GRDB receives US$4.5M from Panama for payments to millers

 
The Guyana Rice Development Board (GRDB) has received an additional US$4.5 million from Panamanian authorities to make payments owed to local rice millers, General Manager Nizam Hassan has said.
Earlier in the year, the Rice Producers Association (RPA) had voiced its concern about millers and exporters being owned money by the board, which Hassan had denied.
A statement by the Association had claimed that they were made privy to information that the payments amounting to over $2 billion were due to the millers/ exporters since July of last year…..

Anna Coker: Farmer’s daughter carving career path in ag research

Anna Coker grew up a farmer’s daughter. Although she spent her childhood in proximity to rice fields around Stuttgart, Ark., she never considered a career in agriculture until 2014 when her uncle, Mike Hill, was diagnosed with glioblastoma, an aggressive form of brain cancer.
That is when she became the newest employee of Coker Farms. “My dad, along with other farmers in the area, immediately began taking care of my uncle’s crops, in addition to their own,” says Coker, who today holds an undergraduate degree in Crop, Soil, and Environmental Sciences from the University of Arkansas and is currently working toward her master’s degree in that same discipline at Louisiana State University.
Over the next few years, Coker began seeing the broad-brush strokes agriculture painted on the world outside of her hometown. “To that point in my life, my interests revolved around school, friends, and having fun,” says Coker. “I knew my dad farmed each day, but after my uncle’s diagnosis, I began to understand that I was part of something so much bigger than I had ever imagined.”
When she worked in the fields, everything she learned, she learned hands-on. From driving tractors and planting crops, to punching holes in poly-pipe and shoveling levee gates, Anna Coker became a farmer — and much more. “Life threw us a curve ball, but it taught me how to be completely selfless when someone close needs help,” adds Coker.
She began absorbing everything around her related to agriculture, and more importantly in the process, she developed a strong and enduring bond with her father many daughters are not lucky enough to experience. “Dad always told me I’d never have to work a day in my life if I woke up each morning to something I loved,” she remembers. “It was that defining moment in my life when I realized pursuing a career in agriculture would give me an opportunity to contribute to a profession in which my family has deep roots.”

College and Research

She enrolled at the University of Arkansas and after her time there, headed to Baton Rouge and Louisiana State University. She soon passed the Federal Aviation Administration’s Part 107 Aeronautical Knowledge Test and became a licensed drone pilot.
She showcased her latest research at this year’s H. Rouse Caffey Rice Research Station Field Day in Rayne, La., which involves comparing Normalized Difference Vegetative Index (NDVI) readings obtained from a handheld GreenSeeker sensor versus gathering that data from an unmanned aerial vehicle (UAV) to estimate rice grain yield potential. To accurately estimate the midseason nitrogen rates in rice and produce a working predictive algorithm, Coker had to know three things: (1) The rice variety’s yield potential; (2) Response Index; and (3) Rice response to nitrogen fertilization.
NDVI is the accepted indicator of yield potential in rice, and until now, the GreenSeeker has been the most commonly used sensor technology to gather that data.
“It would obviously be more efficient if researchers, consultants, and/or farmers could obtain this information by using a UAV rather than by having to trudge through a flooded rice field in the heat of the day with a hand-held sensor,” says Coker. “If I can illustrate the potential to accurately map a rice field’s variability with a UAV, that will go a long way toward obtaining midseason nitrogen application recommendations more expeditiously.”
At the very least Coker hopes this specific project will be a stepping stone to determining nitrogen rates on a full-scale field level via a UAV, compared to single point-to-point readings taken from handheld sensors.
Variables have the potential to impact any research, and Coker’s research is no different. The UAV-mounted sensor depends on a passive light source — the sun, which varies in its angle of incident light (reflected light), cloud cover, and light intensity. The camera she uses on the UAV is equipped with a “normalizing sunshine sensor” to stabilize the sunlight so readings will be more consistent.
NDVI measurements were taken between panicle initiation and panicle differentiation at two separate locations in 2017 and 2018. “I accumulated more data this year than last, and I’m hoping to show improved accuracy from the UAV,” adds Coker. “If I can prove this is a reliable method of gauging nitrogen needs in rice, it will save growers money from overapplying fertilizer while allowing them to make more timely decisions.”
Coker is currently an understudy for Dr. Dustin Harrell, Agronomy and Environmental Management, at the LSU AgCenter. “As technology in agriculture continues to evolve and improve, we will need a generation of researchers that not only know how to utilize these technologies to gather field data, but more importantly, how to interpret that data and derive pertinent agronomic recommendations based on it,” says Harrell. “That is an area where Anna excels.”

Down the Road

Coker plans to continue her education and hopes to pursue her doctorate after receiving her master’s degree. “I believe obtaining all the education I can will increase my confidence and ability to handle whatever I face in the future as I continue my career in agriculture,” adds Coker. “I’m not sure what career path I will take in agriculture, but I want to be prepared for it.”
Like so many people involved in agriculture, Coker has witnessed the lack of knowledge or appreciation people outside of agriculture have about how their food and fiber are produced. In pure Anna Coker style, she is currently starting an agricultural blog to showcase the many personal stories from farmers, rice mills, researchers, consultants, and others. “I want to cut on an ag educational light, of sorts, for those that have misconceptions about agriculture,” says Coker.
Most of her family reside in the same Stuttgart neighborhood, and live within walking distance of each other. While she has been at college, Coker has missed the family togetherness. Her father farms around 6,500 acres of corn, soybeans, and rice. Her family also manages Dry Lake Hunting Service, a commercial duck hunting operation outside of Stuttgart — the self-proclaimed rice and duck hunting capital of the world.
During a recent phone conversation with her father, they began reminiscing about the time Anna started helping on the farm. “Dad would post pictures of me on Instagram while I drove a tractor or sloshed through flooded rice fields,” laughs Coker. “He would always include the same hashtag: #collegegirlcountrygirl.”
Anna Coker is proud to live up to that hashtag every day.

Ratooning: Nuclear technology helps Chinese rice farmers double their yields—and their incomes



Just as grass lawns regrow after they are mowed, rice fields can regrow after they are harvested. This second harvest – known as a ratoon crop – has traditionally yielded only a small fraction of the first harvest. But farmers in China are now benefitting from laboratory and field studies …. that used nuclear techniques to determine the best rice varieties and the best fertilizer regimes for increasing second harvest yields, often resulting in second harvests as large as the first – meaning the farmers who ratoon correctly are doubling their yields – and their income.
[Scientists] began working on improving the outcome of rice ratooning – also called “stubble cropping” – in China’s Fujian Province in 2012. This included studying fertilizer and water management practices for Jiafuzhan, an early maturing rice variety developed by Chinese plant mutation breeders.

In addition to working with China’s mutation breeders to develop and promote climate-resilient early-yield varieties, [researchers] used nitrogen-15 stable isotope tracing to determine the optimum application rate for nitrogen fertilizers.
[F]armers who adopted the combination of improved varieties and fertilizer management saw yields almost double from 6.7 to 12.3 tonnes per hectare …. Once the results were known, other farmers were eager to adopt the improved varieties and fertilizer management practices, and now ratooning is underway on 42 000 ha.

Chinese experts to train 40 Pakistani scientists on hybrid rice

ISLAMABAD: A group of Chinese hybrid rice experts would be arriving in Pakistan next month (in September) to impart training to Pakistani scientists for the promotion and development of hybrid seed verities across the crop sowing areas of the country to boost local output.
In first phase a batch of 40 scientists selected all across the country would be trained to promote and develop the hybrid rice production technology in the country, said Member Plant Science of the Pakistan Agriculture Research Council (PARC) Dr Muhammad Yousuf.
In an interview with state-run wire service, he said that Pakistan and Chinese Government had signed a memorandum of understanding for the promotion of hybrid rice verities in Pakistan as well as capacity building of local scientists in field of hybrid rice.
Under the agreement, he said that 28 scientists all across the country were selected for the training programme and they had completed their training form China and now they were extending their services for the promotion and development of hybrid rice seed in the country.
He said that hybrid rice cultivation across the crop sowing areas during current season had registered significant increase and it is expected that the trend of hybrid rice seed would gain momentum during the next season.
“Hybrid rice had been cultivated over 800,000 hectares of land across the crop producing areas of the country, which was a healthy trend and give boost to the local output of the rice”, he added.
The area under hybrid rice production was gradually increasing and it was phasing-out the trend of conventional seed, adding that it would help in boosting the local output that would also result in enhancing the exports and fetch more foreign exchange for economic development

Rice Stewardship Summit Looks Back Proudly and Ahead with Determination 
 ST. LOUIS, MO -- USA Rice, Ducks Unlimited, USDA's Natural Resources Conservation Service (NRCS), and financial partners came together here this week to celebrate the Rice Stewardship Partnership's first five years and set goals for the next five years.  The Partnership was formed in 2013 when USA Rice and Ducks Unlimited joined forces to magnify conservation impacts vital to the future of rice production and wetland habitat, and it has grown significantly with new partners and supporters.

The program kicked off with greetings from Nestlé Purina's Vice President of Government Relations Bill Salzman and Senior Manager of Sustainability Diane Herndon.  Pet food giant Nestlé Purina recently became a Stewardship program partner, committing $2 million over the next four years to support the programs. 

Dale Hall, CEO of Ducks Unlimited, and USA Rice President & CEO Betsy Ward then shared some of the Partnership's top accomplishments of the past five years including creating a field team of more than 20 knowledgeable and dedicated staff serving rice producers around the country, and spreading conservation financial assistance to more than 1,000 farms covering more than three quarters of a million acres through 2023. 

"Farmers are good stewards of the land, and we need to ensure conservation practices are economically sustainable for them," said Hall.  "Collectively, Regional Conservation Partnership Program (RCPP) awards have, or will soon, provide a total of more than $85 million in financial assistance for conserving water and wildlife resources in rice country.  Because of the tremendous leadership by NRCS and the support we received through RCPP, rice growers across the United States are maintaining critical habitat for millions of migratory birds."  

The summit also included sustainability updates from stakeholders including Anheuser-Busch, BASF, Corteva, Delta Plastics, Field to Market, Mosaic, Nestlé Purina, Riceland Foods, and RiceTec, Inc.

Rice producers, including those in the Partnership's Beginning Farmers Program like Lawrence Wagner of Mississippi, Wes Simon of Louisiana, and Ryan and Gavin Sullivan of Arkansas, shared their experiences with the RCPP programs and how their farms have been positively impacted through participation.  All expressed the sentiment that these types of conservation programs are imperative for the nation's rice producers.

"USA Rice can do so much more for the rice industry by investing time and resources in partnerships," said Ward.  "The Rice Stewardship Partnership is a perfect example of leveraging a common goal between different stakeholders to advance sustainability at the farm level through new and innovative conservation practices.  I can't wait to see what the next five years will bring."

India rice rates up on monsoon lull; flood threat looms in Thailand, Vietnam

BENGALURU (Reuters) - Rice prices in top exporter India rose this week on concerns of lower production due to below-normal rainfall, while traders in Thailand and Vietnam kept a close eye on the possibility of flooding in major rice growing regions.

It could hit production,” said an exporter based at Kakinada in the southern state of Andhra Pradesh.Farmers in India had planted summer-sown paddy rice on 19.76 million hectares as of July 20, down 12.4 percent from a year ago.India is likely to receive below-normal monsoon rains in 2018, a private weather forecaster said on Wednesday, raising concerns over farm output in Asia’s third-biggest economy.Meanwhile, a senior food ministry official from neighbouring Bangladesh, which emerged as a major importer of rice in 2007, said the country does not have any plan to import rice for now due to higher local procurement.
Thailand’s benchmark 5 percent broken rice rose slightly to $385-$393 per tonne this week free on board (FOB) Bangkok, from $380-$385 last week on a stronger bhat, but demand remained flat, traders said.“There is interest from markets like the Philippines, Indonesia and Malaysia, without any deals ... If prices remain low, these might turn into deals,” a Bangkok-based rice trader said.Thailand is in the middle of harvesting its off-season crops. But, heavy rainfall has increased the risk of flooding, which could pressure supplies.Traders are also keeping an eye on the water levels at 11 major dams, including several located upstream to the rice bowl in central Thailand, which have risen to near their storage limit.Authorities, however, have stressed that flooding is not imminent.
“If the release of water results in prolonged flooding, then it could damage crops and increase prices,” another trader said.In Vietnam, rates for 5 percent broken rice were $385-$395 a tonne, versus $390-$395 a week ago.“Trade is quiet as we are focusing on delivering the deals signed before,” a Ho Chi Minh City-based trader said.“Flood water is rising in the Mekong Delta, prompting farmers to speed up their harvest of the summer-autumn crop.”Government officials said on Wednesday floods from a burst dam in Laos had inundated thousands of hectares of paddy fields in the Mekong Delta, Vietnam’s rice bowl, although the damage is limited and not expected to affect the country’s export crop.Farmers in the delta provinces have planted more than 1.69 million hectares of rice for the summer-autumn crop, government data showed.

Albert Einstein supposedly defined insanity as doing the same thing over and over again and expecting different results. This is exactly what we had been doing for decades by restricting importation of rice to supposedly protect farmers, who, however, remained poor as ever.
Not only that… rice consumers end up paying for rather expensive rice… fueling labor discontent and making our labor cost more expensive than in neighboring countries. That’s what you call getting the worst of both worlds.
President Duterte promised change, but change is slow to get here. It is getting mired in the morass created by vested interests in and out of government.
But there is a better than even chance that change in government’s rice policy is about to happen. Political noise generated by unexpectedly high inflation numbers is making the national leadership realize that change is urgently needed.
It helps a lot too that the economic managers are for it. Newly installed House Speaker Gloria Macapagal Arroyo, an economist, promised to prioritize it. It is an obvious step to take to help relieve political pressure over rising food prices, specially for rice.
For a while, it seemed President Duterte sided with the leadership of NFA. That’s one government agency perceived to have been captured by vested interests. NFA also has a reputation for corruption.
Decent policy makers were shocked when the President relieved Cabinet Secretary Leoncio Evasco Jr. as chairman of the NFA Board instead of the administrator of the NFA. Noted for his clean record as a public servant, Evasco favored lifting the quantitative restriction on rice imports and ending the import monopoly of the NFA. This is the exact prescription of government economists and the President’s economic managers.
The DOF asserts a 35 percent import tariff on rice in lieu of restricting rice import volumes would encourage private traders to bring the staple into the country, allowing cheaper rice to enter the domestic market.
Reduced rice prices would benefit poor households which spend at least 20 percent of their budget on rice, the DOF said, citing studies done by the National Economic and Development Authority (NEDA).
Bringing down rice prices is crucial to poverty reduction. The price of this staple is a major driver of inflation, according to DOF Undersecretary Gil Beltran. Farmers can be given more direct support from funds to be raised by the 35 per cent tariff on rice imports.
According to results of a simulation conducted by Roehlano Briones and Lovely Ann Tolin of the Philippine Institute of Development Studies (PIDS), the retail price of rice will drop by as much as P6.97 per kilogram.
The study was done in 2015 when rice was retailing at P32 per kilo. The cost savings for consumers should be much more today with the retail price at P42 per kilo.
But the farmgate price of palay (unhusked rice) will go down by as much as P4.56 per kilogram which translates to a decline of income of P18,240 per hectare for the average rice farmer. Rice farmers who cannot compete with the imported rice will have to plant some other crops for their livelihood.
Dr. Emil Q. Javier, an internationally recognized agriculture expert, has called for a drastic shift of policy from rice self-sufficiency to raising farmers’ income as the primary objective. Rice self-sufficiency, Dr Javier said, while physically attainable, does not address the larger more pervasive problem of poverty in the countryside.
“Better that we divert the not-so productive rice areas into other higher value crops (crop diversification and multiple cropping). We will produce less rice, but the additional gross value added from other crops will more than make up for the rice shortfall.”
Dr. Javier pointed out that local cost of producing palay is P13 per kilogram. We have to bring it down to P8-to P9 per kilogram  to be able to compete with imports. We need to increase yields to six or even 10 tons per hectare, which can be achieved with hybrids to improve productivity.
Rainfed lowland and upland rice fields whose yields are low are better diverted into other higher value crops like vegetables, fruits, legumes and even ornamentals and herbal crops, Dr. Javier suggested.
“Provided markets are assured for other crops, diversified farms may turn out to be more profitable than double-cropped irrigated rice farms.”
Dr. Javier knows what he speaks of. He had directed work in Taiwan on vegetable research and development that brought about Taiwan’s successful vegetable export industry.But because crop diversification will take years to successfully install and their benefits felt, displaced rice farmers should be helped to adjust to the new market regime.Dr. Javier observed that “the conventional approaches of market support, government procurement, fertilizer and seed subsidies and, provision of farm equipment are costly, wasteful, and prone to corruption (i.e. over pricing, ghost deliveries, ghost farmers)…
“Better that the actual rice tillers receive cash directly and for them to invest the money in their farms and in other sources of livelihood, or for consumption as they see fit…
“However, the farmers should be weaned away from the payments after a maximum of say 10 years. The payments to the rice farmers will be sourced from rice tariffs which are projected to amount to P27-to P28-billion per year by 2022.”The ball is now in Speaker Arroyo’s court. But let us not underestimate the ability and determination of the rent seekers who have benefited from the current system to preserve the status quo to the disadvantage of both rice farmers and rice consumers.Finally adopting a rice policy change that’s long overdue is a test of this administration’s political will.Boo Chanco’s e-mail address is bchanco@gmail.com. New rice research facility to open in Stuttgart

A lack of rain, and night temperatures can have an impact on the quality of rice at this point in the growing season. A new research greenhouse will be opened Thursday (Aug. 2) in Stuttgart to study how to deal with this problem, according to the University of Arkansas Division of Agriculture.The $1.88 million 40-feet by 80-feet facility was paid for by the Arkansas Rice Research and Promotion Board.
In 2017, rice growers and other stakeholders came together and decided the problems caused by high night temperatures in rice had to be tackled, rice agronomist Jarrod Hardke said. Researchers will use the greenhouse to breed hybrid and conventional rice that is more tolerant to those conditions.
Researchers will be able to control the temperature, light intensity, humidity, carbon dioxide levels, the length of day and other variables. The project will take five years to complete and is sponsored by the ARRP.
Dry conditions this growing season have hampered rice growing efforts. High daytime temperatures coupled with consistently higher than normal night temperatures have made this season difficult, he added.
“If we don’t see more rain soon, we will absolutely see growers who run out of water and are not able to maintain enough moisture to maximize yield. We’re running through that at a very rapid pace.” he said. “The biggest point is not actually the daytime temperatures, but the nighttime temperatures that don’t allow the plants to adequately cool themselves.”
Researchers discovered in 2010 that rice becomes more “chalky” or brittle when nighttime temperatures are higher, said University of Arkansas Division of Agriculture assistant professor Eshan Shakiba. Rice seeds are mostly composed of starch. When night temperatures rise during seed filling development, chalk occurs. Chalk is loosely packed starch granules and the air space between them.
The study will use 72 different rice cultivars and three different planting dates in two separate stages, phenotyping, or judging the different cultivars based on physical attributes, and genotyping, or observing the genetic makeup. The data collected from the genotyping will be used for breeding programs.
“After phenotyping we will conduct an extensive genotypic study through advanced genetic approaches to identify genetic sources of tolerance to high nighttime temperature stress,” Shakiba said. “For genotyping we will be using advanced molecular technology. We will develop molecular markers that link to the genes associated with tolerance to high nighttime temperatures. These markers will be used as marker assisted selection in breeding programs for identification of progeny lines possessing these desirable genes.”
Rice farmers won’t see any relief in the coming days. The chances for rain in the next five days in Arkansas’s Delta region are low, according to the National Weather Service. Temperatures during the day will rise into the low 90s and will drop into the lower 70s at night through Monday, with only a slight chance of precipitation on Sunday, according to the NWS.
Arkansas is the nation’s top rice producer and state farmers added even more acres, according to the National Agricultural Statistics Service. Arkansas has 1.391 million rice acres in the ground. California was next with 487,000, Louisiana third at 410,000 acres.
Arkansas Farmers planted 1.161 million rice acres last year, about 47.1% of all rice acres planted in the U.S. Those acres accounted for 82.6 million hundredweight of rice, and it represented 46.4% of the 178.2 million hundredweight produced in the country.
During the last three years, Arkansas has accounted for more than 47% of the nation’s total rice production, according to federal reports. Per acre, farmers had a yield of 164.4 bushels per acre, or 7,400 pounds. It was the third highest yield on record in the state and a 570-pound per acre uptick from 2016. Rice production has a $4 billion annual impact on the state’s economy and creates 25,000 jobs, according to Arkansas Farm Bureau.

A $6.4 million federal grant for a New Mexico research project will provide funding for work looking at how climate change affects arid land ecosystems.The five-year National Science Foundation grant to the Sevilleta (she-vee-YEH'-ta) Long-Term Ecological Research site located in central New Mexico was announced Wednesday by U.S. Sens. Tom Udall and Martin Heinrich.
The research will examine ecological consequences of rising temperatures and increasingly variable rainfall on drylands and be led by University of New Mexico scientists collaborating with ecologists from Northern Arizona University and Rice University in Houston.
The research will be conducted in and near the Sevilleta National Wildlife Refuge located north of Socorro.

Gov. Asa Hutchinson on Monday announced the appointment of Jeff Baskin of Little Rock to replace David Bazzel on the state Parks, Recreation and Travel Commission.
Baskin's appointment to the commission expires Jan. 14, 2023, the Republican governor said in a news release. Baskin is chief meteorologist for the Fox affiliate KLRT in Little Rock. Bazzel is a radio show host on 103.7 FM.
Hutchinson has reappointed four members to the Arkansas Rice Research and Promotion Board for terms expiring June 30, 2020. They are Roger Pohlner of Fisher, Bryan Moery of Wynne, Joe Christian of Jonesboro and Jay Coker of Stuttgart.
The governor reappointed four members to the Arkansas Soybean Promotion Board for terms expiring June 20, 2020: Rusty Smith of Des Arc, Shannon Davis of Bono, Doug Hartz of Stuttgart and West Higginbothom of Marianna.

Scientists have developed a form of genetically modified rice that could help prevent the spread of HIV. In a recent journal article published in the Proceedings of the National Academy of Sciences, researchers explained how they modified the strain to rice so that it can now produce HIV-neutralizing proteins. 
The news is the latest novel way to deal with the devastating widespread disease. Despite massive leaps forward in knowledge and prevention methods, there are still about 37 million people living with HIV around the world. 

One in 25 African adults affected by HIV

According to to the World Health Organization, that’s about 0.8 percent of adults between 15 and 49 years old. Africa has the largest population of people living with HIV, about one in twenty-five adults are affected by the illness. In 2017 alone more than, 900,000 people died from HIV-related illnesses. 
For many economic and political reasons, HIV treatment has become more widely available in the West. In the US, known cases of HIV infections dropped from 135,000 in 1985 to 50,000 in 2010, according to the Centers for Disease Control and Prevention. 
This dramatic reduction in the disease is achieved through a combination of better education about the spread of the disease as well as the development of oral HIV medication. However many of these medicines are not available in developing countries so scientists are looking for other ways to help reduce the disease. 
The modified rice produces two types of proteins and one kind of antibody that can bind to HIV viruses. Once the rice is grown its seeds can be processed on-site to make a topical cream containing the proteins.

The cream can then be applied to the skin to allow the proteins to enter the body.

China Cultivates Salt Water Rice With a Yield That Could Feed Over 200 Million People

The researchers say the cost of making the cream is really low and that they hope people living in affected areas can grow the rice, make the paste and apply it themselves. 
While the idea is an exciting breakthrough in helping reduce the number of HIV infections, the scientists still have a lengthy testing process to do to ensure that the genetically modified rice doesn’t pass on any harmful side effects to humans. 
The idea also goes some way to perpetuate the gap between different expectation for people around the world. It would be unheard of to expect a person living in New York to grow their own rice to then make a cream for application to assist in the prevention of a deadly disease, but structural racism and corporate greed means this is a genuine suggestion for people in third world countries.

Hybrid rice seed to significantly increase yield, exports

The commercialisation of Hybrid Basmati seed, expected to be achieved by 2019-2020, will boost farm income as well as exports, Shahzad Ali Malik, chief executive officer of Guard Agricultural Research and Services (Guard Agri) said.

Talking to a group of journalists, Malik said with the development of high-yielding fine rice seed varieties, Pakistan would finally end stalemate in production of Basmati rice. The development of an ideal hybrid Basmati seed was a cumbersome process.

“It is not a simple job. We have been working on development of Basmati strain with the help of hybridisation for last several years. After going through a tedious task, with the help of Chinese experts, our scientists have arrived at the advance stage of carrying out its trial,” he said.

Malik, who has pioneered the launch of high-yielding coarse varieties of hybrid rice seed in the country, said farmers of fine rice varieties would also be able to earn significantly more income soon with the cultivation of hybrid Basmati rice.

The development and launch of hybrid rice seed of coarse varieties has helped many farmers in Sindh and Balochistan to double the per acre yield as compared to earlier varieties, reduce cost of production, and increase income significantly. At the national level, quantum jump in rice production has resulted in export surpluses, leading to rise in export earnings tremendously.

Local consumption of premium rice has also been on the rise with passage of time. However, it requires jump in Basmati rice production, which has been prime choice of farmers living in north and central Punjab for centuries.

Keeping in view the consumption trend in local and overseas markets, Malik said the intensification of Basmati rice assumes paramount importance. Thus, share of Basmati trade in overall rice export needs to be increased in coming years to spur growth on a sustained pattern.

With the launch of hybrid Basmati strains, he said the competitive edge of Pakistani Basmati exporters would be bolstered by greater exportable surplus, which might lead to add another billion dollars in rice exports in the coming years.

Pakistan has seen a surge in rice exports in recent year, but it still needs to be improved given the immense agrarian base of the country and potential of scientific development in research. With the Chinese assistance, new varieties of rice hybrid seed already resulted in increasing productivity and exports. It is a win-win situation for all stakeholders, ultimately playing a role in building the national economy, the CEO of Guard Agri said.

With the addition of the new hybrid Basmati rice varieties, farmers in Punjab would be able to increase production manifold. The added quantities would definitely increase exports to traditional markets, Malik said.

Coming back to hybrid Basmati seed, Malik said, typically, minimum seven to eight years were required to develop a new seed variety. “We are facing a few challenges in development of hybrid Basmati, which are being addressed with back-crossing by breeders this year.”


The CEO said, “We are hopeful of increasing hybrid Basmati rice yield to 70 to 80 maunds per acre, which is almost double the present average yield.” The new hybrid Basmati variety would be extra-long grain, especially after cooking and non-stickiness.

“We are expecting to retain some aroma in hybrid Basmati seed, although, now it is not one of the primary features of new varieties being developed in other countries. The hybrid Basmati available in world markets nowadays doesn’t have much of aroma, so it is no more a primary characteristic of Basmati rice,” he observed.

DA: P20B for farmers a must with rice tariffs

The agriculture chief, however, said such may not immediately lead to lower rice prices.

THE national government must spend P20 billion to roll out interventions that will help rice farmers cope with the scrapping of the quantitative restriction (QR) on rice if it wants the price of the staple to drop by P7 per kilogram (kg).
Agriculture Secretary Emmanuel F. Piñol also said the decline in prices will not happen immediately after the QR on rice is replaced with tariffs. The Department of Finance projected in December that the price of the staple will go down by P7 per kg if the import quota is replaced with a 35-percent tariff.
“[The decline in prices] may happen in three to  four years; maybe at the end of the term of the President,” Piñol told reporters at the sidelines of the Department of Agriculture’s (DA) budget hearing at the House of Representatives on Thursday.
“[This will happen] provided that all the tariffs collected from rice imports will go to the rice sector,” he added.
Bills that would amend Republic Act (RA) 8178 and convert the country’s rice QR into tariffs prescribe the set up of a rice competitiveness enhancement fund. The RCEF will consist of all the tariffs collected from rice imports and would be earmarked for the development of the rice sector.
Based on their estimates, Piñol said the RCEF would amount to around P21.6 billion annually, based on an import volume of 2 million metric tons (MMT) at an average quotation of $500 per metric ton.
“If that happens, then our farmers will be able to improve their productivity, increase their production and lower their cost of production. In the process, we will be able to compete with imported rice being brought into the country,” he said.
“And in that process, we will realize the statement of the President that the price of rice in the market would go down by P7 [per kg]. What the President announced would only be felt when all the support to the rice industry has been delivered,” Piñol added.
Amending RA 8178
The agriculture chief also said he supports the amendment proposed by Albay First Representative Edcel Lagman to House Bill (HB) 7735, or the Revised Agricultural Tariffication Act. The bill seeks to amend RA 8178 to remove the QR on rice and replace it with tariffs.
“It puts an unequivocal and clear statement in the law that the tariffs collected from rice imports would automatically go to the RCEF. It will assure that the rice industry could stand up an inundation of imported rice,” Piñol said.
“It will give an assurance to both members of Congress who are pessimistic about the effectiveness of tariffication and of course, industry stakeholders, [who will make] a little sacrifice, which is to allow imported rice to compete with them. They will be protected by the government, that’s what Congressman Lagman wants,” he added.
During the DA’s budget hearing, Lagman said he seeks to put a “clearer” language in one of the provisions of the tarrification law that would exempt the collected rice import tariffs would be automatically approriated to the RCEF.
“Proceeds from the fund should not be subject to [General Appropriations Act]. It should be released automatically by the [Department of Budget and Management] on a periodic basis,” he said.
“So that we are not going to debate anymore how the fund will be appropriated. This will also assure the amount will be released to RCEF automatically. So that we will be able to help the DA and the country,” he added.

BENGALURU, Aug 2 (Reuters) - Rice prices in top exporter
India rose this week on concerns of lower production due to
below-normal rainfall, while traders in Thailand and Vietnam
kept a close eye on the possibility of flooding in major rice
growing regions.
Rates for India's 5 percent broken parboiled variety
<RI-INBKN5-P1> rose by $3 to $392-$396 per tonne this week amid
modest demand, after falling to the lowest level since April 20,
2017 last month.
"In many rice growing pockets rainfall is lower than usual.
It could hit production," said an exporter based at Kakinada in
the southern state of Andhra Pradesh.
Farmers in India had planted summer-sown paddy rice on 19.76
million hectares as of July 20, down 12.4 percent from a year
ago.
India is likely to receive below-normal monsoon rains in
2018, a private weather forecaster said on Wednesday, raising
concerns over farm output in Asia's third-biggest
economy.
Meanwhile, a senior food ministry official from neighbouring
Bangladesh, which emerged as a major importer of rice in 2007,
said the country does not have any plan to import rice for now
due to higher local procurement.
Thailand's benchmark 5 percent broken rice <RI-THBKN5-P1>
rose slightly to $385-$393 per tonne this week free on board
(FOB) Bangkok, from $380-$385 last week on a stronger bhat, but
demand remained flat, traders said.
"There is interest from markets like the Philippines,
Indonesia and Malaysia, without any deals ... If prices remain
low, these might turn into deals," a Bangkok-based rice trader
said.
Thailand is in the middle of harvesting its off-season
crops. But, heavy rainfall has increased the risk of flooding,
which could pressure supplies.
Traders are also keeping an eye on the water levels at 11
major dams, including several located upstream to the rice bowl
in central Thailand, which have risen to near their storage
limit.
Authorities, however, have stressed that flooding is not
imminent.
"If the release of water results in prolonged flooding, then
it could damage crops and increase prices," another trader said.
In Vietnam, rates for 5 percent broken rice <RI-VNBKN5-P1>
were $385-$395 a tonne, versus $390-$395 a week ago.
"Trade is quiet as we are focusing on delivering the deals
signed before," a Ho Chi Minh City-based trader said
"Flood water is rising in the Mekong Delta, prompting
farmers to speed up their harvest of the summer-autumn crop."
Government officials said on Wednesday floods from a burst
dam in Laos had inundated thousands of hectares of paddy fields
in the Mekong Delta, Vietnam's rice bowl, although the damage is
limited and not expected to affect the country's export crop.
Farmers in the delta provinces have planted more than 1.69
million hectares of rice for the summer-autumn crop,
government data showed.

Furrow-Irrigated Rice Is Gaining Acres In The South

Rice irrigation in the south has historically been achieved using levees or dikes, which are built new each year to hold a shallow flood across fields. Gates are installed in each levee to regulate the depth of the flood and allow irrigation water to cascade from one paddy to another in the field. This method is still used on most of the rice acres in the South. A few growers in the Mississippi Delta region began furrow irrigating rice as early as the 1990s. In the last three to five years, furrow-irrigated rice has been adopted by many growers throughout the rice growing area of the Mississippi Delta.

A Common Misconception
Rice can only be grown in standing water, right? Wrong! Rice does need moisture to grow, just like the rest of our crops. The big difference is that rice will grow in a flooded environment whereas corn, soybean, wheat and cotton will not. The main purpose of flooding rice is for the weed control it provides. If weeds are controlled prior to flood, most grass and broadleaf weeds will not be able to germinate and emerge through the flood water.

Methodology
If you have ever driven through the Mississippi Delta in the summer, you’ve seen a rice field. The number of levees and whether they are straight or curved all depends on the slope of the field. Some will have levees so close together you can’t fit a combine header between them.
The time, labor, and equipment required to build and maintain levees each year makes furrow-irrigated rice an attractive option. Prior to planting, beds are constructed with the same equipment used for other furrow-irrigated crops. Rice is planted with a grain drill and pest management is conducted in much the same way as conventionally grown rice. Irrigation frequency is typically every two to five days depending on soil type, slope and irrigation pump output, among other factors.  Most growers will build a levee at the lower end of the field, or they will use a road or other land structure to capture and hold the water on the bottom of the field. This results in the bottom third of the field being permanently flooded throughout the growing season.

Risks and Benefits
The clearest benefit of furrow-irrigated rice is increased efficiency in planting, irrigation and harvest. Rice can often be no-tilled on beds from the previous year’s crop. Fields left bedded will dry out quicker in the spring, allowing for more planting days between precipitation events. Less labor is required to irrigate furrow rice in a timely manner, allowing more land to be used for rice production. Arguably the greatest benefit of this production method is harvest efficiency. Furrow-irrigated rice harvests like a wheat field, compared to having to harvest each paddy individually. Also, the fields can be re-bedded and left until spring, with corn or soybean no-tilled into the old rice beds.
Generally, there is not appreciable water savings compared to permanent flood, although this is not the case in all fields. More support equipment would likely be needed to keep up at harvest. Nitrogen deficiency and reduced yields on the top third of fields can be an issue due to leaching where the soil is intermittently wet and dry but never flooded. Weed control can be a challenge without the permanent flood to aid suppression of weeds. Unfortunately, some crop insurance companies refuse or are hesitant to insure furrow-irrigated rice.

Future of Furrow-Irrigated Rice
Furrow irrigation is not the answer for all rice fields. There will always be fields where permanent flood will be the preferred irrigation method. Research is being conducted across the Mississippi Delta to determine which of our current varieties and hybrids are better suited to this production method. Other research includes fine tuning fertilizer and pesticide recommendations to address challenges faced as this production technique increases in adoption across the south.

Tariff on imported rice to rake in P20-B yearly

MANILA — The proposed tariff system may bring in at least PHP20 billion every year to the agricultural sector, Department of Agriculture (DA) Secretary Emmanuel Piñol told lawmakers on Thursday.
During the budget deliberations of the House appropriations committee on the DA’s proposed PHP49.8-billion budget for 2019, Piñol said the duties collected from importing the food staple under the proposed tariffication bill shall be channeled to the rice competitiveness enhancement fund (RCEF), which is meant to increase farmers’ productivity by providing necessary support services.
“We just urge Congress to make sure that the tariffs collected from the imported rice should go to RCEF, because as I’ve said earlier kung mabibigyan po tayo ng enough funds for the rice industry at mabigyan natin ng magandang binhi ang ating mga magasasaka, magi-improve yung ating ani (if the rice industry would be given enough funds, and we provide good seeds to our farmers, then they could improve their crop yields),” Piñol said.
“We will be able to provide free seeds, free fertilizer and subsidize machine and equipment needed by our farmers,” he added.
He said the rice tariffication bill, which President Rodrigo R. Duterte certified urgent, could also help bring down the price of rice by as much as PHP7 per kilo.
Kaya nga sabi ko yung PHP7 na reduction sa presyo achievable yun (The PHP7 reduction in the [price of rice] is achievable) but it’s not going to happen tomorrow. It is going to be the result of providing the needed interventions of the rice industry to increase productivity so that the production cost would go down,” he added.
The DA chief said if only all the proceeds of the tariff system would be turned over to the RCEF, the rice industry “will surely be boosted.”
Albay Rep. Edcel Lagman said the bill should be amended by ensuring that all proceeds from the said fund shall be released automatically by the Department of Budget and Management on a periodic basis.
The bill seeks to put in place safety nets for Filipino rice producers and rice consumers by imposing tariffs in lieu of quantitative restrictions on rice imports.
The RCEF shall be allocated and disbursed as follows: 20 percent of the fund will be set aside for a rice endowment fund; 20 percent as credit subsidy or grants for purposes of increasing rice farms modernization, mechanization, and production efficiency; 20 percent for rice crop finance; 20 percent for postharvest facilities, logistics, storage, transportation facilities, and infrastructure projects; 10 percent for rice scholarships and vocational education; and 10 percent for research and development.
Under the bill, the country’s minimum access volume (MAV) for rice will revert to its 2012 level of 350,000 metric tons (MT) as indicated in the Philippines’ commitment to the World Trade Organization (WTO), from the current 805,000 MT.
The bill proposes to set the bound tariff rate at 35 percent for imported rice originating from member-states of the Association of Southeast Asian Nations (ASEAN) region, aligned with the ASEAN Trade in Goods Agreement (ATIGA), regardless of volume.
It also proposes to impose a most-favored nation (MFN) tariff rate of 40 percent for in-quota rice imports from non-ASEAN WTO member countries, while a 180 percent MFN tariff rate shall be imposed for volumes imported outside the MAV.
DA’s cash-based budget for next year went down by 1.8 percent compared to last year’s cash-based equivalent of PHP50.7 billion.

Vietnam’s rice exports on the rise

Hanoi (VNA) – Vietnam’s rice exports in the first seven months of this year brought home 2 billion USD, rising 32 percent against the same period last year.

From January to July, the country sold 3.86 million tonnes of the grain abroad, a year-on-year increase of 12.8 percent.

In the first six months of the year, China remained the largest importer of Vietnamese rice with 1.13 million tonnes, followed by African market with 537,000 tonnes, the Philippines with 429,000 tonnes, Indonesia with 776,000 tonnes, and Malaysia with 305,000 tonnes.

Vietnamese exporters have paid due attention to the Chinese market, which accounts for 40 percent of country’s total rice exports. However, China’s import policies and technical barriers pose considerable challenges for Vietnamese firms, said Nguyen Trung Kien, Chairman and General Director of the Gentraco Feed Joint Stock Company.

“China is a choosy market. If Vietnamese products, from pork to vegetables and fruits, do not meet quality requirements, they will be rejected”, he said.

Kien recommended that the Government support exporters in terms of policies and the agricultural sector should give guidance to farmers to produce high-quality products, meeting market’s demand.

Experts said that demands for rice will grow in the last quarter of the year. Five traditional importers of Cuba, Iraq, Indonesia, the Philippines and Malaysia possibly purchase 3-4 million tonnes of rice. However, the Philippines may prefer Thai rice due to its competitive price as the country is importing rice under the minimum access volume (MAV) scheme.

Meanwhile, Bangladesh intends to buy 400,000 tonnes of rice from Vietnam among 700,000 tonnes it will import in August.

Vietnamese firms are sending 60,000 tonnes of rice to Cuban market, and 30,000 tonnes to Iraq every month.-VNA

Agriculture experts for increasing cultivation of Aus rice

Agriculture experts at a crop cutting function have called for enhancing less irrigation-water consuming Aus rice cultivation as an additional cereal crop to increase rice production for attaining food security.
They made the call at the function organised for harvesting BRRI dhan 48 variety Aus rice on the exhibition plot of farmer Sultan Ahmed at Jamuna Block of Durgapur union under Ulipur upazila of Kurigram on Wednesday afternoon.
Ulipur upazila agriculture office of the Department of Agriculture Extension organised the function for the farmers to exhibit cultivation technologies of BRRI dhan 48 Aus rice and inspire them in enhancing cultivation of the crop.
With Ulipur upazila nirbahi officer Muhammad Shafikul Islam in the chair, Ulipur upazila chairman Md Haider Ali attended the function and launched crop cutting of BRRI dhan 48 Aus rice as chief guest.
Ulipur upazila agriculture officer of the DAE agriculturist Ashok Kumar Roy, additional upazila agriculture officer agriculturist Abdul Gaffer, Durgapur union chairman Abed Ali Sarder, sub-assistant agriculture officer Abdul Aziz and farmer Sultan Ahmed, spoke.
Agriculturist Roy narrated the importance of popularising Aus rice cultivation using seasonal rainwater to gradually replace costly Boro rice farming for reduce lifting of underground water to improve environment, ecology and biodiversity.
‘Cultivation of the short duration (100-105 days) BRRI dhan 48 Aus rice requires only 3-4 irrigations to get average yield rate of 5 tonnes of the crop in terms of paddy per hectare after harvest when Boro rice farming requires 20-30 times irrigations,’ he said.
Agriculturist Gaffer said the present government has taken various steps, including distribution of special incentives and quality seed, to enhance cultivation of eco-friendly and short duration Aus rice varieties like BRRI dhan 48 using the latest technologies.
‘The farmers can increase rice production by enhancing cultivation of Aus rice, mostly using unused seasonal rainwater, during the off season as an additional substitute cereal crop to costly Boro rice farming without hampering Aman rice cultivation,’ he said.
The chief guest urged the agriculturists to disseminate latest technologies to farmers for enhancing Aus rice cultivation during the off-season between late May and early August to gradually reduce costly Boro cultivation that requires huge irrigation water.

India's 2018 monsoon likely to be below average after poor start to season

NEW DELHI (Reuters) - India’s monsoon rains, a crucial element for the country’s farm output, are likely to be below average in 2018, after the country experienced tepid rainfall during the first half of the season.

There is a 47 percent chance of India recording below average rainfall during the second half of the monsoon season which stretches between June to September, India’s weather office said in a statement on Friday.
For the first two months of the monsoon season, rainfall was below average, according to India Meteorological Department (IMD) data.
The monsoon rains could be considered the lifeblood of India’s $2 trillion economy since the farm sector contributes 14 percent of the country’s economic output and employs more than half of its 1.3 billion people.
A spell of good rains could keep a lid on inflation by holding down food prices, potentially tempting Prime Minister Narendra Modi to bring forward general elections due in May 2019.
Lower rainfall could add to the woes of those dependent on agriculture for a livelihood. Indian farmers, who have been hitting the streets to protest low income levels, are a crucial vote bank for a poll-bound Modi.
There is a 41 percent chance of India experiencing average rainfall, and 12 percent chance of above average rainfall during the second half of the monsoon season, the IMD said.
“The rainfall for the country as a whole during the second half of the season is likely to be 95 percent of the long-period average,” the IMD said.
Modi has set an ambitious target of doubling farmer’s income by 2022.
Farmers have planted summer crops on 73.8 million hectares (182.3 million acres) of land as of July 27, down 7.5 percent from a year ago, the Department of Agriculture Cooperation and Farmers Welfare said.
India is the world’s biggest producer of cotton and pulses and the second-biggest producer of sugar and rice.
The IMD had forecast earlier that India in 2018 would receive rainfall measuring 97 percent of the long-term average.
The agency has accurately forecast the monsoon season only once in every five years in the last two decades, even after allowing for a margin of error of plus or minus 5 percentage points.

Togo: From 2008 to 2017, rice output rose by more than 64%

(Togo First) - From 2008 to 2017, Togo’s rice output soared by more than 64%, from 85,637 metric tons to 140,519 metric tons (Mt). This was revealed July 31, 2018, during a meeting gathering various actors of the sector.
On this occasion, the actors set output target for 2018 at 232,750 Mt, including 139,650 Mt of milled rice.
In order to achieve this goal, sown areas would be increased. Meanwhile, producers are asking for tax exemptions on agricultural equipment and inputs as well as better access to bank loans.  
Actors present at the meeting recommended the use of rice varieties that are more suited to rainfed farming and a better organization of the sector.

About 1,000 bags of desi gram and 300 bags of tuar reported for auction in Nagpur APMC,
according to sources.

Chinese researchers charged in conspiracy to steal US rice technology

CHICAGO, Aug 4: Two agricultural researchers from China were charged on Friday in connection with a 2013 attempt to steal U.S. rice technology for use in the medical field.A US grand jury indicted Liu Xuejun, 49, and Sun Yue, 36, for conspiracy to steal trade secrets and conspiracy to commit interstate transportation of stolen property, according to the U.S. Attorney’s Office for the Eastern District of Arkansas.
Lawyers for Liu and Sun could not immediately be reached for comment. The Chinese Embassy in Washington also could not immediately be reached. The charges come as the United States and China have slapped tariffs on imports of billions of dollars’ worth of each other’s goods in an escalating trade war.
The United States alleges that China steals US corporate secrets and wants it to stop doing so. “Today’s indictment of Liu and Sun should not go unnoticed by those who seek to steal our trade secrets and technology,” said Diane Upchurch, special agent in charge of the FBI’s field office in Little Rock, Arkansas.
In recent years, US law enforcement officials have urged agriculture executives and security officers to increase their vigilance and report suspicious activity involving farm products, citing a growing economic and national security threat to the sector.
Liu and Sun traveled to the United States to visit rice research and production facilities, including those in Arkansas and Kansas, U.S. officials said. On their way back to China, U.S. customs agents found stolen rice seeds in their luggage, they said. The seeds were engineered by a company named Ventria Bioscience to contain certain proteins that can be removed from the rice and used in medicines and pharmaceutical products. “It is important that this intellectual property be respected and protected from would-be thieves in order for Ventria to sustain itself and continue to thrive as a business,” Scott Deeter, Ventria’s chief executive officer, told Reuters in an email. The researchers’ trip was organized by two other agricultural scientists from China, Weiqiang Zhang and Wengui Yan, according to prosecutors. Zhang and Yan, who were working in the United States, have previously been convicted in connection with the case and sentenced to prison.

Rice Imports Top $670m in Four Months

A total of 662,798 tons of wholly or semi-milled rice worth more than $674 million were imported into Iran during the first four months of the current Iranian year (March 21-July 22) to register a 2.8% and 11.9% rise in weight and value respectively compared with the corresponding period of last year, based on the latest data released by the Islamic Republic of Iran Customs Administration.

Rice accounted for 5.74% and 4.44% of the weight and value of Iran’s total amount of imports over the period respectively, Mehr News Agency reported.
India and Pakistan are the main exporters of rice to Iran.

Lack of coordination hurting rice imports

President Rodrigro Duterte’s call to traders to help boost the rice buffer stock of the National Food Authority to provide consumers continuous access to affordable rice may be imperiled because of the lack of coordination among government agencies in implementing the presidential directive. This emerged after the Bureau of Customs seized some 100,000 sacks of imported Thailand rice bought by Sta. Rosa Farm Products, one of the first companies to heed the president’s call and pledge to provide at least 700,000 sacks of rice to help replenish the NFA stock. 
The different varieties of imported rice was intended to be sold between P34 and P37 per kilo in Metro Manila, which was facing a shortage in NFA supply and to complement the “Tulong sa Bayan” caravan aimed at bringing affordable rice to Filipino consumers.
“Our company immediately responded and committed to help the government when the president publicly announced that he was scrapping the import quota in order to bring in more rice and bring down the prices for the benefit of consumers, particularly the low-income households” said Jomerito Soliman, owner of Sta. Rosa Farm Products.
“And despite our efforts to coordinate with appropriate government agencies―all backed by documents―our rice imports were seized. This is not very encouraging to rice traders,” Soliman said.
Soliman presented documents, all with received stamps by relevant government agencies, to prove that the papers for his rice importation were in order. 
President Duterte in April made separate public pronouncements that he was abolishing the quota on rice importation by private traders to ensure the NFA rice reserves are sufficient, affordable and accessible to consumers as long as they pay the proper tariff.
Soliman said Sta. Rosa Farm Products heeded the government’s directive to help the NFA boost its rice stock and to lower the price of rice, but the lack of coordination among implementing government agencies led to the seizure of some 100,000 sacks of rice it imported from Thailand. These were later auctioned off by the BoC even before the expiration of the prescribed period for appeal.
The NFA, in a letter dated July 27, 2018 addressed to Soliman, upheld the rice importation of Sta. Rosa Farm Products, saying it was in line with the president’s order removing the rice quota on importation, subject to 50-percent tariff imposed by the BOC.

“But now, I am being falsely charged and tried before the bar of public opinion for allegedly violating the laws and portrayed as a hoarder. This is totally untrue.” Soliman said.To disprove the allegation that he was a hoarder, Soliman presented a report submitted by NFA Bulacan provincial manager Elvira Cruz Obana to NFA administrator Jason Aquino, saying that as per order of the president and inspection by the agency’s enforcement team for possible hoarding of NFA rice in the Malolos warehouse of Purefeeds Corp. and its sister companies, which he owned, authorities found no evidence of hoarding.

“Malicious rumors harm all traders like me who conduct their operations with full transparency in accordance with the law and in coordination with the relevant government agencies,” Soliman said.He said while legitimate rice traders supported the government’s drive against smuggling, his situation appeared to be unsettling importers who were willing to help the Duterte administration, in fear of being labeled as hoarders or smugglers.“We support the government’s drive against rice smuggling. Smuggling is not only detrimental to the interests of Filipino farmers, but also to the interests of legitimate rice traders like me,” he said.

Imran Khan’s First Test: Pakistan’s Troubled Economy

Aug. 4, 2018ISLAMABAD, Pakistan — The economic mess awaiting Pakistan’s new leader could take the thrill out of his election victory.
The country’s current account deficit, a broad measure of the imbalance between imports and exports, has soared to an alarming $18 billion. Foreign currency reserves would cover less than two months of imports.
The Pakistani rupee is shaky, tax collection is scandalously low (last year, in a country of 200 million, fewer than a million people paid any taxes) and Pakistan was recently returned to an international “gray list” for failing to curb terrorism financing, making foreign transactions more complicated and expensive.
So what’s a new prime minister to do?
Imran Khan, the former cricket player whose political party won Pakistan’s disputed election late last month, vowed to tackle the distressed economy the moment he ascends to the premiership, which is expected to happen in the coming days.
But the task will be made more difficult because Pakistan has sandwiched itself between two financial powers: China, from which it has borrowed heavily, and the Western-dominated International Monetary Fund, which might be its short-term savior.
Pakistan has taken out billions in Chinese loans and run up a huge import tab bringing in bulldozers, train carriages and building materials as part of a Chinese-funded master plan to revamp its ports, roads and railways.

That $62 billion plan, known as the China-Pakistan Economic Corridor, has been celebrated by both countries as a long-term investment that will increase trade. It is a cornerstone of a global infrastructure initiative that China calls Belt and Road.
Economists agree that for Pakistan’s economy to develop beyond rice and textiles, its main exports, it needs new infrastructure — a lot of it.
But in the meantime, the Chinese plan is pushing Pakistan’s deficits to unsustainable levels. The country’s debt is rising rapidly and it is running out of hard currency to pay its bills. Pakistani economists say that Mr. Khan’s team will have no choice but to beg the monetary fund for a multibillion-dollar bailout, one of more than a dozen that Pakistan has received since the late 1980s.
That prospect doesn’t make the United States super happy.
“Make no mistake,” Secretary of State Mike Pompeo said this week. “We will be watching what the I.M.F. does.”
Mr. Pompeo objected to the idea of money from the fund being used by Pakistan to pay back Chinese loans.
“There’s no rationale for I.M.F. tax dollars — and associated with that American dollars that are part of the I.M.F. funding — for those to go to bail out Chinese bondholders or China itself,” he said.
Pakistan’s economy, it seems, has become yet another battlefield between the United States and China.

As the largest contributor to the fund, the United States has considerable sway over its decisions. And though the United States and Pakistan enjoyed close ties during the Cold War, the relationship has soured. President Trump froze aid to Pakistan at the beginning of the year, citing frustration with its tolerance of extremist groups that operate within its borders.
Economists say that if the United States tried to block a potential bailout, Mr. Khan’s fledging government could face a major crisis. It is unclear what the United States’ actual position is, and the fund would probably restrict Pakistan from redirecting bailout money to China. Several analysts said that Mr. Pompeo’s remarks were more an expression of frustration than a definitive statement.
Despite its troubles, last year the Pakistani economy grew at more than 5 percent, faster than most Western economies.
But things could change quickly if Mr. Khan’s government doesn’t get a rescue package soon, experts said. Among the concerns are soaring inflation, bank runs, capital flight and new import controls that would make it more difficult to buy items like computers and spare auto parts.
“The situation is certainly not good,” said Mohammed Sohail, chief executive of Topline Management, a brokerage firm based in Karachi, the country’s economic capital. “We could see growth tumbling, interest rates increasing, inflation.”
The trick for Mr. Khan will be managing expectations. He is a Pakistani success story: a legendary athlete who is good-looking, wealthy and connected to the global elite (he once played matchmaker for Princess Diana). His election could open new doors for Pakistan.
But how he handles the cold, hard numbers of Pakistan’s up-and-down economy, more than anything else, will determine his success.

Pakistan’s financial markets seem to like him. As soon as it was clear that Mr. Khan’s party was winning the July 25 election, the rupee gained value and Pakistani stocks surged. Mr. Pompeo’s remarks had the opposite effecton both.
This past week, Mr. Khan has continued his quest to win over enough independent lawmakers and those from smaller parties to form a coalition government.
The election was seen as heavily influenced by military and intelligence officials, who analysts say favored Mr. Khan and sidelined his competition. But his supporters see him as a figure of hope, having defeated two of the country’s powerful political dynasties based partly on his promises of a less corrupt and more equitable society. In his victory speech, Mr. Khan said he wanted to turn Pakistan into an Islamic welfare state.
That is going to be hard to deliver if Pakistan goes hat in hand to the monetary fund, as many expect. Considered the lender of last resort, it can be a stern taskmaster.
In return for lending Pakistan upward of $10 billion, the fund would most likely require more fiscal discipline. That could mean Pakistan would have to reduce public spending and increase the amount of taxes it collects. Both could be a drag on growth and are not exactly the moves a populist prime minister would like to make during his first days in office.
Pakistani economists say Mr. Khan faces a tightrope in trying to reconcile the fund’s demands with the goals of China’s infrastructure plans.
“These are our two masters,” said Turab Hussain, an economics professor at the Lahore University of Management Sciences. “How do you serve both?”

Though China is a member of the monetary fund and one of its biggest contributors, it has a different philosophy when making its own loans. Getting paid back is not its only, or maybe even primary, goal.
As it seeks new markets for its construction companies and new pathways to ship its goods, China is financing ambitious infrastructure projects across Central and South Asia. Beijing also views these projects as a way to project its power and secure allies.
The goal of the monetary fund, by contrast, is to stabilize distressed economies and help countries avoid unsustainable financial imbalances. It structures loans with strict conditions to increase the chances the country will clean up its finances and be able to pay back its loans.
While Chinese loans don’t have the same strings attached, they still have strings. In Pakistan, much of the profit from new power plants and roads goes straight back to Chinese companies.
And as China showed in Sri Lanka, it can be a hard-knuckled debt collector. When Sri Lanka couldn’t pay back the money it had borrowed, China snatched one of its biggest ports.
“Pakistan is clearly falling to the China side,” said Sian Fenner, lead Asia economist for Oxford Economics, a global research firm.
Even with a bailout from the monetary fund, she added, “I don’t see that changing.”

Local rice importers call for vigilance at ports, entry points to fight tax invasion

Local rice dealers have called for more diligence at the ports and other entry points in a bid to prevent importers from under-declaring their goods.Media investigations have revealed that the country has been losing $21 million annually mainly through under-declaration and misclassification by importers. Speaking to Joy Business, the Executive Secretary of the Ghana Rice Interprofessional Body (GRIB), Evans Sackey, said the industry can only be competitive if the importers pay the right duties at the ports of entry.

“The ability and potential to produce is there, the difficulty is what we have been talking about. When these rice importers under-declare their goods at the ports, it makes their rice cheaper than what is produced locally."Now that they have realised that the GRA is losing money, authorities have begun talking about it,” Mr Sackey said.He added that “if somebody is able to cut corners to import rice into the country and the price becomes so low then, the local producers don’t have the motivation to produce."Therefore if the tracking system can be done very well and we make sure that, these guys pay the right duties at the port, then the local producer will have space to produce since they can all compete head-on on the market.”
Documents sighted by Joy Business and the B&FT shows that the majority of the large rice importers are all culprit in the corrupt act.
For example, in June 2017 for a quantity of 500MT 1kg bagged fragrant rice bought by one of the importers in Vietnam at $572 and valued at $286,000, the importer under-declared it at $440 giving it a total value of $220,000.
Mr. Sackey in his analysis stated that “I think also that the vigilance and human interference at the ports should be reduced in terms of how duties are paid which will ensure that they right duties are paid on rice.

"This measure enables GRA to be able to monitor all the things that come into the country.”
Ghana’s current rice consumption is about 1.8 million tonnes, with local rice production less than 600,000 tonnes. The Ministry of Agriculture is expecting rice production to hit about 630,000 tonnes by end of the year.

Agri agencies: Rice tariff bill to benefit farmers

THE Department of Agriculture (DA) and the National Food Authority (NFA) expressed support for a consolidated rice tariffication bill that President Rodrigo Duterte wants passed, saying it would further aid Filipino farmers and increase the Philippines’ food production.
This came after a consumer group renewed its opposition to the measure, saying it would doom the country’s rice sector.
At the sidelines of the DA’s budget hearing at the Batasang Pambansa in Quezon City on Thursday, Agriculture Secretary Emmanuel Piñol said the measure would increase farmers’ harvest, lower production costs, and improve incomes, as long as the tariff collected from imports would go to the rice industry.
“There should be an equivocal and clear statement in the proposed law that the tariff to be collected will automatically go to Rice Competitive Enhancement Fund (RCEF), because [that would ensure]that [the]rice industry would be able to stand up” to rice imports,” he added.

Under the measure, the rice-import quota enjoyed by the NFA would be removed and businessmen would be allowed to import the staple with the corresponding tariff rate.Once it is enacted, the country’s Minimum Access Volume (MAV) for rice shall revert to its 2012 level of 350,000 metric tons (MT) from the current 805,000 MT.The bill, which has Speaker Gloria Macapagal Arroyo as a principal author, shall be tackled in a plenary session of the House of Representatives and predicted to be approved on third reading next week.
The DA projects that if the country imports 2 million metric tons (MT) with a 40-percent tariff, about $400 million (P21.24 billion) could be generated annually.If the bill is passed, Piñol said, his department shall give to farmers free quality seeds that will double the rice they harvest and “even subsidize their farm equipment.”He emphasized, however, that rice tariffication would not lower local rice prices.“Tariffication is the option we have to implement to protect our farmers from the inflow of imported rice in view of the lifting of the quantitative restriction as part of our commitments to the World Trade Organization (WTO). It has nothing to do with the price of rice,” he said.
Its effect would only be felt after all support for the industry has been delivered, he added.The NFA echoed Piñol’s support for the bill’s enactment, with spokesman Rex Estoperez saying it would be good for the economy.“As long as the welfare of our farmers is considered, we’re OK with it. We support the farmers,” Estoperez said.“However, it should be clear to all in what forms of support are we talking about,” he added.
In response to claims that rice tariffication would only “empower smugglers,” the NFA spokesman said smuggling would only happen “if government agencies in charge are not extending their monitoring.”Public advocacy group Foundation for Economic Freedom also expressed support, with chairman and former Finance Secretary Roberto de Ocampo saying that implementing “the President’s order to liberalize rice importation by the private sector” is needed.
According to him, allowing private businesses to import the staple is one way to help fight the country’s rising inflation.In a statement on Wednesday, Cathy Estavillo, spokesman of rice watchdog Bantay Bigas, said the bill “is a death warrant or certificate for the Philippine rice industry, poor consumers, and producers.”
According to her, rice farmers and consumers has been suffering from the impact of rice imports, though with quantitative restriction (QR), since the country’s entry to the WTO. It depressed farmgate prices, bankrupted and displaced farmers, and prompted retail prices to rise. WITH ED VELASCO
Senator Villar eyes P10-B rice competitiveness fund

DAVAO CITY – Senator Cynthia Villar is eyeing PHP10 billion for the rice competitiveness enhancement fund to help rice farmers mechanize and produce good seeds.Villar, chairperson of the Senate Committee on Agriculture and Food, said the move will help rice farmers who will be affected by the scrapping of the quantitative restriction (QR) on the importation of rice.Villar explained that the government will have to liberalize the importation of rice and abandon its protectionist rice policies in compliance with its obligations to the World Trade Organization (WTO).

The QR, a preferential trade deal secured by the Philippines after becoming a TWO member in 1995, prevents the influx of cheap rice from abroad to protect local farmers from foreign competition. The country has been imposing the QR for years but chose not to renew it with the WTO in June last year.

The removal of QR paves way for traders to import additional volumes of rice from Southeast Asian countries on a 35-percent tariff. The collected tariffs will then be used to fund mass irrigation, warehousing, and rice research.

Villar noted that liberalizing rice imports has been certified by the President as an urgent "to help ease inflation and bring down prices of the food staple by as much as PHP7 per kilo."

“This is also one of my focus," she said in an interview on Friday on the sidelines of the mass oath-taking of the Hugpong Pagbabago members in Tagum City.

Earlier, Agriculture Secretary Emmanuel Piñol said the national government must spend PHP20 billion to roll out interventions to help rice farmers.

However, Villar said the proposed PHP10 billion could be an initial allocation given that all rice tariffs would go to the rice competitive enhancement fund.“PHP 10 billion muna tapos lahat ng tariffs pasok ng pasok sa competitive enhancement fund (PHP10 billion first, then all rice tariffs will go to the competitive enhancement fund),” Villar said.The senator sees the need for farmers to mechanize and produce good seeds to increase production from four metric tons to six metric tons per hectare.

Mechanization also helps farmers cut down on labor cost, which is half of the total production cost, she said.Finance Secretary Carlos Dominguez III earlier said that liberalizing rice imports through the passage into law of the rice tariffication bill now pending in Congress is vital in helping low-income households cope with inflation, given that rice accounts for 20 percent of their consumption.
The bill will complement the social mitigation measures the government is implementing to further ease the impact of inflation on poor households, Dominguez said.The House of Representatives appropriations committee has already approved the funding provision for the consolidated version of its rice tariffication bill, while its counterpart in the Senate is still being discussed at the committee level. (Lilian C.
