gram prices and release of stock from stockists also pushed
down prices.
About 5,000 bags of gram and 1,300
bags of tuar reported for auction in Nagpur APMC, according
to sources.

4000-Year Old DNA Helps Track the Spread of Rice Farming in Asia

Rice farming spread far and wide in ancient Southeast Asia, but
how it got there has been a mystery. Now, a study of 4000-year-old DNA—a rare
find in this region—suggests it came with farmers migrating from China, where
rice farming originated. That means the hunter-gatherers already living there
didn’t learn farming themselves, or from their immediate neighbors, but rather
from distant people moving into their territory—a pattern that may have played
out throughout this part of the globe.
The study sheds light on “a pivotal period in social and
ecological history,” says Hsiao-chun Hung, an archaeologist at Australian
National University in Canberra who researches the spread of farming in
Southeast Asia and wasn’t involved in the new work.
Scientists have struggled to peer into the prehistory of
Southeast Asia because the region’s hot, humid climate tends to degrade DNA.
But David Reich, a population geneticist at Harvard University, and Ron
Pinhasi, a physical anthropologist at University of Vienna, gave it a go
anyway.
Pinhasi worked with archaeologists who had excavated 146
skeletons from ancient people who lived in Southeast Asia. The team then used
state-of-the-art genetic sampling and sequencing techniques to recover DNA from
these remains. Only 18 individuals gave up their genetic story, but that was
enough to open a new window onto the past. They lived in Vietnam, Myanmar,
Thailand, and Cambodia between 4100 and 1700 years ago, a period ranging from
the beginning of agriculture in Southeast Asia all the way through the region’s
Iron Age.
The oldest skeletons come from the site of Man Bac in northern
Vietnam, where archaeologists have unearthed artifacts including decorated
pottery and intricate jade ornaments that are very similar to those found at
earlier rice farming sites in China. Archaeologists have long believed that
indigenous hunter-gatherers and newly arrived rice and millet farmers lived
together at Man Bac. And indeed, the genomes of the site’s residents confirmed
that idea. They showed a mixture of two ancestries: one indigenous to the
region and the other more related to people from southern China. That confirms
that farmers had moved to Man Bac, spread their technology and culture, and
mixed with the local population of hunter-gatherers, the team reports today in
Science.
Those early farmers may have left another legacy: a language
that developed into today’s Austroasiatic family of languages, which are
scattered across Southeast Asia. The genomes of people who speak those
languages today—among them Khmer in Cambodia, Nicobarese on India’s Nicobar
Islands, and Mlabri on the border of Thailand and Laos—show the same mix of
ancestries found at Man Bac. That suggests the early farmers spread their genes
and culture all across the region, Reich says.
In later sites from Vietnam, Cambodia, Myanmar, and Thailand,
the researchers found a signal of another wave of migration from southern China
about 2000 years ago. They were farmers as well, and this time they probably
brought bronze metalworking technology, kicking off the Bronze Age in the
region. With this migration, the populations of Southeast Asia began to
resemble the people living in the region today.

This three-pronged mixture of indigenous hunter-gatherers, early
farmers, and a later wave of migrants parallels the prehistory of Europe, also
illuminated by ancient DNA in recent years. There, migrating farmers brought
agriculture from the Near East to Europe, where they mixed with local
hunter-gatherers about 7000 years ago. Then later waves of Bronze Age
migrants—in Europe’s case, herders from the Central Asian steppe—moved in and
established the population structure scientists see today. (Researchers,
including Reich, have also documented a similar pattern in South Asia.)
“The two are twin phenomena happening at about the same time at
different ends of Eurasia,” says Charles Higham, an archaeologist who studies
Southeast Asia at the University of Otago in Dunedin, New Zealand, and wasn’t
involved in the work. “Human beings are inquisitive, they’re exploratory, and
they’re on the move.”

India fell this week to their lowest in five months as the rupee
depreciated, while rates in Vietnam hit a four-year high amid
stronger demand and limited supplies.
India's

The
continuous correction in the rupee has allowed exporters
to reduce export prices in dollar terms, said an exporter based
at Kakinada in the southern state of Andhra Pradesh.
The
rupee has fallen about 6 percent so far in 2018
to its lowest in 16 months, increasing exporters' margins from
overseas sales.
"Indian
rice is becoming more competitive in the world
market due to the falling rupee," said another exporter based at
Kakinada.
Rice
exports in India surged 18 percent to a record 12.7
million tonnes in the 2017/18 financial year, which ended on
March 31, on good demand for non-basmati rice from Bangladesh,
Benin and Sri Lanka.
An
official at Bangladesh's food ministry, however, said the
country would not require hefty rice imports this year.
Bangladesh emerged as a major importer in 2017 after floods
damaged its crops.
"The
government's stock levels have improved significantly.
I don't think Bangladesh would need to import a huge amount this
year again, even if rice crops are affected by flooding."
Meanwhile,
in Vietnam, prices of 5 percent broken rice
<RI-VNBKN5-P1> rose to $460-$465 per tonne from $455-$460 a week
earlier. It was the highest level since August 2014.
"News
about Indonesia's plan to buy another 500,000 tonnes
gives an additional push to the price amid tight supplies and
the recent offers from the Philippines," a Ho Chi Minh
City-based trader said.
"Indonesia
is expected to work directly with Vietnam
Southern Food Corp and Vietnam Northern Food Corp to buy the
grain in private placements, rather than opening a tender."
In

eased slightly to $435-$440 a tonne, free on board (FOB)
Bangkok, from $435-$445 last week, on a weaker baht.
Demand

on rice to raise up to P28B a year

Removing
the import quota and slapping tariff on rice would generate up to P28 billion
in yearly revenue that the government can use to support farmers, state
planning agency National Economic and Development Authority said.
In a
recent presentation, Neda Assistant Secretary Carlos Abad Santos said that if a
35-percent tariff would be imposed on rice imports, the government could
collect between P7 billion and P28 billion a year, which could fund programs
and projects for affected local farmers.
The imposition
of tariff will also benefit consumers as retail prices of rice would fall by
P4-7 a kilo, Abad Santos added.
The Neda
official said there was a “need to act quickly to stabilize rice supply.”
“Rice
inflation posted double-digit growth of over 11 percent in 2014 due to
restriction in imports, but decreased in 2015-2016 due to sufficient supply in
the market. In the first four months of 2018, rice inflation has started to
pick up. The government should be vigilant in ensuring adequate supply,” he
said.
In the
Philippines’ statement during the recent 74th session of the United Nations
Economic and Social Commission for Asia and the Pacific, Neda Undersecretary
Rosemarie G. Edillon said that “the approval of the legislation to remove
import quotas on rice to reduce rice prices is another critical propoor measure
that needs to be put in place in the immediate term given that 20 percent of
the total consumption of the poor represents rice.”
Last week,
Socioeconomic Planning Secretary Ernesto M. Pernia said that amid a high
inflation environment, “the more enduring solutions will require structural
reforms,” especially in terms of food prices.
“We
continue to pressure Congress to amend Republic Act No. 8178 or the
Agricultural Tariffication Act. The lifting of quantitative restrictions or QRs
on rice should be pursued in earnest, as it will reduce the retail price of
rice. This will increase the purchasing power of low-income households, aside
from bringing down inflation,” said Pernia, who also heads Neda.
Pernia
earlier noted that the price of palay rose by 10 percent year-on-year so far
this year.
“We also
need to restructure the National Food Authority to rid it of its import
monopoly and trading functions, so that it can focus on buffer stocking to meet
emergencies. This reform is necessary for NFA to focus on its function of
maintaining a national buffer stock for food security, and refrain from rice
trading to avoid distorting the market,” according to Pernia.
“Moreover, we also need to address rising
prices of fresh fish, meat, and vegetables. As demand continues to rise with a
growing population and expanding economy, reducing food inflation is necessary

All consolidated import
cargo will be fully inspected to weed out counterfeit, contraband and
substandard goods, the government has announced.
In a statement on
Thursday, Industrialisation and Trade Cabinet Secretary Adan Mohamed said an
incinerator will be installed at the Port of Mombasa to hasten destruction of
counterfeit, substandard or contraband goods.
Kenya Bureau of
Standards (Kebs) Managing Director James Ongwae said a multisectoral team
operating in all the entry points will be inspecting consolidated cargo.
“This is effective from
today. If we find substandard goods it is going to be destroyed. We have also
commenced a 100 per cent inspection of all containers carrying used shoes and
clothes.
"We have already
condemned two containers carrying used clothes and shoes at the port of
Mombasa. All imports through Eldoret airport will undergo a 100 per cent
inspection,” warned Mr Ongwae.
Owners
He said the team has a
list of owners of some of the 163 condemned containers with goods valued at
Sh250 million.
Ten of the containers
were on Wednesday destroyed. Kebs boss led ministry officials in destroying the
substandard imported goods worth more than Sh15 million.
The remaining
containers are earmarked for destruction in the coming weeks.
The destruction at
Bamburi Cement plant is part of the government’s efforts to end importation of
fake goods.
“Some of the owners
went underground after their containers were discovered to be substandard. But
in cases where the owners are known they will be prosecuted. Most of the items
were imported through a bank.
"Mombasa port,
Eldoret and Jomo Kenyatta international airports are among entry points where
contraband goods are sneaked into the country. But we are scanning all
containers,” he warned.
He said all imports
through the Eldoret airport would be subjected to a 100 per cent inspection to
ensure they meet the required standards and specifications.

MANILA, Philippines — A proposal to impose a 35-percent tariff
on imported rice may generate up to P28 billion in additional revenue for the
government, based on a report from the National Economic and Development
Authority (NEDA).
Economic managers are pushing for the removal of the
quantitative restriction on rice importations in favor of imposing tariffs to
encourage traders to import the commodity and allow the influx of cheaper rice
into the domestic market.
According to NEDA, the measure is projected to reduce the price
of rice by P4 to P7 per kilogram, benefitting poor families, who spend around
20 percent of their budget on rice.
Earlier, the Bangko Sentral ng Pilipinas said the passage of the
rice tariffication bill currently pending in both houses of Congress could
become a “game changer” that would help lower prices of rice, and thus overall
inflation.
BSP Deputy Governor Diwa Guinigundo said rice tariffication may
lower inflation by one percentage point.
He said the downward effect of rice tariffication on inflation
could mitigate the upward pressure on inflation created by the Tax Reform for
Acceleration and Inclusion (TRAIN) Law.
Meanwhile, Finance Undersecretary and chief economist Gil
Beltran earlier said the impending expiration of the quantitative restrictions
could pave way for the proposed reorganization of the National Food Authority
(NFA).
“Given that import quotas will be eliminated, the private sector
is encouraged to increase importations, thereby reducing import requirements of
the NFA and its financial burden to the government,” he said.
“The NFA can now reorganize and limit its function on
proprietary activities, in particular buffer stocking for food security and calamities,
and local procurement,” he said.
The World Trade Organization first allowed the
Philippines to impose a 10-year quantitative on rice imports in 1995.

Government on Thursday said that it had subsidised the lake rice brand to the
tune of N1 billion since it rolled out in December 2016 till date.
The Commissioner for Agriculture, Toyin Suarau, made the disclosure at the 2018
Ministerial Press Briefing to commemorate the third year of Governor Akinwumi
Ambode, in office.
Suarau said the subsidy included cost of transportation, bagging and difference
in cost of production, which had helped to checkmate the ever increasing cost
of rice.
The commissioner said that the state spent a total of N4.5 billion on the
purchase of lake rice.
He said: “In the last one year, the affordability of Lake rice has no doubt
been good timing to Lagosians. The product is sold at a highly subsidised rate
of N12,000 per 50kg bag.
“The state spent a total ofN4, 623,116,000 on the purchase of Lake rice and has
subsidised the product to the tune of N1,040,395.00 from December till date.
“The subsidy includes cost of transportation, bagging and difference in cost of
production of rice which has helped to reduce the price skyrocketing of the
commodity.”
Suarau said that currently over 150 marketers and other ancillary service
providers had been empowered through the sale of the product.
The commissioner also revealed that the state was in completing the process of
establishing a 32 tonnes per hour rice mill at Imota, projected to produce 2.6
million 50kg bags of rice.
He said: “The state just signed an agreement with the Bigger Again, a leading
rice mill manufacturer in the world for acquisition of the equipment.
“It is projected that when completed, the mill will produce an estimated 130
million kilogrammes of processed rice per hour, which is 2.6 million 50kg bags
of rice.
“The mill will require the cultivation of 32,000 hectares of land for paddy
supply which will provide a platform for the state to partner with other
South-West states in rice cultivation.’’

Okanlawan was established.
“This administration wants to ensure that the man on the streets of Lagos is
well fed.’’

BENGALURU (Reuters) - Rice prices in top
exporter India fell this
week to their lowest in five months as the rupee depreciated, while rates
in Vietnam hit a
four-year high amid stronger demand and limited supplies.
India's 5 percent broken parboiled
variety prices dropped by $3 to $404-$408 per tonne.
The continuous correction in the
rupee has allowed exporters to reduce export prices in dollar terms, said an
exporter based at Kakinada in the southern state of Andhra Pradesh.
The rupee has fallen about 6
percent so far in 2018 to its lowest in 16 months, increasing exporters'
margins from overseas sales.
"Indian rice is becoming
more competitive in the world market due to the falling rupee," said
another exporter based at Kakinada.
Rice exports
in India surged 18
percent to a record 12.7 million tonnes in the 2017/18 financial year, which
ended on March 31, on good demand for non-basmati rice from Bangladesh, Benin and Sri Lanka.
An official at
Bangladesh's food ministry, however, said the country would not require hefty
rice imports this year. Bangladesh emerged
as a major importer in 2017 after floods damaged its crops.
"The government's stock
levels have improved significantly. I don't think Bangladesh would
need to import a huge amount this year again, even if rice crops are affected
by flooding."
Meanwhile, in Vietnam, prices of 5
percent broken rice rose to $460-$465 per tonne from $455-$460 a week earlier.
It was the highest level since August 2014.
"News about
Indonesia's plan to buy another 500,000 tonnes gives an additional push to the
price amid tight supplies and the recent offers from the Philippines," a
Ho Chi Minh City-based trader said.
"Indonesia is
expected to work directly with Vietnam Southern
Food Corp and Vietnam Northern
Food Corp to buy the grain in private placements, rather than opening a
tender."
In Thailand, prices of 5 percent
broken rice eased slightly to $435-$440 a tonne, free on board (FOB) Bangkok,
from $435-$445 last week, on a weaker baht.
Demand was slow, Bangkok-based
traders said, but they hoped lower prices would attract buyers.
"The market is still quiet,
but with lower export prices now, there is more chance of sales," a trader in Bangkok said.
Thailand, the world's
second-biggest rice exporter, will hold an auction for the last 43,700 tonnes
of rice fit for human consumption from state stockpiles on Friday. A separate
lot of 2 million tonnes, which is unfit for human consumption and for
industrial use, will be auctioned next month.

Rice basmati up on stockists' buying

Delhi, May 17 () Rice basmati prices rose by Rs 100 per quintal at the
wholesale grains market today on the emergence of stockists' buying post uptick
in demand and restricted arrivals from producing belts.
Traders
said stockists buying, driven by pick up in demand against tight stocks
position on fall in supplies from growing regions, mainly pushed up rice
basmati prices.
In the
national capital, rice basmati common and Pusa-1121 variety went up by Rs 100
each to Rs 7,100-7,200
and Rs
6,400-6,500 per quintal respctively.

Indonesia to import 500,000 tons of more rice

The Trade Ministry has issued a permit for
State Logistics Agency (Bulog) to import an additional 500,000 tons of rice
this year after it previously issued a permit to import the same amount
earlier this year.
“We have issued an import agreement of 500,000
tons of rice. It is the second [rice import],” said the ministry’s
international trade director general, Oke Nurwan, in Jakarta on Tuesday as
reported by tempo.co.
He said the import permit was issued during the
recent meeting of ministers under the Office of the Coordinating Economic
Minister. The rice, which will be imported from several countries such as
Vietnam, Thailand, Myanmar, Cambodia, India and Pakistan, is expected to curb
the price of rice, which is still above the price ceiling decided by the
government, the official said.
“We’ve
given Bulog until July to import the 500,000 tons of rice,” Oke said. The
government imported 500,000 tons of rice earlier this year to push down the
increasing price of the commodity.
The decision to import the commodity sparked
controversy because the Agriculture Ministry had initially claimed that the
country had produced an adequate amount of rice to meet local demand.
The Agriculture Ministry’s Food Sovereignty
Agency head, Agung Hendiardi, said the decision to import additional rice was
to guarantee the availability of the commodity in the market because the retail
price was still higher than the price ceiling of Rp 9,400 per kilogram in the
regions of Java, Lampung, South Sumatra, Bali. West Nusa Tenggara and Sulawesi.

their role by providing a regulatory framework that can foster innovation.
This is the view of Brian Ruddle,
the managing director of Nexgen Plants, a Brisbane-based plant trait business
formed in 2013.
The company now is working to
commercialise a number of non-GM traits across a range of species, including
rice, sorghum and tomatoes.
Mr Ruddle said recent
developments with the company’s salt tolerant rice traits showed how a
regulatory framework could help a start-up business.
“We have already got US
Department of Agriculture (USDA) confirmation that our rice product can be
classified as non-genetically modified (non-GM) and therefore does not fall
under regulation requirements in the US,” Mr Ruddle said.
“In Australia, we are still
waiting for approval from the Office of the Gene Technology Regulator (OGTR)
and that delay means we can’t get the product out to market.”
“This is not a criticism of the
OGTR process, the fact it is so rigourous is a good thing in that it means
consumers can have absolute confidence in the procedure, but by allocating more
staff to this type of thing, the government could speed the process up.”
He said there were similar sorts
of interventions in other areas of ag-tech that could have the same positive
impact.
“It is not about handing
businesses pots of money, we just want a streamlined process that allows us to
do what we do efficiently.”
Mr Ruddle said it was an exciting
time for the ag-tech sector.
“There are a host of
applications, whether it be in the data analysis field or plant technology or
in systems development, but there is a lot happening in the ag tech space at present.
“Importantly, I think we are
starting to see products coming online that meet a grower need, perhaps in the
past there have been nifty solutions to problems that aren’t that important to
growers.”
“People outside agriculture are
also aware of what is happening and are becoming increasingly willing to
invest.
“It is not just seed capital
dedicated to agriculture projects that is being invested, the broader
investment community is really looking at what is happening – they see the
potential in agriculture and can see there are a lot of developments in the
space.”
However, Mr Ruddle cautioned the
battle for capital was ultra-competitive.
“You’ve got finance technology
start-ups, there are people in health doing tech stuff, we are competing in an
open market and need to have a product that people in the sector will consider
worthwhile.”
On his own company’s front, Mr
Ruddle said work would continue its work on projects such as the salt tolerant
rice, pathogen and virus resistant tomatoes and more aromatic rice, to tap into
high value premium rice markets.
“We’re very busy with a number of
things are present and we’re confident they will deliver some real benefit to
the industry.”
Nexgen Plants emerged from the
University of Queensland’s research arm.
The University’s
commercialisation company, UniQuest, provided proof-of-concept funding in 2010
and based on the outcome, set up Nexgen Plants in 2013, dedicated to
translating the plant breeding research into commercial and societal benefits.

Malacañang, as the two Pacific nations agreed to enhance cooperation in the
field of agriculture.
Duterte and O’Neill signed a
Joint Declaration of Agricultural Cooperation with emphasis on rice production.
“We have asked our relevant
officials to negotiate and conclude at the soonest possible time an agreement
that will bring our bilateral agriculture cooperation to the modern era, one
that will truly be transformative and a hallmark of genuine partnership,”
Duterte said in his joint press statement with O’Neill.

Piñol earlier said he was considering the idea of sending Filipino farmers to

expected to visit the Philippine Rice Research Institute in Nueva Ecija on May
17.

progress, and prosperity for our peoples, we have realized that we have to do
more together to ensure what we want to achieve and the goals reached,” he

O’Neill, for his part, thanked
the Philippines for its contributions to Papua New Guinea and welcomed the

country,” he said.

Speakers at a seminar yesterday
said the country wastes food crops worth several thousand crore taka each year
during the post-harvest period alone, which could be saved using apt
technology.
They said generating awareness
among farmers and other stakeholders would also help address the issue. In
addition, capacity of the Department of Agricultural Extension (DAE) and
storage facility have to be increased.
Right to Food Bangladesh (RFB) and
Christian Aid arranged the seminar on “State's Role in Tackling Food Loss and
Right to Food” in the capital's Cirdap.
Presenting a paper, Sanwar Sayeed
Shaheen, general secretary of Bangladesh Krishi Sangbadik Forum, said the
post-harvest waste of food crops was 77.5 lakh tonnes in 2015-16 fiscal year --
14 percent of the total produced crops.
The waste was worth around Tk
30,400 crore that year, he said, referring to a survey by Horticulture Export
Development Foundation (Hortex Foundation).
Shaheen said the losses had been
counted from farmers' production to reaching consumers. At farm level, reasons
behind food crop waste included breaking, scattering, insect infection, lack of
applying technology, and drying.
At marketing level, the reasons
were storage limitation, inefficient transportation and packaging.
Referring to a recent study by
Bangladesh Rice Research Institute, Shaheen said about 70 percent of the rice
was processed using traditional husking machine in the last fiscal year. The
process caused waste of 1 to 1.5 percent or about 3.5 lakh tonnes of the total
produced rice (about 5 crore tonnes) that year.
Use of “rubber huller” technology
and moisture meter will increase rice production, he said.
Welcoming the participants, RFB
General Secretary Mohsin Ali said a law on right to food has to be enacted in
the country to ensure food security.
Emphasising on generating awareness,
former Bangladesh Bank deputy governor Khondkar Ibrahim Khaled said people have
to play major role in awareness campaigns about crops waste.
Manjurul Hannan, managing director
of Hortex Foundation, said timely meteorological forecast can save crops from
untimely flood and other natural disasters.
Prof Khaleda Islam, a teacher at
Institute of Nutrition and Food Science of Dhaka University, said food crop
waste has been depriving many poor people from having sufficient food.

Rice farmers in a southern
Iranian province are protesting a local government decision to ban rice planting
because of water shortages.
Iran’s state-run ILNA news agency
said a group of rice farmers denounced the ban at a rally Wednesday outside the
Khuzestan provincial governorate building in the city of Ahvaz. It said the
farmers have staged several protests at the site in recent days.
ILNA quoted the protesters as
saying the ban on cultivating rice in the coming year threatens to destroy
their livelihood. Khuzestan’s agricultural department said it declared the ban
because rice planting requires more water than other crops, and water has been
in short supply in the province for months.
Iranian authorities have urged
local farmers to plant soya or other beans instead of rice. But farmers have
said rice is crucial to their livelihood because it earns them more money than
beans.
ILNA said the protesting farmers
also complained that provincial officials have not responded to their appeals
for a lifting of the rice-planting ban.
Southern Iran has seen sporadic

rice mill clerk to third-time Karnataka CM
New Delhi: Amid loud cheers from
the Bharatiya Janata Party (BJP), B.S. Yeddyurappa was sworn in as the chief
minister of Karnataka, over six years after his exit from the party on grounds
of alleged ill-treatment by the BJP High Command.
Born on 27 February 1943,
Yeddyurappa, after completing his pre-university college education from PES
College, Mandya (equivalent to Grade 12), was appointed as a first-division
clerk in the social welfare department. However, he soon moved to his current
constituency, Shikaripura, where he joined as a clerk at a rice mill.
Yeddyurappa’s political journey began in 1970, when he was appointed as the
Karyavaha (Secretary) of the Rashtriya Swayamsevak Sangh’s Shikaripura unit,
and later elected to the Shikaripura Town Municipality and appointed as the
President of the Taluk unit of the Jana Sangh.
In 1975, Yeddyurappa was elected
President of the Town Municipality of Shikaripura, and later the President of
the Shikaripura taluk unit of the BJP before he went on to become the president
of the BJP’s Shimoga district unit in 1985. In 1988, he became the state
president of the BJP in Karnataka. Yeddyurappa was first elected to the lower
house of the Karnataka Legislature in 1983 and has since represented the
Shikaripura constituency six times. His first stint in power was when he helped
Janata Dal (Secular) leader H. D. Kumaraswamy bring down the coalition
government headed by Congress leader Dharam Singh and form an alternative
government with the BJP.
Soon after, an agreement was made
between the JD(S) and the BJP, which specified that Kumaraswamy would be the
chief minister for the first 20 months, after which Yeddyurappa would take over
for the remaining 20 months. However, in October 2007, when it was
Yeddyurappa’s turn to become chief minister, Kumaraswamy refused to relinquish
his post, thus forcing the former and all the ministers from his party to
resign, leading to the BJP’s withdrawal of support to the Kumaraswamy
government.
The first BJP leader to become
the chief minister of a Southern Indian state, Yeddyurappa has briefly held the
office of chief minister for two terms prior to his current appointment, that
is, from November 12 to 19, 2007, and from May 30, 2008, to July 31, 2011.
However, the Karnataka Lokayukta in 2011, while investigating
the illegal mining case, submitted its report indicting Yeddyurappa for
illegally profiteering from land deals in Bengaluru and
Shivamogga, and also in connection with the illegal iron ore export scam in
Bellary, Tumkur and Chitradurga districts of Karnataka.
Following severe pressure from
the BJP central leadership, Yeddyurappa announced his resignation on July 31,
2011, and subsequently, in 2012, resigned from his position as a Member of
Legislative Assembly (MLA) and primary membership of the BJP, while
simultaneously launching his own party, the Karnataka Janata Paksha.
Yeddyurappa’s return to the BJP
was announced first in 2013, but the actual merger of his party with the BJP
took place in 2014, ahead of the Lok Sabha elections, where he won from the
Shivamogga by a stellar margin of 363,305 votes.
In 2016, the BJP re-appointed him
as the President of the Karnataka BJP unit, and thereafter, as its chief
minister candidate for the recently concluded assembly polls in the state.
Yeddyurappa, who contested the elections from Shikaripura for
the seventh time, defeated Congress’ Goni Malatesha by a margin of 35,397, thus
securing his seat.
Although the BJP fell short of the 112 seat margin by seven, Karnataka Governor
Vajubhai R. Vala invited the party to form the government in the state, with a
15-day period to prove their majority in the Assembly.

New Delhi: Amid loud cheers from
the Bharatiya Janata Party (BJP), B.S. Yeddyurappa was sworn in as the chief
minister of Karnataka, over six years after his exit from the party on grounds
of alleged ill-treatment by the BJP High Command.
Born on 27 February 1943,
Yeddyurappa, after completing his pre-university college education from PES
College, Mandya (equivalent to Grade 12), was appointed as a first-division
clerk in the social welfare department. However, he soon moved to his current
constituency, Shikaripura, where he joined as a clerk at a rice mill.
Yeddyurappa’s political journey began in 1970, when he was appointed as the
Karyavaha (Secretary) of the Rashtriya Swayamsevak Sangh’s Shikaripura unit,
and later elected to the Shikaripura Town Municipality and appointed as the
President of the Taluk unit of the Jana Sangh.
In 1975, Yeddyurappa was elected
President of the Town Municipality of Shikaripura, and later the President of
the Shikaripura taluk unit of the BJP before he went on to become the president
of the BJP’s Shimoga district unit in 1985. In 1988, he became the state
president of the BJP in Karnataka. Yeddyurappa was first elected to the lower
house of the Karnataka Legislature in 1983 and has since represented the
Shikaripura constituency six times. His first stint in power was when he helped
Janata Dal (Secular) leader H. D. Kumaraswamy bring down the coalition
government headed by Congress leader Dharam Singh and form an alternative
government with the BJP.
Soon after, an agreement was made
between the JD(S) and the BJP, which specified that Kumaraswamy would be the
chief minister for the first 20 months, after which Yeddyurappa would take over
for the remaining 20 months. However, in October 2007, when it was
Yeddyurappa’s turn to become chief minister, Kumaraswamy refused to relinquish
his post, thus forcing the former and all the ministers from his party to
resign, leading to the BJP’s withdrawal of support to the Kumaraswamy
government.
The first BJP leader to become
the chief minister of a Southern Indian state, Yeddyurappa has briefly held the
office of chief minister for two terms prior to his current appointment, that
is, from November 12 to 19, 2007, and from May 30, 2008, to July 31, 2011.
However, the Karnataka Lokayukta in 2011, while investigating
the illegal mining case, submitted its report indicting Yeddyurappa for
illegally profiteering from land deals in Bengaluru and
Shivamogga, and also in connection with the illegal iron ore export scam in Bellary, Tumkur and Chitradurga districts of Karnataka.

Following severe pressure from
the BJP central leadership, Yeddyurappa announced his resignation on July 31,
2011, and subsequently, in 2012, resigned from his position as a Member of
Legislative Assembly (MLA) and primary membership of the BJP, while
simultaneously launching his own party, the Karnataka Janata Paksha.
Yeddyurappa’s return to the BJP
was announced first in 2013, but the actual merger of his party with the BJP
took place in 2014, ahead of the Lok Sabha elections, where he won from the
Shivamogga by a stellar margin of 363,305 votes.
In 2016, the BJP re-appointed him
as the President of the Karnataka BJP unit, and thereafter, as its chief
minister candidate for the recently concluded assembly polls in the state.
Yeddyurappa, who contested the elections from Shikaripura for
the seventh time, defeated Congress’ Goni Malatesha by a margin of 35,397, thus
securing his seat.
Although the BJP fell short of the 112 seat margin by seven, Karnataka Governor Vajubhai R. Vala invited the party to form the government in the state, with a 15-day period to prove their majority in the Assembly.

Indonesia to import 500,000 tons of more rice

The Trade Ministry has issued a permit for
State Logistics Agency (Bulog) to import an additional 500,000 tons of rice
this year after it previously issued a permit to import the same amount
earlier this year.
“We have issued an import agreement of 500,000
tons of rice. It is the second [rice import],” said the ministry’s
international trade director general, Oke Nurwan, in Jakarta on Tuesday as
reported by tempo.co.
He said the import permit was issued during the
recent meeting of ministers under the Office of the Coordinating Economic
Minister.
The rice, which will be imported from several
countries such as Vietnam, Thailand, Myanmar, Cambodia, India and Pakistan, is
expected to curb the price of rice, which is still above the price ceiling
decided by the government, the official said.
“We’ve given Bulog until July to import the
500,000 tons of rice,” Oke said.
The government imported 500,000 tons of rice
earlier this year to push down the increasing price of the commodity.
The decision to import the commodity sparked
controversy because the Agriculture Ministry had initially claimed that the
country had produced an adequate amount of rice to meet local demand.
The Agriculture Ministry’s Food Sovereignty
Agency head, Agung Hendiardi, said the decision to import additional rice was
to guarantee the availability of the commodity in the market because the retail
price was still higher than the price ceiling of Rp 9,400 per kilogram in the
regions of Java, Lampung, South Sumatra, Bali. West Nusa Tenggara and Sulawesi.

Adding organic fertilisers to rice plantations - a boon or a
bane?

Rice is the most widely consumed
staple cereal in Asia and is the agricultural commodity with the third-highest
worldwide production. Paddy fields are at the eye of a storm as they are a
significant contributor of greenhouse gases (GHG) like methane that are known
to contribute towards global warming. The warm, waterlogged soil conditions in
rice fields promote the growth of microorganisms that release carbon-dioxide
and transform it into methane. One way to manage this is by increasing the
ability of the soil to store more organic carbon. A study by
researchers at the Tezpur University, Assam, evaluates the effect of different
carbon-rich fertilisers on methane emission and rice productivity.
Commonly used organic fertilisers
like cow dung, green manure and rice husk contain materials in various stages
of decay that adds to the soil carbon content. In fact, the global carbon content
in the soil is so high today that it holds three times more carbon than the
atmosphere. Thus, even a small change in soil management techniques (such as
adding organic materials) has the potential to offset anthropogenic GHG
emissions from rice production significantly.
In this study, the researchers
have evaluated the additions of organic and inorganic fertilisers (usually a
combination of nitrogen, phosphorus and potassium, commonly referred to as NPK)
for their global warming potential, methane emission, soil carbon storage and
crop productivity. The field study was conducted in the Tezpur University
campus for two years (2014 and 2015) during the monsoon season lasting
between June and November each year. This study was published in the journal
Environmental Science and Pollution Research and was funded by the Department
of Science and Technology.
The researchers conducted their
experiment with rice seedlings sown in five different plots. The first plot was
applied a regular dose of conventional NPK-only fertiliser, and it served as a
control against which others were measured. The other four plots were applied
different organic materials—cow dung, green manure from a herbaceous plant
called Sesbania aculeata, compost from an
aquatic fern called Azolla carolinianaand rice husk.
These organic compounds were added in addition to the inorganic NPK fertiliser.
The study observed that the plot
with NPK and green manure had increased methane emissions as compared to the
control plot with only NPK. The researchers also found that adding either cow
dung or green manure increased methane emissions by 40-60%. However, the crop
yield showed a reverse pattern; it increased significantly with the addition of
organic fertilisers. The study found that the plot with Azolla compost
had the highest increase in yield (27%), followed by the one with cow dung
(23%), rice husk dust (17%) and green manure (11%).
The researchers also found that
the plants grown with organic fertilisers had a significantly higher rate of
photosynthesis than those grown with just NPK fertiliser. The carbon efficiency
ratio (a ratio of carbon stored in the grain and the carbon emitted), which
indicates the plant’s efficiency for storing carbon, was highest for the plot
with Azolla compost
and lowest for the one with green manure. The level of soil organic carbon was
also higher in plots with organic additions.
The findings show that although
methane emission increases with organic additions to soil, it boost crop yield.
“A high carbon efficiency ratio and soil carbon storage capacity with the
combination of NPK and Azolla compost is a high point
of the present study”, say the authors. While organic additions increase the
methane emissions, they also offset its impacts by improving carbon storage in
crop and soil.
“Addition of farmer-friendly
organics to inorganic fertilisers may be an easy and useful method to improve
productivity in tropical regions such as north-east India, where inorganic
fertiliser costs are high but organic materials are plentiful”, say the
authors, talking about the implications of the study. Thus, picking a proper
management technique that chooses the right kind of organic additions can prove
to be a boon for rice production, rather than a bane due to its global warming
emissions.

The rice and flour milling industries in the United Kingdom
could be negatively impacted if the country withdraws from the customs union
and single market as part of Brexit — the vote by British citizens in 2016 to
leave the European Union, The Guardian reported on May 15.
Umesh Parmar, joint managing director of Tilda, one of the U.K.’s most popular
rice brands, told The Guardian that the company’s rice mill in Rainham, Essex,
would close if barriers to imports from its supplier in India and Pakistan as
well as exports to the E.U. were put in place.
“The Tilda brand won’t disappear, but it just won’t be a British-made product
anymore,” Parmar told the newspaper. “The value added will not be in Britain.
Our business would be better off within the customs union.”
Alex Waugh, director general of the National Association of British and Irish
Millers, told The Guardian that flour mills were also at risk as 80% of
Ireland’s bread came from the U.K.
He said post-Brexit tariffs could be as high as 50% on flour imports from the
U.K., making British flour uncompetitive and threatening closure of several of
the country’s 50 flour mills.
The U.K. is scheduled to leave the E.U. by March 29, 2019, although there will
be a 21-month transition period that will end on Dec. 31, 2020.

Government issues
tender notice to export 3000 tonnes of rice and 5000 tonnes of sugar to Nigeria

According to the Ministry of
Commerce, the government has issued tender notices for exporting 3000 metric
tonnes of irri-6 rice. The exports will prove wholesome for the next crop, the
government will provide the incentive to the farmers to harvest the next crop
of rice in a better style.
The Ministry has said that the
government has also issued the tenders for 5000 metric tonnes of sugar to
export to Nigeria. The tenders have been issued by TCP authorities.
This sugar export to Nigeria will
make sugar mills owners to pay the price of sugarcane to the growers
immediately beside clearing their outstanding dues.
Pakistan has recently seen an
increase in wheat exports as well, the country has witnessed the higher exports
in one month during the month of April since it was born. Pakistan exported 300,000 tonnes of wheat in
the month of April 2018.
Pakistan’s textile exports were
also on the rise during the last 9 months. Despite having difficulties in the
textile sector the country has seen perpetual growth in the industry. Total
textile exports stood at $9.99 billion during the period from July to March

so it’s probably a good idea to understand what exactly rice is and what it
does to our bodies.
Is rice a carb?
Yes, rice is very much a
carbohydrate. To be more precise, it’s a complex carb. To break it down even
further, brown rice is an unrefined complex carb, and white rice is a refined
complex carb.
Though we usually look down upon
the unrefined things in life, unrefined carbs are actually a good thing when it
comes to our health. The unrefined complex carbs found in brown rice require
our bodies to do some work to digest them, which keeps us from having dramatic
swings in our blood sugar and insulin levels. Because brown rice’s husk is
intact, it contains tons of beneficial
vitamins, nutrients and fiber (1.8 grams per serving) that can
help lower cholesterol and reduce the risk of Type 2 diabetes.
White rice, on the other hand, is a
refined complex carb, because the high-fiber parts of the grain have been
removed by machinery. This makes the carbs easy for our bodies to digest,
leading to unwanted sugar crashes. Compared with the 1.8 grams of fiber found
in brown rice, white rice only contains has 0.4 grams of fiber.
Which has more carbs, brown or white rice?
In general, white rice has a
higher number of total carbohydrates than brown rice. We’ve broken down popular

important to keep in mind that nutritional info can vary by brand.
Which has a higher glycemic index, brown or white rice?
A glycemic index, or GI, is
a way of ranking carbohydrate-containing foods according to their immediate
effects on blood sugar levels. Carbs with a low GI are more slowly digested,
causing a slower rise in insulin levels. Foods with a high GI are quickly
digested and make our insulin levels skyrocket.
A low GI is defined as 55 and under,
intermediate is 56 to 69, and high is 70 and above.
Again, the GI varies by brand of
rice, so shop around until you find a brand that suits you best. But here are a

Govt issues tenders to export 3000-tonne rice, 5000-tonne sugar to Nigeria

ISLAMABAD: Pakistan has started implementing an agreement to export
3000 metric tonnes of rice to Nigeria while 5000 metri
c tonne sugar will also be exported to Nigeria.
According to Ministry of Commerce, the government has issued
tenders for exporting 3000 metric tonnes irri-6 rice. These exports will prove
wholesome for next crop and incentive will be given to farmers to cultivate
next crop of rice in a better way.
The government has also issued tenders for supply of 5000 metric
tonnes of sugar to Nigeria. These tenders have been issued by TCP authorities.
The export of sugar to Nigeria will enable sugar mills owners to
pay the price of sugarcane to the cultivators forthwith besides clearing their
outstanding dues.

The Trade Ministry has issued a permit for
State Logistics Agency (Bulog) to import an additional 500,000 tons of rice
this year after it previously issued a permit to import the same amount
earlier this year.
“We have issued an import agreement of 500,000
tons of rice. It is the second [rice import],” said the ministry’s
international trade director general, Oke Nurwan, in Jakarta on Tuesday as
reported by tempo.co.
He said the import permit was issued during the
recent meeting of ministers under the Office of the Coordinating Economic
Minister.
The rice, which will be imported from several
countries such as Vietnam, Thailand, Myanmar, Cambodia, India and Pakistan, is
expected to curb the price of rice, which is still above the price ceiling
decided by the government, the official said.
“We’ve given Bulog until July to import the
500,000 tons of rice,” Oke said.
The government imported 500,000 tons of rice
earlier this year to push down the increasing price of the commodity.
The decision to import the commodity sparked
controversy because the Agriculture Ministry had initially claimed that the
country had produced an adequate amount of rice to meet local demand.
The Agriculture Ministry’s Food Sovereignty
Agency head, Agung Hendiardi, said the decision to import additional rice was
to guarantee the availability of the commodity in the market because the retail
price was still higher than the price ceiling of Rp 9,400 per kilogram in the
regions of Java, Lampung, South Sumatra, Bali. West Nusa Tenggara and Sulawesi.

House to set up team to monitor rice import

The House of Representatives plans to set up a
team to oversee the government's decision to import rice to ease market prices,
which farmers have protested will lower the commodity's farm-level price ahead
of the coming harvest season.
Teguh Juwarno, chairman of House Commission VI
overseeing the trade sector, said on Thursday in Jakarta that the commission
would establish a team to ensure that the policy would not impact the farmers'
interests.
"We need to know that the [planned] import
is only to strengthen the rice stock, and not for the interests of a few
people," Teguh said.
The commission established the team after
meeting with Trade Minister Enggartiasto Lukita, State Logistics Agency (Bulog)
president director Djarot Kusumayakti, state trading firm PT Perusahaan
Perdagangan Indonesia (PT PP) president director Agus Andiyani and the
State-Owned Enterprises Ministry's deputy for industrial, agriculture and
pharmacy affairs, Wahyu Kuncoro.
Tegung said that the team would consist of
party faction representatives on Commission VI. “The tasks of the members
includes checking the rice stock at warehouses and oversee the shipments
of imported rice at ports," he said.
During the meeting, lawmakers criticized the
lack of reliable data on rice production that has triggered the sudden decision
to import rice. Lawmakers also questioned the government’s decision to assign
the State Logistics Agency (Bulog) to import the 500,000 tons of rice, instead

EDITORIAL: The unreliability of rice data

Every time a bout of price hikes hits the rice
market, as it has been over the last few months, the politically sensitive
issue about the need for imports again raises its ugly head. After a series of
meetings chaired by the chief economics minister, the government finally
decided recently to import 500,000 tons, or just 1.5 percent of the estimated
domestic consumption of 33 million tons, to help press down the rice price,
which affects the vast majority of the population and weighs heavily on the
inflation rate.
But Agriculture Minister Amran Sulaiman, who
seemed to consider rice imports a threat to his portfolio in the Cabinet, as
well as a number of politicians, strongly protested the import policy, arguing
that domestic supplies are actually adequate and imports would hurt the
farmers.
The problem is there have long been great
doubts about the accuracy of the production data provided by the Agriculture
Ministry and the Central Statistics Agency (BPS). There were even suspicions
the ministry tended to inflate production data to show off its success,
especially because President Joko “Jokowi” Widodo himself has made rice
self-sufficiency one of the goals of his administration.
We now learn, though, that the government has
now realized that the main controversy about rice imports so far has been
generated by inaccurate production data. The limited availability and quality
of data on the production and consumption of such a strategic commodity has
reduced the ability of the government, analysts and researchers to understand
the national rice supply and demand.
BPS chief Kecuk Suhariyanto confirmed on Monday
that the present data collection, which is based on eyeball estimates of paddy
crops in random area sampling in major-producing provinces, would be replaced
by a satelittle-mapping method to gather more accurate data.
Another problem may be that the monitoring of
domestic stock data at main warehouses and major distribution points for the
early price monitoring system also has been utterly inadequate. As long as an
effective early warning system and reliable real-time information about stocks,
the flow of rice across the country and prices are not available, debates about
rice production and consumption tend to beat around the bush.
But the government and many politicians still
need to correct misperceptions that food security should mean rice
self-sufficiency. Given the acute lack of irrigation outside Java, a low rice
yield and taking into account the needs of 260 million people, it is likely
impossible for Indonesia to be self-sufficient in rice all the time.
In the long run, and in the absence of a new
technology breakthrough or of any significant expansion in rice acreage outside
Java, there seem to be few better alternative policies for the government but
to step up food diversification programs.
In the meantime, rice imports should be allowed
from time to time as a deterrent to speculative domestic trade and to meet
domestic deficit in case of harvest failure. Official data has shown that more
than 75 percent of rice growers are net rice consumers themselves.

Rice Bran Oil in Hà Nội from May 23-25.
Themed “Rice Bran Oil---The World’s Premium Healthy Oil”, the
seminar will discuss strategies to promote the development and utilisation of
rice bran oil and improve its branding and trade in the international market.
This is the fifth year IARBO (International Association of Rice
Bran Oil) has organised the conference to promote the production of rice bran
oil in its five member countries of China, India, Japan, Thailand and Việt Nam.
The event will be attended by representatives of the world’s leading rice bran
oil producers, such as Thailand’s Medifood, Japan’s Tsuno and Oryza groups, and
more.
Rice bran oil is one of the best oils for health, widely used in
many countries such as New Zealand, Australia, Japan, South Korea, the US,
India as well as the EU. The oil is extracted from the bran layer within
six hours of being separated from rice grains to preserve valuable
antioxidants such as Gamma-Oryzanol, Phytosterol and Vitamin E.
The member countries of IARBO have great potential to produce
the oil, generating additional value for rice. Currently, 90 per cent of global
rice output is produced by Asia. India is currently the world’s largest rice
producer, accounting for 75 per cent of the global output, followed by China
and Japan.
In Việt Nam, Wilmar Agro Vietnam Ltd has invested in two rice
oil extraction plants in the Mekong Delta, with a total extraction capacity of
up to 1,200 tonnes of crude rice per day. This is the largest plant in the
country in terms of extraction, providing large quantities of crude oil for
domestic and foreign markets.
Cái Lân Oils and Fats Industries Company, which owns refined
rice oil brand Simply, said its refinery required modern machinery and advanced
technology to keep intact the nutrition of Gamma-Oryzanol and balance fatty
acid groups in rice oil. The company’s products are mainly exported to China,
Japan, Europe and the Middle East as well as partly sold in the domestic
market.
Established in 2013, IARBO is a non-profit, non-governmental
organisation. Its mission is to connect manufacturers, research institutes,
universities and consumers to promote the production and consumption of rice in
the world.
At this year’s conference, IARBO held the first rice research
competition, with a total prize of US$21,000 for students. In addition to the
in-depth reports, the conference also featured hundreds of booths displaying

Training on Direct Sowing of Rice under the programme, National
Food Security Mission (Rice) was held on May 16 at the Conference Hall of
District Agriculture Officer (DAO) Mokokchung.
A press release issued by DAO Mokokchung, stated that the
resource person SMS, Dr. Lanunochetla, presented the new technique of rice
cultivation on video and encouraged the farmers to try experimenting in their
own fields.
She also stated that direct sowing of rice would minimise the
cost of cultivation, labour cost and time.
The release stated that altogether 22 farmers attended the
training.

Normal dinner for us is a meat
(beef, lamb, or pork) or fish (catfish, salmon), the rice/noodles/potato, and a
fresh vegetable, typically asparagus, Brussel sprouts, green beans, or
broccoli.
My physician says that about half
of her patients eat pizza for dinner every night.
The “standard” dinner widely
associated with the US is “meat and potatoes”. I’m sure that is widespread in
the US, usually accompanied by vegetables. When I travel in Germany or Russia,
I am distressed by the absence of fresh vegetables.
Breakfast for me is usually
freshly-baked bread (done by my wife using a bread machine) with cheese and
jam, with coffee; sometimes we’ll spread lox (smoked salmon) and cream cheese.
We normally don’t have bread
except for lunch (which I skip) and breakfast. I love Indian Roti, but eat it
only in India.
I generally skip lunch.
Food is not spicy. I feel that
hot spice obscures the delicate flavors of food. Even rice (basmati!) has a
wonderful delicate flavor. I accompany my dinners with wine, usually a
moderately-priced Pinot Noir from Bourgogne.
As a vegetarian American, rice is
one of our staples. We’ve sometimes eaten it sweet, but usually eat it savory.
It’s sometimes eaten with stir fried veges and tofu, Chinese style. Other times
with other things added in. Besides the standard rice we get at the grocery
store, we also enjoy the delicacy of Basmati rice, and the nutty flavor of wild
rice that grows on the lakes in Minnesota.
Other staples, as vegetarian
Americans, are potatoes, beans, and quinoa. Quinoa is a grain-like grass grown
in South America. Like rice, it can be flavored a variety of ways. Beans can be
eaten in soups, or wrapped up with lettuce, onions, tomatoes, salsa, etc., in
tortillas.
Potatoes are boiled, baked,
mashed, or occasionally fried.
I don’t know what Roti is, but we
don’t eat a lot of what you would consider Indian foods because we don’t have
the spice available other than curry. I use curry once in awhile, but simply
don’t have the experience to know how to cook a lot of Indian foods.
We also eat a LOT of fruit. Right
now, I’m actually living in South America where it is much easier to get fruit.
When I lived in the US, however, our fruit was limited somewhat by the seasons,
so apples, oranges, grapefruit and grapes were staples. Strawberries and
cherries could be had in the summer, peaches and apricots in the fall. Tropical
fruits were expensive and seasonal.
From a British perspective, the
traditional carbohydrate served with the main meal of the day used to be
potatoes, prepared in a variety of ways: boiled, mashed, roasted, baked or
fried (as chips). Go back 20 years and a typical meal could be described as
'meat and two veg': in other words, some sort of meat or fish (or some product
based on meat, such as a steak and kidney pie), potatoes and vegetables -
usually boiled - such as carrots, cabbage or peas. However, as food from
different parts of the world have become popular, potatoes have been
increasingly supplanted by rice and pasta, and a much wider range of vegetables
and fruit have become available.
Most British supermarkets will
stock a variety of types of rice: American long grain, Basmati, Thai fragrant,
and possibly specialist rices such as Japanese, and Italian rice for risotto.
Recently a variety of flat breads such as rotis, chapattis and tortillas have
become popular, particularly for the preparation of 'wraps' as an alternative
to the lunchtime sandwich. By the way, Brits eating in Indian restaurants tend
to opt for naan bread rather than rotis, chapattis or parathas. In fact my own
introduction to rotis was through friends from the Caribbean, where rotis have
been assimilated into the local cuisine.
NAFTA Negotiations to Continue Past Congressional Deadline
WASHINGTON, DC -- Today is an
important date for those who want a "NAFTA 2.0" or a modernized North
American Free Trade Agreement. May 17 is the date that House Speaker Paul
Ryan has said is the deadline for the President to inform Congress of his
intent to sign a new NAFTA in order for the current Congress to consider and
vote on the new agreement. As of publication of today's Daily,
the President has not notified Congress.
In exchange for requiring an up or down vote on trade agreements by Congress, U.S. law sets multiple deadlines for the President to notify Congress of his intent to sign an agreement and to provide a copy before signature. There's also a mandated study of the economic impact of the agreement before Congress acts.
"Backing up from these statutory requirements and looking at the legislative calendar has led many to conclude that now is the time for the President to notify Congress if approval is to happen this year," said USA Rice COO Bob Cummings.
Key issues holding up an agreement reportedly include U.S. proposals on rules of origin to increase North American content for duty-free treatment of automobiles; that NAFTA sunset every five years unless specifically renewed by the parties; and making NAFTA's investor-state dispute settlement provision optional for each country. The United States is also seeking improved access for U.S. dairy in Canada, which is restricted by Canada's domestic supply management system.
The timeline for modernization is unclear if the current congressional window is missed. U.S. Trade Representative Robert Lighthizer issued a statement which said in part, "The United States is ready to continue working with Mexico and Canada to achieve needed breakthroughs on these (negotiating) objectives (as outlined by Congress in the bipartisan Trade Promotion Authority). Our teams will continue to be fully engaged."

How rice
farming may have spread across the ancient world

DNA from ancient skeletons confirms that migrating farmers
introduced rice to Southeast Asia, including Vietnam.

Rice farming spread far and wide
in ancient Southeast Asia, but how it got there has been a mystery. Now, a
study of 4000-year-old DNA—a rare find in this region—suggests it came with
farmers migrating from China, where rice farming originated. That means the
hunter-gatherers already living there didn’t learn farming themselves, or from
their immediate neighbors, but rather from distant people moving into their
territory—a pattern that may have played out throughout this part of the globe.
The study sheds light on “a
pivotal period in social and ecological history,” says Hsiao-chun Hung, an
archaeologist at Australian National University in Canberra who researches the
spread of farming in Southeast Asia and wasn’t involved in the new work.
Scientists have struggled to peer
into the prehistory of Southeast Asia because the region’s hot, humid climate
tends to degrade DNA. But David Reich, a population geneticist at Harvard
University, and Ron Pinhasi, a physical anthropologist at University of Vienna,
gave it a go anyway.
Pinhasi worked with
archaeologists who had excavated 146 skeletons from ancient people who lived in
Southeast Asia. The team then used state-of-the-art genetic sampling and
sequencing techniques to recover DNA from these remains. Only 18 individuals
gave up their genetic story, but that was enough to open a new window onto the
past. They lived in Vietnam, Myanmar, Thailand, and Cambodia between 4100 and
1700 years ago, a period ranging from the beginning of agriculture in Southeast
Asia all the way through the region’s Iron Age.
The oldest skeletons come from
the site of Man Bac in northern Vietnam, where archaeologists have unearthed
artifacts including decorated pottery and intricate jade ornaments that are
very similar to those found at earlier rice farming sites in China.
Archaeologists have long believed that indigenous hunter-gatherers and newly
arrived rice and millet farmers lived together at Man Bac. And indeed, the
genomes of the site’s residents confirmed that idea. They showed a mixture of
two ancestries: one indigenous to the region and the other more related to
people from southern China. That confirms that farmers had moved to Man Bac, spread their technology and
culture, and mixed with the local population of hunter-gatherers,
the team reports today in Science.
Those early farmers may have left
another legacy: a language that developed into today’s Austroasiatic family of
languages, which are scattered across Southeast Asia. The genomes of people who
speak those languages today—among them Khmer in Cambodia, Nicobarese on India’s
Nicobar Islands, and Mlabri on the border of Thailand and Laos—show the same
mix of ancestries found at Man Bac. That suggests the early farmers spread
their genes and culture all across the region, Reich says.
In later sites from Vietnam,
Cambodia, Myanmar, and Thailand, the researchers found a signal of another wave
of migration from southern China about 2000 years ago. They were farmers as
well, and this time they probably brought bronze metalworking technology,
kicking off the Bronze Age in the region. With this migration, the populations
of Southeast Asia began to resemble the people living in the region today.
This three-pronged mixture of
indigenous hunter-gatherers, early farmers, and a later wave of migrants
parallels the prehistory of Europe, also illuminated
by ancient DNA in recent years. There, migrating farmers brought agriculture
from the Near East to Europe, where they mixed with local hunter-gatherers
about 7000 years ago. Then later waves of Bronze Age migrants—in Europe’s case,
herders from the Central Asian steppe—moved in and established the population
structure scientists see today. (Researchers, including Reich, have also
documented a similar pattern in South Asia.)
“The two are twin phenomena
happening at about the same time at different ends of Eurasia,” says Charles
Higham, an archaeologist who studies Southeast Asia at the University of Otago
in Dunedin, New Zealand, and wasn’t involved in the work. “Human beings are
inquisitive, they’re exploratory, and they’re on the move.”

India rice prices drop to five-month low; Vietnam hits
multi-year high
BENGALURU (Reuters) - Rice prices in top exporter India fell
this week to their lowest in five months as the rupee depreciated, while rates
in Vietnam hit a four-year high amid stronger demand and limited supplies.
India’s 5 percent broken parboiled variety prices dropped by $3
to $404-$408 per tonne.
The continuous correction in the rupee has allowed exporters to
reduce export prices in dollar terms, said an exporter based at Kakinada in the
southern state of Andhra Pradesh.
The rupee has fallen about 6 percent so far in 2018 to its
lowest in 16 months, increasing exporters’ margins from overseas sales.
“Indian rice is becoming more competitive in the world market
due to the falling rupee,” said another exporter based at Kakinada.
Rice exports in India surged 18 percent to a record 12.7 million
tonnes in the 2017/18 financial year, which ended on March 31, on good demand
for non-basmati rice from Bangladesh, Benin and Sri Lanka.
An official at Bangladesh’s food ministry, however, said the
country would not require hefty rice imports this year. Bangladesh emerged as a
major importer in 2017 after floods damaged its crops.
“The government’s stock levels have improved significantly. I
don’t think Bangladesh would need to import a huge amount this year again, even
if rice crops are affected by flooding.”
Meanwhile, in Vietnam, prices of 5 percent broken rice rose to
$460-$465 per tonne from $455-$460 a week earlier. It was the highest level
since August 2014.
“News about Indonesia’s plan to buy another 500,000 tonnes gives

In Thailand, prices of 5 percent broken rice eased slightly to
$435-$440 a tonne, free on board (FOB) Bangkok, from $435-$445 last week, on a
weaker baht.
Demand was slow, Bangkok-based traders said, but they hoped
lower prices would attract buyers.
“The market is still quiet, but with lower export prices now,
there is more chance of sales,” a trader in Bangkok said.
Thailand, the world’s second-biggest rice exporter, will hold an
auction for the last 43,700 tonnes of rice fit for human consumption from state
stockpiles on Friday. A separate lot of 2 million tonnes, which is unfit for
human consumption and for industrial use, will be auctioned next month.

over 150 research works and patents for the development of new rice breeding
methods. The scientist of the Kazakh Rice Research Institute has become one of
the winners of the “100 New Faces of Kazakhstan” project. In his development,
the innovator applied modern methods allowing improving effectiveness of the

qualities as patience and perseverance, Alexander Podolskikh managed to achieve
results and produce new rice varieties. He made a significant contribution to
the development of science in Kazakhstan. Alexander Podolskikh and his colleagues
have produced rice varieties such as “Ak Marzhan”, “Aral” and “Aisaule.” In the
recent years, the scientist improved the qualities of the “Syr Sulu” variety.
ALEXANDER PODOLSKIKH, BREEDER: - We are currently placing the main focus
on the quality and the improvement of the yielding capacity, because it is
presently highly evaluated. We can have 100 centners per hectare, but if a
variety has poor seeds then the yielding capacity is forty percent and in the
end the crop will be forty centners. If we take a variety that yields at least
seventy centners, less than a hundred, and the yielding capacity is over sixty
per cent, then the crop will be over fifty centners per hectare. Kazakh
agrarians highly appreciated the advantages of a number of new high yielding

Quartet
of NFCR scientists publishes papers in immediate succession
ROCKVILLE, MD - A trio of papers
co-authored by four National Foundation for Cancer Research (NFCR) scientists
has been published this week in highly-cited and respected journals. Each
acknowledges NFCR support as having helped make the works possible.
Rakesh K. Jain, Ph.D., and
colleagues detail new knowledge on the interaction of brain cancers, blood
vessels and tumor microenvironments, specifically a mechanism by which gliomas
resist anti-angiogenesis drugs. The discoveries offer additional insight into
why glioblastoma multiforme (GBM), the deadliest form of brain cancer, has
to-date remained so notoriously difficult to treat, while too potentially
paving the way for future therapeutic approaches that account for these
findings.
"I had presented some
exciting data on vessel cooption in glioblastoma multiforme at the NFCR
scientific symposium in August 2017," stated Jain, an NFCR fellow.
"Our paper based on that work--supported by the Foundation--has now been
published in Cancer Cell."
The article appears in the
journal's issue dated May 14th--Monday.
Another paper specific to
gliomas, both of whose corresponding authors, Webster K. Cavenee, Ph.D., and
Paul B. Fisher, M.P.H., Ph.D., are closely associated with NFCR, too was
published on Monday. Availed online in the Proceedings of the National Academy of Sciences, it identifies a connection between various cellular mechanisms
associated with cancer and MDA-9/Syntenin, a gene previously discovered by Dr.
Fisher, an NFCR fellow.
These findings are explicitly
pertinent to better understanding and combating GBM, a cancer on which Dr.
Cavenee, NFCR's scientific advisory board chairman, is an authority.
"We have effectively
identified a potential Achilles' heel of glioblastoma multiforme that may allow
exploitation to uncover enhanced therapies with improved prognosis,"
summarized Fisher. "In these contexts, MDA-9/Syntenin may provide a viable
and effective therapeutic strategy for GBM."
Lastly, Paul Schimmel, Ph.D.,
co-authored a paper published online today in Nature which advances
understanding of mistranslation--errors in the interpretation of genetic
information. Dr. Schimmel, an NFCR fellow, is one of the world's leading
experts in the field. The mouse model findings outlined in the article, while
pertinent well beyond only cancer research, offer new insight into somatic
mutations. These, according to the National Cancer Institute's dictionary of
cancer terms, are described as such:
an alteration in DNA that occurs
after conception. Somatic mutations can occur in any of the cells of the body
except the germ cells (sperm and egg) and therefore are not passed on to
children. These alterations can (but do not always) cause cancer or other
diseases.
"Although a cancer investigation was not pursued in this
paper," noted Schimmel, speaking of the Nature piece, "I believe
mistranslation can be a course of somatic mutations that lead to cancers."
