USA Rice Chair Appointed to Critical Trade Advisory Committee

WASHINGTON, DC -- U.S. Department of Agriculture Secretary Tom Vilsack and United States Trade Representative Michael Froman today announced appointments to the Agricultural Policy Advisory Committee (APAC).  USA Rice Chairman Dow Brantley was tapped to join the APAC, a select group of trade experts that provides advice and information to the government on the administration of trade policy, including enforcement of existing trade agreements and negotiating objectives for new trade agreements."This is great news for USA Rice to be back on the advisory committee, and I want to thank Dow for his willingness to serve," said USA Rice President & CEO Betsy Ward.Brantley, a rice producer from England, Arkansas, said, "I feel like my appointment to APAC will ensure that the U.S. rice industry is at the forefront on trade policy.  Trade is a top priority and I am happy to provide advice or guidance that will benefit U.S. rice."
SA Rice COO Bob Cummings was also reappointed to the Agricultural Technical Advisory Committee (ATAC) for Trade in Grains, Feed, Oilseeds and Planting Seeds.  The six different ATACs offer technical advice and information about specific commodities and products."The individuals we are appointing today represent one of the most important sectors to America's export economy and will provide critical advice as we negotiate the Trans-Pacific Partnership, Transatlantic Trade and Investment Partnership, and work to expand export opportunities for American agriculture," said Froman. This group of committee members will serve until June 15, 2019.

CCC Announces Prevailing World Market Prices 
           
WASHINGTON, DC --The Department of Agriculture's Commodity Credit Corporationtoday announced the following prevailing world market prices of milled and rough rice, adjusted for U.S. milling yields and location, and the resulting marketing loan gain (MLG) and loan deficiency payment (LDP) rates applicable to the 2014 crop, which will become effective today at 7:00 a.m., Eastern Time (ET).  Prices are unchanged from the previous announcement.

Philippines to import 50,000 tons of rice from Pakistan

LAHORE
The Philippines has announced a rice import quota for Pakistan, offering Islamabad to export up to 50,000 metric tons of rice- a positive omen for rice sector which is constantly facing decline in export for the last couple of years. The government of Philippines has offered to import 50,000 tonnes of rice from Pakistan to help it meet its goal of importing an aggregate volume of 805,200 tonnes of rice under its minimum access volume (MAV) for this year.The total import volume comprises 755,200 tonnes of country-specific quota (CSQ) and 50,000 tonnes of omnibus origin volume.

According to details, Philippines' National Food Authority (NFA) has invited its private sector to participate in import of an aggregate volume of 805,200 metric tons of rice under the minimum access volume (MAV) for this year. The total import volume comprises 755,200 Mt of country-specific quota (CSQ) and 50,000 MT of omnibus origin volume. The CSQ is broken down as following : China 50,000 Mt,India 50,000 Mt, Pakistan 50,000 Mt, Australia 15,000 Mt, El Salvador 4,000 Mt,Thailand 293,100 Mt and Vietnam 293,100 Mt, said a statement issued by Rice Exporters Association of Pakistan (REAP) here. All rice imported under the 2015 MAV rice import program shall be levied with a tariff of 35 percent to be paid in advance to the Land Bank of Philippines, with the bureau of customs making the final assessment and valuation. Importers are allowed to import well-milled rice with quality not lower than 25 percent brokens or other special rice varieties. 
The NFA shall accept applications for the import under the 2015 MAV 15 days after publication of the notice. Interested parties should submit pertinent documents to the grains marketing operations department at the NFA central office and pay a non-refundable processing fee of Peso 50,000.Corporations, partnerships, sole proprietorship, farmers' cooperatives and joint ventures can apply under the program.Importers should be able to deliver the imported rice on or before November 30, 2015. Farmers asked not to sow Basmati 1509 till July 15

The Punjab and Haryana governments have advised paddy farmers not to undertake sowing of a high-yielding variety ‘PUSA Basmati 1509’ before July 15 after exporters complained of breakage due to early plantation. An awareness campaign has been launched in both Punjab and Haryana -- the two major basmati rice producing States. The farmers have been asked to “shun” the practice of sowing 1509 variety before July 15.

There's always time for good food

Hannah is our only married child. She is 26 years old, so I guess she is not technically an actual child. Anyway, she and her husband, Ben, live in Houston and have very busy lives.Hannah is a second-year resident in the UTHealth general surgery program, and Ben is a corporate lawyer in a fairly large firm. They live in a small house near Rice University and the medical center.
Instead of children, which neither of them feels like they have time for yet, they have two very large Rhodesian Ridgeback dogs. Eleanor and Quimby are the size of baby elephants and share this hectic life. I call them my granddogs.About a month ago, Hannah called to let me know she was having a wedding shower at her house for her childhood friend, Stephanie. Her friend, Kim, was a co-hostess for the party. She asked if I could attend, and even better, if I could arrive early and help her cook and decorate. I was thrilled to assist in the kitchen and asked her to prepare a menu with Kim and tell me what she wanted me to make. She said they were having a brunch and the menu would be strata (egg dish), fruit bowl, coffeecake and Berliners. I had to Google the latter because I had never heard of them.
I arrived the evening before with Taylor, and we unloaded all the party necessities, such as folding chairs, burlap table coverings, platters, silverware and goblets. When we were younger my friend, Janet, and I could throw a party in a number of hours. We have quite a stash from those entertaining days and so my "party in a box" was coming in handy one more time.I should mention that Hannah is at the hospital at least 80 hours per week, and prior to the party, she had worked a 32-hour shift, in which she was awake the entire time.

She changed the schedule when she heard Spencer's girlfriend, Rachel, was in town visiting and wanted us all to go to dinner together. There was a new gourmet taco place called Velvet Taco. It is named that because they sell red velvet cake for dessert.With a party at her house in less than 24 hours, we all went for a new restaurant experience. I was hesitant for sure, but she looked at me and said, "We've got this, Mom, no problem." I guess they teach you that attitude in a surgery residency.The food at Velvet Taco is delicious. Hannah and I shared different variations of tacos including cornmeal crusted crawfish with red pickled cabbage slaw, chicken tikka with spicy pepper sauce and basmati rice, Israeli couscous vegetarian, and tuna with ginger-soy vinaigrette and seaweed salad. They were all delicious with interesting flavors.
We also sampled a Tater Tot appetizer with a fried egg on top. The food is fairly similar to another restaurant we enjoy called Torchy's Tacos. You can't go wrong at either place.Once finished and back at her house, we made a food list and went to H-E-B. We spent the next several hours in her kitchen preparing for the next morning.The egg strata was filled with thinly sliced and toasted French bread, red potato hash with shallots, fresh rosemary and smoky fontina cheese. This dish can be refrigerated overnight and then baked in the morning.We also made a blueberry coffeecake, bacon and the Berliners. Berliners are donuts that are traditionally filled with jelly or custard. Hannah glazed them and decorated them with a raspberry and a blackberry on top. They are light and airy, made with egg yolks, and they puff up when fried.
They are small enough to forget you are counting calories so you think that it takes four to make a full donut. They literally disappear off the platter.Stephanie and all her friends arrived about noon. I knew many of the girls from Hannah's days at Trinity Episcopal School and later at St. Joseph High School. Now, they are grown up college graduates with big city careers.Wedding bells were ringing for many of the girls in the group. They arrived dressed in the latest fashions and looking glamorous.
Kim and Hannah greeted guests while I finished up the final cooking duties. Taylor babysat the granddogs in the back bedroom.The shower was a great success. It was a joy to team up with Hannah again to feed the ones we love.I am looking forward to Stephanie's wedding. I know she will make a beautiful bride.

On whichever point they alight, those joining any “lakbay-aral” (educational trip) will learn new things from the member-agencies of the science community here.This section of Muñoz was declared a “science community” by the Department of Science and Technology in 1993. In 2001, it was proclaimed as the “agrotourism site for Luzon” by the Department of Tourism and the Department of Agriculture, in coordination with the University of the Philippines’ Asian Institute of Tourism.Although the place is without beaches, a major attraction for most tourists, visitors have said the five-hour tour here is worth the trip.
Among the institutions and agencies commonly visited are the Central Luzon State University (CLSU), Philippine Rice Research Institute (PhilRice), Philippine Carabao Center (PCC), Philippine Center for Postharvest and Mechanization (PhilMech), and the Tilapia Science Center and the Regional Crop Protection Center.Also in the itinerary are the Philippine-Sino Center for Agricultural Technology, Philippine–Israel Center for Agricultural Training, the office of the Casecnan Multipurpose Irrigation and Power Project, two district offices of the Upper Pampanga River Integrated Irrigation Systems, the provincial office of the Department of Science and Technology, and the South Nueva Ecija office of the Department of Environment and Natural Resources.
‘Science city’
The City Hall is also a place of interest as visitors are briefed about how the only science city in the country operates. Muñoz was officially declared a “science city” in 2000.“Our community here boasts of having centers of excellence in science and technology. That’s why visitors come, particularly those seeking more knowledge in these fields,” said Mayor Nestor Alvarez.

They are meant to promote the cultural heritage of Filipinos, particularly those in Central Luzon, in agriculture.Biodiversity Museum features terrestrial, freshwater, agroecosytem and forest ecosystem exhibits. It has vast collections of insects, preserved specimens of macrofungi, invertebrates, lichens and others, earthresources and an “earth watch” nook.Living Fish Museum houses indigenous and tropical freshwater fish collected from different provinces in Luzon. CLSU Ramon Magsaysay Center for Agricultural Resources and Environment Studies Training Center promotes organic farming culture and has services for waste assessment and ecological and solid waste planning, land crop suitability training on organic rice and vegetable production, training on organic inputs, and training on trichoderma production and utilization.Small Ruminant Center is the lead agency in small ruminant research, development and extension under the DA-Bureau of Agricultural Research. It develops and promotes the goat and sheep industry in Luzon.Science and Technology Centrum is a one-stop information shop on research

development breakthroughs and technologies generated and promoted by CLSU. It features exhibit displays of models and live specimens organized into crop, aquaculture, agritechnology, environment and development galleries.Also of interest to visitors are the mushroom center and the showcase of hydroponics, which also features urban and vertical gardening using soil-less culture.
‘Beast of fortune’
About a kilometer north of the CLSU main gate is the PCC national headquarters and gene pool. On its 20-ha compound are dairy carabaos used for breeding and dairying purposes, its biotech laboratories, and showcases of carabao-based enterprises.The improved breed of carabaos has become the new wave for changing the lives of farmers and improving rural communities. It is a source of draft animal power, meat, milk and hide.Also a major agency hosted by Muñoz is PhilRice, which develops high-yielding and cost-reducing technologies for rice production. It implements a natural rice research and development program, sustains the gains made in rice production and solves location-specific problems of the rice industry.After the tour, visitors can rest at the Rizal Park, in which national hero, Dr. Jose Rizal, is depicted as wearing a “barong Tagalog.” They may take lunch at the Lingap-Kalikasan Park and stroll along the tree-lined roads on campus.

Keeping the Faith! Skymet says July rainfall will be above normal

The Indian Ocean Dipole (IOD) is presently neutral and is on track to becoming positive in August. This is favorable for the Monsoon.We think July is going to be normal, albeit it is going to start on a weak note. But before I deep dive into July, I would like to talk a little about June. The Southwest Monsoon covered the entire country a little ahead of its schedule. The month of June is surplus at 16%. (This is the best June performance of all time in any persisting El Nino year). It reached the last post of West Rajasthan on June 26, while the onset over the region usually happens around July 15.

 We had gone for normal to above normal at 107% in April for the month of June, but it has surpassed our expectations. If memory serves me right, this is the best rainfall distribution for June at least in the last decade. All four regions are normal (95% of India is between normal to excess). Sowing across the country has been bang on time. And has been completed in 16.56 million hectares which is 3.14 million hectares or almost quarter more than last year. Paddy stands at 2.33 million hectares, below by 6%, (this has been on account of late arrival of the Monsoon in UP and Bihar, I expect it to catch up); pulses- 1.1 million hectares (almost 100% of last year); oil seeds- 2.79 million hectares (almost 400% increase over last year); coarse cereals- 1.93 million hectares (16% increase over last year); cotton- 3.48 million hectares (20 % increase Description: skymetover last year).Coming back to July.

 

Our initial April forecast was 104% of normal for the month. And we are sticking to that. July has a standard rainfall deviation of ± 16%, and we see the cumulative rainfall for the month remaining in the same limit (84% to 116% of the July LPA of 289mm is normal). In July, I think the winners will be north, east, west and central India. South/Peninsular India could be at a loss. More specifically there is a risk of prolonged dry weather in North interior Karnataka and South interior Karnataka, Tamil Nadu and Marathwada.

A long break is being feared in July. We disagree. We don’t think there is going to be a “typical” break, but we think Monsoon will take a breather between the 2nd and 6th of July. We think there are three spells in July (6th-8th, 14th-17th, 23rd-26th) and a fourth around 30th July & August 2nd which might spill into August. The first spell between 6-8 July will be concentrated in North, Central and East India.The Madden-Julian Oscillation (MJO) helped rainfall in June.

 

We think it will be back in the second half of July and enhance rain over India.El Nino is strong and we have factored this into our forecast. But this is a peculiar El Nino event. In that, it set in September-October-November (SON) 2014, then weakened in February and subsequently increased again. The years 1986-87 that were back-to-back drought and El Nino years, had seen a consistent rise in the Nino index, which is not the case this year.The Indian Ocean Dipole (IOD) is presently neutral and is on track to becoming positive in August.

 

This is favorable for the Monsoon.I would also like to mention that 2015 could now only be a drought if both July and August end up with an average deficiency for the two months of 20% or more. This is highly unlikely. If July, August and September are down by 8,10, & 20% respectively, even then the season as whole will not be a drought.I must mention that we are sticking to our April forecast of 102% of the LPA, without changes or qualifications. At Skymet we think 2015 is going to be a normal Monsoon.

Rice exports to Nigeria may take a hit on currency woes

Non-basmati rice exporters fear that the currency crisis in Nigeria could pull down shipments of the grain by up to a tenth this year. Nigeria, one of the big importers of Indian non-basmati rice in Africa, recently stopped dollar sales to importers of rice and other commodities in the country, to protect its dwindling forex reserves and boost domestic cereal production.“There are confusing signals from Nigeria and shipments have slowed down. In fact, the Nigerian move on forex sale to exporters will affect rice shipments of all origin.
We expect it could impact our overall shipments by about 10 per cent this year,” said BV Krishna Rao, Managing Director of Pattabhi Agro Foods, a large exporter.Nigeria is one of the largest buyers of par-boiled rice and it is estimated that Indian exporters account for close to half of the 2.5 million tonnes that it imports. The bulk of the Indian rice sold to Nigeria is through global traders such as Platinum Corp and Louis Dreyfus. Some shipments are routed to Nigeria through countries such as Benin.
A fall in the local currency, niara against the dollar, along with the sharp decline in crude oil prices and the change in Government have impacted rice imports. However, payments have not been hit as Indian exporters route their shipments through global traders.The new government in Nigeria is yet to approve rice imports. “It is [only] a matter of time before they open up. The stocks are down and they’ll have to import. Ultimately the demand will come up,” an official at a trading house said. Back home, the drop in demand from countries such as Nigeria has not impacted paddy prices as the Government has procured more crop this year.

Thailand lowers 2015 rice output forecast by over 2 mln tonnes

The Thai government lowered its forecast for this year's main-crop rice output by over 2 million tonnes, according to the latest report from the Office of Agricultural Economics, as the major rice-producing nation battles with a severe drought.A drop in output in Thailand, one of the world's top rice exporters, could underpin benchmark Thai prices of the grain. Prices are near their lowest since January 2008 amid a massive overhang of rice stocks built up under the previous government's buying program.
The Ministry of Agriculture and Cooperative's Office of Agricultural Economics said that Thailand will produce 24,135,450 tonnes of main-crop rice this year, lower than its previous forecast of 26,576,150 tonnes.The estimate comes after Thailand asked rice farmers last week to delay planting their main crop in the fertile Chao Phraya River Basin area as the country battles drought in 16 out of 76 provinces.Although the wet or monsoon season has begun, dozens of provinces are still contending with drought conditions. Last week, Thailand's finance minister said drought was threatening Thailand's already sputtering economy and could cut economic growth by 0.5 percentage points this year.
Thailand has around 15.4 million tonnes of rice in storage, accumulated under the previous government's rice-buying programme that left the grains hanging over markets.The government plans to sell around 5.89 million tonnes of deteriorated rice held in stockpiles to the industrial sector starting in July, Duangporn Rodphaya, director general of the Commerce Ministry's Department of Foreign Trade, told reporters on Wednesday.Price of Thailand's benchmark five-percent rice fell to its lowest level in over seven years last month, when quoted at $365-$368 a tonne, FOB, on June 17.The U.S.
Department of Agriculture's (USDA) latest estimate expects Thailand to produce around 19.8 million tonnes of milled rice in the 2015/16 crop year, up from 18.8 million in 2014/15, as yields improve.The USDA will revise its figures for Thailand's rice output by around mid-July, the USDA's agricultural specialist in Bangkok told Reuters. FAO Estimates Iran to Import 1.6 Million Tons of Rice in 2015-16

The UN's Food and Agriculture Organization (FAO) estimates Iran to import around 1.6 million tons of rice in 2015-16 (April - March).The Middle East nation has imposed a temporary ban on rice imports in November 2014 citing excess stocks and has so far not announced removal of the ban. Iran mostly imports basmati rice from India. According to data from the Agricultural and Processed Food Products Export Development Authority (APEDA) in India, Iran imported around 935,568 tons of basmati rice in 2014-15 (April - March), down about 35% from around 1.44 million tons last year.However, the FAO estimates the country's total cereal imports to decline about 8% y/y to around 14.9 million tons.The FAO estimates Iran's 2015 paddy production to increase about 2% to around 2.65 million tons from around 2.6 million tons last year.

Thailand rice sellers increased their quotes for parboiled rice and Hommali rice by about $5 per ton each to around $375-$385 per ton and $830-$840 per ton respectively.  India rice sellers lowered their quotes for 5% broken rice and 100% broken rice by about $5 per ton each to around $380-$390 per ton and $275-$285 per ton respectively and increased their quotes for parboiled rice by about $5 per ton to around $365-$375 per ton. Other Asia rice sellers kept their quotes mostly unchanged today.

Indonesia May Register Biggest Annual Paddy Rice Output in Last Ten Years, Says BPS

Indonesia's Central Statistics Agency (BPS) has estimated that the country's 2015 paddy rice output would increase by about 6.64% to around 75.5 million tons (around 49.83 million tons, basis milled) from around 70.85 million tons (around 46.76 million tons, basis milled) last year, according to Jakarta Post.The agency noted that this would be the biggest annual increase in the last ten years. “The significant increase in rice output this year could happen because of various initiatives undertaken by the government, notably in the distribution of pumps, tractors and fertilizers,” the BPS Head was quoted as saying.
According to the BPS, 2015 paddy rice acreage is estimated to increase about 512,060 hectares or 3.7% y/y to around 14.31 million hectares and average yield during the year is expected to increased about 0.145 tons per hectare or 2.85% y/y to around 5.28 tons per hectare.The government aimed to increase 2015 paddy rice production by about 4% to around 73.4 million tons (around 48.44 million tons, basis milled) in order to be self-sufficient in rice production and avoid imports. Indonesia's new President who took over in October 2014 is keen on achieving self-sufficiency in basic food items such as rice, corn and sugar over the next four years.
Indonesian government has so far not imported any rice in 2015. It imported 425,000 tons in 2014 through the state logistics agency Bulog. But analysts say less stocks and lower production due to El Nino weather pattern could prompt the government to import rice in the second half of the year.USDA estimates Indonesia to produce around 36.3 million tons of rice, basis milled (around 57.17 million tons, basis paddy), and import around 1.25 million tons of rice in MY 2014-15 (October - September).

Oryza Overnight Recap – Chicago Rough Rice Futures Continue to Show Strength Despite Grains Showing Signs of Retracement Today

Chicago rough rice futures for Sep delivery are currently seen trading 4.5 cent per cwt (about $1 per ton) higher at $10.500 per cwt (about $231 per ton) during early floor trading in Chicago. The other grains are seen trading mostly lower this morning; soybeans are currently seen trading about 0.5% lower, wheat is listed about 2.8% lower and corn is currently noted about 0.1% lower.U.S. stocks gained nearly 1% on Wednesday, as investors regained hope of a resolution between Greece and its creditors. The Dow Jones industrial average quickly gained more than 170 points in the open as the major indices extended gains. The Nasdaq Composite also briefly jumped 1 percent as biotechs advanced.
The Dow futures leaped more than 160 points on morning news that Greece Prime Minister Alexis Tsipras accepted lenders' conditions in a two-page letter originally sent to the heads of the European Commission that requested only minor tweaks to their suggestions on pensions and tax reforms. European equities surged on the news, with the DAX up 2.5%. The Athens stock exchange remained closed for the third day.  The Eurogroup of regional finance ministers will hold a conference call Wednesday on Greece's latest proposal, but will not likely make a decision until after Sunday's planned referendum, officials told Reuters. In the United States, Wednesday kicks off two days of data reports before the July 4 holiday.
The final June U.S. Manufacturing Purchasing Mangers' index fell to 53.6, its lowest since October 2013, Markit said. The ADP private sector employment report showed creation of 237,000 jobs, topping expectations of 218,000. U.S. stocks closed mildly higher on Tuesday, with the S&P 500 eking out its narrowest gain on record for the first half of the year. The Dow Jones Industrial Average traded up 161 points, or 0.92%, at 17,781. The S&P 500 traded up 15 points, or 0.75%, at 2,078, with financials leading nine sectors higher and energy the only decliner. The Nasdaq traded up 42 points, or 0.84%, at 5,028. Gold is currently trading about 0.4% lower, crude oil is seen trading about 2% lower,  and the U.S. dollar is currently trading about 0.7% higher at 9:00am Chicago time.
High Domestic Prices in China Increase Demand for Rice Imports, Says USDA Post

USDA Post estimates China's MY 2015-16 rice imports at around 4.7 million tons, up about 17.5% from an estimated 4 million tons in MY 2014-15 and unchanged from USDA's official estimates. The Post expects an increase in this year's imports due to high domestic prices.Increased smuggling in southern China is posing a challenge to the government, according to the Post. The government has reportedly seized over 200,000 tons of milled rice in 2014.
The Post has lowered estimates for MY 2014-15 imports by 400,000 tons due to the delayed release of rice TRQs in 2015. Based on trade statistics, the Post reports that Thailand has overtaken Vietnam as largest exporter to China in 2014-15. It reports that Thailand has also adjusted its policies to encourage rice exports following its change in government.
USDA Post estimates China's MY 2015-16 paddy rice production at around 206.4 million tons, unchanged from last year and slightly lower from USDA's official estimates of around 208.57 million tons as it expects yields to be negatively impacted by El Nino, with the potential for both droughts and flooding in rice growing regions. Cold weather in early May delayed seeding process in northern regions. However, the Post expects the high support prices to encourage increase in acreage and production.
The Post estimates China's MY 2014-15 rice consumption at around 149 million tons, up from last year's 147 million tons and down from USDA's official estimates of 151 million tons. The Post says high prices, inconsistent quality of state rice reserves, and changing consumption patterns are all contributing to lower consumption growth. On the other hand, CNGOIC forecasts the food demand, industrial and feed demand to decline about 1%, 9% and 4% respectively in 2015-16.Lower consumption means higher stocks and the Post estimates higher stocks in MY 2014-15 and MY 2015-16. Buyers are not showing interest to buy rice from the stocks due to poor quality and higher prices, says the Post. Only 2% of around 7.87 million tons of rice auctioned from the state reserves have been sold in April 2015.
Nigeria's Forex Troubles May Lower Indian Non-Basmati Rice Exports by 10%, Say Exporters

Nigeria's recent decision to stop forex (dollar) sales to rice and other commodity importers to protect its dwindling forex reserves and depreciating naira is expected to lower India's total non-basmati rice exports by at least 10% this year, Hindu Business Line quoted some exporters.India accounts for nearly half of Nigeria's annual rice import needs of about 2.5 million tons. Nigeria mostly imports parboiled rice from India. A leading non-basmati rice exporter told reporters that the Nigerian move has slowed down rice shipments from India. He noted that it would in fact affect exports of all origins.
Exporters noted that the depreciation of naira against the dollar coupled with falling crude oil prices and change in the government have affected India's exports to Nigeria, but payments have been unaffected as Indian exporters route their shipments through global traders like Platinum Corp and Louis Dreyfus.They expressed confidence that the government would soon react to falling stocks and increasing demand. India exported around 330,279 tons of rice to Nigeria in 2014-15 (April - March), according to the Agricultural & Processed Food Products Export Development Authority (APEDA).
The Nigerian currency depreciated by about 26% to around N196.95/USD from around N155.2/USD during in January 2014, according to data from the CBN.
Nigeria has been a net importer of rice and imports over 50% of its annual rice consumption needs. USDA estimates the country to produce 2.83 million tons of milled rice in the MY 2014-15 (October 2014 - September 2014) and import about 4 million tons. The country's consumption needs during the year are estimated at around 6.4 million tons.India exported around 8.3 million tons of non-basmati rice in 2014-15, up about 17% from around 7.1 million tons in 2013-14, according to the APEDA data.
Oryza Afternoon Recap – Chicago Rough Rice Futures Continue to Rally as Market Continues to Weigh Reduction in Acres and Firming Asian Prices

Chicago rough rice futures for Sep delivery settled 17 cents per cwt (about $4 per ton) higher at $10.625 per cwt (about $234 per ton). The other grains traded mostly lower in morning trading but managed to close off of session lows for the day; Soybeans closed about 0.7% lower at $10.2950 per bushel; wheat finished about 4.4% lower at $5.8850 per bushel, and corn finished the day about 0.1% higher at $4.3175 per bushel.U.S. stocks held higher in choppy trade on Wednesday, as investors eyed better-than-expected data and the latest developments between Greece and its creditors. Investors remained optimistic of a deal for Greece despite Prime Minister Alexis Tsipras' statements the country will go ahead with the referendum on Sunday and that it is not a determinant of whether or not Greece remains in the euro zone, Reuters reported.
Financials led advancers in the S&P 500, gaining about 1% as yields climbed. European equities surged on renewed hopes of a Greece deal, with the DAX up more than 2%. The Athens stock exchange remained closed for the third day in a row. The Eurogroup of regional finance ministers concluded a conference call Wednesday on Greece's latest proposal. Thailand Lowers Estimates for 2015 Main Rice Crop Output by 9% Due to Prevailing Drought Conditions

The government of Thailand has lowered its estimates for 2015 main rice crop output by about 2.44 million tons or about 9% to around 24.135 million tons from earlier estimate of around 26.576 million tons due to severe drought conditions prevailing in the main rice growing areas of the Central region, Reuters quoted the latest report by the Office of Agricultural Economics (OAE).
The estimate follows the government's advise to farmers last week to delay planting their main crop in the Chao Phraya River Basin due to delayed rains and consequent decline in water levels in the region's reservoirs.
In April, the OAE estimated the country's total paddy rice output for 2014-15 (January - December 2015) at around 32.6 million tons 27.1 million tons from main crop and 5.5 million tons from secondary crop), down about 11% from around 36.77 million tons (27.09 from main crop and 9.67 million tons from secondary crop) last year.Meanwhile, the government is still holding about15.6 million tons of rice in its stockpiles and is planning to auction about 1.39 million tons of rice on July 7.
The government is also considering to sell around 5.89 million tons of deteriorated rice to the industrial sector from this month, the Director-General of the Commerce Ministry’s Department of Foreign Trade is quoted as saying.The Commerce Ministry planning to auction around 1.39 million tons of rice on July 7. It sold about 2.94 million tons of rice in the first seven auctions since it took power, raising about 30.2 billion baht (around $894 million).
USDA estimates Thailand to produce 28.409 million tons of paddy rice (around 18.75 million tons, milled basis) in MY 2014-15 (January - December 2015), down about 8% from around 31 million tons (around 20.46 million tons, milled basis) in MY 2013-14.
Reduced Monsoon Rains in July May Impact India Rice Yields, Say Experts

July is considered to be most crucial month for rice farmers but weak monsoons in this month may severely impact India's rice yields especially in rain fed areas, Reuters quoted some experts as saying.Rains, which have been nearly 28% above normal from the start of the monsoon season on June 1 have started weakening since the last weekend especially in the main rice growing areas of central, north-western and southern India and now the surplus has fallen to 16% over normal, according to the Indian Meteorological Department (IMD)."If the current dry spell continues for another week, then there will be an adverse impact on yields," the Head of Commodities and Currencies at Inditrade Derivatives and Commodities said. "In some areas, crop will wilt and farmers will be forced to cultivate them again," he added.
"Poor rainfall in July, with cloudy weather, can increase infestation of pest and diseases," the Director of an India-based Agri firm was quoted as saying. "Higher temperatures could also hinder crop growth," he said.Many farmers who breathed easy with the Skymet forecast of a good monsoon because of a phenomenon called the Indian Ocean Dipole (ICD) are now worried that weakening rains would bring them heavy losses as they already invested in seeds and fertilizers.The IMD has been maintaining that the monsoon in India would be 85% below normal due to the El Nino weather pattern.Planting for the main rice crop started off well with above average rains but is currently lagging behind last year due to less rains since June 25. According to data from Agriculture Ministry, the total area planted stood at around at around 2.328 million hectares, 7% below last year's level of around 2.5 million hectares.
Philippines Agriculture Ministry Promotes Use of Brown Rice

The Philippines Department of Agriculture (DA) is encouraging increased use of brown rice as it has higher nutritional value compared to the polished white rice as well as to complement with the government's rice sufficiency program, according to local sources.A DA Senior Scientist told local sources that the DA would sign a Memorandum of Agreement (MoA) with the National Food Authority (NFA) to start distributing brown rice among the retailers. He noted that the government would start distributing brown rice in Metro Manila and slowly extend to other cities.
Under the agreement, the NFA is expected to procure brown rice from local producers and sell it to local retailers at a lower price. The DA official noted that the NFA could cut down rice imports eventually. He also encouraged farmers to directly sell their brown rice products to restaurants, hotels, other food establishments apart from selling it to the NFA.He advised farmer to increase planting of brown rice varieties, which is rich in vitamins B1, B3, B6, B9, dietary fiber, antioxidants, protein, manganese, phosphorous, and iron.Separately, the DA Secretary told local reporters that the government's continued efforts have helped the country to reach rice sufficiency level of 96% in 2014 from 82% in 2010. He said there is still a need to import rice to maintain stocks and curb price hikes, but the volume is much lower than that imported under the previous government.

FERM and AIREA Launch New Crop Protection App Appryza

The Federation of European Rice Millers (FERM), in close coordination with the All India Rice Exporters Association (AIREA) have launched Appryza, a new web-based app (www.appryza.com) aimed at supporting EU-India trade in rice.With rules on crop protection products not aligned worldwide, meeting export market regulatory requirements can be challenging. Appryza provides advice on which crop protection strategies to adopt to ensure safe, sustainable Indian rice production for four major export markets: the EU, Iran, Saudi Arabia and US. Its advice will be regularly updated to respond to any rule changes in these markets. Regional agricultural universities will also be closely involved in the management of Appryza so that the advice is tailored to the local needs of rice farmers.
Appryza exploits the widespread use of smart phones, says Henk Verschoor, who heads up the Federation’s technical work: "Making use of modern technology, Appryza brings complex regulatory information in a simple, user-friendly way to all of us in the rice chain, from Indian farmers to EU importers. Within seconds, we can identify solutions for the global market."
Appryza is the first outcome of a new cross-industry dialogue involving Indian, Pakistani and EU rice operators, initiated in London in October 2014, aimed at maintaining a rice supply that meets global safety standards.Punjabi and Hindi versions of Appryza will shortly be available, further facilitating the dissemination of information throughout the supply chain. An extension of Appryza for Pakistan is currently under development.FERM Secretary General, Chris Downes explains: "Given the complexity of today's rules, we believe we must work increasingly closely with partners around the world to guarantee safe, high-quality rice. A global coordinated approach to this issue by both the rice sector and the manufacturers of plant protection products is now essential to the future trade of rice. Iraq Passes On Tenders to Purchase At Least 30,000 Tons of Rice Due to High Prices

Iraq has passed on tenders to purchase at least 30,000 tons of rice in international tenders from the U.S., Uruguay, Argentina, Brazil and India, Reuters quoted European traders. The tenders closed on June 28, 2015 with offers having to remain valid till July 2, 2015.While India offered a bid of $431.50 per ton (c&f basis), U.S. offered a bid of $589.5 (c&f), Brazil offered a bid of $603 per ton (c&f), Uruguay offered a bid at $632 per ton (c&f) and Argentina offered a bid of $620.5 per ton (c&f).
Iraq reportedly did not buy rice from any of the bidders due to high prices.Iraq also rejected all offers an made no purchase in a tender on May 7, in which it sought to buy at least 30,000 tons.

Oryza Afternoon Recap - Chicago Rough Rice Futures Rally on Support from Huge Rally in Grains as Market Reacts to Crop Progress and Stock Reports

Chicago rough rice futures for Sep delivery settled 37 cent per cwt (about $8 per ton) higher at $10.455 per cwt (about $230 per ton). Rough rice futures reacted favorably to today’s crop progress report. The grain markets overall were sharply higher as traders weighed the recent impact of wet weather in key growing regions as well as expected demand as outlined in a refreshed stocks report. Although all grains were sharply higher, logging over 5% gains each, corn led the complex with a huge 7%+ gain on the session; Soybeans closed about 5.8% higher at $10.3725 per bushel; wheat finished about 5.5% higher at $6.1575 per bushel, and corn finished the day about 7.3% higher at $4.3150 per bushel.
U.S. stocks held mildly higher on Tuesday, attempting recovery from the worst trading day of the year, as the deadline for Greece repayment to the IMF approached. Greece faces a 1.5 billion euro ($1.7 billion) payment due to the International Monetary Fund at midnight CEST (6:00 p.m. ET) Tuesday. A euro zone official said in a Reuters report that there's "no way" the Eurogroup will release funds for Greece to meet the deadline tonight. The Dow and S&P both briefly turned negative in midday trade amid reports that S&P downgraded four of Greece's banks to "selective default." The indices struggled to hold slight gains.
Analysts also noted some positioning as Tuesday marks the end of the second quarter and first half of the year. Stocks had their worst day for the year so far on Monday, with the Nasdaq plunging 2.4%, the Dow Jones industrial average closing below its 200-day moving average and the S&P 500 barely above its 200-day moving average. The major economic report expected for the week is the nonfarm payrolls report on Thursday, which could shed light on the timing of a rate hike. Markets are closed Friday for the July 4 holiday. The Dow Jones Industrial Average traded up 61 points, or 0.35%, at 17,660. The index traded about 1% lower for the year. The S&P 500 traded up 9 points, or 0.45%, at 2,066, with materials leading eight sectors higher and utilities the greatest laggard. The Nasdaq traded up 33 points, or 0.68%, at 4,991. Gold is trading about 0.6% lower, crude oil is seen trading about 1.6% higher, and the U.S. dollar is seen trading at about 0.7% higher at about  1:00pm Chicago time.Monday, there were 2,902 contracts traded, up from 2,198 contracts traded on Friday. Open interest – the number of contracts outstanding – on Monday decreased by 54 contracts to 9,657.

Nepali Rice Farmers Need Appropriate Technologies to Boost Yields, Says Expert

A Nepal-based rice expert opines that in the light of declining arable land, changing climatic conditions, low investment in rice research and increasing demand for rice in Nepal, there is a need to boost rice yields by adopting appropriate technologies.In an article published in www.ekantipur.com, he says though Nepal has released about 107 rice varieties in the last 50 years, little has been done to improve the rice productivity in the country. In this context, he suggests few scientific methods to select healthy seeds as well as some modern farming methods to increase rice yields.
First and foremost, he says careful seed selection is important for better productivity. Quoting a research conducted by a Japanese scientist, he says seeds should be selected based on their specific gravity. He states that healthy and uniform paddy seedlings can be obtained by sowing well-developed seeds with specific gravity of at least 1.13 for non-glutinous varieties, and at least 1.10 for glutinous varieties. Apart from this, he says  uniform spacing, uniform spreading of fertilizers and perfectly levelled nursery beds are also vital for proper growth of seedlings.
Since some of the rice diseases like blast are seed-borne, he suggests that healthy seeds can be selected by pouring rice seeds in a brine solution prepared be mixing 200 grams of common salt in a litre of water. Healthy seeds settle at the bottom of the brine.The expert also suggests Nepali farmers to adopt agronomic manipulation techniques like the System of Rice Intensification (SRI), which involves a labour-intensive, low-water, organic method in which younger seedlings are singly-spaced while being planted. He says use of Plant Growth Regulators (also known as plant hormones) can boost yield if applied properly. Similarly use of fertilizers like nitrogen has proved to increase yields significantly, he says.He warns that these proactive measures can ensure food security in the country in the long term.The Agriculture Ministry estimates Paddy production in 2014-15 to decline about 5.71% to around 4.78 million tons from around 5.04 million tons in 2013-14 due to a late monsoon and untimely rainfall.
 Malaysia May Consider More Rice Imports from Thailand Under Bilateral Trade Agreement

Malaysia will increase rice imports from Thailand as part of the increased bilateral trade between the two countries, according to local sources.The two nations agreed to increase the target of annual bilateral trade to $30 billion from the current $25 billion by 2018 at the Thai-Malaysian Joint Trade Committee (JTC) meeting held in Bangkok last weekend.As part of the agreement, Malaysia will also consider Thailand's proposal of extending land transport facility, which would expedite rice imports from Thailand.
Malaysia produces about 64% of rice needed for annual consumption of about 2.8 million tons and imports about one million tons of rice annually. Thailand currently accounts for about 80% to 90% of them.Thailand mainly exports rice, electronic equipment and automobile parts to Malaysia and imports chemical products, crude oil and machinery from Malaysia

Chicago rough rice futures for Sep delivery are currently seen trading 3 cent per cwt (about $1 per ton) higher at $10.115 per cwt (about $222 per ton) during early floor trading in Chicago. The other grains are seen trading mixed this morning; soybeans are currently seen trading about 0.4% lower, wheat is listed about 0.2% higher and corn is currently noted about 0.2% higher.U.S. stocks traded higher on Tuesday, attempting to bounce from the worst trading day of the year, as investors turned more optimistic on the Greece crisis. The Dow Jones industrial average traded about 60 points higher after initially adding more than 100 points in the open. Tuesday marks the end of the second quarter and first half of the year.

Oryza U.S. Rough Rice Recap - Prices Firm with Futures amid Bearish Stocks and Bullish Acreage Cuts

The U.S. cash market was firmer today increasing in sympathy with a jump in futures market that was helped by a strong rally in the grain complex.Analysts note that today’s USDA Rice Stocks report still showed excessive stocks however that was mostly offset by a bullish acreage report as wet conditions in the U.S. Mid-South prevented farmers for getting their rice into the ground.
The USDA reported that long grain stocks in all positions as of June 1st totaled 42,295,000 cwt or 10,673,000 cwts more than last year which amounts to a 25% increased while at the same time the USDA cut their long grain projected harvest acres by 135,000 bringing the total to 2,057,000 acres or a 6% decrease from last year.

Pakistan Rice Exporters Reiterate Need for Government Intervention to Improve Export Competitiveness

Pakistan rice growers and exporters are seeking government intervention in the form of subsidies and incentives to improve export competitiveness and improve their international market competitiveness in light of falling global rice prices and lower export demand. While export prices of Pakistan 5% rice declined about 15% to around $380 per ton from around $445 per ton last year, basmati rice export prices declined about 34% to around $895 per ton from around $1,350 per ton last year.
They noted that Pakistan rice sector does not receive any government support while the governments of Thailand, Vietnam and India offer several incentives and concessions to rice farmers and exporters. In this situation, they have warned that Pakistan may lose out of competition leading to declining exports and increasing stocks in the country.Members of the Rice Exporters Association of Pakistan (REAP) expressed concern that value wise, Pakistan rice exports have been stagnant since 2009-10 when they recorded highest $2.2 billion while the country's rice production increased about 25% in the past 15 years.
They noted that most of their markets for basmati rice are conquered by India leading to drastic price falls. Similarly, for non-basmati rice, Pakistan has been losing share in its traditional markets like China. Pakistan's rice exports to China have fallen from 589,000 tons in 2012-13 to below 200,000 tons this year. They also noted that Thailand, India and Vietnam rice exporters are able to sell their surplus stocks due to various subsidies and concessions provided by their governments.
Therefore, the REAP President urged the government to provide loans to needy rice exporters within the next three months, provide rice farmers with seeds, pesticides, electricity, water, dryers and other equipment free of cost in order to cut down the cost of production and enable exporters to compete in international markets. He also stressed the government to direct the commercial banks to waive off margin calls as prices have been continuously falling, especially for basmati.Last week, the REAP members sought a subsidy on rice exports and removal of withholding tax on loans taken by rice growers and exporters especially in the light of increasing rice surplus stocks in the country.

Thailand rice sellers increased their quotes for parboiled rice by about $5 per ton to around $370-$380 per ton and increased their quotes for Hommali rice by about $10 per ton to around $825-$835 per ton today. Vietnam rice sellers lowered their quotes for 25% broken rice by about $5 per ton to around $325 - $335 per ton. Other Asia rice sellers kept their quotes mostly unchanged today.

 U.S. Rice Growers Can Now Generate and Sell Carbon Credits Under State GHG Trading Program

The California Air Resources Board (CARB) has approved a new carbon offset protocol for methane-reducing rice cultivation projects allowing rice growers to generate and sell compliance-grade credits under the state's greenhouse gas emissions (GHG) trading program, according to Bloomberg BNA.Six types of offset projects can generate tradable credits under the new protocol. Each credit is equal to a ton of carbon dioxide.
The Director of Agriculture Greenhouse Gas Markets noted that the rice cultivation protocol is the first crop-based carbon offset protocol, which allows to reduce GHG emissions without sacrificing yields.  “Rice growers can now generate additional sources of revenue without sacrificing yields, and the conservation measures they implement will reduce methane emissions and protect important wildlife habitat,” he said.The rice cultivation protocol uses a de-nitrification decomposition model to quantify greenhouse gas emissions and promotes practices that maintain yields and still preserve the ecological benefits of rice farming.The protocol is designed to be used in California and other key rice-growing states of Arkansas, Louisiana, Mississippi, Missouri and Texas.CARB's protocols prescribe the methodology needed for quantifying the GHG reduction benefits to projects.

Rice Council of Tanzania Urges Government to Curb Illegal Entry of Pakistani Rice

The Rice Council of Tanzania (RCT) is urging the government to curb illegal entry of Pakistani rice into the country, which is encouraging some local traders to mix it with local rice and export to other East African Countries (EAC) like Rwanda and Uganda as well as depriving the government of taxes, according to local sources.The EAC has set a Common External Tariff (CET) of 75%. But since Tanzania's rice prices are relatively high, the EAC has agreed for duty-free trade with the other EAC members.
The Executive Director of the RCT noted that they have been seeking requisite support from April this year, but there has been no response from them so far. She noted that the RCT sent a petition to the President's Office with signatures of about 11,000 smallholder rice farmers apprising them of the situation and seeking justice. The Prime Minister’s Office, Ministry of Agriculture Food Security and Cooperatives, Ministry of Finance, Ministry of Industry and Trade and Ministry of East African Cooperation were also sent a copy each, she said.The RCT also contacted the Parliament seeking a meeting with lawmakers representing main rice producing areas. But it did not receive any positice response from them so far.

There has been an uproar recently that Tanzanian rice exporters have been exporting rice mixed with cheap Pakistani rice to Rwanda and Uganda and those countries had banned rice imports from Tanzania since last year. Recently, the Chairman of the RCT sought government support in settling the rice export issue with the EAC and help reinstate exports to those countries. He noted that Tanzania produced over 700,000 tons of paddy in 2014 but could not export anything to the EAC markets.Last week, the Country Program Manager of Eastern Africa Grain Council (EAGC) warned that Rwanda and Uganda have decided to levy a 75% tax on Tanzania rice imports mixed with cheap Asian rice.
