retail dietitians at select grocery chains to enlighten consumers to all the
benefits of consuming U.S.-grown rice and to remind them to Think

incorporated into supermarket activities, communications, and events, and have
already yielded more than five million consumer impressions in the first two
weeks of this month-long campaign.

Bhubaneswar/Puri: Making BJP’s intent clear ahead of the upcoming
general elections, national president of the saffron party, Amit Shah, today
slammed the Biju Janata Dal (BJD)-led State government for its failure in
ensuring development of the State.
While addressing the executive meeting of party’s Mahila Morcha in
Puri, Amit Shah claimed that Odisha will become the No.1 State in the country
if BJP is voted to power in the next elections.
“Naveen Patnaik-led BJD government has been in power for 18 years
and no one else has got such a long term. But still Odisha is lagging behind on
several fronts. Give a chance to BJP under the leadership of PM Narendra Modi
and we will make Odisha top state in 5 years,” Shah said.
Shah also alleged that due to the unholy nexus between Odisha
government and rice millers, farmers are not getting right prices for their
produce.
“While PM Modi is engaged in ‘Make in India’, the Congress and
other opposition parties are attempting ‘Break in India.’ Recently, PM Modi
launched the Ayushman Bharat scheme to provide health cover of Rs 5 lakh to
nearly 10 crore population. But the people of Odisha will not get such benefits
as Naveen Patnaik did not implement fearing that Modi will become popular
here.”
“Naveen Patnaik is not worried about development, but is concerned
about his post. The government is here to go in 2019 and the day BJP comes to
power, we will implement the Ayushman Bharat scheme,” said Shah.
Shah further accused that there is a constitutional crisis in
Odisha as only a handful of corrupt officers are ruling here.
“In the last 3 years, 14 BJP workers have been killed in Odisha.
This will not deter the BJP to work for the poor in the State,” Shah said while
giving a clarion call to dethrone the BJD government in the State.
Responding to Amit Shah’s allegations, BJD vice-president, Surya
Narayan Patro said, “He (Shah) might have said to satisfy and encourage his own
party workers. People of Odisha will not vote for BJP.”
Congress working president, Naba Das on the other hand accused
both BJD and BJP for misleading people of Odisha.
“There is a competition between both the parties to mislead people
with fake assurances ahead of polls. But people of Odisha very well know that
neither the State government nor the Centre are working for their interests,”

Representatives from USA Rice and
the Louisiana Rice Promotion Board kicked off the "Think Rice Road
Trip" in Crowley today.
September is National Rice Month
and leaders from Louisiana's rice industry presented the Louisiana Food Bank
Association with a rice donation in recognition.
Michael Klein, Vice President of
Domestic Promotion for USA Rice, says, "The other thing was that we're
actually kicking off our Ride With Rice Road Trip. We're taking 3000 rice
cookers and 3000 pounds of rice that's been donated by the mills around the
country and we're driving around the country giving it out to people
encouraging them to get creative with rice."
Rice farmers and millers made a
donation, almost 100,000 pounds of Louisiana grown rice to those in need here
in the community.
"The Louisiana rice industry
has a dynamic impact in Southwest Louisiana and myself and other producers are
really keen on trying to share that awareness and grow throughout different
organizations,” Richard Fontenot, producer and rice farmer from Ville
Platte.
This "Think Rice" tour is
a way to make consumers who may not be familiar with rice more aware of what
rice actually is and where it's grown in the United States.
Fred Zaunbrecher, producer from
Acadia Parish, adds, "Our goal is to make people aware of rice, to make
them accept the product, and then to eventually use the product."
according to Kane Webb, Director
of Field Services for the USA Rice Federation, this year in total, Louisiana
rice industry and its mills and rice growers have donated many pounds of rice
to food banks in Louisiana.
"It's donated by the mills
in South Louisiana: Falcon Rice Mill, Supreme Rice Mill, Farmers Rice Mill, and
Planters Rice Mill,” explains Webb.
Another goal of this "Think
Rice" tour is to teach consumers the benefits of USA grown rice.

NFAC OKs additional
rice imports

To augment rice supply in the
country, the National Food Authority Council (NFAC) has approved the additional
importation of 500,000 metric tons of rice on top of the previously announced
250,000 MT standby authority.
According to Agriculture Secretary
Emmanuel Piñol, some 750,000 metric tons of total rice imports are expected
until the end of the year.
The Agri chief noted that it is up
to the NFAC to decide whether to go through a government-to-government or a
government-to-private sector bidding as long as they can bring in the rice
stocks as soon as possible.
He warned rice traders to release
their stocks before the rice imports arrive.
“If rice traders hoarding on stocks
right now believe that they can blackmail government or hold hostage
government, they’re wrong,” Piñol said.
Moreover, the Secretary noted there
will be no more importation of broken rice beyond 25 percent as it prevents
rice prices in the market from decreasing.
“The problem is that importers
allow the entry of 5 percent broken rice or fancy rice which is sold at high
prices (and therefore) does not help bring down the rice in the market,” Pinol
explained.
He also disclosed that another one
million metric tons of standby authority import has already been set for 2019.

TEMPO.CO, Jakarta - A lawmaker said the decision on rice import, which
has triggered controversy, was based on detailed analysis and study by the
government.
"The decision to import rice was made not without a
study," Hamdhani, a member of the Commission V of the House of
Representatives said on Saturday.
The controversy, first triggered by split of opinions between
government officials over the need for imports, was fanned into public debate
by politicians and government critics.
Critics said the government imported rice when the surplus was
abundant resulting in the farmer in difficulty to dispose of their surplus.
Trade Minister Enggartiasto Lukita defended the government
policy saying imports is needed to guarantee enough stock in anticipation of
shortfall in domestic supply.
Head of the Board of Logistic Budi Waseso and Agriculture
Minister Andi Amran were against imports.
Hamdani said the decision was made not by the Trade Minister
alone but it was decision at a coordination meeting under the Coordinating
Minister for Economy Darmin Nasution also signed by the Bulog chief and the
Agriculture Minister.
The import decision was to maintain stock to keep inflation
under control especially as the Agriculture Minister had said that food crop
farms were shrinking in size.
Head of the Presidential Staff Moeldoko, who is also the general
chairman of the Indonesian Association of Farmers(HKTI), said there was no
cause for making a big issue of the ricer import.
"One of my feet is in HKTI, and one with the government. I
have to explain especially to farmers, that we have to import rice to keep the
price stable," Moeldoko told reporters in Surabaya, on Thursday.
Moeldoko said whether it is necessary to import rice depends on
the condition of stock held by Bulog.
In separate place, Coordinating Minister Darmin Nasution said he
would invite the Trade Minister and the Bulog chief and the Agriculture
Minister to a meeting in a bid to end the polemic on rice import.
"Certainly I would bring them together. I am looking the
right time," Darmin said.
Darmin said he hoped that after the meeting there would be
confirmation that the rice import policy was approved at an earlier meeting.
He said the decision to import rice was made in the third
quarter of 2017 when rice price was rising and Bulog stock was only 978,000
tons as against the country`s monthly requirement of around 2.3 million-2.4

“Jokowi” Widodo that Indonesia did not need to import rice.
The statement was a reiteration of his
previous statements that the existing rice stocks and the ongoing
production of local farmers could fulfill the market demand up to
June 2019.
“I told the President that God willing,
[we] won’t have to import because Indonesia is an agricultural country
where everything is available,” Budi said during a roundtable discussion on
food security held by the Indonesian Chamber of Commerce and
Industry (Kadin) in Jakarta on Monday.
In April, the government decided to import 2
million tons of rice when the rice price had increased in the
local market.
Coordinating Economic Minister Darmin
Nasution said in August that the country had imported 1.4
million tons of rice. He said the government had canceled its plan to
import a further 600,000 tons because of technical problems.
Trade Minister Enggartiasto
Lukito previously said that rice warehouses were none of the
Trade Ministry’s business in response to a compliant by Budi that
Bulog had spent too much money to rent warehouses.
“Therefore, I hope this food issue will be
handled entirely by the state and is taken care of with integrity,”

MANILA, Philippines — Amid the
continued tight supply of Filipinos’ main staple in the market, the Philippines
is set to import 750,000 metric tons of rice until yearend and another one
million MT by 2019 to help stabilize prices and boost national inventory.
Agriculture Secretary Emmanuel
Piñol said the interagency National Food Authority Council (NFAC) has approved
the importation of the 500,000 MT of rice on top of the earlier approved
250,000 MT, for a total of 750,000 MT set to arrive until end-2018.
Piñol now chairs the NFA Council
after the grains agency has been officially transferred back to the Department
of Agriculture (DA) by virtue of Executive Order 62 issued last week.
The NFA Council members have been
known to disagree on matters of importation. The Council, in fact, deferred
several times earlier this year the proposal to import, which eventually led to
the wrong timing of arrival of stocks.
“It will all be 25 percent
brokens. The Council also approved the standby authority importation of one
million metric tons for 2019,” Piñol told reporters after the NFAC meeting on
Monday.
“The message we want to get
across to those hoarding rice right now is you better release your rice in the
market or else your stocks will be affected once the NFA importation arrives,”
he added.
The added importation for the
last quarter of the year will bring total imports to 1.25 million MT for the
whole 2018.
The NFA Council has yet to
determine the mode of importation for the 750,000 MT.
“I told them that I don’t care
how they do it, what alphabet they use in importing, whether G2P
(government-to-private), G2G (government-to-government) or XYZ, what is important
is that they bring in the rice stocks as soon as possible,” Piñol said.
“If the rice traders who are
holding on to their stocks right now believe that they can blackmail the
government, they are wrong,” he added.
Last May, the Philippines imported
the first batch of 250,000 MT which was immediately followed by another 250,000
MT in June.
The arrival of the second batch
has yet to be completed as only 162,000 MT has entered the country. The
imports, however, have failed to lower prices due to delays in the release in
the market.
The government now plans to flood
the market with the 750,000 MT of rice in hopes to finally bring down the price
of the commodity.
This after rice prices hit an
all-time this year, with the wholesale price of well-milled rice rising 17
percent to P45.51 per kilo and average retail price increasing to P48.93 per
kilo, up by 16 percent year-on-year.
The wholesale price of
regular-milled rice was P43.13 per kilo, 21 percent higher than the previous
year. Its average retail price also increased 20 percent to P45.71 per kilo.
Meanwhile, the government’s plan
to import another one million MT next year is still quite conservative,
considering the latest projection of the United States Department of
Agriculture (USDA) of 1.5 million MT.
This is amid high rice prices due
to tight supply, rising fuel prices, market distribution inefficiencies and
preparation for the midterm elections set in May 2019.
Production of milled-rice next
year is only seen increasing by one percent to 12.35 million MT from the
expected 12.23 million MT this year.
USDA said there may be slight
improvements in area planted as rice areas in 2019 will be at 4.85 million
hectares, less than one percent higher than the 4.84 million hectares this
year.
In terms of ending stocks, USDA
said the Philippines will likely end 2018 with a carryover volume of 2.78
million MT for 2019.

MANILA - The National Food
Authority Council has approved the importation of an additional 500,000 metric
tons of rice, Agriculture Secretary Manny Piñol said Monday.
Piñol said this will be on top of
the previously imported 250,000 metric tons of rice—a move that was made
earlier this year to boost local stocks amid supposed problems on local
supply.
The NFA Council also approved a
standby importation of 1 million metric tons of rice for next year, he said,
telling rice hoarders to release their stocks in the market.
"You better release your
stocks in the market or else pag inabutan kayo ng importation ng NFA,
masasagasaan 'yung stocks niyo," Piñol said.
The Agriculture chief earlier
said rice prices will likely stabilize in November with the help of imports. He
insisted there is no rice shortage but some traders may have hoarded supply.
President Rodrigo Duterte has
recently returned NFA management to the Department of Agriculture.
Duterte's Executive Order No. 62
also reorganized the NFA Council, making the Agriculture Secretary its

BJP To Guard ‘Mandis’ During
Paddy Procurement In Odisha: Pradhan
Bhubaneswar: In a bid to check irregularities during paddy
procurement, BJP workers will guard ‘mandis’ across Odisha, said Union Minister
Dharmendra Pradhan today.
“Since past several years, the paddy procurement in Odisha is
saddled with irregularities. There is resentment over the fact that farmers are
being harassed either by millers or middlemen over quality of their produce,”
said Pradhan adding that there will be protests if money is routed through rice
millers.
Pradhan’s statements came after Odisha Cabinet approved the Food
and Procurement Policy and set a target to procure 55 lakh metric tonne of
paddy, which is equivalent to 37 lakh metric tonne of rice, from farmers during
the Kharif marketing season.
Similarly, 23 metric tonne of rice will be used under public
distribution system (PDS) while surplus rice will be stored in the central pool
through the Food Corporation of India (FCI).
Official sources said that the proposals were cleared in the
cabinet meeting chaired by Chief Minister Naveen Patnaik today.
Besides, the State government has decided to disburse money to
farmers against their produce within three days. The money will be directly
transferred to the bank accounts of the farmers within 24 to 72 hours of
procurement.
Responding to a media query over the decision, Pradhan stated that
already several States have implemented such measures. He further informed that
the Government of India has hiked the minimum support price of paddy by Rs 200
per quintal. Hence, to ensure that the money reaches directly to the farmers,
BJP will guard the mandis to check several irregularities including the nexus
between middlemen and corrupt officers.
Odisha government’s assurance to make payments to farmers in 72
hours is a blatant lie, the Union minister said.
Earlier, Odisha Chief Secretary Aditya Prasad Padhi informed that
all the paddy procurement will be done through Primary Agricultural Cooperative
Societies (PACS) and Large Area Multi-Purpose Societies (LAMPS).
As there will be no longer deduction of three quintals of paddy
per head per family, it will beneficial to small farmers, official sources
said.
“Within 3 days of procurement from farmers, money will be
transferred to their accounts,” Padhi informed.
Apart from this, Odisha cabinet also approved the guidelines of
the new ‘Ama Gaon Ama Bikas’ scheme that will be effective from this year.
Already a budgetary allocation of Rs 1,250 crore has been made for the
implementation of the ‘Ama Gaon Ama Bikas’ scheme.
All the works under the scheme will be carried out by the
government and no contractors will be engaged for execution of works under the
scheme.
The cabinet also approved the Agriculture and Food Production
Service (Methods of Recruitment and Conditions of Service) Rules-2018 for
creation of new posts in Agriculture Officers Service cadre.

Egypt will import 300,000 tonnes
of rice during the 2018/2019 rice planting season, according to a recent report
by the US Department of Agriculture (USDA).
Moreover, it forecasts that
Egypt’s rice production will drop this year by 15% to reach 2.8m tonnes,
instead of the USDA`s previous forecast of 3.3m tonnes.
Notably, the Egyptian government
has taken measures, and enacted legislation to reduce cultivated areas of
water-intensive crops such as rice, in order to conserve vital River Nile
resources, as Ethiopia prepares to fill the reservoir behind a colossal dam
which it is building upstream.
In January, Egypt decided to
reduce the rice cultivation area from 1,100m feddans to 724,000 feddans.
Then in May, the government
agreed to increase the area allocated for rice cultivation by 100,000 feddans
only during this season, bringing the total area of rice cultivation to 824,000
feddans,
In June, Egypt announced that it
would begin importing rice, but the quantities were not declared.
For his part, Mostafa Al-Najari,
member of the grain division of the Federation of Egyptian Chambers of Commerce
and chairperson of the Rice Committee of the Agriculture Export Council, stated
to Daily News Egypt earlier, that he expects Egypt to import 400,000 tonnes of
rice in the period from August 2018 to August 2019.
On the other hand, Vice President
of the rice division, in the Chamber of Grain Industry, in the Federation Of
Egyptian Industries Mostafa Al-Saltisi, told DNE that importing rice threatens
the local market in Egypt.
He noted that Egypt’s main
problem in importing rice is that the quality of the other countries’ rice is
inferior to Egypt’s rice quality.
He elaborated that the decision
of reducing the area of rice cultivation is one of the most dangerous decisions
that Egypt took, explaining that Egypt’s main agricultural crops are grain and
rice, defining the decision as 100% wrong.
On the other hand, the USDA
expects that Egypt’s wheat imports during the current fiscal year (FY)
2018/2019, will increase by 1.62%, to reach 12.5m tonnes instead of 12.3m
tonnes.
Meanwhile, it predicts that the
local production of wheat would remain stable at 8.45m tonnes this year.
Notably, the Minister of Supply
and Internal Trade Aly Meselhi, indicated last April that Egypt aims to import
6m tonnes of wheat in the FY 2018/2019.

Duterte removes
non-tariff importation barriers to tame food inflation

MANILA - President Rodrigo
Duterte has signed an administrative order aimed at taming food inflation.
AO 13, signed by President
Duterte on Sept. 21, removes non-tariff barriers and streamlines administrative
procedures on the importation of agricultural products.
The order mandates the National
Food Authority, Sugar Regulatory Administration, in coordination with the
Department of Trade and Industry to “undertake immediate measures to remove
administrative constraints and other non-tariff barriers on the importation of agricultural
products.
The order will also streamline
procedures and requirements in the accreditation of importers and minimize the
processing time of applications for importation, and exempt traders that are
already accredited.
The order also seeks to facilitate
the importation of certain agriculture products beyond their authorized minimum
access volume, and liberalize issuance of permits and accreditation of traders
who want to import rice to break monopoly.
It shall also temporarily allow,
as may be necessary, the direct importation by sugar-using industries to lower
their input.
The AO also authorizes the NFA
Council to approve additional rice importation beyond the MAV commitment, which
refers to the amount of imports allowed to enter the country with lower
tariffs.
Meanwhile, the DA, shall issue
the certificate of necessity to allow the importation of adequate volumes of
fish to augment the 17,000 metric tons of fish imports already distributed in
the market.
The Bureau of Customs is also
directed to prioritize the unloading and release of agricultural imports. The
DA and DTI shall take “concrete steps” to improve logistics, transport,
distribution and storage of agricultural products to reduce input costs.
The President has also signed
three memoranda to expedite the release of agricultural products to the market
and ensure price stability.
Memorandum Order 26 orders the DA
and DTI to adopt measures to reduce the gap between farmgate prices and retail
prices of agricultural products.
MO 27, meanwhile, directs the DA,
Department of the Interior and Local Government, Philippine National Police,
and the Metropolitan Manila Development Authority to “adopt measures to ensure
the efficient and seamless delivery” of imported agricultural and fishery
products from ports to markets.
MO 28 directs the NFA to
immediately release existing rice stocks in its warehouses.
Economist and Albay Rep. Joey
Salceda earlier said the order would be a strong first step to liberalize rice
imports and has the potential to slow inflation to 6.1 percent in September
from 6.4 percent in August.

Hontiveros bares ‘tara
system’ in NFA

Hontiveros-Baraquel on Monday revealed the tara system within the National Food
Authority (NFA) involving the grains agency’s administrator Jason Laureano Y.
Aquino and other private rice traders and importers.
In a privileged speech, Ms.
Baraquel, citing her sources, said Mr. Aquino was allegedly being paid tara or
grease money between P100 to P150 per bag of rice in exchange for the issuance
of the certificate of eligibility or import permit. And with 20,000,000
imported bags of rice, the senator calculated the windfall to be around P2
billion.
“This is just the ‘entrance fee’
of the importer in order to be given the certificate of eligibility and import
permit. Other fees for various modus operandi are not yet included. The service
fees that the Jason Aquino administration imposes abruptly are not yet included
,” she said.
“We are looking at a
multi-billion enterprise that has lined the pockets of a privileged few, and
caused hunger to untold numbers of Filipinos,” she added.
Ms. Baraquel also named the
“favored individuals” from NFA’s tara system to be Marlon Barillo, Marigold De
Castro, Richie Carpio, Mercedes Yacapin, Rocky Valdez, and Judy Carol Dansal.
She said the alleged conspiracy
between unscrupulous rice traders and insiders within the NFA has resulted to
the present rice crisis in the country.
Ms. Baraquel said the NFA’s
buffer stock was also deliberately depleted to jack up rice prices for private
traders. She added that the imported rice via the government to government
(G2G) scheme was deliberately set aside at the pier to allow private traders to
position themselves so they could sell rice at a higher price.
Another strategy, the senator
pointed out, was by consolidating the hold of rice cartels over stocks of
imported rice through the use of front cooperatives and farmers association.
“In both these pathways,
corruption is endemic,” she said.
Ms. Baraquel maintained that Mr.
Aquino, along with the private rice traders and importers, should be held
liable for economic sabotage over the different illegal activities during rice
importation.
“We can talk about rice
tarrification and other important policy measures. But without addressing rice
tara-ffication, our policies remain inutile, she said.
The senator’s privileged speech
was referred to the Senate committees on accountability of public officers and
investigations (Blue Ribbon) as well as agriculture and food, chaired by
Senators Richard J. Gordon and Cynthia A. Villar, respectively, for further
investigation.

MANILA -- Stubbornly high inflation has prompted President
Rodrigo Duterte to order government agencies to step up food imports while
enlisting police to crack down on price manipulators.
Rising commodity prices has
emerged as a major political and economic issue in the country, threatening
growth prospects and Duterte's support ratings ahead of next year's midterm
elections. Damage to crops caused by Typhoon Mangkhut in mid-September,
estimated at about 27 billion pesos ($497 million), will also likely push
inflation further, said Nicholas Mapa, senior economist at ING Bank, in a note
last week.
Duterte, in an executive order
signed on Sept. 21 but made public on Tuesday, directed the Department of Trade
and Industry, National Food Authority and Sugar Regulatory Administration to
ease restrictions on food imports and lift nontariff barriers to make
commodities immediately available to consumers. Officials said last week that
the move will eliminate middlemen who bloat prices.
The president also ordered that
more private traders be allowed to import rice, and also temporarily permitted
direct users to import sugar. At present, only select traders could import
grains, while direct users of sugar -- like food manufacturers -- may only
import through traders in order to protect local farmers.
In a separate instruction to the
NFA, Duterte ordered the immediate release of rice in warehouses.
Duterte also ordered the import
of more fish to augment existing supplies and expedite the unloading and
distribution of agricultural exports. He directed trade and agriculture
departments to reduce the gap between farm-gate and retail prices, and asked
the National Bureau of Investigation and the Philippine National Police to help
identify price manipulators.
According to the government,
three food categories -- fish and seafood, rice and meat, and vegetables --
accounted for 2.4 percentage points of the 6.4% inflation rate in August, the
highest proportion in nearly a decade.
Duterte's sweeping orders come as
the government finds itself under intense public pressure, especially from the
poor, who have complained that basic commodities are becoming increasingly
unaffordable. Investors are also voicing concern, wary of the adverse impact on
domestic consumption, the country's chief economic driver.
Apart from inflation -- which
began to balloon early this year due to rising global oil prices -- and tax
reform that hiked levies on certain commodities, the Philippines has been
battered by its slumping currency. The peso is trading at its weakest level in
over 12 years, due to a widening trade gap and the emerging market currency
rout precipitated by economic woes in Argentina and Turkey, as well as the
escalating U.S.-China trade war.
Finance Secrecy Carlos Dominguez
appealed to investors last week to "take a long view" of the
situation.
"First of all, we do face
twin deficits: a potential fiscal deficit and current-account deficit," he
said. "We also are experiencing elevated inflation rates, however, we
should look at the strengths that the Philippines has."
An economic team spoke with local
and foreign investors as well as analysts last week, underscoring the country's
still solid GDP growth and massive infrastructure buildup.
Top port, Kebs officers charged with clearing inferior

Senior officials of Kenya Ports Authority, KRA and Kenya Bureau
of Standards were charged yesterday with allowing importation of substandard
rice, fertiliser, tyres and adult diapers.
Among those charged were KPA chief manager for container
freight stations Kiprono Bullut, customs head for verification David Mbogori,
Kebs manager in charge of Kilindini Port Peter Ndung’u and inspector Joseph
Bojo.
They court heard that the officers connived in releasing
consignments of different goods from the Middle East.
The goods did not meet standards.
The customs and Kebs officials faced additional charges of
abuse of office and willful disobedience of statutory duty.
In one of the counts, it is alleged that Bullut wilfully
neglected his duties by clearing consignments of substandard goods on December
27 last year.
The suspects were charged with disobeying the law on
regulations and verification of standards.
Some of the companies whose consignments were cleared
include Inland Africa Logistics Ltd, Igsar Group Kenya Ltd, Kiamba Clearing and
Forwarding Ltd, Elgon Kenya Ltd, Sahel Clearing and Forwarding Ltd and Harleys
Ltd. .
The accused denied the charges and and asked Milimani
chief magistrate Francis Andayi to release them on reasonable bond terms.
They promised to abide by all conditions set by the court.
But prosecutor Alexander Muteti opposed to the bail request and
asked the court to only grant bail commensurate with the offences.
Andayi ordered the accused to pay a bail of Sh300,000 each or be
released on an alternative bond of Sh500,000.
The magistrate ordered the accused to surrender their
passports to court at the next mention date since most of them are from Mombasa
and had left the documents at home.
Andayi declined an application by prosecution to have
suspects ordered to report to the investigating officer every month, saying
they had convinced the court there was no reason for them to do so.
The case will be mentioned on October 8 for pre trial.
The hearing date was set for November 15.

Use of NFA funds to pay maturing loans 'technical malversation'

MANILA - National Food Authority Administrator Jason Aquino
should face charges over the NFA rice shortage, Presidential Spokesman Harry
Roque said Tuesday, adding that he is willing to file the charges if no one
else would.
"The rice shortage, the rice problem, the high prices of
rice is self-inflicted damage by the NFA and the [Commission on Audit] says so.
So why shouldn’t they be held liable," Roque told ANC's Headstart, adding
that Aquino is "part of the problem."
Under Aquino, the NFA drew flak for the low supply of the
state-subsidized grain in local markets and the weevil infestation of hundreds
of thousands of sacks of rice.
The Commission on Audit earlier questioned why the National Food
Authority used its P5.1 billion subsidy from the national government to pay for
maturing loans instead of allocating the funds for the food security program of
the agency.
"He made a mess out of the rice market, he contributed to
the problem of inflation. He should be held liable. If no one else files, I
will," Roque said when asked if he will recommend the filing of charges
against the NFA Chief.
"It doesn’t matter who he is. The fact is he played around
with the commodity that is closest to our stomach. You don’t do that and he
made such a big problem for the President," he added.
President Rodrigo Duterte earlier said Aquino, a former soldier,
wants to be relieved from his post because "he's tired and cannot cope
with laro (workings) diyan sa inside."
Roque said he does not know if it is true that Aquino was
recommended to the position by Special Assistant to the President Christopher
"Bong" Go, but said he himself has told Duterte that "part of
the problem is Jason Aquino."
He said Aquino's decision to use funds intended to buy buffer
stock for any other purpose, as indicated in the COA report, is "technical
malversation."
"I’ve also said there were rumors of corruption in NFA,
rumors that are not difficult to believe because whenever you have a monopoly
to import any commodity, there’s bound to be corruption," he said.
The President, however, "refused to believe" because
Aquino, a former mutineer, "was willing to risk his life."
Army chief Lt. Gen. Rolando Bautista is being eyed to take over
the administration post in mid-October when he retires. Roque said the
President prefers military men in this post because they obey orders quickly.

A paradox for rice-eating
Filipinos is that we host the International Rice Research Institute (IRRI) in
Los Banos, but we seem to have the perpetual need (except for one exceptional
year) to import this basic staple.The Philippines is the world’s eighth-largest
rice producer, but our rice area harvested is small compared with those of
the other major rice-producing countries in Asia. More than two-thirds
(69%) of our rice area is irrigated. Furthermore, although yield improved
from 2.8 t/ha in 1995 to 3.6 t/ha in 2010, it is still way below the yield
potential of modern varieties.Rice is a highly political commodity. The
Philippine rice sector is central to the government’s agricultural policy. The
focal points of the policies revolve around promoting rice self-sufficiency and
providing high income to farmers while making rice prices affordable to
consumers.President Rodrigo Duterte says that there is no rice
shortage; but he also authorized the National Food Authority to import 250,000
additional metric tons for 2018. He also, threatens rice traders to stop
hoarding or else.. The price of regular quality well-milled rice has gone
from P46-P48 last year per kilo to P52- P58 per kilo today, exponentially
higher elsewhere. The mechanism of supply and demand says that
there is a deficiency.
KERNEL OF A SOLUTION. I yield my space to Alfonso G. Puyat, president of
Philippine Orchard Corporation (Philcor), who offers unsolicited prescription to
achieve what could be real rice self sufficiency in the Philippines. Puyat
recommends adopting some rice industry changes:
1) Government
should promote & incentivize production of high-quality low amylose (less
than 18%) rice varieties. Amylose is a resistant starch (a type
of insoluble fiber), meaning it is not digested but fermented in the gut by some strains
of healthy bacteria.)
To contribute in this advocacy,
Philcor introduces foundation quality seeds GSR 8 and GSR 12 from IRRI for
propagation into very pure good seeds for sale and distribution to rice
farmers.
2. MULTIPLIER EFFECT. Brown
rice gives a high milling recovery of 80%; (against 60%-65% for white rice).
Further, when cooked, brown rice gives a cooking expansion advantage of another
23%. In total, 50%–70% additional cooked rice on the table will be given by low
amylose brown rice. Effective cost per kilogram of cooked brown rice
will likely decrease, thereby countering the current unusual high trend of
inflation.
Brown rice contains more
nutritional content than white rice because the milling process includes the
removal of only the hull. This rice is an excellent source of fiber, magnesium,
phosphorus, vitamin B1, vitamin B3, vitamin B6, potassium, selenium and calcium
(much of which are lost in the milling to white rice.). The Post-War miracle
elixir Tiki-Tiki Zamora was a product of the washings from the white rice.
PROOF OF THE PUDDING: There’s no prophet in one’s own country; but Puyat
gave his brown rice variety to IRRI and Philippine Rice Research Institute who
have both given the sample high marks for taste and productivity.
Puyat needs 1,000
hectares for final proving of this variety. To jump ahead of the
story, he dreams of a Philippines from rice importer to rice exporter.

No hoarding of commercial rice in Negros Oriental: NFA

DUMAGUETE CITY -- The National Food
Authority (NFA) in Negros Oriental has assured that there is no hoarding of commercial
rice in the province amid the skyrocketing prices of basic commodities.
NFA provincial manager Hilaria
Ganzon gave the assurance as the NFA here celebrates Grains Industry Week from
September 20 to 26.
According to Ganzon, they are
monitoring the prices of commercial rice in the market, as well as conducting
inspections of warehouses.
“Sige mi ron ug inspeksyon ug mga
warehouse ug ga monitor pod sa mga traders (we are continuously inspecting
warehouses as well as monitoring traders), Ganzon said.
So far, the NFA here has not found
any indication of hoarding and in fact, the traders here say that “menos gani
ang supply sa source (the supply at source has dwindled),” she pointed out.
According to Ganzon, there is
plenty of supply of corn grits in Negros Oriental, which is a lot cheaper than
rice, and the supply from Mindanao is also stable.
“Naa ra kitay alternative sa atong
bugas humay nga commercial kay tungod sa daghan man ang mukaon ug mais (we have
an alternative to commercial rice because a lot of people eat corn grits),” she
noted.
The NFA is selling government rice
at PHP32 per kilo.
Ganzon said the price of NFA rice
is stable compared to commercial rice, which has been “volatile” the past few
