymet said.In August and
September India could get 88 percent and 93 percent rainfall respectively of
the LPA, the agency said.“As of now, the oceanic parameters are not at all
favourable for enhancing monsoon rains during the second half of the season,”
said Jatin Singh, managing director of Skymet.
In the first half of monsoon
season India received 6 percent less rainfall than normal, according to the
official state-run India Meteorological Department (IMD), which has forecast 97
percent rainfall during the season.India’s 260 million farmers depend
on monsoon rains to grow crops such as rice, sugar cane, corn, cotton
and soybeans.Lower farm incomes due to scanty rains could hit the demand for an
array of consumer goods.Sowing of summer-sown crops has already been delayed by
low rainfall in a few southern and northern parts the country.Farmers have
planted summer crops on 73.8 million hectares of land as of July 27, down 7.5
percent from a year ago, the Department of Agriculture Cooperation and Farmers
Welfare said.India is the world’s biggest producer of cotton, pulses and second
biggest producer of sugar and rice. It is also the world’s biggest importer of
edible oils such as palm oil and soyoil.

Normally the rainiest monsoon
month, July perpetuated the deficit from June, forcing weatherw agencies to
re-assess their overall rain outlook for the 2018 monsoon season.The India Met
Department (IMD) had expected July to return 101 per cent rainfall but it has
ended up with only 94 per cent, with the West Coast and the North-Eastern
States disappointing.Trend holds
July started off with a promising
note with Central India and North-West India delivering normal to surplus rains
but the West Coast as well as the North-East performed way below par.
The trend has continued till
date, though some global models suggest continued sea-based activity off Odisha
and Bengal, with a likely circulation maturing into another low-pressure area.
It remains to be seen what August, the second rainiest month, can possibly
yield.
Skymet’s predictions
How far down is the moot question
now, the Equatorial Pacific seeing sustained warming, which presages
progressively monsoon-unfriendly El Nino conditions.
Private for
ecaster Skymet Weather came out with
a bleak outlook on Wednesday, predicting that the monsoon might go into a weak
phase in August, with ‘break’ conditions thrown in.
‘Break monsoon’
‘Break monsoon’ conditions means
rain shutting out over most parts of the country except in the North-East and
along parts of East India, especially Tamil Nadu.
How long the ‘break’ conditions
will linger decides the fate of the monsoon. A sustained shut-out will
translate into a significant setback on the farm front.
The truant monsoon has impacted
sowing of key kharif crops such as rice, pulses, oilseeds and cotton, among
others. As of July 27, sowing was down by about 7.5 per cent at 737.96 lakh
hectares as against 797.69 lakh ha in the corresponding period last year.
Skymet has predicted that August
may end with only 88 per cent of the long-period average (LPA) against the 94
per cent made by IMD as stated in its second long-range forecast.
September could likely deliver 93
per cent, according to Skymet, which could prove too little, too late. IMD
hasn’t taken a call on September, when the monsoon starts to withdraw.
Skymet quoted Jatin Singh, MD, as
saying that the oceanic parameters are not at all favourable for enhanced
monsoon rains during the second half of the season.
Dams in Kerala
The normally rainiest pockets of
North-East India, which are already in deficit, and the West Coast, may sustain
a trend in which they continue to perform poorer than usual.
Considering the present scenario,
Skymet Weather has updated the forecast for monsoon 2018 to 92 per cent of the
LPA.
Expected rainfall from a
prevailing low-pressure area over central Uttar Pradesh and a preparatory
circulation ahead of a successor off the Bengal-Odisha coast may help improve
the situation.The Met has assessed that this circulation may concentrate into a
fresh ‘low’ in another week’s time but it has already triggered activity along
the Kerala coast and adjoining extreme South Peninsula.Dam authorities are
keeping a strict watch over the evolving situation in Kerala.

Rice basmati rises on stockists' buying

Delhi, Aug 1 () Rice basmati prices firmed up by up to Rs 200 per quintal at
the wholesale grains market today on emergence of stockists' buying against
restricted arrivals from producing regions.
However,
other grains moved in a narrow range in limited deals and pegged at the last
levels. Traders attributed the rise in rice basmati prices on buying by stockists, driven by an uptick in demand against restricted supplies from growing regions.
In the national capital, rice basmati common and Pusa-1121 variety went up by Rs 200 and Rs 100 to Rs 7,400-7,500 and Rs 6,700-6,800 per quintal, respectively.
